The Niles Township High School District 219 Board of Education unanimously approved a resolution launching an investigation that one of their own harassed a Niles West High School coach to the point where he was compelled to quit.

Tony Konsewicz previously served as girls’ basketball coach.

During the May 2 special board

meeting, he alleged that thenboard president Mark Sproat, whose daughter was on the team, spread rumors that he was about to be fired, creating a stressful work environment and undermining his reputation. Several parents came to the meeting to speak on his behalf, testifying to his integrity and dedication to the students.

The May 2 meeting also saw the swearing in of three new board members elected during the April 4 municipal election. In their first

action as a board, they chose new officers, electing board member David Ko as a new president.

Though it all, the new and current board members emphasized that they were committed to ethical practices, and they were willing to let the investigation take its course.

Konsewicz said that harassment has been ongoing since the 20152016 season. He alleged that a

number of people had asked him about rumors that he was about to be fired – rumors that, he said, originated with Sproat.

“It’s rather embarrassing to hear people tell you you’re going to be fired from what you love to do it,” Kousewicz said. “It also makes your job of coaching more difficult when your credibility is being publicly questioned.”

He resigned in March. During

the April 4 meeting, many parents and students showed up demanding answers. The district also received five ethics complaints.

While the coach himself originally intended to stay quiet about it, but he changed his mind after the April 27 closed session meeting didn’t yield any results.

“Let me be clear – the reason why I resigned as the basketball coach was because of harassment instigated by my Niles West classmate of the Class of ’84 - Mark Sproat,” Kousewicz said.

Several parents who attended the May 2 meeting spoke in coach’s defense, urging the board to take action.

Terry Wallace, a district parent, said that she already had concerns about Sproat’s conduct, and this only deepened them.

“You don’t represent this district in a professional manner, nor according to the code you swore to uphold,” she said. “My preference will be for you, quite frankly, to resign. I think you’re doing a disservice to the community. I ask new board members and board members that are going to [continue serving] from here on to SEE DISTRICT 219 PAGE 11

New Park Ridge 3rd Ward alderman takes office, Maloney sworn in as full-fledged mayor

The newly elected Third Ward alderman Gail Wilkening took her seat at the horseshoe-shaped Park Ridge City Council table for the first time during the May 1 meeting.

The move comes two years after her husband, Robert Wilkening, took the same seat, only to die suddenly three months later.

In the April 2017, she faced off against the man who was appointed to replace him, Rick Van Roeyen. After she was sworn in, she thanked her family and friends for their support and pledged to serve with integrity and accountability.

The May 1 meeting also marked a big milestone for Marty Maloney, who was officially sworn in as a full-fledged mayor after serving as Acting Mayor and Seventh Ward alderman for the past two years. Once he was sworn in, his old seat officially became vacant.

The position is open to any Park Ridge voter who lived in the Seventh Ward for at least a year, and all applications must be submitted by May 15.

The Third Ward race proved to be the most competitive aldermanic race in Park Ridge, with Van Roeyen facing off against Wilkening, former Park Ridge-Niles District 64 Board of Education member Vicki Lee and electrician Pasquale Laudando. The incumbent wound up coming in second, getting 190 votes to Wilkening’s 440.

The new Third Ward alderman works for the Chicago section of the American Chemical Society.

She previously served as the Park Ridge Park District Board President.

Before Van Roeyen left the council chamber for one last time, Maloney said that he didn’t know the departing alderman very well at first, but that he has come to

appreciate his contributions to the council.

“I’ve growing to respect him quite a bit, and I certainly value his contributions, and I’ll miss him when he’s gone,” he said.

The mayor then presented Van Roeyen with an honorary resolution, which praised him for his advocacy of flood mitigation, his “sincere interest in his constituents’ opinions,” and the fact that he remained friendly and civil during debates.

“While he welcomed and encouraged input, Ald. Van Roeyen maintained his own convictions and voted his conscience for what he believed was the best decision for all residents of his ward and for the city,” the resolution stated.

Van Roeyen admitted that he was sorry to go, jokingly comparing himself to Dr. David Dao. “It’s a strange day for me, because it feels like I’m on a United flight, and the chief told me I’m relinquishing my seat or else,” he said.

Van Roeyen said he was proud of the work he did on flood mitigation and infrastructure. And he emphaiszed that he had no hard feelings about the election; praising Wilkening as a dedicated and considerate public official and giving her flowers.

“You are a better man than I,” Maloney remarked. “I don’t think I would’ve given flowers to [mayoral race opponent] Lucas [Fuksa].”

On her part, Wilkening thanked her family and friends for their help during the campaign.

“This is the third time I’ve been elected to a public office, and every time, I’ve been very blessed,” she said.

Wilkening also remembered her husband.

“If he was here, I wouldn’t be here tonight,” she said.

The newly minted alderman pledged to serve with honesty, integrity, transparency and accountability.

As the meeting got underway, the aldermen set out to reshuffle chairmanships for various Committees of the Whole. Ald. Marc Mazzuca (6th), who chaired the Procedures and Regulations Committee, nominated Wilkening to succeed him, saying that, while he enjoyed his role, he thought it would be better for the council if chairs don’t stay in their positions for too long. He also noted that, while Wilkening was new to the council, she had administrative experience. Ald. Roger Shubert (4th), nominated Mazzuca – and he wound up being the only one voting in favor, with all other al-

dermen voting for Wilkening.

“Thank you for your confidence in me,” she said.

Mazzuca was then nominated to chair the Finance and Budget Committee. Shubert nominated Ald. John Moran (1st), but the remaining aldermen – including Moran himself – voted for the sixth ward alderman.

Shubert served as chair for the Public Works Committee, and Ald. Nicholas Millissis (2nd) nominated him for another term.

But Mazzuca nominated Moran, who all aldermen other than Shubert and Millisis wound up voting for.

Millisis himself served as the chair of Public Safety Committee, and Shubert nominated him for another term. Mazzuca nominated Ald. Charlie Melidosian (5th), who was appointed on Feb 6, 2017 to fill a vacancy created when Ald. Daniel Knight passed away on Dec. 20, 2016.

While he is has only been on the council for a little over three months, Mazzuca said that he had professional experience which made him well-suited for the job.

Once again, Millissis and Shubert found themselves alone, as the other aldermen voted to for Melidosian.

Government Proposes Cutting Support for Meals on Wheels Federal funding for meals on wheels is on the chopping block. The Trump administration budget blueprint released in March calls for the elimination of two federal block grants: That’s money the federal government gives the states for social welfare programs, and those programs include homedelivered meals and meals served in senior centers.

Most of the nation’s 5,000 meal programs also rely on money from the Older Americans Act passed in 1965 to fund about 35 percent of the cost of the meals they serve. Those funds are also in jeopardy. The budget blueprint calls for an 18 percent cut to the budget of the Department of Health and Human Services (HHS), which administers the Act, and programs are bracing for more cuts.

Paul Kraintz who heads the senior nutrition program at Meals on Wheels in Martinez, California, says while his program would lose about $67,000 it now gets from one of the block grants, he’s really worried about the potential budget cut at HHS. “If they take 18 percent of that, it’s going to be big.”

Why the attack on meals delivered to the elderly, many of whom are homebound, ill, and unable to cook or shop?

At his March news conference, budget director Mick Mulvaney told reporters, “Meals on Wheels sounds great,” but to take that federal money and give it to the states, and say, ‘Look we want to give you money for programs that don’t work’ – I can’t defend that anymore.” He claimed the program was “just not showing any results.”

Mulvaney didn’t say what he meant by results. He didn’t have to. His comments were aimed at creating doubt in the minds of legislators who might look favorably on cutting the Health and Human Services funds for use elsewhere in the federal budget. The potential impact on hungry elders was not a high priority. It didn’t matter that

thousands of seniors on waiting lists for food in communities across the country are, in effect, stuck in a bread line.

Several academic studies examining meals on wheels programs have challenged comments like Mulvaney’s regarding the program’s effectiveness. A recent randomized controlled study funded by the AARP Foundation showed significant differences among seniors on waiting lists, those receiving home-delivered meals, and those getting deliveries of frozen foods. Seniors with home-delivered meals reported the greatest improvement in health and quality of life.

In 2013 Brown University researchers found that meals delivered to seniors allowed them to stay in their homes rather than going to a nursing home, and that resulted in a net savings to Medicaid, which pays for about half of all nursing home stays.

Nursing home funding from Medicaid may be in trouble, too, if Congress cuts more than $800 billion out of Medicaid over the next 10 years, which has been proposed. States could have fewer dollars to channel into nursing home care. The picture is bleak for senior services. Thirty-eight states also use Medicaid dollars for home-delivered meals.

None of this makes much sense.

The number of people needing food is growing rapidly and has been for decades. Erika Kelly, a government affairs

officer for Meals on Wheels America, an umbrella organization for local programs, told me its members are already serving 23 million fewer meals than in 2005, a decline that has resulted in an increase in hunger.

Federal funding has not kept pace with the need. Money from state and local governments and private philanthropy hasn’t been able to provide the rest of the money to feed everyone who needs a meal. “The gap has grown so much there’s no way private philanthropy will fill it,” says Ellie Hollander who heads Meals on Wheels America.

Philanthropy works only in places where there are lots of wealthy individuals and corporations to tap. In Dallas, donors who can write checks for $1 million or $2 million have helped whittle the waiting list from about 3,000 a year ago to 2,000 today.

What do those still on the lists do?

“People have come to us who are literally starving, or they ask family to bring stuff from the food bank. It’s whatever they can do to get food into their homes,” says Katherine Krause, president of VNA Texas, the agency that delivers the meals.

Programs like those in Pine Bluff, Arkansas, aren’t as lucky. There aren’t many rich donors or big companies. “It’s worse now than it ever has been for funding,” says Director Betty Bradshaw.

In 1963 President John F. Kennedy, quoting the historian Arnold Toynbee noted in a special message to Congress, “a society’s quality and durability can best be measured ‘by the respect and care given its elderly citizens.’”

That respect and care may be threatened if government support to feed the elderly is cut.

Niles West showed what it is capable of this season and is ready to show again in the playoffs

Heading into the IHSA playoffs, the Niles West girls soccer team should be as ready as it will be this season.

The year started off 2-3-2 for the Wolves before the team found itself in the middle of a five-match win streak and in the finals of the Pepsi Showdown at DePaul University against Lakes.

While the team has evened out going 2-2 since a loss in the Pepsi, the Wolves should be battle tested heading into the opener at Prospect, where Niles West, the No. 9 seed in the Glenbrook North Sectional, will face off against No. 8 Prospect.

“The girls have been doing a great job. We have really come together,” coach Milo Cejovic said during the win streak. “We introduced some new things, a new formation and it took a little time.”

Cejovic said early season poor weather may have helped that coming together process.

“It took a few weeks. We were actually pretty lucky that a few games early got rescheduled because of weather because it gave us more time to practice.” he said.

That, along with work and talent added to the mix.

“They have been doing a great

job,” Cejovic said. “We have some really talented kids and they work hard.

That talent is not limited to one or two players.

“Bianca Tomuta has been great and Jacqueline Bajrichas also played really well. They are both captains,” Cejovic said.

“Freshman Aila Durakovic has done a great job for us in the middle. Ana Sajic in the back has done great and our goalie Lidia Fakhoury has done really well and Ashley Dyer has been great.”

The identity of the team this season has been to utilize a balanced attack.

“We really moved to more of a team game. Everyone is on the ball and learning their role and everyone is chipping in in every possible way,” Cejovic said. “We have some quality players and we have been really lucky that our role players have really done a great job for us.

“Our goalie (Lidia Fakhoury) had a hot hand for a stretch and Bianca Tomuta scored in like three or four games in a row and we are starting to understand what we are trying to do. We are building a team spirit and team momentum and it has worked so far and we will see where it goes.”

Maine East and Maine South are both also in the Glenbrook North Sectional.

Don’t compromise your emergency fund DEAR DAVE, My wife and I are debt-free, and we’re ready to start building our first home. We’re a little short on cash to make the 20 percent down payment you recommend, but we do have a fully funded emergency fund in place. Would it be okay to take a little out of our emergency fund to make up the difference?

CHRIS DEAR CHRIS, Well, you didn’t give me exact numbers here. I don’t know how short a little short is, and I don’t know how big your emergency fund is. If you use a little of your emergency fund to round off the 20 percent and then you have an emergency, where are you going to be?

I recommend always having three to six months of expenses set aside for emergencies. If you’ve got $50,000 in your emergency fund and you use $10,000 of it, you’ll be fine. But anything that leaves you with less than three or four months of expenses stashed away would worry me. That’s the way you’ve got to look at it. Just use a little common sense with the numbers.

I’d love for you to put down 20 percent because you’d avoid private mortgage insurance (PMI), which runs about $75 a month per $100,000 borrowed. It costs you a lot of money if you don’t put down 20 percent. You should try to do that if possible, but don’t be irresponsible with your emergency fund in the process.

Your emergency fund, when it’s there, tends to keep emergencies away. When it’s not there, you have a tendency to attract emergencies and your life starts to sound like a sad country song!

DEAR DAVE, I’ll be getting out of the military soon, and I want to open a coffee roastery in civilian life. I had planned to work at an established place like Starbucks for a while so I can learn the business. Recently, I’ve become concerned with this idea from an ethical point of view.

Can you give me some guidance?

The fact that you have enough integrity to even think about this means you’re a conscientious, hon-

est person. I think you’re going to be okay.

Making and serving coffee is not a proprietary set of information.

It’s done all over the world by lots of people, so you’re not violating any ethics by doing that. Now there would definitely be something wrong with you stealing another company’s exact recipes or logo, but I think you already knew that.

There’s nothing wrong with learning how to make different coffee drinks that are made all over the world. Starbucks doesn’t have a corner on that. There are coffeehouses

all across America these days, so there’s no ethics breach. Just understand what’s proprietary about a company or a brand, and don’t duplicate that.

Mike Galanopoulos, another district parent, felt that Sproat went beyond being a supportive parent and abused his power.

“There was a failure, and I’m going to ask the board to consider their options, to put a good leadership in place,” he said. “And I implore the new board members that you do your due diligence and find out exactly what happened and what needs to be corrected.”

Barb Pabst, a Niles West alumni and now a parent, had equally harsh words.

“The board members who cannot separate their two roles [as parents and board members] shouldn’t be leading this group,” she said. “They shouldn’t be on the board.”

Joan Moy, another parent, shared similar sentiments.

“I had a hard time understanding that this man of integrity can be knocked down so hard that he had to raise a white flag,” she said. “If there’s a bully in [the playground], you take that a bully and make him apologize. So what do we do as aboard? Take that bully and make him apologize.”

Moy said she understood wanting to support her child, but she strongly felt that children should be allowed to face obstacles and fail – otherwise, they wouldn’t learn anything.

In its last action, the old board moved to launch an investigation.

“The community’s trust is especially to our success as elected leaders of our schools,” they said in an official statement. “We understand the ethical commitments we made in becoming members

of the board, and our duty is to execute our roles in accordance with our oath of office and the Code of Conduct.”

The resolution called for the board to hire Robert E Swain, of Arlington Heights based Hodges, Liozzi, Eisenhammer Roddick & Kohn law firm, as an independent investigator. It specified that he is to be granted access to all relevant documents, and that, once report is compiled, it would be shared with everybody who filed the complaints and the board as a whole.

Under District 219’s Uniform Grievance Procedure, once Swain completes his investigation, Dr. Steven Isoye, the district superintendent, will decide what to do next. Sproat would have a right to appeal the decision before the board, which will decide whether to uphold the decision, reverse it

or ask Isoye for more information.

With that, the old board was dissolved, and the newly elected members were sworn in.

During the April 2017, three seats were in play. While four candidates originally ran, but Skokie resident Virginia Camacho dropped out on March 22, allowing incumbent Joseph Novick, and new candidates Naema Abraham and Richard Evonitz to win by default.

The new board’s first action was to elect new officers. Evonitz nominated board member David Ko, and, with no other nominations, the board voted 6-0 to make

it official.

Board Vice President Brian Nowak, who served as the board vice president under Sproat, abstained. He also abstained from all other votes save for the vote to elect Novick as the new vice president, which was unanimous.

When asked why, he told the Bugle that he was “a man of [his] word,” and declined to elaborate any further.

Kousewicz told the Bugle that he hopes the independent investigation will bring results – not just for his sake, but the sake of the District 219 community as a whole.
