Commission lays out water supply route “We are going to put the savings back into our communities”

Residents of Skokie, Morton Grove and Niles got a chance to see where Morton Grove Niles Water Commission will put in pipes for the new water supply and ask questions about how it would affect them.

The Morton Grove and Niles are currently preparing to build pipes and other infrastructure necessary to switch water supply from Chicago to Evanston. The project has particular urgency for Morton Grove, whose contract with the City of Chicago expires in the end of 2018. Niles’ contract expires in the end of 2019.

On Feb. 12. the commission held an open house in Morton Grove’s American Legion Civic Center to let residents know what path the pipeline would take and how the project would affect them. The construction would mostly be limited to residential and industrial streets, and property owners with buildings nearby will be eligible for free, lead service pipe replacement.

And, as the officials from the commission and the two villages emphasized, the biggest benefit would be the money residents would save paying for water.

In June 2015, Morton Grove and Niles signed a water supply agreement with Evanston. As previously reported by the Bugle, this was done in response to concerns about ever-increasing Chicago water rates. While Evanston would have increases, the two villages felt that they were more reasonable, especially once they pay off the debt it would have to take on it to build the new water delivery infrastructure. According to the chart presented at the Feb. 12 Open House, while Evanston wa-

ter rates are expected to increase from $0.81 per thousand gallons to $1.19 per thousand gallons between 2019 – 2028, while Chicago water rate would increase from $4,04 per 1,000 gallons to $4.83 per 1,000 gallons during the same period. Officials repeatedly said that Morton Grove and Niles planned to invest the resulting savings into infrastructure. As previously reported by the Bugle, the two villages have been reducing the blunt of the increases on the residents by covering some of the costs fro their budgets.

In Morton Grove, the pipes will go south on Lincoln Avenue between Grove Street and Greenwood Avenue, then west on Greenwood Avenue until it reaches Marmora Avenue. It continues south on Marmora Avenue until turning west along Monroe Street and continuing west until it reaches River Drive. It will then go south on River Drive and turn west along Kirk Street, toward the new pump station.

Once the water leaves the pump station, it splits off into two directions, with one pipe heading toward existing Morton Grove pump station near the intersection of Dempster Street and National Avenue, while the other would head toward existing Niles water treatment plant on Touhy Avenue, west of the Niles police station. The former would require the new pipe that would largely follow Oakton Street until reaching the existing pipe near the northwest corner of Oakton Street and Caldwell Avenue. The rest of the path would utilize the existing pipes. According to Katie Stephens, a project consultant with Stanley Consulting, they plan to cure the pipes, which will reinforce them without requiring any of them to be dug up.

blocks apart and put this [material] in between and use the water to cure it,” she said.

Meanwhile, the southern pipe will turn south on Nagle Avenue and continue along it as it turns west, then south on Vapor Lane, then west on Howard Street, then south on Caldwell Avenue, then west on Jarvis Avenue, crossing the Chicago River’s North Branch and continuing west along Niles Terrace. It then turns south along Waukugan Road until it reaches the Touhy Avenue facility.

As Michael Colby, another project consultant, explained to the Bugle, any property owners who live along the streets where the new pipes will be put in can get their lead service pipes – the pipes that lead from the sewer lines to homes and other buildings - replaced if the service pipes are made of lead.

Property owners can either ask to have the service line tested or do the test themselves using the steps outlined on Morton Grove-Niles Water Commission’s official website (http://mg-n-wc.org/improve-

ment-project-boards/). Either way, the replacement is free. As Colby explained to the Bugle, the money for those replacements are already included in the project budget.

At around mid-point of the Open House, several officials addressed the crowd. Morton Grove village administrator Ralph Czerwinski said that many parts of the existing sever system – both the older pipes from 1930s and the somewhat newer pipes built in 1950s need to be replaced – and the supply switch will allow it.

“We are going to put the savings back into our communities,” he said.

Morton Grove Mayor Dan DiMaria emphasized that it wasn’t an easy project, but Cook County Commissioner Larry Suffredin (13th) and Metropolitan Water Reclamation District of Greater Chicago commissioners made it easier. And he said that he was especially grateful for all the work Morton Grove staff put into it.

“They put in countless hours,” DiMaria said. “I can’t even tell you

the amount of time they put in.

They’re kind of spearheads of getting things done and sticking up for you.”

Niles Mayor Andrew Przybylo thanked the officials. And while, even with loans and grants, the project was expensive, he insisted that it was worth it.

“As I was drinking a cup of coffee [at home], it occurred to me that, in 18 months, it will cost less,” he said.

DiMaria told the Bugle that he was conscious of the looming deadline for his village. And while he insisted that he had every confidence that work will be finished before the end of the year, if delays do happen, Morton Grove is prepared to ask for a contract extension.

Morton Grove resident Rich Block told the Bugle that he supported the switch – and he appreciated the way the open house laid out the savings.

“Nobody likes spending money,” he said. “It’s hard to show [people] how you need to spend money in order to save money. This makes it so clean and clear.”

Bike Task Force present city its plan Park Ridge Bike Task Force unveiled a more concrete list

A little over a year after they first gave a presentation on how Park Ridge can become more bikefriendly, the Park Ridge Bike Task Force unveiled a more concrete list of short-term and longer-term recommendations.

The task force chair Kevin Collins presented them during the Feb. 12 meeting of Public Works Committee of the Whole. The plan outlined which corridors work best for more casual cyclists and which corridors require more experience.

The plan also suggested ways to enhance it. The plan only recommends bike lanes on Prospect Avenue while adding markings to other streets indicating that bikes can use certain lanes.

Because the task force wasn’t sure how much money the city

wanted to spend, many aspects of the plan was deliberately openended. But the city council is expected to consider the funding issue as part of the Fiscal Year 2019 budget planning process, which should to start later this year.

As several aldermen noted during the meeting, the Bike Task Force was created in response to persistent lobbying from a group of residents who felt the city should do more to facilitate cycling. While a bike plan was developed in 2005, it was never fully implemented and gradually petered out. Some of the most active residents in that group wound up volunteering for the Bike Task Force.

In Dec. 19, 2016, the newly formed task force shared some ideas. And in January 2017, the city council contracted Ride Illinois, the successor organization to the organization that came up with the original plan, to develop a new

plan and figure out how much it would cost.

As Collins explained during the Feb. 12 meeting, Ride Illinois and Bike Task Force tried to develop a network of bike trails that would allow a “casual adult cyclist” to ride their bike to Park Ridge’s two Metra stations, as well as schools and major commercial areas, while providing connections to the Des Plaines River trails and bike trails in nearby municipalities.

“Scott Scheuber, our task force member, I think phrased it better at our recent meeting,” Collins added. “‘We want to make it easy and safe for the community to

get to places where we work, play, learn and spend our money, by bicycle.”

The plan broke the project down into three phases. Phase I includes improvements that would be easiest to put in. Phase II improvements would take more time because they involve streets that are not under Park Ridge’s jurisdiction, because there are more complex logistical issues or because of some other factors that require further negotiations and study. Phase III would be the most complex, largescale initiatives that would take the longest to implement.

Collins explained that, aside

from Prospect Avenue, most of the streets that are part of Phase I are simply too narrow to accommodate bike lanes. Instead, the plan recommended shared alternatives.

For Sibley Street and the portion of Manor Lane between Western Avenue and Porter Road, the plan calls for the “combined bike/parking lane” concept, where a parking lane can be used as a bike lane.

Collins noted that Sibley is already a bike route, complete with signs.

For other streets, the plan recommended Shared Lane Markings, where the car lanes get painted with markings that show that bikes ride there, too. Collins explained that, contrary to popular belief, most car accidents aren’t caused by cars driving behind cyclists – they are caused by cyclists getting “doored.” That is a cyclist term for when a driver opens a car door in front of a cyclist and a cyclist doesn’t have time to stop or veer away.

Illinois has embraced its role as the Land of Lincoln

BY KATE SCHOTT THE STATE JOURNALREGISTER Abraham Lincoln may not have been born in Illinois but he clearly is among the state’s favorite sons.

Lincoln came into the world on Feb. 12, 1809, in Hodgenville, Kentucky, but eventually spent several decades living in Illinois, and departed for the presidency as a resident of Springfield. He was a shopkeeper, postmaster, lawyer, and state and federal legislator before being elected president in 1860.

He served as the nation’s 16th president from March 1861 until his assassination in April 1865. The bullet fired by John Wilkes Booth prematurely took one of the nation’s greatest presidents from its citizens, but could not diminish his accomplishments -- notably the abolishment of slavery -- that have defined his legacy.

Planting roots in Illinois Lincoln had a humble beginning.

The second child and first son to Thomas Lincoln and Nancy Hanks, he was born in a one-room log cabin. He did not have the benefit of consistent formal schooling, as he often worked to help support his family during his childhood in Kentucky and then Indiana.

The family moved to Illinois in 1830 and Lincoln wound up in New Salem working as postmaster and shopkeeper. He became involved in local politics, winning a seat in the state legislature in 1834. He taught himself law and passed the bar in 1836; in 1846 he won a seat to the U.S. House of Representatives.

He married Mary Todd in November 1842 and they had four sons, although only the eldest, Robert Todd, survived into adulthood. The Greek Revival house the family lived in for 17 years still sits in Springfield today, with its homestead a popular place for tourists to visit when they come to the state’s capital.

Lincoln’s biggest accomplishment was probably the abolishment of slavery, an issue he began speaking out against as a young adult. His first state-

ment on the issue is said to have been March 3, 1837, when he said “the institution of slavery is founded on both injustice and bad policy” during a speech at the state legislature when it was in Vandalia.

It was an issue he would repeatedly discuss during his political career: When accepting the Republican nomination in June 1858 during a convention in Springfield to be the party’s candidate for U.S. Senate, Lincoln gave his “A house divided against itself cannot stand” speech.

And it was one of the main issues discussed during his failed bid for the Senate, as during the 1858 debates with Stephen A. Douglas the future president forcely spoke out against slavery. While he lost the race for Senate that year, those seven debates gave him the national prominence he needed to win the presidency.

The presidency Lincoln was elected the 16th president of the United States in November 1860 and took office the following March. Much of Lincoln’s time as president was spent on the issue of slavery, as the divide between the North and South as to whether it should be allowed led to the Civil War starting a month after he took office.

It was during the war that his Emancipation Proclamation, which freed slaves in Confederate states, went into effect on Jan. 1, 1863. And it was on one of the bloodiest battlefields of the Civil War that Lincoln delivered perhaps the most important speech in American history. The Gettysburg Address, given Nov. 19, 1863, is known for Lincoln’s succinct summary of the purpose of the United States: That the country was “conceived in liberty, and dedicated to the proposition that all men are created equal,” and that “government of the people, by the people, for the people, shall not perish from the earth.”

Lincoln was elected to a second term as the war raged on, but his death came shortly after his second inauguration and just as the Civil War was coming to end. He was shot April 14, 1865, while watching “Our American Cousin” at Ford’s Theatre in Washington, D.C. It was Good Friday, just five days after

the surrender of General Robert E. Lee and the Confederate Army of Northern Virginia. Booth, a sympathizer with the Confederacy, shot the president pointblank in the back of his head.

News of Lincoln’s death arrived in Springfield via telegraph at 3 a.m. April 15, 1865, to the Daily State Journal’s newsroom. “The president was shot in a theater tonight and is probably mortally wounded,” read the dispatch.

Moments later another followed: “The president is not expected to live through the night. ... Secretary (of State William) Seward was also assassinated.

No arteries were cut. Particulars soon.”

The second, of course, was inaccurate about Seward’s fate, but the news about Lincoln was correct. Additional dispatches painted the chaos inside Ford’s Theater, including the sound of a pistol, a man waving a dagger leaping from the president’s box, the screams of Mrs. Lincoln, and finally, the heartbreaking confirmation that the 16th president of the United States had died.

A train carried the president’s body throughout the country for nearly two weeks, allowing citizens to grieve their loss. On May 3, crowds descended upon Springfield as the train carrying Lincoln pulled into town for the president’s burial.

“Today we lay him reverently to rest amid the scenes he loved so well,” the Journal said the next day. “Millions will drop a tear to his memory, and future generations will make a pilgrimage to his tomb. Peace to his ashes.”

Pilgrimages continue to the 16th president’s tomb to this day, with many visitors rubbing the nose of the bronze head of Lincoln that sits in front of the entrance to the tomb. The words uttered by Secretary of War Edwin Stanton upon Lincoln’s passing have indeed come true: “Now he belongs to the ages.”

Maine South junior gymnast Caleigh Pistorius had competed and succeeded at the state finals before, but none of her teammates had.

So Pistorius, the 2017 state co-champion on balance beam, gave the Hawks some advice.

“I kind of just told them it’s going to be loud and it’s going to be crazy, but we just have to rely on our training and think back to all those hours that we spent perfecting our routines,” Pistorius said. “Don’t waste those hours.

“We didn’t just do that for nothing, so it’s really important that we stay focused during the meet and continue on even if there are mistakes.”

There were a few mistakes, but the Hawks acquitted themselves well in a history-making performance Friday at Palatine High School.

Led by Pistorius’ runner-up finish in the all-around, Maine South capped its best season ever by finishing fifth with 146.225 points. The Hawks, who were making their first appearance at state, missed a trophy by .275 points.

Glenbard West won its first team championship with 149.55 points, with Prairie Ridge sec-

ond (148.75) and Glenbrook South third (146.50).

Competing in the finals was sweet redemption for the Hawks, who missed qualifying for last year’s state meet by a single point. They went undefeated in dual meets this season, won the Maine South Regional with 147.275 points and captured their first sectional title when they scored 147.425 at Hoffman Estates.

“The mission this year was just to make it here,” Maine South coach Tessa Robinson said.

“When we won our sectional last week, it was just kind of icing on the cake. It was a surprise.

“We just went into (state) trying to have fun and do our best on each event. I definitely think the girls feel a little more pressure here.

“We didn’t have quite as good bars (performance) but we started off strong on vault and finished strong on floor.”

Pistorius, as always, led the way. She tallied 37.95 in the all-around to finish second to Glenbard West junior Maddie Diab, who won her second title with 38.025.

Suburban sophomore among the best

Most people know it as the 1996 Coen brother’s movie starring Frances McDormand and William H. Macy.

In wrestling circles, however, Fargo means something completely different.

Fargo, North Dakota is the home of the Cadet and Junior National Championships – the most prestigious tournament of its kind in the country.

It was there last summer that Louisa Schwab burst on the scene with a 5-1 win over fellow Illinois competitor, Randi Robison of East Peoria in the championship match at 122 pounds of the U.S. Marine Corps USA Wrestling Cadet Women’s Freestyle Nationals.

That title helped Schwab earn the No. 2 spot on the National Girls High School Rankings when they were released last month.

The rankings, as comprised by, National Wrestling Hall of Fame, USA Wrestling and FloW-

restling created the national rankings to recognize the top high school girl wrestlers in the nation.

Schwab, a sophomore at Joliet West, is No. 2 at 122 behind Grace Figueroa, a senior from Selma High School in Sanger, California.

The Plainfield resident is one of three Illinois wrestlers on the list at 122, leading Robinson and Kerigan McKenna, a senior from Yorkville High School.

“It was pretty cool when I saw it and I got kind of excited and now I just want to see if I can get it to the No. 1 spot in the future,” she said.

While Schwab competes in the girls tournaments in the summer, in the winter she is part of the Joliet West boys wrestling team.

“She is an important part of the team. She has wrestled mostly JV this year and she has a winning record and most of her wins are by pin, so she is a pinner,” said West coach Chuck Rumpf. “She is a captain, so she is a leader, and if she makes the varsity lineup or not, she is smart and she sees this as a

mechanism to get to her goals and she has big goals. If she wrestles with the guys in the winter, that will help her with the girls in the summer.

“I have never coached anyone like Louisa, that’s for sure. I have never had a national champ at Joliet West. She is the only one, guy or girl, who has won Fargo.

It has been fun to coach her.”

Schwab said her goals during the winter season are not to have the best record or win the most tournaments – it is to get better for when she wrestles her peers in the summer.

“It has been a fun and I can definitely see the growth and the change,” Schwab said of wrestling against the boys. “A lot of the guys I wrestle with now, I have known for a long time and it gets a little difficult because when you’re younger you can keep up with them and beat them, but as they get bigger, they out muscle you, but it is still fun to be able to wrestle them. Obviously, the older I get, the more girl tournaments there are and I can branch out to that, but I still get to wrestle with them.

“There is a reason they have it separated between the men and the women – at a certain age there is a physicality difference and getting beat up a little bit really helps me. Then when I wrestle the girls, I can feel the difference and that is to my advantage, I know when I wrestle the guys, I am not always going to win all the time and that doesn’t really bother me. It gives me the confidence when I wrestle girls because I know I put the practice in and worked harder and it makes a huge difference.”

Schwab gets what she wants during the high school season, as the guys do not take it easy on her.

“They treat me the same as everyone else and that is all I have ever asked for,” she said.

“It would almost be an insult if they took it easy on me.”

Rumpf said he never had to talk to his wrestlers about how to treat Schwab.

“I have never had to say anything to one. It was just kind of understood,” he said. “I never had to pull them aside or anything. They just see her as another part of the team.”

That idea of treating Schwab as another wrestler is something she wanted from the beginning, said Elias Medina, president and head coach of the Bolingbrook Junior Raiders wrestling club, where Schwab competed her seventh and eighth grade years.

“When she was in seventh grade, I had Jimmy Pierandozzi and Nick Stemmet and other tough kids. So, she worked out with all these guys and the first thing I told her is I was just going to treat her as a wrestler and she never asked for any kind of special treatment,” Medina said. “As a matter of fact, there were times she got banged up I had to pull her aside. She actually had more to overcome because she could have easily said, ‘my shoulder hurts or my neck,’ because I knew she was banged up, but she was not going to be the one to come out.

That is just how tough she is.

The best thing we did as a club was from the day she came in to the day she left, we treated her only as a wrestler because that is what she wanted.”

Her growth has taken her to so far already as just a sophomore, but why did Schwab decide wrestling was the sport she wanted to compete in?

“My dad wrestled in high school and my brother actually did MMA and Jiu-Jitsu when we were younger and I kind of started doing it with him and then once I got into fifth grade I want to do a school sport so this is the closest thing to that as I could get to, and I just stuck with us throughout the years,” she said.

She is now hoping wrestling takes her even further – like college or following in the footsteps of Lockport graduate Haley Augello, who finished seventh in the 2016 Olympic Games in Rio. “I feel like we are still really small compared to men’s college wrestling, for example, but I feel like the more people I can get to come in at the younger age - everybody below me - is what really matters because they are the ones that are going to make the sport bigger. Once all these other colleges start accepting women’s wrestling and they are including into their programs, then we are going to have so many more people,” she said. “There a couple colleges that I have looked at that I like, but I have a feeling that in the future there are more colleges that will start offering it. They will start to notice it’s not really expensive.”

With two years left to decide on a college program, Schwab has more immediate goals.

Right now, I am focusing on Body Bar (Women’s National Championships) to get on a National Team and placing again at Fargo,” she said.

Whatever she does, will never be a surprise to her coaches.

“It is fun to watch her wrestle because none of this came as a shock to me. When people read this article, people will be impressed because they see the more finished product,” Medina said. “But seeing her coming up, I am not amazed where she is because her work ethic was second to none in the room and that is with a room full of guys who are now ranked in the top five in the state.”

Pistorius, the only state champion in program history, is Maine South’s first all-around medalist and the most decorated gymnast in school history with three individual medals.

“The whole season I’ve really been thinking about the team, but obviously I’m happy that everything is going really well,” Pistorius said Friday. “I train for my team but it ends up working out for myself, too. It’s a really good balance.”

gymnasts, including all-around stars and event specialists.

Sophomores Collette Roth and Brittany Argaez finished 30th and 31st, respectively, in the all-around. Roth tied for 24th on vault (9.3), was 33rd on floor (8.6) and 34th on bars (8.625) and scored 8.925 on beam, while Arqaez played 28th on vault (9.275) and contributed 9.275 on bars, 9.025 on floor and 8.65 on beam.

Junior Cristina DeFilippis took 22nd on vault and had an 8.65 on beam and 9.15 on floor. Jessica Saul was 35th on bars (8.525), where fellow senior Micayla Paterno scored 9.025.

Senior Natalie Triffo worked three events, scoring 9.0 on floor, 8.675 on beam and 8.6 on vault.

“It’s a pretty amazing experience, especially for my senior year,” Triffo said. “We worked so hard this season and we’re so close, so to be here with my best friends and doing the sport that I love, I couldn’t be happier.”

The Hawks go into every meet trying to win but their first priority at state was to enjoy it.

“For this meet, I came in very open-minded,” Triffo said. “I didn’t really come in with too many expectations.

“I thought it could go either way, but I’m proud no matter what and I think we worked so hard on every event. We’re super talented on floor, so I think it’s really amazing that we can end on floor.”

Indeed, the Hawks had the second-highest team score on

floor, capping an incredible season which was the result of a tight-knit group capitalizing on years of training together to do something historic.

“It’s crazy,” Triffo said. “I think it’s because we all train together at club (American Academy of Gymnastics). I train with the same girls in the off-season and that’s why we’re all so close. We all just migrate over here when the time comes.”

Maine South’s time came this winter but with the end of the season comes the end of the seniors’ careers. Triffo, who started gymnastics when she was 2 and began competing at age 8, has enjoyed watching the team grow.

“When I was a freshman we were still talented, but every single year we get a little better,

so this is kind of the peak,” Triffo said. “It’s amazing that this is my senior year and I get to watch all the glory.”

There figures to be more glory to come for the Hawks, who return all of their all-arounders.

That’s especially true for Pistorius, who continues to improve, but she will miss this year’s squad.

“I just really feel like all my teammates have been there to support everyone,” Pistorius said. “They’re all like my sisters.

“All season we’ve been so together. We’re such a close team and I think it is so special for us to be here today because all the work we’ve put in his paid off.

“It doesn’t matter our performance today. The whole season is really what is so special.”

Rent-to-own options are not good deals DEAR DAVE, Is it okay to buy something using a rent-to-own plan?

JOSH DEAR JOSH, I advise against rent-to-own deals. Rent-to-own places get people in the door with promises of low monthly or weekly payments.

But when it comes to rent-to-own furniture, washer and dryer sets, and that kind of thing, you’ll end up paying much, much more than if you saved up and bought item outright. The amount you’ll pay out of pocket is even more ridiculous if you compare it to buying the same item, slightly used, somewhere else.

I don’t recommend rent-to-own scenarios when it comes to buying a home, either. Most of those offerings are listed at full retail price and then some. Plus, the contracts are tilted toward the seller’s side of the equation. And very few people who sign a rent-to-own home deal follow through and become homeowners.

When it comes to real estate deals, the only thing I would consider — other than an outright cash purchase — is leasing with an option to buy. That’s different than rent-to-own, because in a rent-to-

In this scam, an automated voice claims there is a warrant out for the arrest of the receiver of the call and that they must call a phone number with a Chicago area code to resolve it.
