The Niles Finance Committee got a first look at the village’s fiscal year 2017 budget during its March 15 meeting.

The budget is currently projected to have a $984,300 deficit, due to the new software. There is also some uncertainty related to minimum wage, as well as some of the costs related to switching water supply from Chicago to Evanston.

But overall, the village officials said they tried their best to keep the costs down.

The presentation was the first proposal; throughout April, the village trustees will review it, and figure out what, if anything, they would need to change. Once that happens, the budget will go before

the residents for review. The public hearing is April 25, right before the regularly scheduled board meeting. Niles trustees are expected to approve the final version in May. Village Manager Steve Vinezeano said that the new software was necessary due to a “meltdown” in the finance department a year earlier. Niles Finance Director Jeff Martynowicz told the committee that the staff was actually able to whittle down the deficit considerably from the original $5-6 million estimate.

“If it wasn’t for that [software] expense, we would’ve been able to bring you balanced budget,” he said.

Martynowicz said the budget proposal was completed before the City of Chicago announced a 1.83 percent water rate increase.

keeping the Niles water rates the same and using the water fund surplus to make up the difference And he noted that, because the Cook County Board of Commissioners has been considering a minimum wage increase, the village board would need to decide whether to increase the amount budgeted for salaries just in case.

Martynowicz’s presentation touched upon the village revenue, noting that most of it came from “other taxes” - a broad category that includes the sales tax, the Niles share of the state income tax revenue, a tax on goods purchased outside Illinois, a telecommunications tax, gasoline tax and, for the first time in the village’s history, a video gaming tax. On May 24, 2016, the village board repealed a ban on video gambling. It is expected to bring in $207,360, which would account about 0.24 percent of the total village revenue. The number was calculated based on the 48 video gaming terminals that are

expected to be operational by May 1, which each expected to generate $360 a month.

“We’re pretty confident, based on what were seeing, that $207,360 is accurate number,” Martynowicz said.

He then went on to discuss how the village would spend the money it raised. The proposal calls for the general government to reduce its expenses through “re-alignment of positions in General Government, Legal and Personal.”

The Niles Fire Department will be able to hire six new firefighters thanks to a $875,000-a-year Staffing for Adequate Fire and Emergency Response (SAFER) grant.

The new hires would also allow the village to cut $514 in overtime expenses. The grant would last for two years.

Vinezeano explained that the village would study whether having more firefighters would offset the overtime expenses – and, if so, it may consider making at least

some of the new hires permanent.

For community development, the budget calls for spending $50,000 on the village facade/business reimbursement program, and $70,000 on village marketing.

For public services, Mary Anderson, the department’s director, said that she wanted to spend more money on custodial services.

“It’s much better service, much more high quality service we have been able to get [before],” she said.

“The low bidders disappointed us time and time again.”

The department also budgeted $2,585,000 for water main improvements, $420,000 for sewerrelated repairs and $370,000 toward designing a new stormwater detention at 9101 Greenwood Avenue, and demolishing the existing structures.

Clinic opening 1st suburban location Aligned Modern health to open a clinic at 40 N. Northwest Hwy.

The Park Ridge City Council gave a final approval to two resolutions allowing the Chicago-based Aligned Modern health to open a clinic at 40 N. Northwest Hwy., in the heart of Uptown.

According to its application documents, AMH offers chiropractic services, acupuncture, massage therapy and nutrition services. The Park Ridge location will represent a first for the company, which, up until now, only had locations in various Chicago neighborhoods.

Because it would be located in Uptown TIF and won’t generate sales tax revenue, it will be required to make up the revenue the city would otherwise receive, In its application, AMH stated that the location they will be leasing is similar to its Chicago locations, in that they are located in storefronts on the first floors of multi-story buildings. In this particular case, it will move into a 2,065 square-foot space in the Shops in Uptown building. The company argued that letting it open in Park Ridge would help the surrounding businesses.

“We find that retail businesses are excited when Aligned Modern

Health opens a clinic near them, as our clients typically generate additional foot traffic,” the application stated. “In addition to the foot traffic we generate with our patients, we actively partner with nearby retailers to cross-promote their goods and services.”

That includes hosting events to promote business openings, and encouraging their patients to buy clothing and gear from nearby retailers that may carry such products. The Park Ridge clinic will be open between 1- 8 p.m. TuesdayThursday, 7 a.m. – 1 p.m. on Fridays and 8 a.m. - 2 p.m. on Saturdays.

The application noted that hours may be adjusted depending on patient preferences. The patients will be able to take advantage of the building parking spaces, as well as nearby public street parking. Furthermore, the clinic is located within walking distance of CTA route 68 and multiple Pace bus routes, all of which converge at the nearby Uptown Park Ridge Metra station.

As a medical facility, the clinic had to get a Special Use permit. The city also had to sign off on the lease agreement between AMH and the building’s owner, Uptown Station LLC. Under the existing redevelopment agreement between the city and Uptown Station LLC, when-

ever the owner leases out a storefront for non-retail use, it must reimburse the city for the sales tax revenue the space would generate if the tenant were a retailer. In this case, Uptown Station will pay about $12,570 a year, but the number may be adjusted depending on the changes to the Consumer Price Index. The Special Use application went before the Park Ridge Planning & Zoning Commission on Feb. 14, when it was approved unanimously. The City Council held its first reading on March 6, approving it 4-3. The final reading, on March 20, went smoother, with aldermen voting unanimously to approve it.

They also voted unanimously to sign off on the lease.

COMMISSION RECOMMENDS ZONING CODE CHANGES The Park Ridge City Council held the first of the two required readings on a proposal to make several changes to the city zoning code.

These changes primarily have do with the definitions of the business districts, as well as planned development approval process. The commission held a public hearing on the matter on Feb. 28 and approved the final version of its recommendations during the March 14 meeting. The city council did the first reading during its March 20 meeting, approving it unanimously.

The proposal makes some changes to the definition of B-1 Retail and Office zoning district, specifying that it should generate “relatively minimal vehicular traffic” and require minimum off-street parking, and adds language saying that it can be located near residential districts, and that it can include mixed use buildings with commercial spaces on the first floor and residential units further up.

The definition of B-2 General Commercial zoning district would be also be tweaked, adding language to emphasize that businesses there should serve “both local and regional patrons” and “provide for relatively high off-street parking demand.” While the current language already calls for those districts to be buffered from residential areas, it clarifies that it should be buffered from residential areas zoned as R-1 and R-2.

When it comes to planned developments, it would add lan-

guage specifying that they weren’t intended as a way to get around existing zoning requirements, and emphasizes that both the Planning & Zoning Commission and the City Council can impose “specific conditions” as part of the approval process. It would also change many details of the planning process. Among other things, it would explicitly require the developer to consult with representatives of Park Ridge Fire Department, as well as the city’s Community Presentation and Development Department and Public Works department, before filing the application.

Along other things, they would look at whether the planned development is in compliance with existing zoning regulations, the Park Ridge comprehensive plan and the city’s development goals and policies.

Deep State hasn’t gone away Point of democracy is to empower public interest, which means public must be aware

BY ROBERT C. KOEHLER TRIBUNE CONTENT AGENCY “In a statement to WikiLeaks, the source details policy questions that they say urgently need to be debated in public . . .”

Let me interrupt this quote from the world’s declassifier in chief, regarding its latest release of impertinent, humiliating and shocking data about the American security state, simply to absorb this statement of the obvious: There is an urgent need for public debate - ongoing public debate - not simply about this or that new revelation gifted to the world by an anonymous whistleblower, but about the very fact that “national security” is a game played in secret, against a mysterious, shape-shifting array of “adversaries.”

Does this game have anything at all to do with either the nation’s security or the safety and stability of the whole planet? Whose interests does it serve?

How does secrecy mesh with accountability?

The WikiLeaks statement, from a press release last week, goes on: “. . . including whether the CIA’s hacking capabilities exceed its mandated powers and the problem of public oversight of the agency.

The source wishes to initiate a public debate about the security, creation, use, proliferation and democratic control of cyberweapons.”

The essence of this latest leak is that the CIA has a “malware arsenal” that allows it, as the Washington Post reports, “to steal data from iPhones, seize control of Microsoft-powered computers or even make internet-connected

And this creates “a breach that is likely to cause immediate damage to the CIA’s efforts to gather intelligence overseas and place new strain on the U.S. government’s relationship with Silicon Valley giants, including Apple and Google.”

The problem with the stories I’ve read thus far on this latest leak is the same problem I see in most mainstream reporting about U.S. military and security operations: a virtually total lack of context, combined with vague and evasive terminology and a quietly lurking, unquestioned sense of moral superiority in relation to the rest of the world. The institutions of American dominance mostly get a free pass from the media to do what they do, and their annual budgets never provoke the question “Where will the money come from?”

This is what former Republican congressional aide Mike Lofgren has called the Deep State, a term describing a private-public governing consensus on war, on money - that is beyond the reach of democracy and not subject to public debate . . . unless a whistleblower somewhere, in collusion with WikiLeaks or a journalist, releases data that makes a debate unavoidable.

Fascinatingly, this concept, or a trivialized version thereof, is all over the media right now, thanks to Donald Trump and his acolytes, such as Iowa Republican Congressman Steve King,

who just generated a surge of controversy over his idiotic tweet, “We can’t restore our civilization with somebody else’s babies.”

But America’s troubles aren’t limited to dark-skinned foreigners and their offspring. King also recently discussed another bogeyman Trump is in the process of confronting: “We are talking about the emergence of a Deep State led by Barack Obama, and that is something we should prevent,” he said. “The person who understands this best is Steve Bannon, and I would think that he’s advocating to make some moves to fix it.”

And suddenly the Deep State is reduced to a conspiracy theory: a farright joke in a tinfoil hat, to be dismissed with utter contempt.

For instance: “The problem in Washington is not a Deep State; the problem is a shallow man - an untruthful, vain, vindictive, alarmingly erratic president,” New Yorker editor David Remnick tells us, proclaiming in no uncertain terms: “There is no Deep State.”

And there you have it. Remnick’s certainty allows Liberal America to devote all its attention to opposing Trump. Oh, if only he were right! If only we lived in such a country, which has made only this one mistake, of quasielecting a lying, tweeting billionaire to its highest office, but otherwise has waged its wars and conducted its surveillance and made its money and forged its global dominance with integrity.

Lofgren himself, in a recent interview with Nafeez Ahmed, described the Deep State with far more complexity: not as the clearly defined, imaginary entity that both Remnick and King reduced it to, but rather as an organic, fluctuating convergence of powerful interests, including Trump’s.

Benet’s Jaseckas leads All-Area Team

During Benet Academy’s backto-back state title runs in 2015 and 2016, much of the attention was givn to the guard play on both the offensive and defensive side of the ball.

With guards like Kathleen Doyle leading the way, Benet was known its full court press as well as ability to shoot from the perimeter.

One of the biggest reasons the Redwings had that luxury was the play of Katie Jaseckas.

Jaseckas, the 6-foot, 1-inch, Truman State-bound center, leaves the program as its all-time leader in rebounds (741) and second in blocked shots (209). It was that play that allows the guards to shoot threes, knowing Jaseckas would be there for the rebound and apply pressure knowing if a team beat the press, they had her guarding the rim.

“Katie has been the backstop behind the Redwings full court press for the past three seasons,” said Benet coach Joe Kilbride. “She is one of the best shot blockers and rebounders in the school’s history and has been the starting center for Benet teams that have compiled a 94-11 record in her three full seasons on varsity.”

This season, Jaseckas averaged 12 points, 8 rebounds, 2.2 blocks and 1.9 steals per game and led Benet to a 28-5 record and a sectional title. For those accomplishments, she has been named the 2017 Voyager Media girls basketball Player of the Year.

Jaseckas was also named to the East Suburban Catholic Conference team, was all-tournament at the Montini Holiday Tournament and was the Most Valuable Player at the Naperville North Holiday Tournament. She was also named to the Illinois Basketball Coaches Association second team all-state.

With talent surrounding her all three years of her career, Jaseckas knew she didn’t have to bear the entire load. But when the playoffs came, she wanted to.

“In the playoffs, I knew I didn’t want to go home,” she said. “I knew I had to do whatever it took.

All year, we always knew someone would pick up the slack. If I wasn’t having a good game, I would just do the dirty work like get a rebound and pass the ball to whoever was hot.”

She said that while the championships were a great bonus, he time at Benet was not all about the wins.

“I couldn’t have asked for anything more amazing than the teams I have had and the ride that I had at Benet,” Jaseckas said. “Coach Kilbride made it a phenomenal program. I just love spending time with my team. Winning state two years in a row and this year we won the sectional and had so much fun. This year after we lost, on the ride home, we cried and then we had a dance party on the bus because it was our last time together.”

Other members of the Voyager Media All-Area first team are:

BROOKLYN BACHMANN MINOOKA Senior averaged an area-best 20.9 points per game, along with 3.5 rebounds.

She ended her career as the alltime leader in points in school history with 1,523.

Was named to the All-Southwest Prairie Conference team and was Class 3A/4A IBCA all-state honorable mention. She will attend Bemidji State University in Minnesota.

SAM GALANOPOULOS NILES WEST Sophomore was the starting point guard for the Wolves. She averaged 17.1 points, 5.5 rebounds,

2.8 steals and 3.3 assists per game.

She scored more than 30 points in a game 3 times this season. She made the Central Suburban South All Conference team and was also on the York Thanksgiving and Nazareth Holiday All-Tournament teams.

“Sam had a wonderful season for us but the best is yet to come from this sophomore,” Niles West coach Tony Konsewicz said.

OLIVIA JENKINS PLAINFIELD EAST Junior averaged 12.79 points and 7.18 rebounds per game this season.

She was named to the Marist Thanksgiving All-Tournament team and was Class 3A/4A IBCA honorable mention all-state.

“Olivia is a fierce competitor that will do whatever it takes to help the team win. Some games it was score, some it was rebound, others she set the tone by diving on the floor for loose balls. She refused to let us lose,” Tony Waznonis said.

HOLLY LUEKEN DOWNERS SOUTH Sophomore forward averaged 15.8 points and five rebounds per game, while recording 65 blocked shots.

TSIMBA MALONGA BENET ACADEMY Junior point guard averaged 12 points, 3 rebounds, 3 assists and 2.2 steals per game.

After sitting out her sophomore year due to transfer, the starting point guard led the Redwings to 28-5 record and sectional championship. She made the all ESCC All-Conference team and was alltournament at both the Naperville North and Montini Holiday Tournaments. She was named to the Class 3A/4A IBCA all-state third team.

“Lota is the embodiment of a competitor,” Waznonis said. “She was a key part in helping lead us to the success we had this year, not just as an athlete, but also as a leader.”

Her boyfriend graduated, too, and he has over $100,000 in student loan debt. They want to get married, so she’s looking for a job. He wants to go to graduate school, and take out more loans to remain a full-time student. The idea of even more debt hanging over their heads really bothers her. Do you have any advice?

DENISE DEAR DENISE, You don’t throw away a great, potentially lifelong, relationship just because of debt. Things like laziness, dishonesty, and irresponsible behavior are deal breakers, though.
