Governor Bruce Rauner visits Niles West High School PaCE program draws praise for helping students find careers paths, goals

When Illinois Governor Bruce Rauner heard about Niles Township District 219’s career education program, he was so intrigued that decided to see it for himself.

The Post-secondary and Career Expectations (PaCE) program aims to help students choose careers and get into either a college or a trade school. Each student can choose a “career pathway” where students take specialized classes and more general electives to help them reach their career goals.

During his Jan. 22 visit to Niles West High School, Rauner got a look at Career Technical Education in Engineering, Computer Science, and Business programs. The governor said that he was impressed with what he saw; touting it as a model the rest of the state should follow.

According to a presentation given to Rauner – a copy of which was provided to the Bugle as the visit concluded – the idea behind PaCE is to not only get the students into classes that would prepare them for their careers, but give them opportunity to visit businesses within the field, look at what kind of postsecondary education they would need and what financial aid they would need. Each student starts out with a general career cluster until they narrowed it down to a more specific career path.

The district offers a total of 11 career pathways - Architecture & Construction; Arts, Audio Visual Technology, and Communication; Business, Management, & Finance; Computer Science/ Information Technology; Education and Training; Manufacturing / Engineering Technology; Government, Human Services, and Law; Health Science; Hospitality, Food, Agriculture, & Natural Resources; Science Technology Engineering Math (STEM); and Transportation, Distribution, and Logistics.

Rauner was particularly interested in the technical education programs. District 219 is part of the Northern Suburbs Educational Region Vocational Education (NSERVE), a career and technical

education consortium. According to Mary Anne Brown, the executive assistant to the organization, it was NSERVE Executive Director Martha Eldredge Stark who got the word out to the governor.

Stark told the reporters that while there is still a certain stigma associated with careers in manufacturing and technology because they are seen as less prestigious that careers that require college degrees, but that has been changing.

“I think the reason is that people are looking at how many kids who are going to college actually graduate and how many go into debt,” Stark said. “We see too many kids go to college without having any idea of what they want to do.”

Villages work to secure water supply funding Money for infrastructure work to come from bond sales, state agency

As Morton Grove -Niles Water Commission prepares to build pipes, water pump station and other infrastructure necessary to deliver water from Evanston to the two villages, it still needs to secure the funding.

The commission is looking to fund the project through a combination of bond sales and State Revolving Funds from the Illinois Environmental Protection Agency.

As part of the process, on Jan. 22 and 23, the Village of Morton Grove Board of Trustees and the Village of Niles Board of Trustees approved an agreement that established that MGNWC will be responsible for delivering the water to the two villages. The two villages will still be responsible for delivering that water to their respective residents.

During the meetings, the two village boards also got update on construction and the facility the commission would need to build to help get the water from Evanston.

The commission hopes to secure the funding in February and start construction as soon as possible.

As previously reported by the Bugle, all of the infrastructure must be in place before Morton Grove’s contract with Chicago expires in the end of this year.

During the Jan. 22 Morton Grove village board meeting, Morton Grove Village Administrator Ralph Czerwinski explained that the agreement with the MGNWC was necessary to allow the commis-

sion to sell bonds and get the IEPA loan. Many of the aspects of the agreement, including the formula that determines water rates, were already established in the original agreement between the two villages and Evanston. The agreement simply consolidated aspects of this and other agreements and officially established that MGNWC was the entity responsible for handling the water delivery, and that the two villages will pay for water to it, and it would pay to Evanston, rather than having Morton Grove and Niles pay Evanston directly. Czarwinski also emphasized that the two villages will still have a say in all of the major water supply related decisions.

During the Niles village board’s Informal Consideration session, which took place right before the village board meeting, Bill Balling, the managing director for WRB LLC, a company that provides management services for the water supply switch, said that the first round of bonds should be ready to issue by the early March, and the second round of bonds will be issued in August.

As for the IEPA loans, Czerwinski explained that MGNWC and the two villages are working “fevereshly” to get all the necessary paperwork ready.

Both the village administrator and Balling also touhed on what would need to be build once the funding is secured. Balling explained that, aside from the pipes, MGNWC needs to build a water storage tank and a “booster pump station” to help push the water from Evanston, through Skokie and

Originally, the commission was looking at a site in Skokie – in fact, the application got as far as that village’s Appearance Commission – but some unspecified factor caused the village to change its mind.

With the time being of the essence, Balling said, MGNWC turned to Evanston. The current plan is to put on the city’s west boundary at 2525 Church Street, near Beck Park and North Shore Channel.

“There’s an old school that’s on property that’s part of Evanston redevelopment plan,” Balling explained. “The city of Evanston asked us to assist with develop-

ment of some of the [park’s] support facilities.”

Those facilities would be built into the pump station, and they would include new public bathrooms and equipment room.

Czerwinski said that some of the other, smaller improvements that would need to be made include an emergency supply connection at Harlem Avenue and design redundant connections.

As previously reported by the Bugle, MGNWC is planning an extensive public outreach to let the residents and businesses know about how construction and other aspects of the project will affect them. Niles trustee George Alpo-

gianis, who lives in Niles and owns a business in Morton Grove, said that she was pleased to hear that.

“I can tell you I met several people asking me how that’s gong to affect their homes, how it’s going to affect commercial properties, [asking] questions about lead,” he said.

“I can’t stress enough how important communication is, especially for a project of such magnitude.”

Balling said that timing would be a major issue, since contracts would need to be signed and work would need to start as uickly as possible. But he believed that MGNC could handle it.

“I think you’ll be pleased with result,” Balling said.

Newspapers remain strong voice for information, democracy

BY TARA MCCLELLAN MCANDREW FOR THE ILLINOIS PRESS ASSOCIATION Like so much in Illinois, the origins of its newspapers were tied to politics and patronage.

This land was a wild, largely unpopulated, western territory when its first newspaper sprang up - the single-sheet Illinois Herald, published in 1814 in Kaskaskia. Its proprietor landed the job of printing territorial and national business through his friend, the territorial governor, according to the July 1918 Journal of the Illinois State Historical Society.

Some early newspapers were created to support or oppose a political candidate or issue, like the anti-slavery Edwardsville Advocate. Illinois newspapers remained political for decades in the 1800s, according to the ISHS Journal.

Publications faced many challenges: bad transportation, unreliable mail delivery and a lack of subscribers.

As more settlers came to Illinois in the middle 1800s and transportation improved, newspapers fared better. The advent of railroads precipitated a newspaper boom.

Technological improvements such as the telegraph helped, too. So did wood-pulp, which made paper more economical. A lot of weeklies became dailies and foreign language newspapers arose for immigrant communities.

By the Civil War, Illinois had almost 300 newspapers, according to the Illinois Newspaper Project. While the war increased the desire for news, it brought censorship. Government restricted news sent by telegram and shut down newspapers for not supporting the war. This included the Chicago Times and the Jonesboro Gazette, according to the Abraham Lincoln Classroom online and the website of the Gazette’s successor, the Gazette-Democrat.

Chicago’s papers were decimated in 1871 by the city’s Great Fire. Within two days, all of the major dailies were in business again, according to the Illinois Newspapers Project. Others were gone forever.

Illinois’ newspapers were thriving and diversifying in 1880. The state had about 1,000 newspapers, with at least one in every county. Special interest papers were increasing. In 1899, Chicago was home to a newspaper for African-Americans, the Broad-Ax. More women, such as Myra Bradwell, were in the field. She had started the successful Chicago Legal News in 1868.

In 1902, the University of Illinois Urbana-Champaign began offering journalism classes, partly in response to a call for more professionalism in media. Twenty-five years later, it opened a journalism school.

Radio brought a new threat, so did the stock market crash of 1929 and the Depression. As World War II raged, newspapers cashed in old machines and other scrap metal for the war effort. Editors and publishers had to comply, once again, with military censorship, and a plea from the governor. According to the Illinois Press Association’s publication from February-March 1942, the governor asked Il-

linois newspapers to “impress the public … that this is a war to finish.”

After the war, the IPA fought for open government. It created a committee to investigate complaints of government inhibiting the media’s access to news. It’s an issue that remains today.

Newspapers have undergone drastic changes since the 1950s because of technology and competition. Insiders needlessly worried that the new invention called television would be papers’ death knell. But the Watergate investigation that brought down President Richard Nixon in the 1970s fueled a new generation of reporters and readers.

The end of the 1990s and the early 2000s brought the internet and cellphones, which claimed readers and advertising dollars. In response, chains bought many independent newspapers, then reduced staff and consolidated processes to decrease costs. Papers went online and charged for digital subscriptions.

Some say print newspapers are doomed; others say their readership is greater than ever because of the internet. What’s the future? No one knows, but so far the industry has survived every competitor that’s come along.

Charges filed against business consultant Althea Taylor and Taylor Made Industries Company, a Westchester based business consulting firm, charged The Cook County State’s Attorney’s Office has filed a consumer fraud lawsuit against a local business consultant and her company for alleged violations of the Illinois Consumer Fraud and Deceptive Business Practices Act. Named in the lawsuit is Althea Taylor and Taylor Made Industries Company, a Westchester based business consulting firm that offers to provide assistance with

forming corporations, securing licenses, and obtaining certifications for minority and female owned businesses from various federal, state, and local governments.

The lawsuit filed on Wednesday, alleges that Taylor made various false promises and misrepresentations to induce customers to believe that the Taylor Made Industries Company maintained

adequate facilities and staff for performing business formation, licensing, and certification services in a timely manner.

According to the lawsuit, Taylor allegedly promised to perform such services in approximately 4 to 10 weeks when she was aware that other clients had been waiting for months for the completion of the same services. Taylor also allegedly misrepresented that the Taylor Made Industries Company maintained an office in Chicago and a current staff of 10 persons when, in fact, no Chicago office existed and 3 or fewer persons

Maine Township Board honors Eagle Scout for emergency action When Ted Wyshel, 17, who is a senior at Maine South High School, heard a crash outside his home last Aug. 20, his first aid training kicked in and he grabbed the first aid kit he has had handy since he was in elementary school and he went out to help.

At the Maine Township Board meeting Tuesday, Jan. 23, he was honored for his quick thinking.

Wyshel administered first aid to the two crash victims applying pressure to their wounds and keeping one of the victims who was slipping in and out of consciousness talking until paramedics arrived at the scene.

A member of Scout Troop 1, Park Ridge, Wyshel, became a Scout to pursue, among other things, his interest in first aid. He was awarded the rank of Eagle Scout last October.

The proclamation that was read at the meeting said in part, “I, Laura J. Morask, Supervisor of Maine Township, along with the Maine Township Board, do

“Some of the kids – they have no clue they could be making six figures as an engineer or an automotive technician,” he said.

In the end, District 219 and NSERVE aren’t trying to steer students exclusively toward college or a technical school – they just want to make sure students choose a path that best suits them.

“We got kids who are smart, we get kids who are good with their hands and we get them working together, much like in the business world.” Szczepaniak said.

After Rauner saw the presentation, he went to visit three classrooms. At the Design & Prototyping Lab, which has laser cutters and 3D printers, the governor talked to three students – sophomore Ruby Martinez, freshman Angelina Boudourbas and freshman Karly Svachula – who are part of a Women’s Introduction to Engineering Design class. He was impressed that they not only wanted to go into engineering, but that they already made their secondary education plans.

Area, Rauner saw students demonstrate robots they built. And in the auto shop and welding area, the governor got a look at a threewheel electric vehicle that was being built, which he described as “awesome.”

As the tour came to a close, Rauner praised the district staff and officials.

“Thanks for all your great work,” he said. “You’ve done a wonderful job for your students.”

Rauner told the reporters that education was a major priority for him.

“Every year, I want to support schools like Niles West so we can have all schools become the best schools in America,” he said.

Taylor and her company allegedly failed to complete the contracted services, and in at least one situation, did not provide any services after receiving payment.

The lawsuit seeks to permanently enjoin Taylor and her company from engaging in any further

alleged deceptive practices, and seeks refunds for victims and civil penalties of up to $50,000.

Downers Grove’s Tony Granato looks to lead the USA Men’s Hockey team to Olympic gold

In July of last year, Downers Grove native Tony Granato got a call from Jim Johannson, a friend and USA Hockey’s assistant executive director of hockey operations and general manager of the 2018 U.S. Olympic Men’s Ice Hockey Team, to tell him he was selected as the head coach of the team that will open play Feb. 14 against Slovenia in PyeongChang, South Korea.

The pair looked forward to challenging for a gold medal – together.

Unfortunately, Johannson died unexpectedly in his sleep on Jan. 21. He was 53.

“This obviously put a big black cloud over getting ready because this was Jimmy’s project, this was Jimmy’s team. This is something he built and not only was he our leader, but he is our friend that we wanted so much to share this experience with,” said Granato, who was a teammate of Johannson’s on the 1988 Olympic team. “I hate using let’s win one for someone else. We are so inspired for so many different reasons and he will be there with us in spirit and thought and in every decision we make we will think of Jimmy and what he would do and how

he would want us to do it. That itself is inspiring enough.

“It is our goal – and it always has been – to come home with gold medal. Does this make it easier or harder or different? I don’t know that. All I know is we will go there inspired to make Jimmy proud and be the best that we can be. He created this for us to win. He put us in a position with all the work he did to be ready for this and we have to focus on doing just that. I would love to represent him in a way he expected us to and make him proud.”

The team Johannson built and Granato will coach is the first team in 20 years that will not feature players currently in the National Hockey League.

“This is an opportunity for players, who are great players, to be on the Olympic stage that they didn’t think they would ever have. That opportunity is really exciting,” Granato said. “There is more pure Olympic feel for this. I am not all criticizing the way it has been done the last five Olympics. There was nothing better than to have Patrick Kane and Joe Pavelski and Jonathan Quick and Sidney Crosby playing with and against each other. That was center stage for our game and it showed our

Local teams ready for state playoffs

There are a lot of intriguing attributes that mostly sticks out in the art of wrestling. Aggression, toughness, dedication, patience, and discipline.

This sport helps teaches teenagers how to emerge as strong adults in life.

The Maine South and Maine East wrestling programs can absolutely relate to this adventurous lifestyle, their star wrestlers are learning how to mature by achieving greatness very quickly.

Maine South has a pair of wrestlers looking to make a return trip to the IHSA state finals in Champaign.

“Eugene Lee has been wrestling very well,” Maine South head coach Kevin Hansen said.

“He won the CSL conference tournament last week, and won the Batavia tournament the week before. He’s been one of our best wrestlers and a state qualifier last year.”

Lee hasn’t been the only dominate competitor for the Hawks; 182 pound senior Jon Halverson has become a force to be reckoned with in his weight class.

Like Lee, Halverson recently captured the CSL conference title and won the Batavia invitational.

“He’s been really dominant,” Hansen said.

Junior 195 pounder Jimmy Bartell made an comeback for Maine South this season after recovering from a football injury this fall.

“He wrestled really great this season,” Hansen said. “I think we’re in the right stop, we overcame a lot of illnesses and injuries. Our goal is to win our

regional tournament, and it should be a really good team race. We have some work to do, but we’re in a really good spot.”

While Maine South is trying to prepare for their regional matchup, the Maine East Blue Demons are hoping to take their season as far as possible.

“We have high standards,” Blue Demons head coach Emiliano Hernandez explained. “We want our guys to make it to sectionals, and that’s going to help build a foundation for us leading on to next year including the future. Right now it’s a matter of believing and preparing the mind.”

Senior Julio Cabrales has been out for the majority of this season due to an injury; he has recently returned back to the wrestling squad and became a well-rounded leader for the Blue Demons. His little brother, Baltazar has also been Julio’s protégé including Juan who’s in the middle sibling.

“We’re a young team,” Hernandez said. “All the physical stuff is already taken of with conditioning and technique; now it’s all a matter of your mindset, toughness, and how bad you want it?”

Niles West and Notre Dame are also ready and geared up for state playoff action; the Wolves will participate in the class 3A bracket while the Dons will settle in the 2A section.

This Friday will be the official start of the IHSA class Regional tournament.

Niles West, Maine East and Maine South will all compete in the Niles West Regional and will feed into the Elgin Larkin individual sectional.

Notre Dame will host its own regional which advances to the Grayslake Central Sectional.

In 1980 and ’84 and ’88 and ’92 – all the players that played in that, no one knew and they were building to get that opportunity. This is somewhat that same feeling. As Jimmy said, there are 25 stories that are ready to be heard. When the stars go, it is a phenomenal event, but I think this has the potential to be more exciting. A lot of the uncertainties, a lot of unknowns and a lot of chances for athletes to take advantage of the Olympic moment and make a career of it.”

Granato made a career out of his Olympic opportunity, as he skated for three different teams over a 13-year NHL career.

He began his run with the New York Rangers (1988-90), then spent six years with the Los Angeles Kings (1990-96) before finishing his career with the San Jose Sharks (1996-01) where he was an All-Star during the 199697 season.

Granato know the Olympics were a big part of his story as a player and he looks forward to the stories of this year’s team coming out.

That is more of what the Olympic spirit was and maybe still was throughout the NHL days, but I think this is an exciting time for the fans, but also for the players and the participants. I really do think the fans will appreciate and enjoy it as much as they did with the NHL players.”

The purity of the Olympics was one of the things that made Granato set his sights on playing at the highest levels of the sport, in particular, the 1980 ‘Miracle on Ice’ team.

“We were in Downers in the basement and we would be Stan Mikita and Bonny Hull and Tony Esposito and Pit Martin and all those guys. But when the U.S. team won, half of the time we would be Mike Eruzione, Mark Johnson and Jim Craig and half the time we would be Stan and Bobby and Tony,” Granato said.

“There was all of a sudden a new group of heroes, new inspiring thing for a young hockey player to see. I was 15 when it happened. I didn’t know anything about the Olympics or even anything about college hockey and then I see 20 college kids

wearing U.S.A. sweaters and that was a big moment for me as far as giving myself heroes and inspirational challenges to try and make it to the best level of hockey. Then I had a chance eight years later to be on an Olympic team. Those are the guys that set the tone for USA hockey. They jump-started the development, jump-started opportunities for Americans to be respected professionally and internationally. Those guys were a great team to learn from for our team – I didn’t know Mike Eruzione, Jim Craig, Neal Broten, Jack O’Callahan, but within two or three days after the start of the Olympics, I knew their name, their number, where they came from; I think that is how it was when I was a kid and how the Olympics were.”

After retiring as a player, Granato stayed around the NHL. He was an assistant coach and head coach for the Colorado Avalanche (2002-2009), Pittsburgh Penguins (2009-14) and Detroit Red Wings (2014-16).

With the Penguins, Granato helped lead the team to four consecutive playoff appearances from 2009-2014. Granato’s duties with the team included oversight of all forwards, a group he directed to an NHL-best 3.38 goal-per-game average during the 2012-13 season.

In 215 games as head coach of the Avalanche, Granato recorded 104 wins, two playoff appearances and a Northwest Division title (2002-03). He is now the current head coach the University of Wisconsin-Madison, of his alma mater.

He served as an assistant coach on the 2014 Olympic team, that fell to Finland in the bronze medal game, before being chosen as the 2018 head coach “I know I can’t play anymore, so the next best thing is to coach. Jimmy in the last month was able to call all 25 players, 23 of them on January 1, to tell them that they were part of the Olympic team and he said that was one of the greatest thing he ever did in his life was to tell kids, ‘Hey, you are on the Olympic team.’ The feeling he got and the emotions attached with that with the athletes hearing that are one of the best feelings ever on both ends of that call,” Granato said. “Well, Jimmy made that call to me last. July telling I was selected to be the coach of the team and I felt the same way those athletes did. It is an honor.

There is no greater feeling and sense of pride than to be able to represent your country and be part of an Olympic team, so it ranks up there with anything.

I would love to say that I could

still play, because nothing can replace playing in the Olympics, but to have the opportunity to go back and be part of another staff and be able to be part of the process of putting the team together to try and do something special is as good as it gets.”

Granato is not the only member of the Team USA staff to have ties to the Chicagoland area.

One of his assistants, is fourtime Olympian and NHL Hallof-Famer Chris Chelios, who was grew up in Chicago and played for the Chicago Blackhawks from 1990-99.

“He has turned a ton of his attention now to coaching and development and to have him on the staff makes it a heck of a lot more comfortable going into the Olympics. We have a great staff with Scott Young, who played in four Olympics and has worn the USA sweater for many years, Keith Allain, who has been part of a ton of American staffs to go along with Ron Rolston, so our staff has tons of experience internationally,” Granato said.

“Chris is as big of a competitor as anyone that ever wore a jersey. His experience team being a player on four Olympic teams and being a captain of all of them, he is USA Hockey. There is no better person to have on the bench next to you than Chris Chelios.”

Maine South’s Gardner is Player of the Week at Oakton Oakton Community College freshman guard Ava Gardner (Park Ridge, Maine South High

School) was selected National Junior College Athletic Association (NJCAA) Region IV Division

2 player of the week for District D, according to the latest regional report.

Gardner averaged 18 points, 6 rebounds and three steals in two Illinois Skyway Collegiate Con-

ference games last week.

“Ava has been continuously finding new ways to get herself to the basket on offense, making it very difficult for other teams to guard her,” says head coach Melissa Rauschenberg. “She is working at a new level and truly grasping the guidance from her coaches and teammates.”

Gardner scored 14 points in a 53-43 loss against Elgin Community College Jan. 16, shooting 46 percent from the field (6 of 13 and 2 of 4 three-pointers) with 4 rebounds, 2 steals 1 block, and 1 assist. Two days later, she shot 64 percent on 9 of 14 shooting and 4 of 6 three-point shots tallying 22 points, 8 rebounds, 4 steals, 3 assists and a blocked shot in a 67-44 loss at Prairie State.

Gardner is averaging 17 points per game, shooting 54.5 percent through Jan. 23. Her efforts earned her player of the week accolades for the second time this season. She was player of the week in mid-December 2017.

“Ava is playing very well in her first year, and we know she has a big future ahead of her,” Rauschenberg adds.

They’ll be renting for a while, and I have an unoccupied rental house. Do you think renting to family is a bad idea?

KATHERINE DEAR KATHERINE, Renting to family can work out just fine, as long as there are clearly understood rules and boundaries in place ahead of time. Both parties should understand there must be a landlord and tenant

relationship with regards to all aspects of the rental agreement.

Tenants have the right to expect a landlord to make needed repairs promptly, pay the taxes and insurance on a property on time, and do all the other things a landlord should do as outlined in the rental agreement. As a landlord, you have the right to expect the rent to be paid early or on time, and for the tenant to respect the property and guidelines in the rental agreement. A landlord also has the right to evict a tenant through fair, legal process if they violate the terms of the agreement.

When it comes to these business dealings, you’re wearing the landlord cap, and they’re wearing the renter’s cap. At Thanksgiving, Christmas, and other family events, the caps come off and you’re family. But you don’t get to play the cousin card as a way to keep from paying rent, and you don’t get to play that game to avoid your duties as a landlord.

Phrases like, “Well, I just thought because you’re my cousin” have no place in these situations. Make plans to have a full-blown, indepth conversation about every aspect of the rental agreement and relationship before anything is signed. If you don’t, there’s a possibility someone will develop a sense of entitlement about something.

And that’s no good in any type of relationship!
