Second ‘vape’ shop comes to Niles Niles Teen Center Resolution prohibits changes rates policy the shop from selling cannabis accessories

The village of Niles Board of Trustees voted unanimously to approve a specialuse permit for a smoke shop in the 7000 block of Milwaukee Avenue – the second such shop in the village.

In September 2014, the board approved a permit for another smoke shop at 8526 Golf Road. While Niles had shops that sold tobacco products in the past, it was the first store to sell hookahs, hookah accessories and electronic cigarettes.

Earlier this year, owner Tony Chiba applied to have another shop that offers similar products at 7017 Milwaukee Ave. The board approved the shop, albeit conditionally. The resolution prohibits the shop from selling “pipes or bongs.”

Chiba originally applied for the specialuse permit for the Milwaukee Avenue

shop in January, and the request went before the Niles Plan Commission Feb. 1.

In the documents submitted to the commission,Chiba stated that the store would sell cigars, e-cigarettes and related accessories, as well as tobacco-only glasses, hookahs and hookah accessories.

The shop will be open seven days a week, between 11 a.m. and 11 p.m. As with its Golf Road counterpart, the shop will be off-limits to anyone under 18 years old.

In his application, Chiba put an emphasis on electronic cigarettes – commonly known as “vapes” – because they boil a mixture of various chemical compounds, flavorings and nicotine.

Users inhale the resulting vapor, which produces a similar effect as cigarette smoke.

In his application, Chiba said that a shop selling e-cigarettes would be a public benefit, since it would help users quit smoking.

It’s a claim that has been made by e-cigarettes advocates, but there is no consensus among domestic and international health of organizations on whether that’s the case.

A report from the World Health Organization released in September 2014 stated that the evidence of effectiveness is limited, and there isn’t enough data to draw conclusions one way or the other.

The report also indicated that studies suggested that nicotine patches were a more effective option to help cigarette smokers kick the habit.

The plan commission vote ended in a 3-3 tie, with one commissioner abstaining.

Because this would mean that village board would have to approve the application by a supermajority, trustees sent the request back to the commission on Feb. 23.

The commission considered the application again during its March 7 meeting. This time, they voted 4-2 to approve the application, with one member abstaining.

Before the March 22 vote, trustee George Alpogianis said he had no problem approving the application with the ban on selling cannabis accessories in place.

“I’m really glad to see that this was amended, especially since no use of pipes was involved,” he said.

Students may no longer be able to pay resident rate for center Teens who use the Niles Teen Center and attend Niles schools will no longer automatically receive resident rates.

On March 22, the Niles Village Board unanimously approved changes to the center’s rules, as part of the consent agenda.

Previously, teens who didn’t live in Niles but attended schools within the village qualified for a resident fee of $20 per year. Under the new rules, these teens would be charged the same fee as other non-residents – $35 per year.

Niles Teen Center Director Mark Williams told the Bugle that he was the one who asked for a change. The new registration software the center has been using made the previous arrangement impossible.

When asked how many teens would be affected, he said that it would be a substantial number.

“Probably half,” Williams said. “It could be about a 100 a year who are affected.”

Mayor is optimistic about city’s future Maloney gives first state of the city; says city’s on the right path, despite difficult year

When Park Ridge Acting Mayor Marty Maloney delivered his first state of the city address last week, he started out by recognizing his predecessor.

On March 2, 2015, Mayor David Schmidt delivered his sixth state of the city. But it was soon overshadowed by tragedy, as Schmidt passed away only two days later.

“Last year was one of the more positive addresses that Mayor Schmidt had given, due in large part to the great things that happening a year ago and the trajectory the city was on,” said Maloney, who is serving out the remainder of Schmidt’s term. “We remain the benefactors of those difficult decisions as we stand here today and look forward.”

Maloney described 2015 as a difficult year due to Schmidt’s death, as well as the death of Third Ward Ald. Bob Wilkening and Park Ridge Senior Civil Engineer Nick Weber. However, the overall tone of the March 21 address was optimistic. While the mayor said the city faces many challenges, he said that Park Ridge was heading in the right direction, and he expressed hope that it could overcome the obstacles that lie in the path to a better future.

Maloney highlighted improvements in Park Ridge’s financial situation, noting that the city continues to see budget surpluses that it has used to address the financial losses of the Uptown tax increment financing district.

And while he acknowledged that the city has raised taxes, he pointed out that the 1.1 percent increase was the lowest in a decade. Maloney added that there has been progress in finding ways to use tax revenue more efficiently.

“While an increase is still an increase and nothing to brag about, our taxpayers can rest assured knowing that every dollar spent is scrutinized,” he said.

we are seeing very positive returns on our bidding events, resulting in savings and projects coming to a lower than projected costs.”

Maloney also noted that the city approved four of its five municipal labor union contracts. The public works employees contract is the only one that’s remaining.

An update on a major potential infrastructure project that the city has been considering for more than two years – switching water suppliers from Chicago to Evanston – also found its way into Maloney’s address. As previously reported by the Bugle, the project was originally supposed to be a collaborative effort between Park Ridge, Niles and Morton Grove.

However, those two villages decided to study an alternative water delivery method that would not be able to meet Park Ridge’s water needs.

“We will remain with the city of Chicago as our supplier and continue to enjoy highquality water and delivery – with redundancy – to which we have become accustomed,” said Maloney. “I wish those other communities well. In the end, we did our due diligence without any cost – other than time – to the taxpayers.”

The mayor also touched on the future, talking about a proposed stormwater utility fee. On March 16, the public works-public safety committee of the whole voted to place the proposal on the city council agenda at some point in the future.

“We stand on the verge of being able to implement something that will allow the city to continue to manage our stormwater and put plans in place that will outlive this council and myself,” said Maloney.

He also took pride in the number of business openings that he attended in the last year, which

he said were a good sign for Park Ridge.

“We have seen our Uptown transform from one where we previously could have rolled up the sidewalks at 7 p.m. to one where we have people out and enjoying themselves much later than that,” Maloney said. “One of the challenges in looking back at the year is that we have too many new businesses to name in this speech, but the trend is a good one.”

He praised the city council for balancing the needs of the businesses and the needs of residents. Maloney then thanked the city boards and commissioners, as well as volunteers and local cultural and civic organizations, for their contributions. He added that, while Park Ridge means different things to different people, it’s the spirit of community service that brings the city together.

The acting mayor also touched on a number of issues facing the city, such as finding space to build more parking and the ongoing controversy over increasing O’Hare International Airport development and the resulting increase in airplane noise. He also touched on potential cuts in Park Ridge’s share of state income tax revenue. As previously reported by the Bugle, city manager Shawn Hamilton had prepared plans for the city to deal with different levels of cuts.

“While these plans are not set in stone, they do ensure that the city of Park Ridge will not be caught flatfooted,” said Maloney. “Frankly, none of these scenarios are ideal, and all would translate to a loss of service and/or some impact to our residents. But by planning ahead, we have positioned ourselves as best we can while we wait for the uncertainty in Springfield to play out.”

The mayor ended the speech by saying that, while the city faces many challenges, he was optimistic about the future.

“I never would have thought I would be in this position, but being in this position, I can say that I couldn’t be more excited about what is coming, and the future of Park Ridge,” said Maloney. “Honesty, integrity, transparency and accountability – it’s what you should demand of me, and it is what we all should demand of each other.”

Park Ridge looks to annex VFW site Attempt to rezone property prompted annexation talks

The Park Ridge City Council will soon decide whether to annex a lot on Higgins Road and Canfield Avenue that is currently home to the Park Ridge VFW post.

The property, located at 10 Higgins Road, has remained unincorporated, even as nearby municipalities have annexed surrounding lots. Today, it is surrounded by Park Ridge to the north and west, and Chicago on the south and east.

The current owners, Canfield Higgins LLC, are looking to rezone the property from R-5 single family residential to I-1 restricted industrial. According to Park Ridge officials, the owners have been tight-lipped about what they want to use the lot for, leading to concerns that they might use it for something that would hurt the quality of life in the surrounding area.

Because the lot is unincorporated, Cook County – not Park Ridge – would decide whether to grant the request.

On March 21, however, the Park Ridge City Council voted

unanimously to file an objection that triggered a legal requirement that the zoning change must be approved by a super-majority of county commissioners, rather than a simple majority.

Aldermen also instructed city attorney Julie Tappendorf to begin the process of annexing the land. If everything goes as planned, the city council will vote on whether to annex the lot during a special meeting scheduled for April 11.

Over the past few decades, 10 Higgins Road was home to Park Ridge VFW Post 3579. In recent years, the post’s membership declined and the building deteriorated. In April 2015, the post announced that it was looking to sell the property.

According to Crain’s Chicago Business, the sale was completed on Jan. 21, 2016, with Canfield Higgins LLC buying the properly for $1.2 million.

According to the March-April 2016 issue of the “Sentry” – Post 3579’s bi-monthly newsletter – it is planning to move to Niles’ White Eagle Banquet Hall. While the timeline is uncertain, the newsletter said the post hopes to move by May 1.

The new owner has been talking about rezoning the property for the past few months.

Niles grandmother dies after vehicle accident A 79-year-old Niles woman died March 26, after she was accidentally struck by a vehicle being operated by her 13-yearold grandson.

Niles police said officers responded to a parking lot in the 9200 block of Maryland for reports that a pedestrian was struck by a vehicle.

Investigators learned that the victim, Kuem Cho, had given the keys to her 2005 Chrysler minivan to her grandson, who was assisting her place the vehicle into gear. Police said she was walking up to the open

driver’s side door, when the teen shifted the vehicle into reverse and accidentally hit the gas pedal instead of the brake pedal.

The vehicle backed up with the driver’s side door open, striking Cho. The Niles Fire Department transported Cho to Lutheran General Hospital, where she died from her injuries.

The NORTAF – Major Crash Assistance Team was called into to assist in the investigation, and the Cook County Medical Examiner’s Office is investigating the cause of death.

Police: juvenile steals car with senior in backseat Bugle Staff A 14-year-old boy will be charged with aggravated vehicular hijacking, after police say he stole a car Wednesday with an elderly woman in the backseat.

The Park Ridge Police Department said officers were dispatched to a store in the 900 block of Touhy Avenue at approximately 6:50 p.m. March 23 for the report of a stolen vehicle. Victims told officers they had left their vehicle in the parking lot, while an 88-year-old family member remained in the car. When they returned to the parking lot, the victims noticed that their vehicle and the family member were gone.

“Officers immediately issued a flash message to surrounding law enforcement agencies,” Deputy Chief of Police Lou Jogmen said in a news release.

“Officers learned that the victim was not in the vehicle and that the suspect had dropped the victim at her home.”

The department said investigators followed up on several leads that stemmed from recent motor vehicle arrests involving juveniles.

While following up on one of those leads in the area of Belmont and Harlem in Chicago, investigators observed the stolen vehicle and sought assistance from area police departments.

The Chicago Police Department assisted Park Ridge detectives in stopping the vehicle in the 4800 block of North Austin and taking a 14-year-old suspect into custody. The boy was transferred into the custody of the Cook County Juvenile Detention Center.

Park Ridge detectives are continuing their investigation and consulting with the Cook County State’s Attorney’s Office, which is expected to file one charge of aggravated vehicular hijacking against the suspect.

“The Park Ridge Police Department is pleased with the swift and positive resolution of this case,” Jogmen added. “The victim was located, unharmed, shortly into the investigation due to the excellent investigative work by detectives and our partnership and teamwork with the Chicago Police Department.”

While responding to the area to assist detectives, a Park Ridge police officer was involved in a minor crash with another vehicle several blocks from the traffic stop. The officer was transported to Resurrection Hospital with non-life threatening injuries, and a passenger from the second vehicle was also transported with non-life threatening injuries.

Chicago police cited the driver of the car for failure to yield and emergency vehicle.

What would make your medicines cheaper?

That’s a question Americans are asking every time they go to the pharmacy and find the price of a maintenance drug they’ve been taking has doubled or tripled, or that a new medicine, like one of the new diabetes drugs, their doctors have prescribed is beyond their means.

Increasingly the answer from the drug industry, which pretty much can charge whatever it wishes, is more patient assistance programs that come in the form of coupons, co-pay cards, or vouchers to help people buy their drugs.

People needing help can also apply directly to a pharmaceutical company, and if their income is low enough, the company simply sends a supply of medicine to their home or doctor’s office. How many times have you heard on TV that AstraZeneca can help?

The coupon, co-pay route to helping patients is easiest to understand. The industry calls the coupons “pay-nomore “ cards telling patients they will pay no more than $50 or $100 for a prescription. Discounts vary by the type of drug.

Some work like airline loyalty programs: Buy so many drugs and get the next one free.

E-vouchers are more complicated and hardly transparent. A pharmacy sends a prescription to a middleman vendor. The vendor works with the drug company to figure out how much of the patient’s cost sharing that’s required by the insurer it will pay on the patient’s behalf. Rules and amounts patients receive vary depending on the kind of drug.

Andrew Pollpeter, a senior principal with the Amundsen Group, an IMS Health Company, told me the company sets the amount of the voucher, and the patient doesn’t know much about it. But, he said, “they are happier when they see a lower copay.”

right? It may not be in the long-run.

Recently the Oversight Committee of the House of Representatives held hearings on the high price of pharmaceuticals. It found that one company tried to divert attention from the high price of its drugs by publicizing its patient assistance programs.

Committee member Eleanor Holmes Norton (D-D.C.) was blunt when she questioned one company executive who was testifying. “In other words, instead of keeping the price so it could be purchased by patients and hospitals, you went to patient assistance programs to try to obscure the price.” Holmes Norton got the point: No matter the kind of assistance program, the underlying price of the drug remains high.

Patient assistance programs are nothing new. Several years ago I sat next to a drug company executive at a dinner and asked him why his company made it so hard for poor people to qualify for assistance.

(The requirements can be difficult to meet.) He replied that if the company were more generous, it would hurt the bottom line.

The bottom line is still allimportant, but today drug makers have a PR problem. They need to appear more benevolent. There’s genuine public backlash against their companies’ pricing strategies, and Congress is asking questions.

By becoming more “patient centric,”

a word they use to describe their marketing path, they look like good guys while keeping prices high and profits up.

Drug companies have another problem patient assistance programs aim to solve. Large numbers of patients are not taking their medicines as their doctors ordered, either because they can’t afford them or because the medicines make them sick. No matter the reason, it translates into lost sales.

Stats from the IMS Institute for Healthcare Informatics show that only 25 percent of patients with drug deductibles will most likely still be taking their brand name drugs after six months compared with 40 percent in plans without such deductibles.

The rate at which patients don’t pick up with meds at the pharmacy is 60 percent higher for new patients with brand drug prescriptions and drug deductibles than those who don’t have drug deductibles.

“If patients walk away, they frequently don’t come back with an alternative prescription,” says Pollpeter.

According to Matt Lamkin, an assistant professor at the University of Tulsa College of Law who studies this issue, drug companies believe “they are leaving billions on the table” when patients don’t take their pills. Trying to help more people stay on their meds “reframes the goal of boosting sales as a goal of public service,” he told the health news site STAT. Transforming drug companies from bad guys to good guys with the magic of PR will help some patients get cheaper medicines and no doubt boost sales. It will do little to get us out of the big-picture jam. Drug prices are still too high and out of reach for too many Americans.

winner Benet’s Doyle wins Player of Year honors for 2nd time

After winning the state championship last year, Benet was mostly an afterthought this year, despite returning the 2015 Voyager Media Player of the Year, Kathleen Doyle.

However, thanks in large part to the Nebraska recruit, the Redwings stormed through the regular season en route to a No. 1 sectional seed.

Then in the playoffs, Doyle took her game and her team to an all-new level, leading Benet back to state after a game-winning basket in the final seconds of the supersectional against Edwardsville.

Doyle was up to her old tricks again at state, matching a career high with 31 points in the semifinal and then breaking 20 points in the championship, leading her team to a repeat.

For all of her accomplishments this season, Doyle is also the repeat Voyager Media Player of the Year.

“I think my team just looked to me more this year,” Doyle said.

“We lost our two big scorers from last year. We all had to fill in scoring and I think that was the biggest difference.”

“Virtually every game we play, she is the best player in the gym,” Benet coach Joe Kilbride said.

“Even when she has a bad game, she is the best player in the gym.

She is special.”

On top of being one of the top defenders in the state, Doyle led the

Redwings in scoring, assists and steals, and was second in blocks and rebounds.

She finished her career with more than 1,500 career points. As a senior she averaged 17 points, five rebounds, four assists and three steals per game.

The rest of the All-Area team consists of:

First team Janelle Alba Garner The Maine East senior averaged 17 points a game, 11 rebounds, four assists and three steals. She was a CSL All Conference selection for the second year in a row and was named the CSL North player of the year. She was all tournament at St. Viator in December and broke the 1,000 career point mark.

Nicole Ekhomu Ekhomu, a senior from Joliet Catholic, averaged 22 points, 4.9 assists, 6.1 rebounds and 3.1 steals per game. She is a Florida State commit.

“Nicole was our equalizer against any team that we faced,” JCA coach Nick Leonard said. “We knew that she had the ability to keep us in any game if not win every game.

She gave our team a sense of calm which allowed our girls not to lose focus because at any time. She is not revered enough for the team aspect of her game. She will turn down shots to get a teammate open and get her some confidence.

Jaida Green Green, a Penn State recruit, capped her career with Downers Grove North averaging 17.6 points and 7.4 rebounds per game with 54 steals and 63 blocks.

Hennessey Handy Plainfield Central senior averaged 18.1 points per game, 5.9 rebounds, two assists and 2.2 steals.

“Hennessey was the focal point of our opponent’s defensive game plan on a nightly basis this past season,” Central coach Gregg Bayer said. “Our team relied on her to do many things for us this season (be a scoring threat, primary ball handler at times, and defend one of the other teams’ best players each night). As you can see with her stat line, she is a well-rounded player who can contribute to a team in a multitude of ways. Her greatest strength is attacking the basket where she has the rare ability to draw multiple defenders and make the correct basketball play.”

Second team Brooklyn Bachmann Minooka junior was the floor leader of the team from the point guard position and led the team in scoring at 15.5 points per game.

She also shot 73 percent from the foul like and had 83 assists.

“Brooklyn’s ability to score in so many ways makes her such a dangerous offensive weapon,” Liberatore said. “We have won 60 games the past three seasons with Brooklyn as our starting point guard and her quickness makes her attractive to college basketball coaches.”

Monica Barefield A senior from Joliet Central, Barefield tallied 19.3 points per game, 62 assists, 65 3s and 54 steals.

“Monica earned a spot on Romeoville’s and Oswego East holiday tournaments,” Joliet Central coach Brian Reed said. “She was SWSC all-conference pick and co-mvp this season. Monica plans on attending Alcorn State next year.

Monica was one of the best guards in the SWSC, which is one of the

toughest conference in the state.

The bigger the game the better Monica played, she was a pleasure to coach the last two seasons, and may her success continue at the next level.”

Jordan Heberg The McKendree University recruit averaged 16 points for Plainfield North, while breaking the all-time scoring record in the program, finishing with 1,388 points.

“Jordan Heberg was our leading scorer and team leader, she was the one opponents had to focus on and she still got the job done whether it was an assist, rebound or scoring,” North coach Reggie Lemon said.

“She was a four-year varsity player and all-time leading scorer in PNHS girls basketball history.”

Gabby Smith A guard from Bolingbrook, Smith tallied 13.2 points per game, 5.4 rebounds, 45 assists, 33 steals and made 51 three-pointers.

“Gabby Smith had a great season,” Bolingbrook coach Chris Smith said. “I feel like this was her coming out party. As a guard she lead us in scoring and was second on the team in rebounds. Her next years should be very special.”

Jahari Smith The sophomore from Romeoville finished the season averaging 14.5 points and 11.7 rebounds per game for the Spartans.

“Jahari is a tremendous player with a great attitude,” Romeoville coach Julio Carrasco said. “She wants to succeed as a player but more importantly wants the team to succeed. As a sophomore she was team captain. She is one of the only players in my coaching career that watches as much film as coaches. The scary thing is she is still developing. The future is very bright for her.”

Third team Sydney Arlis The senior from Minooka capped her career averaging 14.1 points and 5.4 rebounds per game, while making 30 three-pointers.

“Sydney is the most complete player I’ve coached at MCHS,” Minooka coach Ray Liberatore said. “Whatever our team needed her to do to help us win (scoreassist-rebound-defend) she would do. She is a great leader who was just relentless every time she stepped on the basketball court.”

Jaianna Brooks Plainfield South junior point guard averaged a team-best 14.7 points per game for the Cougars,

while adding four rebounds, four assists and three steals per game.

“I feel that Jaianna is one of the best point guards in the area,” South coach Leah Carter said.

“She has a great pull-up jumper off of the dribble, and she is able to create her own shots. Jaianna also has very strong ball-handling skills that helps our team in the back court against presses.”

Amaya Johns The sophomore averaged 15.8 points, 5.5 rebounds and three assists per game, for Plainfield North.

“Amaya Johns was our second leading scorer on the team,” Lemon said. “Amaya is only a sophomore and she played like a true varsity player. She is very versatile – can shoot, rebound and go to the basket with and against the best. Amaya is very fast and strong for her size and she always cause match-up problems. Amaya will be an All-American if she continues to get better. She will continue to get better every year.”

Lota Onua Onua, a junior from Plainfield East, totaled 11.4 points, 8.4 rebounds and 84 steals.

“I could count on her every game to give maximum effort and score in double digits and get close to double digit rebounds, despite teams keying on her,” East coach Anthony Wazonis said. “Not only did she lead the team in scoring and rebounding, but also had our most steals (by 22). Helped lead a turnaround from a 10-win season to an 18-win season and making a regional final. In games where teams keyed on her as well she would be the first to share the ball and often have five assists in those games.”

Elise Stout A two-time state champion from Benet, Stout, a senior, averaged 13 points, four rebounds, three assists and two steals per game. She shot 53 percent from two, 40 percent from three and 80 percent from the foul line.

“The senior co-captain never stops running and is one of the keys to Benet’s vaunted fast break and full court press,” Kilbride said.

“She has been the most efficient offensive player for the Redwings for the past two years with an exceptional 134 percent efficiency rating (points per field goal attempt). She comes up big when it matters most, posting a career high 32 points in regional championship as senior.”

Fourth team

Annie Carlson The do-it-all senior from Westmont played all positions for the Sentinels, finishing with 13 points and 10 rebounds per game.

“Annie was our guard, forward and center,” Westmont coach Matt McCord said. “She led us in assists. In our sectional victory over Beecher, she scored her 1,000 career point. Annie had the ability to rebound a shot and the speed to score at the other end on a break.

In the majority of our losses, Annie was either hurt, fouled out, or double teamed by opponents. In all my years of coaching, I have never had one player who was most influential to a team’s success.”

Riley Eckhart Maine South senior totaled 9.7 points, 3.4 rebounds, 1.3 assists and 1.5 steals for the Hawks.

“Throughout her four years in our program, no one worked harder on her game than Riley Eckhart,” Maine South coach Mark Smith said. “Her tireless efforts helped her become one of the premier shooters in the area and certainly the best threepoint shooter in our program. Her consistent performances meant a great deal to our team as everyone knew exactly what they were going to get from Riley on a daily basis.”

Mia Farrell Farrell overcame injury to average 13.8 points, 2.6 assists and 1.7 steals per game, while shooting 77 percent from the free throw line. She is a University of Chicago commit.

“Mia is one of the most competitive players I have had the pleasure to coach,” Leonard said.

“Her toughness was infectious and she pushed our team through tough times. A perfect example came in the Morgan Park game.

She aggravated a shoulder injury that saw her miss three weeks, but never once asked to come out of the game. She made big plays while holding down one of the most prolific scores in the state under her average.

“Her toughness can be equaled by her skill. She plays with such poise and confidence, I felt comfortable every time she had the ball. She would do anything to help the team win.”

Katie Jaseckas Junior from Benet played a key role on the Redwings’ past two state championship teams.

This season, she finished the season averaging 10 points, seven rebounds, two assists and two blocks per game.

She shot 51 percent from twopoint range and 46 percent from three.

Jnaya Walker A transfer from Joliet Catholic Academy, the Bolingbrook junior finished the season with 10.5 points per game, four rebounds per game, 53 assists and 56 steals.

“Jnaya Walker re-established herself as a player who can do many things on the court from scoring to rebounding, dishing out assists and playing defense,” Smith said. “I look for her senior season to be great.”

Park Ridge teacher nominated for national teacher of the year award Winners chosen by a team of teachers, administrators and historians.

Michael Biondo of Maine South High School was awarded the Senior Division Patricia Behring Teacher of the Year Award for Illinois.

As a winner of this award, Biondo is nominated for the National Patricia Behring Teacher of the Year Award at the Kenneth E. Behring National History Day Contest in June 2016. The Patricia Behring Teacher of the Year Award is awarded to one junior division (grades 6-8) and one senior division (grades 9-12) teacher who has shown outstanding creativity, commitment and inspiration in developing student interest in history education.

Each of the 56 affiliates of National History Day awards one teacher in each division $500 and nominates him or her for the National Patricia Behring Teacher of the Year Award.

The winners of the national award

receive $10,000. The affiliate and national awards are sponsored by Patricia Behring in recognition of the pivotal role teachers play in the lives of students and to encourage creative and inspiring instruction in classrooms around the world. The two national winners will be announced at an awards ceremony June 16.

“National History Day firmly believes that quality teachers are the best educational resources students have,” National History Day Executive Director Cathy Gorn said.

“The teachers selected as Behring Award recipients are a credit to their discipline, and exemplify what it takes to be a quality educator.”

Teachers can be nominated by their administrators, peers or themselves. To qualify for the Patricia Behring Teacher of the Year Award, teachers must participate in the National History Day Contest and demonstrate excellence in the classroom.

Winners are chosen by a team of teachers, administrators and historians. Their work must clearly illustrate the development and use of creative teaching methods that interest students in history and help them make exciting discoveries about the past.

Spring children’s book drive underway in Niles Township Niles Township is partnering with Bernie’s Book Bank and public libraries located in Skokie, Morton Grove and Niles to collect children’s books through April 25.

The communities are working toward a common goal of collecting 3,000 books for at-risk children.

“We saw the generosity and community spirit of Niles Township in 2015, as we collected over 20,000 books in our inaugural year,” Niles Township Supervisor Marilyn Glazer said. “This year we are adding the spring collection drive and ramping up the summer effort in hopes of surpassing that mark.

Reading helps one develop a strong imagination, a world perspective and thirst for knowledge.”

Glazer added added that her office is impressed by the work Bernie’s Book Bank does to help at-risk children develop a love for reading.

Planning for college with ESAs and 529s Dear Dave, We have two daughters, and we’ve started thinking about financial planning for college. What are the differences between an Education Savings Account and a 529 plan?

John Dear John, I’m glad you’re thinking ahead and planning for the future. Here’s a quick overview of the two.

However, city officials said they didn’t receive a notice until March 9.

Jim Testin, the Park Ridge community preservation and development director, said staff tried to find out what the new owner planned to use the lot for but were unsuccessful.

“When [staff] contacted them, they just kept it general,” he said.

This ambiguity concerns Park Ridge, since I-1 zoning designation allows a wide range of uses, many of which aren’t industrial.

Some of the potentially controversial uses include bars, clubs, chemical processing and production facilities, and hotels and motels.

During the March 21 meeting, Chammas said she and her neighbors weren’t happy with the lack of specifics, either.

“We are just quite concerned about what’s going on,” she said.

Tappendorf explained that, because the lot is in an unincorporated lot, the application for a zoning change has to go through Cook County government.

The Cook County Zoning Board of Appeals will consider the application during its meeting,

limited to $2,000 per year, per child.

It has complete flexibility, meaning you can invest it in whatever you like and you can move it—roll it over— to another one if you don’t like that mutual fund, as an example. I use that example because I recommend using good growth stock mutual funds and that you do this for the first $2,000 invested per year.

There are several types of 529 plans, and there’s only one that I

and the Cook County Board of Commissioners will have the final say on whether the application gets approved.

Under state law, any municipality located within 1.5 miles of the application site has a right to object.

An objection automatically triggers a super-majority requirement, so at least three-fourths of all Cook County commissioners must vote to approve it.

Tappendorf recommended that the Park Ridge City Council vote to file an objection. She added that aldermen could also annex the property, which would be fairly easy to do.

“It is surrounded on all sides by the city of Park Ridge and the city of Chicago, so its subject to involuntary annexation,” she said.

“The actual act of annexation is an adoption of the ordinance.”

But before the city council votes on annexation, the property owners, nearby residents and Cook County government must be notified. Additionally, a public notice must be published in the local newspaper at least 10-15 days before the meeting.

If the resolution is passed, the owners could sue to block annexation, but Tappendorf said she wasn’t too concerned about that. The owners would have to prove that the notices weren’t filed properly or the vote wasn’t

would recommend. It’s the kind that has complete flexibility, where you control the investments.

Some states have 529 plans that are prepaid tuition, and I never recommend those. You don’t want the state managing anything for you, because you won’t get anywhere near the returns you’d get if you managed it yourself. Other types of 529s lock you into a certain kind of investment the whole time,

or they move the investment based on the age of your kid. I don’t want anybody doing that crap. I want you controlling your money.

Most of the 529s vary somewhat from state to state, but the majority have flexibility that allows you to control the investment while contributing up to $10,000 a year. Both those and the ESAs grow completely tax-free on the growth as long as they’re used for higher education. They can also be transferred to a sibling if the kid doesn’t go to school, so a little brother or sister can use the money.

However, Tappendorf added that, if aldermen wanted to annex the property, they shouldn’t take too long to make their decision. If the rezoning passes before the lot is annexed, the city council may not be able to rezone the property as R-5 after it has been granted an established use. Establishing a use would require the owners to obtain a building permit, or any other permit.

Sixth Ward Ald. Marc Mazzuca said he’s not against annexation but added that he wanted to see

exactly what the process would entail for the city before casting his vote.

“I’d like to make sure we understand the pros and cons,” he said.

After a brief discussion, aldermen directed Tappendorf to begin sending out notices. They also instructed staff to research the costs related to annexation and have the report ready by the March 28 committee of the whole meeting.

The city council currently plans to vote on the annexation during a special meeting, which has been scheduled for April 11.

If they get scholarships, make sure you keep up with the value of these.

Niles honors Assyrian-American veteran Edmon Akhteebo joined Marines in 1996

The village of Niles Board of Trustee recently presented Niles veteran Edmon Akhteebo with a key to the city.

According to the village proclamation, Akhteebo joined the Marines in 1996, serving for almost 20 years. Between 2001 and 2009, he was deployed three times in Afghanistan and two times in Iraq.

During the course of his service, he earned a number of awards, including combat action ribbons for Iraq and Afghanistan, a Navy

and Marine Corps Achievement Medal, Navy and Marine Corps Commendation Medal, an Operation Iraqi Freedom Medal, Operation Enduring Freedom Medal, and a Global War on Terrorism Medal.

Akheteebo was honorably discharged in February 2015.

The Assyrian people are an ethnic minority group that have traditionally lived in what is now northern Iraq, northeastern Turkey, northwestern Iran and northeastern Syria.

They were one of the first nonJewish ethnic groups to convert to Christianity. The Arabic conquest reduced them to a religious minority, and the subsequent

centuries saw periods of toleration and periods of discrimination and persecution.

Concerns about persecution against Assyrians were in the news again in recent years, as the Islamic State and other Islamic extremist groups attacked Assyrian cities in Iraq and Syria, sending tens of thousands fleeing the war-torn countries.

Friends and family attended the March 22 ceremony in numbers large enough to fill a decent portion of the village hall seating area. Akhteebo thanked them, saying that their support was very important to him while he served.

“I can’t say ‘thank you’ enough for being here,” he said.

Akhteebo added that he was very proud to be a part of the AssyrianAmerican community.

During this free inspection, Copley will evaluate the exterior of the property to identify potential risk areas for wildlife to reside, as well as to provide tips to reduce wildlife’s presence around

your property. The wildlife that residents most often complain about are skunks, raccoons and possums. They bring with them the risk of rabies and distemper, which can potentially impact a family pet. By having this free inspection done, residents will gain valuable information to reduce the impact of wildlife on their property.

Summit of Uptown hosts St. Patrick’s Day lunch, fashion show Annual fundraiser helps local social service agencies in Park Ridge

The Summit of Uptown retirement community continued to be a center for civic activity in Park Ridge this month by offering a full schedule of events for residents and the community.

“We just completed the hosting of our third event this week here at Summit,” Executive Director Irene Sawka said recently. “On Monday, we treated 20 seniors from nearby church senior clubs to our lively St. Patrick’s Day lunch, tours and a party. Everyone seemed to have a good time.”

Summit also hosted a half dozen area seniors and their families to the Big Decisions Progressive Dinner.

Likvan Michael Ernest Likvan, a Niles resident, passed away March 11.

Mike was born Oct. 1, 1926, in Crabtree, Pennsylvania, to his parents John and Anna (nee Pavlik).

Mike lost his father at the age of 7 and lived with his mother and two older sisters, Ann (Dramel) and Helen (DiOrio) in Crabtree. He enlisted in the Navy during World War II as a machinist mate and spent two years on the repair ship, USS Xanthus, traveling through South America and Asia.

After leaving the service, Mike worked in Chicago where he met his soon-to-be wife, Mary Ann Balogh.

They were married May 21, 1949, and moved to Greensburg, Pennsylvania, where, as an accomplished carpenter, Mike hand built the family home and welcomed their six children. In 1965, they moved the family to Niles where they have lived for the past 51 years.

Mike and Mary Ann were married for almost 67 years, and recently when asked for the key to a long marriage, Mike said, “I love her and she loves me,” followed by a wink to his bride.

Upon arriving to Niles and the St. John Brebeuf parish, Mike helped found the St. Vincent DePaul Society at the church and was also involved in the Holy Name Society and the church choir.

Mike was a devout and faithful Catholic, attending services every day that he was able. His love of God and the church was instrumental in his life. He didn’t like to wear his belief on his sleeve but instead demonstrated God’s love through his charitable examples and endless

very successful series intended to introduce potential residents to the community and chat with current Summit residents about their experiences.

On March 18, Summit hosted 115 women at the Park Ridge Community Fund luncheon and fashion show. It is an annual fundraiser for the PRCF, which helps fund about two dozen Park Ridge-area social service agencies.

Mike attended the Illinois Institute of Technology; was a licensed architect; and worked for firms including OWP&P, one of the largest in the city. Architecture allowed him to pursue his passion for drawing and every blueprint was highly-detailed and completely hand-drawn. Mike enjoyed woodworking and creating handcarved gifts for family and friends; and his passion for photography is evident in the decades of family memories he documented in a vast collection of slides and photos.

Mike was a loving and devoted father to his six children, Michele Silva (Carl) of Livermore, California, Kathleen Likvan (Fred Downing) of Missoula, Montana, Marlene Melesko (Vincent) of East Lyme, Connecticut, Michael J. (Jacqui) Likvan of Arlington Heights, Mary Lentzen (Robert) of Naples, Florida, and Margaret Rainone (Robert) of Chicago; a kind and generous grandfather to his three grandchildren, Danielle Swanson (Scott), Alex Melesko, and Nicholas Melesko (fiancée, Samantha Gagnon); and a doting greatgrandfather to Anna Swanson. He was preceded in death by his parents and sisters.

Visitation was March 18, 2016 from 3 - 8 p.m. at Skaja Terrace Funeral Home, 7812 N. Milwaukee Ave., Niles. Funeral was March 19 at 9:15 a.m. at Skaja Terrace Funeral Home to 10 a.m. Mass at St. John Brebeuf Church, 8307 N. Harlem Ave., Niles. Entombment following at All Saints Mausoleum, 700 N. River Road, Des Plaines.
