Gas station to reopen despite concerns Despite neighbor’s concerns gas station near Main and Milwaukee to reopen

Five years after a gas station at 8401 Milwaukee Avenue closed, a new owner is gearing up to reopen it with more retail space.

The Village of Niles Board of Trustees voted unanimously to grant a Special Use permit and a variation necessary to make it possible. But the agreement did come with conditions – the hours of operations were shortened from the 24-hour operation the owner requested, and the village board added requirements that the owner put soundproof barriers and some additional landscaping on the north side of the property.

But property owners and residents who attended the meeting complained about the project, arguing that a gas station was a poor fit for a largely residential neighborhood, while others said that, if the gas station must open, its hours should be reduced even further.

According to the documents submitted to the village, the gas station has been at the northeast corner of Milwaukee Avenue and

Main Street for the past 60 years, and the basic structure hasn’t changed much since. After the gas station closed, the then-owner attempted to convert it into a Dunkin Donuts location, but the proposal ran into significant opposition as a number of nearby residents expressed concern about its impact on rush hour traffic, especially traffic toward Notre Dame College Prep. As the result, the proposal was quietly withdrawn.

Since then, Dyana LLC, which already owns several gas stations in the Northwest suburbs, purchased the property. According to the application documents, they are planning to demolish the existing building and build a new one on its foundation, add new underground fuel tanks and add new canopy with new pumps. The new building would have more space for a convenience store and a deli. In the original application, they said they would be open around the clock and requested the right to have five video gambling machines on the premises.

building was constructed, and they were looking to build something that would better reflect the times.

Any gas station built on a lot zoned C-3 requires a Special Use permit. Dyana LLC also requested a variance from setback requirements.

Niles Planning and Zoning Board recommended approval for during its Sept. 11, but only on the condition that the owner reduce the hours of operation to 5:00 a.m.

- 11:00 p.m. on Monday-Saturday and 7:00 a.m. - 10:00 p.m. on Sundays.

Before the issue came before the village board, Mayor Andrew

Przybylo said that there was no way video gambling would be allowed at the new gas station, simply because gas stations couldn’t get the type liquor license necessary to make them eligible for one.

Annemarie Roiniotis, who owns a a nearby 8409 Milwaukee Avenue apartment building, said that, while she appreciated Planning and Zoning cutting the hours, she believed that it should be cut further, to 6:00 a.m. - 10:00 p.m.

“Please consider the neighbors, whose bedroom is right there, who will only have six hours of peace and quiet,” she said Resident Peggy Schubert felt that, even though there was a gas

station at the site before, it was never a good fit for the neighborhood.

“This is residential area, and we don’t feel gas station adds property value to this location,” she said.

“We don’t feel there’s a need for another gas station along Milwaukee Avenue. We certainly don’t need another continence store.”

Deia Zabadneh, one of Dyana LLC co-owners, testified on the company’s behalf. He said that he wanted to address concerns about gas stations being disruptive at night.

“Noise concerns, they mentioned TV and the pumps,” he said. “At the Prospect Heights location – at 9 p.m., they shut down automatically.”

Trustee Denise McCreery said that, while she appreciated residents’ concerns, she felt that an abandoned gas station has been an eyesore for far too long. She felt that reducing the hours of operation was a reasonable compromise.

Przybylo made the same argument, recalling how, when the group of residents complained about Niles Park District putting a baseball field in Oak Park, one of them talked about how her daughter mentioned that the gas SEE GAS STATION PAGE 9

Pace reveals more details about Pulse Updates offered for Pulse Dempster Express service stations

Bus riders got their first glimpse of the potential station locations of the new Pulse Dempster Arterial Rapid Transit bus service during the Sept. 12 public hearing held at Des Plaines Public Library.

The service would follow the same route as current Route 250, running primarily along Dempster Street between O’Hare Airport, Rosemont, Des Plaines, Park Ridge, unincorporated Maine Township, Niles, Morton Grove, Skokie and Evanston. To speed up the service, it would have only have stops at major locations, and those stops would be more elaborate, stationstyle structures, complete with raised platforms and bike racks.

While in some cases, the exact locations have been settled, most stations had 2-3 possible alternatives, and Pace officials told the Bugle that public input will be taken into account when deciding which alternative would become the final location.

According to the renderings presented at the hearing, each station has the same basic design. It features a 12 inch raised platform with tramps leading up in both ends, a vertical station market with a station name and a screen showing real-time bus arrival times information, a bus shelter in the middle of the platform, and trash cans at bike racks positioned near the end of one of the platform’s ramps. There are several features that would be customizable based on the wishes of residents, government entities and other stakeholders at the station locations – bike racks, the paneling of the shelters and the station railing, the trash cans, and any landscaping around the station. The presentation does note that the basic design is not necessarily final, and it may be tweaked.

The westbound platform would be directly in front of Kappy’s American Grill restaurant’s parking lot. At the Austin Avenue/ Dempster Road intersection in Morton Grove, the platforms would be located roughly where the Route 250 stops are located now – the platforms would simply be longer.

The other stops are more complicated.

At Maine East High School, Pace is proposing putting a station at either Dee Road/Dempster Street intersection or Dempster Street/ Porter Road intersection.

The former would be located at the northeastern tip of the school’s campus, while the later would be located close to the school’s main entrance. In both cases, Pace is considering putting platforms at either east side of the intersection or the west side of the intersection.

It should be noted that Route 250 currently has special trips designed to pick up and drop off students. Those trips stop much closer to the school. According to Pace spokesperson Maggie DalySkogsbakken, regular Route 250 would still make those trips.

At the Cumberland Avenue/ Dempster Street intersection, Pace is planning to put the westbound platform at the northwest side of the intersection, between the two driveways leading into the Citibank building. The eastbound platform would either be located on the southwest side, roughly where the current Route 250 bus

stop is located, or across the street, at the northwest corner of Maryhill Cemetery.

At Milwaukee Avenue/Dempster Street intersection, the eastbound platform would be located on either the southwest or the southeast side of the intersection. Route 250 currently has stops on both sides.

The former location would allow for more direct transfer to southbound Milwaukee Pulse service station. The westbound platform is more complicated. Pace would either put it on the northeast side, near the current Route 250 bus stop, or on the northwest side – either in front of Meble Furniture building or in front of its parking lot further west.

The issue, Pace officials explained to the Bugle, is that the furniture store sits on the stepslike structure that makes it harder to add a platform. On the other hand, they worry that if they move the platform further west, riders who got off northbound Route 290 and Milwaukee Pulse buses would cut across the parking lot or across Milwaukee Avenue, creating a safety hazard.

At Waukegan Road/Dempster Street intersection, Pace is proposing only one location for the eastbound platform – on the southeast side of the intersection, at the Bank of America parking lot. But for the westbound platform, they would either put it on the northwest side of the intersection or near Prairie View Community Center, either to the west or to the east of the driveway. According to Pace staff, putting it there would make it easier for seniors and people with dis-

abilities to reach the center.

Pace also revealed potential changes for the service to Dempster-Skokie Yellow Line ‘L’ station.

Like all of the other CTA and Pace buses that stop there, Route 250 currently pulls into station’s Parkand-Ride, stopping in front of the station before turning back onto Dempster Street. Pace plans to either keep the current arrangement or put the platforms on Dempster Street – with westbound platform located across the street from the ‘L’ track and eastbound platform located either between the bike path and the track or east of the historic station house building.

Ryan Ruehte, a Pace Rapid Transit Corridor Planner, told the Bugle that it was simply the matter of speed – the turn into the park-andride takes extra 6-7 minutes.

Pace is also expecting to relocate its O’Hare stop. Route 250 currently stops in Parking Lot E, at the foot of the Airport Transit System station.

The City of Chicago is currently building a larger parking facility on the other side of Manheim Road, with ATS extended into it. According to the rendering presented at the hearing, it will include space for Pace buses. Stopping at the facility would also put riders within walking distance of North Central Service Metra Line’s O’Hare Transfer station. The riders currently need to transfer to a separate shuttle bus in order to reach it.

Daly-Skogsbakken told the Bugle that Route 250 would still be running once Dempster Pulse service launches – albeit at a reduced frequency. The exact schedule hasn’t been decided as of this writing.

Power of press is way to know for news consumers Oct. 2-8, 2016 is National Newspaper Week

BY GENE POLICINSKI WASHINGTON – The power of the press rests in the ability of journalists to hold government accountable, to mobilize public opinion on matters that are important to individuals, communities or the nation, and to provide necessary information of value.

Notice in those words not a mention of celebrity content, mobile devices nor “aspirational” reportage that feels good without doing any good.

But also notice in those words the key to the future for newsrooms across the nation: A visible role in the daily life of the nation rooted in real benefit and sustained credibility.

Newsprint may not be the medium-of-choice today for many readers, and perhaps certainly not the one for the desired next generation of readers.

But the news organizations behind what certainly will be a blend of printed and electronic pages must be again the mediums-of-choice for that group, whether they be thoughtleaders in society, officeholders in government or voters.

The nation – our audience – needs facts, presented clearly, accurately and completely.

For those who are help rapt by the comings and goings of the Kardashians and turn away from discussion of policy in the Keystone Pipeline System debate: Well, perhaps it’s time to say “goodbye” and leave them to vacuous talking heads, unreal “reality” shows and the assortment of cable TV geek-fests that offer a chance to feel superior just by sitting on a sofa.

“Targeted circulation” indeed.

Let’s leave behind the prideful ignorant who proclaim little faith and demonstrate even less actual consumption of news, and target those readers and users who want news and data and informed decisions – and who will pay a reasonable fee to

get it.

Ok, not as easy to gather in and report out as feature items and single-interview chats. It means bucking the system to place journalists in seats where daily decisions are made and social issues discussed – from City Hall to church pews.

It means bringing the news of the day in new ways, but with the same old standards that separated opinion from fact, news pages from editorials and commentary from reporting.

The Newseum Institute’s latest State of the First Amendment national survey, published on July 4, showed that 70% of respondents disagreed with the statement that “overall, the news media tries to report the news without bias.”

To be sure, the change of bias has been leveled at journalists since the nation began – and was, in fact, welcomed by many in the first “journals of opinion” and later by media moguls making no pretence at publishing anything but “news” filtered through their own views.

But over time, and by dint of the hard work and credible reporting by tens of thousands of journalists – in newspapers, and later in radio, television and now online – readers, listeners, views and users gave their loyalty to news operations that brought them what they needed.

As emotional as one can be when waxing about ink-on-newsprint, it was the information that was printed with that ink, on those pages, that made newspapers strong and powerful – and that information was the stuff – not the fluff – of life.

Of course there is room for entertaining, uplifting stories and reports on that part of the day that makes us chuckle, smile or simply shake a head. But editorial decisions ought not to start and end there.

“Click-bait” ought not to squeeze out real debate.

“Metrics” ought not to rule over meaning.

And the challenge in thorough reporting on the county’s budget next year ought to mean finding a new way – perhaps through the new studies of gaming technology as applied to news reporting – of telling a complex story.

Decades ago, USA TODAY showed us how color weather maps and national sports rankings could be fun while still bringing needed information to commuters, gardeners and golfers – and while also reporting on AIDS, national security issues and unsafe military vehicles.

Consider that most news today still originates with mainstream media – and that the value for those aggregators was simply in finding a new way to package and deliver the content.

A simple text-and-photo site called Craig’s List wreaked havoc on the financial underpinnings of a massive industry just by finding an easier way to post and peruse the same information.

Cannot we collectively continue to find such innovation within newsrooms as well?

Journalists have learned many hard lessons over the last two decades: Nobody really loved us because of our nameplates, innovation was not just a good idea but a daily consideration on survival, and we no longer are the gatekeepers anymore between news makers and news consumers.

But in those tough, even brutal, decades, we’ve also discovered how to make our pages come alive – literally, via the Web – and found new ways to know about and be in contact with those interested in news and information.

To the old axiom about being “Clear, concise and accurate” those who have survived have added “responsive.”

The power of the press was, is now, and will be in the future, bringing consumers the news they need – and having the fortitude to seek and report the news they don’t even yet know they need, but will.

Ignorance and apathy is the challenge.

Credibility and necessity are the means to overcome those challenges.

Niles West athletics teams helping the community as well as inviting them to be a part of the action

On Saturday, Oct. 14, while many Niles West teams are taking part in athletic contests, some of the teams will be out in the community as part of the inaugural Wolfpack Gives Back event.

From 9 a.m. until noon that day, the football, boys water polo, boys swimming and boys basketball teams will join several clubs and activities groups at several places in the community, including the Niles Township Clothing Closet, Downtown Skokie Merchants, The Homestead, and the D219 Environmental Service Day in honor of the nationwide ‘You Make a Difference Day’.

“I think it is a great idea,” said Niles West athletic director Kendall Griffin. “Our Director of Student Activities, Katie Odell, it was an idea she came up with and she partnered with the athletic department and some of the clubs and organizations to put this on and I think she has done a fantastic job organizing it and rolling it out and getting some of our programs to be part of the event.

“As far as I am concerned as athletic director, I think it is great to see our kids wanting to give back to a community that has tried to give a lot to us. I think the communities we serve and where we get our kids

from are great communities and I think it is a good thing to have our kids participate in something like this and it shows that our kids think it is important to give back. I think Katie has done a great job and our coaches that have the kids participating and having them organized for this is a great thing.”

Doing something in the community was not an idea that just came across this school year.

“We have been thinking over the past couple years about what we can do to let the community know we are here and we want them to come by. We have really tried to enhance that experience that visitors and our students have,” Griffin said. “At football games, we have added fireworks to halftime and during touchdowns, we have done a lot with the video board. We have been all about getting more and more people out to our contests as well as enhancing the experience the community has at our events.

“We are in a situation where we are not an Elmurst or an Evanston, where all the community schools feed one high school. We have nine communities that feed Niles West and it becomes a lot harder to figure out how do we bring everyone together and do things that the entire communities can hear about.”

We are starting that (Wednesday) Oct. 4 (6 p.m.)for girls volleyball against Maine South and we will have T-Shirts for the kids that show up and a Pup Pass that gets them a food and drink item compliments of the booster club and on (Friday) Oct. 20 (7 p.m.), we will have kids interested in football, poms or cheer come out for the game against Maine South. They will get the same thing, as well as an opportunity to run on the field with the football team.”

We have a household income of $73,000 a year, and were wondering if we should go ahead and start Baby Step 4, investing for retirement, instead of paying off the debt.
