“I applaud your efforts to do this, and I think it shows especially good [results of] government units working together for an education purpose,” he said.

The Village of Niles Board of Trustees gave a final approval to Niles Township District 219 school bus parking facility – though the approval wasn’t quite unanimous.

The Special Use permits required to make the facility possible, as well as the inter-governmental agreement between the village and the district, have been in the works for almost 9 months.

The village Planning and Zoning Board had issues with many aspects of the district’s plan, and it ultimately decided to send it up to the village board without recommending either approval or denial. And once it reached the village board, Trustee George Alpogianis, who used to sit on the Plan Commission, voted against two out of three permits – the only trustee who attended the meeting to do so.

As previously reported by the Bugle, District 219 decided to build its own family because, when it tried to negotiate the most recent school bus service agreement, all of the bids were too high for its comfort. Any bidder who

got the contract would have had to build the new bus parking from scratch, and none of them wanted to bear the costs by themselves.

The district was allowed to use the Niles West High School parking lot as temporary storage, but the Village of Skokie made it clear that they needed to find another, more permanent site as soon as possible.

District 219 acquired two lots at 6100-6140 Gross Point Road.

When it went before the planning and zoning board in June 2016, commissioners expressed concerns about the impact on traffic, especially at the complex threeway intersection and railway crossing to the north.

After months of negations, and the creation of the inter-governmental agreement between the

district and the village, the village board took up the issue during its Feb. 28 meeting.

The first Special Use permit, which allowed District 219 to establish the bus storage facility, passed unanimously. But when the second permit, which would exempt the district from the zoning landscaping requirement in order to give more room for employee parking, Alpogianis said he had concerns.

“There doesn’t seem to be a landscaping plan,” he said, adding that, when he was on the Plan Commission, this was something that was rigorously enforced.

Tom Rychlik, the project engineer, explained that they were putting in some landscaping, adding a total of 16 trees and a six-foot fence. But that wasn’t enough to

mollify Alpogianis, and he cast the only ‘no’ vote.

When the third permit, one that would combine the two parcels into one, came up for vote, the trustee said he had concerns about the facility in general, and how many Niles residents it served. Eric Trimberger, the district’s Assistant Superintendent of Business, explained that about 130 students who live in Niles were eligible for bus service, and that would take 7-8 buses to transport them. He also noted that the buses would be used to transport students to some area elementary schools, including Niles’ Culver Elementary School.

As previously reported by the Bugle, on Sept. 22, 2015, the trustees approved policy that would allow residents living along less busy side streets to petition the village to address traffic issues they are facing. The petitioner – which can be a resident, a business or a village trustee – has to get at least one third of all households on the street section in question to sign a petition saying they support traffic calming. If there are enough signatures, the village staff studies the traffic issues noted in the petition and send its findings to the public services committee, which would make recommendations about how those issues will be addressed. After getting resident feedback, the committee prepares the final report and sends it to the village board for the final approval.

In case of Maryland Street, the committee recommended putting in two “speed tables” near the intersections. The pavement is raised - not quite as dramatically as it would be for a speed bump, but still enough to encourage drivers to slow down. Signs will be put up to warn approaching drivers about the speed tables.

As the vote concluded, Niles mayor Andrew Przybylo said he welcomed more traffic calming petitions.

“At times, people will tell [me] about cars using residential streets as thoroughfares,” he said. “You are more than welcome to petition the village for traffic calming.

In fact, I welcome it.”

Committee endorses liquor regulation changes Changes were requested by owner of Beer on the Wall “beer cafe” at 106 Main St.

The Park Ridge Procedures and Regulations Committee of the Whole gave preliminary approval to proposed changes to rules for certain types of liquor licenses.

The changes were requested by Ryan Tracy, owner of Beer on the Wall, a “beer cafe” located at 106 Main St, right next to the Uptown Park Ridge Metra Station. He said that he wants to be able to sell chilled beer to Metra riders, which the current regulations don’t allow.

If approved, the changes would affect all liquor licenses holders with the Gourmet Beverage enforcement. There is currently only one other business that has it–WineStyles, a boutique located nearby, at 105 S. Northwest Hwy. The current regulations don’t allow liquor stores and other liquor license holders to sell a single container of any chilled or refrigerated

alcoholic beverage that isn’t wine for off-premises consumption. According to the committee memo, this was designed to discourage people from loitering near liquor stores.

As Tracy explained the committee, there was a demand for chilled “train beers,” especially for customers taking a train to events. Metra usually allows riders to drink alcohol on trains, only banning it during certain major parades and largescale events such as Lollapalooza and the Air and Water Show.

Tracy also asked the aldermen to increase the cap on the total volume of alcohol from 12 ounces of wine and 24 ounces of beer to 24 ounces of wine and 48 ounces of beer. For flights of alcohol, he asked to increase the caps from six ounces for wine and 12 ounces for beer to 12 ounces for wine and 16 ounces for beer. Tracy said that it was simply the question of the most convenient way to serve customers.

And while she wouldn’t necessarily want all of them for what she’s doing, they would help.

“I don’t want [WineStyles] to be a bar, but we want to be able to serve a couple of glasses without saying ‘you have to go somewhere else,’” Wilderman said.

After a brief discussion, the aldermen instructed the staff to prepare a resolution that would make the changes. It would still need to be passed in the committee and in the full city council in order to take effect.

PARK RIDGE FINANCE PANEL GIVES EARLY OK FOR BIKE PLAN STUDY CONTRACT The Park Ridge Finance Committee of the Whole agreed with the Bike Task Force recommendation that the organization who developed the 2005 city bike plan would come back to develop a new one.

As previously reported by the Bugle, during the Dec. 19 Park Ridge City Council meeting, the task force

recommended contracting Ride Illinois, non-profit bicycling advocacy organization. It would work with the Active Transpiration Alliance, a Chicago area transpiration advocacy group, to study the city’s current bicycling needs and update the plan. Because Ride Illinois developed the original plan, it would have a natural advantage.

During the Jan. 9 meeting, the Finance Committee of the Whole decided to go out for bid on the project, just in case some other company would be able to offer a better deal. Ald. John Moran (1st Ward) in particular argued that the plan could benefit from the fresh set of eyes.

A total of four bids came in. A Park Ridge staff member and two task force members evaluated their proposals. They found that while Town Square Consultancy, of Chicago, offered the lowest price ($7,250), Ride Illinois did better when it came to qualifications and understanding of the project. This, along with the fact that it submitted the secondlowest bid ($8,302.50) led them to recommend it.

The committee agreed with the

recommendation. Because the bid came under $10,000, the contract doesn’t require the City Council vote to make it official.

The city had an option of asking for increased public outreach, which would increase the cost by $1,155. But the committee ultimately decided not to go with that.

“We don’t [usually] get a lot of feedback at public outreach events,” Moran said. “Even for flooding and such, public sessions don’t work so well.”

The committee also considered whether to apply for a Cook County Department of Transpiration and Highways’ Connecting Cook County grant. The bike task force advised against it, arguing that the grant was better suited for more complex multi-modal plans, and Park Ridge wasn’t likely to get it just for a bike plan.

While the aldermen agreed not to seek the grant for the bike plan, they agreed to ask the staff to look if there are any other projects that would potentially be eligible for it.

The deadline for the application if March 17, and the grants will be awarded in August.

Help spread the word to end disrespectful language I was beaming with pride one morning in spring 2002.

This was the best day so far of my sixth grade year in junior high as I had just made the honor roll list for the first time. The honor roll list was posted in the front lobby of the school. I was standing behind some of my peers, none of whom was diagnosed with disabilities. All of a sudden something hit me like a brick:

“Why is that retard on the list?” I heard a few of my peers say, not knowing who might be standing behind them.

Because of these hurtful comments, I was shy among my peers for the rest of my junior high school days.

LETTERS TO THE EDITOR DEAR EDITOR It is election season, time to get out and vote!!! Sometimes, it may be difficult to choose between candidates so I want to share my experience that I had with Kimberly Jones. I was Director of Public Works/ City Engineer at the City of Park Ridge for over 20 years. I had the pleasure to work with many fine people volunteering their time for the betterment of our community. One of these fine people was Kimberly Jones.

Kimberly served as the Alderman of the Third Ward (City Council), Chairman of the Public Works Committee

and Flood Task Force Committee member all for the City Of Park Ridge during my tenure. I was deeply involved with these groups serving as staff liaison to some and through these associations got to know her well. There is no question in my mind that Kimberly Jones is an excellent choice for Maine Township Trustee. She is dedicated, hardworking, and intelligent and knows how to bring people together for the common good of everyone. At the City Of Park Ridge she was instrumental and the force behind a multitude of Public Works projects including street resurfacing, alley paving, water main replacement, relief

sewer installation, tree maintenance and preservation and negotiation of a multi-year refuse collection contract to name a few. She led the process for intergovernmental cooperation for various infrastructure improvements like the completion of the City reservoir landscaping and park development on Park Ridge Park District property. Kimberly would bring all this experience and knowledge to good use for us as Maine Township Trustee.

Trustee Kelly Schaefer also has a long history of civic involvement from

serving as President of the Lincoln Middle School PTO to fundraising chairman for the Maine South Hawkettes plus years of volunteer service to Washington Elementary school.

With this cross section of community involvement and experience, the Maine Township Republican Unity Slate will make fiscally responsible and common sense decisions while delivering the quality services Maine Township residents deserve. I urge you to cast a vote for each one of them.

DEAR EDITOR It’s becoming very clear that the choice for Mayor of Park Ridge on April 4th comes down to these themes…Experience vs. Sound Bites, Knowledge vs. Slick Marketing and Results vs. Pledges & Promises.

As someone who has been very involved in our city’s government for the past two years, it is clear that Marty Maloney’s experience, knowledge and results make him the right choice for the mayor of Park Ridge.

Being a newcomer to Park Ridge politics does not automatically disqualify any candidate from holding office. However, after four months on the campaign trail, Lucas Fuksa has failed to demonstrate a solid understanding of the major issues and has made numerous incorrect statements about ordinances, infrastructure, airplanes and city finances.

The most concerning statement he’s made while campaigning was on his political Facebook page, where

he stated “I will learn how to bang a gavel in one day.” This comment is an outright insult to anyone who has ever served in an elected position in Park Ridge, from Mayor to PTO board member.

I know from experience that the learning curve in city government is steep and it takes a tremendous amount of hard work to become competent on various issues.

Notre Dame stays alive with pair of wins in the Libertyville Regional

The above statement clearly illustrates the only answer for Notre Dame boys basketball coach Tom Les and his Dons, after their 62-56 victory over Glenbrook North (13-15), in Tuesday’s Class 4A Libertyville Regional opener.

Outplayed by the underdog Spartans, Notre Dame (24-5), led by seniors Malik Jenkins and Chris Heinichen, rallied past Glenbrook North, in the last 2:38 of the contest.

With 2:48 left in the game, Glenbrook North’s Jim Karris, hit a pair of free throws to put the Spartans back on top 5251. Karris took home game scoring honors, with 18 points.

Heinichen (nine points, three rebounds, two steals and a blocked shot), put the Dons back on top, ten seconds later, after completing an old-fashioned three-point play, 54-52.

With 2:18 left, Jenkins (13 points, three rebounds, two steals), stole a Spartan pass and completed his own, oldfashioned three-point play, to extend the Don’s lead to 57-52 with 2:18 left. On successive Spartan possessions, Heinichen, had a huge rejection of a Spartan shot and then on the next Spartan possession, Jenkins came down with a huge rebound.

“We did not play well tonight,” Heinichen said. “I missed a number of shots in the first half and we have to play better Friday.”

Glenbrook North’s Tommy Gertner (eight points) would not quit and scored a pair of buckets, to bring the Spartans within 5856 with 13.5 seconds left. Jenkins was fouled and went to the line with two very important charity tosses.

“We practice this exact situation, in practice everyday.”

Jenkins said. “It was not a problem.”

Jenkins nailed both free throws and after Don senior sixth-man, John Loucks ( eight points), steal and two more perfect free throws, the Dons had survived and advanced.

“We played very poorly tonight and Glenbrook North clearly was the better team and should have won the game,” Les said.

“We did play very well and made some big plays, to win the game, in the last two minutes. For us to advance against Niles North on Friday, we must play much better or we will go home.”

The game featured 17 lead changes and eight ties, as both clubs came out shooting hotter, than the balmy 60-degree temperatures, outside in Libertyville. Both teams shot 65% from the floor in the first SEE DONS PAGE 11

Don’t skimp when writing a will DEAR DAVE, When it comes to making a will, would it suffice to sit down and write it all out on a piece of paper, then have it notarized?

JOYCE DEAR JOYCE, I would never advise someone to write their own will, unless, of course, they’re an attorney in that state. Laws can vary from state to state, and some states may not look upon a document like that as being official under law. Some even require witnesses, and a notary might not be good enough.
