Restaurant opening delayed until March Moretti’s Restaurant original deadline was end of 2017

The Village of Morton Grove Board of Trustees will vote on whether to give Chicago-based Ala Carte Entertainment more time to build a Moretti’s Ristorante & Pizzeria location during its Dec. 11 meeting. In Dec. 14, 2015, the board signed off on the original package of incentives – so long as they completed construction by March 1, 2017. On Oct. 16, 2016, it gave the company more financial incentives to cover environmental mediation and some construction costs, and extended the deadline to the end of 2017. During the Nov. 20 meeting, it held the first of the two readings to extend the deadline until March 31, 2018.

Morton Grove Village Administrator Ralph Czerwinski told the Bugle that the company ran into delays while trying to get some utilities-related permits. The issue has since been sorted out, but la Carte Entertainment needs more time to actually finish it. Czerwinski said that he isn’t worried about the company missing this deadline; if anything, he expects it to open the restaurant earlier than that.

Moretti’s is an Italian-American restaurant chain with locations in Bartlett, Fox Lake, Lake in the Hills, Mount Prospect, Schaumburg, Hoffman Estates and Chicago’s Edison Park neighborhood. It is building the Morton Grove location at the former site of Maxwell’s Restaurant, at 6415 Dempster Street. The village purchased the land in 2014 for $1.4 million.

Under the original agreement, Ala Carte Entertainment would buy the land back, and it would be able to at least partially pay off the principal and interest from two sources – any property tax increases that would happen between 2016 and 2023, and it would use 65 percent of food and beverage tax and sales tax revenue generates over 15 years after it opens. That second source

would only use the revenue for 15 years, but if the company manages to pay off the principal and interest before that, it would keep the revenue.

The village board subsequently agreed to reimburse the company for environmental mediation costs and certain construction and infrastructure costs using revenue from Lehigh/Ferris Tax Increment Financing district, where the property is located.

Czerwinski told the Bugle that the latest delay happened because Ala Carte Entertainment was trying to use some of the utilities infrastructure left over from Maxwell’s.

But doing that required permits from the Metropolitan Water Reclamation District of Greater Chicago.

While they waited for permits, they had to wait to pave the parking lot.

The permits have since been granted and construction kicked in full gear, but the delays were enough that the company couldn’t guarantee it would be able to open by the end of the year.

“Plan as you might, one thing can set you back a bunch,” Czerwinski reflected. He said he was confident that there would be no delays.

“They’re back on track now, so we know they’re going to open ahead of the [deadline] approved,” Czerwinski said.

TIF funds transferred to pay off debts The Village of Morton Grove Board of Trustees held the first of the two readings required to pay off the bond obligations of the Waukegan Road Tax Increment Financing district with the funds from Lehigh/ Ferris TIF district.

The first reading took place during Nov. 27 meeting. Village Administrator Ralph Czerwinski explained that the $1,910,613 transfer would improve improve Morton Grove’s bond rating by getting rid of debt.

The TIF was created to improve the area and get rid of cheap motels, he said, and issuing bonds made sense at the time. But now that the TIF accomplished its purpose, it made sense to focus on addressing debt it incurred.

When a TIF district is created, the

mount of property tax revenue the village, the park district, the school districts and other taxing bodies get is frozen for at least 23 years. If the property taxes increase, the extra money that would otherwise go to the taxing bodies gets deposited into a TIF fund.

Out of three TIFs currently active in Morton Grove, Wakengan Road TIF is the oldest. It was created in 1995. Unless it is renewed, it will automatically expire next year. The TIF includes the stretch of Waukegan Road between Emerson Street and Meadow Lane, as well as several shopping plazas around the intersection of Waukegan Road and Dempster Street. The village website says that the TIF was created to encourage new commercial development in the area, but Czerwinski was more blunt.

“One only has to think back a decade, decade and the half,” he told the board. “One has to think back of what Waukegan Road was then and what it is now. Some of the motels in the area caused us higher level of service, and it was a blight on our area.”

To help fund redevelopment costs, the village took out general obligation bonds – the cheapest option at the time. But now, Czerwinski said, it was time to pay off the remaining debt.

“Village has been caring it as general obligation debt for a while and paying it down,” he said. “Now, it’s time for taking area that’s thriving very well and thinking holistically to pay this down. [It would] stabilize our Moody’s rating by taking this obligation off our books.”

Under the state law, municipalities can move money between TIFs, so long as those TIFs are “contiguous” to each other. Because Waukegan Road TIF isn’t contiguous to Lehigh/Ferris TIF, the village board will actually have to move on two ordinances. The first will move the money to the TIF that is contiguous – the Waukegan/Dempster TIF – and the second one will move the same money from there to Waukegan Road TIF. Czerwinski said that Lehigh/ Ferris TIF will still have enough money to address its redevelopment costs. The final vote is expected to take place during Dec. 11 village board meeting.

Village pulls permit for massage service Just Relax owner sought to keep permit in order to sell business

After briefly discussing whether to hold off on voting until December meeting, the Village of Niles Board of Trustees wound up voting unanimously to revoke the Special Use permit for Just Relax Chinese Massage.

Located at 259 Golf Mill Center, at Golf Mill Shopping Center, Just Relax closed June 2017 after its license was suspended due to allegations that one of its employees sexually assaulted a client. Owner Nancy Tran and the village subsequently agreed that she would close the business and not apply for another license for at least four years.

During the Nov. 28 village board meeting, Tran said that she was in the process of selling Just Relax to someone else.

She asked the trustees to not revoke the permit, so that the new owner would be able to reopen in time to take advantage of the holiday season and honor gift certificates customers already bought.

But the board ultimately decided not to grant Tran’s request. If the sale goes forward, the new owner will be able to apply for a Special Use permit in January at the earliest.

findings of fact, Just Relax originally operated out of a kiosk space.

Opening in 2008, it ran into issues after it started offering Chinese To Na massages. Any business that offers massage services of any kind must get a Special Use permit. Tran subsequently did that and the application was unanimously approved by both the Niles Plan Commission and the village board.

During the Nov. 28 meeting, none of the individuals that spoke got into any detail about the alleged incident. But according to an incident summary sent to the Bugle at the time, on June 21, employee Jun Liu was arrested for allegedly touching a female customer in an “insulting provoking manner” while she was getting a massage.

According to the report, Liu lived on the same block as Tran’s corporate address.

The Bugle attempted to get comment from Tran, but her attorney, James Hyun, advised her against speaking to the media. During the board meeting, he described Liu as an “independent contractor” and said that the case against him was still making its way through the court system. Huyn said that the trial was scheduled some time in January 2018.

According to the copy of the notice provided by the village, the incident violated two sections of the

Niles Code of Ordinances, enough grounds to suspend the license and begin the process of revoking it for good.

In Aug. 24, 2017, Tran and the village reached a settlement. While she didn’t admit fault, she didn’t dispute that the alleged violation happened. She agreed to surrender all of the business licenses and close Just Relax for good. Tran also agreed that she any of her company’s partners and employees wouldn’t apply for a business license for any kind of massage services business for at least four years.

During the Nov. 28 meeting, Hyun told the board that he and his client were under impression that the settlement with the village would allow Tran to sell the business, and that it would allow the space to keep a Special Use permit.

Geoffrey Gist, the attorney for the potential buyer, said that keeping the Special Use permit in place would allow his client to reopen Just Relax in time for the holidays and honor the gift certificates customers still had. He explained that the sales agreement with Tran would require the new owner to honor the certificates, but it also gave him the option of withdrawing from the deal if the Special Use permit is revoked.

Gist told the reporters that, to the best of his knowledge, his client didn’t have any familial or business relationship with Tran.

Village attorney Danielle Crcic

told the board that, because the agenda for the December meeting of the Niles Planning and Zoning Board has already been set, if the Special Use permit is revoked, the new owner wouldn’t be able to have his application processed until January 2018 at the earliest.

Mayor Andrew Przybylo originally considered tabling the revocation vote until December meeting, but after the discussion with the board, he decided that having the new owner re-apply for the permit would be in Niles’ best interests.

“The only way out is to have a hearing, be transparent and have people talk about [what happened],” he said. “That’s what we’re trying to do – to protect the reputation of Niles.”

Tran told the board that she wants to sell off Just Relax – especially since she still has to pay rent in on the space.

“My heart goes out to you, but you should’ve been watching your business,” he said, noting that, as a co-owner of White Eagle banquet hall for 40 years, he understood the challenges and the responsibilities of running a service-orientated business.

Przybylo invited the trustees to make a motion to table. When none did, the board proceeded with the vote, revoking the permit.

Dates removed

from 2018 advisory referenda The Village of Niles Board of Trustees voted unanimously to remove the fixed dates from three advisory referenda questions that were originally meant to be placed on the Nov. 6, 2018 election ballot, changing the language so that they would they instead go on the ballot “for the next available election.”

During the June 13, 2017 special meeting, the board voted to place six advisory referenda on the next two election ballots. At the time, activist Joe Makula strongly objected, arguing that, with only three refenda slots available per ballot, this makes it impossible for citizens to submit referenda questions until 2019. In Nov. 8, 2017, he filed a binding referendum for Nov. 6, 2018 ballot. If passed, it would ensure that, if the village puts one referendum on the ballot, they wouldn’t be able to put any more refenda on the ballot for any election that’s more than 180 days away. It would take effect on March 1, 2019.

Oct. 25, 2016, Makula filed a petition that would reserve two of the three referenda slots for resident petitions, but the Niles Municipal Officers Electoral Board threw it out because petition circulators didn’t properly signed to petitions, rendering them invalid.

Legion Post 134 opens doors to Navy recruits On Thanksgiving Day, Nov. 23, the Morton Grove American Legion Post 134 celebrated their 11th annual Adopt a Sailor Navy Day, hosting 50 recruits from Naval Station Great Lakes.

Recruits were provided free phone service to anywhere in the world, compliments of AT&T. They also had computers, Wii games, movies, and video games all day long. Filming of the day’s events were put on DVDs will be sent to their loved ones.

BY DENNIS ANDERSON Illinois turned 200 on Dec. 3, 2018, and over the course of the next year Bugle/Enterprise Newspapers is helping to commemorate the event.

The Bugle/Enterprise Newspapers and dozens of publications throughout Illinois will print a weekly series of articles featuring key moments, figures, industries and events that help to make Illinois unique. Some of the first articles include the Underground Railroad, coal mining, the dueling Peoria territory and top Illinois athletes through the years.

Other topics include Illinois’ role in the Civil War, World War I and World War II; transportation, from the railroads to the interstates to aerospace; and the arts, including jazz and the blues.

BY TRAVIS LOTT of the County Journal No exploration of the 200 years of Illinois history would be complete without a look at what preceded those two centuries.

While Illinois became a state in 1818, its story began nearly 150 years before that, in 1673, when Louis Joliet and Jacques Marquette explored the Mississippi River in search of a route to the Pacific Ocean.

When the two explorers’ travels led them near hostile Spanish territories, they turned back and traveled along the Illinois River, finding safety among the Kaskaskia Indian tribe. Marquette founded the Mission of the Immaculate Conception, but left the mission in the

The mission had to be moved several times due to conflicts between the Kaskaskia, Illini Confederation and the Iroquois.

Eventually, the mission planted roots at the confluence of the Mississippi River and the Michigamea River, which is now known as the Kaskaskia River.

The village of Kaskaskia was established in 1703, and was mainly inhabited by French traders and their wives.

The village’s fertile ground in the American Bottoms, along with its positioning at the confluence of two rivers, led it to be a hub of agriculture and trading. It also became a focal point for warring British and French during the French and Indian War. In 1756, fearing attack, the townspeople built Fort Kaskaskia on a hill overlooking the town. The fort was then destroyed by the townspeople who feared it would fall into British control after the French lost the war.

Those who did not want to live under the impending British rule moved to St. Louis or Ste. Genevieve, Missouri.

The town fell to the British and was kept under control of the crown until July 4, 1778, when George Rogers Clark led an expedition of American troops into the village to liberate it. After a two-month

journey over 1,000 miles, Clark and his 175 men arrived in Kaskaskia to take the area. Many of the British had been withdrawn from the area, and Clark captured the settlement without a shot being fired.

With Clark in town, residents rang the Liberty Bell of the West, which got its name that day. The bell was originally given to the Catholic Church of the Illinois Country by King Louis XV of France. The bell was cast in France in 1741, making it 11 years older than the Liberty Bell that sits in Philadelphia.

An inscription on the side of the bell reads “Pour Leglise des Illinois par les Soins du Roi D’outre,” which translates to “for the Church of the Illinois, by gift of the King across the water.”

One side of the bell is ornamented with the royal lilies of France. The other side bears a cross and pedestal, with the top and arms of the cross terminating in grouped fleur de lis.

Taking Kaskaskia was the first step in Clark’s plan to capture the western headquarters of the British at Detroit.

The bell is now a tourist attraction, much like the Immaculate Conception Church that sits next door.

The word “hope” is definitely something that the Maine East’s girls’ basketball team needs to take in consideration.

After finishing a disappointing 6-19 record last season, the Blue Demons are waiting to redeem themselves by rebuilding their program and adding a new coaching staff.

New head coach Jill Kowalysyzn feels very confident to start this upcoming regular season.

“I have a lot of confidence,” Kowalysyzn said. “It’s pretty tough to get everyone on board, because coach Kain and I are new into this program. And we’re trying to bring in all of these changes at once, but we have been training extremely hard during the off season; we just want to put everything together and let our performance show on the court.”

Kowalysyzn took over the head coaching position last March after replacing Karol Hanusiak, who had led the Blue Demons to a couple of winning seasons (2013-14 and 2015-16).

Despite starting this season with a 0-4 record in their Thanksgiving tournament, Maine East pictured themselves as the ultimate underdogs.

“It’s a learning curve,” Kowalysyzn said. “We need to communicate on offense and defense more, as well as keeping up with the consistency, pace, and aggressiveness. We also need to make all of our shots follow through and run our offense correctly.”

Junior point guard and Co-captain Caya Apostolou wasn’t very happy with their team’s recent performance during the tournament.

After taking apart the previously undefeated Rams of Glenbard East 77-47, to take home to Park Ridge, the Fifth Annual Lyons Township-Glenbard Thanksgiving Tournament Championship on November 25, the Hawks invaded New Trier, for their 2017-18 Central Suburban South opener, on November 30 and fell 63-56.

New Trier, won the New Trier/ Loyola Academy Thanksgiving Tournament on November 25, defeating Loyola (3-1) for the crown.

In a nip and tuck CSL South battle that had 11 lead changes and was tied eight times, “The Old Barn” (1921) at New Trier, was rockin’ on a Thursday night.

ing just 11 of 22, while New Trier made 12 consecutive free throws in the fourth quarter, alone.

At Lyons Township, on Monday November 20, Maine South, slipped past the 12th ranked Hornets of Hinsdale South 6361. The next night, the Hawks nipped Lyons Township 52-49 before sweeping Pool A play with a 50-38 win over Plainfield

North, on November 22.

On Saturday November 25, at Glenbard East, the Hawks, romped past previously undefeated Glenbard East 77-47, for the title. Miller and 6-4 Fillip Bulatovic, were named to the 2017 Lyons Township/Glenbard AllTournament team.

Entering his 15th season at the helm of the Hawks’ basketball program, Tony Lavorato, (261156), welcomes back almost everyone from 2016-17’s injuryfilled 17-13, 5-5 CSL South, season.

The 6-7 Gardiner, joins Miller, after an injury filled 2016-17, to give the Hawks their “Twin Towers” up front . Bulatovic,will be joined in the backcourt with the always-tough Mike George. The junior, Essam Hamwi, completes the Hawk rock-solid starting five.

“We return a number of people from last season and I expect

us to be very good,” Lavorato added. “We defeated a number of quality teams to win the Thanksgiving tournament. To blow-out previously undefeated Glenbard East at Glenbard East and defeat LT in their building, was quite an accomplishment.”

“It was great to win the Thanksgiving tournament the way we did,” Miller said. “ We should be very good this year.

We have a veteran team and expect to make a big run in the state tournament in March.”

“It’s great to be back playing after last years’ injury-filled season,” Gardiner said. “I echo what Grant said in that we have a veteran team and we should be very good. Our goals are win the CSL South and make a deep run in the state tournament.”

On Friday December 8, the Hawks host the defending CSL South champion Wildkits of Evanston.

The Blue Demons are currently placed 6th in the Central Suburban League North Division, and they’re hoping to turn around this season by starting a winning stretch. Senior point guard Olga Goumas will return

to the team this season after recovering from a serious ACL injury that she sustained. Shooting guard Alyssa Valle and forward Daniela Vertucio are the only freshmen on Maine East’s varsity roster; those underclass-

men hope they can adjust to the intensity of high school basketball.

“They’re still in that eighth grade mentality of learning the game and making small rookie mistakes, but they’re kind of

grooving themselves into high school basketball.” Kowalysyzn said.

Seniors Jackie Buczkowski and Abby Adamu are also planning to help lead this team to a better direction this season
