Here, the second in a two-part series that chronicles what kept people talking in the county in 2017:

MORTON GROVE PASSES SANCTUARY VILLAGE ORDINANCE When President Donald Trump issued the first in what would become a series of executive orders banning and limiting immigration from certain countries, it had repercussions beyond the communities directly affected by it.

Executive Order 13769, which was signed on Jan. 27, suspended entry for citizens of Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen for 90 days and suspended entry for Syrian refugees indefinitely. The ban affected citizens who lived in United States on some type of visa citizens with citizenships whose other citizenship wasn’t affected by the ban and permanent resident aliens – citizens of foreign countries that have Green Cards and are allowed to live and work in United States permanently.

(In the interest of full disclosure, this reporter is a Permanent Resident Alien and a citizen of Russian Federation) As the Bugle reported at the time, this led to a number of protests throughout Chicago area, including the Jan. 29 protest that was held near Morton Grove’s Muslim Education Center.

At the same time, Americans in Solidarity – Chicago, a group headed by Morton Grove attorney Jonathan Lahn, sent a letter to village officials proposing a “Sanctuary Village” ordinance and urging them to adopt it.

The ordinance would have prohibited Morton Grove Police Department from detaining suspects or honor federal warrants to detain suspects, based solely on their immigration status. It would have also baned all village employees from investigating residents’ immigration status, and it preemptively requires the village not to participate in a Muslim registry, or any other federal registry based on ethnic, racial or religious status. The ordinance emphasized that nothing there prevents detention of individuals based on warrant based on something other than violation of immigration laws.

As Lahn told the Bugle as the time, he sent the letter before the executive order was issued. He was inspired by what he saw as a “repugnant surge in anti-immigrant sentiment” in the months leading up to Trump’s inauguration. But the ban added fuel to the fire.

At first, the village didn’t respond to the letter, with Village Administrator Ralph Czerwinski telling the Bugle that it was reviewing the proposal. In April 24, the village board held a forum to gather input from the community. The estimated 160 people who attended were divided on the issue. The supporters of the ordinance argued that it would affirm village values and provide the force of the law behind what has been a less formal Morton Grove Police Department procedure. The opponents argued that there was no need for the law, and that all it would do is restrict the police. Several supporters said that they or

their parents came from countries affected by the ban.

Michael Simo, the Morton Grove Chief of Police, confirmed that his department already followed some of the principles set in the ordinance.

“We do not arrest people for federal civil violations,” he said at the time. “We don’t stop people to ask for their immigration status. We don’t hold people on ICE [detainer requests], unless that person is [accused of] a federal crime.”

In May, the village board wrote its own version of the ordinance. While it mirrored Lahn’s ordinance in many respects, there were differences. The village version makes the distinction between civil and criminal immigration offenses, the AIS-C version doesn’t.

And while AIS-C version would prohibit officers from cooperating with ICE investigations, the village version doesn’t include that language.

The ordinance was unanimously approved during the May 22 meeting.

NILES LIBRARY CHANGES NAME On July 1, the Niles Public Library officially changed its name to Niles-Maine District Library.

While the move isn’t unprecedented, library name changes are rare. The library board voted unanimously to change the name during its Feb. 15 meeting. This was done in order to better reflect the fact that the library also serves most of unincorporated Maine Township.

When Niles Public Library District was formed in 1957, it was a standalone municipal entity.

This meant that while it originally encompassed Niles, as the village grew, it didn’t automatically grow with it. In order to keep up with the growth, the district annexed many nearby unincorporated areas After several referenda, it grew to include most of unincorporated Maine Township and a small, triangle-like section of unincorporated Northfield Township between formed by Dearlove

Road, Milwaukee Avenue and Central Road.

The new name was chosen to reflect that fact, as well as the fact that the Niles portions are part of two separate townships – Maine and Niles townships.

Trustee Caroly Drblik wondered whether the library should add “Northfield” to the name as well, but then-Board President Linda Ryan argued that would make the name too cumbersome.

Leaving it at “Niles-Maine” would at least include most of the district. “[With the new name], we are including 90 percent [of residents],” she said at the time. “We were representing 50 percent.”

The name change was delayed until July 1 to coincide with the start of the new fiscal year. And while the library originally considered changing the logo as well, the board ultimately settled for a few minor tweaks.

NILES PARK DISTRICT OPENS NEW FACILITY, REVERSES INSTALLATION OF BASEBALL DIAMONDS This year, the Niles Park District opened the new facility on the northeastern edge of Niles and faced controversy over new additions to Oak Park While the park district operates Oak Park, the land is actually owned by the Village of Niles.

Since 1994, the park distict has been leasing it for a symbolic $1 a year. The terms of the lease indicated that the park would only be used for “passive recreation” and that the park district can’t build any “permanent building or structure” on it.

A baseball diamond in the northwest corner and a tennis court further south were there before the lease was signed, so those were grandfathered in.

In mid-June, the park district put in a new baseball diamond in the northeast corner of the park. As Tom Elenz, the Niles Park District’s Executive Director, told the Bugle a few weeks later, it was looking to build something it didn’t have a – a field sustainable for kids under the age of 10.

Park Ridge lowers tax levy again 8.9 percent decrease is second time in past two years

During its last meeting of 2017, the Park Ridge City Council voted unanimously to set this year’s property tax levy at $18,333,305 – an 8.99 percent decrease compared to last year. This marked the second time the city lowered its tax levy in the past two years. However, it should be noted that, while the overall levy was lowered, the portion of the levy that will go to the Park Ridge Public Library actually increased

They aired their complaints during the June 27 Village of Niles Board of Trustees meeting.

Because none of the contracts that were part of the project cost more than $25,000, the park district wasn’t required to go out to bid.

As the result, it didn’t show up in any Niles Park District Board of Commissioners meeting agendas, flying under the radar.

In July, Niles village attorney Danielle Grcic issued a “notice of default” to the park district, saying that it violated the lease.

And, when it was found that the permits were issued after the field was actually installed, the village revoked them.

During the village board meeting held later that month, saw a large number of residents and non-residents defended the diamond, arguing that it was desperately needed facility that would benefit the community.

As it is the case with municipal libraries, Park Ridge library usually decides what tax levy it wants to get, and the city levies it on its behalf.

At the same time, the park district was working on another facility further east. Loated at 7847 Caldwell Avenue, it was eventually LoVerde Sports and Recreation Center, after its long-time director and village trustee Joe LoVerde. It includes two indoor basketball courts, an indoor soccer field complete with an artificial turf, a dance studio and a currently unused multipurpose children’s activity room. As the park officials explained during the Nov. 4 grand opening, the new facility will allow park district to expand some of its athletic programs and operate them in the property it owns instead of renting facilities from someone else.

PACE APPROVES FIRST MAJOR FARE HIKE IN SIX YEARS The PACE suburban bus transit agency’s Board of Directors voted unanimously to approve a budget that included the first major fare hike since 2009.

Whether they’re using regular routes, premium routes, diala-ride services or paratransit services, riders will have to pay more per ride and per transfer.

The cost of PACE and PACE / CTA passes remains the same.

As previously reported by the Bugle, the fare increase is one of several steps the transit

percent. As library trustee Michael Reardon explained during the Nov. 27 Finance and Budget Committee of the Whole meeting, between that and the rising equalized assessed values throughout the city, they can ask for $900,000 more than they did in 2016.

The proposed levy was originally presented during the Nov. 27 meeting. During the Dec. 4 City Council meeting, the aldermen decided to reduce the General Fund portion of the levy, which funds most of the city’s regular expenses, by $200,000.

They also decided increase the firefighters pension funding by $150,506 and abate the portion of the levy that goes toward repaying Tax Increment Financing district debt by 90 percent. The later significantly reduced the debt service portion of the tax levy. Instead, the

agency is taking to make up for funding shortfall.

Agency spokesperson Maggie Daly-Skogsbakken told this newspaper that, while PACE understood that fare increase could hurt riders, especially paratransit riders, it was important for the transit agency to maintain its services and keep its capital projects on track. Without it, she said, PACE’s ridership might suffer in the long run.

On Jan. 1, 2018, the cash fares for regular routes will go up from $2 to $2.25, while Ventra card fares will go up from $1.57 to $2. The increase will be more dramatic for premium routes, going up from $4 to $4.50. Premium routes include commuter shuttles, a summer shuttle service to Six Flags Great America, and routes that link riders to Wrigley Field, Soldier Field and Guaranteed Rate Field on game days. Express shuttle routes 755 and 855 serve Plainfield, while routes 850 and 851 serve Bolingbrook. Route 768 and Route 775 provide express service to Soldier Field and Guaranteed Rate Field from Bolingbrook.

For the first time in recent history, the cost of transferring between routes will increase as well. The regular transfers will increase from $0.25 to $0.30.

The transfers between buses serving Joliet will remain free.

The surcharges for transfers between local and premium routes will increase as well.

Riders playing one-time fares currently have to pay $2.50, while riders with all passes except the 30-day Premium

city will use existing TIF funds to make that payment.

According to the Dec. 4 meeting notes, the fire pension fund’s the tax levy request was based on the assumption that the pension would be fully funded by 2044.

Meanwhile, the police pension fund’s tax levy request was based on the assumption that it would be fully funded by 2040. The aldermen decided to increase the fire pension funding in order to ensure both funds are fully funded by 2040.

The 2017 marked the second time the city council lowered the tax levy. In Dec. 2016, it lowered the tax levy by 8.14 percent.

The council cast the final vote to approve the levy during its Dec.18 meeting. Mayor Marty Maloney said that the city staff deserved credit for making the levy reduc-

Top 10 athletes from Illinois Special thanks to the Chicago Sun-Times for this week’s story.

Illinois has produced many outstanding and game-changing athletes, so it’s a tough job to create any top 10 list. The Illinois Press Association and Illinois Associated Press Media Editors enlisted longtime Chicago Sun-Times sports reporter Mark Potash for the job. Here is his list of the top 10 athletes from Illinois.

1. RED GRANGE, WHEATON The early days of professional football were not pretty or promising — obviously not televised but also casually recognized. The Bears and Cardinals were relegated to secondary pages of the sports sections in Chicago, with college football dominant and even high school football more prominent.

All things considered, no player from Illinois has had more impact on a sport than Red Grange. He was a four-sport star at Wheaton High School who scored 75 touchdowns. He became a superstar as a three-time All-American at Illinois who famously rose to the occasion of the big game when he scored four touchdowns in the first quarter against Michigan in 1924 at newly dedicated Memorial Stadium — a 95-yard return of the opening kickoff, plus runs of 67, 56 and 44 yards. In those days he was a larger-than-life star, his No. 77 was almost as famous as he was.

2. DICK BUTKUS, CHICAGO

The greatest tribute to Dick Butkus’s fabulous NFL career is that as time passes and the linebacker position evolves arguably more than any in football — bigger, faster, greater athletes with triple-digit career sack numbers — his stature continues to grow. The former Vocational High School and University of Illinois star still is No. 3 in most linebacker rankings. Some still say he’s the greatest linebacker to play the game.

He was named to the All-Pro team five times and the Pro Bowl eight times.

In 119 NFL games, he had 22 interceptions and 27 fumble recoveries. And the ferocity with which he played was real.

Buffone, who played next to Butkus for seven years, often recalled looking at a frothing Butkus on the field and thinking, “I’m glad he’s on my side.”

3. GEORGE MIKAN, JOLIET At 6-10, George Mikan was the first superstar of professional basketball — the first big-man who could run the floor and dominate at the rim on both ends.

His impact forced three rules changes: goaltending, widening of the lane and the 24-second clock. When he played with the Minneapolis Lakers in 1949, the marquee at Madison Square Garden said it all: “GEO MIKAN V/S KNICKS.” An awkward, un-athletic prospect from Quigley Prep/Joliet Catholic, Mikan flourished under Ray Meyer’s tutelage at DePaul, becoming a three-time All-American and two-time Player of the

Year in college. He won seven professional league championships, including one with the Chicago American Gears of the fledgling National Basketball League and six with the Lakers.

4. ISIAH THOMAS, CHICAGO The epitome of the head-strong, will-to-win Chicago point guard, Isiah Thomas parlayed his innate skills and determination into superstardom and championships. A west side native, he took St. Joseph High School in Westchester from anonymity to second place in the Class AA state tournament in 1979. He led Indiana to the NCAA title in 1981 and was the spark plug on the Pistons’ back-to-back NBA titles in 1989 and 1990. Thomas was a 12-time NBA all-star and was inducted into the Naismith Hall of Fame in 2000.

5. JACKIE JOYNER-KERSEE, EAST ST. LOUIS A basketball and track star at East St. Louis Lincoln and UCLA, Jackie JoynerKersee made her biggest mark in international track competitions, particularly the Olympics, where she won six medals in four different Olympics — including a silver medal in the heptathlon in 1984 in Los Angeles and gold in the heptathlon in 1988 in Seoul and 1992 in Barcelona.

She was named the greatest female athlete of all time by Sports Illustrated for Women in 1990.

LETTER TO THE EDITOR

Regarding the current NPD and Board There comes a point in time where we all have to admit to mistakes made and to the realization that sometimes we can no longer perform like we once did. Unfortunately for our current Niles Park District Commissioners, that time seems to be now.

As demonstrated through the news cycles on the subject, the Oak Park project resulted in disaster for all. The Park District spent approximately $125k on the construction, deconstruction, and legal fees related to the lease violation committed with the Village. Additionally, the series of events surrounding Oak Park shed some light into the interworkings of how the parks operate: permits not being obtained (although an active commissioner works in the permits department), social media bullying on the subject, and commissioners being disallowed from certain meetings related to Oak Park. Honestly, the Village would have been better off taking the park down on their own in an effort to save time and money, including that of the taxpayers.

This project, coupled with other new programs and rentals failures, are reasons why it is time for the Niles Park District Commissioners to come to the self-realization that it is time for change. Separate of their own issues, there also needs to be an evaluation of leadership, including the Executive Director position. Though the understanding of how to run the financial components of the parks may exist, Oak Park was the first project under new leadership. If Oak Park is any indication of what we can expect on future projects, then we need to rethink how the Executive Director position was filled and potentially open it up to others who have prior experience. Not to live in the past, but Niles had a very strong program under the previously leadership for 20+ years…

Three years ago, I ran for Park Commissioner and spoke positively about the parks and my vision to build upon that momentum. As a family man with kids who will grow up in Niles, I have vested interest in the success of our parks and programs. Unfortunately given the current climate, I now find myself struggling to find the same positive outlook.

OF 2017 A continued look back at the year in sports from July until December

QUEEN OF THE 3 Joliet native Allie Quigley was drafted by the Seattle Storm of the WNBA with the 22nd pick of the 2008 draft.

She was released by Seattle before playing a game, but rejoined the Storm for the 2011 season.

Last weekend, Quigley again returned to Seattle — only this time, she was the storm In front of more than 15,000 fans at Seattle’s KeyArena and several family members from Joliet, Quigley won the WNBA ThreePoint Contest and played in her first-ever WNBA All-Star game.

She beat out Sue Bird, Maya Moore and Jasmine Thomas in the opening round, then defeated Sugar Rodgers in the final to take home the trophy.

FOOTBALL POY OFFENSIVE POY When Maine South fell to eventual Class 8A state champions Lincoln-Way East in the state semifinals this season, it stopped the Hawks from defending its state title – this year in Huskie Stadium in DeKalb at Northern Illinois University.

For senior running back Fotis Kokosioulis, the loss only delayed him getting on Brigham Field by a few months.

The 5-foot-9, 173-pound running back has committed to play for Northern Illinois next season.

This year he put up 1,626 yards on 182 carries and 24 touchdowns and never fumbled the football.

He tacked on 31 receptions for 350 yards and five scores.

For his efforts, Kokosioulis is the 2017 Voyager Media Offensive Player of the Year.

He is an Illinois High School Football Coaches Association AllState selection for Class 8A, was the CSL South Offensive Player of the Year, is nominated for the Academic All-State team with a 3.54/4 GPA and is a candidate for the Illinois Gatorade Player of the Year.

For his career, Kokosioulis passed 2009 Voyager Media Player of the Year Matt Perez for school records with 3,952 yards rushing and 58 touchdowns as well as racking up 6,351 all-purpose yards and 73 total scores.

DEFENSIVE POY Benet Academy advanced to the IHSA Class 7A state semifinal game for the second-straight season this year and after suffering injuries on the offensive side of the football all season, it was the defense that really stepped up and helped carry the Redwings.

The Benet defense allowed only 17.5 points per game this season, including five games holing teams to less than 14 points and a pair of shutouts – including a blanking of No. 1 seed Rockton Hononegah on the playoffs.

At the center of that defense was senior Devin Petersen, who posted 167 tackles on the season, including 54 solo tackles. He had 12 tackles for loss, two sacks, four forced fumbles and one interception.
