Trustees leery of more TIF districts Proposal for Oakton Street, Milwaukee Avenue properties give village a total of 4

Niles trustees expressed reservations at a May 22 hearing on two new Tax Increment Financing (TIF) districts. The Niles Village Board will vote on the districts next month.

TIF districts are blighted areas set aside for development investment. Future property tax revenues are diverted from the area to a TIF fund. The fund is supposed to reimburse private development companies for projects in the area.

One proposed TIF district would be on Oakton Street, in an area that spans Oakton and Waukegan Road. Another would go from Milwaukee Avenue and Waukegan to Harlem Avenue, and several blocks west.

“There could be four,” Community Development Director Charles Ostman said. “Right now we’re focusing on two.”

TIF districts have proved controversial in Chicago, where officials shifted funds from a TIF district to a project outside the area.

Niles already has two districts.

“It seems like a lot,” Trustee George Alpogianis said at the hearing, in response to a presentation on the proposed districts.

He noted that Niles has a twoyear-old, 88-acre TIF district.

“We have seen an uptick in TIFs that are being considered by municipalities,” Kane, McKenna and Associates (KMA) Chief Executive Bob Rychlicki said. “There’s been some pent-up demand over the last seven or eight years.”

The Village has retained KMA to work on previous TIF districts.

Economic Development Coordinator Ross Klicker said they’re consultants who do research on the TIF areas for the Village.

Rychlicki said there are plans to develop a property owned by Fifth

Third Bank in one proposed district. He said the increase in TIFs has brought more development projects for certain kinds of real estate -- industrial warehouses, restaurants, apartments.

“Any decision on expenditures or approval of projects, they come back to the Village Board,” Rychlicki said. He added that the high school, the library and the Review Board have not objected to the new TIF plans.

Ostman said that the designated areas would benefit from TIF district status.

“They are blighted when you take a look at the age of the buildings,” he said. “We have some inquiries for developments. I think these developers are holding off to see if the TIF district does become reality.”

Niles Trustee Denise McCreery said her worry is that the TIFs would raise taxes for residents.

“There aren’t any new taxes for the district,” McCreery said.

“It’s just that assessed valuation is spread out over a smaller area” [because the TIF area is removed] “so therefore taxes for that smaller area get elevated.”

“The increase is usually mini-

mal, she said, “but it’s still more.”

Klicker stressed that it’s future property tax revenue diverted to the TIF fund.

“It’s the increase in value that’s allowed to be reinvested back into the district. It’s the growth in property value that is reinvested,” he said. “In the areas that we’re proposing, the property values are not increasing as it is.”

McCreery suggested trustees scrutinize the proposed valuation amounts for the TIF districts.

At the hearing, Niles Mayor Andrew Przybylo said that while the statute limits TIFs to 23 years, they’re often shut before that.

“We’ve retired TIFs early,” he said.

There were no comments on the Oakton TIF district. A resident asked if he’d get kicked out to make way for the Milwaukee TIF district. The mayor told him they aren’t claiming eminent domain.

Rychlicki said Niles might consider more districts further north on Milwaukee, near Golf Mill Shopping Center.

“I’m just concerned overall at the sheer amount of taxes that each of our residents is paying,” McCreery said.

Council honors students, works toward lake resolution Changes to Murphy Lake ordinance don’t get pass first reading

The May 21 Park Ridge City Council meeting consisted of honoring local students and public workers, but ended with a somber 1-5 vote disapproving the first reading of an ordinance amending the zoning ordinance regarding Murphy Lake.

The single “yes” vote was from John Moran, 1st Ward Alderman.

The council members debated on how the council should be involved when handling situations with Murphy Lake, and which situations citizens need permits when doing work on their lake property.

“I just want us to turn into being proactive rather than reactive when handling these situations,” Moran said.

Currently, the city council does not require a permit for an owner to infill at their property, and the city council will only be notified if either city code is being violated, or a neighbor raises a complaint.

Toward the beginning of the meeting, the council recognized two of the three winners from the Historic Preservation Commission’s poster contest.

Nora Scheuber, third grader at the Science and Arts Academy, and Oliver Tiu, fifth grader at Field Elementary School, were honored by Mayor Marty Maloney, and also received gift bags from the council. The third win-

ner, a fourth grader, was not present at the meeting.

For the contest, the students drew a picture of a local building that meant a lot to them.

Scheuber drew a picture of Park Ridge Public Library, and Tiu drew TeaLula, a Park Ridge café where Tiu said he “basically grew up.”

Seniors from Maine South High School’s Constitution Team were honored at the city council meeting for placing in the top 10 at “We The People: The Citizen and the Constitution National Finals.”

“I know that you all are on to bigger and better things, but I hope you all make it back here to Park Ridge in some way,” Maloney said.

Local public workers were honored at the meeting as well as part of National Public Works Week.

Wayne Zingsheim, director of the Public Works Department, was present with several other public workers.

“What we do on a day-to-day basis is make sure that the water turns on not only when you turn the faucet, but when you need it most,” Zingsheim said.

As part of Mental Health Month, the council also honored Geri Silic, police social worker, for her work to improve mental health treatment options with the community.

Silic was present at the meeting along with Duane Mellema, deputy police chief.

“Since we’ve added Geri, we’ve gone leaps and bounds above where we were with treating mental health,” Kaminski said.

During the meeting, the council granted a five-year term to John Mackin for the Historic Preservation Commission, and a five-

year term to Richard Siversten for the Appearance Commission.

Council members approved several purchases including HVAC modifications for the second floor office at City Hall for the amount of $13,640, as-

bestos abatement at City Hall for $13,650, a contract for the Elm Tree Injection Program for $60,000, three new police vehicles totaling $80,260 and $16,000 for fire department promotional testing.

Principal honored

by National Lewis University As principal of Lincoln Middle School in Park Ridge, Anthony Murray has championed social-emotional learning, educating the whole child and improving student achievement.

Because of his dedication and accomplishments, National Louis University, from which he earned his doctorate in educational leadership in 2010, has selected him from alumni nationwide for its prestigious

2018 Reach award.

Murray wrote his dissertation on “SocialEmotional Learning Through Middle School Advisory.”

He has put social-emotional learning, including such topics as how to handle conflicts with others, bullying, building relationships and being a good citizen, into practice as principal at Lincoln Middle School in Park Ridge Community School District 64. While advisory, which incorporates social-emotional learning, is a program in District 64, it was a class period at Wood Dale Junior High, where Murray was principal from 2006-2012.

Over the years, Murray has remained involved with National Louis University, allow-

ing professors to bring education students into his school’s classrooms to observe. He has also brought in student teachers.

Murray attended New Trier High School, and his love of history grew when he spent a portion of his undergraduate years studying in Rome, Italy.

He earned his master’s in history and taught eighth-grade social studies in Palatine before enrolling at National Louis. He earned his Certificate of Advanced Study in Educational Leadership in 2002 before entering his doctoral program.

As a principal, Murray feels his mission is both leadership and service.

“We all work together,” he said. “If I can help us all work together better, that’s very

gratifying.”

The best part of being a principal, he believes, is working with kids, being in classrooms and generally listening and helping as kids go through ups and downs.

“Tony Murray has dedicated his career to the idea that all children can achieve to high levels,” said Robert Muller, Ed.D., dean of National Louis University’s National College of Education. “That’s our mission, and it’s an honor to count such an accomplished middle-grades educator and leader among our alumni community.”

Murray, who lives in Mount Prospect, Illinois, will receive the Reach NCE award on June 5 at the university’s award banquet at the Sofitel Hotel, Chicago.

O’Hare Airport: Place to reunite with ones you love

BY MARNI PYKE OF THE DAILY HERALD It took just seven years for O’Hare International Airport to rise from an unassuming, former aircraft factory to the world’s busiest airport in 1962.

Since then, the Midwest aviation hub has witnessed history and sparked an economic boom in the region; but for many across Illinois, it’s the place to reunite with the ones you love best.

“Creating O’Hare was a marvelously foresighted decision by the city of Chicago,” aviation expert Joseph Schwieterman said.

Chicago leaders chose Orchard Field, where the Douglas Aircraft Co. was building fighter planes, as the site for a second airport to relieve busy Midway International Airport in 1945.

The facility got its name in 1949 from heroic World War II pilot Edward “Butch” O’Hare and opened for commercial traffic in 1955. The main terminal building and a parking lot were completed in 1961 and in 1963 President John F. Kennedy dedicated the airport.

“There is no other airport in the world which serves so many people and so many planes,” Kennedy said.

O’Hare can be credited with generating a commercial boom in northwest Chicago and the surrounding suburbs that includes industrial parks, hotels and restaurants, freight operations and transportation services.

An estimated 450,000 jobs in the region are linked to O’Hare and its economic impact is $38 billion, according to the Chicago Department of Aviation.

An extension of Route 390/Elgin-O’Hare Expressway to the airport and a ring road (I-490) on its western edge are projected to create up to 65,000 new direct and indirect jobs in the region.

O’Hare ranks as the country’s second busiest airport, with 867,635 arrivals and departures in 2016, compared to Hartsfield-Jackson Atlanta International Airport with 898,356.

But along with being a financial and transportation asset, O’Hare has an emotional connection with Illinoisans.

Over the years, the airport has witnessed heartbreak as when American Airlines Flight 191 crashed minutes after takeoff near Des Plaines in 1979.

It’s seen emotional farewells as soldiers deployed to Vietnam, Afghanistan and Iraq, and joyful reunions as they returned.

And in January 2017, it saw protests over a travel ban enacted by the White

House on seven predominantly Muslim nations.

Famous fliers have taxied on the tarmac from President Barack Obama aboard Air Force One to sports teams raising trophies such as the 1985 Chicago Bears, 2005 White Sox, 2013 Blackhawks and 2016 Chicago Cubs.

Back in 1963, Kennedy hoped the government and airlines, “will continue to work as hard as they can to make sure that the noise from these jets which take us in and out do not disturb the lives of ... people whose homes are in the immediate area.”

His words were prescient as noise is the crux of the love-hate relationship neighborhoods around O’Hare have had with the behemoth. Neighbors appreciate the fact that the airport creates jobs, but loathe the din of jets over their homes. Since 1995, more than 10,900 homes have been soundproofed but concerns about noise continue to date.

The airport was a trendsetter over the years with the iconic steel and glass of Terminal 1 designed by Helmut Jahn and the transcendent “Sky’s the Limit” light sculpture between Concourses B and C. Other unique features include a soothing hydroponic garden, a replica of a World War II fighter plane and a yoga room.

“When O’Hare opened it was rivaled only by JFK (International Airport in New York) as an aviation showpiece that pointed the way to the future,” said Schwieterman, a DePaul University professor, “(with) the double-deck roadway, multiple-terminal design, the room for expansion in the footprint.”

In its most recent metamorphosis,

O’Hare is shifting to a parallel runway system instead of relying on diagonals.

The sixth and final parallel is scheduled to be completed in fall 2020.

As its next act, the city of Chicago is pursuing an O’Hare 21 plan. Elements include “a new global terminal, more gate frontage, more space for passenger amenities and other improvements to increase efficiency of growing airport operations,” CDA Communications Deputy Commissioner Lauren Huffman said.

“Aging terminals will be redeveloped and a new global terminal will double O’Hare’s capacity for serving international passengers, allowing arriving international passengers to exit faster and connect to other flights with greater ease.”

The plan also includes three new or redeveloped hotels and additional gates.

“Getting around the airport will be faster, more convenient and efficient.

Customer service will be improved with new technology, amenities and more space to relax,” Huffman said. “Over the next decade, these investments will ensure that O’Hare is equipped for growth and to maintain its status as a top destination and choice hub for passengers around the world.”

Local athletes represent two of nine competitors in wheelchair track since inception in 2013

When the Illinois High School Association first introduced wheelchair races to the annual state track and field competition in Charleston in 2103, it wasn’t much of a race as only one athlete – Stella McMillin of Chicago Curie – competed in the events.

Since then, nine different competitors have shown their strength, desire and determination on the signature blue track in Eastern Illinois University’s O’Brien Stadium.

This year, the 100-and-200-meter race had four competitors – the most ever in a race – and two of those athletes were from the Voyager Media coverage area.

Danielle DiMaria, a junior from Niles West, competed as did freshman Hanna Codreanu Maine East from Maine East.

second in the 100 (25.23 seconds), third in the 200 (54.96) and second in the 400 (1 minute, 42.89 seconds).

Daniela Polencheck, a senior from Glenbard West, won all four track events.

“It is fun coming out and competing,” DiMaria said. “I wanted to try it out and see how this was and I love it. The 400 is usually my best race and it was at state. I was faster this year than last year, so it was a good year.”

Joining DiMaria on the track for two of her three races was Codreanu, a new comer to the track scene after a medical procedure ended her swimming.

“I wanted to try and different sport because I was originally a swimmer, but I had my back fused so I lost my swimming ability, so I decided I would do track,” Codreanu said.

“Within the first few weeks of doing track, I broke both scapulas. I have a condition called Osteogenesis Imperfecta, which is a brittle bone disease,” she said.

“So, I competed my first two races with broken scapulas, but I usually tray and fight through the pain.”

In her first state meet, Codreanu posted a time of 39.12 in the

100 and 1:28.52 in the 200.

Her place did not matter, as she posted personal best times.

“I knew I wouldn’t get first since I only started two months ago, but I really liked it,” Codreanu said. “It is a lot of work.”

Codreanu only competed in the two events this season, but she is hoping within two years, she can give the 400 a try.

“I am hoping I can do a 400 by junior year,” she said. “Since I just started, I don’t have the stamina yet, but that is the goal.”

KATHRYN DEAR KATHRYN, It sounds like you’re in great financial shape. Congratulations on becoming debt-free! Let’s take a look at both scenarios. If you can save $20,000 a year, that means you’re about 10 years away from a nice, paid-for home, and you’re still debt-free. That’s one option. At the same time, I don’t yell at people for taking out a 15-year, fixed-rate mortgage, where the payments are no more than 25 percent of their monthly take home pay. In this situation, you could save like crazy for a couple of years and make a big down payment on a home in the price range you’re talking about.

Then, you could pay off that house in just 15 years.

I honestly don’t have a problem with either solution, Kathryn, but think about this. Wouldn’t it be great to have your own home, and still be completely debt-free, at 40?

It’s something to think about!

BERRESHEIM Kathryn “Kathy” J. Berresheim 59, of Park Ridge, formerly of Niles, passed away in the loving presence of her lifelong partner Renate Galgano, and her sisters, on April 17 at Advocate Lutheran General Hospital.

Kathy fought a valiant 21-year battle with oral cancer. She leaves behind Renate “Red” Galgano, her beloved partner of 40 years, who never left her side. Kathy was the daughter of the late Fred and Patricia Berresheim. Surviving her are sisters Margaret “Margie” (Bolger), Carole (Kasper) and Mary Lee (Zerbicki). Kathy was a devoted Aunt to Christy Zornes, and Danny and Amy Bolger. She was blessed to be a Great Aunt to Allison, Genevieve and Gabriel.

Kathy was a resident of Niles for more than 50 years. She attended St. John Brebeuf grade school, Maine Township East High School, Parkland College and Oakton Community College.

Kathy’s love extended not just to

family and friends but to children everywhere. Kathy’s college degree, her career, and her passion involved early childhood education.

She was a preschool director at the Children’s Campus in Chicago for 15 years. Later, she started a daycare in her childhood home.

Although Kathy never had any children of her own, she loved and helped raise hundreds of children.

In May of 1999 her family, friends, classmates, parishioners from St. John Brebeuf, numerous charitable organizations, and the larger community of Niles, came together one night for a large and successful gala to raise funds for her ongoing medical expenses. It was the first of many fundraising activities. She was forever grateful for living in such a wonderful community of generous supporters.

Kathy was a fantastic baker.

And although her many surgeries left her permanently unable to eat, she continued to bake and send as gifts her greatly sought after delectable desserts. She even authored a very popular cookbook which she sold at craft fairs along

with her delicious home baked “Sweets n’ Treats.”

Despite her 21-year battle with cancer, Kathy remained a positive spirit much loved by all who knew her. After she lost her ability to speak, Kathy became a prolific sender of cards and an avid writer of letters. She inspired so many with her words of gratitude and love.

A large and dedicated Oncology team cared for Kathy throughout her battle with cancer.

She was always grateful to Dr. Hooberman and Dr. Layland and their devoted staff for all their years of care.

On April 28, a well-attended funeral Mass was held for Kathy at St. John Brebeuf. Family and friends helped celebrate the Mass. One of the altar servers, now a young man, attended Kathy’s daycare program as a child. Former classmate Deacon Andy Beierwaltes honored her by helping to serve the Mass and delivered a heartfelt Homily.

Her childhood and lifelong friend, Laurie Styrcula, gave an inspirational eulogy. Internment was at Maryhill Cemetery with a beautiful graveside ceremony.

Kathy was a supporter of Mercy Home for Boys & Girls in Chicago.

She would have been blessed to hear of the many generous donations to Mercy Home in her honor.
