Construction caused some controversy, with nearby resides complaining diamond was built with no advance warning

The Niles Park District announced its intention to remove a baseball diamond it built at the northwest corner of Oak Park five months earlier. The construction caused some controversy, with several Niles resides who lived nearby complaining that the diamond was built with no advance warning, and it took away green space. The Village of Niles, which

actually owns the land the park sits on, subsequently filed a legal notice that the park district was in violation of its lease.

In a press release issued by the Niles Park District, park district attorney Dan Shapiro announced that after several months of negotiations and threats of litigation, his client intends to tear out the diamond. The park district intends to build another field, but the details haven’t been revealed.

Since 1994, the Niles Park District has been leasing the Oak Park

land for the symbolic $1 a year. The terms of the lease indicated that the park would only be used for “passive recreation” and that the park district can’t build any “permanent building or structure” on it. Oak Park already had a baseball diamond in the northwest corner and a tennis court further south, so those were grandfathered in.

The park district put up the new baseball diamond in mid-June. As Tom Elenz, the Niles Park District’s Executive Director, told the Bugle earlier this year, it was looking to build something it didn’t have — a field sustainable for kids under the age of 10. “All of our current fields were for older kids and were too big for smaller children, meaning that if a child was playing the

outfield they would not be on the grass but the infield because the field was too big,” he said.

The new baseball diamond went up in mid-June. Because none of the contracts that were part of the project cost more than $25,000, the park district wasn’t required to go out to bid. As the result, it didn’t show up in any Niles Park District Board of Commissioners meeting agendas, flying under the radar.

During the Village of Niles Board of Trustees’ June 27 meeting, several residents living near Oak Park complained that the baseball diamond was put in without advanced warning. Residents raised concern about its affect on property values and impact on traffic, with some arguing that the north-

east corner should be used as a nature area instead. The following month’s meeting, on the other hand, saw a large number of supporters advocating for the field, arguing that it was desperately needed facility that would benefit the community.

In July, Niles village attorney Danielle Grcic issued a “notice of default” to the park district, saying that it violated the lease. And, when it was found that the permits were issued after the field was actually installed, the village revoked them.

According to the Niles Park District, the two entities spent the next several months trying to work out a solution.

“After the Niles Park District refused to remove the field last summer, the Village of Niles and the Niles Park District met to discuss how they could resolve their differences,” Shapiro stated. “The option given to the Niles Park District Board of Commissioners was not in the best interest of the Niles Park District residents.”

Park commissioner Ray Czarnik, who currently serves as the board’s Vice President, stated that the park district is working on an alternative.

“We will not forget the many kids who participated in T- ball, baseball, and softball at the Oak Park junior baseball field this summer,” he stated. “Rest assured, we will provide a new junior field in Niles for them next season.”

Morton Grove considers tax increase Declining state funds, village maintenance fuel need for rate hike

The Village of Morton Grove is poised to raise the tax levy by a total of 3.2 percent compared to last year. Out of the total of $13,964,047 that would be levied next year, $3,338,463 would go to the Morton Grove Public Library – which would represent a 1 percent increase compared to last year.

During the Nov. 13 Village of Morton Grove Board of Trustees meeting, the officials looked at both the levy and the next year’s budget. As village administrator Ralph Czerwinski explained, this budget had two primary priorities – adjust to the declines in state funding and maintaining village assets.

The public hearing on the budget will be held on Nov. 27, 2017, before the regularly scheduled village board meeting. The trustees will vote on whether to approve the budget and the tax levy later during the same meeting.

The next year’s budget has been publicly available since Nov. 14 on the village website. Physical copies are also available for inspection in the village hall and Morton Grove Public Library.

Czerwinsk told the board that overall the spending has increased. The general fund, which covers most of the village expenditures, was increased by 4.17 percent, from $28.88 million to $30.07 million. The money would go toward the village’s ongoing project to switch water supplier from Chicago to Evanston, as well as sanitary sewer replacement, and rehabbing the village’s public facilities.

Other priorities included rehabilitation of the portion of Austin Avenue between Lincoln Avenue and Oakton Street – a project that would also get state and federal funding. General funds would also be used to help with municipal bond obligations and pension payments.

Czerwinsk explained that, when the Illinois General Assembly approved the first Illinois budget in the past three years, all municipalities, including Morton Grove, wound up losing revenue. For the first time ever, the state began charging a 2 percent Sales Tax Collection Fee against all sales taxes it collects on municipalities’ behalf, reducing the amount of money Morton Grove actually gets. And Czerwinsk expects the state to reduce the amount of money that goes into Local Government Distributive Fund. The fund takes a portion of the income tax revenue and splits it between all municipalities. Finally, the state took some of the funding from the Personal Property Replacement Tax– which works similarly to LGDF, except it uses corporate income tax revenue. “[The state government] raided, if you will, Personal Property Replacement Tax,” Czerwinsk said.

“They’re raiding $92,000 on annual basis.”

The village administrator said that, when crafting the budget, he asked all departments to keep their expenses down as much as possible without avoiding what was necessary.

“All department directors were asked to come in with budgets that were very lean,” Czerwinsk said. “They certainly squelched

As it is usually the case with municipal libraries, Morton Grove Public Library comes up with its own budget, but whatever they come up with is included in the village budget, and the village raises the tax levy on its behalf.

This year, the library’s share of the tax levy is $3,338,463.

Mayor Dan DiMaria complimented the budget, saying that he didn’t believe it was reactive at all, and that it was actually “quite proactive.”

In a follow-up interview with the Bugle, he explained that he meant that, as he saw it, the budget would put the village in a better position to face the challenges instead of simply ignoring the problems.

“We’re proactive with our pensions,” DiMaria said. “And we have a budget that’s going to be putting first the quality of life the residents have come to expect. It’s been a tough year, and I give kudos to our staff.”

The Village of Morton Grove Board of Trustees voted unanimously to give tax incentives to Lexington Homes to help it build the Lexington Walk development.

As previously reported by the Bugle, the development will be built on a currently vacant land between Milkwaukee DistrictNorth Metra line, Capulina Avenue and an existing residential development on the west side of Ferris Avenue. It will be made up of seven towhomes with a total of 36 dwelling units.

As part of the agreement, the village promised to reimburse up to $900,000 in environmental remediation costs and up to $537,000 to bury the existing utility wires underground. It also agreed to prove up to $268,000 in Tax Increment Financing funds, which will come from Lehigh/ Ferris TIF. Bill Rotolo, Vice President at Lexington Homes, said that he expects the development to attract residents who make six figures and enjoy walkable neighborhood, which would be a boon for surrounding businesses.

Like many other parcels near the Morton Grove Metra station, the land traditionally had a mix of commercial and industrial uses.

The village purchased the lots that made up the property over the course of four years, between 2005-2009, using funds from the Lehigh/Ferris Tax TIF district. As part of the agreement, Morton Grove agreed to sell the land to Lexington Homes for $710,000.

When a TIF is created, the amount of revenue taxing bodies collect is frozen. When the tax

goes up, the extra revenue goes into the TIF fund.

The board document indicates that the Morton Grove expects the development to generate around $4.2 million over the next 10 years.

The Lehigh/Ferris TIF district is currently scheduled to expire in 2023, or about half way through that time period, but the village can extend it. After the village approved the agreement, Rotolo described the development as major asset for the village, especially in light of Mayor Dan DiMaria’s ongoing efforts to develop a mixeduse downtown area around the Metra station.

“The good news is the prospective buyers are really the kind of people you want for what you want to create here, the town center,” he said. “[Developments like this] tend to attract people that have a lot of discretionary income – they eat out a lot, entertain a lot and spend money locally.”

Rotolo added that such customers tend to enjoy being able to walk to local stores and entertainment destinations. Dempster Street is close enough to fit the bill – especially if Morton Grove encourages more development.

“I know your staff is working toward creating more diverse community around the Metra station,” he said. “Hopefully, you’ll get a much more diverse retail.”

Rotolo indicated that construction wasn’t likely to start until the spring of 2018 “Unfortunately, it’s too late in our season to be doing a lot of work,” he explained. “It’s to risky.

We’re actually going to start first break in weather in spring, which is usually March.”

DiMaria said that he was happy to see Lexington Walk get off the ground.

“We’re delighted that you’re ready to take the plunge,” he said.

Holiday food safety: The basics and beyond As we have reached the time for holiday meals and parties, it is once again a good practice to review both the practical things, as well as the “sometimes hidden and forgotten secrets,” when it comes to keeping our food safe.

Some of the common items, such as washing hands with warm water and soap for 20 seconds before handling food, and rewashing them when any change of tasks takes place while preparing food (such as handling garbage, touching the dog or cat, picking up something that fell on the floor), are common instinct for many.

But there may be some other tips that make people say, “Oh, I never thought of that!”

The Food and Drug Administration likes to highlight four major categories, or should we say four specific verbs, when it comes to preparing food: clean, separate, cook, and chill.

The “clean” category includes the part about 20 second hand washing, but it also reminds us to clean all surfaces that will have contact with the food: such as countertops, cutting boards, dishes, and utensils. They should be washed with hot, soapy water as well.

But here’s an important thing to distinguish: while it is wise to rinse fruits and vegetables thoroughly under cool, running water (with perhaps a produce brush to remove stubborn surface dirt), it is not wise to rinse raw meat and poultry before cooking, as this can cause bacteria to spread to areas around the sink, such as countertops.

“Some people rinse out the cavity of the turkey or of a chicken, or even rinse their steaks,” says Will County Health Department Environmental Director Tom Casey. “But when you do that you are literally splashing the raw meat juices all over; in addition to on your hands, arms, and body.”

For “separate,” this is where you do not allow raw food that will be cooked to touch foods that will not be cooked until they are served. For example; raw eggs, meat, and poultry; as well as their juices; should be kept away from vegetables, salads, and other ready to eat items. It is best to keep all of this in mind through the entire process: from the purchase at the store, to the storing in the refrigerator, to the preparation and serving of the meal.

There should also be separate cutting boards for foods that are raw and for ready to eat foods. And another thing that could be an “oops, I forgot” mo-

ment: cooked meat, or anything that is ready to be served, should not be placed on an unwashed plate that has already held raw eggs, meat, poultry, or their juices. This will avoid cross-contamination.

For the “cook” category, temperature is extremely critical, especially when preparing a holiday turkey. A turkey should never be judged to be “done” or “not done” depending upon its color.

Instead, a food thermometer should be used, and should be inserted into the innermost part of the thigh and wing away from the bone, as well as the thickest part of the breast. The temperature for both the turkey and stuffing (if the turkey is stuffed) should be a minimum of 165 degrees Fahrenheit.

And speaking of stuffing, there’s another important area of caution that is often forgotten. Not only should the stuffing be the same temperature as the turkey when done cooking, but the turkey should be stuffed just prior to being placed in the oven. In addition, it should be stuffed rather loosely, at about ¾ cup of stuffing for each pound of the turkey.

Other “cook” items include bringing sauces, soups, and gravies to a rolling boil when heating or reheating. And if you are making your own eggnog, or if you need raw eggs for a certain recipe; you should use pasteurized shell eggs, liquid or frozen pasteurized egg products, or powered egg whites. “The pasteurized shell eggs are where the eggs are heated up while still in the shell according to FDA regulation, and then preserved at 41 degrees Fahrenheit or less,” Casey explained. “You need to ask your grocer if they carry these products.”

And while on the topic of raw eggs: although this is a favorite of many kids, eating uncooked cookie dough is not safe, as it may contain raw eggs. “Yes, a lot of us did that,” Casey admits. “But it’s just not safe. And this goes for stuffing

as well. Some people like to taste their stuffing after all the flavorings are added before it goes into the bird. But you are consuming raw stuffing, which commonly means you are eating raw eggs.”

For the “chill” category, the number one rule is to refrigerate leftovers and takeout foods within two hours of the meal’s conclusion. It is important to remember that room temperature falls right in the middle of the “danger zone” for bacteria to begin rapidly growing on food that’s left out. That danger zone is identified as anywhere between 41 and 135 degrees Fahrenheit. Although we often love to leave leftovers and desserts out for a while as the evening at home moves into relaxation time, this includes pumpkin pie as well.

And getting back to the start of the process, food should not be defrosted at room temperature. You should defrost in the refrigerator, under cold running water, or in the microwave as part of the cooking process. “The reason to use cold constantly running water,” Casey explained. “is to make sure particles are rinsed off and going down the drain.

This is much safer than having something, like a turkey, thawing in stagnant water.”

And if you are using the fridge to defrost, it’s important to remember to not wait until the night before your meal.

For example, a 20-pound turkey often takes four or five days of refrigeration to completely defrost.

What’s something else that is often not thought of? Always thaw raw meat, small or large, on the bottom shelf of your refrigerator. This avoids the dripping of raw meat juices on to food that would be stored below.

TOPS ALL Minooka’s Tennessee-bound Perinar is tabbed 2017 Voyager Media Player of the Year

When it comes to Minooka volleyball, there is no name that is more prominent than Perinar.

And, as the final of the five siblings — that all are, or have, played volleyball at the Division-I level — senior Rocky Perinar just may have saved the best for last.

This season, the youngest Perinar posted 351 kills, 90 blocks, 230 digs and 22 aces. She was named to the All-Southwest Prairie Conference team and helped the Indians to a secondstraight IHSA Class 4A secondplace trophy.

For her accomplishments, Perinar has been named the 2017 Voyager Media Player of the Year.

“She truly peaked as the season went on,” Minooka coach Carrie Prosek said of Perinar.

“During the playoff games, she was the one that got the kills when we needed. (In the state semifinal game against St. Charles North), she was the one that got the kills and her defense picked up and her serve and serve receive.”

Perinar said she put in the work to make her game better to help the team advance as far as possible this season.

“Knowing that this was my last season with all the girls I grew up with, it really got in my head that every point could be my last,” she said. “Putting everything out there every game with the people I love is what I cherished this whole season and putting hard work into every single practice and every single game is what we all did.

“Putting heart into every single practice and growing throughout and being around the people that I have made me push harder every single practice – so it wasn’t all because of me, it was because of the whole team. Every single thing I have done to grow is because of the whole team and I am happy I have the girls behind me and they support me so much.”

Prosek said Perinar is the type of player that does not change her emotion no matter the circumstance.

“Rocky is that type of player that you will never see a different face on her,” Prosek said. “If she is playing bad, she still looks happy. She has that poise on the court and she is positive all the time. She doesn’t need the fame and glory and that is why she doesn’t get it sometimes. I can’t wait for see her play at Tennessee.”

We are excited about Rocky’s potential as a back row player.”

Perinar said the choice of schools was not a very hard one.

“It felt just like home there and the warm weather didn’t hurt,” she said of Tennessee.

“I think the coaches there are great and are going to push me every practice. I am really excited. I can’t wait to be down there and work hard this summer and hopefully be a big threat down there.”

Although she is only 5-foot-8, she plays like she is over 6-feet tall. She has worked hard this season to develop new shots and is only going to get better with her work ethic.”

JODEE KOVANDA LOCKPORT Senior tallied 232 kills with a .334 hit percentage for the Porters to go along with recording 274 assists, 46 aces, 25.5 blocks and 137 digs. All in only 30 matches due to injury.

“JoDee has been one of the hardest workers since she walked into Lockport as a freshman,” said Lockport coach Nick Mraz. “Her hard work paid off as her presence on the court had to be accounted for in the game plan for every team we faced.

She was named to the SWSC All-Conference team as well as, Plainfield North Invite All-Tournament and Rich East Invite AllTournament.”

“Taylor has the ability to affect the game in so many areas,” said Central coach Erik Vogt. “She’s a very good attacker and can score at will against any block.”

Senior setter was named to the East Suburban Catholic Conference All-Conference team as well as the Metea Valley/Oswego East All-Tournament Team and Asics All-Tournament Team.

She posted 619 assists, 176 digs, 174 service points, 32 aces, 72 kills and 28 blocks on the season.

“Sarah has been a three-year starter for the Angels and has been our captain and emotional leader for the past two seasons,” said coach Christine Schiebe.

“She put our hitters in good positions to get kills with her setting and she vocally willed the team to win on several occasions. Her heart and passion just add to physical abilities.”

She will play next season at LaSalle University.

Sophomore setter stepped in and filled a much-needed role, helping Minooka to the state title game.

On the season, she recorded 921 assists, 169 digs, 73 blocks, 28 aces and 23 kills.

“Zoey had a lot of courage to step on to the court with all seniors,” Prosek said. “She had a willingness to learn and improve her skills; she was humble on a winning team.”

MARGARET MAHLKE DOWNERS NORTH Posted 263 kills, 44 blocks, 187 digs and 24 aces on the season for the sectional champion Trojans.

“Margaret paired with Clare to form one of the top outside hitting duos in the state,” Wasik said. “She was an attack option both front and back row and became a reliable back row defender. She has verbally committed to St. Louis University.”

Junior led the team with 255 kills on 634 attempts.

She also tallied 16 assists, 94 digs and 22 aces on 173 serving attempts.

She was named to the SWSC All-Conference Team.

“She is a three-year varsity starter. Her freshman and sophomore year she was our M1 and we moved her to the outside this year in order to dish her the ball more,” said Bolingbrook coach Molly DeSerf. “She adjusted seamlessly to the new position and quickly became a 6 rotation starter for us. This was her first time playing the back row.”

The senior libero tallied 457 digs, which is 6th best in the state according to Maxpreps.

She serve-received at a 96 percent rate and added 62 assists and 20 aces.

“There is not another libero with more quickness, agility, a raw talent than Kessie,” Wasik said. “Having never played libero in high school or club, she was our defensive anchor known for her one-handed dig saves.

“She was extremely exciting to watch this year and other than the Benet libero (Hattie Monson), I wouldn’t want anyone else ahead of her as my libero.”

The Notre Dame commit also has 31 aces while serving at a 97 percent clip.

“We have never asked a sophomore to do as much as we ask of Hattie,” Baker said. “Most rotations she passes half of the court and defensively she covers as much ground as any libero in the area. But her serve receive is what sets her apart from other

“Katie was a rock star in the back row during the season,” Vogt said. “She’s a very aggressive defender who loves to attack the ball on defense. She took a majority of the court in serve receive and usually made teams regret serving her.”

MADELINE SIELSKI MAINE EAST Senior libero posted a serve receive passer rating of 2.42 on the season. She tallied 465 digs with only 80 errors. She also recorded 20 aces.

“Madeline was the heart of the Maine East volleyball team this season,” said Maine East coach Kevin Bohn. “The best passer and defensive player on the team, she helped lead us to one of the best seasons in Maine East history.

“Her work ethic is remarkable and she has left her mark in Maine East volleyball program at the libero position.”

ALLY VANEECKEREN BENET ACADEMY The Creighton commit paced Benet in assists and blocks. She posted 786 assists and 59 assists, the most ever by a Redwing setter.

She also posted 23 aces and 93 kills on .315 hitting percentage.

She was All-Tournament at Autumnfest.

MADISEN WERDELL MAINE SOUTH The junior libero posted 124 digs in conference, most in the CSL South.

She tallied 452 overall digs on the season.

“She was essential to our serve receive system and we created our offense around Madisen taking most every ball,” said Maine South coach Kathleen Durkin.

Married or single, budgeting is the key Spend less than you make, and live on a written, monthly budget DEAR DAVE, Do you have any tips for how single people can stay on track with their finances?

DEB DEAR DEB, The first thing I’d suggest is the same advice I give to married couples, and that is to spend less than you make, and live on a written, monthly budget. Sit down at the end of each month and write down — on paper — all your expenses and income for the upcoming month. Give every dollar a job, then spend everything on paper before the month begins.

When you think about it, budgeting isn’t that difficult. All it takes is

a little time and a few basic math skills. Some expenses, like your mortgage payment or rent, will be the same. If you have a car payment, it should remain constant, as well. Things like utilities and groceries may fluctuate a little based on the time of year, but you can formulate pretty accurate estimates by looking at past months.

Another thing I would recommend is finding a mature, trustworthy friend or family member to act as an accountability partner.

This person should also be good with money, and your relationship should be strong enough that they’re not afraid to call you out if you start behaving irresponsibly

with your cash.

Sit down, just the two of you, once a month and talk about your finances. You can even go over your income and budget line by line if it helps. The point in this scenario is to get support from someone who cares about you, and is willing to be there – and help hold you accountable – for the financial decisions you’re making.

ANONYMOUS DEAR ANONYMOUS, I’m not a fan of extended warranties in general, and I especially dislike used car warranties. In my mind, they’re bad because they’re expensive and — on average — of little benefit to the buyer.

Did you know, in many cases, only about 12 percent of what you pay for used car warranties goes to cover the cost of repairs? That means around 88 percent goes toward profit, overhead, and commissions. In fact, some used car

dealers make more money from the sale of extended warranties than they do on the sale of actual cars.

The best way to cover yourself is to buy smart and self-insure. Save up an emergency fund of three to six months of expenses, and stay away from stuff like used car warranties!
