Officials celebrate completion of sewer project Cleveland relief sewer project completed 5 months ahead of schedule

The long-awaited Cleveland relief sewer project, which is expected to reduce flooding in eastern Niles, has been completed five months ahead of schedule.

To mark the occasion, officials from the Village of Niles and the Metropolitan Water Reclamation District of Greater Chicago (MWRD), as well as members of the Niles Stormwater Commission, gathered at the Grennan Heights Park fieldhouse on March 29. They thanked the village staff and the contractors for their hard work, and touted the project as great example of inter-agency cooperation. And because there was no way to cut a ribbon on something that was located underground, the officials marked the occasion with a ceremonial throwing away of the mops.

The project was the last of the Tier 1 stormwater mitigation projects, designed to address the most pressing flood issues within Niles. It will collect water from Grennan Heights and other areas on the east side of the village and deposit the water into the Chicago River. The main sewage pipe has been placed near the intersection of Main Street and Oketo Avenue and continues along Monroe Avenue until it reaches Cleveland Street. It then continues along Cleveland Street until it reaches the Cook County Forest Preserve, where it goes into the river.

The project also added new pipes along Odell, Octavia, Oconto and Harlem avenues, as well as Waukegan Road and Kenney Street, to feed into the main pipe.

According to the Village of Niles fact sheet, the project cost $9.1 million, with $2 million coming from MWRD. The Illinois Environmental Protection Agency’s Revolving Loan Fund helped cover the rest.

The village held a groundbreaking ceremony on May 25, 2016, at the same site as the March 29 ceremony. While the original plans called for an outdoor ceremony, pouring rain forced the attendees inside. This time around, the rain held off until the festivities wrapped up.

Nonetheless, the ceremony began inside the fieldhouse, with officials giving speeches.

Fred Braun, the street superintendent for the Village of Niles Department of Public Services, was the first one to speak. He said that he’s been working for the village for about 20 years, and he’s gotten plenty of calls about flooding in eastern Niles.

“Everybody who worked [with the department] – we know this are is typically the most flooded area,” he said. “It makes me happy to know that’s a thing of the past.”

Braun thanked the project contractor, Bolder Construction, for getting it finished ahead of schedule. He also thanked the Stormwater Commission for doing their part in figuring out what

the Tier 1 projects would be.

Mariyanna Spyropoulos, president of MWRD, said she was happy to see the project completed. “[I’m happy], effectively, to say goodbye to flooding for residents of Niles,” she said.

Spyropoulos added that flooding is a district-wide issue for MWRD, and addressing it has been a complicated process – which is why she was happy that Niles did its part to reduce flooding.

“While we are working very hard to solve [the issue], it’s encouraging to see a village come up with an effective of a plan as the Village of Niles,” she said.

Mayor Andrew Przybylo said he was impressed that the project was finished ahead of schedule, giving credit to Boulder Construction for making it possible.

“Who would have thought 10 months ago that we would all be together here, not even April, already celebrating the successful completion of the Cleveland sewer project?” he said. “Many of the residents of Grennan Heights

and Evergreen Estates can sleep more soundly at night knowing that a new stormwater system is providing improved protection.”

Przybylo said that about 140 homes will see “reduced flood risk, if not outright elimination.”

He also noted that the project did more then just reduce flooring. The village used the digging necessary for construction as an opportunity to fix a gas main, and it built a bike/walking trail connection to Cook County Forest Preserve’s North Branch trail.

Trustee Joe LoVerde, the Stormwater Commission chair and an enthusiastic supporter of village flood mitigation projects, wasn’t at the ceremony in person, but Przybylo read his prepared remarks on his behalf.

In them, the trustee said that he appreciated all the work that has been done since Przybylo’s predecessor, Robert Callero, for forming the Stormwater Commission. LoVerde thanked Mary Anderson, the Niles Public Works Director, as well as village engineers. He said that he visited the construction site multiple times,

and he was impressed with Boulder workers as well, mentioning that they helped some residents carry groceries and generally tried to ensure that their work was as unobstructive as possible.

“I look forward to the being part of exciting new opportunities in our community,” the statement read.

With the Tier 1 projects now complete, the village is beginning to work on Tier II projects.

Village manager Steve Vinezeano told the reporters that one project is set – a stormwater detention reservoir under the land the village acquired near Golf Mill Shopping Center. As previously reported by the Bugle, the village hopes to build a park on top of it – but, as Vinezeano told the reporters, the details would need to be worked out with the Niles Park District.

As for the other projects, Vinezeano told the reporters that the Stormwater Commission is currently evaluating its options.

Whichever projects would get the highest “grade” would go forward.

Liquor license amendment heads to full council ‘I’m not worried about Beer on the Wall, I’m worried about the next business’

On ordinance that would allow certain liquor license holders to sell more wine and beer is advancing to the full city council, even as aldermen expressed concern that it was going too far. As previously reported by the Bugle, Beer on the Wall, a self-described “beer cafe,” asked the city to change the regulation related to liquor licenses with gourmet beverage endorsements.

They want to be able to sell chilled beer for off-premises consumption, raise the limits on how much alcohol they can serve on premises and the limits on the volume of flights they can serve. While the aldermen didn’t raise objections when it came up for discussion during the Feb. 27 Procedures and Regu-

lations Committee of the Whole; during the March 27 meeting, some aldermen said they were concerned that, somewhere down the line, this could allow businesses to become de facto taverns – something that the Park Ridge law currently doesn’t allow. But in the end, the resolution cleared the first reading. It appears before the full city council on April 5 for a final vote.

During the Feb. 27 meeting, Beer on the Wall owner Ryan Tracy asked the aldermen to increase the cap on the total volume of alcohol from 12 ounces of wine and 24 ounces of beer to 24 ounces of wine and 48 ounces of beer. For flights of alcohol, he asked to increase the caps from six ounces for wine and 12 ounces for beer to 12 ounces for wine and 16 ounces for beer. He also asked for permission to sell chilled beers to Metra riders, saying

that “train beers” have been popular with his customers.

The only other business that would be affected by the changes is the WineStyles boutique. During the Feb. 27 meeting, owner Emily Wilderman said that she had no objections.

During the March 27 meeting, a number of Beer on the Wall customers came to speak in support of the ordinance. Demi Houpt said that she and her husband recently moved to Park Ridge from Milwaukee, and Beer on the Wall has been a great place to meet friends.

“Beer on the Wall has been very conducive to conversations,” she said, saying that increasing the caps would let them hang out longer.

Ald. John Moran (1st Ward) said he didn’t see a problem with allowing customers to take cold beers with them, and he didn’t see any point in capping flights at all, but he had an issue with increasing the caps on total volume of alcohol. “this is not a bar license,” he

said. “This is a package goods store license with a tastings endorsement.”

Moran said that he wasn’t concerned about Beer on the Wall or WineStyles. He was simply worried that another, less scrupulous license holder may use the license to create something that would be a bar in practice.

“I’m not worried about Beer on the Wall,” he said. “I’m worried about the next business.”

Ald. Richard Van Roeyen (3rd Ward) used the visual of three water bottles to show that he didn’t believe that increasing the beer minimum to 48 ounces would be that drastic. And he said he didn’t imagine that particular license type would see a lot of demand.

“I’d like to support the business owner and their willingness to [take a financial risk] to try to be successful,” he said.

Ald. Roger Shubert (4th Ward) said that he sympathized with businesses that built full-service

kitchens in order to be able to sell alcohol, so he proposed a compromise – increasing the wine cap to 18 ounces and the beer cap to 36 ounces.

Tracy took a dim view of the idea.

“Sympathizing with business who [invested money] to build a kitchen is a not a reason to deny us 48 ounces,” he said. “Residents [who] were here today said 48 ounces will allow them to stay [at Beer on the Wall] longer.”

Ald. Charlie Melidosian (5th Ward) said that he originally had similar concerns as Moran, but his position softened during the meetin.

“I see anumber of people lobbying for 48 ounces, and I don’t see anyone speaking out against it,” he mused.

ABC-TV showcases a new face from disabled community Sitcom ‘Speechless’ has as its mission to include disability community in television

BY DANIEL SMROKOWSKI BUGLE COLUMNIST A month ago, I spent four-anda-half hours on a gray couch in the Changing The Face of Beauty studio to film an interview for their new #FaceMyBeauty Couch Series.

As I wore a blue button down shirt, khaki pants, and a blue blazer, I was grateful for the opportunity to be part of this new Couch video series.

This new platform gives me, and others in the disability community, a place to talk about the need for our representation in advertising and in the media in general.

In the opening scene of this video, I talked about how the lack of inclusion in media matters to me because there isn’t understanding in the general public of the special needs community.

As the founder and host of Special Chronicles, a media platform that gives respect and voice to people with special needs, I am passionate about telling the stories of those of us with special needs.

This lack of understanding of those of us with disabilities in the media means that viewers don’t see us.

By us not being seen, the mainstream community cannot understand and accept us.

This is a time to celebrate the acceptance and inclusion of those of us with disabilities in the media.

It is time to showcase the lives of those with disabilities on media platforms.

In the media, whether on film, television, radio, or podcast, those of us with disabilities are rarely seen, and, if we are we are not usually portrayed in a positive light.

Today, however, the inclusion of people with disabilities in the media is beginning to change for the better.

The general public is beginning to see the joy on the faces of those who are diagnosed with special needs.

A Palos Park-based nonprofit, Changing The Face of Beauty, is the driving force behind this #FaceMyBeauty Couch Series.

ing individuals in the disability community the opportunity to sit on their couch and talk about how the media and advertising worlds can change the face of beauty.

The Couch Series has its mission to include people with disabilities in advertising and, more generally, in the media.

Another enterprise, the ABC sitcom “Speechless,” has as its mission to include the disability community in entertainment television.

The television show “Speechless” is breaking new ground as being one of the first sitcoms to feature a character and actor diagnosed with cerebral palsy.

The show centers around the daily life of a special needs family— The DiMeo family includes Maya (Minnie Driver) and Jimmy (John Ross Bowie) and their three children: JJ (Micah Fowler), Ray (Mason Cook), and Dylan (Kyla Kenedy)— and JJ’s aide Kenneth (Cedric Yarbrough).

As with the many different types of disabilities, there is no one disability diagnoses that is the same.

The character of JJ DiMeo was diagnosed with cerebral palsy and is also nonverbal.

JJ communicates with a letter board and has someone else speak for him.

The actor Micah Fowler, who plays JJ, was diagnosed with cerebral palsy and is verbal.

Even though it takes Micah a while to speak, he is still able to communicate for himself. Micah has to use a lot of facial cues and body language to play the character of JJ. In this role of JJ, I believe that Micah should be recognized for the outstanding work that he is doing as an actor.

This show is not meant to be an “after school special” but a funny and honest television sitcom show.

Micah Fowler’s family, and others in the disability community, do consult on the television show to make sure that there is this realistic portrayer of

disability.

In many of the episodes, it takes on disability issues but does so in a light, comedic tone.

Many in the special needs community can laugh at scenes on “Speechless” while it also being very autobiographical to their own life.

For one viewer in the disability community who I have spoken to explained that when she talks with her friends she says that this show is “my life in a sitcom.”

“It’s [Speechless’s] so crazy that it’s funny,” said Sarah Kate Sligh, an eighth grade student from Alabama who was diagnosed with cerebral palsy. “But it’s just realistic I can relate too.”

Sarah Kate’s own mom, Andi of the blog BringingTheSunshine.com, can even relate to the character of Maya DiMeo and the “hate list” that Maya has on the “Speechless” television show. There are certain places where Andi will not go because it may not be disability friendly.

A few weeks ago, the cast and crew of “Speechless” wrapped filming Season One. The Season One finale, episode 23, titled “C-A-CAMP,” will air on the ABC network the beginning of May. During the filming of the finale, Kelsey Fowler, the older sister of Micah Fowler, flew from New York City to Los Angeles to be on set for the filming of “Speechless.”

She documented her brother Micah on her own YouTube Channel Vlog.

Even though for the many months that Micah is filming “Speechless,” he and his sister Kelsey are across the country from each other, they are really close to each other.

“Speechless” is an excellent vehicle for more inclusion and accurate inclusion in the mainstream media.

Shubert proposed an amendment to change the limit to his compromise. But with Ald. Nicholas Milissis (2nd Ward) absent, the aldermen found themselves deadlocked 3-3, and the amendment failed.

Melidosian took an unusual step of moving to have the vote trifurcated, so that the aldermen vote on each part of the ordinance separately. The cold beer provision wound up being approved 4-2, with Shubert and Mazzuca voting against.

The change in the flights cap was approved unanimously, and the increase in the overall caps was approved 5-1, with Mazzuca casting the sole ‘no’ vote.

This sent the resolution to the City Council for second and final reading. The vote is scheduled to be considered during the April 5 meeting – which took place after this issue’s print deadline.

Bolingbrook’s Nana Akenten leads the Voyager Media All-Area team

It has been the standard that when a team makes it to the IHSA state finals, the players from that team that have been invited to the Voyager Media Prep Shootout do not play in the game due mainly to pure exhaustion.

After all, those players have just played two of the hardest games of the season on back-to-back nights and more than likely returned to a community celebration that Sunday afternoon.

This season, however, that trend was bucked as two of the players from Bolingbrook’s Class 4A third place team – Cameron Harris and Nana Akenten – did show up and play in the game.

Akenten, who played 59 of the 64 possible minutes in Peoria, came out and put on a highlight show at the Shootout with jaw dropping dunks.

“I just love the game,” he said that night.

On the season, the Nebraskabound senior averaged 14.8 point and 5.7 rebounds per game, was named to the Illinois Basketball Coaches Association Class 3A/4A first team and led the Raiders to its second third-place trophy in three seasons.

For that, he is the 2017 Voyager Media Boys Basketball Player of the Year.

Akenten was part of both the trophy winning clubs, but he had

a much different role the last time around.

“My sophomore year, I was the guy that was supposed to come off the bench and do what I was told and I got really limited minutes,” he said. “I think that really helped me for this year. I saw what it took and I saw Prentiss (Nixon) and Brodric (Thomas) and my brother (Dimitri Akenten ) and all the seniors. They had the same mentality and they were on the same page all the time. I understood what kind of determination it took to get down here.

“Being a senior and being able to lead my team down here is amazing. In the beginning of the season, we had a lot of doubters who didn’t think we could be very good, but we just took that as motivation and we strived for the best.”

Akenten always strived for the best in his own game as well.

Unlike some of the players like Nixon and current sophomore Joseph Yesufu who have been on scouts’ radar since junior high, Akenten took his raw ability and molded it into a Division-I type player via hard work.

“It was a lot of hard work,” he said. “There is a point where skill is just not enough. If all I know how to do is shoot and my opponent is in the gym learning to defend me, he will prosper instead of me.”

“He is very similar to Ben Moore and what happened with him,” Brost said. “We are fortunate to have had a couple kids do what Nana has done. We have had kids like Prentiss and Joe (Yesufu) and people know who they are before they even get to Bolingbrook High School, but we take pride in how we develop our kids and they players they become and especially the people that they are.

Akenten credits that team bond to helping the success this season.

“Having a team like this is a blessing,” he said. “I have never played on a team like this before.

Not even the basketball aspect, but just the love around the team.

We are truly a family. We spend a lot of time together off the court.”

JONNY BUTLER MINOOKA Senior averaged 17.7 points, 4.6 rebounds, 3.1 assists and 3.1 steals per game for the 21-9 Indians.

He was named MVP of the WJOL Thanksgiving Tournament and was named to the all-tournament teams at the York and Galesburg MLK tournaments.

“Words cannot explain the importance and significance that Jonny Butler has meant to the Minooka basketball program,” said Minooka coach Scott Tanaka.

New twist on spring, Easter decorating ggs are symbolic of Easter.

They’re colored, decorated, hidden, and used in decorative items for the home. The one caveat to eggs is that they are quite fragile, and even hard-boiled eggs can be rendered useless with one accidental drop or blow. Instead of relying on breakable eggs for Easter fun, consider making stronger ones instead.

Symbolic of rebirth and renewal, eggs are an integral part of setting the scene come early spring.

Selecting a less fragile material to create the looks of real eggs can increase the potential for using them in many different applications. One of the easiest ways to create harderto-break eggs is to make them out of clay.

Modeling clay is a versatile medium that can be used to make everything from clay eggs to bunny figurines to religious items synonymous with Easter.

A visit to the local craft store or even a chain retailer will likely turn up different clay products, which

come in a variety of colors. You can create pastel-colored clay by mixing primary colors with white clay if you cannot find pastel colors in the store.

There are two main ways to create egg shapes out of a ball of clay.

One way is to roll a ball out of the clay and then roll it vertically between your hands to make the smaller end of the egg. Another is to use a plastic egg as a mold and stuff the clay inside. Pop open the top of the plastic egg and then gently tap the clay out.

You don’t even have to color your clay if you don’t feel up to it.

You may also use white clay, allow to dry, and then paint them using acrylic paints. Mix two clay colors together before forming into an egg to achieve a marbled effect.

Also think about adding embellishments like stickers, ribbon, bows, and flowers to the eggs, much in the same way you would decorate real eggs.

She’s also a lot more frugal than I am, and our biggest point of contention right now is how we handle our spending money. Whenever I work overtime at my job, I feel like I should be able to put the overtime pay toward my spending money. What are your thoughts on this?

JOSH DEAR JOSH, No way, dude! You don’t work overtime for your little boy wants.

You work overtime, and rake in that extra cash, for the good of your family. That’s the manly thing to do.

Now, that’s not to say you both can’t have a little spending money.

It also doesn’t mean that you can’t treat yourself once in a while if you’re working your tail off. I mean, if I’m working 70 to 80 hours a week I may give myself a little inexpensive treat in the midst of all that. So, my spending money budget should reflect that. But it shouldn’t reflect a sense that I get to play more because I work extra, while the rest of the family suffers.

—DAVE DEAR DAVE, My daughter is 15, and she’s had jobs around the house and been on commission and the envelope system for years. She’s very good about saving and not spending on silly things. We recently opened a checking account for her, and I was wondering what bills you think we should assign for her to pay on her own?

DEAR SUZANNE, This sounds a lot like we did with our kids. She’s obviously bright and motivated, so the first thing you do is explain to her the seriousness and responsibility associated with a checking account. The next step is for her to balance the checkbook with you looking over her shoulder.

Do this with her for several months, while you keep one on the account, too. After that, I want her to do it alone and show you her work. Her balance should match yours and the one at the bank.

As soon as she demonstrates competency, and you feel comfortable that she can handle things, I want you to start putting her clothing budget in the account. You know, the weirdest thing happened with our girls at this stage. They suddenly started shopping at less expensive stores. It’s amazing when they see that the dollars associated with these purchases can run out.

My bet is you’ll see some changes in her value choices.
