CITY NEWS >> PARK RIDGE

City raises Minimum Tobacco Sales Age to 21 New law goes into place in Park Ridge on Feb. 1 BY IGOR STUDENKOV For the Bugle @BugleNewspapers nweditor@buglenewspapers.com

Starting Feb. 1, one will have to be at least 21 years old to buy cigarettes and other tobacco products in Park Ridge. The Park Ridge City Council voted 5-1 to increase the minimum sales age, which is currently 18. However, the aldermen decided not to increase the minimum age of possession, so residents ages 18-20 will still be able to buy tobacco products outside the city and smoke them in Park Ridge. The move came after the then-governor Bruce Rauner vetoed a state-wide sales age increase and Illinois General Assembly failed to override it. Ald. John Moran (1st) cast the only ‘no’ vote. He argued that, since all of the surrounding municipalities except Chicago still have the minimum sales age at 18, the

change was largely symbolic. But while his colleagues agreed that there was only so much a city-level ordinance could do, it would still be able to reduce smoking among teens, which made it worthwhile. The ordinance was originally suggested by the Park Ridge Community Health Committee at the end of 2017. The committee has been working with American Heart Association, Respiratory Health Association and Maine Community Youth Assistance Foundation to raise the age in order to get tobacco products out of the hands of high schoolers. As previously reported by the Bugle, while cigarette smoking has been decreasing across the board, the number of high school students smoking electronic cigarettes — or “vaping” — has been increasing. At the time, the aldermen decided to table the notion as they waited to see whether the change could be approved on state level. After Rauner vetoed it in November 2018 and the General Assembly didn’t have enough votes to override the veto, the city decided to go ahead with the vote. The ordinance that went before the aldermen during the Dec. 10, 2018 meeting of the

Procedures and Regulations Committee of the Whole simply changed the all references to age in the existing smoking regulations from “18” to “21.” But Ald. Charlie Melidosian (5th) pointed out that this would mean that young adults ages 18-20 would be fined for smoking them, and for having tobacco products on them at all. After some discussion, the aldermen decided to keep the minimum age of possession at 18 in order to be consistent with the proposed state law. While the bill was defeated in 2018, it is expected to be re-introduced this legislative session. The ordinance went before the city council for a final approval during the Dec. 17, 2018 meeting — its final meeting of the year. Teri Collins, the Executive Director of Maine Community Youth Assistance Foundation, argued that just ensuring youth have fewer places to buy tobacco products will make a difference. “You know, we have 18-year-olds [in high schools],” she said. “If we can limit access to 21, I think we could cut down on some of the access in the high schools “ When asked why her organization and other like-minded groups wanted to in-

crease the age of 21 in particular, Collins said that, while there might be merits to raising it further, it made sense to go with 21 because it would be consistent with how alcohol is treated under the law. Resident Myles Nugent said he was skeptical “All the kids [who] are smoking, e-cigarettes or not — they’re going to go to Niles and Des Plaines and bring it back,” he said. “Banning it here wouldn’t make a difference.” According to the city news release, the day of the meeting, Park Ridge Police Department worked with teen volunteers to see how well the city stores followed the restrictions as they currently exist. It found that while 13 stores didn’t sell cigarettes to minors, a 7-Eleven located at 976 N. Northwest Highway did. Normally, the law would kick in 10 days after it was passed, but after some discussion, they decided to push the date back to Feb. 1, 2019 to give Park Ridge Police Department time to bring city businesses up to speed about what the new law actually is, and give the businesses time to adjust signage accordingly.

COMEBACK

CLASSIC Notre Dame erases 15-point deficit to defeat ESCC rival St. Viator in Arlington Heights BY MARK GREGORY Editorial Director @Hear_The_Beard mark@enterprisepublications.com

Despite not having the services of Wright State University-bound guard Treyvon Calvin for its East Suburban Catholic League showdown, St. Viator seemed to be able to do as it pleased at home last Friday against Notre Dame. Behind a tremendous first half by Kent State signee Jeremiah Hernandez, the Lions opened a 15-point half time lead and appeared to be rolling to a an easy league win. Appeared being the key word. The Dons came out and played energeitc defense and hit shots in the second half and battled all the way back to claim the 54-52 win. “Our shots weren’t falling in the first half. We came out in the second half saying we had to hit shots and we had to guard,” said sophomore guard Anthony

That opened it up for me.” The win was one that Notre Dame needed after losing a few close games this season. “I thought we finished the second quarter better than we did the first and I think we had a little momentum going into the half even though the deficit was 15,” said Notre Dame coach Kevin Clancy. “We talked about being more aggressive, not only defensively, but offensively. COLUMN >> DAVE SAYS

You need actions, not words until your husband is willing to get rid of the camper and the truck, I’d hang on to the inheritance money DEAR DAVE, My husband and I have about $20,000 in credit card debt, plus payments on a new truck. We also have a camper he bought before we got married that we’re still making payments on. I recently received a $50,000 inheritance, and I’d like to use that money to help get us out of debt and open a savings account. My husband says he is onboard, but he keeps buying

things we don’t have the money for. I don’t want the inheritance to go to waste, so what can I do? TESSA DEAR TESSA, I want you guys to get control of your finances and have a better life, too. But until your husband is willing to get rid of the camper and the truck, I’d hang on to the inheritance money. Right now, you need more than his words—you need his

actions. At this point, the real issue isn’t the debt or the idea of using the gift you received to pay off the debt. The issue is you can’t see a future where your husband isn’t going to re-

peat the same financial stupidity. You need to have that future cleared up, and it isn’t going to be cleared up until he proves he has changed his heart and his ways. In his case, that means showing he has become a grown-up and isn’t buying toys he can’t afford anymore. I know where you are, and I know where he is right now. I’ve been there. Years ago, I was a “grown man” but I was still really a little boy buying things I couldn’t afford to impress people I didn’t even know. This guy likes stuff. He likes shiny trucks, shiny things to pull be-

hind shiny trucks, and that sort of thing. But it’s time for him to sell all the crap, grow up, and start putting you and your family first. Keep talking to him. Explain how important it is to you that you’re both on same page financially and in every other aspect of your marriage. Until he proves he’s ready to do that, though, I’d say just hold on to the inheritance money. —DAVE * Dave Ramsey is CEO of Ramsey Solutions.
