Board honors passing of former trustee Niles Village Board honors former Trustee Santo “Sam” Bruno

As last year’s final meting of the Village of Niles Board of Trustees got underway, the trustees paid tribute to one of their own.

Santo “Sam” Bruno, who served as village trustee of most of the 1960s, passed away on Oct. 2, 2017 at the age of 96. During its Dec. 12 meeting, the village board passed an honorary resolution, recognizing him for his leadership ability and dedication to the welfare of Niles. According to Katie Schneider, the Executive Director of the Niles Chamber of Commerce and Industry, a person who wished to remain anonymous donated $1,000 to her organization’s scholarship program.

Bruno was born in 1921. According to his obituary, he graduated from North Park College. He joined the U.S Navy in March 17, 1944, serving in the Pacific theater. He worked for Blue Cross Blue Shield for 34 years, retiring as Vice President of Special Hospital Accounts.

He was credited with helping to develop the first HMO concept.

A resident of Niles for over 50 years, Bruno was first elected village trustee in 1959, serving for two terms. In 1967, he was appointed to the Niles File and Police Commission, where he served as chair until 2009. The resolution notes that he served as a village Deputy Liquor Commissioner for five years and that, in 1992, NCCI named him its Citizen of the Year.

He also served as Chairman of the Maine Township Regular Democratic Organization from 1972 to 1994. In the resolution, Niles mayor Andrew Przybylo and the trustees praised Bruno for “provid[ing] excellent leadership and tireless dedication” to Niles. “The Village would like to express their gratitude for his distinguished service to our community,” the resolution stated.

Schneider announced the donation during the meeting. She told the Bugle that the donor simply wished to do something to give Bruno the recognition for his work.

Dollars for Scholars is a long-running NCCI program that grants two scholarships worth $1,000 a year for up to four years. The donation was enough to cover a scholarship for one student. The scholarship is open to all high school seniors who live in Niles and have a parent who works for an NCCI member business or work for an NCCI member business themselves.

The application period for this year has already started. Applications must be submitted by Feb. 5.

Manufacturer wins 2017 Green Business Award PolyScience, a Niles-based temperature control equipment manufacturer, won this year’s Green Business Award The annual award is designed to recognize local businesses that follow environmentally sustainable practices. As the board packet noted, this not only reduces harmful impact on the environment, but helps reduce electric and water utility costs. Kelly Gibbons, PolyScience’s Marketing and Customer Service Manager, accepted the award on her employer’s behalf during the Dec. 12 Village of Niles Board of Trustees meeting.

PolyScience was founded in 1963.

It started out as an importer of German laboratory equipment. By the early 1970s, the company earned enough profit to allow it to design and manufacture its own products.

Its temperature control equipment to laboratories, hospitals and manufacturers. Manufacturers use temperature control equipment to make a variety of liquid products, including motor oil, paint and shampoo. In the last decade, the company also branched out into cooking. Phillip Preston, the company’s current owner, became interested in sous vide – a technique where the food is cooked slowly in airtight plastic bags under lowerthen-average cooking temperature.

He decided to see if he could reconfigure PolyScience’s existing cooling equipment to heat the food up.

Since 2007, the company has been working to become more environmentally friendly and energyefficient. According to its Green Business Award application, in 2014, the company instituted a new Environmental Management System Policy, which set procedures for recycling of scrap materials, organic fluids, waste water and used oil, using pH to neutralize waste fluids, and reusing refrigerant. PolyScience also put more energy-efficient light bulbs in its light fixtures, improved energy efficiency in some of its equipment, made some interior lighting motion-activated to reduce energy waste and replaced cardboard packaging inserts with bio-degradable foam.

Library budget process discussion at impasse ‘If I thought I need to start with explaining piece by piece, we can certainly do it’

After a nearly hour-long discussion over how it should handle budgeting, the Niles-Maine Library Board of Trustees ended 2017 in the same place as it has been for much of the past year.

Trustees Carolyn Drblik and Dennis Martin both argued that, when the board considers a budget, trustees should have more details about how the library staff spends its money. In the past, Drblik had argued that it would give the board a better idea as to what aspects of library operations can be cut in order to reduce the tax levy. Martin argued that this would make the budgeting more transparent.

During the Dec. 13, 2017 board meeting, library director Susan Lempke pushed back on the idea, arguing that it would infringe on what the board hired her to do – manage the library’s operations.

And other trustees – most notably board treasurer Tim Spadoni – wondered whether it was worth the time and effort. While Drblik considered making a motion to “create a budget process,” she ultimately decided to talk to Greg Pitz, the library’s Business Manager, before proceeding any further.

As Lempke explained during the Dec. 13 meeting, for most of her time working for the library, the process of setting the budget was largely informal, with department heads talking to the library director and figuring out how much money they needed. But that changed once she became a director.

“One of the things Greg and I set out to do is to formalize this process,” Lempke said. “We asked [department supervisors] to think ahead of what the needs of their departments are going to be and to tell us about it in some way.”

Since then, the supervisors did just that – either verbally or in writing.

Drblik said her issue with the

way the library currently handles budgeting is that, she felt board members don’t get enough details about what each department is planning to spend.

“As we go through budget, we look through one line item - a number,” she said. “We have no idea what it represents; so we couldn’t even tweak numbers, because we lack that information. Budgets from other governmental agencies all begin with a process where identifying how they fared last year and what new goals or what they like to purchase for the upcoming year. We have nothing from them to understand what they’re doing now.”

Drblik said she wanted every department to prepare documents detailing what they spent the past fiscal year and what they hope to spend the next fiscal year. It would also include how much the library spent on each program and how many patrons took part in them.

“These programs you talk about - there’s a lot involved in these programs,” she said. “How do you ascertain, or justify, what we spend and what the outcome was? There has to be a report that’s submitted.”

Trustee Linda Ryan, who works as a librarian at Maine South High School, argued that much of the information about the library spending is already presented to the board every month.

“It shows exactly how much they spent this month and what they spent year-to-date,” she said.

“So we see, basically, what they’re spending, plus we see the criteria that breaks it down even more once we get to actual vendors. So I’m not exactly sure what more of a breakdown you’re looking for.”

Lempke said that, when preparing a budget, she operates under an assumption that trustees are familiar with everything mentioned in those reports. She also noted that all trustees have access to copies of library checks and receipts.

And she said that, during the budget process for the FY2017 budget, she specifically tried to have more information.

“If I thought I need to start with explaining piece by piece, we can certainly do it,” Lempke said. “In fact, I did try to make the binder have a lot of background informa-

tion because we had some new trustees [elected].”

Martin said that he felt that having a department-by-department budget breakdown seemed reasonable. Lempke responded that, in the library, it isn’t always easy to separate out which expense falls under which department.

Martin then asked what she would do if, for example, the board asked her to cut the budget by five percent.

“It would not be on department basis, it would be on the entire library,” Lempke replied. “It would be hours the library is open. It would be something like that, not a departmental thing.”

When Drblik pressed her about the budget process, the library director explained that she had no intention of making the reports department heads submitted to her available to the board.

“One thing that I promised them is that this is for our eyes only, that they could be frank about what they were thinking,” Lempke said.

“Under the [Freedom of Information Act], preliminary documents are opinions that are not FOIAble.”

As she saw it, this represented a trustee overreach.

“Whatever information we got from the supervisors, I try to formalize it,” Lempke said. “But I have to say, whenever you say- ‘well, I’m going to stick my nose in that, and I’m not going to believe that you, as a director, are not going to make this decision, because I, as a board member, am going to make that decision.’ - then you make me want to tell my supervisors ‘do not put anything in writing, don’t tell anything.’”

Board President Karen Dimond said that she felt that preparing more detailed reports would consume more hours, but she was willing to discuss it.

While Drblik said that she felt that Lempke’s and trustees’ comments showed that they “don’t understand how to go about a budget process,” Martin tried to strike a more conciliatory tone.

“I’m not here to tell Susan how to do things,” he said. “She runs the library, she should be able to proSEE LIBRARY PAGE 11

Mining history in S.Illinois

BY CASEY BISCHEL OF THE BELLEVILLE NEWS-DEMOCRAT Louis Joliet and Pere Marquette, returning from an expedition on the Mississippi River in 1673, were the first explorers to notice the combustible material that would shape the Illinois economy. The coal just sat there on the surface like lowhanging fruit near Utica along the Illinois River.

The first mine appeared near Peoria not long after, but it wasn’t until 1830, when coal from Belleville found a market in nearby St. Louis, that the industry took off, according to Keith Weil and Alvin K. Grandys, who wrote the 1976 Illinois Coal Digest, a publication from the Illinois Department of Business and Economic Development.

Coal grew by leaps and bounds over the decades. In the 1850s and 1860s, railroads opened lines to new customers and the Civil War. Later, Weil and Grandys write, the formalization of geology and the appearance of the steam engine made coal easier to find and dig.

The mines attracted tens of thousands of workers, many of whom were exposed to the dangers of an unchecked industry. As mine collapses and explosions claimed hundreds of lives, new vitality sprang into labor unions that went on to fight for better safety and health care.

Early mine collapses, the result of apathetic owners, encouraged miners to organize but still produced few gains, according to Rosemary Feurer, a history professor at Northern Illinois University. Reforms went unenforced, and even a nascent form of workers’ compensation, the victory of a particularly deadly episode in Cherry, in the northern part of the state in 1909, barely compensated widows from a legal judgment.

Every law “was written in blood,” said Bernie Harsey, president of the United Mine Workers of America Local 1825 in DuQuoin.

Harsey also fought for a better way of life for miners. In 1993, management wanted to reduce health care benefits, so the union went on strike, and Harsey was out of work for six months. If the strike didn’t happen, he said, he didn’t think he would have health insurance coverage.

Harsey, who started in the coal industry in 1973, said he’s used between $2 million and $3 million in health insurance to cover his family for everything from cancer to a kidney transplant.

“We wouldn’t have that without our labor disputes,” he said.

Health care was one of the items that miners fought hardest for, and in 1946, John Lewis, the leader of the United Mine Workers of America, negotiated legislation that secured cradle-tograve health care coverage for its members that was guaranteed by the federal government.

Recently, that compromise came under threat when Peabody Energy filed for bankruptcy in 2016, the latest in a series of coal companies to fail. After a temporary stopgap that saved health insurance for 22,600 retired miners, their widows and children, Congress finally saved the deal in April 2017.

Today, the “Promise of 1946,” a term the Krug-Lewis Act acquired relatively recently, seems sacrosanct, but miners at the time wouldn’t have seen it that way, Feurer said. Throughout Lewis’s tenure, the UMWA grew closer to management, and the organization became more bureaucratic. Inspired by these trends, a more rebellious wave of labor action in the 1960s won the Federal Mining Safety Legislation of 1974, an improvement to narrower and weaker bills passed in 1951 and 1969.

For as much as miners sacrificed for their benefits, others who weren’t covered sometimes sacrificed just as much, as companies pit workers against themselves by bringing in different ethnic groups to undercut wages of more established groups. The 1922 Herrin Massacre stands out as the one of the most violent episodes of labor violence in which union members shot and killed 19 strikebreakers.

The first people to mine in Illinois were slaves, Feurer said. Other early groups to settle the area were English, Scots-Irish and Irish, people who’d struck out with the poor soils of Appalachia, according to David Conrad, a history professor at Southern Illinois University Carbondale. From 1890 to the early 1920s, eastern and southern Europeans settled the area next. After the Civil War, African-Americans came north only to find that “southern Illinois was not greatly different,” Conrad wrote in “Tell Me A Story: Memories of Early Life Around the Coal Fields of Illinois.”

As evidence of coal’s importance to the economy and culture of Southern Illinois in particular, the first mining union, the American Miners’ Association, began in West Belleville in 1861.

Since then, Illinois has produced

many generations of miners, and today, as a lack of opportunities clamps down on the region, it ensures that only an eager, if smaller, generation will continue the dangerous work.

Only, they won’t belong to the UMWA anymore, Harsey said. Not a single member works in any mine in Southern Illinois.

About 98 percent of workers who belong to the Local 1825 are retired now.

The other 2 percent, about 10 people, are waiting for work on the inactive list.

It’s been this way since 1997, when the mine reached the end of its property and there was nothing more to dig.

“We knew the day was coming,” Harsey said. “You just get on with life.”

The future of coal mining in Illinois is bleak for workers, and although many believe the industry’s freefall began only recently, it peaked in the 1920s, and has been declining since, Conrad said.

In 1930, a whopping 185 coal mines employed 51,200 people who produced 52 million tons of coal. By 2015, just 19 mines employing 3,600 people produced 55 million tons of coal, according to the Illinois Department of Natural Resources.

While coal production varies from year to year, the number of workers has declined steadily. Technology and natural gas, the two biggest culprits for the industry’s current decline, were blamed 100 years ago, too, as trains became more efficient and other fuels found new markets.

After Harsey’s mine shut down, many workers were let go, but some stayed on for the next five years to work on land reclamation. Harsey worked with the operating engineers’ Local 5 for 10 more years.

“For me, only working (seven or eight) months out of the year, I was more fortunate than the others,” he said.

Local 1825 may be out of work, but it still celebrates the history of Illinois coal mining. Every year on April 1, it gets together to celebrate the victory of an 8-hour workday. In 2017, about 175 people showed up.

“We had a good turnout,” he said.

“This traffic safety measure is a common-sense solution that removes potential obstructions from the front and side windows of a vehicle prior to being driven off the lot of an automobile dealer,” said White. “We want to make sure that the driver’s vantage point is not impeded in any situation.”

White noted the bill stems from the tragic death of Brendan Burke, who was killed in a car crash by a motorist test-driving a vehicle that had decals and pa-

perwork blocking his view.

“Safety of drivers on the road must never be compromised,” said Martin Dolan, attorney for the Estate of Brendan Burke.

“This law continues to protect Illinois citizens by eliminating obstructions on the windows of vehicles on a test drive. Brendan Burke’s family is confident this law will save lives.”

IDPH Posts CDC Legionnaires’ Disease Report SPRINGFIELD – The Illinois Department of Public Health (IDPH) has posted the most recent Centers for Disease Control and Prevention (CDC) report addressing the Legionnaires’ disease cases at the Illinois Veterans Home in Quincy (IVHQ). CDC generated the report after a visit in December 2017 by environmental health and infectious disease specialists to IVHQ. IDPH requested on-site technical assistance from the CDC after confirming Legionnaires’ disease cases and this report addresses the complexities and persistence of Legionella and how the State of Illinois has taken appropriate action.

Since 2015, IDPH and IVHQ staff have committed considerable time, effort, and resources to implementing a water management program that has reduced both the number of Legionnaires’ disease cases associated with IVHQ and the amount of detectable Legionella in the water systems.

The IVHQ water management team continues to follow a comprehensive water management plan and implements appropriate contingency responses when cases are identified by modifying

Secretary of State Jesse White’s legislation allowing 16- and 17-year-olds to register for the state’s First Person Consent Organ/Tissue Donor Registry when they receive their driver’s license or identification card will take effect on Jan. 1, 2018.

“Our main priority is to save lives,” said White. “Thousands of Illinoisans are waiting for an organ. Those who are waiting are someone’s mother, father, daughter or son. This new law is an important step in reducing the number of individuals on the waiting list.”

Under current law, an individual must be at least 18 years old to join the First Person Consent Organ/Tissue Donor Registry.

The legislation amends the Illinois Anatomical Gift Act allowing 16- and 17-year-olds to join the registry.

Those who join the registry will receive a letter of thanks from the Secretary of State’s office, and Secretary White encourages 16- and 17-yearolds to use this letter as a basis for discussing their choice with their parents.

By joining the First Person

Consent Organ/Tissue Donor Registry, 16- and 17-year-olds will be giving consent to donate their organs and tissue at the time of their death with only the single limitation that the procurement organizations (Gift of Hope Organ & Tissue Network and MidAmerica Transplant) must make a reasonable effort to contact a parent or guardian to ensure they approve of the donation.

The parent or guardian will then have the opportunity to overturn the child’s decision.

Once the 16- or 17-year-old turns 18, that decision would be considered legally binding without limitation.

There are 47 states that have enacted this legislation.

In 2016, more than 350,000 16- and 17-yearolds in Illinois were issued driver’s licenses and identification cards.

“Approximately 4,700 people are on the waiting list in Illinois and about 300 hundred people die each year waiting for an organ transplant,” said White. “One person can improve the quality of life for up to 25 people.

Currently, 6.3 million Illinoisans are registered with the state’s registry.”

Back for their second season at the Plano Christmas Classic, Northridge Prep entered the tournament as a No. 6 seed hoping to make some noise in one of Chicagoland’s most competitive mid-size school tournaments.

However, with the seeding meeting having taken place on Dec. 13, it’s almost impossible to know what you’re going to get and Northridge Prep ran into a LaSalle-Peru team that made it all the way to the tournament semifinal. They’d go on to rattle off wins on each of the following two days, but a chance to end the tournament on a high note didn’t go as expected on Saturday.

Northridge Prep lost to Ottawa, the defending tournament champions, in the 9th-place game of the 24-team tournament on Saturday by a final score of 48-39. Still, Knights coach Will Rey saw some general positives in the experience as a whole.

“It’s a great tournament.

There’s good competition and it’s well run,” Rey said. “I feel like we’ve gotten something out of the tournament both years. Last year we finished 2-2 here as well and went on to finish 22-6 on the season, so we’re looking for-

ward to getting back into league play and competing hard in our league.”

Hot shooting on behalf of the Pirates put Northridge Prep in a huge hole early, as Ottawa raced out to a 17-3 lead. They’d go on to hit seven three-pointers in the first half while simultaneously holding the Knights to 27 percent from the field.

Northridge Prep guard Joe Thursby had been a major part of the team’s offense in the three previous games, averaging 16.6 points per game. However, he was held scoreless in the first half and that made things difficult for the Knights in the halfcourt and they went to the break trailing Ottawa 30-16.

“They did a good job, but I think we could have done a better job. People have been going after him all season so we have to do a better job of running our offense and getting good looks for everybody,” Rey said.

Thursby didn’t get into the scoring column until there was 1:20 remaining in the third quarter, but when he did he managed to knock down a pair of three-pointers on back-to-back possessions to cut the lead to 40-33 and that score would hold going into the fourth quarter.

Rey secured his 250th victory in his 14th season against Lisle on Thursday and Thursby was named to the All-Tournament team.

“You come here for four games and it’s an opportunity

to learn a lot about your team and what you need to do to get better,” Rey said. “For us the bottom line is competing in our conference and trying to win a conference championship and I think we learned from this tournament that we can compete at a high level.”

It’s all just in buckets, and that’s because they know that he’s an extremely competent person. And [library] staff - they manage their departments, they judge whether their program has been successful or not.”
