Mayors: Water contract switch best option for residents Mayor of Morton Grove, Dan DiMaria and Mayor of Niles, Andrew Przybylo Providing safe, clean and affordable drinking water is a fundamental responsibility of local government.

For nearly four decades, the villages of Morton Grove and Niles have reliably supplied clean, safe Lake Michigan water from the City of Chicago’s treatment and transmission systems.

While the quality and consistency of the water supply was never in question, Chicago’s rising water rates set our communities on a path for unsustainable water rate increases. As both water supply contracts with Chicago near expiration, Morton Grove and Niles formed the Morton Grove Niles Water Commission with the goal of providing residents with a viable alternative to costly Chicago water.

The project will build a new water supply system through Skokie, connecting our communities to

Evanston’s pumping station. This will result in a cost savings for Morton Grove and Niles of $21,000 per day and stabilized water prices for residents, making much needed water system infrastructure improvements obtainable. An updated water system will result in fewer water main breaks, less water loss and reduced costs of operation and maintenance.

Due to the size and scope of this project, Morton Grove, Niles and Skokie residents will see a total of $8.5 million in infrastructure improvements including newly reconstructed streets, curbs, gutters and sidewalks. Additionally, residents along the construction project route whose existing lead service lines are exposed by construction are eligible to have them replaced with copper lines at no cost to the homeowner; a value of up to $10,000.

The short-term, tangible results are surpassed only by the longterm benefits this project provides our residents. Over the course of 40 years, by switching our supply from Chicago to Evanston, our residents will save a projected $218 million in water costs in addition to paying off the upfront costs of construction.

This significant project is a collaboration between local leaders seeking good fiscal stewardship of our communities and better results for our residents. The sizeable cost savings and needed investments in infrastructure will positively benefit our communities for years to come.

Mayor Marty Maloney marks 116th anniversary of Jewish leader’s birth with proclamation Mayor Marty Maloney joined others governors and elected officials in declaring March 27 as “Education and Sharing Day.” This date coincides with the Hebrew date of the 116th anniversary of the birth of the Rebbe, Rabbi Menachem Mendel Schneerson, often described as the most influential rabbi in modern history.

Rabbi Schneerson was the only rabbi ever to receive the Congressional Gold Medal and to have an American national day proclaimed in his honor, Education and Sharing Day. His role within the Jewish community was unparalleled, both as a preeminent scholar and leader. Chabad & F.R.E.E. of Niles located in nearby unincorporated Maine

Niles spraying program to help protect trees The Village of Niles has taken steps to control Cottony Maple Scale and the Honeylocust Plant Bug on parkway trees, according to a village release. In the past the one pest that has been especially abundant in northeastern Illinois is the insect known as the Cottony Maple Scale. The Village of Niles has hired SavATree to spray affected trees with a refined dormant oil before bud break to control the scale. The oil is not harmful to life or property.

“While other trees may be infested, silver maple trees are its favorite host in Niles,” Village Forester Tony Dati said.

Work is already underway and spraying should be done within two weeks. Spraying early, before trees have a chance to fully bud, reduces the chance for any unnecessary stress on the trees.

“Usually the first sign of Cottony Maple Scale is a sticky sap-like substance on car windows. Soft scales produce honeydew which is actually a sugary excrement that gets on car windows and anything else under the tree,” Dati said. “Another negative of honeydew production

is that it attracts ants and wasps to the area and also coats the leaves, which promotes the growth of black, sooty mold fungi.”

In the overwintering stage, the insect is oval, flat and pale to dark brown without obvious legs, antennae or wings. Later, a white cottony egg sac two to three times the length of the scale is produced in the spring. Dati said this gives the appearance of cotton balls being strung from twigs.

Overwintering females complete development in June and lay eggs through late summer. Each cottony white egg mass contains 1,000 to 1,500 eggs. Eggs hatch into crawlers in late June through July. The crawlers are microscopic flat, oval, brown insects. They migrate to the underside of leaves and spend the remainder of the summer feeding on the sap from leaves.

“The insect feeding causes twig dieback and severe infestations can even kill major limbs and occasionally the entire tree, especially if the tree is stressed due to dry weather, and is why we take preventative steps to control Cottony Maple

Scale,” said Dati.

The treatment that will be sprayed on trees also helps stop the Honeylocust Plant Bug, which is a pest that feeds on new leaves of Honeylocust trees. For the Honeylocust Plant Bug, both the nymph and adult pest feed on the foliage of the plant, although the most serious damage is caused by the nymph, early in the season.

Damage can include severe leaf distortion, discoloration and dwarfed leaflets. Severe defoliation weakens the tree and increases its susceptibility to invasion by secondary insect and disease pests.

Complete defoliation of the host plant is possible.

Overall the Village of Niles will treat approximately 3,000 parkway trees. For further information about this program you may contact the Niles Forestry Division at (847) 5887900.

Niles moves forward with Cycling Classic

Following a recent setback for a location to hold the Intelligentsia Cup - Holiday Inn Express Niles Cycling Classic, previously held on the streets around Oak Park, the Village began working with other community partners to secure an alternate location for this international racing event. The race organizers are pleased to announce that Notre Dame College Prep has opened its arms to host this community event, according to a village statement.

Notre Dame College Prep brought this proposal before their Board on March 21, at which time they gave approval for the Village to utilize their parking, concession and even bathroom facilities to help make this event a success.

On March 27 the Niles Board of Trustees approved the race agreement with Prairie State Cycling Series, LLC for the 2018 Intelligentsia Cup race. The 2018 Niles Cycling Classic takes place at Notre Dame College Prep and the surrounding streets on Thursday, July 26.

The revised location results in a

new racecourse. In order to ensure buy-in from the community and a smooth race day for everyone, residents who live along the racecourse were invited to a meeting on March 26 with race organizers to discuss the race and to ensure that the hosting of this one-day event will be a fun experience with minimal inconveniences.

Residents on the race course who are able to walk farther distances will be encouraged to park off the racecourse. While residents who are not able to park away from their property will be assisted by Village personnel within a reasonable time frame to get their cars out of their homes and on their way to their final destination.

The move to Notre Dame will increase the availability of parking for residents and spectators alike, and the Village is planning a golf cart shuttle system to easily transport guests requiring assistance to parking areas. Police and fire vehicles will be fully able to respond to any emergency on or around the racecourse at all times.

Illinois native Bill Veeck was champion for game of baseball

BY ROGER RUTHHART | ROCK ISLAND ARGUS Bill Veeck wasn’t your typical baseball team owner.

He was listed in the Chicago phonebook. He often walked the Comiskey Park concourse shaking hands as he limped on his wooden leg that he retrofitted with an ashtray.

As a young man he planted the ivy on the outfield walls at Wrigley Field.

He hired Larry Doby, the first black to play in the American League just months after Jackie Robinson broke the color barrier with the Brooklyn Dodgers. And he owned the Cleveland Indians when they last won a World Series in 1948. In later years, he was a regular on Chicago sports TV talk shows offering reasoned arguments on politics and society, and was often seen on WGN broadcasts of Cubs games shirtless with a beer in his hand sitting among the fans in the Wrigley Field bleachers.

Bill Veeck was a showman, nonconformist and a champion for the game of baseball and the fan. And he’s an Illinois product. Veeck was born in Hinsdale in 1914. One of his early jobs was working with his father, who ran the Chicago Cubs in the 1920s and 1930s, selling everything from tickets to popcorn.

“His father, William Veeck Sr., wrote for the Chicago American under the name Bill Bailey. He was intensely critical of the Cubs. It was unheard of at the time to take a newspaper writer and make him the general manager of the team,” said Paul Dickson, author of “Bill Veeck: Baseball’s Greatest Maverick.” “He comes in and (owner William Wrigley Jr.) just loves him.

“He went in with the idea that Wrigley wanted to promote the team as an event for the whole family, rather than a game for guys with a cigar in their mouth. He sold it as a summer oasis. They planted trees and the ivy on the outfield wall and redid the bleachers and put in new concession stands with better food. Wrigley was a great advertising man and filled the newspapers with ads, not about how great the team was, but about the experience at Wrigley Field, about how much fun the family was going to have.”

The Cubs won two National League pennants under Veeck Sr., who died in 1933 when his son was just 19 and a stu-

dent at Kenyon College in Ohio. The son left school to return to work for the Cubs, becoming team treasurer.

“He wanted to fulfill what his dad was doing,” Dickson said. “Part of that was planting the ivy. He carried out the mission that Wrigley wanted.

He kept Wrigley Field a friendly place. Cubs games were a social place as well as as athletic event. Veeck made sure the hot dogs were hot and the beer was cold.”

In 1942, Veeck, along with former Cubs star and manager Charlie Grimm, bought the Triple-A Milwaukee Brewers. Veeck experimented with promotions (including a contest to rename the ladies’ room. The winner was “Hall of Fem.”) and game times, seeking to attract as many fans as possible. He also enlisted in the Marines, serving three years in an artillery unit (the same unit as Peoria native and Chicago Cubs announcer Jack Brickhouse) during World War II. Veeck’s leg was crushed by a recoiling artillery piece and his foot was amputated. He would later have more than 30 surgeries on the leg and lived the rest of his life in constant pain.

Veeck sold his interest in the Milwaukee club and in 1946 purchased the Cleveland Indians.

With Doby in the Cleveland lineup, Veeck also signed legendary pitcher Satchel Paige of the Negro Leagues, making him the oldest rookie in baseball history. The Indians won the World Series in 1948. A year later, and in need of money to settle a divorce with his first wife, Veeck sold the Indians.

In 1951, Veeck bought the lowly St. Louis Browns. According to one tale, when a fan called the Browns’ offices to see what time that day’s game was supposed to start, Veeck responded, “What time can you make it?”

Some of Veeck’s greatest stunts took place in St. Louis. In August 1951, Eddie Gaedel, who stood 3 feet 7 inches and wore number 1/8, suited up for the Browns. The shortest man to ever play in the major leagues walked in his only plate appearance.

Veeck also turned game management over to the fans for a game, giving the crowd signs stating “Yes” and “No” when asked if the Browns should bunt, steal a base or play the infield in. The Browns beat Philadelphia 5-3 that day.

Money issues often prompted Veeck

to sell his teams but rarely was he out of the game for long. After leaving St. Louis, he returned to Chicago, buying the White Sox in 1959. That year, the Sox made the World Series for the first time in 40 years, but lost to the Los Angeles Dodgers. Veeck would again sell his team.

One of Veeck’s best friends was Abe Saperstein, owner of the Harlem Globetrotters. “They were two of a kind, promoters,” Dickson said. “At one point the two of them talked about buying a circus. It was a Chicago style — brash. If Veeck grew up somewhere else he’d be a different person. He grew up reading the Chicago writers, people from his father’s era, like Ring Lardner. It was a different kind of place than anywhere else.”

In 1976, Veeck purchased his last baseball team, the Chicago White Sox again. This was on the eve of player free agency when salaries headed north of $1 million for top stars. Veeck created a strategy to keep the Sox competitive: rent-a-player, in which he would bring in a player in the last year of his contract with no intention of signing him after the season.

“It solidified him as to who he was,” Dickson said of rent-a-player. “He relished this opportunity.”

By 1981, Veeck could no longer complete with baseball’s new financial structure and sold the team. He left the game but his legacy continues and can be seen in every major- and minor-league ballpark, from the promotions to the scoreboards. He also had an influence on race and integration of the game.

“Veeck opened the park for kids, women and families,” Dickson said. “He knew the game was constantly facing challenges and he knew he had to keep a step ahead. He realized the total package of well-contained insanity. While it didn’t always work, consider Disco Demolition (when the White Sox had to forfeit a game because fans destroyed the field), he had a major impact on the game.”

Benet senior David Buh is the 2018 Voyager Media Boys Basketball Player of the Year

Coming into this season, little was expected of the Benet Academy boys basketball team.

The Redwings were coming in with several new players and a lot of people outside of the locker room did not give Benet a chance to advance as far as they had in the recent past.

But, when Benet ultimately reached the DeKalb Supersectional and fell in NIUs Convocation Center, the players on the team were not surprised at how far they had advanced.

“There wasn’t too much expectation on us, so it was nice to come together and prove people wrong,” Benet senior David Buh said. “We didn’t advance as far as we wanted, but that didn’t take away from the season. We are very pleased and we were just very happy to wear the Benet uniform with pride.”

Buh was the leader of the Redwings, averaging 13.3 points, 3.0 assists and 2.5 rebounds per game, while shooting 46 percent from the field. He tallied 64 total 3-point field goals.

For his efforts, Buh is the Voyager Media 2018 Player of the Year.

“He meant so much to us on both ends of the floor,” said Benet coach Gene Heidkamp. “He guarded the best perimeter player most of the times defensively, we relied on him to score and he was our

leading assist man. He impacted the game for us in every way possible. He had a tremendous year and he was a huge part of our success.

“David worked really hard to put himself in this position this year. I know how important this season was to him this year. He achieved so much and the ultimate measure for him was the team success. He is well respected on the team for his work ethic and team-first mentality. This season was very fulfilling for him because of the team success. As much as his play impacted the team, his leadership did so as well.”

Check cashing company not payday lender bad, but still not smart DEAR DAVE, How do you feel about check cashing companies?

NORMAN DEAR NORMAN, I’m not a big fan of check cashing companies. They’re not nearly as bad as payday lenders, but it still seems kind of silly to me there’s even a market for this kind of thing. If you want a place to cash your checks and store your money, all you have to do is walk into a bank and open an account. I realize there’s a small

segment of the population that some people in financial circles like to call “the unbanked.” This means that, for whatever reason, they avoid banks. That’s their choice, but in the process, they leave themselves susceptible to bad deals.

As I said, I don’t feel the same way about check-cashing companies as I do about payday lenders. But it’s still not a financially smart move to regularly pay a storefront operation fees just to cash your checks.
