New laws to be enforced in 2017

Significant number target crime, make changes to criminal justice system SPRINGFIELD - As citizens throughout the state of Illinois ring in the New Year, nearly 200 laws will take effect. A significant number of the new laws target crime, make changes to the criminal justice system, seek to assist law enforcement, and advance safety provisions for Illinois motorists.

Advocates of the measure said the training is intended to reduce domestic violence by increasing awareness and offering victims another place to turn for help – especially those who may not feel comfortable going to the authorities.

CRIMINAL JUSTICE REFORMS POISED TO TAKE EFFECT

Child victims of battery will be able to give testimony via a one-way closed circuit television thanks to Senate Bill 2880. This legislation allows children involved in battery or aggravated domestic battery cases to avoid the serious emotional trauma and distress of testifying in a courtroom.

Senate Bill 2370, sponsored by Senate Republican Leader Christine Radogno (R-Lemont), requires legal counsel during the interrogation of minors under the age of 15 who have been charged with murder. This law addresses concerns that minors may not fully understand their legal rights, and as a result should have legal representation present when speaking with police.

One measure to allow greater flexibility in granting probation for certain non-violent offenders with no prior conviction for a violent crime is set to take effect on Jan. 1. Senate Bill 3164 is part of a bipartisan package of legislative reforms to Illinois’ criminal justice system, and was introduced at the recommendation of the Governor’s Illinois State Commission on Criminal Justice and Sentencing Reform.

The commission was charged with identifying policy changes to reduce recidivism and make significant reductions to the state’s prison population, which had increased by more than 500 percent in the last forty years.

Senate Bill 3164 is one measure that seeks to reduce the number of non-violent offenders in Illinois’ correctional facilities—which are operating at roughly 150 percent of recommended capacity.

NEW LAWS AIM TO ADDRESS SEXUAL ASSAULT AND DOMESTIC ABUSE Another new law, Senate Bill 3096, seeks to increase the reporting, investigation, and successful prosecution of sexual assault cases in Illinois.

This new law gives victims a longer period of time to request a rape kit, speeds up forensic testing to address the backlog of testing rape kits in sexual assault cases, and requires more detailed reporting of sexual assault cases by police.

Additionally, cosmetologists will receive special training to spot the signs of domestic violence and sexual violence as part of their license renewal process under House Bill 4264.

This new law was inspired by a similar law in Missouri that allowed interstate interchanges to be designated for Missouri residents who were killed in action on or after September 11, 2001, in either Afghanistan or Iraq.

NEW LAW STRENGTHENS EMPLOYEE PRIVACY Another new law, House Bill 4999, seeks to further protect employee’s online privacy by strengthening and clarifying existing laws that make it unlawful for any employer or prospective employer to require an employee or prospective employee to provide usernames and passwords to their personal online accounts, including social media accounts.

“BATH SALTS” SALES Senate Bill 210 aims to curb the sale of all synthetic cathinones, drugs that are often sold under the disguise of legitimate products such as “bath salts.” “Bath salts” have made headlines in recent years for the bizarre, zombie-like behavior exhibited by those under its influence. Under this new law it will become a Class 3 felony with a maximum fine of $150 to sell these drugs in a retail store.

NEW TRANSPORTATION LAWS INCREASE PUBLIC SAFETY

VETERANS AND MILITARY FAMILIES AIDED BY NEW LAWS

Don’t forget to stop at a railroad crossing when the warning gates and lights are on! Under Senate Bill 2806 the fine for failure to stop at a railroad crossing will double. A first violation will now cost you $500 and subsequent violations will cost $1,000.

Private transportation companies will be allowed to operate video recording devices under Senate Bill 629. The new law stipulates that vehicles using this type of technology must have a notice posted stating that a passenger’s conversation may be recorded. Any data recorded becomes the sole property of the vehicle’s owner.

Student musicians may now be excused from school in the case of a military funeral procession under a new law that takes effect on January 1. House Bill 4432 ensures that any Illinois public student, grades six through twelve, is permitted to attend a funeral of a deceased veteran during school hours for the purpose of playing “Taps,” a bugle call traditionally performed during flag ceremonies and military funerals.

To honor fallen soldiers, House Bill 4344 creates the Heroes Way Designation Program Act. The law allows for the families of veterans who were killed in action while on active duty to apply for a designation to honor the departed with a personal sign on designated roadways under the jurisdiction of the

Amending Childhood Hunger Relief Act, Senate Bill 2393 is a new law this year that requires all school districts in Illinois to implement and operate a “breakfast after the bell” program. The legislation asserts that schools must provide breakfast for their students after the instructional day has begun— and may also begin serving before the day has begun.

NEW LAWS PROVIDE NEW WAYS TO HUNT AND TRAP In order to trap wild game in past years, the Department of Natural Resources (DNR) required that all individuals must complete a hunting training course. Senate Bill 2410 has lifted that requirement and now permits that individuals ages 18 and under can trap wild game without certification as long as they are accompanied by an adult age 21 years or older.

Lastly, thanks to House Bill 5788, a new fishing law states that fishermen can now add catfish to the list of species that may be caught with a pitchfork, underwater spear gun, bow and arrow, or a bow and arrow device. Under the new measure, the DNR will authorize the selling of species taken by the above methods.

Being able to sell these fish not only benefits fishermen, but is also crucial to the state’s overall environmental health. The current overpopulation of Asian Carp throughout the state is causing irreparable damage to Illinois’ waterways and ecosystems.

Medical supply company wants tax incentive Industrial properties are normally assessed at 25 percent of its value

The Village of Niles Finance Committee unanimously recommended that the village board approve a Class 6(b) tax incentive for the LSL Healthcare medical devices and supplies manufacturer to move from Chicago to Niles.

The company is in the process of buying a building at 6200 W. Howard Street.

According to LSL’s attorney Brian Liston, the company feels it outgrew its current facilities, and the building they are looking at will have enough space to meet their needs and add a new product line, hiring more people in the process.

Now that the committee has approved it, it will still need to be approved by the village board, and the Cook County Board of Commissioners will make the final decision.

When Cook County calculates how much to collect in property taxes, industrial properties are

normally assessed at 25 percent of its market value.

The Class 6(b) designation lowers that rate. According to a bulletin created by the Cook County Assessor’s office, it is designed to encourage/attract new industrial businesses and support existing industrial businesses.

It’s granted to applicants that want to build new industrial facilities, rehabilitate existing industrial facilities or reuse abandoned industrial buildings.

The property that gets this classification is assessed at 10 percent of its market value for 10 years, 15 percent during the 12th year.

After that, the rate reverts to 25 percent, but the property owners can apply for 10-year extension after ten years, and continue to reapply as long as they want.

While the county board has the ultimate authority to grant extensions, it won’t consider it unless the municipality where it’s located signs off on it as well.

LSL would not be the first Chicago medical devices company that wants to move to Niles and asked for a 6(b) classification to facilitate the move.

In June the village approved the application from Albany Parkbased Summit Industries. The Finance Committee considered LSL Healthcare’s application during its Dec. 21 meeting.

As Ross Klicker, the Niles Economic Development Coordinator, explained in his presentation, M&R began phasing out opera-

tions in October 2015 and moved out completely in April 2016.

LSL is planning to use the money it would save through the Class 6(b) designation to restripe the building parking, fix the roof and sprinklers and make some smaller interior repairs.

Bike task force presents recommendations

Four months after the Park Ridge Bike Task Force met for the first time, its members presented recommendations on how to improve biking within the city.

The group shared its proposals during the Dec. 19 City Council meeting. They called for updating the 2005 bike plan, which was never fully implemented. They also called for putting up more bike racks, replacing the older-style bike racks that already exist and fixing storm drains that could endanger bicyclists. While the aldermen agreed to discuss the bike plan update at the Jan. 9 Public Works Committee of the Whole, they decided to leave the other suggestions until they start putting together the

next year’s budget.

In 2004 the city created a Bike Path Committee to plan out bike paths and other bicycling amenities. The committee was made up of residents and representatives from the city, the Park Ridge Park District and Park Ridge Niles School District 64. While the plan was adopted a year later, it was never fully implemented due to the lack of interest. Wayne Zingsheim, the Park Ridge Director of Public Works, told the aldermen that few bike lanes that were created were eventually painted over because they didn’t see much use.

In 2016 the members of Bike and Walk Park Ridge Facebook group revived the idea. During the June 13 Public Works Committee of the Whole meeting, they showed up in force, urging the aldermen to up-

date the plan or, at the very least, improve the existing amenities.

The committee eventually agreed to create a Bike Task Force. Many members of the Bike and Walk Park Ridge Facebook group wound up coming on board. It held its first meeting on Sept. 14, and it has been meeting once a month ever since.

During the presentation, Bike Task Force chair Jim O’Donnell told the council that the task force looked at the 2005 plan, as well as bike plans from other communities. Some members rode some of the routes the original plans discussed. Ultimately, they felt that the previous plan already provided a solid foundation.

“We realized that most of the plan is already there – we just need to refresh it,” O’Donnell said.

“There are things that need to be added. There are people who want to go to different places that weren’t represented in the original plan.”

The task force reached out to Ride Illinois a non-profit bicycling advocacy organization. Before 2015, it was known as the League of Illinois Bicyclists, and it advised the Bike Path Committee back in 2004-2005. Since the organization was familiar with the original plan, O’Donnell said, it made sense to ask them to do the update. The task force also reached out to Active Transpiration Alliance, a Chicago area transportation advocacy group. The two organizations estimated that they would be able to update the plan for $4,875 if they do a more bare-bones update, and $7,680 if they do a more extensive outreach and recommendations that looked beyond infrastructure, touching on resident education and enforcement of biking regulations. O’Donnell recommended going with the latter, since a more detailed plan with greater public outreach would look better when Park Ridge applies for grants to

fund the plan.

Task force member Joe DeYoung explained that on Sept. 29, he and the other members went around Park Ridge looking at bike rack locations and usage. They found 93 bike racks in 40 locations, which held a total of 275 bikes. They also identified 31 locations that either don’t have any bike racks at all or could use more bike racks.

“We’re looking to expand bike parking in undeserved [areas],” O’Donnell said.

The task force proposed filling the gaps in three phases. During the first phase, 12 bike racks would be added at 100 S. Northwest Highway. The Uptown Park Ridge Metra station, which DeYoung said was at capacity, would get two more covered bike parking areas, increasing the total number of bike racks from 17 to 80.

“If we [add] bike racks, we might fix another problem in the city – car parking,” DeYoung said.

Welcome to the New Year. As the holiday season winds down and you pack away your decorations, consider organizing them in a way that will make it a joy to decorate for the next holiday season. You can make “undecorating” fun by involving family members and making it one of your holiday traditions.

You can also minimize the tediousness by putting away just a few decorations each day over a period of time rather than trying to do it all at once.

Just be sure to take some time to organize and properly store your decorations to ensure that you will continue to enjoy them for years to come.

Weed out decorations you don’t use or don’t like. If they have sentimental value but you don’t use them, put them in a keepsake box and include a note that indicates their significance. If they’re in good shape but you no longer want them, donate them – schools, community theater groups, senior homes and homeless shelters are all potential recipients. Otherwise, recycle what you can and toss the rest.

Organize your decorations in a meaningful way.

Think about your decorating technique, and organize your decorations accordingly. If you decorate room-by-room, store the decorations for each room together. If you like to put out similar decorations at the same time (e.g., all the candles, all the window decorations, all the garlands, etc.), pack your decorations according to type. Take pictures of each area of your decorated home to remind you of where things go.

Use special containers for special decorations. Artificial Christmas trees and wreaths are two large items that may not fit easily into a typical box or bin. You can purchase special bags or boxes for these items at general merchandise and home improvement stores.

You might consider putting these and other large decorations into clear plastic bags (recycling bags or dry cleaner

bags work well). If you don’t have shelf or floor space to store them, consider hanging them from the rafters in your attic, garage, or basement.

Label containers. Make it easy to identify what’s in each container by labeling at least 2 of the sides as well as the top – you never know which side will be facing you. You can use a general description (e.g., “Christmas - Living Room”) or instead, you can assign a number to each container and then create a separate inventory of each container’s contents by number (e.g., “Box 1 – New Year’s decorations,” “Box 2 – Eid decorations,” etc.).

Stow containers with retrieval in mind. Make sure one of the labels is facing forward so it can be seen easily. If you have decorations from several holidays, rotate containers so the most current holiday is always the most accessible: put decorations for the most recent holiday in the back or at the bottom and move containers for the next holiday to the front or top of the group.

According to police, a customer at a store in the 9000 block of Golf Road said he was attacked by Alexander, a store employee, after the alledged victim objected to the price of some merchandise and left it behind without buying it.

Vasyl Yalovitskyi, 24, of Chicago, was charged with battery on Dec. 10 after police said he punched an employee of a bar on the 6900 block of Milwaukee Avenue. The alleged attack was captured on video, police said.

Jewelry and other items were reported stolen from a house in the 8300 block of Olcott Avenue during a Dec. 9 burglary Jewelry was stolen during the burglary of an apartment in the 9100 block of Cumberland Avenue Dec. 9, police said.

A resident of the 7300 block of Waukegan Road reported finding pry marks on the door to resident’s apartment unit and on the door to the apartment building on Dec. 10. Nothing was reported stolen from the apartment, police said.

DUI Paige Gutzman, 20, of Channahon, was charged with driving under the influence on Dec. 1 after Gutzman was reportedly involved in a crash at Harlem Avenue and Oakton Street. Gutzman is scheduled to appear in court Jan. 3 Ching Lee, 42, of unincorporated Maine Township, was

charged with driving under the influence and leaving the scene of an accident on Dec. 4.

Police said Lee was involved in a hit-and-run crash in the 9000 block of Milwaukee Avenue.

Carlos Carrillo-Ortiz, 29, of Des Plaines, was charged with driving under the influence on Dec. 10 after police reportedly found him unconscious in the driver’s seat of his running car, that was stopped in a parking lot on the 6600 block of Touhy Avenue.

Police said his car was seen driving west in the eastbound lanes of Touhy Avenue prior to him pulling over in the parking lot.

Property Damage Christmas light wires were reportedly cut Dec. 1 outside a home in the 8700 block of Elmore Street.

Public Intoxication Police on Dec. 4 were called to a restaurant in the 9000 block of Golf Road for a report of an intoxicated man throwing items around. Police ticketed the man for public intoxication.

A worker at a bar in the 9100 block of Golf Road was also

cited for over-serving the man earlier, police said.

Theft Eighteen boxes of ceramic tile, valued at $1,000, were reported stolen Dec. 1 from a job site in the 7400 block of Waukegan Road.

A wallet and a purse were reported stolen Dec. 1 from a restaurant in the 8800 block of Dempster Street. Police said several credit cards were used before the theft was discovered and reported.

On Dec. 3, a man reportedly removed a $660 smartphone from a case, replaced it with another phone and left a store in the 7800 block of Milwaukee Avenue without paying.

On Dec. 7, a man tried to get change for a counterfeit $20 bill at a restaurant in the 7000 block of Dempster Street, police said. He reportedly left the area when an employee began checking the bill.

Manuela Szunkler, 35, of Chicago, was charged with retail theft Dec. 7 after allegedly stealing merchandise valued at $287 from a store in the 200

block of Golf Mill Center.

Ramiro Torres, 33, of Niles, was charged with driving under the influence, possession of a stolen vehicle, possession of drug paraphernalia and driving on a revoked license on Dec. 8. According to police, Torres was observed driving a vehicle that was reported stolen from outside a gas station in the 8500 block of Dempster Street while the owner was paying for gas. Torres was arrested in the 9100 block of Terrace Place in unincorporated Maine Township, but a passenger in the car ran away, police said.

Ammunition was reported stolen from two boxes that had been shipped to an apartment in the 8500 block of Milwaukee Avenue on Dec. 9, police said.

Sophomore drops 31 points on Romeoville in a 68-34 win of the Nazareth holiday tournament

LAGRANGE — When talking about Niles West guard Samantha Galanopoulos, Romeoville coach Julio Carrasco summed it up best by simply saying, ‘wow is she good.’

The sophomore put on quite a show Thursday in the finale of pool play at the Nazareth Christmas tournament, scoring 31 points in a 68-34 victory over the Spartans.

After scoring 15 points in the opening half as the Wolves took a 39-20 lead into the break, Galanopoulos then rattled off six baskets in a row in the third quarter as the lead swelled to 57-26.

“First of all, we got rebounds and that helped a lot,” said Galanopoulos, whose season high is 34 points. “We also got deflections on defense and were able to beat them up the court. We moved the ball and my team-

mates helped me get open.”

Junior Tricia Pabst chipped in with 19 points.

“Sam is obviously our big scorer,” Niles West coach Tony Konsewicz said. “But when Tricia gets going, it really opens the floor up for the whole team.

She hit some big shots.”

Hailey Kipp chipped in with 12 rebounds and three steals and Sidney Hines totaled eight rebounds.

The Wolves split their opening two games of the event, defeating the host Roadrunners while falling to Plainfield East.

“We play in a very hard conference,” Galanopoulos said, “so this is a good way to get into the vibe of things, especially during break. This helps us see what we are made of and it will help a lot when we go back into conference.”

HINSDALE — Maine South boys basketball coach Tony Lavorato wishes he had Tommy Gardner available.

Gardiiner will be available, but not until next year. The 6-foot6 junior forward suffered a torn

ACL in the fifth game of the season and is out for the year.

The loss of Gardiner was a serious blow for the Hawks because Gardner was the team’s leading scorer and rebounder.

“He averaged 18 (points) and seven (rebounds) and now we’re looking forward to someone stepping up,” Lavorato said Dec.

Mistwood to sponsor Frontier All-Stars The Joliet Slammers presented

by ATI Physical Therapy are excited to announce their partnership with Mistwood Golf Club for two events relating to the All-Star Game festivities set for July 10-12, 2017.

Mistwood Golf Club will be the hosting venue for the Frontier League Commissioner Bill Lee’s Golf Outing on Tuesday, July 11.

The golf outing will run from 8 a.m. – 2 p.m. with lunch on site for golfers. The Home Run Derby

will follow and will be held at the Slammers Stadium at 7 p.m. that evening.

In addition, the Slammers will partner with Mistwood to host the Frontier League Hall of Fame Induction Ceremony and luncheon in the Grand Ballroom at Joliet Union Station, next to the ballpark. The ceremony and luncheon will be held on Wednesday, July 12 between 11:30 a.m. and 2 p.m with a guest speaker. The AllStar Game will follow later that

evening at 7 p.m. at the Slammers stadium.

“We are incredibly excited for the opportunity to be a part of All-Star week,” said Dan Bradley, General Manager at Mistwood Golf Club. “The activities the Slammers are planning for the week will bring energy and excitement to Joliet, and we are honored to have Mistwood and the Grand Ballroom at Joliet Union Station be involved.”

Frontier League staffs and 2017

All-Stars will be participating in both the golf outing and luncheon, with tickets available to the public for purchase at a later date.

Individual tickets for the Home Run Derby and All-Star game will become available in early spring.

Groups of 20 or more receive a significant game discount and can be reserved now by calling the Joliet Slammers Box Office at (815) 722-2287.

The event’s return marks 13

years since the last All-Star Game in Joliet. More than 500 fans from more than two hours away in addition to local fans are expected to attend the three days of festivities. The Frontier League All-Star Game is the premier event of the Frontier League each season.

“We lacked offensive aggressiveness,” Lavorato said. “We got to see if we’re going to get better.”

The Hawks still have plenty of size with 6-7 senior center Ryan Coffey, 6-7 junior forward Cody Miller and 6-5 senior guard Milos Ljilak.

But that trio combined for only 12 points. Coffey pulled down a game-high seven rebounds but attempted only one shot in the second half.

But none of those players could contain Westinghouse’s only big man, 6-6 senior Coreyoun Rushin, who poured in a game-high 23 points on 8-for-10 shooting.

Rushin made his first five shots and his final four, including a neat alley-oop with 2:41 to go after the Warriors (5-5) had seen their lead cut to 31-28 thanks to a layup by Essam Hamwi. Rushin tallied nine of Westinghouse’s final 11 points.

So who will step into a starring

role for Maine South?

“That’s a great question,” Lavorato said. “I’m looking forward to it, to find out who does.

“That’s the question of the year right now in our basketball journey, so we’ll see what happens.”

One player who could eventually be the answer is Hamwi.

The 6-0, 150-pound sophomore guard did his best to carry the Hawks to victory, coming off the bench to score 10 of his teamleading 16 points in the second half, including two of his three 3-pointers.

“Essam is doing a better job,” Lavorato said. “Right now he’s probably even, meaning for every good thing he does, he does something poor with regard to

defense or turnovers.

“We’ve got to get him to a plus situation, but right now he’s trying to fill that scoring gap. We like it, but the problem is he’s skinny, he’s slight and he gets tired.”

While Hamwi probably isn’t ready to take a leadership role, he may be forced into it.

“You don’t want to put a kid like that in a position that we’re putting him,” Lavorato said. “It’s very unfair. But with that being said, that’s what we’re doing to him.”

The Hawks did rebound in the second game of the tourament with a win over Glenbrook North.

The Hawks opened the game with a pair of three-pointers on their first two possessions and never looked back, winning 48-

31.

Miller paced the Hawks in the victory, finishing with a doubledouble of 16 points and 10 rebounds, while Michael George added eight points while Filip Bulatovic chipped in six points..

South then dropped its third game of the tournament, 50-41 to St. Charles East.

After playing to a 24-24 tie at the break, St. Charles East early in the third quarter and the Saints never trailed the rest of the way.

The Saints built a seven-point lead after the third quarter and held a doible-didgit lead early in the fourth.

Ljiljak tallied a game-high 14 points while Hamwi finished with 13 for the Hawks.

Junior Nicole Zalazko, the team’s tallest player, suffered an injury during the volleyball squad’s run to the state semifinals while freshman Jayla Turchin has been out with a back problem.

“This is a nice tournament,” Konsewicz said. “Our conference is very difficult so to see some new teams and good competition as well is fun.”

In the final game of the tournament, the Wolves fell 72-61 to Lincoln-Way West to place fourth.

Galanopoulos led the way with 22 points and was named to the All-Tournament First Team.

Pabst earned second team honors.

Credit cards are not an emergency fund DEAR DAVE, My husband and I are trying to follow your plan. We’ve paid off all of our credit cards, but he still doesn’t want to close the accounts and cut up the cards. Instead, he wants to keep them in a drawer and use them as an emergency fund. He grew up really poor, and I think he’s afraid of being poor again. We both know that’s not what you recommend, so what can I do to convince him to follow your advice?

LYNN DEAR LYNN, I think rather than trying to convince him, it might be a better idea to gently ask questions and talk things through. You said he grew up in poverty. What I’m hearing is that the cards represent a kind of security blanket for him. I can understand that. But if you had $10,000 set aside for emergencies, you’d have the security of knowing that a transmission repair on the car or a new water heater for the house would only be a minor inconvenience — and you wouldn’t have to go back into debt to make things right again.

Explain to him that what you’d like to do is replace the credit cards with your own money. You’d also be replacing what they do with a debit card. Ask him if there’s a reasonable amount you two could have in the bank that would take away his worry and stress. Talk it out, agree on the amount, and then agree that when you’ve saved up and hit that

JAY DEAR JAY, I’m not a huge fan of layaway plans, because they’re not really the solution to a problem. What’s wrong with just saving up and buying stuff when you have the cash?

I mean, Christmas comes at the same time every year, you know?

It’s not like it snuck up on you.

I know there are rare instances when particular items are on sale, and you can take advantage of it through layaway if you don’t have the cash at the moment. I don’t really have a problem with that kind of thing in rare instances. But I would not, under any circumstanc-

es, use a layaway plan that has fees attached. You might as well borrow the money if you’re going that route.

Here’s a good rule of thumb: if you don’t have the money, you can’t afford it. And make sure you don’t get into the habit of lusting after things you don’t own, because that lack of contentment is always tied to people being broke. Just don’t make plans like this a way of life, Jay. If you do, you’re liable to stay chained to layaway programs just like you’d be chained to debt!

— DAVE DEAR DAVE, My wife and I have been married for 12 years. Last month we found out she has terminal cancer and only six months to live. We’ve been fortunate enough to become fairly wealthy during our lives together, and she wants to buy me a boat.

We always went fishing together, and her last wish is for me to have the boat I’ve always wanted. Even with this prognosis, I’ll be okay financially when she’s gone. Still, I can’t stand the thought of this. It’s just too painful. Do you have any advice?

ANDREW DEAR ANDREW, Buddy, I am so very sorry. I hope you realize that you have the sweetest woman on earth for your wife.

Even with all she’s going through, her thoughts are of you and your happiness. That is one amazing lady.

The first thing I’d tell you both is to make sure your faith is intact.

Hug her a lot, and keep talking to, praying with, and loving on each

other. Be there for her all you can, and keep in mind that doctors can be wrong. It happens a lot, believe it or not, so don’t give up hope.

If she brings up the boat again, just smile and let her know it’s all about her right now. Remind her that she did the nicest thing possible many years ago when she agreed to spend the rest of her life with you. If she’s really stubborn about this idea — something tells me she is, and in the very best way possible — promise her that whether you win or lose this fight you’ll buy that boat someday and name it after her.

In other words, just tell her the truth and be real. If she goes home to be with the Lord, there might come a day down the road when the pain you’ll feel has dulled just a little, and you find yourself sitting on that fishing boat that’s named after her. That would be okay. I’m sure she would be smiling at you while you reeled in a big one. But you’ve got more important things to take care of right now — namely her.

GOD BLESS YOU BOTH, ANDREW. — DAVE DEAR DAVE, My husband has two trucks, one of which is a work truck at his construction site. It’s in really bad shape, and he wants to take $16,000 out of savings to buy another one. We only have $17,000 in the account. What should we do?

CAROLINE DEAR CAROLINE, Your husband wants to drain your savings to buy a $16,000 vehicle and roll it up to a construction site? I think this guy has been watching too many macho-man truck commercials.

According to Conor Desmond, another attorney working for LSL, the building would actually be purchased by the company’s corporate sibling, SNN Medical Group.

Legally speaking, LSL would be listed as a tenant.

And, as Klicker explained, LSL contends that the current property value—$8 million—is too high, and that it’s actually closer to the $6 million they paid for it.

But because the previous owner never appealed the assessment,

the county records don’t reflect it.

If the company appeals, that would decrease how much the village would get in property taxes.

But even then, Klicker said, it would still be more than if the building is assessed as vacant.

Commission member and former Niles mayor Robert Callero admitted that he wasn’t sure about granting the incentive in this particular case, because he wasn’t entirely sure the way LSL was planning to use the money justified by the incentive.

“I’m very much pro-business, but we have to be very careful, because of factor. Propety tax burden is shifted when we give out

6(b).”

But Callero said he wasn’t going to oppose it, either.

“We’re very happy to have you,” he said. “And I also know, being in business for many years, that 7.5 ft ceiling is hard to come by.”

When a Class 6(b) application is filed, any taxing body that might be affected by it has a right to make an objection.

John Pahlman, Niles Township High School District 219’s Director of Operations, told the committee that his employer will consider whether to file at all.

“We don’t have any comment,” he said. “We will discuss it with our attorney.”

Foundation receives $50K for scholarships Board of Trustees of Niles Township recently contributed $46,500 to Oakton Community College Educational Foundation The Board of Trustees of Niles Township recently contributed a check for $46,500 to the Oakton Community College Educational Foundation to support scholarships for students from Niles Township in 2017.

“We are grateful for the generosity of the Niles Township Board.

Through their generosity, students from Niles North and Niles West with a 2.5 GPA who demonstrate financial need will be able to attend Oakton full time and have the cost of tuition, fees and textbooks covered,” Oakton President Joianne Smith says, noting Oakton’s low cost of attendance-approximately $3,570 per year.

“The Niles Township Board is investing in our collective future by supporting these students.”

Approximately 2,300 Oakton students hail from the communities that make up Niles Township.

The “Niles Township Government Scholarship” awards $3,570 per year to 13 students who graduated from Niles North or Niles West High Schools. Niles Township Supervisor Marilyn Glazer adds, “The Township Board understands the challenges many local families face trying to send their children to college. These scholarship funds will be used to help District 219 students meeting economic requirements realize their dreams of higher education.”

All applicants for the scholarship will be vetted by Oakton’s scholarship committee, comprised of Oakton trustees, faculty, staff and directors of the Oakton Educational Foundation. Committee members read and score application essays, and the Office of Student Financial Assistance compiles the scores and determines the scholarship winners.

Niles Township Trustee Mark Collins initiated the Niles Township College Scholarship Fund, and the Education Foundation Supporting the Students of Niles Township was instrumental in putting Niles Township, Oakton and its educational foundation together to benefit student scholarships.

The director of the Education Foundation Supporting the Stu-

dents of Niles Township, Alyse Burman, who also serves on the Oakton Educational Foundation Board, says, “I am thrilled that we were able to put this valuable connection together between Oakton Community College and the Township for the benefit of our students.”

The “Dedicated to D219 Students Scholarship,” a separate scholarship created by The Education Foundation Supporting the Students of Niles Township, awards four $1,500 scholarships each year to graduates of Niles West or Niles North who received free- or reduced-lunches while in high school and who enroll at Oakton immediately following graduation. Unused funds from this scholarship will be carried over to the following year.

All scholarship recipients will be recognized at the Oakton Educational Foundation’s annual donor and scholar recognition banquet each fall. Scholarship winners can re-apply for the scholarship each year they attend Oakton.
