Event canceled after district denies permit Parks, village relationship feels aftermath of Oak Park baseball diamond controversy

Even after the Niles Park District removed the controversial baseball diamond at the northeast corner of Oak Park, the issues it stirred up continue to haunt the parks-village relationship.

During its Feb. 20 meeting, the Niles Park District Board of Commissioners voted 2-1 to deny the Village of Niles’ application for a permit to hold the Niles Classic event at Oak Park. With commissioners Julie Genualdi and Dennis O’Donovan abstaining, this left commissioner Pat Byrne, the current board president, voting ‘yes’ and commissioners Ray Czarnik and Chris Zalinski voting ‘no.’ According to village spokesperson Mitch Johnson, this left the village with no choice but to cancel the event altogether.

Czarnik told the Bugle that his vote was in response to concerns about safety that he heard from residents after last year’s event.

But Zalinski cited the baseball field controversy as a reason, arguing that allowing the event would go against the very same clause in the park district’s lease that the village use to compel it to take the field

down. As previously reported by the Bugle, while the park district operates Oak Park, the land is actually owned by the Village of Niles.

Since 1994, the park district has been leasing it for a symbolic $1 a year. The terms of the lease indicated that the park would only be used for “passive recreation” and that the park district can’t build any “permanent building or structure” on it. A baseball diamond in the northwest corner and a tennis court further south were there before the lease was signed, so those were grandfathered in.

In mid-June of 2017, the park district put in a new baseball diamond in the northeast corner of the park. As Tom Elenz, the Niles Park District’s Executive Director, told the Bugle a few weeks later, it was looking to build something it didn’t have a – a field suitable for kids under the age of 10.

But the move led to backlash from some of the nearby residents, who complained that the diamond was installed without any warning, and that it would hurt their property values and have adverse impact on traffic. They aired their complaints during the June 27, 2017 Village of Niles Board of Trustees meeting.

Danielle Grcic issued a “notice of default” to the park district, saying that it violated the lease. And, when it was found that the permits were issued after the field was actually installed, the village revoked them.

Over the next several months, the village and the park district tried to figure out a solution.

In a statement submitted to the Bugle, Zalinski alleged that the “passive recreation” aspect of the lease was a major sticking point. “[Niles Mayor Andrew Przybylo] stated that because the Park District’s new T-Ball and softball field are “active recreation” activities, the Park District would have to remove the newly constructed ball diamond from Oak Park,” he stated.

The park district wound up doing just that in November 2017.

Meanwhile, on July 20, 2017, Niles held the first Niles Cycling Classic in Oak Park. As Johnson explained to the Bugle, it was an outgrowth of Bike Niles, which the village launched in 2015 to promote biking.

“The Niles Cycling Classic was a professional bike race,” he said. “ It was a part of the Intelligentsia Cup series, a multi-day racing championship across the Chicago area.

Over 400 riders competed throughout the day, ranging from amateur to professional athletes. The event included some food vendors onsite and a family fun ride, but the main attraction was watching the

bike races.”

The park district approved the permit for it a few months earlier, and event proceeded as scheduled.

But when the village asked the park board for approval this year, it was voted down.

Czarnik told the Bugle that, for him, the concern about resident safety was the main reason.

“I live on Overhill [Avenue], which is right in the middle of the area they use for the race,” he said.

“Most of the residents who live there are senior citizens. I had two neighbors complain to me that they felt trapped in their home for the whole day and they did not like that.”

He said that one of them, an 88-year-old man, had to park four blocks away, and walking home “completely wore him out.” And Czarnik said that a young family felt compelled to keep their kids inside while the race was going on out of concern that, with races cycling at high speed, they might get hurt.

“I feel that the Village should find a more open space away from areas where kids play and not in the middle of a residential neighborhood,” he said.

Zalinski said that he voted ‘no’ because he felt the village wasn’t being consistent on the issue of active recreation.

“Bike riding is active recreation,” he said. “Therefore, I could not violate lease with the Village of Niles.

Therefore, I voted ‘no.’ Basically,

the mayor and village of Niles can’t have it both ways. They can’t make us take down our baseball field and apply to have bicycle riding.”

Zalinski said that he would welcome a discussion about amending the lease. But, as it is, he stood by his decision.

“I think the village was surprised that we referred to the situation with Niles and baseball [field],” he said. “iIt was a good meeting for the park district.”

In a joint statement to the Bugle, Przybylo and the Niles Department of Community Development wrote that they had no choice but to cancel Niles Cycling Classic altogether.

“We cannot move the event to another venue because the contract with the organizers must be specific to the entire location,” it stated. “Barring an extension past the March 15 deadline, we do not at this late hour believe we will be able to conform to the deadline.

Therefore, regrettably, the bike race is canceled for this year. We are sure that the spectators and retailers will be disappointed.”

The statement added that the officials hope to be able to hold the event next year.

“We do not believe that the Park Board’s logic for the cancellation is correct,” it stated. “The tenure of the motion makes one wonder if this terrible disappointment has more to do with retribution over the recent Park versus Village disagreements.”

Program honored for making it to state Mayor Maloney: ‘a shining example of creative students working incredibly hard’

Every year, high school theater programs from all over Illinois have an opportunity to apply for an opportunity to put on a play at the Illinois High School Theatre Festival. Eleven schools were chosen to put on full-length plays – and this year, that list includes Maine South High School and Niles West High School.

On Feb. 19, Park Ridge City Council honored Maine South High School students for that accomplishment.

IHSTF was founded in 1976 as an effort to create a state-wide festival where students from schools from different parts of the state got a chance to perform in the same venue without competing with

each other. The basic blueprint from the festival came from regional festivals developed by Jerry Proffit, of the since-shuttered Niles East High School and Cary Libkin of Riverside-Brookfield High School.

While the festival itself isn’t competitive, students do have to compete to get in. Every year, different programs are chosen to put on full-length plays and shorter “showcase” plays. The students handle every aspect of the production. The festival also puts on an all-state play, where individual students from any school in Illinois can audition for cast and crew. A total of 350 students auditioned for this year’s production, “Big Fish,” and 109 were selected.

That included three Maine South students. Tommy Ortman was chosen to play the role of Amos, Jen Beck was chosen as one of the three props crew members, and Grace Dziedzic was chosen to be part of the pit orchestra It wasn’t the first time Maine Township High School District 207 students made it to IHSTF. Maine

East High School’s Drama 3-4 class was chosen for the 2017 festival, where they performed “Too Much Light Makes a Baby Go Blind.” And six Maine South students took place in that year’s all-state production as actors, crew members and pit orchestra musicians.

This year’s festival took place on Jan. 12-13. Maine South students staged “Noises off” twice a day on Jan. 12 – once in the morning and once in the early afternoon.

Tommy Ortman, one of the student directors, told the Park Ridge City Council said that it wasn’t just about putting on a play – it was about watching and learning.

“It is a chance for schools from all around Illinois to take part in various workshops and see various of different shows, “he said.

Michaela Pirangalan, the stage manager, told the council that part of the change was put together a set relatively quickly, then take it apart just as quickly to make room for the next play.

“We did all of it, and I think it was wonderful experience,” she said.

As Maine South theater students and their families gathered in the city council chambers, Maloney read out a proclamation declared them “a shining example of creative students working incredibly hard” and described the performance as “an extraordinary cooperative effort of the cast, crew and faculty.”

Maloney added after he finished the proclamation: “You guys and faculty don’t do things half-way.

The results come through and makes Park Ridge proud.”

Council adopts new commuter parking restrictions The Park Ridge City Council voted unanimously to put in place new restrictions for non-resident commuters who park on the residential streets near Uptown Metra station. On the east side of Prospect Avenue, between Crescent and Stewart avenues, drivers who

don’t have resident permits won’t be able to park on weekdays for more than three hours between 9 a.m. to 5 p.m. On the west side of Prospect Avenue, the same limit will apply between Stewart Avenue and the spot two feet and ten inches south of Crescent Avenue, as well between 8-10 a.m. on both sides of Fairview Avenue between 316 South Fairview and Stewart Avenue.

During the Feb. 19 meeting, they agreed; and while originally, the change was supposed to take effect immediately, they wound up voting to amend the ordinance to move the date to March 19. Ald. Marty Joyce (7th) cast the only ‘no’ vote for the amendment, but he voted to approve the amended ordinance along with everyone else.

Restrictions were put in place after some of the affected residents told the city that they favored them. The city sent out the survey, and of the residents who returned them, all of the Prospect Avenue residents voted in favor, and 79 percent of Fairview Avenue residents voted in favor.

Cure for alcoholism was a boon for business, Dwight From 1879 to 1890, more than 10,000 had taken the Keeley cure

BY MYKE FEINMAN OF THE PAPER (DWIGHT, ILLINOIS) The Keeley Cure initially had gold in it, but the real gold was in the number of satisfied alcohol or other drugaddicted customers who were cured and the social support system from the community of Dwight.

Lynn Neville brought the history of the Keeley Institute to life for those attending a recent meeting of Dwight Historical Society at the Prairie Creek Public Library in Dwight.

The location was appropriate because the building itself is the former clubhouse utilized by patients at the Keeley Institute, located adjacent to the Country Mansion restaurant, also a former Keeley building.

Dr. Leslie E. Keeley, the son of a country doctor, was born in 1832 in New York. He headed West as a young man, graduating from Rush Presbyterian Medical College in Chicago. In 1864, he enlisted and served in the Union Army during the Civil War. “As an assistant field surgeon, he knew opiates were used as anesthesia, as well as alcohol, and the opiates, alcohol and tobacco were also often used in excess by the soldiers ... and they became addicted,” Neville said.

Keeley’s theory was that drunkenness is a disease.

“Keeley suspected that the alcohol, opiates and tobacco contained ‘toxic germs’ that — taken in large and repeated quantities — poisoned the brain, altered the cells and resulted in a disease,” Neville said.

Keeley came to Dwight in 1866, working as a traveling doctor on a 400-mile circuit.

While doing his house-call medical duties, he also worked on a cure for drunkenness. Major Curtis Judd, a prominent businessman in Dwight, became Dr. Keeley’s brother-in-law in

1888, and was a major financial backer for Keeley.

Keeley and Judd were two of the institute’s founding members. The third founding member was an Irish chemist, John Oughton, who joined Keeley in search of a cure.

“In 1879, after years of research and experiments and with Oughton’s help, Keeley was able to proclaim, ‘Drunkenness is a disease … and I can cure it,’” Neville said.

He created the Double Chloride of Gold Cure For Addictions. The cure was also sold through mail order. It was, however, never patented because then the formula would have to be disclosed.

From 1888 to 1895, the mail-order cure cost $5 for tobacco (about $140 in today’s dollars), $9 for alcohol ($250 today) and $10 for opium ($280 today).

From 1879 to 1890, more than 10,000 had taken the Keeley cure.

“As the Dwight Institute location started to be overwhelmed with patients, Keeley, with a vision of serving the world, decided in 1890 to 1891 to begin to open franchises. Between 1891 and 1965, the Keeley Institute had more than 126 Keeley franchises in operation.”

With the prosperous enterprise, “Keeley had visions of bringing thousands more people to Dwight for the Keeley Cure, but the Dwight infrastructure was lacking with no electricity, poor roads, poor sidewalks, and the need for water and sewer line improvements,” Neville said.

Because Dwight officials knew other cities were courting Keeley to relocate his headquarters, talks were conducted in 1891 between Dwight officials and the Keeley Co. to work together to improve the village and keep the Keeley Institute in Dwight.

Among the improvements was the construction of the Chicago and Alton Railroad depot (now the home of the Dwight Historical Society).

At the peak of the Keeley years, 17 trains per day were stopping in Dwight, serving 700 new patients arriving each week. New arrivals were greeted by townspeople and staff at the train stop.

“Keeley patients were free to shop and walk the streets of Dwight, returning to the Institute for the lectures and

counseling sessions, meals and for the gold cure injections and tonics,” Neville said.

Townspeople knew the rules: no gambling, no driving cars, no fraternizing between male and female patients and absolutely no sodas or alcohol.

“Tavern owners would watch out for Keeley patients and report a patient who tried to buy alcohol.”

By the 1890s, the Keeley was reporting that at least 300,000 people had been treated.

But along with success came copycats. Because there is nothing proprietary about the cure and it wasn’t patented, by 1900 there were 800 other “gold cures.” The number of Keeley franchises dropped to 70.

In 1900, Keeley changed the formula to eliminate the gold in the cure. He died that same year at age 68. Major Judd retired and John Oughton lived in the Manse (now the Country Mansion) and by 1916 was the sole owner of the business.

Oughton’s oldest son, Dr. James H. Oughton Sr., was the medical director at the Keeley. But with prohibition around the corner, business continued to slow.

In 1892, the annual gross revenue for the Keeley was $727,000 in 1892 dollars.

By 1920, after Prohibition went into effect, revenue fell to $75,000.

Dr. James Oughton was named president of the Keeley in 1925 after the death of his father, and the formula was changed again, with the term used as “tonic medicines.”

Prohibition was repealed in 1933, and the income spiked to more than $180,000 with 900 treated that year.

Throughout the history of the institute (which closed in 1966) the cure included many of the same supports, such as mutual sharing of difficulties, Alcoholics Anonymous roundups, church attendance, vitamin therapy, and nutritiousness and exercise.

“The Keeley Institute was good to and for Dwight,” Neville said, “and Dwight was good to the Keeley.”

Maine South falls in sectional Hawks claim another regional title, but fall in next game

The 2017-18 Hawks girls varsity basketball season has come to a very sad ending as they were eliminated by No. 3 seeded Loyola in the IHSA sectionals semifinals 62-48 last Monday night at Maine East.

It was a déjà vu experience for Maine South as they fell short in last year’s semifinals matchup against Maine West 44-33.

Despite the heartbreaking loss, the No. 7 seeded Hawks finished their season with an acceptable 21-10 overall record.

“We started this season 18-3, and we lost six straight,” Maine South coach Mike Smith said.

“But I kept encouraging them to stay on the course. And after being 18-9, I felt that we were a better team at 18-9 than we were at 18-3. We learned a lot of lessons along the way despite the six straight loses, and we had some bumps and bruises too.”

The Hawks were able to beat Proviso East two weeks ago 4845 in a close and tough battle during the regional finals at Mather High School.

They have accomplished an astonishing feat by winning their tenth regional championship in the last fifteen years; it’s also the program’s fifth consecutive title in a row.

Maine South win the regional title before falling in the sectional semifinal. been a sensational scorer for the Hawks; especially when she recorded 19 points against Niles West on Feb. 2 to capture a 5546 home victory.

Smith hopes that she will continue her basketball career in the future.

“As a senior, it was important to lead this team by example and show more leadership in general,” Semple said. “I just wanted to get our team far into the state playoffs.”

Seniors Fiona Spuria and

Danielle Ciprian were valuable role players for Smith’s talented core this season, but junior guards Sophia Albano, Nicole Scales, and Hannah Schilling have established themselves as new offensive weapons for the Hawks.

“We’re hoping to lead this team further into the playoffs next year as far as we can go,” Scales said. “Sophia, our teammates, and I are going to try our best. It was a really good season, although it didn’t come out the

way we had hoped.”

Scales and Albano both scored 14 points against Loyola which were the team’s highest scoring total throughout the entire game.

The Hawks are hoping to improve their playing ability by working on rebounding skills; including new defensive strategies for next season.

“Rebounding has been one of our main struggles,” Albano mentioned. “We need to work on getting to the rim more and

create opportunities. It’s been a great season and we overcame a lot of obstacles. I love my teammates.”

Maine South is mostly known building a phenomenal football powerhouse, but the girls’ basketball team is anxious to win their first state championship in school history.

Smith will continue to search for young talent that acquires high potential and excellent captaincy in order to reach the team’s ultimate goal.

Maine S. wins season finale The Maine South Hawks (217) matched up against the Highland Park Giants (14-9) in the final game of the regular season.

Seniors Tommy Gardiner and Grant Miller both recorded a double-double, it’s the first time that two players recorded a doubledouble in a game for Maine South!

After the first quarter, Maine South was ahead of Highland Park with a score of 11-9.

At the conclusion of the first half, Maine South was defeating Highland Park by a score of 26-20.

With 7:25 remaining in the half, Miller scored a reverse layup to put Maine South up 13-9.

Close to the end of the quarter, senior Michael George hit a threepointer on offense, then on defense stole the ball.

After the steal, George assisted junior Essam Hamwi on a layup.

George’s three-pointer and assist put Maine South up 21 to Highland Park 14.

With 1:16 left, George made a reverse layup to extend Maine South’s lead to nine points and a score of 26-17.

Hamwi led the team with eight points at halftime.

Ending the third quarter, the Hawks kept their lead against the Giants by a score of 38-31.

With 4:25 to play in the quarter, Hamwi assisted Miller on an alleyoop dunk which got the whole bench on their feet and cheering.

Miller’s dunk put Maine South up 33-24.

Later, with 1:46 to play, junior Fillip Bulatovic scored a layup and was fouled to create a three point play and make the score Maine South 38 to Highland Park 29.

As the final buzzer sounded of the regular season, Maine South beat Highland Park with a score of 50-46.

Gardiner scored a team-high 15 points, followed by both Miller and Hamwi with 11. Bulatovic scored eight points and George scored five. George led the team with five assists, followed by Hamwi with four. Gardiner, Bulatovic and junior Dan Crane all dished out one assist. George had the most steals for Maine South with two, followed by Crane with one. Bulatovic recorded one block, the most for the Hawks. Gardiner grabbed an incredible 15 rebounds, followed by Miller with 10. Hamwi, Bulatovic and George all grabbed three rebounds for the Hawks.

Crane also recorded one rebound. Gardiner’s double-double included 15 points and 15 rebounds.

Miller’s double-double included 11 points and 10 rebounds.

LOYOLA WINS CONFERNCE Following an emotional pregame ceremony, in which Loyola’s senior class was saluted, the Ramblers found themselves in a dogfight with their in-state rival. A Donte Ingram bucket snapped a 23-all stalemate and sparked an 8-2 run that was capped by a layup from Aundre Jackson, as Loyola broke free for a 31-25 lead.

Illinois State cut the deficit in half on a Keyshawn Evans threepointer with just under a minute remaining in the opening period, but Bruno Skokna’s layup just before the first-half horn sent Loyola into the locker room on top, 33-28.

The Redbirds opened the second half by scoring seven of the first nine points of the period to draw even at 35. Back-to-back three-pointers from Evans broke a tie and provided Illinois State with its largest lead of the day, at 47-41. But, Loyola turned it up on the defensive end of the floor once it fell behind and assembled a 12-5 spurt that featured threes from Ingram and Lucas Williamson, before a Cameron Krutwig layup gave the Ramblers the lead for good, at 53-52, with 4:25 left to play. A Marques Townes basket followed, pushing Loyola’s advantage to 55-52.

Illinois State was able to get within a point on a pair of occasions, but each time, Richardson slowed the Redbirds’ momentum with big threes, with his second one putting Loyola on top, 61-57.

Phil Fayne’s basket brought ISU within two points, but Clayton Custer, who had misfired on his first nine field goal attempts in the game, stepped up and delivered a huge three-pointer that bumped the advantage to 64-59.

The 68-61 victory set off a postgame celebration that hasn’t been seen before in Gentile Arena as the Ramblers cut down the nets and hoisted the Missouri Valley Conference regular-season trophy.

It was a record-breaking regular season for Loyola, which established a new school standard with 15 conference wins, claimed its first outright conference title since 1984-85, and won its most overall games since that magical 1984-85 campaign.

Quit work for school not good plan DEAR DAVE, My wife and I have $72,000 in debt from student loans and a car loan. We’re trying to pay off our debt using the debt snowball system, and we each make about $45,000 a year. She’s a teacher, and she’s planning on going back to school for her master’s degree, but she’s thinking about quitting her job to do this.

She’ll be able to make more money with the additional education, and she would only be unemployed for two years. The degree program will cost us $2,000 out of pocket per semester for two years. Does this sound like a good idea?

CHRIS DEAR CHRIS, There’s no reason for your wife to quit her job to make this happen.

Lots of people — especially teachers — hold down their jobs and go back to school to further their education. I’m not sure trying to make it on one income when you’re that deep in debt is a good idea.

Whatever you do, don’t borrow more money to make this happen.

Cash flow it, or don’t do it. We’re talking about $8,000 total, and you’ve got $72,000 in debt hanging over your heads already. My advice

would be to wait until you’ve got the other debt knocked out, then save up and pay cash for school. You could slow down your debt snowball, and use some of that to pay for school, but I’d hate to see you lose the momentum you have when it comes to getting out of debt.

The choice is yours, but don’t tack on anymore student loan debt.

I know her income will go up with a master’s degree, so from that standpoint it’s a good thing to do. But if you do a good thing a dumb way, it ends up being dumb!

However, there were outstanding costs of $1,500 with the funeral services we had to pay out of pocket, because she had outlived the insurance policy attached to the prepayment plan. I know you say it’s always better to pre-plan, not prepay, for a funeral. Can you refresh my understanding of this?

REBECCA DEAR REBECCA, Let’s use a round figure, and say the cost of a funeral is $10,000.

What would $10,000 grow to 25 years from now if it were invested in a good mutual fund? Now, juxtapose that number with the increase in the cost of a funeral over that time. The average inflation rate of consumer-purchased items is around four percent. So, the cost of funerals, on average, has risen about four percent a year. By comparison, you could’ve invested that money, and it would’ve grown at 10 or 12 percent in a good mutual fund.

Now understand, I’m not knocking folks who are in the funeral business. But lots of businesses that provide these services realize more margin in selling pre-paid policies

than they do in caskets. In other words, they don’t make as much money selling the casket as they do selling a pre-paid policy on the casket.

Do you understand my reasoning? If we knew the exact date she pre-paid, and how much she prepaid, that figure invested in a good mutual fund would be a whole lot more than the cost of a reasonable funeral. It’s the same principle behind the reason I advise folks to not pre-pay college, or just about anything else, that’s likely far into the future. The money you could’ve made on the investment is a lot more than the value of pre-paying.

Pre-planning, on the other hand, is a great idea for many things — including funerals.
