Acting Mayor Marty Maloney and Firth Ward Ald. Daniel Knight sought to address residents’ complaints about the Park Ridge Public Library Board’s recent decision to add a controversial new fee.

During its Jan. 19 meeting, the library board voted 5-3 to impose a $10 per hour fee on “two or more individuals meeting in the library in the course of providing or receiving any goods or services for profit.”

Most notably, the policy would apply to tutors.

The patrons who fall under that category would be required to register with the library and sign in and out whenever they use the library to meet with clients. Library staff would also have the right to ask patrons whether or not they

are conducting business.

The sign-in portion of the policy will take effect Feb. 1, and the library will start charging fees March 1. The library board has been discussing this proposal since the fall of 2015.

Park Ridge’s Jan. 25 committee of the whole meeting was the first time city officials met in an official capacity since the library vote.

Maloney said he wanted to address the complaints he’s been receiving. The acting mayor said a number of residents have contacted him to urge him to remove library board members or otherwise do something to reverse the board’s decision.

“As a mayor, I do have the authority to remove a [board] member for misconduct, and I don’t feel that meets the threshold for misconduct,” Maloney said.

He added that he wanted to avoid interfering with the decisions of another governing board because it would undermine its independence and could lead to abuses of power.

Acclaimed violinist Rachel Barton inspires District 207 orchestra students

Violin virtuoso Rachel Barton Pine performed with the Park Ridge Civic Orchestra Jan. 27. But, a day before, she did something a bit more low key.

Pine stopped by Maine South High School and Maine East High School Jan. 26 to give orchestra students a “master class.” Part lecture, part performance, it delved into the history of violins, the elements that go into the sound they produce and just how versatile the instrument can be.

A Chicago native, Pine has been playing violin since she was 3, and she has been playing professionally since she was 14. Since then, she has won a number of awards and honors, and performed at a wide number of prestigious venues in the U.S. and throughout the world.

While Pine is best known for her classical music performances, she has also played rock and heavy metal.

As she mentioned during the class, there is more overlap between classical and metal music than people may assume, and that some of metal’s biggest stars knew more about classical music than she expected.

Over the years, Pine has held presentations at various schools on a number of occasions. According to the violinist’s official website, those presentations are part of her effort to encourage musical education throughout the world and help young musicians develop their talents.

David Beery, the Maine Township High School District 207 director of communications, told the Bugle that the visit wasn’t Pine’s first time at Maine South or Maine East. She did something similar in February 2014, ahead of her performance with the Park Ridge Civic Orchestra. According to the orchestra’s press release, that visit inspired a record number of students to attend the concert itself.

“Her school visits created a sensation, resulting in 85 students

attending her performance – a record for PRCO’s free student ticket initiative,” the press release stated. “Students at Maine East created a welcome sign outside the school auditorium and presented her with flowers on stage following her concerto performance with the PRCO.” The Bugle got a chance to sit in on Pine’s Maine East class, which took place at 2 p.m. at the school’s auditorium. The violinist talked about the history of the instrument, explaining how the design of the violin itself and the design of the bow changed the sound. She demonstrated the latter, showing how the older baroque bow resulted in a slight but noticeably different sound than the modern bow. She also explained how it affects her ability to produce the kind of sound baroque era composers intended.

“The modern bow is going to be a bit more gutsy, punch up the notes a bit more,” explained Pine. “I’m working harder for the results, but [baroque bow] does it by itself.”

The chance, she explained, was largely driven by the demands of the time. When violins were

Family services, senior center praised for assistance after Jan. 15 fire Staff provided food, shelter for displaced residents

Niles Fire Department Chief Steve Borkowski praised the Niles Department of Family Services and the Niles Senior Center for what their employees did to help residents in the aftermath of a Jan. 15 apartment fire at 9701 Dee Road.

According to fire department reports, the fire was started accidentally and originated on the

fifth floor of a 78-unit building.

Ten area departments, including the Niles Fire Department, were involved in putting out the blaze.

A total of four residents were sent to area hospitals, and one firefighter was rushed to the Advocate Lutheran General Hospital in Park Ridge and treated for smoke inhalation.

During the Jan. 26 Niles Village Board meeting, Borkowski said he wanted to bring attention to the important work family services and senior center employees did in the wake of the fire.

“They found food, clothing and they found shelter for over 50 displaced residents,” said Borkowski, adding that family services had Arabic, Russian and Polish-speaking social workers on the scene to provide immediate

assistance. The chief said he was grateful that there was someone who could provide the kind of assistance his department couldn’t.

“It’s often said, when someone doesn’t know who to call, they say ‘Call the fire department, they can handle everything,’” Borkowski said. “And it’s true, most of the time.

But in incidents such as this, we call family services and senior services when we don’t know what to do.”

Mayor Andrew Przybylo joined in on the praise.

“On behalf of the village of Niles, I would like to thank [Family Services and Senior Services],” he said.

“Great job. All those people who had to go somewhere else [after the fire] would’ve had harder time without family services and the senior center.”

Pizza Wars ends in a tie Annual event raised $14,000 for District 219 Foundation

For the past six years, the District 219 Foundation has been organizing Pizza Wars to raise money to help homeless students throughout the towns served

by Niles Township High School District 219.

This year, approximately $14,000 were raised. The money was raised through ticket sales and donations through the foundation’s website.

District 219 estimates that more than 50 of its students are homeless, and approximately 37 percent of the students within Niles Township are in need of everyday supplies. According to its website, the foundation raises money for a number of purposes,

including buying the students in need gift cards to local grocery stories, allowing them to purchase food and supplies.

This year, tickets for Pizza Wars cost $12 in advance and $15 at the door. Those who attended the fundraiser were encouraged to bring non-perishable food items. Donating those items allowed each attendee one raffle ticket, and they could purchase additional raffle tickets for $3 per ticket or $5 for two tickets.

While the foundation hoped to raise at least $20,000, the final tally came in below that goal. It wound up lower than last year, when the foundation raised more than $17,500.

As usual, attendees could sample pizzas from 10 area restaurants and vote for whichever pizza they thought was the best.

Niles approves residential parking ban for taxis

The village of Niles Board of Trustees voted unanimously to prohibit taxi cabs from parking on residential streets.

Before the Jan. 25 vote, taxis could park on residential streets between 7 a.m. and 10 p.m.

During the public comment portion of the meeting, resident Mary-Ann Hynes said cabs abused that right, adversely affecting the quality of life in her neighborhood. She added that cabs used residential streets as rest stops, parking for hours at the time. In many cases, taxi drivers used the streets to eat lunch, with some drivers eating on the nearby lawns.

The acting mayor also strongly denied rumors that the library wanted to drive away patrons, the city wanted to demolish the library to clear the way for new development and that the library board implemented the policy on behalf of one tutoring company.

“That’s not true,” he said.

caused many people, including parents of young children, to feel intimidated,” said Hynes.

“Some neighbors have taken to parking their cars on the streets to keep taxi cabs out.”

She added that there have been attempts to resolve the situation, but nothing stuck.

“The impact has been very short-lived and bad behavior returned,” said Hyne.

Former village trustee Louella Preston said she supported the change but did have one small concern. One of her neighbors is a taxi driver, she said, and when he invited fellow drivers to house parties, many of them wind up parking on nearby street. She hoped that the new ban wouldn’t apply in cases like this.

“It’s something you’d want to consider,” said Preston.

“It couldn’t be done in a more open and transparent way,” he said. “They let everyone speak who wanted, they listened, they asked questions.”

Knight added that the board didn’t reach the decision lightly.

“It was easily a six- to sevenmonth process where the public was invited to speak,” he said.

“I’m not sure what more they could have done. The governing body, in this case the library board, implemented the policy they saw fit.”

“I am very proud to have tied with Lincolnwood,” the Niles mayor told the Bugle.

“Mayor Turry was a very tough adversary.”

Przybylo said that he enjoyed the event.

“I was happy to have Niles represented by one of the village’s longtime, excellent Italian restaurants, Riggios,” he said.

“Next year, I hope they win.”

Later this month, the Polar Plunge season benefiting Special Olympics will kick off with the annual Super Plunge Feb. 19.

This is a time where we raise awareness on how Special Olympics transforms lives for those of us Special Olympics athletes, and it’s a time to raise funds for Special Olympics. This is the time where individuals in 19 communities across Illinois will be “freezin’ for a reason.” Those who will be taking part in the Polar Plunge will be educating our communities about Special Olympics, as they change the game for a more accepting and inclusive community.

Take, for example, a few years ago, when I had the opportunity to attend a Super Plunge event. I was there as a podcaster, giving listeners a soundseeing experience through audio of what a Polar Plunge is about.

While attending the Super Plunge I got the chance to meet a few of the brave people who, despite the frigid temperatures, took that plunge into Lake Michigan.

One of those super plungers was Dwayne English, a Joliet Police officer.

English had chosen to participate in the Super Plunge for a personal reason.

His son, Cole, has Down syndrome and is involved as an athlete in Special Olympics.

“This is just a wonderful program that my wife and I have been a part of for the last 10 years,” English said.

“This is just a great event that brings crazy people together.”

During the Super Plunge, there is a huge white tent on the North Beach, located on the campus of Northwestern University in Evanston. It is in this tent where the super plungers go and get warmed up before each plunge.

Every hour, once an hour, for 24 hours, Super Plungers, like English, leave the warmth of the tent and walk or run like a herd of cows into the freezing Lake Michigan waters.

Like many who are taking that plunge into the frigid cold water, they do this to raise money and awareness for Special Olympics. As the super plungers learn about Special Olympics, they learn increasingly about the challenges and joys that those of us with special needs experience in daily life. Those participating in the Polar Plunge are beginning to change the world. They are spreading knowledge about the importance of accepting and including those of us with special needs.

I hope that you will learn more about the Polar Plunge, perhaps support someone taking the plunge or take the plunge yourself. Once you do, you will begin to change your community to be a more accepting and inclusive place for everyone. Join me, let’s change the game and get involved with the Polar Plunge.

ALL-STATE Dons’ lefty places 7th in Illinois

O’FALLON – For the second year in a row a lefty from Notre Dame finished All-State.

Last year it was Tom Ochal who finished runner-up at the state meet.

This year it was sophomore Connell Kelleher, who shot a 2,799 to place seventh in the state over the weekend at St. Clair Bowl.

After a solid Friday, it was Saturday that pushed Kelleher over the top with a 1,439.

“It was great,” Kelleher said. “I had more confidence today and a 277. It was a great experience.

My goal was to get top 10 and I did it.”

A 1,360 Friday put Kelleher in 19th place and within striking distance of the top 10.

“It feels really good,” Kelleher said Friday. “I was really down on myself after the first three games, but the 257 really pulled me up in the fifth game. We wanted to advance as a team, but it is all about spares.”

In his first state appearance, Kelleher wasn’t fazed by the

environment.

“I’m used to the environment,” Kelleher said. “I bowl in a lot of tournaments outside of high school, so I am used to the screaming and yelling.”

Ochal also qualified for Saturday as one of 30 individuals not on the top 12 team finalists.

He shot a 1,309 Saturday to finish with a 2,613 total, good for 42nd.

“Everyone was asking me if I was going to win it this year,” Ochal said. “Looking at the results from regionals and sectionals and all the high numbers kind of put a damper on it. I just wanted to make it down as a team again. My goal was just to beat what I shot last year and not focus on rank.”

Ochal advanced after a 1,304 on Friday. However, the Dons as a team came up short of the second day, placing 14th with a 6,314.

“It was sad that the team didn’t make it, but I’m happy I made it to the second day two years in a row,” Ochal said. “I got to have a teammate who advanced with me, so I’m glad he made it, too.

Notre Dame falls in ESCC battle at JCA Hilltoppers use fourth quarter to pull away

After trailing by a basket at halftime last Friday in an East Suburban Catholic Conference showdown with Joliet Catholic Academy, Notre Dame came out in the third quarter and won the third quarter 11-6, holding JCA’s leading scorer, Jalen Jackson, scoreless in the frame to hold the one basket lead entering the fourth quarter.

In the final stanza, however, Jackson would not be held down.

The Hilltoppers ran coach Joe Gura’s motion offense nearly to perfection getting to the basket for layups and pulled away for the 53-43 win.

“Our kids played hard, they played harder. They came up with more loose balls, they attacked the rim and we had trouble stopping them in the fourth quarter. There were not many possessions in that quarter where we stopped them,” said Notre Dame coach Tom Les. “They have several guys that can penetrate but I thought we were in the game. We did a decent job until the fourth quarter and then they scored at will.”

More times than not, that player was Jackson, who tallied 11 of his game-high 26 in the fourth quarter. His 11 points in the fourth was only one behind what the Dons scored as a team in the same eight minutes.

“He stood out, didn’t he? He is awesome,” Gura said about Jackson. “(Notre Dame) has many strengths but one isn’t a lot of quickness, so I thought our quickness helped us getting to the basket at the end of the game. Getting to the hole and making the layups – not getting fouled, but making them.”

Gura said it was the defense that ultimately led to the offense taking shape late.

“When our kids got some stops against them that was huge,” he said. “Then in the fourth quarter, once we got a little bit of a lead, we spread the floor affectively and got to the basket and got to the free throw line. I have run that offense since 1978 and it still works.”

Harold Davis also came up big in the fourth with seven of his 11 points in the frame.

“I thought we did a good job when they did contain Jalen of getting the ball to our other guys in high percentage shots and that helped and we will have to continue that because teams are going to keep having schemes for Jalen,” Gura said.

The Dons were paced by Lucas Simon’s 11 points and nine from Anthony D’Avanzo.

One of Notre Dame’s leading scorers, Amar Becar, was held to eight points – only one basket in each quarter.

Les knows the battle every ESCC game is every year and with one more talented team in the mix, it’s even harder.

“Anyone in this league can beat anyone, that’s for sure,” he said. “But you come out of here tested.”

Council considers restructuring zoning application process Ordinance would give city council final say

The Park Ridge Procedures and Regulations Committee of the Whole gave a first look at a series of changes that would give the city council more say over zoning applications and changes to the zoning code.

Under the current law, the planning and zoning commission has final authority to deny special use permit applications, while the city council has final say over whether to approve them.

Similarly, the zoning board of appeals has final authority to deny zoning variance applications.

The new ordinance would give the city council the final say in either case. It would also loosen the voting requirements to override the planning and zoning commission’s vote against changes to the zoning code.

While the current law requires a supermajority, the new ordinance would make it a simple majority.

During the Jan. 15 committee of the whole meeting, residents and members of the zoning board of appeals raised concerns about the impact of the changes, arguing that it would make the zoning process too political.

In the end, the aldermen decided that there were several issues that they wanted to get more information on before they could vote and agreed to continue the discussion at the next meeting.

The planning and zoning commission’s responsibilities include reviewing site plans for any new developments, and approving or denying them.

While the current law makes the decision final, the new ordinance would let the applicant appeal to the city council, which can either overturn the denial, overturn the denial with modifications to the site plan or agree with the planing and zoning commission’s decision.

The commission also reviews special-use permit applications.

Under the current law, it has the final authority to deny the application. But if it approves the application, the application then goes to the city council for a vote.

The new ordinance would

require the city council to make the final decision in either case.

The ordinance would also remove a paragraph that allows the planing and zoning commission to recommend that the city council make “exceptions” to the zoning requirements, so long as the commission can present a finding of facts based on the evidence gathered at the public hearing to prove that it would achieve zoning district objectives.

The planing and zoning commission also reviews all zoning code amendments.

Under the current law, it the commission rejects the amendment proposed by the city council, the council can still approve the change if a supermajority – 6 of 7 aldermen or five aldermen and the mayor – votes for it.

The new ordinance would reduce the threshold to a simple majority.

The changes also touch on the zoning board’s ability to review zoning variances. Under the current law, the board has final authority to deny applications with major variances, while the city council has the final authority to approve variances. The ordinance would give the city council the final authority in both cases.

According to meeting documents, City Attorney Julie Tappendorf recommended the changes after the discussion about two cases – that fence variance for the 831 Home Ave. property and the ongoing legal dispute over the 400 W. Talcott mixed-use development.

The changes, she argued, would give the city council more legal protection, and remove what she described as inconsistency in the municipal code’s language – the planing and zoning commission and zoning board

of appeals are both described as recommending bodies, yet they have administrative authority.

During the Jan. 25 meeting, zoning board member Missy Langan argued that the changes would make the zoning process subject to political considerations rather than legal facts.

“The [site plan] appeal could potentially have political overtones, where denial could be overturned for reasons other than law,” she said.

The current procedure, Langan said, has worked well for 20 years, and she didn’t see a good reason for changing it because of an “emotional case.”

“It’s the way we’ve been doing it all along and it hasn’t been problematic,” she said.

Langan added that removing supermajority requirements could conflict with state law.

Resident Judy Barclay shared Langan’s concern about the changes injecting politics into the process.

“You just made it political,” she said. “You are going to pit neighbor against neighbor.”

First Ward Ald. John Moran said that, while he didn’t think the changes would make the process political, he wasn’t sure removing the super-majority requirements was a good idea.

Sixth Ward. Ald Marc Mazzuca, who chairs the procedures and regulations committee, said a supermajority could help address concerns about politicization.

“I think it’s a strong defense, I think it has proven to be a strong defense from something becoming overly political,” he said.

Acting Mayor Marty Maloney noted that Tappendorf wasn’t at the meeting, saying that he didn’t want move forward until legal questions could be addressed.

The rest of the aldermen agreed, and the committee decided to continue the discussion at the next Procedures and Regulations meeting.

She also talked about a history of her own violin – a 1742 De Gesu previously used by violinist Marie Soldat. Pine explained that, as is often the case with violinists, she doesn’t own her instrument outright, but its owner gave her a lifetime loan.

“When I have to go through airport security, I have to say it’s a Stradivarius,” said Pine. “And then I have to apologize to it for insulting it.”

She then delved into how versatile the sound of the violin could be, using “twinkle twinkle little star” as an example. She had students suggest different moods – such as anger, envy, depression and love – and she showed how she could change the pitch, tempo and other factors to evoke a different mood while still leaving the melody recognizable.

In another demonstration, Pine showed how the violin could be used in music originally composed for other instruments, playing a medley of Chicago-themed jazz and blues songs and a medley of Scottish folk songs.

Pine then took questions from the students. Some questions were light-hearted, such as what animal she was.

“Maybe a unicorn pegasus,” Pine replied after thinking it over.

“Because it’s colorful, but soaring and magical.”

Other questions were more serious. One student asked what she was most proud of.

Pine explained that while she has been praised for many aspects of her technique, some of those things came naturally. What she was proud of were things she had to struggle with, things that took years to perfect.

Many students asked about dayto-day aspects of her career, such as how she finds time to practice amidst her many commitments.

“You have to be very organized,” said Pine. “You have to be disciplined. I try to organize a few hours every day to practice no matter what.”

Sometimes, she said, it meant practicing for small stretches of time. Pine added that she enjoyed the class.

“I loved that the students seemed in really interested,” she said. “And they obviously loved

music so much. They were very attentive and enthusiastic.”

Pine mentioned that one of the things she most enjoyed about being a violinist was that, no matter how time passes, she keeps getting better.

“That’s why I love music,” she said. “If I were an athlete, I’d be in decline. [But with music], the more you play, the more insight you gain.”

Misericordia to benefit from auto show gala Misericordia is among 18 local charities that will benefit from more than $2.5 million expected to be raised during a black-tie gala that will be raised in conjunction with the 2016 Chicago Auto Show.

Now in its 25th year, First Look for Charity is scheduled for Feb. 12 – the evening before the auto show opens to the public. The event gives benefactors the chance to see hundreds of new vehicles on display amid an elegance not present when crowds converge on McCormick Place during the auto show’s nineday consumer run – Feb. 13-21.

First Look for Charity has become one of the special events on the winter schedules of Chicago socialites and car buffs. About 10,000 attendees at the charity gala will be treated to food, drinks and special entertainment presented by the automakers in their displays.
