Library board votes to raise tax levy, 5-2

For property owners whose home is valued at $250K, the increase would means an extra $6.45 on their property tax bill

The Niles-Maine Public Library Board of Trustees voted 5-2 to set the tax levy at $6,859,562; $141,088 more than last year. For property owners whose home is valued at $250,000, the increase would mean they’d have to pay an extra $6.45.

During the Sept. 20 board meeting Greg Pritz, the library’s business manager, argued that there were two reasons why he would recommend the increase. The Village of Niles is currently considering adding up to four Tax Increment Financing districts, which would freeze the amount of property tax revenue the library gets from those areas for at least 23 years. And Governor Bruce Rauner is still advocating for a property tax freeze, which would have the same effect.

During the Oct. 18 meeting, trustees Dennis Martin and Carolyn Drblik argued that the library should instead try to lower expenses, reducing the amount of revenue it needs to get. The residents who spoke at the meeting were divided, with some siding with the dissenting trustees and others arguing that the increase in their tax bill was worth the services and programs the library provides.

As previously reported by the Bugle, the library’s tax levy is usually capped based on a complex formula that includes local property values and the Consumer Price Index. The issue is further complicated by the fact that, while the tax levies are based on the calendar year, the library budgets are based on fiscal years that run from July 1 to June 30 of next year. This means that the library has to set a tax levy before it knows how it will spend all of the money.

Since the April 2015 election, the library has raised the levy every year. As the Bugle reported in 2015, it could raise the levy by more than it would normally be allowed because the board previously lowered the levy for two years in a row. At the time, Prtiz said that if the library would keep the levy where it was, it would face a deficit by 2017.

This year, the prospect of Niles creating four TIFs along most of Milwaukee Avenue and the commercial portions of Oakton Street/ Waukegan Road could affect village revenue. When a TIF is created, the amount of property tax revenue that the library gets is frozen. When taxes increase, the extra money that would otherwise go to the library would instead be deposed into a TIF fund.

Niles already has two TIFs – the Milwaukee/Touhy TIF and Gross Point/Touhy TIF. In his report to the library board, Pritz wrote that, during the 2016 tax levy year, the two TIFS cost the library $200,000. He expects that, as the property values within the later TIF grow, they will cost the library between $130,000 - $350,000 a year. Prtiz wrote that it was too early to tell exactly how much money the four new TIFs would cost the library if they are approved.

During Oct. 18 meeting, Niles activist Joe Makula reiterated the argument he made at Sept. 20 meeting – that the library should cut expenses by cutting staff “We have self-checkhout, we have computerized card catalog,” he said. “With all this efficiency, we’re not being efficient.”

In a report to the library board, Pritz noted that the amount of money the library spent on salaries went up over the past three fiscal years, but it was still significantly lower than it was during Fiscal Year 2013-2014, when the library launched a retirement incentive program. Futhermore, the number of full-time hours has decreased after that fiscal year and stayed down ever since.

Makula said he wasn’t convinced that the library needs to provide all the services and activities it currently provides.

“All those activities – we never went out and asked the taxpayer whether they want to spend $2-3 million on those activities,” he said.

“Maybe it might be good of idea to put a referendum on the spring ballot.”

Martin used the meeting’s public comment period to make a statement, saying that he felt that the

majority of the board wanted to proceed with a levy increase without considering any alternatives.

What he hoped, he said, was to get an item on the agenda to at least discuss whether there was a way to reduce the levy.

“It’s unfortunate that we couldn’t work together to get the item on the agenda,” Martin said.

Later during the meeting, he emphasized that he liked the library’s programs – he just through that cuts were at least something worth considering.

Resident Kathy Nichols, on the other hand, felt that she didn’t mind the tax increase, because she liked the variety of materials, as well as all of the activities and programs, that the library offered.

“I want them to have the money they need,” she said.

Her son, Edward Nichols, agreed. “[When it comes to] increase in tax, I’m all for it,” he said, explaining that he liked the direction the library was going, and that, if the library must have more money to keep everything going, he was all for it. As the library prepared to vote for the levy, Martin made a motion to table the vote until next month to give the library staff time to look into whether any aspects of the library’s operations could be cut. The motion was defeated 2-5, with him and Drblik casting the “yes” votes.

Trustee Patti Rozanski said that, while she originally leaned toward keeping the levy flat, Pritz’s report convinced her otherwise.

“Possible Illinois tax freeze scares me to death,” she said. “And beyond that the Niles TIF designations. I don’t understand [why the library has no say in it].”

Trustee Tim Spadoni said he supported the increase.

“I look at it as a regular cost of living adjustment,” he said. “[Property tax revenue] is the way we fund it – we don’t have any other mechanism for bringing in funds.”

Drblik said that Niles has seen an increase in homeless population, and she was worried that, little by little, tax increases might be pushing people struggling to hang on to their homes out.

“So many people don’t realize [the extent of the problem], because we all look like we’re doing just fine,” she said.

Fitness center denied fast-track approval Uptown Club Pilates special use permit must have 2nd reading

The Park Ridge City Council voted unanimously to take the first step toward approving a Special Use permit for a new fitness center in Uptown, at 70 N Northwest Hwy during its Oct. 16 meeting.

The city council traditionally holds two readings to approve such application. In this particular case, the applicant asked the aldermen to waive the second reading to allow them to open faster. But the council voted 2-5 to deny the request, so the final vote will happen during the Nov. 6 meeting.

The new fitness center would be part of the San Diego Club Pilates franchise. The franchisee for this particular location would be Andy Gentner, who, according to the application, plans to open two other locations elsewhere in Illinois. According to his LinkenIn profile, Gentner is also owner of Massage Envy, a Scottsdale, Arizona massage and skincare business that also operates as a franchise.

The application documents indicate that Club Pilates will offer 30-40 classes, with each class having up to 12 students. It will be open between 6 a.m.-9 p.m. on weekdays, 8 a.m.-5 p.m. on Saturdays and 8 a.m.-2 p.m. on Sundays.

The fitness center will be located in Uptown Station development. As previously reported by the Bugle, as part of the Uptown Redevelopment Agreement, if owner Uptown Station LLC leases out spaces to businesses that doesn’t charge a sales tax, it must pay the city the money that it would have otherwise got through sales tax revenue. The exact amount is based on square footage and consumer price index. In this particular case, Uptown Station LLC will pay $8,922 per year assuming the Consumer Price Index stays the same. If the CPI goes up, the amount will be raised as well.

The development agreement also specifies that the City Council must approve any non-retail

tenants – which it did during the Oct. 16 meeting. But before the aldermen voted on the Special Use permit, Alexandria Vulpone, representative of Kolbrook Design, an architecture firm that designed this particular fitness center location, spoke on Gentner’s behalf.

She asked that the council waive the second reading, making that evening’s vote final.

“I am simply requesting for the second reading of the Special Use to be waived in order for the client to get the permit [application process] rolling sooner so he can start construction before the holidays,” Vulpone said.

The City Council has traditionally approved Special Use permit applications in two readings, with the second reading usually included in the consent agenda.

Residents can make comments at both meetings, and aldermen can remove the vote from the consent agenda, if necessary.

Waiving the second reading requires a super-majority vote. In other words, at least five out of seven aldermen must vote in favor.

Ald. Marc Mazzuca (6th) asked why the applicant was requesting the delay, noting that two weeks didn’t seem like that long of a wait.

“In two weeks where we have to wait for [approval], we can have a building permit by then,” Vulpone replied. “It’s a very small business, doesn’t need a lot of construction work. So we’re hoping that it just helps them to maybe get set up before the holidays.”

“Typically, most of those businesses generate their sales after the holidays, correct?” Mazzuca said. “ From my discussion with him and corporate, they do certain benefits during holidays to try to sign members up, like discount rates,” Vulpone replied. “We’re just trying to help them out the best we can.”

Mazucca made a motion to waive the second reading. Missy Langan, member of the Park Ridge Zoning Board of Appeals, said she objected to the move on principle, just as she would object to any other attempt to go against longstranding City Council practices.

Under the development agreement with Park Ridge, if the Uptown Station development leases a space to business that doesn’t produce sales taxes, it must make up for the lost sales tax revenue out of its own pocket.

Ald. John Moran (1st) had his own reservations.

“My only fear on this is just the optics of it,” he said. “I know the explosion of sushi restaurants and Starbucks and fitness centers in town has been talked about numerous times, and although I do support [Club Pilates], I don’t want this to look like we’re rushing it through just to keep the public away from having an opportunity to comment.”

Moran and four other aldermen wound up voting against waiving the second reading, with Ald. Marty Joyce (7th) and Ald. Nicholas Milissis (2nd) casting the “yes” votes.

Park Ridge mayor vetoes zoning variance for Touhy Ave. gas station Park Ridge Mayor Marty Maloney took a rare step of vetoing an ordinance that allowed the BP gas station at 1220 W. Touhy Avenue to build a larger sign then a zoning code would normally allowed.

In his message to the city council, the mayor noted that the applicant wanted a larger sign because signs of two nearby gas stations were larger and it wanted to be able to compete effectively.

But those two signs didn’t follow the zoning code, either – and Ma-

loney felt that allowing a third gas station an exception would only make the problem worse.

The city council can now either override the veto or leave it in place. If they go with the former, they must vote to override during the Nov. 6 meeting. The override must be approved by a supermajority – at least five out of seven aldermen must vote in favor.

In its application, the gas station asked for two zoning variances: to allow a pole sign with a total area of 72 square feet and allow that sign to be placed five feet from the property line. Under the property’s B-2 zoning, the outdoor signs must be no more than 32 square feet, and the setback must be no less than 10 feet from the property line.

The City Council held the first reading during its Sept 19 meeting and a final reading during its Oct. 2 meeting. In both cases, the aldermen split the motion into two, voting on each request separately.

While the setback variance passed unanimously, the sign size variance inspired debate, with aldermen voting 4-3 to approve it.

During the Oct. 16 city council meeting, Maloney made his veto official. Reading from a prepared statement, he noted that, in order to get a zoning variance, applicants must show that the “strict application” of zoning regulations will result in “undue hardship,” that their plight is due to “unique circumstances,” and that,

if granted, the variance would not alter the neighborhood character.

While Maloney felt that BP met the third standard, he wasn’t convinced it met the first two.

“The applicant claims that they will be at a competitive disadvantage due to the signs of their competitors, who are east of them on Touhy and who each have larger signs, and [that] this is their unique hardship,” he said.

“They are correct in that the signs for Thorton’s and the Shell gas station are larger. Thorton’s sign is 70 square feet and the Shell station’s sign is 91 square feet.”

However, he noted that those signs are non-conforming. He felt that the goal of the city should be to try to bring non-conforming signs into compliance, and having another non-conforming sign in the area wouldn’t help.

“Allowing the applicant to piggyback and use two non-conforming signs to create the backdrop for an undue hardship would be wrong,” Maloney said. “The decision this council needs to make and the direction we need to be heading, beginning with this case, is adhering to code.”

Having all three gas stations follow the same rules would truly level the playing field, the mayor argued.

“This should be our goal and not granting variances that play into the arms race of sign size and non-conforming use,” Maloney said.

The calm before the storm Creating peace is a complex process - and this, unfortunately, is not always obvious

BY ROBERT C. KOEHLER Tribune Content Agency Every time Donald Trump blurts or tweets a shocker - “maybe it’s the calm before the storm,” for instance - questions flood the media.

Is he serious? What did he mean?

Yes, of course, but beyond these, larger questions hover half-asked, cutting into the soul of who we are. This is painful, but not necessarily a bad thing. For me, one question that keeps emerging is: What is the relationship between Trump and the military-political system he stepped into?

That is to say, is he furthering its covert agenda (creating the conditions for more war) or, contrarily, exposing it for what it is?

Or both?

Back in February, for instance, Trump the pugnacious 14-year-old told a Reuters reporter: “I am the first one that would like to see . . . nobody have nukes, but we’re never going to fall behind any country even if it’s a friendly country, we’re never going to fall behind on nuclear power. It would be wonderful, a dream would be that no country would have nukes, but if countries are going to have nukes, we’re going to be at the top of the pack.”

America, America! It’s at the top of the pack, man. Trump puts what’s really going on into the language of the playground, delighting his base (a third of the country) and convulsing pretty much everyone else. Of course, what’s really going on is more than just bully blather. With Trump at the helm, the United States of America, the planet’s premiere superpower, is putting the planet, in the words of Republican Sen. Bob Corker, “on the path to World War Three.”

We were on that path anyway, just with more dignity and decorum. And more ambivalence. As the U.S. prepared for war it also negotiated peace: in particular, the 2015 Iran nuclear agreement, which Trump wants to decertify. Most security experts have hailed the agreement as a remarkable achievement, halting Iran’s nuclear weapons development, curtailing a nuclear arms race in the Middle East, easing tensions with the U.S. and

helping establish an international framework for creating peace.

The foreign policy establishment remains wary of Iran and considers the agreement flawed, but nonetheless crucial. Which Iran, former CIA analyst Paul Pillar asked recently, is most likely to act with destabilizing aggressiveness?

“Is it an Iran,” he wrote, “that is being reintegrated into the community of nations, that sees material benefit from negotiating restrictions on itself and then scrupulously observing those restrictions, and sees the opportunity for gaining more respectability and influence as long as it plays by the international community’s rules? Or is it an Iran that is kept isolated and punished, sees any significant agreement that it does negotiate get destroyed or reneged upon by other parties, that is the target of unending confrontation and hostility, and that is treated forever as a pariah? The answer should be obvious.”

Creating peace is a complex process - and this, unfortunately, is not always obvious. The point Pillar and others are making in support of the 2015 agreement, known as the Joint Comprehensive Plan of Action, or JCPOA, is that trying to punish and dominate our enemies tends to create results that are the opposite of what we want, or claim to want.

The idea that enemies are permanent, which is how a segment of the U.S. foreign policy establishment regards Iran, hardens our national commitment to militarism. Listening to countries with whom we are at odds - working with them, finding power in solidarity with them rather than threatening to annihilate them - calls militarism into question.

We live with and build national policy around the compromise between these two ways of being in the world.

Thus, even in an agreement as mutually beneficial as the JCPOA, the U.S. maintains a state of assumed dominance: Iran has to stop its nuclear weapons development. But the nuclear arsenal of the United States and the

agreement’s other signatories, which include China, France, Russia and the United Kingdom, are not under discussion. The unspoken assumption, it seems, is that some nukes are necessary, and some countries must remain in possession of them.

All of which brings Trump’s “top of the nuclear pack” comment back into the conversation. Dominating the world, especially by possessing the most weapons of mass destruction, is by far the simplest way to understand power, and there are enormous interests in the U.S. that revere - and most importantly, benefit from - the domination outlook. Trump both promotes this agenda and exposes it to the world.

Indeed: “. . . recently we hear (an) alarming announcement by a nuclearweapon state that it intends to continuously strengthen and expand its nuclear arsenal to ensure its place ‘at the top of the pack.’”

The words are those of Abbas Araghchi, Iran’s deputy foreign minister, speaking at the U.N. General Assembly on Sept. 26, the International Day for the Total Elimination of Nuclear Weapons, who warned that the United States - which he referred to as “a certain nuclear-weapon state” - was not only modernizing its nuclear arsenal but developing low-yield bombs, which means, my God, usable nuclear weapons, and thus launching a new, global nuclear arms race.

This project, part of a trillion-dollar planned upgrade of the U.S. nuclear arsenal, began during the Obama, not the Trump, administration.

But now the world has President Trump, commander-by-impulse and reckless reality-TV host with the power to launch war. He wants to decertify the Iran deal and declare it not to be in the country’s interests. Is he exposing the final phase of an international politics based on military dominance?

Here’s another question he forces us to ask: How is universal nuclear disarmament possible without a nucleararmed, external force imposing it?

This is not just a question to be pondered by the 122 nations that recently voted in favor of the U.N. Treaty on the Prohibition of Nuclear Weapons.

Those who boycotted the vote hold the answer.

BOUND Maine South defeated Niles West to secure CSL title; advances to playoffs at No. 5 seed

Another big victory is no surprise for Maine South’s football team as it defeated Niles West Friday night 56-9 at Basrak Stadium.

The RedHawks are undefeated in the Central Suburban South Division with a 5-0 record, and they are hoping to clinch their second conference title in three seasons.

Junior quarterback Cole Dow was the main catalyst for Maine South’s offense.

“Most of the guys on our team are great playmakers,” Dow said.

“We’re very confident and good enough to handle any team.”

The Red Hawks are currently on a seven game-winning streak which started with a 37-14 win against Fremd on Sept. 9; thanks to head coach David Inserra’s offensive dynamic duo whom are senior running back Fotis Kokosioulis and wide receiver Cam Stacy.

“Our offense is carrying this team.” Inserra said. “And our defense plays great offense. It seems like we’ve been playing like this for so many years.

“Charlie Bliss (our offensive coordinator) is one of my best friends,” Inserra said. “I couldn’t have any success without his help.”

In the win over the Wolves, Kokosioulis carried the ball only two

times, for 95 yards and two scores.

Dow, subbing in for starter John O’Sullivan, passed for 95 yards and four touchdowns.

The 2016 RedHawks finished last season with an 11-3 record, and went on to capture their fourth state championship in nine years - including the school’s sixth title in football history.

With this year’s team being 8-1, Maine South has accomplished another historic milestone by maintaining their 26th straight winning season which started in 1992.

As the regular season is coming to an end, the RedHawks are looking forward to face a familiar foe in the state playoffs.

“We’re hoping that it’s LincolnWay East,” Dow said. “Hopefully we’ll see them again and seek our revenge.”

If that happens, it will be in the state semifinals as South and No. 1 seed Lincoln-Way East are in the same bracket.

South (8-1) is the No. 5 seed in the IHSA Class 8A playoffs and will host No. 28 Evanston at 7 p.m. Friday night. The Hawks beat Evanston 56-14 in week 5.

“We need to make sure that we’re executing more on the field,” Dow said. “We’ll play fine as we come up with more strategies.”

Niles’ Bukielski qualified for championships For the second straight year, Oakton Community College sophomore golfer Stephen Bukielski (Niles, Schaumburg High School) has qualified for the National Junior College Athletic Association (NJCAA) Division II Men’s Golf Championship, May 21-24, 2018, Glenlakes Golf Club, Foley, Alabama.

Bukielski qualified for nationals by his performance at the NJCAA Region IV Tournament, held Oct. 5-7, at Senica’s Oak Ridge Golf Club in La Salle.

During the rainy and windy conditions, Bukielski gutted out a 77 average to finish seventh overall.

The top five golfers from teams finishing as high as third place are allowed to participate in nationals as individuals.

Weather played havoc on the regional tournament, as the 50 golfers from 11 area colleges were forced to play 54 holes in two days, instead of the scheduled three.

“The conditions were extremely challenging,” says Bukielski. “I knew I just had to play as well as possible and plug through the elements. I’ve played in bad weather before, and one time in high school I played a tournament in snow.”

“Gritty and grindy are the

words that best describe Steve’s performance,” says Louis Walker, Oakton men’s golf coach.

“Steve and the other golfers had to play the whole tournament during winds of over 25 miles per hour. Those are not easy conditions to play in with such huge stakes on the line.”

Bukielski is hoping to build upon his performance in the 2017 national tournament in Mesa, Arizona.

“Last year when the tournament was held in Arizona, I finished in the middle of the pack,” says Bukielski. “Now that this is my second time around, I have more confidence and want to represent Oakton well.

“In 2017, I was out there pressing myself. This year, I plan on playing my best while having fun.”

“Having that experience from before will only benefit Steve,” Walker said. “I expect him to do very well when the tournament rolls around in May.” Oakton sophomore Chris Blaha (Hoffman Estates, Conant High School) may also earn a berth to nationals as a second alternate.

Vacation home is not real money-maker You’ll probably make some money, but in most cases there will be several weeks during a year when it sits empty DEAR DAVE, What is your opinion of buying a vacation home, then renting it out when you’re not there?

J.P. DEAR J.P., I see nothing wrong with it, as long as you’re buying with cash and you’re also debt-free. A vacation home is a wonderful “extra” as you start building wealth. Remember though, it’s still basically a very large, very expensive toy. In most cases it will go up in value, and if you rent it, it might become something of a money-maker for you.

But here’s another side to vacation home rentals: You’ll probably make some money, but in most cases there will be several weeks during a year when it sits empty.

You’re not going to get rich renting it out. So, they’re not really great investment properties. What you’re talking about is more of a plan to offset the annual costs of your toy. If you look at it that way, I don’t think you’ll be disappointed.

If you’re determined to go this route, be ready to deal with spills on the carpet and damage from your guests, along with general maintenance and repairs. There’s always something that needs attention when you own a property. But if you can handle all that emotionally and financially – and you’re not looking for it to be a big-time investment that will make you rich – you’ll be fine.

—DAVE DEAR DAVE, My wife and I are on Baby Step 2 of your plan. We have about $60,000 in debt left to pay off before we’ll be debt-free, and a household income of $140,000 a year. We have one child, but we would like to expand our family.

We would have to do this using in vitro fertilization. We’ve talked to a doctor, and he’s given us a ballpark figure of about $20,000

for the procedure. Should we wait until we’re debt-free to have this done?

JIM DEAR JIM, Babies are wonderful, important things. Having kids, even the thought of having kids, is a big emotional deal. But sometimes it can cause people to change their financial plans and directions.

I would urge you not to accept the first opinion and pricing model you receive on something like this. I’ve heard prices of $35,000, but that includes as many attempts as it takes until your wife becomes pregnant. I’ve also heard of single attempts priced at $7,500 each. There are all kinds of options and guarantees, because they understand someone who is willing to do this really wants a baby.

If I’m in your shoes, I’m not accepting the idea that there’s one approach and one pricing structure to all this. I would explore other options, as far as doctors and clinics are concerned. Then, with your income, you could consider taking off a couple months from paying down debt and put some money toward the IVF. If it doesn’t work pay off a little more debt, pause the debt payoff, and try for a baby again.

Take some time, learn a little more, and go from there – always using cash for the endeavor.
