The confusion was understandable.

On May 2, the system went through an overhaul unlike anything it has seen before. Since launching in the 1970s, there have been some tweaks and additions, but the routes remained largely intact.

But now, Route 411 has been split into two parts and combined with parts of Route 413, while Route 412 went through several changes of its own.

The village of Niles marked the start of the new service with a ceremony at Golf Mill Shopping Center.

Mayor Andrew Przybylo encouraged resident to ride the free buses, and the village set up a table to hand out new

schedules and informational guides. The Niles Free Bus system is operated by the village of Niles and Pace. It started out with a single loop-like route – Route 411, which covered most of the village. Route 412 was added in 1983 to serve the area around Golf Mill.

Route 413 was added in 1996 to serve the southeastern end of the village, connecting the civic plaza area with the Leaning Tower YMCA, the Village Crossing retail area and Niles’ industrial area.

“There were some minor changes throughout the course of the years, but this is the first major change,” he said.

The revamp has been in the works for the past two years. As previously reported by the Bugle, Route 411 was split into two sections, with Route 411 covering the portion west of Milwaukee Avenue, while the nearly created Route 410 covered areas east of it.

Route 413 was discontinued, but portions of it were incorporated into Routes 410 and 411. The two routes traveled in both direction.

When they reached their end points at Golf Mill and Village Crossing, the route numbers would switch, so a Route 411 bus would become Route 410, and vice versa.

In response to residents’ feedback, Route 411 retained some service to St. Andrew Life Center retirement facility. The

southbound bus stops there on weekdays, three times a day, at 9:32 a.m., 2:02 p.m and 2:32 p.m.

Changes to Route 412 weren’t quite as drastic. The northwest end was extended to serve Terrace Square condominiums, but service to the loop formed by Maynard Road, Wendy Way and Huber Lane has been cut back. Like service to St. Andrew, the bus only stops there on weekdays, and it makes two stops – one at 9:28 a.m. and one at 2:43 p.m.

In a notable change, all routes start almost two hours earlier – but as a trade-off, they also stop an hour earlier. And after 4 p.m., Routes 410 and 411 don’t make the full trip, ending their runs at the Niles Maintenance Garage. So, for example, a rider taking a 4:40 p.m. bus from Golf Mill will be able to get as far as the garage, but they’d need to transfer to Pace Route 270 to make it to the Village Crossing.

Paulus said he liked the changes.

“I think they’re pretty good, overall,” he said. “Times have improved – most buses will be

there every 30 minutes, so it’s better service for residents. It’s a better service for taking kids to school, for businesses.”

Ultimately, Paulus said that his ultimate hope is that the changes will allow Niles to serve as many people as possible.

“Hopefully routes would be more productive,” he said.

“That’s the goal.”

The new routes also come with branding changes. The new paper schedules have a prominent village logo on the front, and bus stop signs have the village logo and Niles Free Bus inscriptions right above the bus numbers.

According to Paulus, Pace is responsible for replacing signs on major streets, while the village handles the smaller streets. He said that Pace already did its part, but getting the village signs up will take more time.

It is not clear whether the new signs will incorporate instructions to lookup real-time bus arrival information via text. While Pace has been gradually adding instructions to existing bus stop signs at the major corridors in the Bugle’s coverage area, they were noticeably absent from the replacement

bus stop signs. The mock-ups for signs Niles will be putting up didn’t have the information, either.

Neither Pace nor the village seemed sure about how to address it.

Mary Anderson, director of public services, directed the Bugle’s inquiry to Pace, while Pace spokesman PatrickWilmot said that whatever goes on the signs is up to the village. In the weeks leading up to May 2, Niles advertised the changes on its website. Signs went up on the buses and in the Niles Public Library lobby. Wilmot also told the Bugle that Pace added a more personal touch.

“We had Pace staff riding buses – we’ve been handing out schedules, as well as this guide, which describes routes and contains maps and schedules,” he said.

“We realize that not everyone has email, so it’s important to use direct outreach as well.”

On May 2, Pace employees were at the end points of all routes, answering questions from riders and taking notes.

Village officials gathered at 12:30 p.m. near the Golf Mill Shopping Center’s food court entrance to mark the start of the revamped service. Paulus gave Przybylo,

Trustee Danette Matyas, Village Manager Steve Vinezeano, Niles Police Chief Dennis McEnerney, Niles Fire Chief Steve Borkowski and Pace officials a quick bus ride around the mall parking lot. After the officials disembarked, the mayor gave a quick speech.

“This is a culmination of [several] years of work from the Village of Niles and Pace, with significant public input,” said Przybylo. “This wouldn’t be possible without the Niles Free Bus riders. We’re excited for the new bus service, which began today, and we invite you to check it out.”

He said that the village is constantly looking to improve the quality of residents’ lives – and the Niles Free Bus was a big part of it.

Wilmot told the Bugle that Pace is happy to see the changes take effect, and that the agency appreciated the public input it received in the process.

Matyas said that she took Niles Free Bus to school, and, when she had kids, she had them take the bus whenever they wanted to go to Golf Mill.

“And I’m going to take my granddaughter on the bus, too,” she said.

The long-running controversy over how much revenue Maine Township High School District 207 should be getting from the Uptown tax increment financing district has finally been resolved.

The amended revenue-sharing agreement does away with a formula that calculates revenue based on the number of new properties and new students within the TIF. Instead, it sets up fixed payments until the TIF expires. The Park Ridge City Council already renegotiated revenuesharing agreements with the Park Ridge Park District and Park Ridge Niles District 64.

When a TIF is created, the amount of money that gets collected inside the district is frozen. When a taxing bodies raise taxes, the increase goes into the TIF fund. Because this means that the taxing bodies would lose revenue, they have a right to object. In response to those objections, municipalities usually negotiate revenue-sharing agreements.

Uptown TIF was no different, but the district hasn’t brought in as much revenue as expected. To make matters worse, the city borrowed heavily to pay for Uptown capital projects.

For the past few years, the city has been trying to find a way to pay off that debt.

In 2014, City Manager Shawn Hamilton reduced payments to District 64, claiming that the previous payments weren’t calculated correctly. This prompted the school district, which serves Niles, Park Ridge and parts of unincorporated Maine Township, to threaten a lawsuit.

The two sides eventually agreed to negotiate, approving changes to the revenue-sharing agreement during the summer of 2015. The park district approved changes to its agreement around the same time.

Under the new agreement with District 207, the district will get a

$100,000 annual payment from 2016 through 2023. In 2024, its share will increase to $200,000.

In 2025, the share will increase to $787,5000, and stay that way until the TIF expires in 2028.

According to the documents included in the council packet, other taxing bodies can invoke a “me too” provision that allows them to choose to receive their revenue under the same terms as other entities. If they do, the park district and District 64 would receive less money than they do under the current agreement until 2024.

After that, the amount of money they get would go up significantly – with District 64 in particular getting over $600,000 more than they would under the current agreement.

The city council unanimously approved the agreement with District 207 during its May 2 meeting. It was the first item on the agenda, and aldermen voted on it without any discussion.

In a memo to the board, Hamilton thanked District 207 for their part in putting the agreement together.

“While a lengthy process, I want to thank District 207, Superintendent Wallace, District 207 staff and their board for working collaboratively with the city to find an equitable solution to attempt to mitigate the financial impact the City continues to bear with the underperformance of the Uptown TIF,” he wrote.

Stadiums at Niles North and Niles West high schools may soon get a little more commercial.

Niles Township High School District 219 voted 5-2 to give staff the go-ahead to look into whether the schools should allow outside advertising on their stadium scoreboards. Staff had been looking into the proposal but didn’t want to go further without the board’s endorsement.

Once staff finishes its research and makes a recommendation, the board would then need to vote on whether the district should start selling advertising.

Steve Griesbach, the district’s co-interim superintendent, told the board that advertising would allow both schools to bring in extra revenue. He added that the proposal is something that’s already allowed under district policy.

District 219 would either sign a contract with a third-party company or invite parent booster groups to solicit advertising, according to staff. The later scenario would benefit the boosters more, since it would let them keep the potion of the revenue.

Board member Linda Lampert said she had reservations but wasn’t opposed to staff

researching the idea.

“My gut reaction says ‘ew,’” she said. “But, I’d certainly look at [it].”

Board President Mark Sproat said he didn’t see a problem with the proposal.

“We got those beautiful scoreboards, and we got advertising everywhere,” he said.

“Let’s utilize it.”

Sproat also noted that there is plenty of traffic on Oakton Street and around Old Orchard Mall, which is located directly east of Niles North.

Board secretary Carlton Evans reminded the board that a discussion about allowing commercial advertising on the scoreboards occurred when it approved the purchase.

“When we put those beautiful scoreboards up, we had an idea in mind to advertise [on them],” he said. “Let’s investigate.”

Board member David Ko argued that the advertising revenue could be used to cover schools’ athletic programs, which would allow them to spend more in other subjects.

“Maybe [funding] can shift to other areas, so we don’t have to focus on athletics,” he said.

However, board member Ruth Klint felt that putting commercial advertising on the scoreboards could set a bad precedent.

“What would preclude us from advertising in the cafeterias,” she asked. “Should we advertise on the scrolling sign?”

Klint and Lampert both voted against staff’s request to continue researching the proposal.

I recently read the book “Great With Money” by Melissa Burke and Ellen Rogin. With the goal of the book being to help readers create a prosperous mindset and a confident approach to money, you might expect it to focus on how to earn more and spend less.

Well, it may surprise you to know that “clear your clutter” is the first step to prosperity described by the authors.

Yup, clearing the clutter in your life is the first step toward prosperity.

Even without the benefit of seeing disorganized homes and offices on the level that I do, these authors wisely recognize that being surrounded by clutter can block you from achieving more in your life – your piles of paper and other stuff represent unfinished tasks and postponed decisions that can weigh you down.

The clutter not only physically blocks you from accomplishing things, but the mental clutter it creates can prevent you

from moving forward in your life. You’re too busy focusing on what you haven’t accomplished to be able to think about creating new accomplishments.

Sure, great achievers like Albert Einstein were famously buried in clutter. However, I’m guessing that because you’re reading a column about organization, you sense that being better organized would help you accomplish more. As Swiss philosopher Henri Frédéric Amiel stated, “Order is light, peace, inner freedom, selfdetermination: it is power. To conceive order, to return to order, to realize order in oneself, around oneself, by means of oneself, is well-being.”

Not only does clearing clutter and creating order create a physical and mental path towards prosperity, it can actually directly generate prosperity.

Despite coming up just short in back-to-back tournaments, the Niles West girls soccer season opened with a lot of success.

The Wolves fell 4-1 to Minooka in the title match of their bracket of the PepsiCo Showdown and a day earlier placed third in their own invite, falling to Nazareth in the semifinal.

“This year we have been playing pretty well,” said Niles West coach Brett Clish “Overall, we have been happy with how we have been doing. We have been competing with Maine South and we lost 2-1 to Evanston, so we have been playing some of the top teams around and we have been playing with them and not giving up many goals.”

Clish said the team is getting solid play all around, with a few players stepping up to lead the way.

Sammie Simkins have all played well and then Medina Skenderi in the goal,” he said. “We have been getting good overall play and it has been fun to watch the ball movement this year.

Despite the loss to Minooka – a team located nearly 60 miles from Morton Grove – the Wolves were happy to play teams outside of their comfort zone.

“In the Pepsi, we opened with Shepard, who we would never play and Tinley Park, who we would never play and then in the championship game we played Minooka” Clish said. “It was very nice to play some teams that we normally would not see.”

While Niles West enjoyed playing teams from outside the area, the players understand the importance of playing well against local teams.

“It is interesting (playing teams outside the area),” Mehicevic said.

“Because a lot of the teams are not in our region and it is fun. We play a lot of high level and low level

Jamiyankhuu advances to state in all-around; set to defend title

Majka headed to state After winning the all-around title last year as a junior, Niles West’s Nomondalai Jamiyankhuu will be back to defend his title after advancing in the all-around out of the Palatine Sectional with a 52.5, good for third place. He won the floor experience (9.4), was second in the high bar (8.6), was third in pommel horse (8.4), parallel bars (8.6) and still rings (8.95) and was fifth in the vault (8.95).

He helped the Wolves place second as a team with a 149.9 total, which was good enough to advance them to state as an atlarge.

To win the regional, the Wolves have to get past their rivals.

“We always see New Trier or Evanston in the finals and that is tough,” Lopatin said. “We love when teams overlook us and we step up and it is not as easy as they think it will be. In a close game, it is whoever wants it more.”

The secret to the Niles West success this season may go well beyond just a bunch of talented players.

“We have been playing together for a while and we all know how everyone plays and we communicate well and we just have a great chemistry and we know where each other are,” Lopatin said. “A bunch of us played club together and it is like telepathy.”

Niles West is the No. 6 seed in the Maine South Sectional and opens play at 7 p.m. May 17 against No. 10 Niles North in the Niles North Regional. The winner will likely face No. 3 Evanston at 7 p.m. May 20 for the regional title.

Maine South is the No. 5 seed and will face No. 11 Elk Grove at 7 p.m.

May 17 at Elk Grove. The Elk Grove Regional title is at 7 p.m. May 20.

No. 4 seed Glenbrook South is the likely opponent for the winner.

Maine East is the No. 16 seed and will face No. 1 New Trier at 5 p.m. May 17 at New Trier.

District 219 schedule changes delayed until next school year Board of education votes to hold off on any changes

The Niles Township High School District 219 Board of Education unanimously voted to hold off making any changes to the way school schedules are structured until at least the next school year.

Each school day is currently split into nine 42-minute periods and a 10-minute homeroom session. For the past few years, the district discussed changing the schedule’s structure. As previously reported by the Bugle, the district developed three options. The first option called for nine 45-minute class periods, with every science class getting an extra lab period two days a week. The second option called for eight 51-minute classes for all subjects.

The third option would be the most significant departure from the district’s current schedule, splitting each school day into four 90-minute classes. There would be eight classes – four ‘A’ classes and four ‘B’ classes, with ‘A’ classes taught on ‘A’ days and ‘B’ classes taught on ‘B’ days.

According to a memo submitted by Steve Griesbach, the district’s co-interim superintendent, the School Day Committee looked at feedback from students, parents, teachers and community members on school schedules and whether each option had what they were looking for. The results revealed that all three options, as well as the option to keep the schedule as is, had pluses and minuses, and there was no clear favorite.

Griesbach recommended that the board choose an option based on two criteria – whether it met the district strategic goals and whether it had the most benefit to student learning. He also urged the board to think

about the timing of any change.

The district is still looking for a new superintendent and considering implementing internal reforms to avoid conflict of interest – both significant changes. The board, he wrote, has to decide whether it’s prepared to implement another change on top of that.

“If the board feels that it has clear answers to those questions, now is the perfect time to act,” wrote Griesbach. “If, however, board members lack confidence in their answers or preparation for this important decision, why not continue with the current schedule for the near term (20162017 and perhaps the 2017-2018 school years), to get all the pieces in place and make this decision a centerpiece to a new vision for learning in District 219?”

District 219 Community Relations Director Jim Szczepaniak told the Bugle that the board was voting on the issue because of an existing agreement with the teachers.

“There was an understanding with the [teachers] union that, if the board decided to make a change, that the board would declare the direction by May,” he said.

Board member Linda Lampert said she wasn’t happy with the delay.

“If I knew why it was delayed for seven years, I would apologize,” she said.

But, that didn’t mean she wouldn’t vote to hold off the changes for the time being.

“I did my due diligence by speaking to teachers and students on this,” said Lampert. “I also spoke with a science teacher in another district. His school switched to a double [science] class and he gave reasons why they switched back.”

She joined all the other trustees in voting to keep the status quo for the next school year.

Szczepaniak added that the schedule change is still on the board’s long-term agenda.

“They’ll wait until the next superintendent [is chosen] and make it part of the larger strategic plan,” he said.

Junior named Best American History Scholar Maine South High School junior Kamila Kazimierczuk honored Maine South High School junior Kamila Kazimierczuk recently was awarded the 2016 Peggy Ross Best American History Scholar.

Maine South’s social science department and the Daughters of the American Revolution TwentyFirst Star Chapter have presented the award annually to a Maine South student since the school opened in 1964.

“The award is named for a young woman whose love of learning and

passion for history were equally matched by her keen intellect, strong moral character, positive attitude and courage,” District 207 Director of Communications David Beery wrote in a news release. “This young woman, who earned the American History Scholar Award in 1975, touched the lives who knew her, and despite the fact that she knew her time was limited, she still pursued her education with a commitment to excellence that surpassed that of her peers.”

District 63 appoints new Mark Twain principal The East Maine School District 63 Board of Education approved the appointment of Mark Twain Elementary School’s new principal during the board’s May 4 meeting.

Lewis Roberts, currently assistant principal of Apollo Elementary School, was named to Twain Elementary’s top spot following the recent resignation of current principal Nichole Gross, who accepted a principal position at Cicero School District 99.

“My time at Apollo has been deeply rewarding, and so I’m truly honored to be selected as Twain’s new principal,” Roberts said. “I look forward to working with school staff and our community partners to provide all of our students with opportunities to succeed. It’s going to be a great 2016-17 school year at Mark Twain.”

past positions include lead K-8 teacher at Passport Charter School, where he was 2010-2011 Teacher of the Year, and academic coach at Shingle Creek Elementary School -both in Orlando.

“Mr. Roberts demonstrated very quickly that he was a positive and strong school leader with great instructional skills,” Superintendent Scott Clay said. “His ability to forge connections with students, recognizing and celebrating their unique strengths, makes him an ideal principal for Mark Twain. I am confident he will be outstanding in his new role.”

Twain, located at 9401 Hamlin in Niles, serves more than 390 K-6th grade students living in Niles and unincorporated Des Plaines. The school is one of seven in East Maine School District 63.

District 207 car show set for May 14 at Maine West Event will benefit school health center Maine Township High School District 207’s 2016 car show is set for May 14.

The event will benefit District 207’s school-based health center. It will be held from 10 a.m. to 3 p.m. at Maine West High School, 1755 S. Wolf Road in Des Plaines.

Awards will be given to the top 20 vehicles, and trophies will be awarded for best engine, best paint, best wheels, best unrestored vehicle and spectators choice. The entry fee is $20, but only $15 for owners who register in advance by sending their name, along with vehicle make and model, to kmagnifico@maine207. org .

Food will be available for purchase, and there will be raffle prizes and a 50/50 drawing.

Since it opened at Maine East High School in 2002, the schoolbased health center has recorded more than 25,000 visits from all District 207 students.

Operated by District 207, in partnership with Advocate Medical Group, the health center provides a range of services to many students who otherwise might not have access to primary care.

In the event of rain, the car show will be rescheduled for May 15.

Park Ridge approves ‘Shop n’ Sip’ amendment Whole Foods, Mariano’s customers able to drink alcohol while shopping

Shoppers at Whole Foods and Mariano’s locations in Park Ridge will now be able to buy an alcoholic beverage and drink it while they shop.

Under previous regulations, any grocery store that is at least 35,000 square feet and has a liquor license can apply for a grocery cafe endorsement.

This allowed the retailer to sell glasses of wine and beer, but customers had to drink the beverage within a certain area. The amendment allowed customers to drink anywhere in the store and on an outdoor patio, if the store had one.

The change wasn’t without its

detractors.

Trisha Williams, a member of the Park Ridge Community Health Commission, said she was worried that allowing adults to drink alcohol while shopping would send the wrong message to area youth.

“It promotes the norm of adults’ increasing need for alcohol,” she said. “Do we really need another place for teens to see us drinking?”

Rob Anderson, an attorney for Whole Foods, told the city council that the location will take steps to ensure nothing illegal happens under its roof.

“We have good alcohol control policies to prevent service to minors,” he said. “We haven’t had any problems in other locations; we don’t anticipate any here.”

When asked whether the store had any procedures in case customers had too much to drink, Anderson said employees have been trained to watch for this sort of behavior and take action, if necessary.

The city council unanimously approved the amendment.

Summit partners with Kalo for art program ‘Rediscovering a Major American Art Colony’ presented to community
