After skipping its annual Night of Roses event last year, the Niles Chamber of Commerce and Industry re-launched it in a different venue While the event has previously been held at White Eagle Banquet Hall, the May 12 event was held on the other end of town, at Chateu Ritz banquet hall. The Niles Maine

District Library got a Special Recognition award for its cutting-edged programming and resources. Also this time around, “Business of the Year” award was split into two, with Niles Holiday Inn Express earning the New Business of the Year award and Bot Spot Robotics earning the Small Business of the Year Award.

Norbert Johnson, president of the Niles Lions Club and 27-year members of NCCI, earned this year’s Bob Wordel Living Legend award. He used his speech as an

opportunity to promote the many causes he continues to be involved in and suggesting others who, he felt, were more deserving of the award.

Since 2002, the Night of Roses has been the chamber’s biggest fundraiser, as well as a venue to hand out annual awards and annual scholarships. The awards changed over the years – while some categories endured since before the Night of Roses, others were one-offs, and some that endured for many years have been discontinued.

This year, the Niles Library staff used Creative Studio equipment to take free photos at the “red carpet” entrance. The event entertainment also featured chamber members.

Erwin and Iwona Rybczynski, coowners of Niles’ Interclub Academy of Dance, performed two dance numbers, and Shure Inc.’s employee band sang and played for the crowd.

The Dollars for Scholars scholarship recipients were the first to get their awards. Niles residents, as well as non-resident children of members’ employees, are eligible.

In a change from previous years, this year’s scholarships are renewable – the winners got $1,000 this year, and they will be eligible to get the same amount per year.

This year’s winners were Sedra Khan, a Niles West High School senior from Niles who is planning to attend the University of Illinois at Chicago to study chemical engineering; and Lauren Komrska, a Buffalo Grove High School senior, who is planning to attend the University of Illinois Urbana-Champaign. According to their bios, both students are members of the National Honor Society and take part in a wide variety of school activities.

Khan is an Illinois State Scholar, while Komrska sits on her school’s Student Council.

Next came the awards.

The Citizen of the Year Award, which the chamber has been handing out since 1982, went to Lois MacAdam, for her volunteer work at Niles Senior Center. MacAdam said that, when she learned she was a winner, she was stunned.

“It was the night I will never forget,” she said. “I was presented with a beautiful red rose, everyone applauded. I was really in shock, and SEE ROSES PAGE 3

Village moves to opt out of county ordinances Village proposes minimum wage and paid sick leave policy would be set based on state and federal laws

The Village of Morton Grove Board of Trustees took a first step toward opting out of Cook County’s impending minimum wage increase and sick leave ordinances, which take effect in July 1.

The move comes as a number of villages throughout Cook County either already passed or are considering passing similar ordinances.

This includes the nearby Niles, where the village board is scheduled to consider the issue later this month. The village board is expected to hold the final vote during its May 22 meeting.

As previously reported by the Bugle, in October 2016, the Cook County Board of Commissioners approved an ordinance that would gradually increase the minimum wage over the next three years from the current Illinois minimum wage of $8.25 an hour. On July 1, 2017, it will increase to $10 an hour. It will then increase to $11 an hour in July 2018, $12 an hour in July 2019 and $13 an hour in July 2020.

On Oct. 5, 2016, the county approved an ordinance requires employers to give any employees that worked at least 80 hours within a 120 day period one hour of paid sick leave for every 40 hours worked. They may not earn more than 40 hours per year. Like the minimum wage ordinance, it will take effect on July 1, 2017 In recent months, a number of suburban municipalities used their home rule authority to opt out of the two ordinances. The Morton Grove ordinance is slightly different than others. Instead of simply opting out, it specifies that Morton Grove minimum wage and paid sick leave policy would be set based

In the legislative summary statement, the board argued that increasing the minimum wage in Cook County without the same increases in the surrounding counties “contribute to a confusing patchwork of regulations regarding employee wages and benefits that is properly a matter of state-wide or national concern.”

Jon Lahn, Morton Grove resident and the director of Americans in Solidarity – Chicago, told the Bugle that he understood that balancing the needs of businesses and their employees is complicated, but he still opposed the opt-out ordinance.

“I oppose the ordinance because I believe that determining minimum wages on a town-by-town basis will inevitably lead to a race to the bottom where those municipalities who choose to support higher wages will be penalized by a comparative disadvantage to other towns that allow lower wages,” he said. “That is why a county or statewide solution - one that takes into account the concerns of small businesses and workers alike - is best.”

Lahn also questioned the way it was put in place, noting that the sanctuary village ordinance that his organization proposed has been considered for months, and featured a town hall to get resident feedback, while the opt-out ordinance was introduced with little fanfare or discussion.

“It was amazing to me that after almost four months, multiple hearings, and a town-hall meeting, no one on, the board will come forward with any version of a Welcoming Ordinance - claiming that it requires more study, analysis, popular opinions, etc. - but out of the blue they can propose an ordinance that affects something as

The Village of Morton Grove Board of Trustees will be voting on whether to create the new Office/ Research Manufacturing District zoning classification.

The village currently has two types of manufacturing zoning districts – the M1 Restricted Manufacturing District and M2 General Manufacturing District. The new M-O/R Manufacturing districts would be geared toward offices, research and development facilities and technology start-ups that might not fit into more traditional industrial requirements. Microbreweries, art galleries, electronic repair shops and certain educational facilities would be allowed, though some of those uses would require Special Use permits.

The new classification came

about because By Your Side, a Schaumburg-based autism therapy services provider, applied for a building permit to build a tutoring center for children with autism at 8145 River Drive, which is currently zoned M2. Such uses weren’t allowed in that type of district, but the property owner and the business owner argued that the tutoring center wasn’t incompatible with surrounding uses and asked for a text amendment.

The staff tried to figure out a compromise. After discussing the matter with owners of the surrounding buildings, they determined that many businesses already weren’t, strictly speaking, manufacturers.

They decided that another, brandnew zoning classification might be more appropriate.

The first M-O/R district will go beyond the future By Your Side location, covering the area between River Drive, Park Avenue and Lehigh Avenue.

The staff also took used the ordinance as an opportunity to change some language about what sort of uses are allowed in existing manufacturing districts. During the May

8 meeting, Nancy Radzevich, the Morton Grove Community and Economic Development Director, explained that the idea was to focus on how products get made as opposed to what gets made.

“I think the amendments will really simplify the process, make it easier for businesses and staff to understand what permitted and what’s not permitted and allow us to better recruit businesses,” she said.

Morton Grove Village Administrator Ralph Czerwinski noted that there have been some concerns that M/O-R districts would allow schools. He explained that they would require a Special Use permit, and not just any school would be able to get in.

“We need to make sure schools are tailored to integrated into M1 and M2 uses,” he said, explaining that they would looking for schools that teach skills that would be fit the needs of the surrounding businesses.

The Village Board held the first reading during the May 8 meeting.

The second and final reading is expected during the May 22 meeting.

launched Christine Pusateri Hair Solutions, a hair replacement company, four years ago at the age of 62, earned the Ken Scheel Chamber Member of the Year award for her work for the American Cancer Society. Pusateri showered praise on NCCI Executive Director Katie Schneider and Membership Director Barb Karawacki for their help

when she tried to get her business off the ground.

“It was very scary to start a business at 62, and Katie and Barb were wonderful,” she said. “They were so welcoming.”

Plan return from travels Make returning from vacation a little easier You’re probably pretty good at planning and organizing your vacations and other trips. But have you ever given thought to how to make the end of your trip just as organized as the beginning?

Having recently returned from a threeweek vacation with no access to electronics (it was heavenly!), I’ve recently put these tips into action myself. Following them not only helped me ease back into civilization, but has also left me in good shape for my next trip.

Unpack thoroughly.

Don’t be tempted to stash your suitcase in a corner and keep returning to it to retrieve items as you realize the things you need are still in there. Spend 15 minutes pulling everything out (be sure to check all the zippered compartments and pockets) and getting each item where it belongs – laundry in the hamper (or better yet, in the washer), toiletries in the bathroom (unless you keep them in your suitcase to be ready for the next trip),

Prepare for your next trip. Rather than doing a last-minute scramble to restock toiletries or repair a broken carryon wheel, make note of what you need to replenish or repair. Add items to your shopping list so you’re ready to roll when the next travel opportunity arises.

Update your packing list. Make note of items you wish you’d taken with you, as well as items you took but wish you hadn’t. For example, I wish I’d brought my long undies on a recent backpacking trip, but could have done with one less short-sleeved shirt.

Martin Luther King Jr. Immigrants and other vulnerable groups have enemies today with loud voices. I’m determined that neither I nor our village will be one of those silent friends. I urge you to adopt the Welcoming Ordinance.

There were three big factors that led my wife and I to choose Morton Grove nine years ago: proximity to work; proximity to Burt’s Place; and Morton Grove’s incredible diversity. People from all over the world live right on my block.

That’s the environment we chose to raise our family in. The Welcoming Ordinance would reaffirm your commitment to the diversity of the community you serve.

I’ve talked recently with other Morton Grovers, and listened to their concerns.

Some people I talked to believe that undocumented immigrants are a strain on local resources. But most undocumented immigrants have homes and jobs, and they pay taxes. A 2007 Congressional Budget Office report found that taxes paid by undocumented immigrants--including local taxes--exceed the cost of the services they use. And a 2017 study by the Institute on Taxation and Economic Policy reached similar conclusions.

Some people I talked with are worried that the proposed ordinance could bring more crime to our village, but a 2017 statement by the bipartisan U.S. Conference of Mayors argued that sanctuary policies actually reduce crime. Studies

by Harvard and other universities agree: undocumented immigrants commit fewer crimes than other Americans.

Again, I urge you to adopt the proposed Welcoming Ordinance. Martin Luther King again: “Our lives begin to end the day we become silent about things that matter.”

I cheat a bit by having my out-of-office messages indicate I’ll be gone a few days beyond my planned return date. That gives me a few days to get caught up on things and edit my photos. Oops, now my secret is out.

After losing 16 seniors from last season, Notre Dame is learning and getting ready for the playoffs

After losing a ton of seniors from last season’s team, the Notre Dame baseball team headed into this season with a lot of questions.

However, as the season as moved on, the Dons have answered a lot of those questions.

“We lost 16 seniors from last year and we really only have two or three seniors consistently in the line up this year,” said Notre Dame coach Nelson Gord. A lot of those guys were three and even four-year varsity players and you lose the whole dynamic and you have to start all over, but I really like where we are right now.”

With only a few seniors playing regularly, there was a stretch in the beginning of the season where all parties had to work on learning each other.

“We have a lot of young play-

ers and a lot of new faces. It has been a learning curve for the players and the coaches as we have had to get to know them and what they are capable of doing,” Gord said. “I think all in all they have done a great job.”

With the learning curve in place, the Dons were not focused on the pre-conference or really even how they would fare in the always difficult East Suburban Catholic Conference, but rather on being ready come postseason time.

“Our motto for the year has been to build for June. It is not about what is happening right now, it is about what happens in the playoffs,” Gord said.

While he said all of the players are stepping up, Gord said a few have really stepped into their roles well. “( Jackson) Kaplowitz has been the story of the season so far,” he said. “Statistically and SEE FAST PAGE 6

I think (Paul) Bergstrom has been outstanding. He brings a calming feeling on the mound or in the field or at the plate and every day he just gets it done.

Library director Susan Lempke noted that, while some things have remained the same since its founding, the library continues to make changes to fit the times.

“The library changes and continues to adopt to meet the needs of Niles and unincorporated Maine Township residents,” she said, adding that, while the library’s name will officially change in July 1, it will still be “your library.”

This year’s Corporate Citizen of the Year award went to Home Depot’s western Niles location for the community service work and customer service of its manager, Brian Kelly. Kelly said he was proud to be welcomed in the Niles community and proud to be a part of it.

When introducing the winner of this year’s New Business Award, Ross Klicker, the Village of Niles Economic Development and Marketing Coordinator a member of NCCI’s program committee, described Mansoorali Lakhani, founder of Lakhani Hospital-

“Tim Kelly has done a nice job in his role and Aidan French has never really played third base in his life and he is a senior who has really done a nice job over there. We just have some really strong character kids that are playing well.”

Like Kelly, Gord said a lot of players have moved around the

“We said since day one, don’t be surprised if your name is the lineup in a place it hasn’t been,” he said. “But just know that if we are putting you out there it is because we believe you can do it and you are talented and athletic enough.”

Kathryn Sjoholm, a Gemini Junior High School teacher, won the Dedication to Youth Excellence award for her teaching – and for going above and beyond her duties.

The final award of the night was the one that got the most applause – the Bob Wordel Living Legend award, which Johnson earned for his decades of work to raise money for worthwhile causes, as well as his volunteer work.

“I just found out that the real reason why I’m receiving this award is because I’m 86 and still living,” he quipped.

Turning serious, he reflected on everyone who received the award

since 2006.

“I am humbled and honored to even be mentioned with those people,” Johnson said.

Johnson also suggested several other people who he felt deserved the award more, including former village trustee Louella Preston, who speaks a nearly every village board meeting, longtime trustee and fomrer Niles Park District director Joe LoVerde, current mayor Andrew Przybylo and former mayors Nick Blase and Robert Callero.

“And [village trustee and former NCCI President] Dean Strzelecki, who is still too young for this award,” Johnson joked.

He used the speech as an opportunity to announce that he would be making $1,000 donations to the Niles Optimist Club, the NCCI scholareship program and the Niles Family Services Food Pantry.

“In conclusion – God bless everyone here, and God bless everyone who wished to be here,” Johnson said. “And God bless the United States.”

“There is nothing else that could be said after that,” Klicker remarked. “I am speechless. Hopefully, [Johnson’s] words will inspire us to live up to his example.”

And, with that, the Night of Roses officially concluded.

What do you think of the idea of crowdfunding as a way to invest in real estate?

ADAM DEAR ADAM, I’ve got a bunch of real estate, and I love it. But I wouldn’t go the crowdfunding route as a way to get started in real estate investing.

I wouldn’t give someone money to buy real estate in a crowdfunding scenario, either.

The late Beverly Sills had a great saying: “There are no shortcuts to anyplace worth going.” Investing in real estate is wonderful when you do it right. Get out of debt first, pay cash, and find great bargains.

When you get in a hurry, and do dumb stuff like go into debt or get mixed up with partnerships in the process, real estate’s a horrible investment.

I admire your ambition, Adam.

But I would advise you to follow my lead on this one. You’ll be glad you did!

Police said the suspect had asked the woman for directions just before the woman discovered her purse missing from her car. » T.J. Wilson, 21, Chicago, was charged with attempted robbery. A woman told police she was inside the restroom of a store in the 8900 block of Milwaukee Avenue when she was confronted by a man, who pushed her into a stall. Police said the woman reported that she began screaming and dropped her purse, at which time the man ran out of the restroom. According to police reports, patrons and employees of the business held Wilson as he tried to run out of the store. » Latron Tate, 33, of Hazel Crest, was charged with driving under the influence and driving with a suspended license, police said.

Tate also had two warrants out of Kane and DuPage counties related to DUI and driving on a suspended license charges. » Marco Garza, 73, of Skokie, was charged with driving under the influence and speeding on after police said his car was stopped for traveling at 61 mph in a 25 mph speed zone.

APRIL 20 » A woman told police that the driver of a silver car was exposing himself when he stopped and asked her for directions in a parking lot in the 9100 block of Golf Road.

When the woman said she was calling police reports, the man reportedly drove away.

APRIL 21 » Kim Flores, 46, of Harwood Heights, was charged with violating an order of protection on, police said. » A 15-year-old Des Plaines girl was charged with retail theft and obstruction . According to police reports, the teen was accused of taking clothing valued at $27 from a store in the 200 block of Golf Mill Center and refusing to provide officers with accurate information about the identity of her parents. » Anthony Ardito, 25, of Niles, was charged with driving under the influence, police said. According to police reports, Ardito was found slumped over the wheel of his pickup truck, which was parked in the 9300 block of Lincoln Avenue at 11:30 p.m.

Inside the car, police said plastic bags containing 114 morphine sulfate pills, 13 hydrocodone pills and 10 diazepam pills were recovered. Ardito was also charged with a drug offense, police said.

APRIL 22 » Gregory Beck, 58, of Chicago, was charged with driving under the influence and leaving the scene of an accident after police said he struck a car near the

intersection of Touhy and Lehigh avenues and fled the scene.

Beck was stopped by Skokie police a short time later, police said.

APRIL 23 » Noe Chavez, 30, of Schiller Park, was charged with retail theft after police said he stole $36 worth of clothing and other items from a store in the 8500 block of Golf Road.

APRIL 28 » Jonathan Weiser, 65, of unincorporated Maine Township, was charged with criminal damage to property. According to police reports, Weiser was identified as the person suspected of spray-painting profanities on three cars that were parked outside a retailer in the 8600 block of Dempster Street April 22.
