Niles journalists, village staff take heart health challenge

For the second time in the past two years, the reporters of all community newspapers covering the village of Niles – Niles Bugle, Niles Journal and Niles HeraldSpectator – were invited to face off against each other, village officials and members of village staff, all in the name of promoting heart health.

This time around, Niles Journal’s Tom Robb and this less than humble reporter took that challenge, and I’m proud to say the Bugle was victorious in this year’s Niles Reporter Heart Health Month Challenge.

We competed against each other, as well as village staff. The village was represented by Niles Director of Communications

Hayley Garard, Niles Village Manager Steve Vinezeano, Village Trustee John Jekot, Niles Family Services Director Tony Hollenback, Niles Senior Center Director Kelly Mickle, Niles Teen Center Director Mark Williams, and Niles Fitness Center staff member Natalie Burke.

Mayor Andrew Przybylo took part in the event, as well.

The Healthy Reporter Challenge was held at the Niles Family Fitness Center Feb. 18, at 10 a.m.

The first challenge was the free throw, and I will be the first to admit that I have never had a particularly good aim. So, I wasn’t too surprised when I was the only one who didn’t score a single basket. Robb won this particular reporter challenge, and Jekot won the overall contest, scoring eight baskets.

Next came a half-mile walk. I made up for lost time, not only winning the reporter challenge, but getting third overall. Gerard took first place, while Williams earned second. Robb wound up in seventh, ahead of Jekot and the mayor.

Next came Wii bowling.

Somehow, I managed to make it

this far in my life without playing any Wii game. But bowling is one of the few sports I’m decent at, and I didn’t do too bad in the digital version. I won the reporter challenge and scored second place overall, with Garard, once again, coming in first.

During the Feb. 23 village board meeting, Przybylo had a few kind words about the event.

“I was there, and it was lots of fun, and Igor did a heck of job,” he said.

And while getting some praise is always nice, it’s not what it was really about.

Caldwell Rec Center takes shape Niles Park District discusses construction plans for new facility

Plans for new Niles Park District facility at 7847 Caldwell Avenue are slowly but surely taking shape.

For the past few weeks, the park board of commissioners held several special meetings to discuss what the space would look like once completed.

The new Caldwell Recreation Center will have an indoor soccer field, an indoor basketball court, a dance studio and a multipurpose children’s activity room. Some of the details – most notably, plans for the front desk – still have to be worked out.

Executive Director Joe LoVerde told the Bugle that the organization

hopes to start construction by summer or fall of this year and complete construction by summer 2017.

The Caldwell Recreation Center will be located in south-central Niles, amid industrial facilities and residences. According to LoVerde, the building went through many uses over the years. It was a tennis club in the 1960s and 1970s. The building was mostly used for storage.

The park district bought the property in 2015 to provide more space for its sports programs. It contracted Wight & Company, a Chicago-based architectural firm, to handle the design.

In her presentation to the board, architect Laura Patterberry explained that the original “L” shaped building would be completely gutted. While the building’s underlying structure is sound, she said the building surfaces and interiors deteriorated to the point that it made more financial sense to replace them

completely.

The plan calls for turning the open space on the property into a parking lot with 111 parking stalls.

LoVerde said the park district was planning to negotiate with nearby businesses to potentially get some overflow parking during games and events.

A soccer field would occupy most of the south half of the building, while a basketball court would occupy the west section.

A dance studio, activity room and most of the offices would be located in between the two. The entrance and the main lobby would be located at the spot where the building curves, providing easy access to all of its sections.

Patterberry explained that the entrance would have two sets of doors, acting as “an airlock,” so that cold air does not blow into the lobby every time a visitor opens the door during winter months.

Under the plan, the lobby would have two desks – a small desk near the basketball court entrance and

a larger, half-circle desk by the east wall. LoVerde suggested putting in a full-circle desk closer to the middle of the lobby.

He argued that it would allow staff to monitor all parts of the lobby while, as well as break up the flow of people heading to different parts of the building. Golf View Recreation Center, which is located further south of Caldwell, has a similar design, he added.

Commissioner Ray Czarnic said he thought the idea might have some merit – though he also said he was in favor of keeping the smaller desk near the basketball courts.

“Let me lay it out to see what it looks like,” said Patterberry.

The plan called for a concessions area in the lobby, directly east of the entrance. However, LoVerde said the park district may go for something simpler.

“We are not even sure yet if want to make the big investment in concessions area or just recess the wall and put in vending machines,” he said. “I don’t think [concession sales] are driven in recreational environments.”

Putting in full-fledged concessions, LoVerde said, could

cost as much as $125,000 to instal, and said he wasn’t sure that the revenue the park district would get from sales would justify the expense.

Czarnic added that he thought the demand might be there, especially during games. One staff member suggested that the park district could simply contract a local eatery for those occasions.

Another aspect of the plan that still hasn’t been finalized is what materials will be used for the building’s new exterior.

Patterberry said there were many possible combinations of metal, resins and polycarbonate.

After some discussion, the board decided to look at some of existing structures that use this material.

One thing that is certain, according to Patterberry, Wight will make every effort to hide HVAC systems as much as possible.

LoVerde told the Bugle that, while he was hopeful that the construction would proceed on schedule, there is one hurdle the park district will need to clear.

“We still have to [approve] the bond issue to sell in October,” he said. “We want to be sure, so we have a proper funding.”

To address this problem, Heartland proposed creating three lanes. But this created another problem – the plans would affect the parking spaces along the driveway.

Under the current arrangement, office tenants use parking spaces on the north side during the office hours, while residents use parking spaces on the south side and use the north parking spots during the

off hours.

Residents were concerned that the lanes would cost them parking spaces.

In response, the developer agreed to reserve the south side parking spaces for residents to use and add more parking on the development lot. The developer also agreed to tweak the building designs so that the residents would turn north on the private roadway that will run

Mixed-use project unveiled Residence of Morton Grove would replace office building near southwest corner of Waukegan and Dempster

The Morton Grove Village Board got a first look at the longdiscussed, mixed-use project at 8700 Waukegan Road during its Feb. 21 meeting.

Although the board isn’t to vote on whether to approve the development until March 28, Morton Grove Community Economic Development Director Nancy Radzevich said she wanted to share the plan so residents had an opportunity to comment.

Many residents who live nearby the proposed development have decried the project.

The new development, which is officially known as the Residence of Morton Grove, would replace an office building near the southwest corner of Waukegan and Dempster. It was developed by Equibase Capital Group through its

subsidiary, Heartland Real Estate Partners. The project has been in the works since 2014 but experienced several delays, as plans changed and Heartland waited for the village to approve tax incentives.

The plan unveiled during last week’s meeting incorporated several changes that were designed to address concerns raised by the residents of Morton Grove Estate, a condominium complex directly south of the site.

The current plan calls for two buildings – a seven-story, 184unit residential building and a 14,000-square-foot commercial building. The first two floors of the residential building would include a 237-space parking garage and a main lobby. The third floor would have 37 apartments, a fitness center and an outdoor area. Floors four through six would only have apartments, while the seventh floor would also have its own outdoor area – complete with grills and a

fire table. Designs are still being developed for the outdoor areas.

The apartments will lease for between $1,400 and $2,500 per month.

The commercial building would largely be occupied by small retailers, while 51 outdoor parking spaces would be reserved for customers and employees. Plans also call for 39 outdoor parking spaces reserved for residents and 18 surplus parking spaces for guests.

Radzevich explained that, when the businesses are closed, guests would be able to use business-only parking.

One of the biggest sources of contention was the fate of the driveway that runs between the lot and Morton Grove Estates.

Condominium residents currently use it to park and drive out of the complex, and many were worried that the extra traffic from the new development would clog up the driveway. Residents were also

Park Ridge crime rates hit 5-year low Police chief says decrease was due to a combination of factors

Park Ridge saw its crime rates drop by almost 11.5 percent in 2015, leading to the lowest crime rates the city has seen in the past five years.

According to information provided by the Park Ridge Police Department, crime rates have decreased in most categories, compared with 2014. The only category that saw any increase was arson, while the number of robberies and motor vehicle thefts remained static. Overall, the information indicates a five-year downward trend in all categories.

During the Feb. 15 Park Ridge City Council meeting, officials praised the Park Ridge Police Department for their good work.

“Thank you to our police officers and our police chief for the good work on that,” Second Ward Ald. Nicholas Milissis said.

Police Chief Frank Kaminski told the City Council that the decrease was due to a combination of several factors, rather than any one single tactic. He cited greater community outreach and collaboration with other law enforcement organizations as major reasons for the decrease.

“We are very happy,” Kaminski said. “Everybody gets to celebrate.”

Kaminski also expressed a hope that these strategies would continue to drive the crime rates down this year.

According to the police department, Park Ridge’s 2015 crime rate was 1083.2. Because the most recent state and county crime data available is from 2014, it’s hard to gauge how the city compares. But the Park Ridge Police Department said the city’s overall crime rate has declined by 20.1 percent since 2011.

As in the previous year, the city did not have a single homicide or forcible rape in 2015. The rate of robberies remained the same as in 2014, but the police department said that it still means that Park

Ridge had the smallest number of robberies in the past five years. Over the past five years, the number of robberies declined by 42.8 percent.

The rate of aggravated battery and assault crimes decreased by 71.7 percent since 2014 and 85.8 percent since 2011. The rate of residential burglaries decreased by 3.8 percent since 2014, but the long-term decrease is more drastic, with the rate dropping by 45.7 percent since 2011. The rate of thefts decreased by 14.4 percent, which is a more dramatic decrease than the overall 6.5 percent decrease since 2011.

The rate of motor vehicle thefts remained the same 2015.

The police documents said the rate increased by 16.9 percent since 2011, but added that it’s only because of the increase between 2011 and 2012. Since then, they insisted that the rate has been declining.

Finally, the number of arsons increased by 196.3 percent. But that figure is less drastic that it may seem, as arson makes up a small percentage of Park Ridge crimes.

The sizeable spike was caused by two additional arsons. The 2014 saw a dip in arsons, but the 2015 rate is the same as 2013 and 2011 rates.

When Acting Mayor Marty Maloney asked the chief what might have caused the drop in crime rates, Kaminiski replied that there wasn’t just one reason.

“I think it’s the work we’ve been doing to try to regain public trust – I think that worked,” he said. “People are talking to us.”

He also said increased foot patrols probably helped as well, as did greater collaboration with other area law enforcement agencies, the more community-orientated approach to policing and community-police collaboration programs such as Police and Community Together.

And sometimes, Kaminski said, it was for reasons that were harder to pin down.

“I think sometimes, it’s just plain luck,” he said.

In District 20, new candidate Merry Marwig is running unopposed in the Democratic primary. Republican candidate Michael McAuliffe is running unopposed in his party’s primary. The district includes parts of unincorporated Maine Township, sections of Park Ridge northeast of the Metra tracks and much of southwestern quarter of Niles.

In District 55, which includes the remaining portions of Park Ridge, incumbent Martin Moylan is running unopposed in the Democratic primary. Dan Gott is running unopposed in the Republican primary.

In District 8 of the Illinois State Senate, incumbent Ira Silverstein is running unopposed in the Democratic primary. In Senate District 10, incumbent John Mulroe is running unopposed in the Democratic primary.

Neither district has a Republican primary candidate. District 8 includes most of Niles, Morton Grove and unincorporated sections of Maine Township. District 10 includes southwestern Niles and most of Park Ridge northeast of the Metra tracks.

In District 28, which includes the remaining sections of Park Ridge, incumbent Laura Murphy is running unopposed in the Democratic primary. In the general election, she will off against Republican candidate Mel Thillens, who is running unopposed in his party’s primary.

Voters will also be able to vote for congressional candidates for party nominations. In the US Senate race, Republican primaries feature incumbent Mark Kirk facing off against challenger James T. Marter. According to Marter’s candidate statement, he is running on a more socially conservative platform than Kirk.

On the Democratic side, three candidates are vying for their party’s Senate nomination.

They include U.S. Rep. Tammy Duckworth, D-8th; former Chicago Urban League CEO Andrea Zopp and State Sen. Napoleon Harris, D-98.

The U.S. House of Representatives race is less competitive, for now. Long-time incumbent Jan Schakowsky is running unopposed in the Democratic Primary for the 9th Congressional District. Her Republican challenger in the November general election, Joan McCarthy Lasonde, is running unopposed in the Republican primary.

Stacks are higher in some area races for the Illinois General Assembly.

Democratic incumbent John C. D’Amico is facing a challenge from Jac Charlier to be the state representative of Illinois House District 15, which includes most of Niles and Morton Grove. The winner will face Jonathan Edelman, who is running unopposed in the Republican primary.

However, most state primaries only have one candidate for each party. Several districts with long-time Democratic incumbents are not facing challenges from either party. In Illinois House District 16,

On March 15, residents of Niles, Morton Grove Park, Park Ridge and incorporated Maine Township will have a chance to cast their ballots – though only some of those votes offer more than one choice.

For Niles, the biggest issue is three referenda, one of which is binding. That referendum would reverse the results of a November 2014 referendum that removed the Niles mayor’s power to fill village trustee vacancies. Instead, it required the vacancies to be filled during the nearest municipal election. If the vacancy occurs less than 196 days before an election, the vacancy would be filled at the following municipal election two years later.

The Feb. 23 village board meeting was the last before the primary, and Mayor Andrew Przybylo made his case for returning that power to the mayor. Przybylo said filling trustee vacancies promptly is necessary to keep the village functioning during emergencies, repeatedly describing the

that responsibility as “emergency powers.”

As previously reported by the Bugle, certain board decisions require at least four trustees, such as votes on emergency disaster relief, lease of equipment and machinery, rejection of interest arbitration decisions in village union contracts, issuing bonds for water and sewer repairs, and transferring funds between village departments.

Przybylo argued that if the board ever has three vacancies at once, it wouldn’t be able to cast those votes at all. This, he added, could plunge the village into a crisis. He raised the same arguments in the run-up to the 2014 vote.

Niles voters would also be able to vote on two advisory referenda. The first asks whether the village should make improvements to the area surrounding the Leaning Tower of Niles. The second concerns village funding of community service programs run by the Niles Senior Center, Niles Family Services, Niles Teen Center and the Niles Family Fitness Center.

Niles police warn of home alarm systems scam The Niles Police Department said it has been notified by legitimate alarm companies in the Chicago area of a scam targeting homeowners.

According to Early Warning Alarms, subjects are going door to door and telling homeowners that they are affiliated with the alarm company. The subjects may try convincing homeowners to sign a new five-year contract, according to the company. They are doing this by telling homeowners their current alarm company went out of business, they need to update their security equipment or contact information, or a contract change

would save the homeowner money.

Niles police said they have not received reports regarding this type of scam. However, due to the nature of the scam, the department chose to alert the public.

“If you have fallen, victim to this scam you are asked to file a police report immediately,” Sgt. Robert Tornabene said in a news release.

The department also offered several tips homeowners can follow to prevent them from falling victim to the cam.

Police said customers should call their current company, using the phone number on paperwork already in the customer’s

possession, before signing any contracts or changing their service.

They can also speak to a family member, or contact their local police department to determine if a solicitation may be a potential scam.

If solicitors come to your door, police said you should ask them for a business card with their company name, their name and phone number on it. If they represent themselves with a business card from your home alarm company, call the telephones number on your billing statement to verify this is a verified contractor or employee for your legitimate alarm service.

Homeowners may find themselves confronted by sales agents who push their way into a home or refuse to leave.

Police said it’s always safer to say “no” to someone on your doorstep, rather than trying to get a salesperson out of your home.

“Firmly tell the person ‘no,’” Tornabene added. “If they continue to pressure you, close the door and call the police.”

Additionally, high pressure scare tactics such as limited-time offers or pressure to “act now” are often signs of a scam. Police said these instances should be reported immediately to police.

I was beaming with excitement one afternoon in spring 2010, during one of my journalism classes at Roosevelt University. We were studying how to use new media and technology within our field, when a nearby classmate, who was not diagnosed with a disability, made a comment that hit me like a brick.

“Why is this technology so retarded,” the classmate said, without knowing who might be affected by this word.

The classmate had no idea that the use of the “r-word,” even as it was not directed towards me, still hurt.

“Using the r-word against us athletes hurts us because most people don’t think before they actually say the words,” said Georgia Hunter, my friend and fellow athlete and Global Messenger in Special Olympics Illinois. Georgia has been diagnosed with Down syndrome.

across the country are spreading awareness in the eighth annual Spread the Word to End the Word campaign.

For those of us with special needs, as well as for our family and friends, the word “retard(ed),” or the “r-word” as it is referred to in the campaign, is extremely offensive – even when the word is not directed toward us. If someone, like my former classmate, uses the “r-word” about an inanimate object to mean that the object is slow, this connotes a similar meaning that those of us with special needs might learn or act a little slower than others. Thus, there is a negative tone to the use of the “r-word.”

“The cool thing about Spread the Word to End the Word is that there are thousands of events across the country, and everyone kind of goes about it a bit differently,” said Tim Shriver Jr., cofounder of the campaign. “Every event

Facility issues put city employees at risk

As a person who has devoted a good portion of my life to Park Ridge as a volunteer and member of civic groups, I take pride in our community. However, I am not proud of the way the city is treating its workers – namely those who work in city hall and especially in the police department.

Let’s restore the pride in our town by seriously addressing the health and safety conditions in our police department, and return it to a place of safe and healthy working conditions.

system. This is very serious because cooling towers are also a source of legionnaires disease, which could affect employees throughout the city hall complex.

I ask that our city council immediately invest in fixing all of these broken and poorly designed heating and cooling systems so our police department staff and all city hall employees will be able to work in a safe and productive environment in 2016.

For the fourth time in five years, Notre Dame wrestlers advanced to the team sectional tournament at Elgin Larkin.

Unfortunately for the Dons, the result was the same as Notre Dame lost 36-16 to Prospect, but the match was a lot closer than the score may reflect.

The Dons lost three overtime matches and dropped three more matches 3-1.

“We lost three overtime matches that could have gone either way.

Those are momentum and kids believe in themselves,” said Notre Dame coach Augie Genovesi. “We improved in almost every single match from last time we wrestled

them. We closed the gap. We scouted them right, we stopped their fireman’s carry and we only gave up one fall. So, if we win those overtime matches it’s a whole different game.

So, I am proud of the guys.”

The Dons earned four wins in the match, as at 145 pounds, Jake Barzowski earned a 12-4 major decision over Jake Verschoor.

It was a chance for him to end the season on a good note after a disappointing individual tournament performance.

“I honestly wasn’t happy about what happened (at individual state) so I wanted to come out here and end my season on a win, so that was good,” he said. “It is good to end the season with all the seniors and to have the one more match and say

Dear Kurt, There’s always a chance you’ll lose money if you leave it in mutual funds and bonds. That’s the nature of the market. But there’s another kind of risk based on what you’re proposing, and that’s risk of value due to inflation.

Assuming you two are in good health, you could expect to live another 10 to 20 years. Most current CD rates are less than 1 percent. Even if they rise to 2 or 3 percent in the future, do you really want to see that kind of return

when inflation is likely to rise 4 percent annually? That’s in itself a type of risk, so I would urge you to keep that in mind.

No, I wouldn’t advise moving all of your money to CDs. If I were in your shoes, I’d live off the income generated by my mutual fund investments. As for the corporate bonds, I’m not a big fan of those.

They entail almost as much risk as mutual funds without the good returns (on average) over a long period of time.

out and the project would move forward.

“It’s never going to be perfect, but in the end, I think we’re going to have a good product and I think the neighbors in Morton Grove and the neighbors in Niles will be happy,” he said. After the meeting, Radzevich indicated that some of the details are still being worked out between Heartland and the attorneys representing residents at Morton Grove Estates.

Take my sister, Stefanie Smrokowski, 25, for example. She is a doctor of physical therapy and has grown up with an older brother who has special needs. She feels encouraged about the declining use of the “r-word” among medical professionals.

“It’s becoming very common knowledge that you should not use that word,” Stefanie said, adding that she rarely hears the “r-word” especially among younger physical therapists. “There are still some people that maybe aren’t as aware of that, but I think in general we’re all going towards that being common sense to not use that word.”

My friend Tim Shriver, chairman of Special Olympics Inc., said that trend is encouraging.

Seniors invited to participate in local spelling bee Winner, runnerup will move on to regional competition

The Morton Grove Public Library is inviting adults age 50 and over to showcase their lifetime of knowledge

and demonstrate their spelling skills during a Senior Spelling Bee. Area residents can participate in the March 16 local competition or watch as senior spellers compete.

Culver’s of Morton Grove is cosponsoring the local bee and will donate prizes for winnings spellers.

The local bee is open to everyone

over the age of 50. Registration is required for this event, which will take place at 10 a.m. at the Morton Grove Library.

Seniors participating in the local bee can also attend a practice session taking place at the library March 9 at 10 a.m. Attendees will be able to practice spelling and get a

feel for the flow of the local bee.

Spelling seniors will have the opportunity to compete at three levels of the bee: local, regional and state. The winner and runner up of the local bee will move on to compete at the regional spelling bee – date and location to be announced in April. After the regional spelling

bee, the first place and runner-up will continue to the state final.

The Senior Spelling Bee is coordinated by the official spelling skills competition of the Association of Illinois Senior Centers, the Illinois Department on Aging and local senior organizations throughout Illinois.

Voyager Media trivia night brings out the geeks, again 2nd annual trivia night held Feb. 24

More than 50 participants came out to Hollywood Palms Theater in Naperville Feb. 24 for a truly epic trivia competition.

For the second year in a row, Voyager Media held its trivia night competition. The event invited teams of four to answer questions ranging from books and comics to movies and video games.

For the second straight year, team Trivia Newton John blasted the competition. Team members Stacey Adams, of Plainfield; Amanda Kramer, of Joliet; Summer Kornfeind, of Joliet; and Emily Stowe, of Plainfield, each won a 3-day pass to the annual Chicago Comic & Entertainment Expo.

The convention, known simply as C2E2, is scheduled for March 18-20 at the McCormick Place in downtown Chicago.

The trivia competition was divided into six rounds, with 10 questions in each.

Teams were given one minute per question before moving on.

For Trivia Newton John, the win came down to the wire. They finished only one point ahead of second place team Kylo Ren and Stimpy and two points ahead of third place Stella Star and the Starcrashers.

In the end, everyone who attended the event was a winner.

Door prizes were handed out by event sponsor Amazing Fantasy Comics, located in Lockport. The prizes included water bottles, sweatshirts and entertainment figurines.

Hollywood Palms cosponsored the event.
