he Niles police department was the top fundraiser at the 6th Annual Plane Pull for Special Olympics Illinois.

Held at O’Hare International Airport, men and women are invited to compete in teams of 20 and play tug-of-war with an Airbus 300 aircraft weighing more than 180,000 pounds.

Special Olympics officials said that while Niles’ team was still out fundraising, they were expected to raise over $9,000 for this year’s event. Each team raises a minimum of $1,000 to participate and last year 64 teams participated to raise over $135,000 for the athletes of Special Olympics Illinois. At press time, the 2014 event had raised over $93,000 of its $200,000 goal.

Man accused of threatening girlfriend with knife

Police were called to an apartment in the 8000 block of Oriole around 9 p.m.

Police are charging a Niles man with threatening a woman with a knife.

On Sept. 20, police were called to an apartment in the 8000 block of Oriole around 9 p.m. Once on the scene police said a 25-yearold woman and her 7-year-old son ran up to them and said,“He hit me, he had a knife.”

Officers interviewed her boyfriend Daniel E. Mitchell, 28, who said they’d gotten into an argument over a different man’s phone number in her phone, police said. Mitchell allegedly asked her to leave his apartment and pushed her, and she allegedly pushed him back in selfdefense.

Mitchell told police she had also hit herself and then threatened to call police and say Mitchell was responsible, police said.

Village OKs freeze on gun store permits Ordinance comes after a resident alleged Sportsman’s Club and Firearms Training Academy’s business permit violates County’s gun rules

Niles approved a temporary freeze on applications for gun shop permits last week.

Introduced by Trustee Rosemary Palicki, the ordinance is now in effect for eight months and focus on the acceptance and processing of applications and zoning approvals for gun shops in the village’s manufacturing district.

“As the Village continues the process of rewriting the Zoning Code, this eight-month temporary moratorium is recommended to provide legal review of Chapter 66 of the Niles Code of Ordinances before any applications for gun shops are considered,” the ordinance reads.

Before the vote, Palicki tried to amend the measure to include all facilities for all facilities having to do with firearms, including training centers, anywhere in the village.”

This would have meant that

gun facilities like Concealed Carry Safety for Personal Defense, Inc., 7609 N. Milwaukee Ave., which use Shot Indicating Resetting Trigger (SIRT) training pistols, would have been included in the freeze.

After some debate, a revised

amendment focused on “all facilities having to do with firearms anywhere in the village” passed.

“I did not agree with the way the special use permit was granted … its requirements weren’t met,” said Louella Preston, a Niles resident and former trustee. She wants the moratorium to be like the village’s marijuana freeze and involve Sportsman’s losing its current permit.

Sportsman’s is expected to have an 1,800-square-foot firing range and 2,500 square feet of retail space at 6143 W. Howard St. The gun business has been mired in controversy because it will be about 350 yards away from New Hope Academy, a therapeutic school that serves students with emotional disabilities, as well as other schools in the area.

New Hope’s owner, Brandy Larrance, previously told The Bugle the village board’s decision to issue Sportsman’s a permit was forcing her to leave the village out of concern for her students’ safety.

However Hance believes Niles is in violation of two Cook County ordinances governing the licensing of gun dealers, and that Sportsman’s special use permit should be rescinded.

Sportsman’s wasn’t impacted by the freeze because it did “not apply to any matters currently pending before the village as a result of a completed application filed with the Village prior to the date of adoption of this ordinance.”

Police Department Honored for Prescription Drug Prevention Program

Record-number patrons turn out for Goldfinger screening at Pickwick A record turnout of 461 patrons came out for Pickwick Classic Film Series’ 50th Anniversary screening of Goldfinger on Sept. 18 (the film had originally premiered in London on Sept.

17, 1964, but was released in the U.K. on Sept. 18). Colin Clark of The Ian Fleming Foundation was a special guest and provided the memorabilia seen in the lobby.

The main attraction was the Jet Star model plane used in the making of Goldfinger.

On Sept. 18 the Niles Police Department was recognized by the Maine Community Youth Assistance Foundation, MCYAF, at their 1st Annual Community Heroes Award Dinner.

The Niles Police Department through the leadership of Chief Dean Strzelecki worked cooperatively with MCYAF to place a prescription drug drop box inside the Niles Police Department. The Prescription Drug Drop Box allows the Niles Police Department to collect hundreds of pounds of unused, unwanted or expired prescription medication.

The Niles Police Department monthly removes between 50-90 lbs of prescription medication and vitamins from

the drop box. This prevents these drugs and vitamins from entering into landfills and filtering back into drinking water. In addition, by providing the Prescription Drug Drop box, the potential for an accidental overdose is greatly reduced by removing these drugs from residents homes.

So important was this program that the Niles Police Department partnered with CVS Pharmacy to procure another Prescription Drug Drop box which will be placed at the Niles Senior Center.

The female victim, who police said had“fresh bruise and was swelling” on the left side of her face, was taken to Advocate Lutheran General Hospital for treatment. ER staff said she suffered soft tissue bruising and also said her pregnancy appeared to be fine.

pregnant with Mitchell’s baby, confirmed with police the argument was about her phone and claimed he was accusing her of cheating on him. She also claimed he had shoved her to the ground and hit her with a closed and open fist while Mitchell’s mother reportedly held her down.

During this alleged beating, Mitchell reportedly said,“That’s what you get” as well as, “Take that.”

She further alleged Mitchell kicked her stomach and sides, and when she started screaming for help, he grabbed a knife and reportedly said, “If you don’t shut up, I’m going to kill you.”

Fred Astaire comes to Northbrook Owners Kim and Bill Davy said they are excited to share their love of ballroom dancing

As ballroom dancing remains popular,FredAstaire Dance Studios are continuing to expand its presence across the Chicagoland area. Northbrook is home to the latest studio located at 4187 Dundee Rd. Owners Kim and Bill Davy said they are excited to share their love of ballroom dancing with the residents of Northbrook and the surrounding area.The Northbrook location is the sixth Fred Astaire studio in the Chicagoland area and the second studio owned by the Davys.

“Kim and I have been with the Fred Astaire family for more than three decades,” said Bill Davy. “We both began as dance teachers and have owned and operated three studios. We are so proud to expand the Fred Astaire franchise and encourage a love for ballroom dancing in the Northbrook

community.”

The Davys also have a studio in Mokena which they have operated since 2010. Prior to that, they had a studio in Tinley Park for seven years. The pair is excited by the prospect of building a clientele in Northbrook.

“The Northbrook community is reflective of the Fred Astaire philosophy,” Kim Davy said. “We focus on fitness in a fun, safe environment.”

The Northbrook studio is managed by Kimi Mabry who has been with Fred Astaire for more than 11 years, eight of which she has served as a studio manager.

Mabry encourages all residents in the area to come in for a free lesson and learn more about the opportunities available.

Advocate Lutheran General Hospital community recognized by American College of 2014 Niles Night of Roses Surgeons for fifth straight year Program commends a select group of hospitals for achieving meritorious outcome performances

The American College of Surgeons National Surgical Quality Improvement Program (ACS NSQIP®) has recognized Advocate Lutheran General Hospital, as one of 44 ACS NSQIP participating hospitals that have achieved meritorious outcomes for surgical patient care. As a participant in ACS NSQIP, Lutheran General Hospital is required to track the outcomes of inpatient and outpatient surgical procedures and collect data that directs patient safety and the quality of surgical care improvements. The hospital has received recognition from ACS, each year, for the past five years.

The ACS NSQIP recognition program commends a select group of hospitals for achieving meritorious outcome performances related to patient management in eight clinical areas: mortality, unplanned intubation, ventilator > 48

hours, renal failure, cardiac incidents, pneumonia, surgical site infections and urinary tract infections.

Lutheran Genera Hospital and 43 others achieved top decile performance based on their outstanding composite quality score in the eight areas listed above.

ACS NSQIP is the only nationally validated quality improvement program that measures and enhances the care of surgical patients. The goal of ACS NSQIP is to reduce surgical morbidity (infection or illness related to a surgical procedure) and surgical mortality (death related to a surgical procedure) and to provide a firm foundation for surgeons to apply what is known as the “best scientific evidence” to the practice of surgery.

More than 350 applications submitted for medical cannabis cultivation centers The number of applications received in each district is planned to be available late next week

The State announced today, in a preliminary count, it has received more than 350 applications from those interested in growing and/or selling medical cannabis under the Illinois Compassionate Use of Medical Cannabis Pilot Program Act. Applicants had two weeks, from Sept. 8 until 3 p.m.

There are some critical lessons to be drawn from the stories above. Liberty means being in charge of your own life, not being nudged and managed like a child.

The contemptuous Niles Tree Ordinance was defeated, but it was a close thing we almost didn’t notice.What if it had been passed in small chunks, bit by bit? Would you have noticed at all? The overreach was stopped, but the attitude still remains.

Three Park District Board Posts up for Election in April 2015

Voters will elect three Niles Park District commissioners when they go to the polls for the consolidated election Tuesday, April 7, 2015. Three individuals will be elected to serve fouryear commissioner terms.

Each candidate will be required to have a minimum of 59 signatures of registered Park District voters in order to file petitions for the Park District commissioner election.

Candidates must be registered to vote and be a resident of the Park District at least one year

prior to the election.

The first day for filing candidacy petitions and materials will be Dec. 16, and the last day will be Dec. 22.

Commissioners govern the Park District under Illinois statues. The Niles Park District is an independent unit of local government to provide park and recreation services to our community.

Commissioners serve without compensation.

Late-game call goes against Dons Maine South wins, moves to 5-0 By mike sandrolini For the bugle

One officials’ call went Notre Dame’s way, and one didn’t, during what would have been a potentially game-tying drive in its 21-14 ESCC loss to St. Viator on homecoming.

The fourth-quarter drive, which started at the Dons own 16-yard line, got new life after St. Viator was whistled for pass interference on fourth down deep inside Lions territory with 3:12 to go. That ruling put Notre Dame at the Lions’ 11-yard line.

Dons running back Marco Orlandi eventually punched it in from 2 yards out on another fourth-down situation, but the TD was nullified after Notre Dame was called for illegal motion for having five players in the backfield.

“Our split end stepped back (from the line of scrimmage),” Notre Dame coach Mike Hennessey explained. “He should have been on the line. He (referee) thought we needed to be on the line of scrimmage.”

That pushed Notre Dame back to the 7, and a pass into the end zone on the Dons’ final attempt to score fell incomplete.

“I really didn’t know what happened,” said Dons offensive lineman Tom Simon, referring to the motion penalty.“It was a tough call. We were moving the line and getting a push and running the ball down their throat.”

That they were. Orlandi, who finished with 46 yards rushing, gained 32 of those yards during the final drive. Junior running back Quentin Grays ended up with his second straight 100-yard game, rushing for an even 100 yards.

“I was happy to see us run the ball as well as we did,” Hennessey said. “I think (quarterback) Tyler (Tsagalis) made some good choices and we were able to keep the ball in our possession.”

The Dons also picked off St. Viator quarterback Tyler Johnston three times, including twice in the first period. Shawn Polakow intercepted a pass on the Lions’ opening drive of the game. Then, with 30 seconds left in the first quarter, Jimmy Finneke set the Dons up near midfield with an interception.The pick led to Notre Dame’s first touchdown early in the second quarter which tied the game 7-7. Senior Matt Curley alertly fell on a loose ball in the end zone that had been coughed up near the goal line by a Notre Dame running back attempting to score.

“Notre Dame did a good job kind of taking us out of rhythm, but we did just enough,” said St. Viator coach Brandon New. Those three interceptions aside, Johnston was on his game most of the evening. He threw for 312 yards—225 in the first half—and three touchdowns, including one that ended up deciding the game early in the second half.

Unfortunately, a Dons’ defensive back bit on a fake, and Johnston connected with Darreonta Jackson, who raced 37 yards for a touchdown and a 21-14 lead.

“We’re making too many mistakes,” Hennessey said. “The good thing is that there was no lack of effort.We went down tooth and nail to the last play and I didn’t see any quit in them. Those are quality things, but when it ends up being on the losing side, it’s a hard thing to take.”

Tim Simon had an interception during the third quarter for Notre Dame (2-3, 1-3), and Jackson Delfosse recorded a tackle-for-loss.

•Maine South last Friday sent yet another CSL South club hoping to snap its conference winning streak down to defeat. This time it was previously undefeated Glenbrook South, which was handed a 42-7 loss by the Hawks, whose CSL South win streak now sits at 66 games.

Senior running back Justin Fahey crossed the goal line three times for the Hawks on runs of 32, 7 and 9 yards, and quarterback Brian Collis had a productive night, as well, throwing for over 275 yards and one touchdown. His TD pass went to Vinny Labus to put the Hawks in front, 14-0.

Ryan Gibbons and KevinThomas also added touchdown runs for the Hawks, now 5-0 overall and 1-0 in the CSL South. Maine South put the claps defensively on Glenbrook

South’s passing game as 6-foot-8 Titans QB Fritz Stadler was held to under 60 yards.

•Niles West senior quarterback Tommy Galanopoulos passed for nearly 300 yards last Friday, but it was Galanopoulos’ feet that enabled the Wolves to spoil Evanston’s homecoming with a 47-42 victory.

The Wolves (4-1, 1-0) trailed Evanston (2-3, 0-1) late in the game, but Galanopoulos engineered a game-winning scoring drive with under three minutes remaining.

He took the ball into the end zone from 1 yard out and 35 seconds to go in the contest.

•Maine East was decimated by injuries last season, and that same scenario is playing out again this year. The Demons currently are down six starters, which didn’t help matters in their 56-6 loss at >> see DONS | page 15

New Trier @ Maine South The details: The top two CSL South clubs have been dominant leading up to Friday’s showdown.

Both squads brushed aside their respective foes last week, with New Trier whipping Waukegan, 49-14, and the Hawks (5-0, 1-0) stomping on previously undefeated Glenbrook South, 427. The only close game New Trier (5-0, 1-0) has experienced so far is its 14-7 win vs. Warren in Week 2. Other than that, the Titans have defeated their 2014 opponents by an average of 20-or-more points.

Keys to the game: Now it’s the Titans’ turn to try and knock

the Hawks off their perch. Yet as good as New Trier has been, the Titans must play nearly flawless football for them to end the Hawks’ CSL South winning streak, which stands at 66 games and counting. New Trier will come at Maine South offensively with quarterback Clay Czyzynski and running backs Caleb Roth and Kevin Mulhern, who also is a receiving threat. Additionally, Colin Casas enjoyed a nice allaround game for the Titans last week, scoring a TD run, blocking a punt and contributing defensively. Meanwhile, the Hawks continue to get standout

Waukegan @ Niles West The details: The Wolves (4-1, 1-0) keep rolling along in impressive fashion, last week getting by Evanston, a team that’s seeking its fifth straight playoff appearance, 47-42. The Bulldogs (2-3, 0-1), coming off last week’s 49-14 loss to CSL South heavyweight New Trier, have won two games this season, equaling their win total from last year.

But those victories came against teams (North Chicago and Maine West) that have won one game combined so far.

Keys to the game: Look for the Wolves’ offensive juggernaut—especially their senior big three of quarterback Tommy Galanopoulos, running back Brandon Costantino and wide receiver Quran Spillman— to put up similar lofty numbers versus the Bulldogs, but Niles West’s defense needs to amp it up, especially with Maine South waiting in the wings next week. A victory for the Wolves Thursday means Niles West will undoubtedly make the Class 8A playoffs for a third straight

game time 7 p.m. Thursday year. Bulldogs running back Noel Gonzales is enjoying a solid season, having gained around 600 all-purpose yards thus far, and QB Melvin Bobo passed for over 200 yards in last week’s loss to undefeated New Trier.

Notre Dame @ marian Central The details: The Dons (2-3, 1-2) and Hurricanes (3-2, 1-2) endured frustrating losses last Friday. Notre Dame fell in the final minutes of the fourth quarter at home to St. Viator, 21-14, and Marian Central made a game of it with Joliet Catholic, but scored only twice in five trips into the red zone during a 31-21 defeat.

Keys to the game: If there’s a game that could be classified as must-win for the Dons, it may be this one. Notre Dame can ill afford another loss if it hopes

to make it to the postseason for a 10th straight year. The Dons’ offense has improved noticeably the past two contests, especially their running game. Junior running back Quentin Grays is emerging as Notre Dame’s goto back after putting together consecutive games in which he’s reached the century mark, and the Dons’ offensive line, featuring seniors Frank Pavlik and Mike Sabatino, is jelling at the right time. Maine South’s boys cross country team finished eighth overall and fifth among the Class 3A teams that competed at the prestigious 29-team Palatine Invitational on Saturday.

Senior Paul d’Ambrosio was the Hawks’ top finisher, placing 20th overall in a time of 15:22.2.

Henry Mierzwa, another senior, ran despite an injury and was 22nd. Junior Brian Sodaro was 37th overall.

Ralph Patejunes, a junior, finished in 58th place in his first race after missing two weeks due to an illness. Sophomore Alex Ortwig completed the Invite in 108th place.

In the girls race, the Hawks were 17th as a team. Junior Kalina Gardiner topped the Hawks with her 50th- place finish (18:57.6).

Sophomore Maura Lally was next in 65th place, Julia Sirvinskas, a junior, was 87th and freshman Olivia Naiolek was 102nd.

Niles West’s boys team took fifth overall and the girls team seventh at Saturday’s Roy Gummerson Invitational held at Oak Park-River Forest.

The Wolves’ boys got top-20 finishes from Theodore Beck (13th) and Atul Krishna (19th).

Meanwhile, Adrian Vargas finished 31st, Sammy Iverson 39th and Mateen Hussaini 51st.

Christine Mujica, a 2013 state qualifier, turned in a time of 18:29.4 to place second overall in the girls race. Nicole Camburn and Danielle Karp were 19th and 37th, respectively, Merima Mackic was 40th and Viana Chau 43rd.

Maine East and Resurrection also participated in the girls race at OPRF, with the Bandits placing eighth and the Demons finishing in a tie for ninth with Harlem.

Jessica Cuevas led the Demons with a 28th-place finish, and teammate Leslie Christiansen was 44th.

For the Bandits, Marya Cunningham took 45th, Carissa Fagiano 51st and Maureen Gillespie 52nd.

GIRLS TENNIS Maine South on Sept. 22 was defeated 4-3 by York in a nonconference dual meet. Leigh Friedman and Randi Wind won at No. 1 and 2 singles, respectively, while Kamila Czosnyka and Marti Wind recorded the Hawks’ only doubles victory.

GIRLS VOLLEYBALL Maine East was handed its first three defeats of the year at its own invitational Sept. 20, but rebounded Sept. 22 by beating Glenbrook North 25-23, 26-24.

Niles West was a 140-154 winner over Maine West in a CSL crossover match that was played on Sept. 24.

Skylar LeVine and Scott Pechter were the medalists for Niles West as both shot 32s.

BOYS SOCCER Maine East broke a first-half scoreless tie against rival Maine West on Sept. 23, scoring two second-half goals to defeat the Warriors, 2-1. Not only was the victory Maine East’s first conference win of year, it also marked the first time the Demons have knocked off their rivals in five seasons.

Mumen Hussein put the Demons in front, 1-0, with around 24 minutes left in the second half with a rebound goal, coming off a shot from Eric Trytko. After the Warriors tied it 1-1, Matt Pytel tallied the game-winning goal— his first of the season—with under three minutes left in regulation.

Helgeson-led Niles West boasts depth By mike sandrolini For the bugle

Emma Helgeson stepped up bigtime when Niles West needed a boost late last season.

Now the senior, a returning state qualifier in two events—the 100- and 200-yard freestyle—leads a club that coach Jason Macejak describes as “the deepest team we’ve ever had.”

“She (Helgeson) really kind of figured it out last year, and ever since last season ended, she’s been gung-ho in the water,” Macejak said.

Macejak pointed out that Helgeson has already turned in a 24.8-second 50-yard split in a relay event during a mock meet this season. “She’s looking strong,” he said. “I’m not big on making predictions as far as where I’d like her to be at the end of the season, but she’s put in the work and I can’t wait to see what she does.”

The possibility exists of Niles West getting swimmers in multiple events downstate—something that would be noteworthy, Macejak said.

“We’ve had a swimmer and a diver (go downstate), but to get multiple swimmers for multiple events would be a great thing,” he said.“I think we’re in a position to do that; it’s not a shoo-in, and our season isn’t make or bust based on how many qualifiers we get,but I’m looking forward to the girls taking advantage of the opportunity to have multiple girls go down to the state meet.”

Senior Abby Hegberg also is one to watch in the 100 backstroke.

“I did talk with Abby Hegberg last year, and she wants to be the fastest back-stroker to ever come out of Niles West,” Macejak said “She’s already the second fastest one behind the current recordholder. If she breaks that record, she’ll pretty much qualify for state as well.”

Junior Lauren Patt, in her third year on varsity, can go in the 50 and 100 freestyle, as well as the 100 butterfly, for the Wolves. Other key Niles West performers are senior diver Hannah Palmer, and three freshmen: Katelin Avenir (100 breaststroke, 100 butterfly and the 200 IM), Mia Piljevic (100 backstroke and 200 IM) and Jade Winter Oribello (100 breaststroke).

MAINE SOUTH The Hawks won’t have standouts such as multiple state qualifiers Jenna Zitkus and Hannah Ferstel to rely on (both have graduated), yet coach Don Kura is looking forward to what lies ahead in 2014.

“We don’t really have anybody that will replace them, but we do have talented swimmers from top to bottom,” he said.“It’s one of my more balanced teams than in the past.”

Senior co-captains Erin Patrick, Taylor Pinkerton and Sammy Zaug will set the pace for Maine

South, both in the pool and from a leadership standpoint.

Patrick was on last year’s statequalifying 200 freestyle relay. She’ll also compete in the 200 individual medley and the 100 backstroke.

Expect to see Pinkerton in the 200 and 500 freestyle, and on the 400 freestyle relay. Both are four-year varsity performers.

“From the standpoint of leadership and doing the right thing and setting right example, those three are really good at it,” Kura said. “These three are really, really good, probably the best set of captains that I’ve had. My captains keep getting better each year.”

Keanan Bender, a junior, also was part of last year’s 200 freestyle relay.

Individually, she’ll be swimming in the 50 and 100 freestyle this season.

Senior diver Nicole Sisco and sophomore Kasia Preski (200 individual medley, 100 butterfly, 100 backstroke) also will get the Hawks some points throughout

the year.

“The biggest difference is we don’t have that big caliber swimmer coming back that can anchor relays,”Kura said.“But what we have is a group that’s pretty talented, but we’ll have to collectively learn to step up as a group.We can’t rely on stars to pick us up in a meet.”

MAINE EAST Alyssa Kaewwilai returns as an all-conference swimmer in two events last year for the Demons.

She grabbed all-conference honors in both the 100 breaststroke and 100 freestyle by taking second and fourth, respectively, at the conference meet.

“Alyssa has aspirations of qualifying for state which are realistic if she commits to working hard the entire season as well,” Demons coach Peter Przekota said. >> see DEPTH | page 15

The Federal Highway Administration has approved the next step for the Illiana Tollway plan.

The agency on Sept.

26 released a final Tier 2 Environmental Impact Statement, which proponents hope clears the way for a Record of Decision on this phase soon. The ROD initially was to have been issued in the summer, but issues with the U.S. Fish and Wildlife Service held up the required EIS approval over concerns about several endangered species.

The Final EIS describes the process, including the identification of transportation needs, consideration of dozens of alternatives, and a comprehensive analysis of the potential effects on environmental resources, such as wetlands, wildlife, cultural resources, air quality, and noise. The potential effects on future traffic operations caused by all of the proposed alternatives, including the noaction alternative, are outlined as well.

In its report, the FHWA said parties still need to continue working with the Fish and Wildlife Service to iron out some likely effects to wildlife, including endangered species.

Illiana coordinators also need to get public input on the updated Air Quality Report, the agency said.

Issues that can be worked on after the ROD is issued include a Clean Water Act Section 404 permit from U.S. Army Corps of Engineers and change in access to the Interstate approvals from the FHWA. Proponents in both states say they can begin acquiring land for right-of-way after the ROD is issued.

taken to date by Illinois and Indiana to move this project along,” said John Greuling, CEO of the Will County Center for Economic Development. “The fact is was done in under four years is monumental in itself.

This gives assurance to the possible P3 (public-private partnership) bidding teams that the two states and the federal government are squarely behind this project.”

And that support is critical right now for proponents.

A movement led by Cook County Board President Toni Preckwinkle and Palos Hills Mayor Gerald Bennett seeks to remove the Illiana Tollway project from a regional planning agency’s long-range plan due to renewed funding concerns.

The fast-moving, $1.3 billion Illiana plan —proposed to run some 50 miles from Interstate 55 in Wilmington to Interstate 65 in Indiana – hit a snag this time last year when some officials of the board of the Chicago Metropolitan Agency for Planning fought the plan after their staff said the state’s user and revenue projections were flawed.

Opponents said such flaws would result in too high a percentage of public funds given toward what was proposed as a bi-state, publicprivate partnership, or P3.

Preckwinkle and Bennett, CMAP Board chair, say they want to bring the issue of removing the Illiana from regional

funding at an Oct. 8 combined meeting of the CMAP Board and its Metropolitan Planning Organization.

The CMAP Board last year voted to reject the Illiana plan, but MPO Policy Committee, which decides the funding matters for CMAP’s 2040 plan, approved placing the Illiana on the funding list by an 11-8 vote.

The latter vote took heavy lobbying and vote-counting by then state Transportation Director Ann Schneider, who chaired the MPO Committee, and Will County Executive Larry Walsh.

As a new discussion and vote approaches, Schneider resigned several months ago amid charges of hiring favoritism, and Walsh is recuperating from prostate cancer surgery.

Erica Borggren, the state’s Acting Transportation Director, will chair the MPO, and an alternate from Will County will stand in for Walsh at the Oct. 8 meeting if he is unable to attend.

In a July letter to CMAP Executive Director Randall Blankenhorn, Preckwinkle asked that the agency revisit the issue. She was opposed to the Illiana then, Preckwinkle said, because CMAP staff said the state’s figures were flawed.

She is more concerned now, she said in the letter, because state officials have said they plan to use more public funds to guarantee shortfalls, which

have been estimated to be between $440 million and $1.1 billion.

“It would be impossible of me to support a project like this that will compromise other, more fully vetted transportation improvements with greater benefits for Cook County, metro Chicago and Illinois,” Preckwinkle wrote in her letter.

Bennett said the state now wants to guarantee at least $750 million in public funds toward the Illiana plan, which he believes is too much of a burden on taxpayers. He and others also do not believe the tollway would draw enough users to pay back private investors, meaning the state would be on the hook for the remainder.

Bennett made some waves at last year’s CMAP meeting on the issue when he referred to the Illiana project as a “political plan” and a “highway to nowhere land,” Bennett said in a Sept. 24 telephone interview he would have no problem if $2 billion instead were to be directed toward improving Will County roads.

“That’s where all the congestion is,” he said.

Bennett wrote to Borggren, asking her to consider using a super-majority vote that day instead of a simple majority, as does CMAP and other regional planning boards.

“Our experience at CMAP is that this is an important aspect

of building consensus and maintaining public respect for the decisions of these boards and the institutions that they govern,” he said in the letter.

“By requiring a super majority, the MPO Policy Committee would give greater weight to its decisions, which would better reflect the need for regional consensus that motivates CMAP at all times.”

Regardless, a change to a super majority would not affect any MPO votes at the Oct. 8 meeting, said Thomas Garritano, CMAP spokesman.

Any change to the MPO Policy Committee by-laws would require at least 30 days advance notice in writing to all MPO Policy Committee members, he said.

That notice would also need to include an exact statement of any proposed changes, identifying the specific by-law to be amended. Then 13 of the committee members would have to vote in favor of any change, he added.

Asked about the funding concerns by Preckwinkle and Bennett, IDOT spokesman Guy Tridgell said, “We look forward to discussing the issue with CMAP.” Greuling isn’t sure where Bennett got the $750 million figure.

He said state Sen. Toi Hutchinson, D-Chicago Heights, last session unsuccessfully attempted to pass a bill that would have guaranteed $250 million in state funds for the project. He has heard estimates since putting it at $450 million.

Greuling said local supporters of the Illiana project met Sept.

24 to discuss strategy for the Oct. 8 meeting.

He said they know the CMAP board again is likely to vote down the Illiana, as it did last year. They are concentrating on continued support from the MPO Committee, as they did last year.

“This is almost like (the movie) ‘Groundhog Day,’” he said.

provided to individuals of all ages including access to public benefits, referrals for a variety of community programs, onsite and off-site support groups, and applications for the Village financial assistance program.

A monthly Caregiver Support Group meets on the fourth Wednesday of the month from 10 to 11:30 a.m.

On-site appointments are available for the Low Income Home Energy Assistance Program, with Senior Health Insurance Program volunteers, and to discuss individual concerns of all kinds.

Monthly wellness programs offered include cholesterol screening, diabetes screening, and a foot care clinic.

‘Sleepy Hollow’ Season 2: Tom Mison on ‘Ichabbie,’ Jealousy and the Battle with War Variety sat down with star Tom Mison at the Television Critics Association summer press tour to find out what’s in store for season two

Fox’s “Sleepy Hollow” returned for season two on Sept. 22, and as the premiere opened, War came to town - in the form of Ichabod Crane’s (Tom Mison) long-lost son, Jeremy (John Noble). Bitter and vengeful after years of parental abandonment and manipulation by the demon Moloch, Jeremy has joined forces with the Headless Horseman to wreak havoc on the town and its inhabitants, which is bad news for everyone in Sleepy Hollow, since its protectors are currently trapped - Ichabod in a pine box six feet underground,and partner Abbie Mills in Purgatory, after freeing Crane’s bewitching wife Katrina (Katia Winter). The first season finale also left Abbie’s sister, Jenny (Lyndie Greenwood), at death’s door after an attack from Headless, and Captain Frank Irving (Orlando Jones) behind bars, leaving the odds stacked rather uncomfortably in favor of the apocalypse.

Variety sat down with star Tom Mison at the Television Critics Assn. summer press tour to find out what’s in store for season two, including love triangles, Ichabod’s quest to redeem Jeremy and where we find our characters after last season’s shocking cliffhanger.

Laura: The finale left Ichabod in a somewhat sticky situation, having been buried alive by his son - I imagine that situation has to resolve itself fairly quickly, to avoid the whole season taking place with Ichabod in a box?

Tom: Not too quickly! I think that it would be a shame to leave all the characters in those predicaments and then just get them out instantly. The really nice thing is, the writers decided to put everyone in the worst possible situations before they worked out

how to get them out. So all of the questions that we, that everyone watching, has about how they get them out, those were the questions that the writers gave themselves. And then I think they just left thinking,“Well, what’s the coolest way of doing it?” And I think they’ve managed to achieve that.

Laura: Much has been made of the sexual tension between “Ichabbie.” From your perspective, how does Ichabod see Abbie at this point? How do you approach their relationship in terms of his motivations?

Tom: She’s a partner.They need each other. If they had a choice of partners, who knows whether they would choose that person or not? The really nice thing about it is that it’s not such a black and white answer.

There are lots of things that they really, really respect about each other and lots of things that just annoy the tits off each other... as with lots of relationships, which is probably why so many people go into the shipping thing with them.

I love the moments where they annoy each other, probably more than the moments where they work in a perfect harmony.

That’s sexy. So in that respect, it’s a very sexy relationship. But yes, for them, in the front of their mind it’s that they need each other, they’re partners and they respect each other.

Laura: And they have to save the world, so they have other priorities.

Tom: Exactly. There’s an apocalypse coming. Let’s not get all doe-eyed at each other.

Laura: And, as you and the producers have noted before, he’s a happily married man...

Tom: Oh, yes. That should’ve

been the first thing I said.[Laughs.]

D--n, yes, he’s married.

Laura: But he and Katrina haven’t spent much time together over the centuries, what with him being asleep and her in Purgatory.

So it’s arguable that he knows Abbie better than he knows Katrina at this point, given that Katrina has been keeping a few secrets from him.

Tom: Yes. This is brought up in season two, the deceit. And of course, that’s going to be a problem. But he’s a man of honor and he loves his wife.

Laura: During your TCA panel, executive producer Len Wiseman said that thanks to“other characters that come in around [Ichabod and Abbie], you see jealousy come out in ways that are more interesting,” but that Ichabod and Abbie might also be reevaluating their feelings for each other this season. Can you expand on that?

Tom: Well, reevaluating their feelings I think is a hangover from the last season where there’s questions of trust in the partnership. In terms of the love interest, yes, there’s a new character, played brilliantly by Matt Barr. And yes, he brings a completely new dynamic. Much

as Ichabod loves his wife and respects Abbie as a Partner with a capital P, someone comes in and if he starts distracting her, then that’s going to be a problem, and who knows when jealousy might creep in if someone starts taking her attention away?

Laura: So it’s more a case of, “Pay attention to me,Abbie!”?

Tom: Exactly. “Look at me. I’ve got long hair and a nice coat!”

Laura: The show will also introduce one of Ichabod’s exgirlfriends, Mary, this season.

Given the fact that Ichabod’s not from around here, that seems to imply that something supernatural may be afoot in her reappearance?

Tom: There may well be.

As with every glimpse into Ichabod’s past, it has knock-on effect in the present and she is certainly the case. It also reveals a lot of secrets from certain other characters...

Laura: I hear we’ll also see more of the Headless Horseman in his non-headless form as Abraham, Katrina’s former flame.

Tom: And I’m really pleased.

Neil [Jackson] came in to join us to play Abraham only very briefly last season and I loved working with him. So he comes back into it an awful lot more. Again, that’s another problem: Katrina is with the Headless Horseman, but she hasn’t seen him as the Headless Horseman, she remembers him as Abraham, her one-time fiance, who turned bad purely because of his love for her.

Laura: Which is kind of romantic, in a twisted way.

Tom: Absolutely romantic. I think it’s desperately romantic of him to do that, to risk everything for the woman that he loves.So yes,

that does bring an interesting new dynamic to their relationship. And it’s also nice to explore Katrina a lot more because last year, she came in, she gave information and she was the quest for Ichabod, but now, Katia is getting to play around a lot more with more depth to the character and more understanding of who she is and why she’s here.

Laura: On a literally related note, Jeremy is back and already causing a lot of trouble as War. How much is his predicament weighing on Ichabod, given that his abandonment - through no fault of his own - contributed to turning his son into this vengeful monster?

Tom: There’s a war on.And one of the leaders of the opposition is your son. And that’s a very interesting direction to take with it and the various dilemmas that that brings. And that’s one of the good things about the show, it always comes back down to the characters and the reality of [deciding] what you do when you have to fight against your son. Do you fight against him as an enemy or do you try to appeal to him as a member of your family?

And that’s one of the dilemmas that Ichabod finds himself in. I think the writers are very clever with this, to always bring every predicament - whether it’s a battle like that, or [choosing] which creatures appear in each episode down to “what effect do you want on the characters?” And I think that’s what, if I may say, elevates the show above a lot of the other fantasy shows.
