Library to host free fandom convention ‘Fandom Fest’ to take place Saturday, Aug. 19, from 11:30 a.m. - 3 p.m. BY IGOR STUDENKOV Bugle Staff @BugleNewspapers nweditor@buglenewspapers.com
A comic and pop culture convention is coming to Niles – and, unlike the big events in Chicago and Rosemont, it’s completely free. The Niles Public Library held several events called “Fandom Fest” in the past. But this is the first time it will hold a full-fledged convention, complete with a special guest, an artist alley, vendors who sell
merchandise and opportunity to cosplay. It is planned for Saturday, Aug. 19, from 11:30 a.m. - 3 p.m. The library administrators got an idea after hearing of similar events at other Chicago area libraries. Ultimately, they hope to create an event that would be family-friendly and fun; and that they would be able to do more such events in years to come. Fandom conventions are almost as old as fandom itself. Some are geared toward specific niches –
Chicago’s own Anime Central, for example, is geared toward fans of anime, manga and Japanese culture in general. Others have broadened their focus over the years – what is now known as Wizard World Chicago Comic Con started out as purely a comics and collectibles convention, has since expanded its to include science fiction and fantasy television shows and movies, as well as other pop culture fandoms. Others, such as Chicago Comics and Entertainment Expo, catered to a broad array of interests from the get-go. The conventions tend to feature guests, artists and writers who sell
their work, vendors who sell merchandise and celebrity guests. Guests are welcome to cosplay (dress up as characters), and some cosplayers have even become popular enough to get booths of their own. According to Sasha Vasilic, Niles Library’s Public Relations and Marketing Supervisor, the library held several events called “Fandom Fest” over the years. Originally aimed at kids, its focus gradually shifted toward the teenagers. And while all of them gave younger patrons an opportunity to celebrate their hobbies, this year will be the first time the fest will be a full-
fledged convention. The idea was a brainchild of library’s Technical Services Supervisor Victoria Luz and Youth/Teen Services Supervisor Arienne Carey. They were at an Illinois Library Association conference, and they heard about other libraries doing library comic cons. “There was in interest from staff, and we heard other libraries had success with it,” Carey told the Bugle. Luz added that Eisenhower Public Library, which serves Harwood Heights and Norridge, was one example from the Chicago area. In the end, the two developed an event that includes trivia contests, creative workshops, a cosplay parade, vendors and some special guests – Chicago horror host Svengoolie and some members of the local garrison of 501st Legion, a fan group of Star Wars enthusiasts who are often be seen at conventions and other events dressed as Star Wars stormtroopers. Luz also told the Bugle that there would be an art exhibit. “[Art] can come from [library] staff, it can come from professional artists, it can come from patrons,” she said. Carey emphasized that the event must be family-friendly, and the art and the costumes will have to reflect that. Vasilic said that the library hoped to use the event to promote items from its print and digital collections that would appeal to patrons who would attend fandom conventions. While conventions tend to charge admission fees, Fandom Fest will be completely free. Even vendors, which normally pay fees, will be able to exhibit for free – at least this time around. As library director Susan Lempke explained to the library board, the fee is SEE LIBRARY PAGE 3

VILLAGE NEWS >> MORTON GROVE
Pietron leaves village board Changes were formalized at the end of May 8 meeting BY IGOR STUDENKOV Bugle Staff @BugleNewspapers nweditor@buglenewspapers.com
The Morton Grove Action Party may have decisively won against a slate of independent candidates – but that doesn’t mean the board didn’t see any changes. Trustee John Pietron chose not to run for re-election in April 2017. Connie Travis, who served as the village clerk at the time, was slated in his place. Eileen Harford, daughter of former mayor Dan Scanlon, ran to fill the resulting clerk vacancy. The change isn’t entirely unprecedented. Ed Ramos was elected village clerk in 2013 before running for village trustee in 2015 on the Action Party ticket. And the village clerk that preceded him, Tony Kalogerakos, was elected board trustee in 2013. The changes were formalized at the end of May 8 meeting, when the Action Party candidates were officially sworn in. But before the ceremony started, Mayor Dan DiMaria took the opportunity to thank Pietron for his years of service, praising him for asking tough questions while working toward concensus.
LIBRARY FROM PAGE 2 based on what kind of profit vendors would expect, and since they don’t know what kind of crowd they would get, they thought it would be better not to charge anything. “We thought we wouldn’t ask for a fee this year, but maybe next year,” she said. “Next year, we’ll have a nice headcount.”
Niles library approves preliminary budget for next fiscal year The Niles Library Board of Trustees voted 6-1 to approve the tentative budget for the next fiscal year. The trustees will hold a public hearing and the final vote on the
“Really, John, you’ve been vital to the past for years for our success, and I want to commend you for that,” he said. Trustee Bil Grear wished his retiring colleague well. “ I wan to thank trustee John Pietron,” he said. “I learned a lot from you, it was great.” Pietron thanked his family and the mayor. He recalled that, a month after he was elected four years ago, he was pulled over by a Morton Grove police officer due to a missing license place, which, he said, was a lesson in humility. “Moral of the story is titles are just job descriptions, and have a license plate in front of your car,” Pietron said. “Its very important.” The departing trustee also gave special thanks to village staff and wished the best of luck to his successor and Harford. “Congratulations to the new appointees, I wish you a lot of success,” Pietron said. “And thank you again. Good night.” Travis said she was excited to take on her new duties. “It’s been my pleasure to serve as clerk, but I look forward to the opportunity to listen and serve as a
budget during its June 21 meeting. In the meantime, the budget will be available to the public at the library, both online and in printed form. Once approved, the budget will start in July 1 and run until June 30, 2018. As always, the budget comes with two sets of figures – the budget numbers themselves, which reflect how much money it is expected to spend, and the appropriation, which reflects how much money it would be able to legally spend. As Greg Pritz, the library’s business manager, he difference is there just in case the library winds up getting more money than it expected, or if it faced some unexpected expenses. In recent years, the library’s policy has been to set appropriations at twice the budget numbers. Pritz noted that the library rarely wound up spending as much money as appropriations – and even then, only with certain funds. Furthermore,
Two weeks after Morton Grove held a special town hall meeting on
whether it should adopt the “sanctuary village” ordinance, it was clear that passions were still running high. As previously reported by the Bugle, the ordinance, proposed by Americans In Solidarity – Chicago, a left-leaning advocacy group, would prohibit Morton Grove Police Department from detaining suspects or honoring federal warrants to detain suspects, based solely on their immigration status. It would also prohibit village employees from asking residents about their immigration status. The ordinance was originally proposed n late January, and the village held a town hall on April 24. During the public comment period of the May 8 meeting, the proponents and opponents of the ordinance offered very different takes on how the town hall went. The proponents argued that, since most of the people who spoke during the town hall supported the ordinance, there was clear demand for it in the village. The opponents, on the other hand, argued that the opinions voiced during the town hall didn’t necessarily represent the village as a whole, and warned that Morton Grove would be violating the law if the ordinance is passed. Since the May 8 meeting, the village crafted its own resolution. As previously reported by the Bugle,
many aspects of AIS-C proposal were already part of Morton Grove Police Department procedures. The officers don’t ask residents about their immigration status, they do not honor Immigration and Customs Enforcement requests to detain suspects on allegation of violation of immigration laws unless there is a warrant for another crime against them, and they do not arrest people for violating civil immigration laws. As Michael Simo, the Morton Grove Chief of Police, explained during the town hall, that means that, for example, his officers would not arrest immigrants who entered the country legally and overstayed their visas, but they would arrest those that sneaked through the border. The village resolution expresses support for those policies and extends them to other village employees. It adds language prohibiting village employees from taking part in federal “immigration sweeps.” While the resulting resolution mirrors most aspects of AIS-C ordinance, there are some differences. The village version makes the distinction between civil and criminal immigration offenses, the AIS-C version doesn’t. And while AIS-C version would prohibit officers from cooperating with ICE investigations, the village version doesn’t include that language. The village board considered the resolution during its May 22 meeting – which happened after this issue’s print deadline.
he noted that the amount of money the library will get will depend on how much money it will collect in taxes and investments. The tentative budget allocates $3,398,728 for salaries, $1,377,200 for employee health and retirement benefits, $759,500 for physical and digital materials, $359,663 for processing and supplies, $264,869 for administration and general office expenses, $212,083 for utilities, and $212,083 for building and maintenance expenses. Special reserves are expected to have $48,000, and a total of $343,857 would go in various special funds for items such as audit expenses, liability insurance, workers compensation, unemployment coverage and social security payments. The library expects to receive about $45,477 in grants. During the meeting, trustee Tim Spadoni suggested raising trustee expense item, which falls under the administration and general of-
fice expenses, to allow trustees to attend out-of-town conferences, increasing it from $4,000 to $6,000. Trustee Carolyn Drblik argued that, between salaries and benefits, $5 million out of $7.4 million went toward employee-related expenses – which, she argued, was disproportionately high. “I’m just saying out salaries, out compensation are 70 percent of our budget, it’s high,” she said. “And we haven’t looked at where we can reduce spending anywhere.” Trustee Linda Ryan, who works as a librarian at Maine South High School, noted that librarians need to earn a masters degree to get a job – and that the income they earn is actually less than masters degree holders can expect to get in private sector. “We’re very competitive [at the Niles Library],” she said. “We are not the highest paid, but we are not the lowest.”
Trustee Patti Rozanski noted that, when patrons contact the library, it’s usually about how helpful the librarians were to them. “Having consistent staff that patrons get to know and appreciate – to me, that’s huge,” she said. The third edition of Illinois State Library’s Trustee Fact File for library trustees specifically warns that employee-related expenses tend to be the biggest budget items. “Because libraries are servicedriven organizations, expenses associated with obtaining and keeping competent, qualified staff will be the largest entry in the accounts ledger,” it stated. In the end, Drblik wound up voting against the ordinance. Trustee Dennis Martin, who was sworn in at the beginning of the meeting, voted for it with a caveat. “As long as it’s just tentative and we have time to make changes, I’ll go with ‘yes’,” he said.
trustee,” she said. Hartford said that taking on her new position was especially meaningful to her. “Tonight is a v special evening for me,” she said. “My family history has been based on tradition and value of community service. I’m thankful to be able to continue this tradition.” She signaled out her father as an especially inspirational example, noting his eight years of service as village trustee and 10 years as the village president. Hartford said that she was happy that she and her husband were raising their family in “this incredibly close, amazingly open community.” “I pledge to serve this community to the best of my ability,” she said. “I want to make them proud as I work together with this wonderful village board and dynamic staff to continue to move Morton Grove forward.”

Your help needed in locating photos of Illinois Vietnam veterans Photos needed of Illinois vets for Wall of Faces in Washington, D.C. When the Vietnam Veterans Memorial in Washington, D.C. was finished in 1983, the wall listed approximately 58,000 servicemen and women who had either died in action or went missing in action during the Vietnam War. Because of a fire at a government storage facility in 1973, the U.S. military lost millions of personnel records, including many of those who were listed on the wall. Although the military and other organizations made efforts to recover lost data, 24,000 veterans listed on the wall had no photo in their military records in 2013. Thanks to a coordinated effort among Illinois newspapers, nearly 100 photos of Illinois veterans have been located and submitted to the Wall of Faces (available at: http:// www.vvmf.org/wall-of-faces/); however, as of May 1, Illinois still has 528 service members who do not have a photo in the Vietnam Veterans Memorial Fund’s database. We need your help. Below is a list of servicemen and/or women from DuPage, Will, Kendall and collar Cook counties that do not have a photo on the Wall of Faces. Do you know any of them? Did you go to high school or serve with one of these men or women? Check your photo archives and yearbooks. Talk to neighbors and former classmates. Please help honor these veterans by putting a face to the name. According to the VVMF, the wall was constructed to remind everyone that the names on the wall “represent unique people with hopes, dreams and desires—people who were loved and who are missed every day by someone they left behind.” “It is important for us to honor
these people who served and sacrificed for their country. But, we should also remember that they were people, just like us. They enjoyed crazy adventures with high school friends. They had crushes, fell in love and got married. Some even had children. They were people with special talents and many goals. There are so many stories on The Wall—stories of people as diverse as our nation itself.” Please help honor these young men and women who gave their lives in Southeast Asia. The first step to telling their stories is to locate their photos. If you locate a missing photo of a veteran, submit the photo to Grace Tucker at gtucker@buglenewspapers. com. Please put Vietnam Memorial in the subject line. The photo does not have to be of the service member in uniform. THE FOLLOWING ARE NOT REPRESENTED IN THE WALL OF FACES: DUPAGE COUNTY Steve J. Maine South’s Nizolek, Niles West’s Cho earn IHSA state medals BY MARK GREGORY Sports Editor @Hear_The_Beard mark@buglenewspapers.com
CHARLESTON – A year ago, Maine South junior Olivia Niziolek missed advancing for the finals in the 1600 run, but was able to place in a relay. This season, she was determined to better her sophomore showing and did so with a thirdplace finish in the 1600 with a time of 4 minutes, 55.95 seconds in the Class 3A finals in O’Brien Stadium on the campus of Eastern Illinois University. “I was hoping I would be better than ninth,” she said. “Last year I came down in the 4x800 and the mile and I didn’t qualify in the mile and we took ninth in the 4x800. I wanted to get top five at least and I got third.” Niziolek knew she had a tough race with heavy competition, but it was something that pushed her to her best. “I liked having those kind of runners in the race because I

respond well to the competition. Having this elite field really pushed me. I didn’t PR, but I was close and going under 5 (minutes) is always good,” she said. “The adrenaline helps because you know its state and you have no excuse. Last night I was a little sore and I was thinking that I just ran that fast and now I had to run even faster, but I like the challenge and I think I responded well.” Niziolek is the second Hawk to medal in the 1600 and the first since Rachel Kelleher placed second in 1990. Also medaling was Niles West Niles West senior Nicole Cho cleared 11-feet, 3-inches in the pole vault to place seventh. She became the first pole vaulter in school history to earn a state medal. “It has been a goal for a really long time. Giving wisely good lesson DEAR DAVE, Our son is 13, and he wants to give half the money he received for his birthday to the nursery at our church. They need new baby toys and things like that. Should we let him give that much, or should we tell him that maybe 25 percent is enough? KYLE DEAR KYLE, I hope you’re proud of this kid. He’s a got a good heart, and it’s probably a reflection of the way his mom and dad are raising him. I like this a lot. I would very gently, and without any commanding or control verbiage, use some examples from the Bible when talking to him. There are several things to be learned about money from Scripture, and the concepts of generosity and giving are in there. There’s also a verse that says we need to take care of our own households first. Another one says in the house of the wise are stores of food and oil. —DAVE DEAR DAVE, My husband and I are currently in Baby Step 2, and paying off all our debt except for our home. A friend recently told us to pay off everything except for the credit card debt. She says we can then settle for a far less amount and not have so much money going out the door. This feels a little unethical to me. What are your thoughts? JENNIFER
DEAR JENNIFER, There’s a good reason this idea feel unethical to you — it is unethical! Would a good friend, a smart friend, encourage you to do something as dishonorable as not pay a bill you’re morally and legally obligated to pay? I don’t think so. If you’re able to pay your bills, you pay your bills. It’s as simple as that. Now, if you honestly can’t pay the bill, and you have to settle upon a mutually agreed upon amount with the creditor or collector, then it’s
okay at that point to try and reach a settlement. —DAVE * Dave Ramsey is CEO of Ramsey Solutions. He has authored seven bestselling books, including The Total Money Makeover.
