Golf Mill Park redevelopment takes step forward

Village, Park District looking for new, larger park

The Village of Niles and the Niles Park District are looking for a firm that would design a new, larger Golf Mill Park.

As previously reported by the Bugle, Niles mayor Andrew Przybylo has been pushing to expand and redevelop the park, transforming it into a venue where festivals and other events can be held.

It would also double as a flood mitigation measure thanks to stormwater detention vaults that will be

installed below ground.

The Park Master Planning Partnership committee, which is made up of representatives from both the park district and the village is currently looking at several proposals. The committee will ultimately recommend a contractor, and it will be up to the Village of Niles Board of Trustees and the Niles Park District Board of Commissioners to decide who they will go with.

The current plans call for a 9.09 acre park to be built over the existing, 4.35 acre Golf Mill Park and 4.56 acre site directly west of it.

That land was previously home to Golf Mill Bank. The village purchased it in the fall of 2015 for future stormwater mitigation .

Providing flooding relief for northwestern corner of Niles has been an ongoing concern, but it wasn’t one of the areas addressed by any of the Tier 1 projects – the projects that were designed to address the most pressing flood issues in the village. With all Tier 1 projects completed, the area flood mitigation jumped to the top of the list of the next round of flood mitigation projects.

Originally, the village considered putting in above-ground stormwater detention areas. But the park district and the village ultimately agreed to go with the underground options. It will double the size of the park, give village enough room to install storage vaults and provide a space where

the village can hold festivals and markets. According to a joint statement released on Oct. 22, the park will also have “multiple uses for active and passive recreation,” but doesn’t elaborate any further than that.

The storage vaults would be installed under both the addition and the portions of the current Golf Mill park.

Overall, the project will cost around $8.6 million. Due to the flood mitigation aspect, Metropolitan Water Reclamation District of Greater Chicago is covering $2 million of it.

The Oct. 22 statement described the expanded park as a major asset for Niles as a whole.

“This extraordinary and unique public park will be a regional economic driver and community gathering place with new programming opportunities, art, and stormwater infrastructure for stealth flood relief,” it stated.

To coordinate the planning for the project, the village and the park district formed a 10-member Park Master Planning Partnership committee. It held six meetings throughout the last few months, interviewing several firms that submitted design proposals. Those proposals will deal with the park itself. The underground vaults are being handled under a separate contract, with Chicago-based Hey & Associates, which handled many village contracts in the past, taking care of that part of the project.

Village of Niles passes two new TIF districts New districts were met with some contention

BY JEN SHEA FOR THE BUGLE Niles trustees approved two new Tax Increment Financing (TIF) districts at their October 23 board meeting, bringing the total TIF districts in Niles to six.

The new districts are located at Milwaukee Avenue and Oakton Street and Milwaukee and Dempster Street.

They have budgets of $35 million and $46 million, respectively.

TIF districts are supposed to encourage development in blighted areas.

Future property tax revenues are diverted from the area to a TIF fund, and the fund reimburses private companies for development projects in the area.

The votes on the districts were four to two, with trustees George Alpogianis and Joe LoVerde voting no, and six to

zero.

“The one that I did vote for incorporates Golf Mill.

That is why TIF districts are in existence,” Alpogianis said.

“When somebody’s already invested in the community, I think those are the best reasons to create a TIF district.”

Not everyone was in favor of the Milwaukee-Dempster TIF. Former trustee Louella Preston urged the board of trustees to vote no on both districts.

“They need to wait until TIFs three and four are in place and functioning,” Preston said.

Preston objected to the cost as well as the number of TIF districts.

“That’s my tax money,” she said. “It’s all going into businesses. It’s not for the general public, the general taxpayer.”

Supporters of the TIF districts argue that they encourage development projects, which eventually lead to higher property values in the area. And they say the TIFs attract more businesses to the districts, which bring in more sales tax revenue.

“The studies that were required all said that these were justified,” Economic Develop-

ment Coordinator Ross Klicker said. “It’s for the betterment of the entire community.”

The studies Klicker referred to were conducted by consultants Kane, McKenna and Associates (KMA).

The Village retained KMA to determine the eligibility of the proposed districts for TIF status.

As it has for previous TIF districts, KMA found the areas were eligible due to the age of the buildings there.

About 62 percent of buildings in the MilwaukeeDempster TIF district and 74 percent of buildings in the Milwaukee-Oakton TIF district are 35 years old or older.

Alpogianis, who voted against the Milwaukee-Oakton TIF, said Niles should focus on the Golf Mill and Touhy triangle areas, and create more TIF districts later.

“Ultimately, the property taxpayers, those are the ones that are on the hook for this,” he said. “We’ve got too many of them going on. If I took my money and threw it into six restaurants at once, I find it very hard to believe that I would be successful.”

Illinois sent more than 350K soldiers to Europe during World War I

BY TONY REID OF THE HERALD & REVIEW Artie Bennett, a Marine from Clinton, was cut down by a hail of bullets 100 years ago in a far-flung foreign field, giving his life for his country in America’s first global war.

A letter home from a fellow soldier said Bennett, 18, had been attacking a machine gun nest as the Marines fought, successfully, to stem a German advance threatening the French capital of Paris in June 1918, the last summer of World War I. The fallen Marine had lingered for an hour before dying, one of the first casualties from Illinois. The letter honoring him, typed by fellow Marine Pvt. John W. Olsen, read: “He passed away quietly, without a complaint, and was laid to rest near where he fell.”

Immaculately tended American cemeteries in France, and faded memorials at home, are among the few tangible reminders of the “Great War” that began on July 28, 1914, and ended, after 18 million soldiers and civilians had died on all sides, with an armistice that went into effect at 11 a.m. on Nov. 11, 1918.

Now, nearing the 100th anniversary of the war’s end, the push is on to recall and honor the men and women of Illinois, and all across America, who suffered and sacrificed for their nation.

Congress has created a United States World War I Centennial Commission, which is overseeing commemorations and fundraising for a World War I memorial in Washington, D.C. Illinois Gov. Bruce Rauner signed a proclamation announcing the Illinois National Guard and Chicago’s Pritzker Military Museum & Library will lead the effort to ensure the Land of Lincoln remembers its role in the Great War. A World War I Centennial Committee has been drafted to aid in that state mission and it’s chaired by Jeanne Hamacher, who has taught high school history classes. She said the key lesson to learn is that Illinois went to extraordinary efforts to support a war that shaped the world we live in, right up through today.

“When I was teaching, I did a lesson where I could link basically every conflict the United States has had (since World War I) back to World War I in some shape or form,” Hamacher said.

She said Illinois had helped win the war, and the war changed the world forever.

“Schools need to teach this, we need to remember,” she added.

The United States declared war on Germany and its Central Powers allies on April 6, 1917, and Illinois became part of the vast conflict that would mark America’s emergence as a global superpower.

The United States sent 4,734,991 soldiers and sailors to Europe and suffered 116,516 deaths, according to the U.S. Department of Veterans Affairs.

Records from the Illinois Office of the Adjutant General list more than 351,000 Illinois men who served in the Army, Navy and Marines during World War I, and some 5,000 of them died.

One of every 12 enlistees in the Army hailed from Illinois, and each left a mark.

The American Legion Post in Clinton is Crang-Bennett Post 103, named for the fallen Marine and also Army Sgt. 1st Class Welby Crang, who lived about a block from Bennett and died in France in 1917 from pneumonia.

Ron Devore, 86, is a member of the Post 103 executive board and a former post commander who has fought to keep the memory of the World War I soldiers alive. He said the post was founded in 1919 not just to honor fallen veterans, but to help and lobby for those who returned home alive, if not always in one piece.

“Some of these guys had been gassed, their lungs were burned, they had missing limbs and disabilities; they were messed up for life, and they weren’t getting anything from the government,” Devore said. “Veterans knew that, if there was a bunch of them banded together, they could have a voice in Washington, D.C.” Devore’s wife, Marjorie, whose father was a World War I veteran, vividly recalls the returned soldiers’ sense of pride despite all their trials and tribulations. She said that pride had been matched by the patriotic fervor of their communities at home. “My dad always said everybody had supported the war effort,” she said.

The civilian push to buoy the troops with maximum support on the home front was extraordinary. Illinois mobilized vast forces of industry, and especially industrialized agriculture, and turned them into an arsenal of democracy that flooded the American war effort with food, war material and cash.

Illinois created the State Council of Defense, the job of which was to persuade, corral and control civilian production, from engineering to seed corn, to fuel the war machine. When the council produced its wrap-up report in 1919, it was suffused with pride at the sheer wartime output from the people of Illinois.

It pointed out that the state’s agricultural production for 1918 had been geared to meet the needs of the wartime “national food authorities” and had been the third-largest crop harvest in state history, worth close to $880 million (about $15 billion in today’s dollars).

“Notwithstanding the drain upon manpower, the state in 1918 turned out manufactured products valued at $6 billion. ... Of these, $2 billion-worth were on direct war contracts, but virtually all were war contributions, for Illinois factories are not largely given to the production of luxuries or nonessentials,” the council reported.

It also lauded the generosity of Illinois citizens, who raised $45 million during the war to support everything from the Red Cross to the YMCA and the Salvation Army.

Timothy Kovalcik, associate professor of history at Millikin University, said it’s important to understand the wartime atmosphere gripping Illinois and the entire nation.

“Support for the war was at fever pitch and the propaganda was incredibly successful,” Kovalcik said.

A state with a significant population of Germanic ancestry (Teutopolis in Effingham County, for example, means “City of the Teutons,” or Germans, and is typical of many towns founded by German settlers) had no trouble raising troops.

“The population of German ancestry volunteered at massive rates to show their patriotism,” Kovalcik said. “They wanted to prove they were true Americans.”

With troops rushing forward and humming factories full of nose-togrindstone workers who had shunted aside labor grumbles for the greater patriotic good, the State Council of Defense believed it had glimpsed capitalism’s promised land.

With 4:09 left in the third quarter of Maine South’s Class 8A second round contest at Waubonsie Valley (7-4), Hawk halfback Danny Wolf (10 carries, 52 yards, 2 touchdowns) scored his second touchdown of the game from nine-yards out and after Hawk senior placekicker Aiden Carolan misfired after six consecutive point-after-touchdowns, the Hawks led the Warriors 41-0.

Initiating the 40-point running clock, the Hawks would go on to a 41-14 victory and advance to Saturday’s Class 8A quarterfinal at 1 p.m. at Wilson Field against the Ramblers of Loyola Academy (8-3).

Loyola blanked Oswego 22-0, in the Ramblers’ second-round game Saturday.

With just 1:45 remaining in the first half, in Notre Dame’s Class 6A second round playoff game at Crystal Lake South on Saturday night junior defensive back Jimmy Murphy made the play of the game.

Crystal Lake South (6-5), had the ball at its 33-yard line in a 0-0 defensive slugfest.

Gator junior quarterback Ian Gorken fired a sideline pass in the direction of his favorite receiver, Jake Rana, at the Gator 49.

Gorken connected with Murphy instead, who returned the interception to the Gator 40 yard line.

“We really played well as a team tonight,” Ranallo said.

“Our coaches really had us in position to succeed. We will enjoy this win tonight. Watch film on Antioch on Monday and have a great practice. We will be ready.”

CVS Health, Sheriff Dart announce joint effort to raise awareness about safe medication disposal in Cook County CVS Health (NYSE: CVS) and Cook County Sheriff Thomas J. Dart today announced a joint effort to raise consumer awareness about the importance of safe medication disposal.

Approximately 150 CVS Pharmacy locations in Cook County will now provide patients with information about the Sheriff’s Prescription Drug Take Back Program on packaging that accompanies the prescription. The information will help patients find their nearest safe disposal location.

Sheriff Dart joined CVS Pharmacy District Leader Pooja Patel, Pharm.D., at a CVS Pharmacy in Oak Park, Ill. today to highlight the importance of safe disposal in protecting the environment and preventing drug abuse and accidental poisoning. The announcement came in advance of Saturday’s National Prescription Drug Take Back Day, sponsored by the U.S. Drug Enforcement Administration.

“CVS Health is dedicated to helping address and prevent prescription drug abuse and misuse, which is why we have worked to increase access to and awareness of safe medication disposal options in the communities we serve,” said Tom Davis, R.Ph., Vice President of Professional Services for CVS Pharmacy. “Unused medications, especially opioids, should not be left in medicine cabinets where they could be at risk of misuse or diversion. We are proud to partner with Sheriff Dart to raise awareness of safe disposal and we look forward to adding to our collection totals this weekend on Take-Back Day.” “This partnership will help ensure more prescription drugs are safely disposed and not available for abuse,” said Sheriff Dart. “In the midst of the unrelenting opioid crisis, this is an important step that can help ensure potentially dangerous prescriptions do not end up in the wrong hands.”

The Sheriff’s Prescription Drug Take Back Program began in 2012 and currently collects nearly 2,000 pounds of unused pharmaceuticals per month at more than 100 sites throughout the county. Addi-

tionally, CVS Health has installed year-round safe medication disposal units in 45 CVS Pharmacy locations and 33 local police departments in Illinois to further increase community access to safe and convenient locations to properly dispose of unwanted medications. Together, these units have already collected more than seven metric tons, or 15,600 pounds, of unwanted medication.

According to the 2016 National Survey on Drug Use and Health, 6.2 million Americans misused controlled prescriptions and often obtained them from family and friends. In-home medicine cabinets are often the source of diverted prescriptions, making it critical for patients to properly dispose of unused prescriptions in a timely manner.

Consumers can access the Sheriff’s Prescription Drug Take Back Program to find a safe, convenient disposal location by visiting the Sheriff’s Office website or calling 1-844-688-7379. Additionally, sites in Cook County and across the country can be found by using the U.S. Drug Enforcement Administration’s (DEA) Collection Site Locator.

In addition to assisting with safe medication disposal, CVS Health is also working to combat

opioid abuse by increasing access to the opioid overdose drug naloxone. CVS Pharmacy locations in 48 states, including Illinois, have standing orders, or similar protocols, which allow patients to obtain this medication without an individual prescription.

CVS Health has also focused on opioid abuse prevention through the company’s Pharmacists Teach program. This program connects CVS pharmacists to local schools to talk with students and parents about the dangers of abusing prescription drugs, using a curriculum CVS Health developed with the Partnership for Drug-Free Kids. Nearly 7,000 students and parents in Illinois have participated in the program.

As a Pharmacy Benefit Manager (PBM), CVS Health offers programs to help its clients reduce opioid utilization for members when clinically appropriate. CVS Health also provides enhanced retail pharmacist-led patient counseling on safe prescription opioid use. These programs align with the Centers for Disease Control and Prevention (CDC) Guideline for Prescribing Opioids for Chronic Pain.

Strained relationship over borrowed money?

DEAR DAVE, I borrowed some money from my parents in January, and it took a few months longer to pay them back than originally planned. Since then, I’ve noticed our relationship seems to be strained. They will sometimes make remarks about money when I’m around, and it’s obvious the things they say are aimed at me. I don’t want things to be like this between us during the holidays. I have taken steps to become more financially responsible, like watching my spending and living on a budget, so how can I address this issue with them?

ROBBIE DEAR ROBBIE, I’m sorry you’re going through this, but I hope everyone has learned a valuable lesson. It’s OK to give money sometimes, as long as you’re not enabling irresponsible behavior in the process. But loaning money to or borrowing from friends and relatives will often lead to bruised feelings.

If you paid them back, especially if it took longer than expected or agreed upon, there’s not much you can do if they choose to hold a grudge. With some folks, it just takes a little while for those kinds of things to heal.

New date for opening day of Cook County picnic, special event permit sales: Nov. 15 Permits available online and in person For the first time, Forest Preserves of Cook County picnic and special event permit sales for the upcoming year begins on Thursday, Nov. 15, 2018, nearly seven weeks earlier than the traditional January opening day.

“For years we have opened up reservations for the next year in person and online on the first working day after New Year’s— usually Jan. 2. Every year people line up outside, sometimes when the temperature is below zero, to get their favorite groves for their preferred date. Additionally, we recognize that some residents may still be busy or out of town for the holidays come Jan. 2,” explains Arnold Randall, General Superintendent for the Forest Preserves.

“An earlier Opening Day helps alleviate some of these issues and also gives families more time to plan—some of our customers are planning weddings, fam-

ily reunions and other important events and they want to celebrate those special moments in our Forest Preserves.”

2019 offers numerous opportunities for Cook County residents to come together with family and friends.

From birthdays and reunions to holidays and special event gatherings, the public can head to the Forest Preserves to plan their

upcoming celebrations outside while surrounded by nature.

Online and in-person permit sales for 2019 picnics and special events begin at 8 a.m. on Thursday, Nov. 15. In-person sales will take place from 8 a.m. to 4:30 p.m. at the Forest Preserves of Cook County General Headquarters, 536 N. Harlem Ave. in River Forest, or at the Dan Ryan Visitor Center, 8700 S. Western Ave. in Chicago.

Online sales will also open at 8 a.m. on Nov. 15, and will remain available 24 hours a day. In addition to saving time by purchasing permits online, visitors can view information such as site availability, grove maps and the various fees associated with grove rentals by visiting fpdcc.com/permits.

Those planning to apply for permits in person must have a valid state identification card or driver’s

license. Accepted payment methods are cash, check or credit card (Visa or MasterCard). Purchasers should begin completing their permit application immediately upon arrival to expedite wait time, and have two or three additional locations in mind in case the first choice is not available.

Regular hours at the General Headquarters location are Mondays through Fridays from 8:30 a.m. to 4:30 p.m.

Seasonal hours are Memorial Day through Labor Day, Mondays through Fridays 8:30 a.m. – 6:30 p.m. and Saturdays 9 a.m. – 2 p.m. at both the General Headquarters and the Dan Ryan Visitor Center.

Picnic permits are required for groups of 25 or more. To reserve picnic groves and request event spaces either online or in-person, patrons must first set up an account at fpdcc.com/permits.

Permits for groups larger than 399 attendees may be requested beginning Oct. 15, 2018. Customers may submit applications in-person at the General Headquarters location, via email at fpd. permits@cookcountyil.gov or via fax at (708) 771-1071.

In 2018, more than 7,000 permits were sold for picnics and special events. Top sites for picnics and special events include Dan Ryan Woods in Chicago, Busse Woods in northwest Cook County, and Schiller Woods in Chicago/ Schiller Park.
