Villages deal with county wage increases Niles and Morton Grove debate whether to opt-out or not BY IGOR STUDENKOV Bugle Staff @BugleNewspapers nweditor@buglenewspapers.com

This week, one topic dominated Morton Grove and Niles – the Cook County minimum wage increase and new sick leave mandate. In Niles, the village board voted 4-2 to opt out of both ordinances, and Mayor Andrew Przybylo’s attempt to introduce his own minimum wage increase was voted down by the same trustees who supported the opt-outs. In Morton

Grove, the village board decided not to cast the final vote just yet, voting 5-1 to table the ordinance until its next meeting. In October 2016, as previously reported by the Bugle, the Cook County Board of Commissioners approved an ordinance that would gradually increase the minimum wage over the next three years from the current Illinois minimum wage of $8.25 an hour. On July 1, 2017, it will increase to $10 an hour. It will then increase to $11 an hour in July 2018, $12 an hour in July 2019 and

$13 an hour in July 2020. During the Niles Village Board’s May 23 meeting, Cook County commissioner Larry Suffredin (D13th), who co-sponsored the ordinance, explained that the major reason why he supported it was to ensure that suburban minimumwage employees are paid similarly to their Chicago counterparts. The Chicago City Council approved its own multi-year minimum wage increase on Dec. 2, 2014. It went up to $10 on July 1, 2015 and $10.50 on July 1, 2016. It will go up to $11 by July 2017 and continue to increase by a dollar until 2019. From 2020 onward, it would increase by 2.5 percent or

by the increase in the Consumer Price Index – whichever is greater, though there would be no increase if the unemployment rate grows about 8.5 percent. Suffredin said that many of the suburban communities within his district – including Niles – share a border with Chicago, which made the disparity especially relevant to him. The county-paid sick leave ordinance, which the county board approved on Oct. 5, 2016, requires employers to give any employees that worked at least 80 hours within a 120 day period one hour of paid sick leave for every 40 hours worked. They may not earn more

than 40 hours per year. Like the minimum wage ordinance, it will take effect on July 1, 2017, the same date as a similar City of Chicago ordinance takes effect. The Morton Grove Village Board cast the first opt-out vote during its May 8 meeting. The vote was unanimous, and none of the residents who spoke voiced any opinion on the ordinance one way or another. By contrast, the May 22 meeting, when the final vote was scheduled to take place, saw a large number of residents and members of community organizations outside the village urging the trustees not to opt out. Suffredin himself spoke during the meeting, noting that businesses that receive Cook County’s property tax incentives are already required to pay their workers a county living wage, which is higher than the minimum wage would be after July 1: $11 an hour if they provide health benefits, and $14 an hour if they don’t. And while he agreed that the minimum wage should be raised state-wide, he didn’t expect to see it happen any time soon, which, he said, forced the county to act. “When I passed the ordinance at the county board, I said [that] I hoped that the Illinois General Assembly would deal with the issue,” Suffredin said. “Unfortunately, the Illinois General Assembly hasn’t taken a vote. I beg you, do not opt out. Give the residents in the community and those who work in the community an opportunity to make a livable wage.” Pat Donahoe, a Morton Grove resident since 1991, appealed to the officials’ compassion. “This proposal impacts parents who wants to have a simple, normal family life,” she said. “Where is justice in paying too little, and especially denying sick days to any human being? Where is the justice?” Resident and former pastor Robert Burkhart noted that, while people tend to assume that minimum wage jobs are starter jobs for teenagers and young adults, that hasn’t been as much of a case in recent years.

Niles creates liquor licenses for salons Customers may only be served while they are ‘receiving services BY IGOR STUDENKOV Bugle Staff @BugleNewspapers nweditor@buglenewspapers.com

The Village of Niles Board of Trustees voted unanimously to create a new liquor license for beauty shops. The ordinance was originally introduced during the April 25 meeting, but it was tabled until the May 23 meeting. While the staff revealed that there was one business in particular asked for it, any beauty shop will be able to apply for it. The license will allow them to serve beer and wine, and customers would need to drink it on site. The newly created Class S license isn’t entirely unprecedented in the area. In spring 2016, Park Ridge City Council voted to create “complimentary service” liquor license that allows salons to serve customers up to three drinks. The Niles Class S license is available to salons and day spas.

While the businesses will be able to serve wine and beer, there are several conditions attached. Customers may only be served while they are “receiving services” - for example, getting their hair done – and they may not drink more than three alcoholic beverages per visit. Those conditions don’t apply if the business already has a video gambling terminal. Other conditions apply across the board. The license holders would only be able to serve alcohol between 9 a.m. – 9 p.m on Sunday-Thursday, and 9 a.m. - 11 p.m. on Fridays and Saturdays. Their storefronts can’t have any signage advertising the fact that they serve alcohol. All employees that serve alcohol must be BASSET-certified, and applicants must pay a $750 license fee. Finally, the overall number of Class 6 licenses is capped at three. When the ordinance was originally introduced, there was no ex-

emption from the three-drink cap for businesses with video gambling terminals. During the April 25 meeting, Mayor Andrew Przybylo said he had reservations about applying the cap across the board. “If we want to build our revenue stream through [video] gaming, don’t you think three drinks would be negative?” he asked. The board decided to table the resolution. After the meeting, Trustee George Alpogianis told the Bugle that the ordinance was placed on the agenda too early by mistake, and more time was needed to review it. During the May 23 meeting,

Trustee Danette Matyas wondered if the license was created because some business asked for it. Alpogianis said that one did. “This is a [request] of a recreation business that was failing, that was over by Booby’s [restaurant],” he explained. While the name of the business was never specified, the only one that fits the criteria is the Niles Beauty Salon, which is located at 8146 Milwaukee Avenue, on the opposite side of the street. “I know this place – it’s across the street from Booby’s,” Matyas replied, adding that she had concerns about whether it would have enough parking.

Przybylo interjected to point out that the vote wasn’t about whether to give the license to that particular business – it was about whether a Class S license should exist at all. Once the license is created, it wouldn’t be restricted to Niles Beauty Salon. As with any liquor license, businesses would need to file an application with the Village of Niles. It will then be reviewed by the Liquor Commission, and the Niles Police Department will conduct a background check. The village board would have no input on the individual applications. With that, the trustees voted unanimously to create the license.

It goes without saying that any job is easier if you have the right tools. It’s also important to take proper care of your tools. At this time of year, this especially relates to your gardening tools. What makes working in your North 40 most enjoyable is not only having the right rakes, clippers and spades, but also having them organized and easily accessible – this applies to both storing and using them. As you’re probably already familiar with the traditional pegboards and store-bought tool caddies, here are some clever and quirky alternatives that may be new to you: STORING LONG-HANDLED TOOLS Recycle a wooden pallet into a new storage space for your long-handled tools. By fastening the pallet flat against your garage or shed wall, shovels, hoes and edgers will easily slip behind the slats and stand upright, organized and accessible. Or try drilling handle-diameter holes into the lid of a 50-gallon

resin trash can. The round container with tools at the ready fits perfectly in any out-of-the-way corner. Another unique solution is to turn a tall furniture crate into a self-contained storage unit for your long-handle garden tools. Affix a few rows of tension-style broom racks to the inside and you’ve created the perfect garden tool closet. KEEPING HAND TOOLS IN ORDER Find a rural-type mailbox large enough to house your smaller hand tools. This is a great way to keep your shears, trowels and claws from going missing. How about converting a hanging pocket shoe storage unit into one that holds your hand tools? Just nail the multi-pocket organizer to an interior wall to keep your small tools out of the elements and accessible. Another idea is to convert the utensil basket of your discarded dishwasher into a small hand tool organizer – it not only contains your tools, but also can travel with you around your garden. CARTING GARDEN TOOLS AROUND A hands-free way to carry your small gardening tools from tool shed to tomato patch is by holstering them in an old leather tool belt. Additional rope

loops can be added to accommodate extra tools. You might also try strapping a large plastic garbage can to a dolly to transport your long-handle tools from plot to plot. This keeps them organized and within reach at all times. On par with that idea is recycling your old golf bag and cart into a long-handle tool caddy. What a classic and creative way to drive gardening tools out to your fabulous north FORE-ty. CARING FOR GARDEN TOOLS Clean all mud and dirt from your tools before putting them away so the moisture they hold won’t cause rust. Apply linseed oil regularly to extend the life of wooden handles –it will protect them from moisture and prevent them from cracking. I’m sure you have your own ingenious methods of keeping your gardening tools in order. If so, I’d love to hear them. BASEBALL >> PARK RIDGE

Hawks go down fighting against Wildkits Hawks suffer heartbreaking loss to Evanston BY DRAKE SKLEBA For the Bugle

Trailing 10-3 at the end of five innings, in their Maine South Regional semifinal game with Evanston (22-10), things looked bleak for Hawk Nation in Park Ridge on Thursday. Not so fast. The never-say-die Hawks would erupt for five, sixth inning runs and then score three more times to grab an 11-10 lead heading into the bottom of the sev-

enth. Evanston, being the higher-seed in the sectional complex, was named the home team. The Wildkits, would rally for two runs in the bottom of the seventh and win in walk-off style, 12-11 to break the hearts of Hawk Nation. The Hawks close out the 2017 campaign at 5-27. In the regional opener, the regional hosts made quick work of their guests from Chicago Schurz 14-1 in five innings. Led by Danny Cerniglia and Spyros Vaselopulos, who each had three hits and drove home three Hawk runs. Danny Touhy

chipped in with a pair of RBI for Maine South. LANE TECH REGIONAL SEMIFINAL Niles West defeated Lane Tech 3-0 on Chicago’s Northwest side on Thursday. The Wolves faced New Trier in the regional final Saturday. MAINE SOUTH REGIONAL FIRST ROUND On Tuesday, Maine East (8-161) crushed its guests from Chicago, 15-0 in four innings behind, Jusuf Zvizdic. Zvizdic fired a onehit shutout with eight strikeouts for the Demons. Jusuf can hit,

too. Zvizdic, had three hits and drove home four Demon runs. Cole Schnobrich, also drove home four runs for the Demons, with a pair of hits. Chance Ballog, chipped in with three hits and two RBI for East. The game was played earlier in the week, but was suspended in the eighth inning tied at 5-5. In that game, which was not official, The Demons (7-16-1) and their guests from Chicago, played eight innings before darkness forced a suspension of the game until Tuesday, in Park Ridge. Vaselopulos led the Hawk at-

tack with four hits and two RBI. Declan Griffin, chipped in with three hits and Danny Touhy drove home two Hawk runs. The Demons played the West Suburban Conference Gold Division champions from Leyden (21-6-1) at Maine South Friday.

SOFTBALL Maine South defeated Maine West 14-6 in the Maine South Regional Semifinal to advance to the regional final against Oak Park-River Forest. Maine East fell in the Evanston Regional semifinal to the hosts 9-1.

OAKTON MEN’S TENNIS

Owls’ tennis ends season ranked No. 24 in nation The Oakton Community College men’s tennis team finished the season as the No. 24 team in the nation following the 2017 National Junior College Athletic Association (NJCAA) Division I Men’s Tennis Championship, held May 15-19 at Collin College in Plano, Texas. The Owls competed in the tournament against some of the toughest competition in the country—including three-time national champion ASA College (Miami, Fla.) and Tyler Junior College (Texas)—with just four players: Chris Lavengco (Des Plaines, Maine East High School), Peter Kloda (Des Plaines, Maine East High School), Samson George (Des Plaines, Maine East High School) and Robert Lazar (Herndon, Virginia, K12 International Academy, Switzerland). “That was quite an achievement for us,” said Owls head coach Kelly Johnson. “Our players came in well prepared, and their energy level was sky high.” Lazar posted a win in his opening No. 1 singles match, and the team

Competing in the tournament was such a confidence builder for the team and for me,” Johnson said. “We had many close matches and hung tough with the best of the best. Also, this puts Oakton on the map in the state and shows we are a force to be reckoned with – that will only help with

recruiting.” A native of Wisconsin, Johnson graduated from the University of Wisconsin-Madison, where she played tennis for a nationally competitive program. The 23-year-old Johnson had the distinction of being the youngest coach at nationals and was one of the few females to guide a team. “That was quite an honor,” she said. “I felt that I represented Oak-

ton and the program well.” Johnson coached the Owls to a second place finish in the Illinois Skyway Collegiate Conference, taking third place at the NJCAA Region IV Men’s Tennis Tournament to qualify for nationals. She feels the Owls are ready to take the next step. “This was a great second season for me as Oakton’s coach, and I can’t wait to achieve even more in 2018,” Johnson said. “Especially

with Robert coming back next season, we have a lot of momentum going into next year.” MEN’S GOLF Oakton Community College freshmen golfers Stephen Bukielski (Niles, Schaumburg High School) and Chris Blaha (Hoffman Estates, Conant High School) have their eyes on the cups – the ones at the Longbow Golf Course in Mesa, Arizona – when the duo competes in the 2017 National Junior College Athletic Association (NJCAA) Division II Men’s Golf Championship May 23-26. “Having two golfers compete in nationals says a lot about their talent and is a huge honor for Oakton’s program. I’m looking forward to seeing them go against the best golfers in the nation,” says Louis Walker, Oakton men’s golf coach. Bukielski and Blaha will be contending against approximately 300 junior college golfers from around the country at the par-71, 7,050yard golf course that features emerald fairways, strategic bunkers and a picturesque desert view.

COLUMN >> DAVE SAYS

Keeping mortgage for deduction is bad math DEAR DAVE, My wife and I are looking at buying a new home. We’ve been really blessed with our finances, and we’re at a point where we can pay cash for a new house and still have plenty of money in the bank. Should we do this, or is it a better idea to get a mortgage for the tax deduction? BRIAN DEAR BRIAN, I think the real question is this: Why wouldn’t you pay cash if you

have the ability to do so? I would never advise someone to get, or

keep, a mortgage just for the tax deduction, because these tax deductions are never 100 percent. Let’s pretend you had a $200,000 mortgage at five percent interest. That would be $10,000 a year in interest. If you take a $10,000 tax deduction and you’re in a 25 percent tax bracket, that would save you 25 percent of $10,000 on your tax bill — or $2,500. So, you would never send $10,000 to your mortgage company just to avoid sending

$2,500 to the IRS. You don’t keep a mortgage just for the tax deduction. That’s trading a dollar for a quarter, and you don’t want to do that. Everybody thinks losing the tax deduction is an awful thing, but you could give $10,000 extra to your church — something you don’t have to be in debt to do — and get the same tax write-off. There are numerous positive aspects to staying out of debt. One big thing it does is change

your risk level. It gives you a level of peace and security you’ll never have when debt is hanging over your head. All that money that was going out the door to the bank can be used to build wealth and give like never before! —DAVE

ARIES

MARCH 21 TO APRIL 20

If you can’t take the heat, stay out of the kitchen. Your emotions are likely to get the best of you in spirited discussions. Avoid confrontations in the week ahead. Try to enjoy the world as it is. Don’t worry what others think.

GEMINI

Don’t try to swat a fly with a sledgehammer. There may be a tendency for you to make a minor problem out to be a bigger deal than it actually is. Keep your priorities in order and don’t act as if a minor setback is the end of the world.

Slow and steady wins the race. Not that you’re in a race, but pacing yourself and taking your time will yield a far better result that if you try to rush. Others have come to rely on your efficiency and dependability, don’t let them down.

Actions speak louder than words. Others are likely to respond better to what you do rather than what you say as deeds will leave no questions about your sincerity. Get all the facts before making judgments or reaching conclusions.

SAGITTARIUS

NOVEMBER 23 TO DECEMBER 22

Don’t get too big for your britches. Overconfidence could come back to haunt you as this week unfolds. You should always be prepared for even the slightest chance that you could fail and have a backup plan.

AQUARIUS

Fools rush in where angels fear to tread. A knee-jerk reaction could land you right in the middle of a messy situation that would be best to avoid. Break up the monotony by doing something original this week.

Agree to disagree. There’s little point in trying to get the last word in as you’re not going to change anyone’s opinion and they aren’t going to change yours. Build upon common interests rather than focusing on differences.

Step back and count to 10. Take care when dealing with those who may get under your skin as you could be quick to lose your cool. If tried and true methods aren’t working for you, thinking outside the box could provide the answer.

VIRGO

AUGUST 22 TO SEPTEMBER 23

Don’t believe everything that you hear. You may get showered with information today but not all of it is likely to be true. Do your own homework before using any facts and determine whether sources are valid or just blowing hot air.

SCORPIO

OCTOBER 24 TO NOVEMBER 22

Live and let live. There will always be people who see the world differently than you do so simply try to respect their opinions as you would have them respect your own. Adversity will be easy to overcome if you just keep your cool.

CAPRICORN

DECEMBER 23 TO JANUARY 20

Expand your horizons. Reading up on a subject could provide valuable insights for business or life in general. Keep an open mind if a companion wants to try something different as the experience could be worthwhile.

PISCES

FEBRUARY 20 TO MARCH 20

Don’t let them drag you down to their level. Certain people may just be itching for a fight and you won’t need to do much to pull their trigger. Diffuse tense situations with humor or just walk away in the week ahead.
