ELECTION 2018

Voters overwhelmingly support advisory referenda Niles, Park Ridge and Morton Grove used home rule powers to opt out

BY IGOR STUDENKOV For the Bugle @BugleNewspapers nweditor@buglenewspapers.com

During the Nov. 6 election, Cook County voters overwhelmingly supported the advisory referenda urging municipalities that opted out of the county minimum wage increase and mandatory paid sick leave policies to opt back in. After the two policies were passed in October 2016, a number of municipalities throughout the suburbs – including Niles, Morton Grove and Park Ridge - used their home rule powers to opt out. But the Bugle analysis of precinct-level data suggests that a substantial portion of the residents who voted during the last election would have preferred that they didn’t. The support is particularly strong in Morton Grove, and the sick leave advisory referendum got more support overall than the minimum wage referendum. As previously reported by the Bugle, in the way of the City of Chicago using its home rule power to approve the gradual minimum wage increases, the Cook County Board of Commissioners followed suit, approving its own gradual increase that

will eventually make its minimum wage smaller than Chicago’s, but still larger than the $8.25 Illinois minimum wage. It went up to $10 an hour in July 1 and $11 an hour in July 2018, It will go up to $12 an hour in July 2019 and $13 an hour in July 2020. By comparison, by 2019, Chicago minimum wage will increase to $13 and, unlike the Cook County minimum wage, it will keep increasing by 2.5 percent or the rise in the Consumer Price Index – whichever is greater. The county paid sick leave ordinance, which the county board approved on Oct. 5, 2016, requires employers to give any employees that worked at least 80 hours within a 120 day period one hour of paid sick leave for every 40 hours worked. The City of Chicago approved a similar ordinance around the same time. In the run up to July 2017 – when both ordinances took effect – many Cook County municipalities with home rule powers voted to opt out. The Morton Grove village board held the vote in response to the request from the Morton Grove Chamber of Commerce and Industry, while the Park Ridge City Council voted on it after a survey by the Park Ridge Chamber of Commerce revealed the member businesses were split on the issue, with businesses located near Park Ridge/Chicago border generally supporting the ordinances and businesses further out opposing it. In Niles, the situation was more complicated. With the support of fellow village trustee Joe LoVerde, trustee George Alpogianis, who owns Kappy’s American Grill in Morton Grove, placed the opt-out ordinances on the agenda over Mayor Andrew Przybylo’s objections. In all three municipalities, the discussion was contentious. Supporters of the opt-outs argued that opting in would put the municipalities at a competitive disadvantage in terms of attracting and retaining businesses, and hurt businesses those

profit margins were already razor-thin. Supporters of the ordinances argued that the state minimum wage failed to keep up with the rising costs of living, and that the paid sick leave policies would ultimately be better of businesses and families alike since employees wouldn’t feel like they need to come to work while pushing through the illness. Niles and Morton Grove village boards voted to opt out by a 4-2 vote and a 5-1 vote, respectively. The Nov. 6 referenda were non-binding, with the vote meant purely to gauge how the residents feel on the issue. While preliminary returns made it clear that voters in suburban Cook County overall supported both, the Bugle couldn’t look at how individual municipalities voted until precinct-level data became available. While, in most cases, precincts fall within a single municipality, there are several cases where a precinct spanned two, or even three, municipalities. So, for each municipality, the Bugle looked at two sets of totals. For example, for Niles, it looked at the precincts that fell within Niles and what happens

to the totals when precincts that weren’t 100 percent in Niles were added in. Overall, the trend was the same. In Niles, 77.79 residents supported opting in to minimum wage ordinance and 83.11 percent supported opting into the sick leave ordinance. If partial precincts were added in, the percentage went up to 78.78 percent and 83.96 percent, respectively. In Morton Grove, 82.28 percent supported the minimum wage opt-in and 87.42 percent supported the sick leave opt-in. If partial precincts were added in, the percentage actually went down to 80.97 for minimum wage and 85.98 for sick leave. In Park Ridge, the support was lower than in the other two. 71.29 percent supported minimum wage opt-in and 76.47 percent supported the sick leave opt-in, If partial precincts were added in, the number went up to 72.49 percent and 77.37 percent, respectively. The Bugle also looked at the numbers for unincorporated portions of Maine Township. Since the township government isn’t a home rule unit of government, it couldn’t opt out to

begin with. Nonetheless, most of the residents that voted supported both ordinances. 85.01 percent supported minimum wage increase ordinance and 89.58 percent supported the sick leave ordinance. When partial precincts were added in, the numbers went down to 81.04 percent and 85.79 percent, respectively. When looking at how many voters cast the ballots overall versus how many residents voted for or against the two referenda in particular, it’s clear that a small portion skipped the question altogether – but participation never went below 90 percent. But when looking at the percentage of residents who voted in the referenda versus the number of registered voters overall, it becomes clear that the vote represents less than a half of all residents that could have potentially voted. Given that the turnout in Niles, Morton Grove and Park Ridge seldom goes about 50-60 percent, the total may only reflect the preferences of about half the registered voters, but it does reflect the preference of the voters who are likely to go out and vote.

Gray’s legacy leaves a bridge to the future for southern Illinois BY HOLLY KEE OF THE SOUTHERN ILLINOIS LOCAL MEDIA GROUP In 1956, a little-known freshman congressman from Franklin County in southern Illinois gave his first major speech on the floor of the U.S. House of Representatives, receiving a standing ovation for his efforts. In that speech, amateur magician Kenneth J. Gray from West Frankfort, used his skills to illustrate the “rosy” prospects of then-President Dwight D. Eisenhower’s Interstate Highway Act. Carrying a bouquet of red roses, Gray illustrated the interference of lobbyists and special interests that he said were “killing” the program by snapping flowers off the stems until all the blossoms were gone. At the conclusion of the speech, Gray suggested the lobbyists would fail and all would be “rosy” again, holding up the bouquet with white roses blooming from the bare stems. In a political career that spanned 24 years in Congress, Gray was responsible for bringing nearly $7 billion in public works projects to southern Illinois. Using earmarks on bills often referred to as “pork barrel politics,” Gray’s ability to score for his district earned him the moniker “the Prince of Pork.” “It was a title he embraced,” said his daughter, Becky Gray-Clay. “My dad knew that those projects meant jobs for people in southern Illinois.” In what would become an infamous interview with The Southern Illinoisan in 2008, Gray said, “They call Rend Lake pork. Yet the engineers, six years ago when there was tremendous flooding, said that because of Rend Lake, more than $100 million worth of property downstream was saved. If that is pork, pass me the plate, another heaping serving.” Part of that quote ended up as the title of a book about Gray’s life by a pair of local authors and educators, Marleis Trover and Maxine Pyle. “Pass the Plate: the Legend and Legacy of United States Congressman Kenneth J. Gray” tells Gray’s story via a walk down memory lane that showcases the man that Trover describes as “one of the most effective congressmen of the 20th century.” Trover said Gray understood the most important job of a leader is to provide hope. “Each time he showed off southern Illinois,” Trover said, “he brought more

people here or he connected our area with officials in other cities.” Although he never went to college, Gray educated himself about his area and beyond. He exaggerated his age to 18 to enlist during World War II, Trover said. An old man going a lone highway, Came at the evening, cold and gray, To a chasm, vast, and deep and wide, Through which was flowing a sullen tide. The old man crossed in the twilight dim; The sullen stream had no fear for him; But he turned, when safe on the other side, And built a bridge to span the tide. “Old man,” said a fellow pilgrim, near, “You are wasting strength with building here; Your journey will end with the ending day;

You never again will pass this way; You’ve crossed the chasm, deep and wideWhy build you this bridge at the evening tide?” The builder lifted his old gray head: “Good friend, in the path I have come,” he said, “There followeth after me today, A youth, whose feet must pass this way. This chasm, that has been naught to me, To that fair-haired youth may a pitfall be. He, too, must cross in the twilight dim; Good friend, I am building this bridge for him.”

Gray’s exaggeration, including his colorful suits, bow ties, red permed hair, and even his modes of transportation, made him stand out, giving him instant recognition. After returning from World War II, Gray served as commander of the American Legion for the 15-county area, providing services to help reintegrate the returning soldiers. “Having flown in the war, Kenny used his skills to pilot a helicopter around southern Illinois,” Trover said. “He later used what he saw in those counties to identify priorities to raise the standard of living for all the people of southern Illinois.” Gray’s influence can be seen all over southern Illinois, starting with Interstate 57, part of which is now named Ken Gray Expressway in his honor. Many small towns have post offices thanks to Gray. Rend Lake is another of the “pork” projects Gray brought to southern Illinois. Rend Lake spurred economic growth when a boat factory opened nearby that offered steady em-

ployment to an area with little opportunity. Gray sponsored infrastructure bills that helped jumpstart the growth of industry throughout his district, including in Marion, where Pepsi MidAmerica, one of the area’s largest employers, is located. Former Mayor Bob Butler, the longest serving mayor in Illinois history, worked closely with Gray to secure federal funding that enabled Marion to grow. Butler told Trover he was “irritated” when Gray was referred to as “the Prince of Pork.” “He was just better at it than anyone else and they couldn’t stand it,” Butler said. Gray’s wheeling and dealing with Washington’s elite also brought the Marion Federal Penitentiary, Devil’s Kitchen Dam, Olmsted Lock and Dam, numerous federal housing projects, an expansion project for the Marion Veterans Administration Medical Center, education funding and funding for the arts. For Gray, it was never about power or personal gain; it was always about the people. “When you came into his office, it didn’t matter if you were Democrat or Republican,” Gray-Clay said. “You were his constituent and he would help you.” Gray was popular at home and gained respect in Washington’s inner circles. He was frequently called upon by House leaders such as Sam Rayburn and Tip O’Neill to stand in as the speaker protem. He frequently appeared in public with presidents John F. Kennedy, Gerald Ford, Lyndon Johnson and Ronald Reagan. Gray retired in 1989. He continued to be active in the district, lending a hand as an auctioneer, appearing at various dinners and fundraisers, or offering advice to his successors. Gray died on July 12, 2014, at age 89. He enjoyed reciting parables and poems, with one of his favorites being Allen Dromgoole’s “The Bridge Builder.” Gray left a legacy that has become a bridge for the southern part of Illinois, one that preserves the beauty of the land but still connects the rural areas to other parts of the country. GIRLS BASKETBALL

New Trier defeats Niles West in CSL tilt BY DRAKE SKLEBA For the Bugle www.buglenewspapers.com

On Friday night in Skokie, the girls of Niles West, after missing 12 of their first 16, first-half shots and eight of their 13, first-half free throws, only trailed 21-13, at the half. 45-31 In their Central Suburban South showdown, with New Trier (8-3, 2-1), toss in eight, Wolves’ turnovers and all credit for keeping the game close, would go to the Niles West defense. Trailing 27-16, with four and a half-minutes, left in the

third quarter, Wolves’ senior, Sidney Hines (seven points, six rebounds), buried a threepointer and when sophomore, Angelica Cirineo (four points, two rebounds) nailed a freethrow, Niles West (6-3, 1-2) pulled to within, 27-21, with 3:47 left in the third quarter. Off the ensuing, inbounds pass, the Wolves left New Trier senior, Rebecca Goldman (nine points, three 3’s), open in the right corner. Goldman, made the Wolves pay for their negligence, by burying her third, three-pointer, of the game. Goldman’s bomb, ignited a

9-0 Trevian run, to expand their lead, to 36-21, after three quarters. The New Trier defense, double and triple-teamed, Wolves; leading-scorer, senior, Sam Galanopoulos and held her to just 13 points. The New Trier defense, was so impressive, that even with their constant, double-teams, of Galanopoulos, they were able to cover up, the open Wolves’ shooters. “I have been double-teamed all season. It’s nothing new for me,” Galanopoulos said. “New Trier is a great team and played great defense. We played great defense

as well and played very hard, tonight.” Trevian senior, Tate Ryan (nine points, six rebounds, six blocked shots), had five of her six blocks in the first half and put Wolves 6-foot-1 Nerina Alic, in foul trouble, all night. With Alic on the bench with fouls, the Trevians, went inside to score. The Wolves hit the road, for four straight games starting Tuesday night at Warren. The Wolves will return to CSL South action, at Maine South, next Friday, December 14.

“We played hard tonight and I really believe we just have to clean up a few things up and we can beat New Trier, at their place, later in the season,” Hines said. “We want a little pay-back against Warren, for beating us by onepoint last season. Maine South, is my personal rivalry game. It would be special for me to beat them, especially at their place.” “We played very hard tonight,” Niles West head coach Kyle Braheny said. “New Trier is a very good team but I’m proud of how the girls played and we will be alright.”

Don’t Put Emergency Fund into Bonds car DEAR DAVE, My husband and I are completely debt-free, and we’re saving up for our first house. We currently have about $90,000 in savings, and we’d like to buy a home with cash in the next few years. Where should we put our money, so it will work for us while we save more? AIMEE DEAR AIMEE, It’s a great feeling when you don’t have any debt hanging over your head, isn’t it? With the path you’re on now, just imagine how incredible it will be in a few years to have a new home and still be debt-free! If I were in your shoes, and maybe looking at a three- to five-year window, I’d just park the cash in a good market account. You won’t make a lot off it, but your money will be safe. Besides, all you’re looking for is a wise place to stash it for a little while. When it comes to long-term investing I’m a big fan of growth stock mutual funds. The problem with that in your situation would be the volatility of the market. By the time you’ve saved up more money, and spent time deciding on a house, the market may be
