Park Ridge is expected to officially become a little bigger. A month after agreeing to work with Hubert Cioromski, the new owner of the former Veterans of Foreign Wars Post 3579 hall, the Park Ridge City Council voted unanimously to annex the site by force. Aldermen were previously willing to give Cioromski time to go through the Cook County
rezoning process, so long as he agreed to abide by an agreement that would restrict him to certain uses. But as the May 16 meeting went on, they became increasingly concerned that the city would have little control over some of the finer points of what goes up on the site unless they actually annexed the property. The May 16 vote marked the first of two required readings for annexation. While aldermen considered waiving the two reading rule, they ultimately decided to hold a second reading during a
May 23 special meeting. (As of press time, the May 23 meeting had not yet occurred.) Since April 2015, the VFW has been looking to sell their building and relocate to a smaller space. Canfield Higgins LLC purchased the property in January of this year. Because the lot is located on unincorporated land, any zoning changes and building permits are required to go through the Cook County Board of Commissioners. In March, the new owners sent out notices to alert residents that the Cook County Zoning Board of Appeals was scheduled to decide on April 7 whether to sign
off on a request to change the property’s zoning from residential to industrial. On March 21, the Park Ridge City Council filed an objection to the zoning change and voted to begin annexation procedures. Aldermen and residents who lived near the lot were concerned that industrial zoning would give Canfield Higgins too much flexibility when it comes to the property’s use, allowing a number of potentially undesirable outcomes. On April 4, Cioromski asked the council to delay annexation in order to give him time to complete the process. Because the annexation would automatically give the lot
residential zoning, Cioromski said he would have to start the rezoning process all over again. This, he added, could potentially delay redevelopment for months. Aldermen agreed to delay the annexation vote until May 16 to give the two parties time to negotiate an agreement. Park Ridge would still annex the property, but Cioromski would have time to finish the process, and the agreement would restrict what sort of uses would be allowed on the property. On May 16, City Attorney Julie Tappendorf presented a proposed agreement that would require
