Morton Grove resident Moe Taleb is no stranger to the restaurant business. He and his brother, Billy, ran a catering company, and they’ve operated several restaurants in Chicago. But, the brothers wanted to bring the “city vibe” closer to home. Inspired by experiences studying in California, they created Mesa Urbana with the hopes attracting customers from across the northern suburbs.

Located in Northbrook, 3566 N. Milwaukee Ave., the restaurant offers Mexican food with a focus on using local ingredients. All dishes are designed to be shared between friends and family members, and the way the food is presented is a major priority. The brothers said that, with the success of Mesa Urbana, they are thinking about opening something similar closer to Morton Grove.

Moe moved to Chicago from California in 2006. He owns a catering company, ZigZag Catering, and he previously ran the Kith & Kin restaurant and ZigZag Kitchen – an extension of his catering business.

Both of those companies eventually closed, and Taleb decided to focus on catering. But after he and his family moved to Morton Grove, he decided to try his hand in the restaurant business again.

“My idea was to bring the city feel, the city ambience to my family and friends in the suburbs,” Moe said.

The decision to open a Mexican restaurant came down to personal experiences. “We chose Mexican food [because] I went to school in California,” he said. “My wife [has] Mexican heritage, so we decided to do Mexican, Chicago-style food.”

Billy Taleb said they chose the location near the border of Glenview and Northbrook because it is in the heart of North Shore, and because of the shopping strip’s history.

“This place used to be a business district for Glenview and Northbrook combined,” he said.

The brothers hired chef Eusebio Garcia, who previously worked at several Chicago restaurants, to handle the culinary side of the business. The lunch and dinner

menus feature salads, tacos and large main courses. Their size, Moe said, was deliberate.

“We encourage customers to share plates,” he said. “When we eat with family and friends, we always share our food.”

And, the brothers are hopeful that sharing large plates will encourage customers to order several dishes and sample all Mesa Urbana has to offer.

Mesa Urbana tries to use local, fresh ingredients as much as possible, according to Moe. Thanks to his experience with ZigZag catering, Moe knew what vendors would work best. “[We use] really top-quality vendors,” he said. “They carry excellent quality ingredients.”

Looking at the menu, those ingredients go along way. Salmon Al Carbon, which is grilled salmon, caramelized mango, green papaya and avocado crème fraiche, is Mesa Urbana’s signature main dish. The Chile Relleno, which contains poblano peppers, tres queso, squash blossom, zucchini and tomato salsa, is another customer favorite.

Among taco dishes on the menu, Moe said many customers rave about the Tres Costilla de Res � short rib tacos with pickled red onion, sweet peppers and cabbage.

While ingredients are important, Moe added that the restaurant places equal priority on how the dishes are presented.

The restaurant’s fresh ingredients philosophy extends to margaritas and cocktails, as well. Mesa Urbana has an extensive drinks menu, which was assembled by mixologist Berto Esparza.

“Drinks in this place are famous as the best margaritas on the North Shore, due to the use of top-shelf [ingredients] and fresh-squeezed juices,” Moe said.

Esparza told the Bugle that ingredients are delivered every day, and the syrups that go into cocktails are made in-house.

When it comes to beers, the restaurant draws on local breweries from Chicago and its suburbs “The concept for beers is that we carry everything in Chicagoland, local craft beer,” Esparza said.

The Park Ridge City Council Finance and Budget Committee of the Whole voted 4-3 to not only delay the implementation of a proposed stormwater fee, but temporarily lower the fee to zero.

The ordinance would still need to pass the full city council, but if it does, property owners won’t have to pay the fee until Sept. 1, 2017, nine months after it was originally supposed to begin. It would also reduce the fee from $2.75 per equivalent runoff unit to $0 per ERU. The gesture was symbolic since, by that point, the stormwater master plan is expected to be completed, and the fee would be adjusted based on the cost of the stormwater mitigation projects.

Fourth Ward Ald. Roger Shubert, Second Ward Ald. Nicholas Milissis and Third Ward Ald. Richard Van Roeyen voted against the ordinance. They argued that the delay sends the wrong message, saying they would prefer Park Ridge to start collecting money for stormwater mitigation sooner rather than later. But, the majority of aldermen felt that it wasn’t fair to charge residents until the city knows how much money it will need for stormwater projects.

The stormwater fee was approved April 18. Originally, aldermen considered setting the fee at $11 per ERU. During the March 16 committee of the whole meeting, the rate was dropped to $1, with an understanding that the fee would go up once the city understands how much flood mitigation projects will cost.

During the April 11 city council meeting, aldermen increased the fee to $2.75. At the time, city staff estimated that the fee

would raise $500,000 per year; $300,000 of that was budgeted for the stormwater master plan, and the rest would provide a cushion in case the city needed more money. However, the city wound up using the sewer fund to pay for the master plan instead.

As previously reported by the Bugle, during the Sept. 6 city council meeting, Acting City Manager Joe Gilmore told aldermen that the city’s current billing software couldn’t calculate the fee for each individual property. The delay would give the city enough time to upgrade to new software that would be able to handle the calculation.

Gilmore explained that he was originally hoping to have the software in place by Jan. 1, but staff ran into unexpected delays.

During the Sept. 26 COW meeting, the acting city manager said he had consulted with the contractor that provides the software. While it could supply a temporary solution, it would be so expensive that the city may have been better off hiring extra staff to calculate the fee for each individual property. Given the amount of time and money that approach would involve, Gilmore recommended delaying implementation.

Milissis asked the city manager whether it was possible to fast track the upgrade, so that it’s ready to go sometime closer to January. Gilmore replied that even if they fast tracked the upgrade, it would still be a few months into 2017 before it’s ready to go.

“There’s a lot of things going on with IT still,” he said. “Moving it up, we’d start it in a couple of months.”

The village of Niles Board of Trustees voted unanimously to raise the salaries for trustees and the mayor.

The increase will not kick in until after the April 2019 municipal election, however.

These salaries are set by the village municipal code. Currently, the mayor’s salary is $4,000, while the trustees’ salaries are $2,500 a year.

The increase would essentially double trustee salaries and almost triple the mayor’s salary, raising them to $5,500 and $11,400, respectively.

According to board documents, the increase was designed to bring Niles’ salaries more in line with

other nearby municipalities and to account for the fact that trustees and the mayor have more duties than they did 50 years ago. If Morton Grove and Park Ridge salaries will stay the same over the next three years, Niles elected officials’ salaries will be higher than Park Ridge and Morton Grove but lower than Skokie.

Under the state constitution, elected officials can’t raise their own salaries, so the increases wouldn’t kick in until their current terms are over. As with most suburban municipalities, Niles Village Board elections are staggered, so three out of six seats on the board and the mayor’s seat will be up for grabs in April 2017. The other three trustee seats will be up for grabs in 2019. This means that the trustees that get elected in 2017 would get paid more then the trustees that

aren’t up for election that year. To prevent that, the village board voted to delay the increases until the 2019 election.

A look at the compensation of the surrounding municipalities paints a mixed picture. According to the Park Ridge municipal code, the city mayor’s salary is $1,000 per month, or $12,000 a year, while aldermen’s salaries are set at $100 a month, or $1,200 a year.

The Morton Grove municipal code sets the mayor’s salary at $6,000 a year. The trustees’ salaries are set at $4,500 a year. The code also says that the village will reimburse the mayor’s and the trustees’ out-of-pocket expenses that are “incurred or reasonably expected to be incurred.” Skokie’s municipal code doesn’t set officials’ salaries, see salaries PAGe 10

The Park Ridge City Council is gearing up for a vote that would change the way it approves resolutions.

Under the current procedures, every resolution must go through the committee of the whole before it goes to the full council. It either gets discussed first before a vote is taken at a separate meeting, or it’s discussed and voted upon at the same meeting. Once at the council, it typically goes through two readings, though aldermen can choose to only hold one.

The new procedure would officially state that the first vote in the full council is the final vote. As city attorney Adam Simon explained during the Sept. 26 procedures and regulations committee of the whole, the current way of doing things is a matter of tradition rather than concrete policy. He added that the new rules would establish a clear procedure that will be applied across the board.

Aldermen are expected to vote on whether to approve the change during the next procedures and regulations COW, which is scheduled for Oct. 24.

As previously reported by the Bugle, Simon suggested a series of changes to city council meeting procedures during the Aug. 22 procedures and regulations COW meeting. All those changes were designed to speed up the decision-making process and make meetings more efficient.

One of those suggestions was to count a COW vote as the first of the two readings.

As Simon argued at the time, the current procedures could require as many as four meetings before a resolution is passed. He also argued that under the current procedures, it is not clear when the council should skip a second reading.

The resolution proposed during the Sept. 26 meeting puts Simon’s suggestion in writing. It also specifies that, if a resolution is introduced directly to the council, the two-readings rule still applies, but

aldermen can override it with a supermajority vote.

Acting Mayor Marty Maloney said he supported the goal of speeding up the voting process, but said he worried that the proposal could push the process too far to the other extreme.

“I support cleaning things up and agreeing to a single set of rules,” he said. “But, I’m not comfortable with going from four [meetings], which is an overkill, to one.”

Fourth Ward Ald. Roger Shubert said he wasn’t sure the current process was helpful. “I’ve seen numerous items scheduled for two readings go on the consent agenda and sail through,” he said.

Sixth Ward Ald. Marc Mazzuca, who chairs the procedures and regulations COW, noted that a chairperson can choose whether to introduce an item as a discussion item or an action item. With a discussion, a vote in the COW and a vote in the council, each resolution would get three readings.

Mazzuca argued that this was a good middle ground.

Anything Can Be Viewers need to support inclusion in mainstream media By daniel sMrokoWski Bugle coluMnist This is a time to celebrate the lives of those diagnosed with Down syndrome. It is a time to celebrate the acceptance and inclusion of people with special needs. In the media, whether on film, television, radio or podcast, people with Down syndrome are rarely seen, and, if they are, they are not usually portrayed in a positive light.

These days, however, the inclusion of people with Down syndrome in the media is beginning to change for the better.

A year ago, I had the opportunity to screen the award-winning documentary film “Kelly’s Hollywood.” Brian Donovan, a filmmaker based in Los Angeles, produced this film. It presents the intimate, honest and raw story of a brother’s quest to fulfill the dream of his sister with special needs of becoming a Hollywood diva.

Brian’s quest to fulfill his sister Kelly’s dream takes an unexpected turn when it begins to threaten his engagement with his fiancée. As Kelly begins to feel increasingly jealous of Brian’s fiancée, her health starts to fail. Brian is then forced to confront his sibling’s co-dependency issues. Brian struggles to find balance between fulfilling Kelly’s wish of performing in Hollywood and his own dream of getting married. Viewers learn that anything is possible. Anything can be.

This film has received many glowing reviews. Actress and Saturday Night Live star Molly Shannon proclaimed, “I just loved this documentary! It is so full of heart. I laughed. I cried. It was absolutely riveting.”

This past April 30, 2016, I was given the chance to co-host the Chicagoarea premiere of “Kelly’s Hollywood.”

The intimate screening was held at the Tivoli Theater in Downers Grove.

One attendee to this premiere was Katie Driscoll, the founder and president of Changing The Face of Beauty – a Chicago-based nonprofit organization that is literally changing the way people with special needs are seen in the media. Katie is partnering with advertisers and companies to host photo shoots for people with special needs. At the Chicago Premiere of “Kelly’s Hollywood,” she said that at the time Brian was filming his sister Kelly, he did not have as much access to mobile devices as one would today. That is one reason this film was unique in its creation. Brian went to great lengths to give viewers a chance to bear witness to the joy and love that his sister Kelly brought to the world.

I loved the intimate look of his film.

I enjoyed the fact that viewers got to see both the joyous and challenging moments in the story. As I watched this film, I felt as if I were a “fly on the wall,” experiencing Kelly’s longtime dream of becoming a Hollywood diva.

Back at the time when Brian and Kelly were growing up, people with Down syndrome were rarely seen on screen or stage. The terms “inclusion” and to “play unified” were rarely thought of in mainstream media. In

fulfilling his sister’s dream, Brian was breaking down barriers for Kelly, but also breaking new ground in the film industry.

Fast forward to today, individuals with Down syndrome are now being included in mainstream media.

Today, people with special needs are able to “play unified,” a term that was recently coined by Special Olympics to include people with and without intellectual differences.

The ever-popular reality docuseries “Born This Way,” airing on the A&E network, is a perfect example of inclusion in mass media. This show follows the lives of seven young adults with Down syndrome. This past month “Born This Way” rightly earned its first Emmy award. And, this past week, it wrapped up season two and got picked up for a third season. Viewers are able to see the cast is made up of young adults with the same hopes, dreams and fears, in addition to those who are not diagnosed with special needs. Four of the young women — Megan, Cristina, Elena and Rachel — featured on the show are even becoming Hollywood divas in their own right.

Another recent television show that many in the disability community are talking about is “Speechless.” This is a new sitcom airing on the ABC network that tells the story of a family whose eldest son has cerebral palsy.

“Speechless” is breaking ground by being one of the first television shows on a mainstream broadcast network featuring an actor with special needs in a lead role.

We, as viewers, need to support inclusion in the mainstream media on shows like “Born This Way” and “Speechless” or on films such as “Kelly’s Hollywood.”

Join me and let’s change the game for the inclusion of those with special needs in the mainstream media. Let’s make dreams come true.

With IHSA state volleyball pairings coming out this week, Niles West has put its best foot forward, especially lately, with a 21-5 record.

The record and play of the Wolves has coach Stacy Metoyer thinking a top five seed in the playoffs.

“We have performed very well, especially against good teams,” Metoyer said. “We are 4-1 in the conference and have really stepped it up and won against good teams like Oak Park and Stevenson.”

The recent stretch has included winning 14 of their past 15 games as they look to continue to improve and peak at the end of the year.

“We have only lost one match in the last 15 matches so we have peaked at the right time, which is very important for playoffs,”

Metoyer said. “Our regional and sectional is tough so we have to be playing our best volleyball and gain momentum.”

The players this year have been running their offense very well, which has been a big reason for their success.

“Strengths this year are passing and running a quick offense since we have a setter and hitters who can execute that,” Metoyer said.

Some of those players leading the way for the Wolves this year are Kaila Johanson, Eleni Balourdos, Natalia Pehar, Bianca Tomuta and Nicole Zelazko.

“Kaila is our all around best player as she plays outside and back row,” Metoyer said. “She leads our team in kills and good passes on serve receive. Ellen is our setter and runs a 5-1. With the pairings coming out and the second half of the conference season upcoming, there is plenty to look forward to for the Wolves.

“I am looking forward to the New Trier game since we are both tied for first going into the second round of conference,” Metoyer said. “I am also looking forward to playoffs.”

While Niles West has risen its play against top competition, it needs to work on keeping that high level against some of the other teams.

“I would like to see us stay at our level of play when we are playing against a team that is not as strong,” Metoyer said. “Also making less errors consistently.”

Niles approves contract for arts, culture master plan

The village of Niles Board of Trustees unanimously approved a contract with the Chicagobased Lakota Group for a villagewide arts and culture master plan.

As previously reported by the Bugle, the plan will provide a blueprint for what the village can do to support, encourage and develop more cultural amenities and events. In January 2016, the Niles Public Arts and Cul-

tural Advisory Council allocated $30,000 to hire a consultant and created a subcommittee to review potential bids.

On Aug. 3, the subcommittee recommended the approval of Lakota’s bid. On Sept. 12, the full council unanimously voted to support the recommendation, sending it to the village board.

Lakota will be paid $29,994 to develop the plan, which will be developed in four phases.

The first phase will focus on community engagement, including the development of website that outlines the plan and talking with village staff, local municipal and community organizations, elected officials, artists, clergy, business owners, and residents.

village’s existing planning and zoning ordinances. During this phase, Lakota will also research potential partnerships between the village, community organizations, artists and artisans.

The third phase will focus on developing ideas for what the art and culture master plan would actually entail.

The fourth and final phase will focus on creating the actual master plan. Before the final draft of the plan is created, Lakota said it would host an open house to get resident feedback.

Once the plan is finalized, it will go to the village board for approval.

During the Sept. 27 vote, Niles Mayor Andrew Przybylo said he had high hopes for the plan.

“I think you’re going to see a lot of great things based on the study we are approving today,” he said.

As of this writing, the mayor is paid $32,200 a year, while trustees are paid $8,760 a year. After 2017 election, their salaries will go up to $35,000 and $9,500, respectively.

In most Chicago-area suburban municipalities, a mayor doubles as a liquor commissioner. The Morton Grove mayor gets paid an additional $2,000 for performing those duties, while Park Ridge and Skokie mayors aren’t paid anything extra.

With Niles, the situation is different. At the time Andrew Przybylo was elected mayor, he was a coowner of the White Eagle banquet hall, which had a liquor license.

To avoid a conflict of interest, the village hired a separate liquor commissioner. When the mayor and the rest of the Przybylo family sold White Eagle in 2015, Niles Communication Director Mitchell Johnson told the Bugle that the village still has a separate liquor com-

The Niles Village Board voted to raise the salaries during its Sept.

27 meeting. During the public comments period, former trustee Louella Preston said she understood that about $1,000 of the mayor’s salary covered his liquor commissioner duties. She said this meant that the mayor’s salary and trustee salaries weren’t significantly different. The increase of the mayor’s salary would be too dramatic – especially since Przybylo isn’t acting as a liquor commissioner.

Johnson told the Bugle that a Niles mayor’s salary covers all his duties.

“Nowhere in the village code or in the budget is there any designation of a specific dollar amount assigned to any specific duty or duties of the village president,” he said. “Rather, the salary is an all-encompassing compensation amount for serving as the village president.”

Preston also wondered how the increase would affect the money trustees were paid for expenses.

“When I was on the board, in addition to the $2,500 salary, we received $600 for expenses,” she said.

Johnson told the Bugle that this would still be the case.

“Each trustee is allotted $600 per year as expense compensation for attending board and committee meetings,” he said. “There is an additional $600 per year ($50 per month) that goes to the trustee that attends the [Solid Waste Agency of Northern Cook County] and [Northwest Municipal Conference] meetings, again for expense purposes.”

The Park Ridge Procedures and Regulations Committee of the Whole unanimously approved a policy that would allow aldermen

to vote while attending meetings electronically.

As previously reported by the Bugle, during the Aug. 22 meeting, the committee considered allowing aldermen who attend the meetings remotely to cast votes at all meetings, not just standing committee meetings. The new policy would also allow aldermen to attend COW meetings remotely – something that they can’t do currently.

The policy came up for vote during the Sept. 26 meeting. Third Ward Ald. Richard Van Roeyen suggested removing the existing rule, which states that no more than two aldermen can simulta-

neously attend a meeting remotely. Sixth Ward Ald. Marc Mazzuca suggested removing the existing language that aldermen can only attend meetings electronically for one of the following reasons: traveling for work-related purposes or on city business; unable to leave their dwelling due to injury or illness; or if they have a family emergency. City attorney Adam Simon explained that neither change was possible because they would contradict the existing state law.

Mazzuca reiterated his concerns from the Aug. 26 meeting that, under the current procedures, the committee chair or the mayor would have the power to keep aldermen from attending a meeting remotely.

“There is a concern that, in a

less charitable council [or] in a less friendly council, there may be a chair who abuses that [rule],” he said.

Simon reiterated his earlier response, saying that it is the chair’s job to confirm that an alderman has a valid reason for attending a meeting remotely. If the other aldermen feel the chair is abusing his or her power, they can object and override the chair’s ruling by a majority vote.

“The appeals process is built into the procedure,” Simon said.

Mazzuca joined other aldermen in voting to move the new rules forward. The city council must now approve the rules in two readings. The first reading was scheduled for Oct. 3, while the second reading is expected Oct. 17.
