Council approves farmers market changes New changes set out to create a clear relationship between the city and the market

The Park Ridge City Council voted 5-2 to approve a series of changes to the rules governing Park Ridge Farmers Market during its Oct. 2 meeting.

While the Farmers Market has always been a city service, over the last few years, it gradually strayed from the letter of the law. The new changes set out to create a clear relationship between the city and the market, as well as establish a clear process for choosing market masters and define the duties of everyone involved in running it.

To that end, the city council created a governing committee that will be appointed by Park Ridge mayors. While the original version of the ordinance called for the committee to chose a Market Master to handle much of the day-to-day aspects of running the market, the final version was tweaked slightly, allowing for two market masters to be appointed.

This would preserve a current arrangement, where volunteers Karen Grunschel and Jay Crowley have functioned as de facto Market Masters for the past few years.

As previously reported by the Bugle, the Park Ridge Farmers Market was established in May 1, 2006. At the time, it was designed to be a public service, with the city appointing Market Masters and helping the market cover its expenses.

However, the original ordinance didn’t establish a clear procedure for how Market Masters would be chosen. So when the original Market Master, a city employee, retired, there was no clear way to choose her successor. There was also the fact that, as time went on, the market no longer quite followed the city budgeting practices.

During the Aug. 28 Finance and Budget Committee of the Whole meeting, Park Ridge City Manager Joe Gilmore asked the aldermen if they still wanted the market to be a city service, or if they would rather see it as an independent nonprofit. After some discussion, the majority agreed to it, but not before also agreeing to make some changes. Most of those changes were reflected in the version of the ordinance that appeared before the council on Oct. 2.

Interested Park Ridge residents would submit applications, and the Mayor’s Advisory Board would interview candidates. While it would be up to the mayor to make the choice, Park Ridge mayors traditionally defer to the Advisory Board’s suggestions. Once the members are officially chosen, the city council must vote to either confirm or deny each choice. If a choice is denied, the process starts all over again.

The members will serve for three-year terms. However, the first members’ terms will be staggered, so that, once their terms expire, only a third of the members would be chosen each year.

The committee must choose which one of its members would be a Market Master. There can no more than two Market Masters serving at the time. Each Market Master serves for a year.

In addition to choosing Market Masters, the committee will take over some of the Market Masters’ duties. It will be responsible for setting the permit fee, with the new rules emphasizing that the market should aim to be self-sustaining. The committee will also determine what the permit application forms contain, The new rules specify that while the committee will decide on the rules, Market Masters will be the ones to actually enforce them.

The Market Masters would still be responsible for approving per-

mits, revoking them, designating assigned spaces and handle other tasks required to keep the market running.

While under the original rules, Park Ridge health inspectors are the ones who fine rule violators, the new rules state that Market Masters can do it as well.

As previously agreed on by the aldermen, the new rules specify that the Farmers Market falls under the Community Preservation and Development Department, and its budget will be part of the department’s budget.

In the run-up to the vote, Ald. Marc Mazzuca (6th) felt that the ordinance was a win-win for the market and the city.

“I’ll just reiterate that I think the Farmers Market a great tradition in the City of Park Ridge and what we’re doing here is adding greater transparency and accountability to one of our city’s great traditions, so thank you,” he said.

The City Council voted 5-2 to make the changes, with Ald. Nicholas Milissis (2nd) and Ald. Roger Shubert (4th) voting against. During the Aug. 28 meeting, Milissis said that, over the past few years, Park Ridge has been moving away from “subsidizing things that aren’t essential to the city,” and he felt that keeping the Farmers Market a public ervice went against that.

Civic Orchestra announces 2017-18 concert season Family Halloween Concert is October 25 at 7 p.m.

Device maker completes move to Niles Summit Industries LLC specializes in designing and building an medical examination equipment

Summit Industries LLC, a medical device equipment manufacturer that has been based in Chicago for 32 years, held a grand opening of its new Niles facility on Oct. 4.

The company officially completed the move a few months earlier, in May 2017. The officials told the Bugle that the new space was larger, hard more amenities and still had room to expand. The new location also put them closer to O’Hare International Airport and major expressways, and they hoped that it would allow better recruiting.

In 2015, the company became a subsidiary of Madrid, Spainbased Sedecal. Manuel Martinez, the company’s president, told the Bugle that it was a simple question of acquiring a major player in their field.

“Summit is one of the major players in the diagnostic imagine in United States,” he said. “They have a very well-known niche in this part of the market. [Buying Summit] gave us an opportunity to enlarge our operation, to better serve the medium-low hospital market.”

At the time, Summit was located in Chicago’s Albany Park neighborhood, at 2901 W. Lawrence Ave. As Don Matson, the company’s Chief Technology Officer explained to the guests attending the grand opening, there simply wasn’t room to expand, and even back when the company started, the building was starting to show its age. “[It was] no comparison,” he reflected. “I mean, the building we were in was built in the 1920s.”

Company president M. Thomas Boone told the Bugle that they wanted more than just a bigger facility. They wanted a place that wouldn’t be too far away from their Chicago location, but closer to the airport and the highways. And he also believed that, with several other medical device manufacturing already operating in Niles and

the nearby suburbs, relocating there would help recruitment.

“We believe that, as we grow, we will have more opportunities to recruit people in the suburbs as opposed to Chicago,” he said.

The company wound up moving to 7555 N. Caldwell Ave. The property was home to Jinny Beauty Supplies until it moved out in Dec. 1, 2014. Owner Eddie Jhin wound up leasing about 60 percent of the building to Summit. To help cover the costs of renovating the building to suit the new tenant’s needs, he applied for Class 6(b) Cook County property tax classification. Normally, industrial buildings are assessed at 25 percent of their market value. The incentive temporarily lowers it, setting the rate at 10 percent of its market value for 10 years, 15 percent during the 11th year and 20 percent during the 12th year. At this point, it either returns to the regular rate unless the property owner applies for a 10-year extension. .

While the Cook County Assessor makes the final decision regarding the grant incentive, it must first be approved by the local municipal government. As previously reported by the Bugle, the Village of Niles Board of Trustees approved it on June 28, 2016.

Boone said that the move was completed on May 15. And, on Oct. 4, it held the official ribbon cutting. Some of the officials in attendance included Mayor Andrew Przybylo, Niles economic development coordinator Ross Klicker, Niles Chamber of Commerce and Industry officials and Barbara Nakanish, a commissioner at the Niles Planning and Zoning Board.

After a brief ribbon-cutting, the guests were split into two groups and given tours of the buildings.

The new facility includes manufacturing spaces, storage areas where the equipment is prepared for shipping, classrooms where the employees are trained and employee recreational and fitness area, as well as sales, accounting and executive offices closer to the front. As Boone told the Bugle, one practical benefit of the new building is that it had three loading gates – two more than in the previous building. And even with everything that was put in, there

When asked about where the companies 75 employees reside, Boone said that they come from all over Chicago and its suburbs.

Only one of the current employees lives in Niles.

Martinez told the Bugle that he liked the new facility.

“They have done an impressive job,” he said. “Very well set up.

And the manufacturing areas very positive, well-arranged to produce in an effective way, so I’m very pleased.”

Katie Schneider, NCCI’s Executive Director, said that she believed Summit will be a valuable part of the village.

“Summit definitely brings a lot of value to Niles,” she said. “And we’re thrilled to have this space filled by a manufacturer.”

Schneider said that Summit has already reached out to her organization, and its been using local businesses as vendors. And she said she expects them to be good corporate citizens.

“They have been very open to

being involved in our community,” she said.

During the tour, Przybylo talked to Martinez about doing business in Niles, suggesting that his company’s other subsidiaries would be welcome in the village. Martinez told the Bugle that he was open to the possibility.

The mayor was effusive in his praise for Summit’s new facility.

“It makes me think that it’s not so bad to be sick, because I know that Summit builds machines for diagnostic purposes,” he said. “I’m proud to have them in Niles. Their headquarters may be in Spain but their heart is Niles.”

All sworn officers within the Cook County Sheriff’s Police De-

partment (CCSPD) have been trained on the use of body-worn

cameras, Cook County Sheriff Thomas J. Dart announced Friday, October 6.

In total, 498 officers have received the mandatory training, which reviews how to properly use the cameras, recording protocol as well as the state law

covering procedures and regulations for the law enforcement’s use of body-worn cameras.

Body-worn cameras are already widely used in CCSPD operations, especially in patrol functions where interactions with the public are prevalent.

Each officer is required to download the footage from his or her respective camera at the end of each shift.

The Sheriff’s Office currently maintains more than 750 bodyworn cameras.

After advancing to the state finals last season, Niles West is looking to repeat that success

A season ago, the Niles West volleyball team advanced to the state finals and didn’t want to let that feeling go heading into this season.

With several new players and an assistant coach promoted to the top spot – there were questions to be answered before the Wolves would make everyone believers in this year’s version of the squad.

But, with a 23-5 record – those questions have been answered.

“Things have come together.

We were a little rocky in the beginning as we were trying to figure things out,” said coach Marko Kljajic. “We have two new setters and were trying to run a varsity offense for the first time. But, they have been working hard in practice and staying focused and starting to execute.

ing pains, but I have been with the girls program for three years and the girls are used to me being here. Stacy (Metoyer) built such a concrete program and the expectations are so high that it has been pretty much effortless for me to take the wheel.”

Kljajic said it is the chemistry of the team that has helped.

“In camp, we were looking at it and the girls coming back were still riding that high from last year and we weren’t certain how it was going to work out even talking to them in camp,” he said. “I think the girls have done a great job communicating and I see them in the hallways and they are really finding chemistry and that is helping the success.”

Junior standout Natalia Pehar agrees.

“We are a family,” Pehar said.

Owl’s Blaha is ISCC Medalist of the Year Oakton Community College men’s golfer Chris Blaha (Hoffman Estates, Conant High School) is the Illinois Skyway Collegiate Conference (ISCC) Medalist of the Year, ranking first of all golfers in the eightteam league with his 74.5 average.

“This honor feels so good after all the hard work I put in all season,” Blaha says. “I’m very ecstatic to represent Oakton as golfer of the year.”

Louis Walker, Oakton men’s golf coach, says Blaha’s drives were a huge part of his success.

“Chris constantly hits the ball over 300 yards off the tee, putting himself in good position from the start,” Walker says.

“His overall performance was extremely impressive, and he definitely earned it.”

Other Oakton golfers stood out in league play, as two Owls finished among the ISCC’s top 10. Stephen Bukieski (Niles, Schaumburg High School) boasted a 75 average to take second, and Clay Fisher (Northbrook, Glenbrook North High School) finished sixth with his 79 average.

Overall, the Owls took second in the conference behind College of Lake County in a league that also includes Elgin Com-

munity College, McHenry County College, Moraine Valley Community College, Morton College, Prairie State College and Waubonsee Community College.

“First place would have been nice, but second is still an accomplishment,” says Walker.

“Our golfers are very talented and should feel good about themselves. It was definitely an incredible season to have three of the top golfers.”

Blaha was medalist at the recent NJCAA Region IV Classic held Sept. 29, at Senica’s Oak Ridge Golf Club in La Salle. He took the top spot over approximately 60 golfers shooting par (72) at the 18-hole, 6,900-yard golf course.

“I shot under par under all the par 5’s, and that was key to my success,” Blaha says.

Blaha and the rest of the Oakton golfers return to Oak Ridge Oct. 5-7 to compete in the NJCAA Region IV Regional Golf Tournament. The top two teams will qualify for nationals scheduled in Gulf Shores, Alabama, in May 2018. In addition, the top five golfers not on the top two teams are eligible to compete in next year’s tournament.

Blaha knows that he can’t rest on his laurels heading into the

“I’m confident because I’m playing at the same course I medaled at recently,” he says.

“However, I can’t slack off and get too cocky. I just need to be determined and help my teammates stay focused.”

Former Voyager Media editor returns to Flyers Lewis University Director of Athletics Dr. John Planek announced Wednesday (Oct. 4) the hiring of Scott Taylor as the Director of Bowling and Athletic Communication Assistant.

“Scott Taylor will add to our intercollegiate athletic department,” Planek said. “His deep knowledge of high school bowling and his relationships with numerous coaches and prospects will help our recruitment of new students along with his Lewis undergraduate experience.

“He will be a great ambassador for our newest sport. His award winning journalistic skills will aid in our athletic commu-

“I have loved everything about Lewis, especially the athletic department, since the first time I went to a basketball game when I was a senior in high school,” Taylor said. “Lewis athletics has a great tradition and I am honored to be a part of it.

“I am excited to be back at Lewis and am looking forward to the opportunity ahead in the different roles. I feel my experience and knowledge of the uni-

versity will help me succeed in both positions.”

Taylor has spent the past 11 years covering high school sports in the Chicagoland area, including four as the sports editor for Voyager Media Publications, and won 12 awards from the Illinois Press Association.

Because of his love and knowledge of the sport, Taylor created a website dedicated to high school and collegiate bowling throughout the state of Illinois. The website features state rankings and results from across the state, as well as interviews with bowlers and player profiles. His years covering bowling has helped him develop strong

relationships with parents, bowlers and coaches throughout the state.

“I am grateful for the opportunity Lewis and Dr. Planek have given to me to achieve a dream of mine,” Taylor said. “I also want to thank my friends and family for their support throughout the entire process.

“I am looking forward to promoting the bowling program as well as all of the athletic teams to the best of my ability. I’m eager to help the future student athletes be successful both on the lanes and off.”

He lives in Joliet, IL with his wife Mandie, a Lewis graduate, and son Knox.

“When you have a player like her, it just makes every day so much easier,” Kljajic said. “We know she can put it away.”

Pehar knows what her job is on the floor.

“When the game starts I put my game face on and I know

whatever set comes across I have to do what I can to kill it and get a point for my team,” she said.

What she wants to do for her team is get back to the state finals and start a tradition at Niles West.

“We made big moves last year and we tell everyone before practice – we made it to state last year and we will do it again. We

are working so hard to get where we were last year and set it up for every year after that,” Pehar said. “I want everyone to have that motivation every year and after I graduate, I want everyone to have that motivation to make it to state. It all starts in the gym – in practice, at working hard. We usually have really hard practices and we get done at 5:30 pm, but we want to stay until six and work on the small things that we are not the best at. We want to motivate everyone to do what we did.”

That desire is echoed in the coaching ranks as well.

“We have our eye on the prize since the start of the season. We set the bar last year and expectations are high. And we know we have a target on our back and we are going to get the best from

every opponent we face,” Kljajic said. “Staying mentally focused and executing our game play has really helped us stay on top of our game this season.”

Niles West is the No. 4 seed in the New Trier Sectional behind the host Trevians, Hersey and Loyola Academy.

The Wolves’ opponent last week — Maine South — is the No. 15 seed in the Glenbard West Sectional.

“We still have a lot of volleyball games left to play, which is good,” said South coach Kathleen Durkin. “Going forward, I feel positive about our team.

We have one of the best setters around in Katie Carmichael.

Medicaid still a target of healthcare reform

BY TRUDY LIEBERMAN, RURAL HEALTH NEWS SERVICE What’s going to happen to healthcare now that Senate Republicans have failed to pass their bill, which would have replaced much of the Affordable Care Act? In particular, what’s going to happen to Medicaid, the government’s largest insurance program, which covers 74 million Americans?

This is a good time to clarify what was at stake and may still be up for grabs in the months to come.

Despite its importance to so many people, Medicaid has always been the health system’s stepchild.

Many doctors and dentists have avoided taking Medicaid patients saying the program didn’t pay enough.

Until recently, editors haven’t been keen to feature stories about Medicaid believing that their audience was not interested in reading about people most likely to be on the program – the poor, the disabled, kids, and seniors who needed it to pay for their nursing home care.

Suddenly, media stories about cutting Medicaid and the loss of coverage to millions became news. “In the course of the debate, it’s become clear that Medicaid has tremendous public support.

There has been much more focus in this debate than I’ve seen in any health policy debate,” said Shannon Buckingham, vice president for communications at the Center for Budget and Policy Priorities, a Washington D.C., think tank.

So what is this program that affects so many and will undoubtedly surface again either later this year or next as a political football?

It was created in 1965 under the Johnson administration at the same time Medicare was passed. Unlike Medicare, though, which is a social insurance entitlement to which people contribute throughout their working lives, Medicaid is a welfare program.

Those applying for coverage must meet strict asset and income tests, which mean they can’t own very much and they can’t earn a lot of money. Everyone who qualifies is guaranteed cov-

erage.

The benefit package that all states must offer is generous, covering many services, including nursing home care and transportation to medical appointments.

It pays for care given at rural health clinics and federally qualified health clinics.

States can provide optional benefits such as prescription drugs, respiratory care, dental services, physical and speech therapy. Many states do.

States and the federal government share in the cost, and that’s where the fight in Congress comes in.

As medical costs have risen - with few controls on how high they can go - states have found that Medicaid is consuming larger shares of their annual budgets, often crowding out other needs like fixing roads.

The federal government continues to pay more too.

One solution for this dilemma is to change the way Medicaid is financed from a state-federal matching arrangement into what’s called a block grant.

Under a block grant, the federal government will give a set amount of money to the states.

It’s a way reduce its healthcare expenditures while shifting more of the burSEE REFORM PAGE 11

LETTERS TO THE EDITOR The Niles Maine Library, board majority, plans to vote on a 2.1 percent levy increase at the October 18 board meeting.

After nearly a $1 million increase for the 2017-18 budget, the library wants more tax dollars.

Business Manager Greg Pritz blamed the Governor’s real estate tax freeze proposal and a new TIF district for a possible loss in revenues. In my opinion a budget freeze would not affect the library’s continuous, wasteful spending until 2021-22. Neither the library administration nor the board majority would consider a review of salaries and programs

to identify any cost saving measures. I feel the library administration rejects objective analysis and the library trustees lack oversight which result in the misuse of funds.

It’s time for all library trustees to exercise their fiduciary responsibility and expect detailed data from the administration to identify unnecessary spending and decrease taxes.

I’m going to save for his college separately, and give this to him to help start his life after school. Is there a better place to put this other than a traditional savings account?

LAURA DEAR LAURA, First of all, you should not invest in gold. Gold is a very volatile, very dangerous investment. I don’t have a dime invested in gold, and I would strongly suggest that you not invest in it, either. If you take a look at the life-long track record on gold it will scare you to death.

For the time being, you can leave it all in a traditional savings account. But if he’s not going to use it for many, many years you could move it into a conservative mutual fund. In fact, you started when he was at such young age, a nice, con-

MICHAEL DEAR MICHAEL, Lots of people think paying off the debt with highest interest rate first is the best approach. This seems to make sense mathematically, but I realized a long time ago if those people could do math they wouldn’t be drowning in debt.

Debt is not a mathematical

problem, it’s a behavior problem.

Personal finance is 80 percent behavior, and only 20 percent head knowledge. The reason the debt snowball pays off debt from smallest to largest — even though it may be mathematically incorrect — is that modifying your behavior and inspiring you to get out of debt is more important than the math.

Your probability of becoming wealthy has a lot more to do with your behavior than any sort of financial sophistication or academic degree.

When you pay off a small debt you experience success, and that gives you hope. Then, you move on the next largest debt. When

This year that’s about $16,600 for a single person and about $34,000 for a family of four.

The expansion had brought some 12 million people onto the program.

The Medicaid debate is far from over and is shifting to the states.

Several have applied for waivers from the federal government to allow them more flexibility.

For example, a state might ask for permission to enroll Medicaid recipients in private insurance plans as Arkansas has done.

While a private market solution might sound good, it could mean that people on Medicaid would have to pay higher deductibles and other cost sharing.

Indiana has a waiver that requires recipients to make small monthly payments and maintain a savings account mostly funded by the state to pay for some of their care.

People who don’t make their payments may be locked out of coverage for a time.

Some states like Arizona and Kentucky are eyeing work requirements. Most Medicaid recipients, however, are already working.

These potential changes raise important questions this last debate didn’t answer.

How seniors can preserve their brains Physical activity and proper diet and nutrition can help people age 50 and older maintain their physical health. But there are also ways aging men and women can preserve brain health in an effort to prevent or delay the cognitive decline that affects millions of seniors across the globe.

It’s easy to overlook the importance of keeping the brain healthy. However, a decline in brain function can result in poor concentration, memory loss and a host of other issues. Sometimes, by the time symptoms present themselves, it may be too late to reverse any damage.

Research suggests that a combination of nutrition and mental, social and physical activities may have a greater impact with regard to maintaining and improving brain health than any single activity. Harvard Medical School also states that volunteering, caring for others and pursuing hobbies may benefit the brains of older adults.

A study published in the Archives of General Psychiatry found participants who reported higher levels of purpose in life exhibited superior cognitive function despite the accumulation of abnormal protein depositions (amyloid plaques and neurofibrillary tangles) in the brain, a hallmark of Alzheimer’s disease.
