VILLAGE NEWS >> MORTON GROVE
Morton Grove’s St. Martha Catholic Parish Celebrates 100-Year Anniversary BY IGOR STUDENKOV For the Bugle @BugleNewspapers nweditor@buglenewspapers.com
St. Martha Catholic Church isn’t quite the oldest church in Morton Grove. But there aren’t that many churches in the village – or the nearby suburbs – that can say they have been around for a century. On Sept. 30, the church held a block party to celebrate the occasion. Fr. Dennis O’Neill, who has been leading the parish for the past 18 years, noted that Morton Grove has changed a great deal since St. Martha first opened, and he liked to think that his church did its part to make the village a better place. And while the church’s long-term future is uncertain. O’Neill said that he is proud of the fact that St. Martha continues to be a closeknit, diverse community that welcomes everyone. St. Martha Catholic Church first opened its doors in 1919. It was founded by German-speaking immigrants from Luxemburg. O’Neill said that, around that time, the Prohibition took effect, and the church’s first space was actually a recently closed tavern across the street from the Morton Grove Public Library.

A display of memorabilia from Scout Troop 84’s alumni tent. “Many [people] in Morton Grove in those days were part of various illegal activities,” he said. “[Smuggled] illegal liquor, brothels – whatever you wanted to get, you could get in Morton Grove.” In the 100 year since, O’Neill said, the village changed a great deal – pointing that, in its July 2007 issue, the Family Circle Magazine included Morton Grove as one of the top ten places to raise families. “I’d like to think that, through the years, we helped make [Morton Grove] better,” he said, adding that while he didn’t think his church was solely responsible, he believed it did its part. For much of its history, the church slowly but surely expanded. It moved from a former tavern to a freshly built, more traditional church. In 1949, it opened a parish school. St. Martha used to have a Boy Scouts troop – Troop 84. But the last two decades have seen some contractions as well. The school closed in 2000, and the scout troop shut down seven years later. Today, the services usually take place in the “big church” – what originally started out as
school gym and auditorium, became a part-time church as the congregation expanded beyond what the older “small church” could house and, once the school closed, it became a church fulltime. The auditorium stage is still present, and while O’Neill said that the gym was redesigned to be more church-like, a few signs of its original purpose are still there. And there have been positive developments, too. For more than a decade, O’Neill has been getting his hand on relics of Catholic and Orthodox saints from the churches that have been shuttered in Chicago and throughout Europe. The church currently holds around 2,500 relics overall, with the oldest going as far back as 5th Century CE. O’Neill recalled that when, last year, a large ceremony to venerate relics of St. Nicholas – who is recognized by both Catholic and Orthodox churches – was held in Moscow, a Russian Orthodox woman came to the church to venerate a small St. Nicholas relic it had. The sheer number of relics within its hall earned the church a spe-
cial recognition. On Nov. 1, 2015, Cardinal Blasé Cupich personally declared St. Martha a Shrine of All Saints. The last three decades saw Morton Grove become increasingly diverse, and St. Martha Catholic Church has always reflected it. O’Neill said that, when he first arrived at the church, he could count 28 ethnic groups in his congregation – and the number has only grown since. That included ethnic groups from all over Europe, Central and South Americans, the Indian subcontinent, as well as from South Korea and Philippines. In recent years, religious persecutions in Iran brought Chaldians and Assyrians to Morton Grove – and, while O’Neill said many of them worship at their own churches, they worship in St. Martha as well. The recent decade saw a number of parish consolidations and church closures throughout the Chicago area. O’Neill said that suburban parishes that were more well-off than his already consolidated, so he didn’t believe that parishes in Morton Grove and the nearby suburbs would escape it,
either. The big question, he said, was how it would affect the individual churches. “I don’t know how this will end up,” O’Neill said. ‘I’m sure we’ll have an identity, because we’re a shrine and the archdiocese never closed a shrine. We just don’t know where it will be, because we haven’t started discussion.” And that, he said, probably won’t happen until next summer. For now, O’Neill said that he was proud to be able to celebrate St. Martha’s a 100-year anniversary. “It’s good,” he said. “We’re really happy we’ve been around that long. It’s quite a community.” The block party featured a tent of Scout Troop 84 alumni. John Gattorna, the troop’s former scout master said while he wished the troop lasted long enough to see the anniversary, the fact that the church reached the anniversary at all still meant a great deal. “I think it’s a historic milestone regardless of the fact that the scouts closed,” he said. “The parish had a lot of challenges, but we’re still here.”

Some residents object to new TIF districts New districts located at Milwaukee Ave. and Dempster St. & Milwaukee and Oakton Street, would bring total to six BY JEN SHEA For the Bugle @BugleNewspapers nweditor@buglenewspapers.com
Niles residents raised objections at a September 25 public hearing on two new Tax Increment Financing (TIF) districts. The newest TIF districts, which are located at Milwaukee Avenue and Dempster Street and Milwaukee and Oakton Street, would bring the total in Niles to six. TIF districts are supposed to encourage development in blighted areas. Future property tax revenues are diverted from the area to a TIF fund, and the fund reimburses private companies for development projects in the area. In addition to public comments, the hearing also featured presentations by Bob Rychlicki, chief executive of the consulting firm Kane, McKenna and Associates (KMA). The Village of Niles retained KMA to perform an eligibility study on the TIF districts. KMA found that the designated areas qualify for TIF status under the TIF Act due to the age of the buildings there. About 62 percent of buildings in the Dempster TIF and 74 percent of buildings in the Oakton TIF are 35 years old or older. The budgets for the proposed TIF districts would be $46 million
and $35 million, respectively. “That 46 million will come from me, the property owner in the Village of Niles,” Niles resident Louella Preston said. Preston served as a trustee from 1985 to 2013, and she spoke out emphatically against the new districts. Another resident expressed concerns about his property taxes. TIF supporters argue that eventually, TIF districts will bring about higher property values for the area. “When a TIF area does what it is supposed to do, everyone’s assessed property values increase in a positive direction,” trustee Denise McCreery said. “As the other ones have been completed, they return the value back to the districts,” Rychlicki said. Economic Development Coordinator Ross Klicker suggested there has already been some interest from developers. He said there’s potential for transit-oriented development along Milwaukee due to the Pace routes that run there. And he noted that the areas the TIF districts cover haven’t seen a major development project in decades. “It’s not really my place to recommend either way, but the case for the merits of these TIF districts is there,” Klicker said. “There’s a lot of challenges, there’s a lot of opportunities.” The taxing bodies voted unanimously to approve the new TIF districts at their August 15 Joint Review Board meeting. Present were representatives from school districts 63, 64 and 207 and the
Maine South Yearbook Earns Gold Medal from Columbia Scholastic Press Association
The Maine South Yearbook was named one of the best in the country by the Columbia Scholastic Press Association based upon rigorous judging standards against an exhaustive rubric. The yearbook “EYRIE” earned a Gold rating for the 2017-18 edition (Volume 54), the highest available. Yearbooks must reach at least a score of 800 on a 1,000-point rating to earn Gold status. The Maine South yearbook earned a score of 948. Even more impressive is the fact that the yearbook
library and park district. “I am voting for the two new districts because Village costs keep rising every year,” trustee John Jekot said. “We need to grow our economy through new development and not increases in home property taxes.” Jekot said it was gratifying that the taxing bodies approved the new TIF districts. He said Milwaukee is Niles’s Main Street, and TIF funds are necessary to make development projects there financially feasible. “I believe in partnering with private entities and enticing them to come to our village,” trustee George Alpogianis said. But he added that the way the TIF funds function, it’s much easier for new businesses to come in and get money than it is for established businesses. Alpogianis runs a restaurant in Niles, Kappy’s, and he said no one is offering them TIF funds. “I just think that we are moving extremely fast, sometimes too fast,” he said. “In my opinion, six of them is a lot. I don’t believe that we’ve ever had more than two going.” Alpogianis also questioned what the goal of the new TIFs is going to be. Some have said mixed-use developments should be the focus. Others have suggested Niles try to generate more sales tax revenue. At the hearing, Rychlicki said they believe big box stores are not the future. “I think that a conservative approach to things is always best,” Alpogianis said. “Ultimately, we’re responsible for that, and we need to be cautious.”

The announcement from Columbia Scholastic Press Association indicates that All-Columbian honors “are awarded, as part of the initial judging, to those publications that receive very high point totals.” “I am extremely honored that our students have reached this milestone for the first time ever in the history of the school,” said English teacher and Yearbook Sponsor Richard Jones. “To be recognized as one of the best yearbooks in the country is a tribute to the dedication and hard work the students put in last year.”

Maine Township Salutes the Center of Concern
The Center of Concern is celebrating its 40th Anniversary serving residents of Maine Township by continuing to provide essential services to seniors, the disabled and families in need. At the Sept. 25 town board meeting, Maine Township Supervisor Laura J. Morask set forth a proclamation to commemorate the special occasion. “The Center of Concern has been a long-time fantastic partner in our endeavors to help seniors and others in need as seen by our longtime commitment to funding,” said Supervisor Morask. “They have stepped up to the plate and are a model to all social service agencies and we are honored to receive the Partner of the Decade Award.” The Center of Concern was founded as the Office of the Ombudsman in 1978 by a local citizen, Dorothea “Dee” Heinrich, in response to a needs assessment conducted during her master’s degree thesis. Heinrich discovered the city needed a place for people to be heard and to find community resources. The organization grew quickly and changed its name in 1982 by relying mostly on volunteers and funding from the Salvation Army. It eventually became a United Way affiliate and gained funding support from Maine Township and the Cities of Des Plaines and Park Ridge during the 1980s and Federal, State and Cook County funding support to prevent
homelessness in the 1990s. The Center of Concern has been commemorating the 40th Anniversary all year with a special funding campaign called Pinwheel Palooza. The concept was developed by listening to the many of their homebound older adults who mentioned the Pinwheel as one of the many nostalgic toys which brought them joy and happiness. The flowered shape of the Pinwheel also helps signify being “Planted in the Community” since 1978. The fundraising campaign raised money from local residents and businesses who purchase designated Pinwheels to plant in gardens at the location of their choice. It was a runaway success and sold out. The campaign will culminate with a special drawing for all campaign participants taking place on Oct. 12 at the 40th Anniversary Celebration. The celebration is open to the public and will feature delicious food and drinks, trivia, games, live DJ with a dance contest and the annual awards presentation for Volunteer of the Year, Excellent in Leadership and Partner of the Decade Award. Celebrants are encouraged to register and purchase a ticket at www.centerofconcern.org/digit. It will be held at The Glen Club in Glenview, IL. Maine Township funds a total of $455,260 that is allocated to 26 different agencies including the Center of Concern. Visit Town Hall at 1700 Ballard Road in Park Ridge or the website at www.mainetown. com to explore all the resources available to residents.

Lincoln turns tide in debates against Douglas in Galesburg BY OWEN W. MUELDER FOR THE REGISTER-MAIL OF GALESBURG The Lincoln-Douglas Debates are among the most important events in the United State’s history. The seven debates were conducted throughout Illinois in the summer and fall of 1858. Not only significant in their own time, the debates have since been recognized as an ultimate example of our political process which has continued throughout the centuries as most office seekers nationwide debate each other every campaign season. Stephen A. Douglas and Abraham Lincoln were respectively the Democratic and Republican party candidates for the U.S. Senate. The primary question these men discussed was whether slavery should be extended into the nation’s territories. Lincoln was not an abolitionist, but he loathed slavery and looked forward to a time when it would disappear. He also maintained that it should be forbidden from being established in new states that desired to join the Union. Douglas defended the concept of “Popular Sovereignty,” whereby the people who resided in western territories should have the right to decide if slavery would be allowed. The slavery question was so important then that no other political issue was raised by either candidate during the debates. Public oratory was popular in the 19th century; both candidates often used harsh language and outspoken mud-slinging to characterize each other. People attending these contests also shouted out derogatory comments and catcalls toward both men. Spectators came from every part of Illinois to hear the speakers and newspapers throughout the country published detailed accounts. The first debate, in Ottawa, was held on a blisteringly hot day in the third week of August. Most historians
agree Douglas put Lincoln on the defensive; consequently, the “Little Giant” appeared to be the winner. However, at the second contest in Freeport, Douglas was put on the defensive. Lincoln asked Douglas how he could reconcile his “Popular Sovereignty” stance with the Supreme Court’s Dred Scott decision, which ruled that slaveholders had the right to introduce slavery into the territories. If Douglas responded that he supported the Dred Scott decision he would please Southerners, but if he stood by his “Popular Sovereignty” position, most Southerners would never forgive him. His reply that day has since been dubbed the “Freeport Doctrine.” Douglas responded to Lincoln’s query by saying the people who settled a territory would determine whether or not slavery could exist there. Put back on his heels, he hoped his answer would satisfy all parties, but it failed. The third debate, in mid-September in downstate Jonesboro, was poorly attended. In southern Illinois, slavery was popular with many citizens. Lincoln finally came out more forcefully in Jonesboro, but he faced a hostile crowd and was characterized by Douglas as a radical. This debate is considered by most scholars a somewhat inglorious affair. The fourth debate, in Charleston, was on neutral ground for both men and is remembered as a stalemate. On a chilly day at Knox College’s Old Main in Galesburg, the fifth debate on Oct. 7 drew more spectators
than any of the other six contests. Lincoln scholars are nearly unanimous in describing this debate as the one where Lincoln found his legs, displaying a confidence he had not shown before. Lincoln knew Galesburg was an abolitionist town, known for harboring fugitives on the Underground Railroad. Standing erect and selfassured on a stage above the crowd, Lincoln spoke for the first time at length about the immorality of slavery. “I confess myself as belonging to that class in the country that contemplates slavery as a moral, social and political evil,” he said. Paraphrasing Henry Clay, he accused Douglas of “blowing out the moral lights around us.” Lincoln biographer Benjamin Thomas described the Galesburg contest as the turning point for Lincoln. One Boston newspaper reporter described Lincoln as “eloquent and bold.” Lincoln was so successful emphasizing this moral theme in Galesburg that he repeated it at the sixth debate in Quincy. Douglas, often a heavy drinker, was described as “tight”and spoke slowly, hammering home his contention that decisions about slavery should be left to local and state governments. In the final debate, at Alton, which was a rehashing of the previous points, Douglas, his voice fraying, seemed worn down. An energetic Lincoln said the Declaration of Independence applied to all men, not just some, and the slavery question was between right and wrong. In November, the state Legislature re-elected Douglas by 54 to 46, but the debates catapulted Lincoln’s name and reputation across the nation; the Republican Party nominated him for the presidency two years later. His election victory proved to be a significant watershed in American history. Owen W. Muelder of Galesburg is director of the Knox College Underground Freedom Railroad Center. DAVE SAYS
Don’t houseflip hundreds of miles away DEAR DAVE, I follow your advice and live on a budget, but it’s really hard to save up for a down payment on a house because property is so expensive here in New York. My family in Indiana says I should buy a cheap property there, then fix it up and sell it to get the money I need. I’m not sure how I feel about this idea. What do you think? ADAM DEAR ADAM, I think you’d be smart to back away from their idea. Your family loves you and wants to help, but this is a bad plan. Fixing and flipping properties is a handson business. There’s no way I’d try something like that from 700 miles away. It would be a nightmare! When you take on that kind of work you need to oversee every single step of the process. You’re also keeping an eye on the help you hire to make sure they’re doing things right. Think about this, too. You can’t just find a house and expect to get a good deal. Professionals who flip houses for a living often look at dozens of different properties to buy just one.
