Przybylo looks to improve government Incumbent Przybylo looks to improve government, attract businesses

Incumbent Niles mayor Andrew Przybylo is facing his first re-election this spring.

On April 4, village voters have a choice between keeping him or electing newcomer Steven Yasell.

Pryzbylo told the Bugle that he aims to build on what he already accomplished and continue pursuing projects he has been advocating for months, if not years. His major priorities would be to improve government efficiency, put together a 5-year infrastructure capital project plan, attract more retail to the Milwaukee Avenue commercial corridor and other areas, figuring out ways to pay off the village’s pension obligations and helping residents remodel their homes to make them more modern and desirable.

While Przybylo has only been a mayor for four years, his history in Niles politics goes further back. He served as a village trustee in 19892013, and he worked as a secretary at the Cook County Zoning Board of Appeals in 2003-2015. The White Eagle restaurant, which he and his family owned until April 2015, is a long-time Niles institution.

When asked about his priorities, the first thing Przybylo mentioned was implementing performance management software. He said that he has seen it in action in the Cook County government, and he was impressed.

“It’s all about [being] productive,” Pryzybylo explained. “If [for example] you have tree replacement programs, and you evaluate how you’re meeting those goals, and what’s it is costing. You go froward and try to reduce those costs, and you hold managers responsible.”

While he said he was determined to make it happen, he noted that there were two major obstacles to getting this in place.

“The software isn’t easy to come buy, and you need other municipalities involved to measure [yourself] against your peers,” Przybylo said.

Even before the election started, the mayor said on multiple occasions that he had concerns about whether the village would be able

to maintain its tax revenue.

“In this day and age, when more shopping is being done through the Internet, we have to be very innovative, in terms of shopping centers, work with them to reinvent themselves,’ he told the Bugle.

He explained that the Niles Economic Development and Neighborhood Renewal Commission’s South Milwaukee Avenue Revitalization Sub-Committee is working on improving businesses in the village’s main thoroughfare, focusing on the section between Albion Avenue and Main Street. One idea that the village is already looking to implement, Przybylo said, was to create a Home Design Remodel District. The idea came from Mike Shields, a member of the commission’s Executive Committee.

“You got different plumbing stores, cabinet places [on Milwaukee Avenue], there are so many – there’s probably 10-12,” Przybylo said. “So [Shields] said, ‘Why don’t we promote that experience, shopping for home remodeling [experience], through an association.’”

The association would work with the village and the Niles Chamber of Commerce and Industry to advertise itself and attract shoppers from Niles and beyond.

His ultimate economic development goal, Przybylo said, is to make sure the village continues to get most of its revenue through property taxes.

“If I can manage to maintain 60 percent sales tax for my budget, then I’m fine,” he said. “Its all about sales tax. I don’t want to raise property tax. Homeowners, they’re already paying enough for schools.”

However, that doesn’t mean the village isn’t interested in keeping and attracting industrial businesses, which don’t necessarily generate sales taxes in the village.

“It helps our economy in that we have jobs available,” Przybylo said. “[Workers] don’t live in Niles, but they come to Niles. They may go to restaurants, because they’re working here. They can go shopping.

And, hopefully, we’ll do more manufacturing in the United States, and that’s where it will be done.”

Yasell criticized the village for relying too much on Tax Increment Financing districts and property tax classification-based incentives.

Przybylo argued that it was a matter of economic necessity.

“The fact is–if everybody stops giving incentives for businesses, then we would stop,” he said. “But this is a competitive world. And if they can build and move a business in Niles, [but] they can do it cheaper in Morton Grove, they can move to Morton Grove. So long as you have convenience, it doesn’t matter [where you’re located]. Fact is, I would love to stop economic incentives, but I have to wait for everyone to stop it.”

At the same time, Przybylo called opponents of such incentives “short-sighted.”

“They want to make it sound like its corporate welfare,” he said.

“This isn’t corporate welfare. If not for those properties, homeowners would have to pay more. And they’d have to have less service.”

Yasell told the Bugle that addressing flooding in the village was his biggest priority. Przybylo said that it’s important to him as well. He touted the success of Tier I stormwater mitigation projects, saying that they saved about 600 homes from flooding. If he’s elected, Przybylo said, the village would continue to pursue Tier II projects, with a new water detention vault on a land the village recently acquired near Golf Mill Shopping Center, by the intersection of Greenwood Avenue and Church Street. Above it, the village will build what Przybylo described as a “destination park,” using Chicago’s Millennium Park and Maggie Daley Park, both built on the site of the former Illinois

Central Railroad freight yard, as examples of what he was looking for.

“The destination park will be [a place where] we can have car shows and farmers’ markets and places people can congregate for different activities,” he said.

When asked to elaborate on how he intends to address the village’s pension shortfalls, he said that he doesn’t have anything too elaborate beyond trying to pay them off as best the village can.

“We just have to continue to include it in the budget, hefty [payments] of our pension obligations,” he said. “We pay more then we have to, by law, every year.”

Przybylo noted that pension obligations are partially driven by facts the village could not control.

“In 2008, pension values were higher because the economy was better,” he said. “Lets say Donald Trump rebuilds our economy to level of 2005, that will help our pensions. Until that happens, we have to add more and more money to it.”

One thing both Yasell and Przybylo agreed on is that turning the area around the Leaning Tower of Niles into an arts and culture destination would help the village. However, the way they each envisioned it was somewhat different. While Yasell’s vision focused on cultural amenities such as a movie theater, Przybylo said that retail component would be a big part of it, too.

“I want to see a very strong retail center, based on arts and culture,’” the mayor said. “Ethnic restaurants supporting a great big park that’s fronted by the Leaning Tower. You

can devote part of facilities to artist studios and residences for artists.

They do it in San Francisco, Los Angeles, they used to do it in in Chicago. We would promote concerts and different artistic initiatives.”

Przybylo was quick to add that having apartments for artists is a challenge.

“Artists typically can’t pay a lot, so there have to be subsidies,” he said.

“But the devil is in the details.”

The mayor also said that he hopes that the nearby Leaning Tower YMCA will build a new facility that will serve as something Niles currently doesn’t have: a community center where members could have activities and performances.

In his interview with the Bugle, Yasell argued that the Village of Niles should be more transparent.

Przybylo argued that this is disingenuous.

“Transparency–it’s very eas to say,” he said. “It sounds very hip, very modern. It makes your opponents sounds like Neanderthals.”

While he did not mention longtime Niles mayor Nicholas Blase by name, he said that “previous mayors” didn’t have committees and commissions, which are largely made up of residents, and that he deserves credit for putting many of them in place. Przybylo also argued that he deserved credit for establishing a village inspector general position.

“Ask [Yasell] how many municipalities have an interdependent Inspector General with the Ethics Board,” he said. “He won’t know how to answer that.”

Board looks to fill library vacancies With too few candidates, Morton Grove looks to appointments to fill library vacancies

The Morton Grove Public Library Board of Trustees has three vacancies for the April 2017 elec-

tion – and there is only one person running.

This forces the library to take the unusual step of reaching out to residents to fill the two remaining spots. Applicants must be Morton Grove residents and reg-

istered voters. Whoever is chosen will serve until April 2019, when they would have an option of running to keep their seats.

The Morton Grove Library board has seven members, and each serves a six-year term. As with the majority of Illinois libraries, their terms are staggered, so that only two or three of the seven trustees’ terms expire every two years. This year, the terms of

Board President Mark Albers and trustees Paul Berg and John Hill expire. Albers is running for the Village of Morton Grove Board of Trustees as part of the Independent Candidates for Morton Grove slate. According to Pam Leffler, the other two incumbents chose not to run for re-election.

The situation is not entirely unprecedented. In 2015, Niles librarian Stephanie Gray found herself

running unopposed for the only seat that was up for grabs after incumbent Arthur Goldstein decided not to run and the only other candidate withdrew his nomination.

The issue is further complicated by the fact that, somewhere along the way, the staggering of the terms was thrown off. Under state SEE LIBRARY PAGE 12

Statistics highlight continued decline in crime The overall crime rate for Park Ridge was lower this year, as compared to last, by almost 3.9 percent. The Index crime rate indicates the prevalence of crime occurring across a given population. It is generally defined as the total number of index crimes per

100,000 inhabitants. As a comparison, based on the most recent publication of Crime in Illinois (2015), the crime rate for the State of Illinois last year was 2300.2, 2927.8 for Cook County and 1083.2 for Park Ridge. In 2016, the crime rate in Park Ridge decreased to 1040.6.

Park Ridge has experienced a 19.8 percent decrease in the crime rate since 2012.

The moment of the fool What if the public could permanently tear open the secret state and demand accountability and openness

Could there be a bigger contrast - in attitude, style, comportment, philosophy? What irony that the two names are now linked in history: Donald Trump forever the successor to Barack Obama, forever the orange-haired blot on his legacy, forever the surrealistic next chapter of the American narrative.

At the superficial level of news and understanding, this is never going to compute. And the way the Trump presidency has begun - white nationalism cozying up with the generals and Wall Street - seems to raise the worst fears possible.

Before this contrast disappears completely into the global chaos the Trump presidency seems bent on creating (that is to say, the new normal), I have a small, cautious observation to make: Maybe Trump is just what we need.

I say this in spite of what he stands for and who he is - in spite of his lies, his racism, his lack of impulse control, his nutball tweets - not because of them.

He’s a dangerous egotist occupying the most powerful position on the planet.

His value lies pretty much completely in the fact that his incompetence is so obvious that, in spite of himself, he winds up exposing problems much deeper than the ones he manifests. And the opposition that swirls around him can only become increasingly aware of the need not simply to stand up to Trump but to rebuild much of America’s political infrastructure.

“In the splurge of ‘news,’ media-bashing, and Bannonism that’s been Donald Trump’s domestic version of a shockand-awe campaign, it’s easy to forget just how much of what the new president and his administration have done so far is simply an intensification of trends long underway,” William Hartung wrote recently. “Those who already pine for the age of Obama - a president who was smart, well read, and not a global embarrassment - need to acknowledge the ways in which, particularly in the military arena, Obama’s years helped set the stage for our current predicament.”

And of course this goes much deeper than Obama. The country’s current state of endless war goes back to the end of

War as a policy, especially perpetual war, isn’t simply one individual’s reasoned decision, but a state of existence flowing from the consensus of governing institutions.

When that consensus exists in the dark, free of public input or scrutiny, the motivating factors of that consensus are likely to be something other than the euphemism known as “the public good.”

For instance: “Given that the Soviet Union no longer exists, that China has become a capitalist economy and that the major difficulties faced abroad are ISIS . . . and related groups, it is deeply questionable why the congressional budget still devotes tens of billions of dollars to Cold War-era nuclear weapons,” Jonathan King and Richard Krushnic write at Truthout. “. . . Where does the pressure for these wasteful and provocative programs - which almost certainly decrease national security - come from?” they ask.

“While military high command and the intelligence agencies also press for nuclear weapons upgrades, corporate profits derived from nuclear weapons contracts may be the most powerful driving force, supported by members of Congress with military research and development . . . and production facilities in their districts.”

This begins to get at it. The ongoing development of nuclear weapons is insane by any measure, but if the ultimate driving influence is economic - cash dividends spread across the Washington consensus - it’s unclear what, if any, political or social force exists that can effectively challenge this, i.e., can undo the entrenched justifications of business as usual even if that business is leading the whole planet toward Armageddon.

Obama couldn’t do it, even though he declared, back in 2009, in his first foreign policy speech: “Just as we stood for freedom in the 20th century, we must stand together for the right of people everywhere to live free from fear in the 21st century. And . . . as the only nuclear

power to have used a nuclear weapon, the United States has a moral responsibility to act. We cannot succeed in this endeavor alone, but we can lead it, we can start it.

“So today, I state clearly and with conviction America’s commitment to seek the peace and security of a world without nuclear weapons.”

What happened instead, as Hartung notes, is that Obama “oversaw the launching of a trillion dollar ‘modernization’ of the U.S. nuclear arsenal (including the development of new weapons and new delivery systems). And one thing is already clear enough: President Trump will prove no non-interventionist. He is going to build on Obama’s militarization of foreign policy and most likely dramatically accelerate it.”

Indeed, “Given the way President Trump has outfitted his administration with generals, the already militarized nature of foreign policy is only likely to become more so,” Hartung goes on, adding that many of his appointees have backgrounds not only in the military but the weapons industry as well.

Back to the contrast between Obama and Trump. Obama, as he coolly articulated the politics of hope, managed to disarm not U.S. foreign policy but the antiwar public. Trump is doing the opposite - and doing it so garishly, so clumsily, that public outrage coalesces around his every executive order. And a permanent movement is very much in formation right now, composed of people who see the government acting with utter oblivion to their will and interests.

They feel unrepresented.

As I pondered this, an image flickered for a moment: I saw a deck of Tarot cards, and there was Donald Trump as The Fool: the card of impulse, audacity and the pursuit of foolish adventure.

This is the card that prophecies, in short, CHANGE. Could it be? What if the public could permanently tear open the secret state and demand accountability and openness in the conduct of its business? What if we decided to stay on permanent alert and refused to let the lesser human qualities - greed, paranoia, hatred, dominance - determine the planet’s future?

What if Trump has set something into motion that can’t be stopped? You might even call it a revolution.

Local athletes shine in Voyager Media Prep Shootout

About midway through the second half of the Voyager Media Boys Basketball All-Star Shootout Bolingbrook’s Nana Akenten came to the scorers table and asked what the record for points was.

Well, fresh off helping to lead the Raiders to third place in the Class 3A State Tournament the day before, Anenten scored 22 points to help make sure the team scoring record was shattered.

His North group, however, fell short in a upand-down fun-filled final game for the all senior all-star teams on Sunday, March 19 at the University of St. Francis in Joliet.

Joliet West’s Trevian Bell scored a team-high 22 points and wowed the crowd with a series of slams as the South squad pulled away in the final few minutes for a 134-122 victory. Bell’s Joliet West teammate — Tabyous Casterberry tied him for team-high honors with 22 points, as the 256 points easily broke the combined points record, which was set last year in a 120-119 win by Team Gregory - when the format was a little different.

Niles West’s Aaron Flowers scored a game-high 27 points for the North team, which tied Bolingbrook graduate (‘13) and current SMU Mustang Ben Moore for the the second most points ever scored in the nine years of the boys all-star game.

“This was fun to come out and play with these guys,” Flowers said. “We were getting up and dunking it and having a lot of fun. I had never saw any of them play and I came in with no information, I was just excited to play.”

Both teams also surpassed the previous single team high for points, which was 121 by the North squad in 2013 game.

That was no surprise as the combined rosters included six mem-

South team wins girls All-Star Shootout

When the geographical teams were made for the Voyager Media Girls Basketball All-Star Shootout, the South team ended up with a bit of an advantage.

They pretty much all knew each other.

Led by 10 points from MVP Brooklyn Bachmann and a teamhigh 13 points from Jaianna Brooks, the South squad pulled away for a 64-43 victory on a funfilled final game for the all senior teams on Sunday, March 19 at the University of St. Francis in Joliet.

Katie Jaseckas, who helped lead Benet Academy to backto-back Class 4A state championships in 2015 and 16, led the North team and all scorers with 14 points. But the balance of the South team, which was made up of mostly members of the

Southwest Prairie Conference and had 12 of 13 players score, won out.

No matter the outcome, it was a final opportunity to put on their high school uniforms for the players.

“It was definitely special,” said Bachmann, who helped guide Minooka to a 24-4 record this past season. “Especially after ending the season on a bad note [losing 56-49 to Bolingbrook in the regional final].

“I loved playing with them [allstar teammates] after playing [against] them for four years.” .Bachmann had a variety of assists in the shootout game, to help net her the MVP. “I wasn’t thinking about it, but after everything it was nice to get,” she said of the MVP. “It was just nice to come out and play, a nice way to end [high school].”

But it’s not the end for Bachmann as far as basketball goes.

She was also the setter on the Indians state-runnerup volleyball team and was heavily recruited in both basketball and volleyball.

But she decided to continue with basketball in college and will attend Bemidji State University in Minnesota.

“I decided on basketball,” Bachmann said. “In volleyball I ended my career finishing second in the state. But in basketball, especially after the way this season ended, I felt like I still had something to prove.”

With the South team clinging to a 23-22 lead in the opening moments of the second half, Plainfield East’s Maddie Sidman nailed a 3-pointer to trigger a 9-0 run. During the spurt, Bachmann drove to the hoop and was fouled on consecutive possessions. She made 3-of-4 free throws to help extend the lead to 10.

Plainfield East, which had the most successful season in school history - finishing 25-8 and advancing to the title game of the East Aurora Sectional, had four players represent at the all-star game.

“I think the chemistry helped,” Sidman said. “We were all in the same conference and that really helped. It was fun playing against them for four years and then playing together.”

“I has three teammates out there and knew the other players too,” Smoldt said. “Once we got to talk to each other on the bench, we knew what to expect.

Kennedy Collins (7 points) and Lotanna Onua (2 points) also played for Plainfield East.

Mariah Collins (8 points), Tierrah Farris (5 points), and Madison McGath (1 point) represented Plainfield North. Erin Graefen (1 point) was there from Plainfield Central while Tylenea Hood (2 points) and Gabrielle Robertson represented Joliet Central. The only player on the South squad not from the SPC was Lockport’s Elena Woulfe (4 points).

Woulfe, however, had a key steal that she converted into a

layup that triggered the South team to a 9-2 spurt to end the half. Collins capped the burst and the first half by draining a 3-pointer right before the buzzer to give South the lead for good at 23-20.

Jaseckas scored six points as the North team oped the game by jumping out to an 8-2 lead.

“It was really fun out here to meet other girls from other teams and it was one more time with the [Benet] seniors. It was nice to put on the jersey one more time.”

She was one of four Benet players that participated in the shootout. The others were Ali Kramer, Emma Lyne (2 points), and Kendal Schramek (6 points), who helped lead the Redwings (28-5) to a third straight sectional title.

“I watched this all-star game

a couple of years ago when my older sister was in it,” Schramek said of her sister - Emily Schramek, who is now a sophomore at Northern Michigan University.

“So it was great to play in it.”

TyAnn Legrand-Melton, helped Lisle to a Class 2A regional title this season and she scored seven points for the North team.

Being a smaller school, she may not have seen some of the other teams and players that were represented, but she was familiar with them.

Nicole Cyranoski, who is also from Lisle, got to play. Talia Edwards, from Bolingbrook,

chipped in with six points for the North team.

Rounding out the North team was Maine East’s Lauryn AlbaGarner; Downers Grove North’s Hannah Ilyavi and Brigid Miller; Downers Grove South’s Kasandra Rugienius and Addyson Wesolowski; Romeoville’s Lexi Marin (2 points) and Aynna Shelby (4 points); and Resurrection’s Ivy Witczak (2 points).

“I got to play with a lot of people I didn’t know,” Alba-Garner said. “I got to meet other people and they were cool and they played well. It was a fun experience overall.”

Akenten led the way as the lone first teamer, while Bell, Benet’s Jack Nolan and Notre Dame’s Matt Stritzel were third teamers and Lemont’s PJ Pipes and Joliet Central’s Jose Grubbs were on the fourth team.

“I was just playing to play and show the crowd what I’ve got,” Bell said of receiving the MVP award. “The experience was all cool and I just wanted to enjoy the last game and make the most of it. You don’t always get an opportunity to dunk like that in a high school game, so it was a surreal feeling.”

A feel-good award was presented before the game.

The Jeremy Izzo Character Award, which is named after the former Joliet Catholic Academy boys basketball coach, who passed away in 2010. This years award was presented to Lockport’s Matt Smietanski.

“I had no idea,” Smietanski said of receiving the award.

“Coach [Brett] Hespell told me I was nominated and knowing [Izzo’s] story, I was just excited for that. I tried to do my best to turn things around at Lockport and give an example of what to be.”

Smietanski scored nine points in the game, including a couple of dunks, to help the South team to the win. Some of his first memories of watching high school basketball were going to the WJOL Thanksgiving Tournament at USF, where he watched former Lockport player and Voyager Media All-Star Karrington Ward - who is currently in the NBA D League, play.

“Some of my first times watching [high school] basketball were here,” Smietanski said. “So it’s pretty neat to end my career in this sport here.”

Plainfield South’s Devin Smith (19 points) along with Kameron Williams (14 points) and Sedrick Brooks (2 points) from Plainfield Central represented the Plainfield schools.

Jason Bingham (16 points), along with Grubbs (9 points) and Jomare McNair (2 points) helped lead Joliet Central to a 23-6 re-

cord and a regional title before losing to Joliet West 64-62 in the sectional semifinals.

But the crosstown rivalry was put aside in the all-star game as Bingham teamed up with Bell on an ally-opp slam, among other highlights.

“It was just like we were all on the same team,” Bingham said of joining forces with players that were rivals during the season.

“It felt good to be out there playing with everyone. It was fun to go out and play and not worry about defense.”

There certainly was not any much defense being played. The South team trailed for the final time at 28-27 and then Bell had a pair of dunks in a 10-2 burst to help it take the lead. Leading 67-61, the South all-stars ended the half on a 12-2 burst, capped off on a 3-pointer by Bingham at the buzzer, to go up 79-63 at halftime.

A 19-9 spurt, however, by the North team helped it tie the score at 117-117 on a slam by Akenten with 4:01 to play in the game.

But that also meant that both teams substituted — which

they did every four minutes, for the final time. Casterberry then scored six points and Williams had four in as the South team went on a 12-0 run to lead 129117 with just over a minute to play in the game.

Donavan Finch (7 points) and Pete Ragen (2 points) represented Joliet Catholic. Minooka’s Antonio Milazzo (6 points) and Downers Grove North’s Ryan Pustelnik.

Bolingbrook’s Cameron Harris (16 points) joined Akenten in the game for the North squad.

They were fresh off being part of the Raider team which defeated Fremd 70-66 the day before to finish the season with a schoolbest 30-2 record and capture third place in Class 4A for the second time in three years.

“We love basketball, so when you get called to do something like this in front of the people and in with guys from other teams, it is something fun to do,” Akenten said. “We just wanted to get some highlights.”

Chris Heinichen (12 points), Jeameril Wilson (9 points), and Stritzel (8 points) represented

Notre Dame.

“There were a lot of good players out here,” Stritzel said.

Benet had a pair of players — Justin Enochs (9 points) along with Nolan (3 points).

“This was pretty cool to put the Benet jersey on one more time and play with the best players around,” Nolan said. “It is a unique opportunity to be able to come out and play with some of the best players.”

Pipes, who became the leading scorer in Lemont history and helped the Indians give Bolingbrook a battle in the regional title game, finished with 13 points.

“It is fun coming here and connecting with all of them,” Pipes said. “We are all friends and its is fun to have all of in one gym and it is kind of like a little get together before we all leave for college.”

Pipes played for the final time against Bell, who will be his teammate next seaosn at the University of Wisconsin-Green Bay. Downers Grove South’s Dylan Kaczmarek (3 points) rounded out the North team.

I look at my way as a method of just re-routing the money and paying it off each month. Am I wrong in looking at it like this?

CHERYL DEAR CHERYL, Yes, you are. Life never goes as planned. You can have all the wellreasoned and best-intentioned ideas you want, but sooner or later something will go wrong.

Why not use a debit card that has a rewards system attached? Lots of debit card programs offer the same kinds of rewards programs that credit card companies do, with one big exception — you don’t have to go into debt! Studies have shown that the vast majority of people never redeem their credit card air-
