Board of Education OKs tax levy increase Out of the total levy, $49 million will go toward educational expenses

The Park Ridge-Niles District 64 Board of Education voted unanimously to set the 2017 tax levy at $68,197,759 - 3.24 percent more than last year.

At the same time, the board is planning to reduce the amount it would normally collect starting next year. The Office of Cook County Clerk currently levies slightly more than the school districts as for to make up for the district getting less tax revenue than expected due to appeals or just plain nonpayment. Starting 2019, if the balance in the district’s Debt Service Fund reaches a certain point, it will ask the Cook County Clerk not to collect more money than what they asked for.

The board has been discussing the levy since September. This year, both the public hearing and the fi-

nal vote were held on the same day, during the Dec. 11 meeting. While none of the residents spoke during the hearing, during the main meeting, one of them argued that, in the future, the district should do more to reduce its expenses.

Out of the total levy, $49 million will go toward educational expenses. $5.5 million will go toward operations, $1.1 million will go toward pensions and $1.5 will go toward social security, $5 million will go toward special education, and $2.063,800 would be levied toward debt service and long-term construction projects.

As previously reported by the Bugle, the amount the district is levying won’t necessarily be what the home owners will actually have to pay. Like most Cook County school districts, District 64 is subject to Property Tax Extension Limitation Law tax caps. PTELL tax cap is set using a complex formula that includes changes in the Consumer Price Index, Equalized Assessed Valuation, how many new properties came on to the tax rolls since the last tax year and how much the district collected in taxes the year before.

Because the district won’t know what its tax cap will be until Summer 2018, it doesn’t now how much

it will actually be able to get. If it levies less than what the cap would allow, it would only get whatever it levied. That is why many school districts wind up levying more than they need.

But that is not to say the board isn’t trying to reduce the amount it has some control over.

During the Nov. 13 meeting, the board discussed the “cost and loss factor.” When setting the tax levy, the county clerk adds the equivalent of three percent of the operating budget portion of the levy and the equivalent of five percent of the debt service portion of the levy.

This is designed to account for instances where property owners get their tax levies reduced on appeal, or some other factors that lead the district to collect less than it levied.

Furthermore, according to Board of Education’s attorney James Levi, the debt service portion of the levy doesn’t fall under PTELL, the five percent wind up getting added to the balance of the debt service fund.

The board originally considered asking the county clerk not to add cost and loss factor altogether. But they eventually decided to to do something that would only affect the debt service portion. Starting next year, if the fund balance winds up more than $125,000, the board would ask the county clerk to reduce the money it gets thought the factor so they wouldn’t get anything more than what they would need to maintain that balance.

As Board President Tony Borelli explained during the Dec. 11 meeting, the board felt that they didn’t need to collect any more than they had to.

“So what this board is suggesting is we’re going to keep a small amount in a trust fund in case Cook County has an issue with collecting the taxes, but anything above that trust fund, we’re telling Cook County - we don’t want it,” he said. “We want to be as true as we can to the taxpayers as we can by telling Cook County - keep it some place else, do whatever you do with your money, but we don’t need more of our taxpayers’ money.”

‘Honest Abe’ addresses village board Niles makes moves toward building affordable senior housing

The Village of Niles Board of Trustees voted unanimously to authorize staff to begin negotiations with Chicago-based Alden Foundation to build an affordable senior housing development.

As the board emphasized during the Dec. 11 meeting, this doesn’t mean the development would necessarily be built – that decision wouldn’t be made until negotiations are complete. However, it should be noted that one of the advisory referenda the village board placed on the March 20, 2018 primary election ballot will ask residents whether Niles should “incentivize senior affordable multi-resident housing developments.” While all trustees voted to move the negotiations forward, trustee Denise McCreery expressed reservations, telling the Bugle that she wasn’t sure whether affordable an housing development was necessarily the right way to go.

As previously reported by the Bugle, during the April 13, Niles Human Services Committee meeting, Tony Hollenback, the Niles Director of Family Services, said that he was planning to talk to the Department of Community Development to see what they could do to increase low-income housing options. Homelessness has been an issue that shows no sign of abating, he said, and he hoped that it would help address the situation.

In a follow-up interview with the Bugle, he said that the number of Niles residents who don’t have a permanent place to live has been increasing.

As he saw it, investing in affordable housing made sense, since it would be cheaper and wouldn’t require as many resources as taking care of a homeless person.

The Housing Authority of Cook County ran one senior public housing building in Niles – Huntington Apartments. However, in the summer of 2017, it took advantage of

U.S. Department of Housing and Urban Development’s Rental Assistance Demonstration program, which allows housing authorities to convert public housing into privately owned apartment buildings – with the stipulation that the apartments must be available to Housing Choice Voucher holders. The Housing Choice Voucher program – popularly known as the Section 8 program – lets lowincome tenants rent apartments they wouldn’t otherwise be able to afford. They pay 30 percent of the rent, with the federal funds covering the rest.

In Sept. 6, the Village of Niles sent out a Request for Proposal for the repairs of the reservoir at the 7104 Touhy Avenue and the demolition of the public works building located on the property. Later that fall, it sent out a Request for Qualifications looking for someone to build independent living senior housing on the site.

In a letter to the village, Barry Mullen, Alden Foundation development director, argued that his employer is best suited for the project because it specializes exclusively in affordable senior housing.

Since 1996, it built a total of 11 independent senior living developments in Chicago area, with a twelfth development currently under construction in New Lenox.

While the Foundation is a nonprofit, each development is managed by one of its for-profit subsidiaries.

In its proposal – which would be refined during negotiations – it

calls for a five-story building with around 70 units, some of which would be one-bedroom and some would be two-bedroom. It will have a community room, a media room, a game room, a fitness center and an outdoor patio with a gas grill.

The Foundation would use a combination of Low Income Housing Tax Credits, “multi-layered affordable housing financing” and “any assistance that the Village of Niles might be able to offer.”

During the Dec. 11 meeting, Randi Schlossberg-Schullo, president of Alden Management Services and Alden Realty Services, said that the Foundation was already looking at Niles “We’ve been looking to build affordable senior housing in this community for a long time,” she said. “I grew up in the area. I know there’s a need.”

McCreery asked why they weren’t thinking of doing an assisted living facility. SchlossbergSchullo explained that, in each community, they build project based on local needs.

“There’s a need to serve seniors in the community that are on fixed income,” she replied. “There’s a lot of assisted living [facilities] already.”

McCreery also wondered whether the foundation considered adding a retail component.

Schlossberg-Schullo replied that they didn’t.

McCreery wound up voting to begin negotiations, but not before emphasizing that she was only doing it to move the process forward.

She said still had reservations about the entire idea.

“I don’t want it to be limited to affordable senior housing,” she later told the Bugle. “I want to make sure retail is explore if it is an option.”

The trustee said that, she would “really prefer” a mixed-use development with retail on the first floor and some sort of residential development on the other floors. For now, she was willing to wait to see how the negotiations play out.

“I would like it thoroughly explored before we close the door on that,” McCreery said.

“Honest Abe” stops by meeting Anyone who came into the Niles village hall’s main meeting space on the evening of Dec. 11 were in for an unusual sight.

A tall man who looked an awful lot like United States’ 16th president, compete with a beard, a suit and an iconic stovepipe hat, was walking around, shaking hands with attendees and introducing himself as Abraham Lincoln. As Niles mayor Andrew Przybylo explained later during the meeting, he ran into the impersonator during the Illinois bicentennial event at the Niles-Maine Library, which is located across the street from the village hall. The mayor was impressed with the actor’s knowledge of history and the president’s life

and asked if he would be willing to stop by the village board meeting.

Before the officials were scheduled to make reports, Przybylo invited the impersonator to come up to the podium and urged the trustees to ask questions.

When asked what he thought of Springfield when he was first elected to the Illinois House of Representatives. The actor replied that, at the time, Springfield wasn’t the state capital – Vandalia was – and that he was one of the representatives who pushed to move the capital to its current location.

When asked about what happened to his law practice, the impersonator replied that, as far as he knew, it would still be waiting for him once he served out his term as president.

Przybylo then invited him to give a speech. “Honest Abe” remarked that, when he arrived in Illinois, he found a state that “had muh ptonetal, and very muh unrealized potential.”

“I arrived at the age of 21, much in the same condition,” the actor quipped.

He added that he was proud of how far the state has come, as well as its contributions to the war effort during the Civil War. He finished his speech by reciting the Gettysburg Address and giving one final thought.

“I’m proud to say that the people of Illinois played their part as well, and I trust that you, today still fight for those ideas on which this nation was founded,” the impersonator said.

Peoria settlement sacked, burned during War of 1812

BY CHRIS KAERGARD Of the Journal Star of Peoria If schoolchildren learn one thing about the War of 1812, it’s that the British marched on and burned Washington, D.C. But Illinois schoolchildren studying the war could also learn about the burning of a settlement in their own territory, one set ablaze by their own countrymen: the village located where Peoria stands today, in a location that had been settled since the late 1600s.

The conflagration there, almost certainly unplanned, gave rise to a half-century-long legal fight and slowed the city’s development.

In the early months of that conflict between the British and Americans, tensions grew in the western territories of the United States, including the Illinois Territory, because of fears that local American Indian tribes were either loyal to the British or being induced to attack American settlers, particularly after such an attack at Fort Dearborn.

Hence the decision by the state’s territorial governor, Ninian Edwards, to send a group of militiamen — some from Missouri — up the Illinois River in November 1812 to check into conditions in the village of fewer than 100 people.

“The Missourians were deeply suspicious of this thriving and peaceful village, unmolested within 10 miles of the main council site for Indian tribes that swarmed Illinois, Indiana, Wisconsin and Iowa,” a Journal Star archival piece from 1962 reads.

Capt. Thomas Craig’s men began to sack the town while residents were at Sunday Mass.

“In the face of protests from Thomas Forsythe, an official Indian agent and … the village priest, the property was temporarily returned,” according to another Journal Star historical recounting from 1963. “Harmless shots from across the river, probably by hunters, led Craig to say his boats had been fired upon.

The French denied it, but Craig demanded the attackers be turned over to him. When the villagers protested, Craig sacked the town.

This illustration, created for Peoria’s tricentennial in 1991, showcases the beginning of the peaceful coexistence between settlers and American Indians in the Peoria area of the Illinois River valley. That continued coexistence caused puzzlement and concern among territorial authorities at the start of the War of 1812 and resulted in a military expedition to the village on the site of modern-day Peoria.

Its buildings were burned, cattle killed, the wine vaults raided and villagers were taken prisoner and shipped down river. Belated orders from the governor to belay and free the prisoners finally reached the group, with men, women and children being turned loose with few provisions in freezing weather near modern-day Alton. One of the survivors later became the wife of the state’s fourth governor, John Reynolds, who called out the state’s militia for the Black Hawk War. The burning of the village and the stranding of its members in fact helped turn some local Indians against the American settlers.

The destruction cleared the way for the construction of Fort Clark at the corner of what is now Liberty and Water streets in 1813 as a bulwark against now-hostile Indian tribes. It remained on the site for only a few years until rebuilding of residential properties resumed nearby.

One problem: The displaced residents from 1812 had deeds to the property, dating back to the original French settlements there and began to petition Congress in 1813 to be reimbursed for their lost land. That process continued as Illinois entered its early days of statehood.

“By 1837, when surveys were made, American settlers were occupying these lots — but the sales to these inhabitants were made subject to the French claims,” Ernest E. East writes in an un-

published “History of Peoria” volume, as later recounted by local historian Bill Adams.

Some 32 former residents or their heirs subsequently filed claims on 70 lots — some of which devolved into lawsuits in county court or federal court. A piece by the Peoria Historical Society explains: “But the legal process moved very slowly, which in turn slowed the development of downtown Peoria. As a lawyer, Abraham Lincoln worked on some of these cases in the 1850s. Eventually, the displaced settlers were paid thousands of dollars in reparations for the loss of their homes.”

A handful of those cases first had to go to the state Supreme Court, and one to the U.S. Supreme Court, the latter with Lincoln as one of the attorneys involved. The litigation ended when real estate baron Charles Balance finally bought out the remaining claims on eight lots for $31,000 in 1867 — about $500,000 in today’s funds.

HAWKS Maine South is moving in the right direction this season after beating Niles West 59-31

After finishing the 2016-17 campaign with an unimpressive 17-13 overall record, Maine South’s Basketball team is heading to a new and approved direction as the Hawks began this season with a terrific 6-2 start. This year’s varsity squad defeated Niles West 59-31 last Friday night at Park Ridge; the Hawks were led by junior forward Essam Hamwi as he scored 18 points on seven field goals, and recorded a 78 percent field goal average.

“We had a lot of height advantages against them,” Hamwi stated. “We were constantly running on the transition which helped our game.”

Senior star forwards Tommy Gardiner and Grant Miller had stellar and slightly identical performances on the court.

Gardiner (13pts and 75% FGA) is being heavenly recruited by the University of Wisconsin Platteville; Miller (12pts and 100% FGA) is starting to become a huge contributor for Maine South’s version of “The Big 3”.

“I thought Tom Gardiner played really well,” Maine South head coach Tony Lavorato said.

“He played really strong and had a great first half. He grabbed every rebound and always went to

the hole; he’s getting better and better while coming off from an ACL injury. Our anchor is Grant Miller, and he also had another solid game.”

Lavorato accepted the varsity head coaching position before the 2003-04 season started, but he struggled during his first seven disappointing seasons with the Hawks which combined into a 76-89 career record. He finally made a huge turn around in the 2009-10 season as Maine South were qualified in the Class 4A state tournament for the first time since 1999 before being eliminated in the first round by Whitney Young 63-39. This year’s team had recently faced some tough competition losing to New Trier 63-56 on November 30th and once again to their hated CSL rivals Evanston 61-57 the following week.

“We have to play more constantly, and our team has to make sure on taking care of the ball better,” Lavorato stated. “It really isn’t about who were playing, it’s how we’re playing, and we can’t be our worst enemy. We have to continue to get better each day, and try to make sure we’re fighting some of the mental mistakes that are happening.

And we’ll play in the best of our ability.”

MITCH DEAR MITCH, The first thing I’d say is don’t go crazy on any big-ticket items while you’re paying off debt. Keep it simple, and go out to celebrate with a nice dinner after you get your first paycheck. Remember, the more you put toward debt, the faster it goes away.

The board also agreed to ask its Policy Committee to turn the consensus into an official policy that the full board would then be able to vote on.

While the board usually holds the tax levy hearing a month before adopting it, the levy discussion – including the discussion of the cost and loss factor – took longer than expected.

For the time being, I want you to remain passionate about getting out of debt. Your thought process needs to be, “Wow, I got a new job making more money. I can get out of debt even quicker!”

Again, I’m okay with you adjusting a bit that first month and having a little fun to celebrate your good fortune. But after that, I want you to turn around and attack that debt with even more intensity than before. Then, once you’re out of debt, you can celebrate that with something a lot nicer.

But during the public comment on non-agenda items portion, resident Michael Hendricks– who said he was a Park Ridge home owner who attended District 64 schools as a child – argued that Park Ridge schools’ taxes were too high, even compared to the state average, and that the board should do more to reduce them.

“So I urge you the board to do more to cut costs toward the state average, which I believe is $12,821 per student,” he said.

Hendricks pointed to teacher salaries as a major example.

Home for the Holidays: Drive Sober, Buckle Up IDOT partnering with law enforcement to ensure safe holiday travel The Illinois Department of Transportation, Illinois State Police and local law enforcement agencies throughout the state are working together to ensure motorists drive sober and buckle up this holiday season. Beginning Dec. 18 through Jan. 2, more than 150 police and sheriff’s departments will step up enforcement efforts to prevent alcohol- and drug-related crashes and fatalities.

“The holidays are a time to celebrate and make memories with family and friends,” said Priscilla Tobias, Director of IDOT’s Office of Program Development. “By driving sober and buckling up, you are not only helping make zero fatalities a reality in Illinois, but also ensuring that this year’s memories are joyful.”

The enforcement campaign will be in effect around the clock, with heightened efforts during nighttime hours. Illinois motorists can expect to encounter DUI, speeding and distracted driving patrols as well as roadside safety checks and seatbelt enforcement zones throughout the state.

The holiday enforcement campaign comes as Illinois experiences its second consecutive year of more than 1,000 motor vehicle fatalities. In 2016, a total of 1,078 people lost their lives in a vehicle crash on Illinois roads; the National Highway Traffic Safety Administration estimates that 315

of these individuals died in an alcohol-impaired crash.

“Safe driving habits are essential to reducing fatalities in Illinois,” said Illinois State Police Director Leo P. Schmitz. “The ISP continues to work to remove unsafe drivers from our roadways.

We ask that you do your part to assist us in reducing fatal crashes.

If you see an unsafe driver, please call 911 to report them.”

The Illinois Drive Sober or Get Pulled Over and Click It or Ticket programs are funded with federal highway safety dollars administered by IDOT.
