District board closes in-school medical centers Health centers are operated by Chicagobased Heartland Health Centers

After a contentious back-andforth, the Niles Township High School District 219 Board of Education voted 4-3 to close inschool health centers one year after they started operating.

The health centers are operated by Chicago-based Heartland Health Centers, which also operates five public health centers, two mental health clinics and two school-based health centers in the city.

In 2014, the Board of Education and Heartland agreed to establish health centers in Niles North and Niles West high schools that would provide medical and mental health care beyond what the school nurses could provide.

Heartland staff provided the care, and the district agreed to provide space and help cover the operating expenses for the first two years.

The centers officially opened in July 2015. But the district officials and the Student Wellness Committee expressed concerns, arguing that the expenses to the district didn’t justify the results, and that the students’ needs would be better addressed by staff nurses, social workers and psychologists. Heartland argued that the centers provide a vital resource for the district’s lowerincome students, especially when it comes to mental health services.

In the end, the majority of the board sided with the committee.

When the district officially announced plans to open inschool health centers, they were

described as a way to address the needs school nurses could not, so that more students could be treated in-house rather than being sent home when they were sick.

Heartland agreed to provide school and sports physicals, immunizations, treatment of illnesses and injuries and other primary care services. Its psychologists would provide therapy for students and, if necessary, family therapy.

Heartland and the district worked together to successfully obtain a $1.3 million grant from the North Suburban Healthcare Foundation, which was used to cover the costs of renovations spaces inside the schools into health centers.

The district agreed to pay $500,000 a year for the first two years to help cover Heartland’s operating costs. According to the board documents, it used the money that would otherwise use to fill seven vacant student service staff positions.

According to Jim Szczepaniak, the district’s Community Relations Director, the centers didn’t provide their services for free. They accepted private health insurance, Medicaid and CountyCare. For students who are uninsured, the payments were set on a sliding scale based on the parents’ income.

(In the interest of full disclosure – this reporter’s Primary Care Provider is a Heartland Health Center at Chicago’s Rogers Park neighborhood).

Since the contract was originally approved, there have been several administrative changes. During the April 2015 election, board members Sheri Doniger, Jeffrey Greenspan and Eileen Valfer lost their seats to Brian Novak, Mark Sproat and Linda Lampert.

On June 1, 2015, Board President Bob Silverman resigned. Joseph Nowik was subsequently appointed to fill the vacancy, and Sproat became the new board president – a position he retained following

April 5 board officer elections.

During the April 5 meeting, the board considered whether to cancel the contract – something that both the district and Heartland have a right to do at any point, provided they send out a 90-day notice. According to the board packet, the Student Wellness Committee felt that the health centers performed short of expectations, treating 21 percent of the students while the school nurses treated nearly 3-5 times that number. Heartland’s numbers, the document noted, remained relatively flat. That, in turn, would mean that the centers weren’t likely to generate any more money than they already do, requiring some kind of subsidy beyond the two years.

Park Ridge mulls stormwater solutions

The Park Ridge City Council last week held the first of the two readings required to approve a long-discussed stormwater utility fee – even as a few details remain unclear.

During the April 4 meeting, aldermen amended the ordinance to increase the fee from $1 per 2,800 square feet of impervious area to $2.75 per 2,800 square feet of impervious area. An impervious surface is any surface that keeps water from seeping into the soil, thus increasing the amount of water that runs off of the property and into the city’s stormwater system.

According to the city, the increase would provide enough revenue to hire a consultant to develop a long-term stormwater management plan. Once the plan is finalized, the city council would

adjust the rates based on the costs of levying bonds.

Fifth Ward Ald. Daniel Knight and Sixth Ward Ald. Marc Mazzuca objected to the proposal. Knight said the city should use the stormwater fee on projects that have been in discussion for several years as soon as possible. Mazzuca felt that the ordinance, as written, had too many uncertainties, and he tried sending it back to the public works and public safety committee of the whole for further discussion.

However, most aldermen felt that the ordinance was good enough to go forward, even while agreeing to refine a few details during the April 11 committee of the whole meeting.

Flooding has been an ongoing concern throughout Park Ridge. In April 2013, torrential rains across northern Illinois caused many of Chicago’s suburbs, including Park Ridge, to experience significant flooding. Since that time, many nearby communities have taken

measures to address stormwater management, and put in place dedicated funding sources for maintenance and upgrades to dated stormwater infrastructure.

Over the past few years, Park Ridge has been discussing flood mitigation projects, particularly in Northwest Park and Mayfield Estates.

In the winter of 2015, Park Ridge contracted Christopher B. Burke Engineering to research the possibility of implementing a stormwater fee to pay for flood relief. In August, the consultant presented a plan that called for the city to raise $41 million over the course of 20 years to pay for the two major projects, as well as sewer replacement, building underwater stormwater retention spaces, fund rebates to residents who put in smaller flood mitigation measures in their homes, and green infrastructure improvements.

The fee would be based on overall area of impervious surfaces on each property. Impervious

surfaces include sidewalks, paved roads, parking lots, rooftops, storage areas, awnings, driveways, patios and decks. The fee would be set based on equivalent runoff

units, with each unit equal to 2,800 square feet of impervious surfaces.

1 killed, 3 injured in Des Plaines construction accident One man was killed and three others were injured April 5 during a construction accident near Touhy Avenue and the Interstate 90 overpass, according to the Des Plaines Police Department.

The accident occurred when a steel girder, held in place by two cranes, fell while being positioned under the overpass.

Four construction workers were injured in the incident, with one of the workers succumbing to his injuries.

The remaining three workers were treated at an area hospital and released.

The police department said the accident investigation is ongoing.

Child Abuse Prevention Month recognized in Morton Grove The Morton Grove Police Department along with the village of Morton Grove recognizes the month of April as an opportunity to raise awareness of the tragedies of child abuse and neglect.

Prevent Child Abuse America, a non-profit organization based in Chicago, stated, “All children deserve great childhoods because our children are our future.”

In the Village of Morton Grove the month of April is now known as Child Abuse Prevention Month. A resolution to this effect was adopted at the March 28 village board meeting.

In addition to the resolution the village will have two displays— one at the Civic Center, 6140 Dempster, and one at the Village Hall, 6101 Capulina, to represent two important statistics.

Those three simple words echoed through Bankers Life Fieldhouse in Indianapolis April 5 and probably fell on a lot of deaf ears. There is a good chance that most of the 14,514 fans didn’t pay very much attention to the hometown of University of Connecticut superstar Morgan Tuck.

You can bet her friends and family in attendance did, I’m sure the ears of Raider fans watching at home perked up when they heard their city announced.

I know at least one Tweet was sent out calling attention to the fact that a player from our area was on the biggest stage in her sport on the brink of making NCAA history (I know that fact because, well, I sent it).

For those residents of Bolingbrook, students in the Valley View school system, even readers from Joliet, Lisle or Morton Grove who didn’t watch the game, didn’t even know it was on or did and just didn’t care – do yourself a favor - watch the highlights, read the articles, get to know Morgan Tuck the player, as well as Morgan Tuck the person, and be proud she is one of your own.

This is someone from the Voyager Media circulation area who made it – someone who could have been your classmate, may be your neighbor and should be your role model.

With an 82-51 win over Syracuse, UConn became the first women’s basketball program ever to win fourstraight national championships, while Tuck joined fellow seniors Breanna Stewart and Moriah Jefferson as the first players – men or women – to ever earn four championships in a career.

The road wasn’t easy for Tuck, who suffered through knee injuries in high school as well as in her first two years in college – even losing most of her sophomore season at UConn to knee surgery.

After missing five games this season because of knee pain, Tuck was quoted as saying doctors told her she has the knee of a middle aged woman. That ultimately led to her decision to forego the extra year of eligibility she was granted after her sophomore campaign.

Despite being a superbly gifted athlete – it is the hard work that she put into her rehab to get past the setbacks to get the most out of her talents that is the most impressive part of Tuck’s career.

Even back to high school, the accolades never went to her to head.

The day Tuck played her final game in a Bolingbrook uniform – the only IHSA playoff loss of her career – she was as humble then as she was after winning the Illinois Gatorade Player of the Year her freshman season.

I won’t go into story after story of what Morgan did to show her humility because that is just it – she just did her job. She didn’t make herself the story.

And after every win and the occasional loss, she addressed the media in the same way – with a big smile, sharp sense of humor and a respect for all the players on the floor, teammates and opponents alike. She was always the first one to accept the blame for what went wrong and deflect the glory for what went well.

I have had the honor of watching Morgan Tuck grow as a player and

Already waiting in the league are Allie Quigley and Jewell Loyd.

Quigley, a Joliet Catholic Academy graduate, is a member of the Chicago Sky and the winner of the WNBA sixth woman of the year in 2014 and 2015.

Loyd, a Niles West alumnus, left the University of Notre Dame after her junior season to enter the WNBA draft and was last season’s No. 1 overall draft pick by the Seattle Storm.

This year, Loyd was named WNBA Rookie of the Year and is a finalist for the 2016 U.S. Olympic Women’s Basketball team. Think you don’t know who Loyd is – you are probably wrong.

The former McDonald’s All-American, Loyd was featured on large drink cups and was on display on the walls of many restaurants to market the 2016 version of the game.

While it may not be the biggest draw for casual sports fans – locals shouldn’t pass by the channel so fast when surfing for a game to watch.

INDIANAPOLIS – Morgan Tuck has always been a winner.

The 6-foot, 2-inch Bolingbrook native won three IHSA Class 4A state titles with the Raiders, she was twice named Gatorade Illinois Player of the Year and has helped Team USA claim four gold medals in International competition.

However, with an 82-51 win over Syracuse April 5, Tuck took winning to a historic level.

She scored 19 points in the win and added seven rebounds, five assists and a blocked shot, helping the University of Connecticut claim its fourth-straight NCAA title – the first time that has ever been done since the women’s NCAA tournament began in 1982.

“This has been our goal since we came here,” Tuck said. “Since we were freshmen, we’ve wanted this for so long, and to be able to do it – get four in a row – that’s just special right there. We just love each other. We love being around each other. We have so much fun with each other off the court and it translates really well on the court. We work extremely hard – in the summer, preseason – and all that work paid off.”

The win was the 11th championship for the school – placing the Huskies in a tie with the UCLA men for most ever NCAA Division-I basketball titles.

“That’s very special. Some of the best players to ever play the women’s game came to UConn and we have the best coach ever,” Tuck said. “The other players paved the way and do so much

for us, and it’s great that we can be part of a great legacy.”

Even more historic is the fact that Tuck and fellow seniors Breanna Stewart and Moriah Jefferson become the first players – men or women – to ever earn four championships in a career.

Only the UCLA men’s team won more than four in a row, claiming seven titles from 1967 to 1973, but because freshmen were not eligible to compete, no player was part of more than three consecutive championship teams.

The trio posted a four-year record of 151-5, with four of the losses coming their freshman season. Every one of the 151 wins was by double digits. They went 24-0 in NCAA tournament games and won 75 consecutive games to end the four-peat.

This season, Tuck was named to the Women’s Basketball Coaches Association All-America First Team, Associated Press AllAmerica Second Team and, awarded the American Athletic Conference Sportsmanship Award and was named to the All-AAC First Team and to the Bridgeport Regional All-Tournament Team and Final Four All-Tournament Team.

“It’s just a matter of what the outside people, the outside world chooses to believe in and to vote on and give awards to, which is fine,” UConn coach Geno Auriemma said about Tuck being named second team AP All-American while her senior counterparts were first teamers.

Maine South rallies past Dons to pick up 2nd win

Trailing 5-1 in the second inning after losing four straight games was less than ideal for Maine South.

However, the Hawks roared back to defeat rival Notre Dame 7-6 in a game they hope will turn their season around.

“We have not led a game since the first game,” Maine South coach Bill Milano said. “We had lost four straight games and we talked about getting off to a good start.

It was important though that the guys never gave up. They stayed resilient and battled back. They made some plays. It was really a nice comeback. It is a good and fun rivalry and in the past couple

years they came back on us in the sixth and seventh innings, so it was nice to turn the tables a little bit, which is nice.”

Sitting at 2-4, the Hawks feature an inexperienced lineup, despite having a large amount of seniors.

“We have solid pitching,” Milano said. “We can hit the ball. It is all about the defense making plays.

We have two starters back from last year. It isn’t a young team, but it is inexperienced. It is mostly seniors out there, but they didn’t play a lot last year. I have eight kids who played last year who are playing somewhere in college.”

Despite the inexperience, goals are still the same for the program.

“The goals are always to win conference and win a regional and to always get better,” Milano said. “We want to improve and get

better every day. The defense will be the key. We have solid starting pitching, but we have to make the routine plays. We just have to get confidence out there and the guys have to believe in themselves and make the play.”

The end of the game with the Dons was played in a wintry rain and that was the warmest day for the rest of the week, so Maine South pitched its top two hurlers in Kyle Zajdel and Russell Langan.

“We used our top two pitchers today because the rest of the week doesn’t look good,” Milano said.

“It was nice to use those guys.”

Nick Cecela finished the game with three hits, while Jackson Theil and David Fleita each having a pair of hits. Fleita also had a pair of RBI. Sam Ferri had a pair of RBI to lead the Dons.

“We just made a few fundamental mistakes early in the game and it came back to haunt us,” Notre Dame coach Nelson Gord said. “It is a learning experience. Hopefully those mistakes won’t happen again.”

With the weather being a big factor early in the season, Milano does several different things to keep his players engaged.

“We do some fun things,” Milano said. “Like at the end of practice we will play a game like team handball. We will give them a day off where we will do chalk talk or mix it up with a video or something. You can’t keep doing the same thing or it will get crazy after a while. But everyone else is in the same position.”

I understand that. I mean, it’s obvious. But I think if you polled the 365 coaches around the country and told them they could pick any five players in America to be on their team for one game, I wonder where Tuck would come in.”

Auriemma said the senior trio complimented each other well during the historic four years.

“I think in life, you know, you end up in places where you’re surrounded by either people who do great things and you’re a part of it or you surround with people who bring you down,” he said. “Morgan’s been fortunate to be around Moriah and Stewy because they’ve raised her

level. Maybe playing someplace without those two, she wouldn’t be as good a player as she is. And the reason she doesn’t get lost is the other two, Moriah and Stewy, know that without Morgan they wouldn’t be here. They would be home. And Stewy might not be the National Player of the Year if it wasn’t for Morgan Tuck.”

Tuck came on big for the Huskies the last two seasons after being hampered by injuries her freshman season and missing all but eight games during her sophomore campaign.

“It’s definitely hard with injuries,” Tuck said. “But my teammates did a great job of keeping me encouraged and always making me feel like I was part of the team. Even when I

wasn’t able to be out there on the court, I still felt like I was there helping. And then to get four straight, that’s just our team.

Everyone contributed. Everyone did their part, and so that’s why we ended up where we are now.”

Tuck totaled 1,298 for her career at UConn, scoring 17 points against Maryland on Dec. 28 to become the 41st Husky to join the 1,000-point club.

“Morgan Tuck, day in and day out, is probably our most consistent player, and she showed that (against Texas in the Elite Eight),” Auriemma said “When Morgan Tuck plays great and when Morgan Tuck plays the way she played in the Texas game, we are really, really, really hard to play against.”

Tuck was granted a medical redshirt following the injuries her sophomore season, so Tuck technically still has one year of eligibility remaining and could return to UConn to go after a fifth championship.

Tuck announced the day after the game she would not return, however, and declared for the WNBA draft.

According to mock drafts, Tuck and Jefferson could be reunited on the Connecticut Sun, who own the No. 3 and 4 picks in the upcoming draft, which is scheduled for Thursday, April 14 in Uncasville, CT. Stewart is expected to be the top overall selection and join Niles West’s Jewell Loyd in Seattle. The first round will be televised on ESPN

As the UConn trio head into the next chapters of their careers, they ended their college career together, being taken out of the championship game at the same time with 1 minute, 46 seconds left.

“This was the goal, not just for us three, but all of us; to come out to prove we are the best team in the country, and we were able to do that.” Tuck said “(Walking off the floor together) It means a lot.

I don’t think anyone is going to do it. Hopefully, they don’t break our record. For us to be able to do that, it speaks to our program. All of the past players, the coaches, everything they did for us – they allowed for us to do that today.”

“In clinics, the communication back and forth is reactive,” he said.

Furthermore, the changes in Illinois reporting requirement meant that certain reports had to be filed by a school nurse – and even after hiring an additional nurse, the staff has been struggling to keep up.

At the same time, the board documents indicated that the center’s psychiatric services have been very successful, stating that the appointments have been booked for the rest of the year.

“One clear success has been the services provided to our students by the Heartland psychiatrist, who is helping fill an unmet need,” the document said. It also noted that there wasn’t enough information to judge whether the centers had other benefits.

“We have not been able to determine whether we have seen increased attendance rate or increased academic achievement, which is not surprising, given the low usage rate and the fact that the centers are in their first year,” it stated.

Ultimately, the committee recommended cancelling the contracts, arguing that $500,000 would be better spent hiring two social workers and two physiologists – one for each school.

A number of Heartland employees testified during the meeting, arguing that the centers provide important services for lower-income students, noting that alternative options are limited and tend to have longer waiting lists.

Jay Mayefsky, Heartland’s Director of School Based Clinics, said that the organization didn’t have nearly enough time to work out the kinks and fully reach the students.

“We are getting started here,” he said. “We need to develop the centers and do better. If the contract is terminated, Heartland isn’t a lower – the children [at the district] are the losers.”

Dr. Shaheena Ahmed, a Heartland pediatrician, said that she was concerned about the effect disruption in psychiatric care will have on students.

“We should have a center, and we should treat [the students] with care and sensitivity they deserve,” she said.

Douglas Swill, a spokesman for North Suburban Healthcare Foundation, said the organization was shocked that the board was considering terminating the contract.

“The Board of Directors of the Foundation is shocked and disappointed, and feels misled, given that the clinics have only been in operation for a few months,” he said. “It appears unconscionable that this district board would take such action without assessing the increasing benefits to the students and appropriately information the federation of its plans.”

Swill said that, if the board decides to terminate the contact, the foundation may ask the district to give the grant back.

The board wound up voting 4-3 in favor of cancelling the contract, with Nowak and board members Ruth Klint and Carlton Evans voting against.

Swill told the reporters that the foundation will discuss whether it would actually try to get the grant money back.

Heartland CEO Gwenn Rausch told the reporters that she felt that the board wasn’t seriously considering the issues.

“I felt that the board members weren’t really listening,” she said. “They just kind of picked and chose what they were looking at.”

She argued that the number of students the centers served was still substantial, and it shouldn’t be discounted so easily. She also felt that the board underplayed possible funding alternatives.

Rausch added that she was thinking of potentially teaming up with NSHF to sue the district, but that was something she would have to discuss with other Heartland officials.

Szczepaniak said that the health centers will continue to operate until the end of the school year.

City halts VFW site annexation proceedings

The Park Ridge City Council agreed to pause the annexation of the Veterans of Foreign Wars Post 3579 site to give staff time to negotiate with its owners, Canfield Higgins LLC. As previously reported by the Bugle, the new owner is looking to rezone the lot from residential to industrial zoning. Because the land is unincorporated, it is up to Cook County to decide whether the application would be granted. The company has been tight-lipped about what it plans to do with the land, leading Park Ridge to file an objection and begin annexation proceedings.

During the April 4 city council meeting, Canfield Higgins owner Hubert Cioromski and company attorney Nick Fitikas offered Park Ridge a deal. They would delay their

application for at least a month, and they would be willing to talk with city staff to see what sort of development Park Ridge would like to see on the site. In return, the city would pause its annexation proceedings.

The two sides agreed – though acting mayor Marty Maloney said the city would be willing to restart the process any time.

According to his LinkedIn profile, Cioromski is the president of the Troy Reality Lld real estate brokerage and development company. He is a Park Ridge resident and sits on the Board of Directors of the Copernicus Foundation, an organization that runs Copernicus Center, the PolishAmerican cultural center.

The VFW Post 3579 is located at 10 Higgins Road. Canfield Higgins LLC officially took ownership Jan 21, but negotiations had been going on for months beforehand. In November, it filed a zoning change

Women & osteoporosis Osteoporosis is disease of the bones that occurs when a person loses too much bone, produces too little bone or both and can affect both men and women. But while millions of men suffer from osteoporosis, the vast majority of people with this potentially painful condition are women.

According to the National Osteoporosis Foundation, roughly 80 percent of the 10 million Americans with osteoporosis are women. Osteoporosis Canada, which notes that between 70 and 80 percent of osteoporotic fractures in Canada occur in women, reports that the loss of estrogen production during menopause production puts women at greater risk for osteoporosis than men, as estrogen plays a vital role in female bone health.

But age is not the only factor that influences a woman’s risk for developing osteoporosis. Caucasian women are most at risk for osteoporosis, and the NOF estimates that 20 percent of Caucasian women age 50 and older have the condition, and more than half of Caucasian women age 50 and over have low bone mass. That means that the bones of more than 50 percent of Caucasian women over age 50 are weakening, potentially paving the way for osteoporosis in the future.

The Cook County Zoning Board of Appeals was scheduled to consider it during its April 6 meeting. If ZBA approves the application, it would be up to the Cook County Board of Commissioners to make the final decision.

In March, Canfield Higgins sent out another round of notices to alert the residents of the impending ZBA meeting, prompting a fresh round of concerns about the new owners’ plans for the property. The I-1 zoning change would allow for a fairly broad range of uses, some of which could be undesirable.

On March 21, the city council filed an objection to the application and instructed the city attorney to begin the annexation proceedings. As of March 28, the aldermen intended to vote on whether to annex the property on April 18.

During the April 4 meeting, Cioromski told the board that he had no intention of doing anything nefarious. “I don’t want anyone to think I’m trying to get something under the cover,” he said.

Ftikas explained that the company planned some retail use with a possible restaurant component, but they didn’t have

considerable risk of developing osteoporosis, which affects about the 20 percent of such women age 50 and older. Low bone density is a concern for Asian American women, more than half of whom have the condition.

The outlook for African American women is not as bleak, as just 5 percent of such women age 50 and older have osteoporosis.

And while 35 percent of African American women have low bone mass, recent research indicates that few African American women, even those who have risk factors for the disease, are screened for osteoporosis.

Insisting on osteoporosis screening can help African American women determine their true risk for the disease.

Ftikas explained that the company applied for the industrial zoning because it offered the most flexibility. But they were perfectly willing to talk to Park Ridge about what sort of development the officials would prefer. “We offer to put on hold [the application] and seek continuence, and to have a discussion about uses that would be acceptable to Park Ridge and the aldermen,” said Ftikas.

Park Ridge City Attorney Adam Simon explained that the city and the company would be able to negotiate a legal agreement that would limit how the company redevelops the land. “The city and the owner would negotiate a restrictive covenant,” he said. “They would be allowed to do A, B and C. That’s what they’re asking for us to consider.”

In response to Maloney’s question, he explained that the company didn’t want the city to annex the property because, if it’s annexed on April 18, the lot will keep its residential zoning, and Canfield Higgins will have to restart the zoning change application from scratch.

setting a fee at $11 per ERU. During the March 16 committee of the whole meeting, the rate was dropped to $1, with an understanding that the fee would be adjusted once the city had a clearer idea of how the money would actually be spent.

During the April 4 meeting, Public Works Director Wayne Zingsheim proposed raising the fee to $2.75 per ERU. At that rate, the city estimated that the fee would raise $500,000 per year.

He also noted that, while the version of the ordinance that went before the council allows residents to request reduced rates, aldermen didn’t decide on whether to give exemptions to institutions such as churches. Fourth Ward Ald. Roger Shubert, who chairs the public works and public safety COTW, agreed that aldermen needed to figure out those details.

Knight said any revenue generated through the stormwater fee should be spent on projects at Northwest Park and Mayfield Estates before any others. “[A study] would be premature,

and I don’t think it’s the best approach,” he said. “We have two projects. It’s going against what I thought [we agreed to].”

Shubert argued that having two projects would not go far enough to address flooding in Park Ridge.

The city, he added, needed to have a more long-term plan.

“The idea of starting off with the master plan is to take the collection of [project ideas] we have and put some order to it,” Shubert said.

Knight said he would be more comfortable with a fee that would better reflect what residents would have to pay once the study is done.

“Someone should be accountable and say – we don’t need $2.75, we need $5.57,” he said as an example. Mazzuca said he wasn’t comfortable voting for an ordinance that he felt was incomplete and added that he would prefer to return it to the COTW for additional discussion.

He also felt that the amount of money being considered to allocate for hiring a consultant was too large, noting that Northbrook hired its stormwater management

consultant for $175,000.

Second Ward Ald. Nicholas Milissis said the priority was to get the stormwater fee approved.

“I think the people became wise to the fact that the council is not going to move quickly on anything when it comes to [stormwater] projects,” he said. “I also see circular thinking – we want more information, but we don’t want to pay for it – and we keep going on in this circle.”

Acting Mayor Marty Maloney said that, while he understood how residents would be frustrated by the lack of progress on Mayfield and Northwest Park projects, having a long-term plan was important.

“Past those two projects, where are we going to go,” he said.

Mazzuca made a motion to send the resolution back to COW. The motion was defeated 2-5, with Mazzuca and Knight its only supporters.

The city council voted to amend the ordinance and approve the new version by a vote of 5-2. A final vote is expected to take place during the April 18 city council meeting.
