Waukegan development nears final approval Commercial building would largely be occupied by small retailers

The village of Morton Grove Board of Trustees held the first of two required readings to approve a long-planned mixed-use development at 8700 Waukegan Road.

As previously reported by the Bugle, the project went through several iterations. The most recent version, which was presented to the board Feb. 21, calls for a 7-story, 184-unit residential building and a single-story, 14,000-squarefoot commercial building. The plan drew concerns from the residents of Morton Grove Estates – a condominium complex located south of the site – and nearby businesses, who’ve said they are worried about the project’s impact

on traffic and quality of life.

According to the presentation, the first two floors of the residential building would include a 237-space parking garage and a main lobby.

The third floor would have 37 apartments, a fitness center and an outdoor area. Floors four through six would only have apartments, while the seventh floor would also have its own outdoor area – complete with grills and a fire table.

Designs are still being developed for the outdoor areas.

The apartments will lease for between $1,400 and $2,500 per month. There will be 39 outdoor parking spaces reserved for residents and 18 surplus parking spaces for guests.

The commercial building would largely be occupied by small retailers, with 51 outdoor parking spaces reserved for customers and

employees.

During the Morton Grove Village Board’s March 28 meeting, a resolution that went before trustees specified that the village must approve all of the final site plans and those plans must satisfy a number of conditions.

For landscaping, the developer must add planters on the Waukegan Road side of the development and nothing planted along a driveway on the south side of the lot could be taller than 30 feet.

Both the residents of Morton Grove Estates and the people using offices that currently sit on the site use that driveway to get out onto Waukegan Road. The restriction would ensure that nothing would obstruct the line of sight for drivers.

The developer would also be required to redesign the driveway to add separate left turn and right turn lanes. Furthermore, the drivers who are using the outdoor parking lot would be prohibited from turning left onto Waukegan at the northern

access point. The developer would be required to install signage and take other measures to enforce the ban. Because Waukegan Road is a state highway, those details would have to be negotiated with the Illinois Department of Transportation.

Several of the conditions concern lighting. The developer would be required to submit a lighting plan showing that none of the building’s lights would shine onto homes located to the west, and lighting levels would be set to reduce glare for Waukegan Road drivers.

The remaining conditions deal with engineering. The developer must build a sidewalk along Waukegan Road and ensure that pedestrians would easily be able to access both buildings.

A stormwater management plan would also have to be prepared and submitted to the village.

The resolution also specifies that any changes in ownership wouldn’t affect the conditions.

Morton Grove residents who spoke at the March 28 said they still had concerns about the project.

Natasha Dubov, a Morton Grove Estates resident, said she and her neighbors were still concerned about the building’s effect on traffic, particularly residents’ ability to get out of the building garage.

“If the village doesn’t see any problem with that, we’d probably need to request an independent traffic study,” she said.

Durov and other condo residents asked to see the copy of the traffic study.

After the meeting, Community and Economic Development Director Nancy Radzevich spoke with those residents and scheduled an appointment for them to come in and review the study.

St. John Brebeuf School celebrates historic milestone

This year, St. John Brebeuf Parish School marked its 60year anniversary – a significant milestone for the Catholic elementary school that has become a community institution.

Since opening its doors in 1955, the school has grown considerably and it continues to adjust its academic programs to ensure they stay current with the times. But through it all, St. John Brebeuf educators always strove to provide a strong, academically rigorous Catholic education that would serve the students well no matter what path they wanted to pursue. Officials say that it is this foundation – along with strong community support – that allowed the school to last as long as it did.

It is something that they hope will remain true in decades to come.

The construction of the school started in 1954, only a year after the parish was created. At the time, Niles’ Catholic population was growing as many Polish-Americans moved in from Chicago. The closest churches were St. Juliana’s in Chicago and St. Paul of the Cross in Park Ridge, and the Chicago cardinal at the time felt that Niles needed a parish in the community.

Sandie Beierwaltes is a St. John Brebeuf graduate who worked at the Bugle before becoming a teacher in her former school.

She studied the school’s history extensively and said that SJB grew fairly quickly, despite a modest stat.

“St. John Brebeuf School opened on Sept. 15, 1955, with 12 classrooms, six sisters, two lay teachers, and 420 children,” Beierwaltes said. “By 1956, 1,000 families belonged to the parish and 550 children were enrolled in the school.”

had to be added to accommodate the growing student body. But, Beierwaltes said even that wasn’t enough.

“By 1961, the school population had grown so large that the primary grades were split into two sessions, one group attending in the morning and the other group in the afternoon,” she said. “ In 1962, 12 more classroom were added to accommodate 1,470 children. The last addition to the school was added in 1964, and the school now had 38 classrooms.”

She added that at first, the school building doubled as a convent and a rectory. A separate church wasn’t built until 1966.

St. John Brebeuf had students in first through eighth grade from the beginning, but it didn’t have a kindergarten until 1976.

“Before this time, children attended local public schools for kindergarten and then transferred to St. John’s in first grade,” said Beierwaltes. “There was a huge interest from the parents to have a kindergarten at SJB who wanted their children to receive a Catholic education at an earlier age.”

She said that the school has always tried to respond to parents’ needs. In 1985, it launched an extended day program – a boon for working parents who couldn’t pick up their children when the school day ended.

Beierwaltes also told the Bugle that St. John Brebeuf always worked to provide students with opportunities to help their community. It formed Cub Scout Pack 175 and Boy Scout Troop 175 in 1958 and 1963, respectively. In

1985, the school started a local branch of the Junior St. Vincent DePaul Society – a Catholic society that was founded in 1833 to serve the poor. According to the parish website, the society is open to students and parish youth in general. Among other things, it holds canned food drives and annual “baby shower” drives, where students collect infant and children’s items.

Beierwaltes said that over the past six decades, the school has always tried to keep its instructional methods current.

“In the early years of the school, students were mostly instructed through lecture. Children were often ability-grouped,” she said. “Nowadays, instruction is differentiated to the individual learner. Students are taught in whole group and small group instruction. Learning is definitely more hands on and technology is emphasized.”

This year, the school launched a one-to-one initiative, similar to what Niles Park Ridge District 64 launched in 2014. Every student in second grade and lower will get a Nexus tablet, while 3-8 grade students will get Chromebooks.

Elise Matson, St. Brebeuf’s current principal, told the Bugle that, while the methods changed, the overall goal remain the same – to provide academically rigorous Catholic education.

“Being a Catholic school is very important to us, so we make sure we infuse Catholic identity in everything that we do,” she said. “We also we make sure that we provide a strong academic environment. We get a lot of [former] students coming back telling how well SJB prepared them for high school and beyond.”

Matson said that this foundation – along with strong community support – that had kept the school going for so long.

St. John Brebeuf continues to look for ways to improve its programs. Next year, the school will start a pilot program that would offer a more personalized learning experience. Students would still go through units, but they will be able to choose one of the several possible projects within that unit, so that they would learn about the topic in a way that better suits their interests and educational needs.

Matson said that she was proud to see St. John Brebeuf celebrate its 60th year – and she hopes that the school will celebrate many anniversaries to come.

“We’re very proud of the fact that we’ve been a Catholic community in Niles for so long,” she said.

We’re very proud to have been able to serve the community for so many years. We plan on being here for another sixty years. We look forward to keep trying to improve our school and make sure our students receive high-quality Catholic education.”

City: cost of annexing VFW property low Former Veterans of Foreign Wars Post 3579 will not have any significant cost

Annexing the former Veterans of Foreign Wars Post 3579 will not have any significant costs, according to city of Park Ridge officials.

During the March 28 committee of the whole meeting, City Manager Shawn Hamilton went over the cost of services the city would have to provide once the property is annexed.

to rezone the property from residential to industrial, which would open it up to a wide variety of uses.

Park Ridge already filed an objection to the zoning application.

That objection automatically raised the threshold for the zoning change.

As previously reported by the Bugle, it isn’t clear what Canfield Higgins LLC plans to use the property for. Because it is located in unincorporated Norwood Park Township, only the Cook County Board can approve the zoning changes.

will go on the property, it can’t give the exact figures. However, Hamilton said the cost wouldn’t be significant.

As for plowing, Park Ridge wouldn’t have to take care of that.

“It’s a combination of state and county that plows there, so we don’t even plow the entire corner [of Higgins and Canfield],” said Hamilton.

The Cook County Zoning Board of Appeals is scheduled to consider Canfield Higgins’ application April 6, at 1 p.m.

While the Park Ridge City Council originally planned to vote on whether to annex the property during a special April 11 meeting, city attorney Julie Tappendorf indicated that the vote has been pushed back to the regular April 18 meeting.

The meeting packet documents also reveal the name of some of the people involved with Canfield Higgins LLC. The original zoning application change was filed by Spiro Angelos on behalf of the company. The S.J. Erwin study was addressed to Walid Abu-Ghazaleh, owner of Chicago-based Project Outdoor – an outdoor advertising company.

During the March 28 meeting, Hamilton said the property already uses Park Ridge sewer and water.

“They already get a bill, so there’s no [new] expense there,” he said.

for Canfield Higgins LLC, there was no interest in redeveloping the property in a way that would fit with its current zoning. The study recommended rezoning the problem for commercial uses, such as “a restaurant use such as a McDonalds” or a “convenience shopping center.” It estimates that a restaurant could bring in a total of $544,527 in property and sales taxes, while a convenience store could bring in $1.1 million in taxes. Either way, it’s a significant increase from a total of $160,892 VFW Post 3579 brought in.

An appraisal by Chicago-based S.J. Kerwin & Associates Inc. noted that retail use with a restaurant component is allowed under I-1 Restricted Industrial District zoning. It echoed the other study, saying that the current

By daniel smrokowski Bugle Columnist This month of April, we celebrate Autism Awareness Month, a time to educate our communities about how it feels to be diagnosed with autism, or other types of developmental disabilities.

Take for example, Eric Baumann, 32, of Vienna, Illinois, my friend and fellow athlete and Global Messenger in Special Olympics Illinois. Eric was diagnosed with Asperger’s syndrome, which is high-functioning autism and now is considered a part of autism spectrum disorder.

“I like having autism because it makes me who I am,” said Eric.

Many who have autism struggle with certain tasks that may come easy for others who are not diagnosed with autism. Eric said that he takes things literally so “when people tease me I don’t know how to understand that at times.”

Once you get to know someone who was diagnosed with autism, you have the opportunity to learn the amazing abilities that they do have. Eric has the ability of memorizing lots of music.

“I could tell you the artist and the song by heart because I have about 5,000 songs on my iPod,” Eric said.

Despite the struggles of having autism, Eric enjoys participating in Special Olympics and speaking as a Global Messenger on behalf of the more than 22,000 Illinois athletes.

Eric has been involved as an athlete in Special Olympics Illinois for more than 20 years. Since beginning to compete in 1995, Eric has competed in nine sports including: athletics, bocce, basketball, bowling, snowshoeing, softball, volleyball, flag football and aquatics.

Similarly to Eric, I also have participated in aquatics, softball and basketball in Special Olympics Illinois.

In the year 2000, Eric became a Global Messenger for Special Olympics Illinois. In this role, he is invited to speak before community groups, sharing how the movement of Special Olympics has helped to transform his life and the lives of so many of us with special needs.

One way we are educating our community about how Special Olympics transforms our lives is with the first-ever Capitol Day 2016 for Special Olympics Illinois.

Mayor sidesteps the rules When it comes to getting his projects approved, Morton Grove Mayor Dan DiMaria will resort to anything he pleases to be sure they get approval. There are two recent large projects in Morton Grove. One is the restaurant Moretti’s on Dempster and the other is a large condo complex on Waukegan Road. In both cases, a traffic study was either not done, or hushed up to make it appear that there will be no problems with the increase of cars and people at the two proposed sites. Both sites are adjacent to heavily traveled roads that are already a problem in traffic movement, especially at rush hours.

With 400 patrons at Moretti’s trying to get in and out of the restaurant and the increased condo residents trying to get in and out of Waukegan Road, it spells a traffic snarl.

Besides the traffic problem, the village has bypassed several zoning laws for the condo project, including

a height forgiveness of over 30 feet, making this building a towering edifice in an otherwise low profile character of Dempster. Parking will be a problem for both the restaurant and the condo, and the neighboring properties will suffer along with the patrons and residents.

These projects are way over-sized and should be downsized to match the available access points and property sizes.

Of course, we cannot expect the trustees to speak out on this manner, as they are part of the one-party system here in Morton Grove that always votes unanimously on the mayor’s proposals.

They never even discuss anything at village board meetings and rubber stamp all ordinances. The village can save money if we just eliminate the trustee positions and let the mayor pass his legislation unhindered as he is doing anyways.

Despite protestations of openness,

staff will flock to Springfield. We will be meeting with legislators to inform and educate them about how Special Olympics is positively impacting the state of Illinois.

“Sometimes they may not know about autism so we just have to explain it to them,” said Eric.

When Eric is not participating in Special Olympics, he enjoys playing games, hanging out with his friends and family and playing with technology. Eric also works as a janitor at the Interstate 57 “Trail of Tears” Rest Area. It is here where he gets to meet people from different cultures.

Whether Eric is involved in Special Olympics Illinois, hanging out with his friends and family, or at work, those in his community are able to accept and include him.

This month, I hope that you will learn how to accept and include those with special needs and recognize the abilities that we do have. the village hall has not been upfront with their projects by keeping notice of their progress out of the newspapers until they are done deals. Most residents do not understand the implications of these deals. Morton Grove owes over $80 million in pension funding and several million on the failed Waukegan Road TIF development, yet the mayor is giving Moretti’s and the condo people a few million dollars of TIF money to entice them to build here.

With the sweetheart deals he is giving them, it will be years before the village recoups anything of these give-a-ways.

That TIF money should be used for eliminating blighted areas of which the two project sites do not really qualify for that. Any TIF money not used when it closes should be returned back to the village facilities, like the schools, if it hasn’t all been spent on these enticements.

We need to attract businesses that are not over-sized and require expensive enticements.

Sometimes statistics don’t tell the entire tale of a player.

For Plainfield North senior Kevin Krieger, his stats were the best in the area. He averaged 22.3 points per game, an area best, to go along with 7.2 rebounds, 48 assists, 47 steals and 62 blocks.

He also shot 87.3 percent from the foul like and sank 40 threepointers. All of this was while guarding the opponents’ best player just about every night.

“He is at the top of every statistical category in the area, which is a credit to him considering every time we played he was the sole focus of the opponents team,” North coach Bob Krahulik said. “No other player in the area was beat up more, grabbed more and face guarded more than Kevin, and he still averaged 22.3 points while shooting in the upper 40 (percent).

Those marks were the obvious.

Less obvious was the medical problems he had off the court.

At three times during the year, he had throat surgery, yet still played in the next game, including in the Pontiac Holiday Tournament.

Being able to overcome his medical troubles to still post the best numbers across the area has led Krieger to be named the 2016

Voyager Media Boys Basketball Player of the Year.

“He is a tough kid,” Krahulik said. “No one knows but he played in the regional final after being in the hospital the night before having minor surgery on his throat. The doctor told him to take it easy for over a week. He played anyways. This was the third time he had to have this surgery this year, but still played. He may not have scored like we needed him to, but it is his presence on the floor.”

The rest of the members of the Voyager Media All-Area team are:

First Team Trevian Bell Joliet West junior posted 15 points and 8.1 rebounds per game for the sectional champs.

“Trevian continues to develop into an overall good high school basketball player,” West coach Nick DiForti said. “Nearly every team we played focused their attention to him. He was our leading scorer in most games. If we weren’t such a balanced scoring team, he would easily average over 20 points a game.

His statistics are easily why he is considered one of the best in his class.”

“I can’t say enough about him,” Central coach Jeff Corcoran said.

“He was a kid that came to practice every day and worked harder than everyone else knowing that on Tuesday and Friday nights that he was going to defend another post player who was bigger and stronger than him. With that being said Malik had a motor that just wouldn’t quit, he has a knack for finding the ball around the rim. He is an all around great kid who has a bright future.”

Dan Sobolewski Sobolewski, a Benet senior, averaged 10.8 points and 5.4 rebounds per game, leading the team with 100 assists.

“Danny often had to guard the post player from the other team,” Heidkamp said. “He made up for his size disadvantage with heart and toughness. He was an excellent shooter, passer, and rebounder, and was a great leader for our team.”

Jon Arenas Arenas, a senior from Maine South, finished the season with 14.4 points and 5.5 rebounds per game, while totaling 101 assists and 57 steals.

“Jon was a three-year starter that helped us win 25, 26 and 21 games,” Maine South coach Tony Lavorato said. “In his senior year, he led our team on and off the floor with his dedication and passion for our program. Jon was always a natural scorer, but developed himself into an allaround player throughout his career. His greatest impact to our program was his character. He has influenced many future Hawks with his dedication and approach.”

Ammar Becar Becar, a senior from Notre Dame, finished the season averaging 15 points and four rebounds per game for the sectional champs.

Anthony D’Avanzo Senior from Notre Dame averaged 11 points, eight rebounds and four blocks per game, while shooting 80 percent from the free throw line.

Teyvion Kirk A junior from Joliet West, Kirk had 12.5 points and 4.8 rebounds per game, while totaling 145 assists and 42 steals.

“Teyvion’s skills are overwhelming as a point guard,” DiForti said. “In today’s game, some would call him a combo guard. But watching him play, anyone would notice how much he gets his teammates involved in the offense. His statistics indicate that he played both ends of the floor. His ability to control an offense and guard the other team’s best ball handler make him the guard every coach wished they had.”

Scott Gustafson Plainfield Central senior tallied 13.8 points and 4.9 rebounds per game, while knocking down 58 three-pointers, while shooting 41 percent from beyond the arc.

“Team leading scorer and rebounder for 2015-16,” Central coach Steve Lamberti said. “One of the best shooters in the area, he is a competitor that used his size and strength to be a quality

scorer and rebounder. Scott was a competitor that our opponents had to game plan for.”

Evan Hines A senior from Niles West, Hines averaged 14 points and 5.2 rebounds per game.

“He was chosen our team MVP and carried the team offensively in several games,” Niles West coach Bob Williams said. “He played his best basketball down the stretch of the season and scored 24 points in his last high school game.”

Brad Perry Maine South senior center posted 13.4 points and 10.1 rebounds per game for the Hawks, while adding 62 blocks.

“Brad was a three year varsity player that dedicated himself to getting better each day,” Lavorato said. “As a 6-foot, 11inch player, Brad took a while to develop his body, his skill, and his speed. His full potential will not be reached until college, but his improvement on the offensive and defensive ends of the floor enabled him to help us win 21 games.”

Maine Township High School District 207 DECA students excelled at the recent Illinois state competition in Rosemont, which featured more than 1,200 DECA

members from 53 Illinois high schools.

Sixteen District 207 students finished in the Top 3 in their events, thereby qualifying for national competition April 23-26 in Nashville.

DECA prepares emerging leaders and entrepreneurs for careers in marketing, finance, hospitality and management in high schools around the world.

Maine West students who finished in the Top 3 and qualified

for nationals are Dara Kovacheva and Brooke Saunders, both of whom qualified in three events; Runal Patel and David Joseph; both of whom qualified in two events; and Ben Joseph, Aby Thomas and Alvin Thomas.

Maine East students who finished in the Top 3 in their events and qualified for nationals are Josh Seitz, Patricia Bogdan, Adrianne Payne, Riya Parikh, Miguel Gutierrez and Richard Tian Tang Yu.

The village of Morton Grove Board of Trustees approved several changes to the village municipal code’s definition of restaurants.

The changes arose out of concerns that the code defined “restaurants” so broadly that it could potentially apply to any business that prepares food.

The ordinance established clear distinction between a restaurant and a bar, added regulations for carry-out restaurants, and extended the definition of drive-in restaurants to also include drivethrough restaurants.

Nancy Radzevich, the Morton Grove community and economic development director, originally presented the proposed changes during the Feb. 21 board meeting.

She said the definition of a

restaurant that existed at the time – “an establishment where food is prepared, served and consumed” – could potentially apply to bars, banquet halls, retailers that serve food and even soup kitchens for the homeless. She argued that the definition of a restaurant should be more specific.

Radzewich also argued for more specific definitions of carry-out restaurants and drive-in/drivethrough restaurants. Because of the nature of their business, these types of establishments don’t need the same amount of parking as traditional restaurants and having clear definitions would allow the village to establish parking guidelines that suit their needs, she added.

“I think it’s more business friendly to those carry-out businesses,” Radzevich said.

Under the new ordinance, a restaurant is defined as “an establishment whose principal business is the sale of food and drink that is prepared and served for ready consumption of the general public.”

The ordinance specifies that

while restaurants can serve alcohol, the kitchen must remain open for as long as the bar area is open. If more than 50 percent of an establishment’s sales comes from alcohol, it would be classified as full-fledged bar.

During the Feb. 21 meeting, Radzevich explained that the village also wanted to make a clear distinction between carry-out and take-out restaurants. While the municipal code previously defined carry-out restaurants as simply restaurants where most of the food is prepared for consumption off-premises, the new ordinance adds language specifically stating that carry-out restaurants must have no more than eight seats for customers who want to eat their food on-site.

Finally, the ordinance also tweaks the paragraph regarding drive-in restaurants, adding drive-through restaurants to the category.

The village board held the first reading on the changes during the March 14 meeting. It gave the final approval during the March 28 meeting.

Retirement saving for late bloomers Eliminating debt is good for men and women of all ages, especially near retirement Today’s young professionals hear about the importance of saving for retirement seemingly from the moment they are hired.

In addition to discussions with human resources personnel about employer-sponsored retirement plans, young professionals are learning about the importance of saving for retirement thanks to the abundance of financial-planning advertisements on television, the radio and the Internet.

Older workers may not have been so lucky, and many may find themselves trying to play catch up as retirement age draws closer.

While it’s important to begin saving for retirement as early as possible, late bloomers whose retirement dates are nearing can still take steps to secure their financial futures.

Pay down debts Eliminating debt is good for men and women of all ages, but

especially so for those nearing retirement. Substantial debt may delay your retirement and can greatly reduce your quality of life during retirement. If you still have substantial debt, eliminate that debt before you start saving additional money for retirement.

Once your debt slate has been wiped clean, you can then increase your retirement contributions.

Eliminate unnecessary expenses If your retirement savings are low (many financial advisors now advise men and women that they will need at least 60 percent of their pre-retirement income each year they are retired), start cutting back on unnecessary expenses and reallocate that money toward retirement saving. Cutting out luxury items, such as vacations to exotic locales or country club memberships, is one way to save money. But don’t overlook the simpler ways to save, such as canceling your cable subscription or dining at home more often.

Downsize your home Many empty nesters downsize their homes as retirement nears, and doing so can help you save a substantial amount of money.

If the kids no longer live at home or if you simply have more space than you will need after retirement, downsize to a smaller, less expensive home. Monitor the real estate market before you decide to downsize so you can be sure to get the best deal on your current home. Downsizing saves on monthly utility bills, property taxes and a host of additional expenses. Downsizing also means less maintenance, which gives you more time to pursue your hobbies upon retiring.

Take on some additional work While you may have long felt you would slowly wind down in the years immediately preceding retirement, taking on some additional work outside of your current job is a great way to save more for retirement and perhaps even lay the foundation for a postretirement career. Workers over the age of 50 can be invaluable resources to startups or other businesses looking for executives who have been there, done that.

Look for part-time jobs that seek such experience. Even if the initial jobs don’t bowl you over financially, part-time consultant work in retirement can make up for lost retirement savings and may even make your retirement years more fulfilling.

Men and women on the verge of retirement can take many steps to grow their retirement savings and make their golden years that much more enjoyable.
