Park Ridge stormwater fee to start in 2017 Fee to pay for capital projects, stormwater management plan

The Park Ridge City Council voted unanimously to approve the $2.75 per 2,800-square-foot stormwater fee – but only after narrowly passing an amendment that delayed implementation until Jan. 1, 2017.

First Ward Ald. John Moran, Fifth Ward Ald. Daniel Knight and Sixth Ward Ald. Marc Mazzuca argued that the city shouldn’t charge the fee until it has a better idea how much the flood mitigation projects would cost. They also pushed for the city to pay for a long-term stormwater management plan using the sewer fund surplus, rather than stormwater fee revenue.

Second Ward Ald. Nicholas Milissis and other aldermen argued that, after two years of discussions and studies, the fee should be implemented as soon as possible, and that the sewer surplus should be saved for sewer maintenance.

In the end, acting mayor Marty Maloney became a swing vote, saying that he saw no harm in delaying the implementation.

During the April 18 meeting, the city council held the second and final reading of a resolution to implement a stormwater fee.

The fee would be used to cover the costs needed for stormwater mitigation, including the costs of levying bonds in order to raise

money for major capital projects.

The fee would be set based on Equivalent Runoff Units, with each unit equal to 2,800 square feet of impervious surface.

Originally, aldermen considered setting a fee at $11 per ERU. During the March 16 committee of the whole meeting, the rate was dropped to $1, with an understanding that the fee would go up once the city understands how much the flood mitigation projects will cost.

During the April 11 city council meeting, aldermen raised the fee to $2.75 – enough to raise $500,000 per year in order to pay for the development of stormwater management plan.

Park Ridge Director of Public Works Wayne Zingsheim estimated that the study would cost about $300,000, but he wanted to raise more money to give the city some wiggle room.

As the second reading got underway, Moran made a motion to amend the ordinance to delay the implementation date. By that point, he said, the stormwater plan would be completed, and the city would have a better idea of how much it would charge the residents. Moran also argued that paying for the study with the sewer fund surplus would be more fair to taxpayers.

“The money is there, we already collected it from the tax pay, we should use it for that,” he said.

“And then, we can implement the stormwater fee at a later date once we have the numbers.”

meeting, supported the motion.

“It’s a little confusing to be collecting money for the stormwater [fee] for this project and having a huge balance in the sewer fund,” he said.

Mazzuca said he would want to set the start date on the first day of next year.

Milissis asked Zingsheim what he would prefer to do with the surplus. He replied that it would go to a stormwater plan, save about half for the rainy day and spend the rest to replace the sewer lining.

Maloney asked how long the study would take. Zingheim estimated that it would take about eight months – two to get the request for proposal out and approve the winning bidder, six to do the actual study.

Third Ward Ald. Richard Van Roeyen asked how much of the surplus the department of public works would need for sewer lining.

“We can use all of it, easily,” replied Zingsheim, who said that some pipes date back to the beginning of the 20th century and require continuous maintenance.

Milissis and Van Roeyen both argued that, since the stormwater fee was specifically created to finance stormwater mitigation projects, it made sense to use it to pay for the plan.

“It’s appropriate to use money from the stormwater utility [fee],” said Milissis. “I think it’s a mistake to raid the sewer fund.”

During the April 11 public works committee of the whole meeting, aldermen agreed not to give any rebates and exemptions for the stormwater fee. Officials from Maine Township High School District 207 and Park Ridge Park District urged the council to rethink that decision.

David Ulm, the district’s Director of Facilities, argued that the fee should take the schools’ efforts to reduce flooding into account.

“We’re retaining 90-95 percent of the water [at Maine South High School retention pond], and we feel like we’re being burdened as if we’re not retaining anything on the site,” he said.

Gayle Mountcastle, the park district’s executive director, felt

that her organization didn’t have a chance to give input on the fee.

She also framed reducing the fee for schools and parks as a matter of basic fairness. “[Other communities] either removed the fees or discounted them for school and park districts, because they’re taxing bodies,” said Mountcastle. “It’s all the same taxpayers.”

To cover the fee, she argued, taxing bodies would have to raise taxes – which meant that, in essence, residents would have to pay the fee several times over.

Millisis argued that it wasn’t necessarily the case, saying that the taxing bodies could cut costs internally to avoid raising taxes.

Fourth Ward Ald. Roger Shubert said that, while there has been outreach, the fact that the park district felt it was left out of the loop concerned him.

“I’d like to increase the level of partnership and communication between all taxing bodies,” he said.

Trustee Matyas resigns from Niles Library Board Danette Matyas has been a library trustee since 2011

Danette Matyas surprised Niles Public Library trustees when she announced her resignation at the end of the April 20 board meeting.

The resignation took effect the next morning.

Danette told the board that between her other commitments it didn’t leave her enough time for the library.

She told the Bugle that she will continue to serve on the village of Niles Board of Trustees.

Matyas has been a library trustee since 2011. In her profile on the library website, she said the library resources helped her earn her degree, which is why she wanted to give back and make Niles Library a

draw for all residents.

“With technology changing daily, I want to be sure the library is providing programs that are useful and helpful to all age groups,” she wrote. “We want our patrons to continue to come into our library whether it is for programs of interest or to just sit, relax and read a book.”

During her time on the board, Matyas tended to vote in favor of lower taxes and more fiscally conservative spending in library services and operations.

After the April 2015 election, which saw incumbents Morgan Dubiel and Chris Ball lose their seats to Tim Spadoni and Patti Rozanski, the majority of the board was made up of trustees more in favor of creating new positions and expanding services.

Matyas found herself at odds with the majority on several occasions. She expressed concerns about the way the board handled the planning process for the fiscal 2016 budget, arguing that the board didn’t have a chance

to give the spending plan proper scrutiny. She also opposed raising the library’s tax levy, arguing that trustees had the fiduciary duty to manage money responsibly and reduce the tax burden as much as possible.

Matyas told the Bugle that she’d been thinking about leaving the library for the past six months.

She said her responsibilities as a village trustee, as well as her work commitments, have taken up more

City Council approves fiscal 2017 budget

The Park Ridge City Council voted 6-0 to pass a $69.1 million city budget for the 2017 fiscal year, with Sixth Ward Ald. Marc Mazzuca voting “present.”

The budget was passed April 18, less than two weeks before the new fiscal year is set to begin. Originally, the budget had a $276,550 surplus, but the council’s decision to use $300,000 from the sewer fund to pay for a stormwater management plan turned that surplus into a $23,000 deficit. However, the figures don’t take the $2.75 stormwater fee into the account.

Even with the delayed implementation, the fee would bring in enough revenue to create an overall surplus of at least $143,600. The city added that the budget changes wouldn’t have affected general operations.

The general fund, which covers most of Park Ridge’s day-today expenses, has a surplus of $156,000. Most of the city’s 13 funds have surpluses, as well. Only five

of those – the water fund, sewer fund, the asset forfeiture fund, motor equipment replacement fund and debt service fund - are showing deficits.

While the stormwater fee was originally expected to generate $500,000, the council’s decision to delay the implementation means that the city will only collect four months worth of fees.

Delayed implementation could bring expected revenue down to $166,666, assuming the current rate stays in place. The city council expects to change the fee once it has a better idea how much the flood mitigation projects would cost.

Fifth Ward Ald. Daniel Knight, who chairs the finance committee, said he was mostly pleased with how the budget was put together, added that he did have one issue with the process.

“For a second consecutive year we did not experience any sort of advance planning process presented or conducted by the city manager and staff,” he said. “If, in the city manager’s budget, we are being presented with significant new programs, significant changes to existing programs,

headcount changes – which often follow program changes – or changes to capital projects of any significant magnitude, then those new or altered programs should be previewed well in advance with the elected officials who will ultimately vote to approve the budget.”

Learning about those projects in advance would give aldermen more time to consider their merits and downsides, Knight added.

Mazzuca said he felt that the budget had too many flaws, but he didn’t think there were any amendments that could address his concerns. While he didn’t detail any complaints during the April 18 meeting, during previous meetings, he said he had reservations about increasing overtime in several city departments and expanding the urban forester and social worker positions from part-time to fulltime.

He also cited reservations over the fact that Park Ridge Police Department Chief Frank Kaminski decided not to pilot the body camera program next fiscal year, choosing to only request enough money to buy 2-3 body cameras.

Board Vice President Karen Dimond joined in the praise.

“This is sad news, but I do appreciate all that you have done,” she said. “And, you did tend to keep us honest.”

Matyas’ mother, Joanne O’Donovan, passed away March 25. While the departing trustee said that it wasn’t what made her

decide to resign, the aftermath of her mother’s passing added to the responsibilities she had to juggle.

Trustee Barbara Nakanishi said she understood how her mother’s passing could realign Matyas’ priorities.

“When you lose someone, you do look at how you spend your time,” Nakanishi said.

While the trustees asked Matyas if she’d be willing to come back during the next regular meeting to get a proper send-off, she demurred, saying that she resigned the way she did precisely because she wanted her departure to be low-key.

“But you never know – I might come sit [in],” Matyas added.

The library board must now appoint another trustee to serve out the remainder of Matyas’ term, which expires in June 2017.

For now, Matyas said she planned to focus on her responsibilities at the village. And, she joked that she would definitely be back in the library soon.

“I need to get my library card [in order],” she said. “I don’t know if it expired.”

Niles looks to get resident feedback for community survey Project started out as collaboration between village, UIC

The village of Niles is hoping residents will share feedback about village services through a community survey.

The project started out as a collaboration between the village and University of Illinois at Chicago graduate school students. The survey went up on Niles’ official website in March, and it was supposed to be there until April 11. But it got far fewer responses than the village hoped, so the village put the survey up again – and decided to make a paper copy available, as well.

According to Hayley Garard, communications and multimedia coordinator for the village, the survey started out as a project by graduate students from UIC’s Department of Public Administration. As part of their capstone course, they must work with a municipal, public or non-profit organization to analyze an organizational or policy problem.

Garard told the Bugle that the village was hoping to get about 1,000 responses – enough for the results to be statistically significant. But because the students had to present their report before the end of the semester, there was only so long the survey could stay up.

By the time the survey closed in April 11, it only managed to get around 200 responses.

But the village saw no reason not to resume the survey once the students had a chance to collect data. Garard said that they will keep it up on the website until they reach their goal.

“Hopefully, it will allow us to reach more people,” said Hadley Skeffington-Vos, assistant village manager. “Once we get enough feedback, we’ll close the survey and the [village] staff will do the

analysis.”

The survey is currently available online, at www. s u r v e y m o n k e y. c o m / r / nilessurvey. Residents can also pick it up in paper form at the Niles Village Hall, Niles Senior Center, Niles Family Fitness Center and the Niles Public Library. Staff will also hand out paper surveys at Bike Niles Fest and other village events.

The village is also working with UIC to create an employee survey. During the April 20 Niles General Government/IT Commitee meeting, SkeffingtonVos explained that it will be done during the summer by Chinese students who were studying at the university on a foreign exchange program.

“They’ll start toward the end of May, and they’ll have 12 weeks,” she said. “This is an opportunity that has been cut from the past [budgets].”

Village trustee George Alpogianis, who chairs the committee, had one quibble with the employee survey.

“I don’t think anonymous [surveys] are a good idea, because people will start bashing just to bash,” he said. “I think, if they have ideas, they should put their names on them.”

Bill Shaw, the committee member and Niles IT Director, said that while having employees put names on the survey may not be a problem, having the administration known them might not be a good idea.

“Perhaps UIC will combine the answers into a final summary, and [the survey] will have anonymity as far as we know,” he said.

Park Ridge makes police social worker position full time

The Park Ridge City Council voted 5-2 to allow the police department to make its social worker position full time.

The change was part of Park Ridge Police Department Chief Frank Kaminski’s fiscal 2017 budget request. The police chief argued that making the position full time would allow the social worker to spend more time in the community and help bring more attention to local mental health services.

Although the request made it through the budget workshops, several aldermen expressed reservations during the April 11 committee of the whole meeting.

that he wanted to make the position full time in response to recommendations from the Healthier Park Ridge Coalition.

In the memo, he wrote that one of the recommendations was to have a “point person” who would be able to interact with the community and mental health service providers. Kaminski wrote that there were several reasons why a social worker was a good fit for that role.

“It’s just like handling an investigation,” he said. “To bring in two detectives, you got two people doing the same things.”

Sixth Ward Ald. Marc Mazzuca said he agreed with Moran, saying that he felt that two different aspects of the job required two different sets of skills.

Kaminski disagreed. “In my personal experience, it’s not just marketing,” he said. “It’s working with the community.”

Those of us who grew up in small rural communities in the 1950s and 60s expected to have longer life spans than our parents.

The trends were in our favor. White women born in 1900 could expect to live, on average, just shy of 49 years; white men 46.6 years. Those were our grandparents and our neighbors.

By 1950, life expectancy had climbed to 72 years for white women born that year and 66.5 for white men. By 2000, life expectancy was still increasing, with female babies expected to live to nearly 80 and males to almost 75. America was on the rise, jobs were plentiful, antibiotics kept us from dying of strep throat, and polio vaccine kept us out of the iron lung. We thought things would only keep getting better.

So I was dismayed to read a story in the Washington Post in April that blew holes in those childhood expectations.

The Post found “white women have been dying prematurely at higher rates since the turn of this century, passing away in their 30s, 40s, and 50s in a slow-motion crisis driven by decaying health in small town-America.”

That “small town America” was where I grew up. I contrasted the Post’s findings to the claims made by all those politicians who have told us we have the best healthcare in the world and who point to gobs of money lavished on the National Institutes of Health to find new cures and to hospitals promoting their latest imaging machines. The Post found that since 2000, the health of all white women has declined, but the trend is most pronounced in rural areas. In 2000, for every 100,000 women in their late 40s

“I believe that the need for a fulltime equivalent is there,” said Milissis.

“Going back to part time would do us a disservice.”

A 42-year-old Bakersfield, California, woman who was addicted to painkillers for a decade explained it this way: “This can be a very stifling place. It’s culturally barren,” she said.

“There is no place where children can go and see what it’s like to be somewhere else, to be someone else. At first, the drugs are an escape from your problems, from this place, and then you’re trapped,” she told Post reporters.

I recently heard the U.S. Surgeon General Dr. Vivek Murthy talk about his upcoming report on substance use.

About 2.2 million people need help, he said, but only about one million are actually getting it. Murthy wants his report to have consequences as far reaching as the 1964 surgeon general’s report linking tobacco use to lung cancer.

In 1964, Murthy noted, 42 percent of Americans smoked; today fewer than 17 percent do.

The Post story concludes that the lethal habits responsible for the increasing mortality rates is cresting in small cities where the biggest manufacturer has moved overseas or in families broken by divorce or substance abuse or in the mind and body of someone doing poorly and just barely hanging on.

The Surgeon General has taken on an enormous task, but his efforts just might help the nation move its life expectancy trends back in the right direction.

If the U.S. really has the best healthcare, why are women dying in their prime, reversing the gains we’ve made since I was a kid? After all, mortality rates are a key measure of the health of a nation’s population.

Post reporters found, however, that those dismal stats probably have less to do with healthcare – which we like to define today as the latest and greatest technology and insurance coverage albeit with high deductibles – and more to do with what health experts call “the social determinants of health,” such basics as food, housing, employment, air quality and education.

Landmark studies examining the health of British civil servants who all had access to health insurance under Britain’s National Health Service have found over the years that those at the lowest job levels had worse health outcomes.

Some of those outcomes were related to things like work climate and social influences outside work like stress and job uncertainty.

In its analysis, the Post found that the benefits of health interventions that increase longevity things like taking drugs to lower cholesterol and the risk of heart disease, are being overwhelmed by increased opioid use, heavy drinking, smoking and obesity.

Canada Plainfield East’s Reed chooses to play basketball beyond borders

When high school athletes look to get a college scholarship, they look at either local schools or schools farther away in the United States so they can get away from home or so they can go to a campus they like.

What just about every high school athlete doesn’t think about is playing out of this country.

Plainfield East’s Jordan Reed isn’t every other high school athlete.

Reed decided to think outside of the box and contacted the University of Prince Edward Island in Canada, which in turn offered him a scholarship.

“I was just looking to do something different,” Reed said. “It was a great opportunity with great academics and a great program.

The people were great as well and all those things played into that.”

Prince Edward Island is located off the Canadian coast by New Brunswick and Nova Scotia, which is east of Maine in the Atlantic Ocean.

Reed, who averaged more than 10 points per game as a senior and competed in the Voyager Media AllStar game, gained an interest in the school at the end of the season and visited the school, which made him want to attend there.

“It was something that popped up towards the end of the season,” Reed said. “I reached out to them and we took a trip there. It’s a real

small place and basically everyone knows each other. They have the biggest bridge down there, which is 8.4 miles over ice water, so that is nice. The campus is nice and the basketball court is nice. The international three-point line will be something to get used to.”

While many athletes at least know one of their teammates or opponents when they sign with a school, Reed will be surrounded by unfamiliar faces and voices.

“When I made my decision I knew I would be playing with people who probably wouldn’t all speak my language,” Reed said.

“I won’t be playing with old time friends or anything like that.”

Despite that, Reed thought it was a good fit for him and thinks it can be a good fit for future Americans as he hopes to be a catalyst for the recruitment of local athletes out of the country.

“I’m hoping to start a trend and show people there are different options out there,” Reed said. “I want to open it up for those kids coming up behind me. I’m definitely thinking about going down there and having a successful career. You can spend five years playing there and I want to get my degree and wherever it takes me from there.”

Reed is expecting to be the lone player from the United State on the roster. He did get to meet the players and was able to play with them when he made his visit.

“They’re some real cool players and I got to meet them in the locker room before we scrimmaged and they said they loved it there.”

Unlike in America, players get five years to play in Canada and Reed is hoping to make an immediate impact.

“The first two years I hope to get

all rookie Canadian Team and get a chance to do some good things out there,” Reed said. “They play games all over Canada, so it will be a good time.”

Notre Dame spikers searching for consistency Oakton baseball wins conference title

Consistency has been a key theme for Notre Dame so far this season.

A recent match against Benet showed the issues the Dons have had with being consistent in a 2520, 25-14 loss.

“The energy is something we’ve been working on,” Notre Dame coach Patrick Cole said. “We’re a great team when we play with energy and positivity. We just have to work on sustaining that for an entire match.”

In that match the Dons led 9-5 in the first set and only trailed 19-17 late in the set before falling.

In the second set, they were tied 3-3 before falling behind 8-3. They came back to make it 11-10, but eight of nine points put the match

away for the Redwings as the Dons had a hard time knowing where the ball was going after the set.

“The size is one thing, but the setter is what got us,” Cole said.

“He distributed the ball in such an efficient and unbelievable fashion.

You don’t go up against setters like that every game.”

Despite the loss, the Dons have been stronger this year than last year.

“We’ve been better than last year and every day we are getting better,” Cole said. “We’ve been working on some things and we’re on track to where we want to be. We want to be competitive.”

One thing Cole would like to see an improvement in is senior leadership.

“The senior leadership needs to step up a little bit more,” Cole said.

“They are doing a great job but there

is always room for improvement.

The younger guys continue to develop and are doing what they need to do.”

Overall, Cole likes the guys he has on his team.

“I like the character of this team,” Cole said. “These guys play hard and bring their best every day. They don’t cut corners.”

OAKTON The Oakton Community College baseball team successfully defended its Illinois Skyway Collegiate Conference championship by sweeping Waubonsee Community College on Monday, April 18. With the two road wins over the Chiefs (8-2, 7-2), the Owls finished 12-2 in conference play for the second straight year. The last time Oakton’s baseball team won back-to-back conference titles was during the 1997 and 1998 seasons. This also is the fourth conference crown in 11 seasons under head coach Bill

Fratto.

“To match last year’s conference record again is quite an accomplishment,” Fratto said.

“Our sophomores have finished conference play 24-4, and that just shows great leadership.”

The Owls mowed through the conference outscoring opponents 102-37 during the 2016 season.

Oakton clinched the title behind the strong starting pitching of Brandon Nowak (5-0) and Cody Pazik (4-3),

who threw complete games and combined for 17 strikeouts against Waubonsee.

“Winning the Illinois Skyway Collegiate Conference is always our goal,” said Fratto. “Earning another conference championship is great, but our main focus is to be the first team to represent Oakton in the national championship.”

The Owls currently boast a 22-8 overall record with less than four weeks remaining in the season.

“I think the delay gives us the [time] to do several things that make sense, including the time to look at the issues that were brought up by the school and the park district,” he said. “The delays give us more time to do education and community outreach, which is critical.”

After some back and forth, Millissis said that he’s been frustrated by how long it has taken to get the stormwater fee in place.

“Always, at every turn, it seems that there’s a new, innovative, even ingenious way to obstruct any progress,” he said.

Milissis said that, while he didn’t want to assume the worst about his colleagues, he was starting to wonder if aldermen were interested in delaying the fee until after the 2017 municipal election, when the council make-up could shift in favor of the opponents of

the stormwater fee.

Knight said he’d be willing to introduce a friendly amendment to require the fee to be implemented between Jan. 1 and March 1, 2017.

But the alderman withdrew it after Julie Tappendorf advised against it, saying that while the previous amendment would mean that the fee would kick in automatically on Jan. 1, it won’t be clear when the fee would kick in under Knight’s amendment.

As the council prepared to vote on Moran’s amendment, Maloney said he gave the issue a great deal of thought, and he ultimately felt that, if it’s approved, the city would still be able to do the study and work on stormwater mitigation.

“I don’t think waiting until we know what the costs are is going to cost us anything,” he said.

The city council voted 4-3 to delay implementation, with Milissis, Van Roeyen and Shubert voting against. It subsequently approved the stormwater fee itself and spending $300,000 from the sewer fund surplus on the stormwater plan.

It revolves around a $3,000 student loan program, where the loan converts to a scholarship if I maintain a grade point average of 3.3 or higher. Tuition at this college costs about $34,000 a year, so I was wondering what you think about the idea.

Some seniors may opt to stay put, while others may want to downsize their homes to save money and relieve themselves of the burdens of maintaining larger homes.

But those are not the only situations seniors find themselves in. Some seniors realize they can no longer care for themselves without assistance. In such instances, seniors may opt for assisted living facilities or choose to move in with a relative, such as a grown son or daughter. While assisted living facilities are designed to meet the needs of the elderly, young men and women welcoming seniors into their homes may need to take on some home improvement projects to ensure their homes are as safe as possible for elderly residents.

Install grab bars on bathroom walls and next to toilets to provide support. In addition, consider installing a shower chair or bench and removable shower nozzle in the shower or tub so seniors can sit down while they bathe and rinse without having to stand up on slippery surfaces. Make sure any mats around bathtubs and sinks are nonskid to reduce the risk of falls even further.

Install an extra phone line or two While kids and adults between

the ages of 18 and 50 may never use the landlines in their homes, many seniors still rely on traditional telephones as their primary means of communicating with the outside world. Install extra landlines in your home, including in seniors’ bedrooms, so they can more readily access the phone should they fall and need to call for emergency help. Phones in seniors’ bedrooms may also provide some additional privacy to seniors who don’t want to carry on phone conversations in busy areas of the home, such as the kitchen or living room. Such lines may also reduce feelings of isolation.

Prioritize accessibility when storing items When storing groceries, books, magazines, or other items seniors are likely to use, choose locations that are accessible to seniors.

Avoid storing items on the top shelf of pantries, bookcases or entertainment centers, as seniors with limited mobility may not be able to reach them.

Many seniors move in with their adult children to make their golden years safer and more enjoyable and manageable. Such a change in living arrangements may necessitate some changes on the part of homeowners so they can ensure their homes are safe for seniors.

Police boost communication, safety with Nextdoor Residents, police able to work together to increase safety The Park Ridge Police Department announced a partnership with neighborhoodbased social network website Nextdoor in order to build stronger and safer communities with the help of residents.

Integration with the free and private social network give police the ability to communicate online with Park Ridge residents, according to the department.

Residents and police will be able to work together to increase safety and strengthen a virtual neighborhood watch.

“This partnership with Nextdoor gives neighbors an easy way to not only get to know each other, but develop stronger relationships with our department,” Chief of Police Frank Kaminski said. “We believe that building trust and constant communication channels will lead to stronger and safer neighborhoods.”

Nextdoor has been adopted locally and nationally, with more than 40 percent of neighborhoods across the country using the service.

Park Ridge residents can

use Nextdoor to create private neighborhood websites to share information, including neighborhood public safety issues, community events and activities, local services, and even lost pets.

The Park Ridge police will be able to share helpful information with Nextdoor members, such as important crime alerts, emergency notifications, safety precautions and tips, details for events and crime watch meetings, and updates on activity affecting the local area to Nextdoor websites within Park Ridge.

However, the police department said it will not be able to access residents’ websites, contact information or content. Nextdoor is free for residents and the police department. Each Park Ridge
