Morton Grove Village Board votes to decriminalize small amounts of marijuana

The resolution was originally introduced during the board’s June 8 meeting. It applies to cases where residents are caught growing, selling, giving away or otherwise possessing less than 30 grams of non-medical marijuana.

Instead of being arrested, violators will now be fined between $100 and $750. Board documents showed that the resolution was recommended by village staff. That recommendation stated that residents who are arrested for possession of small amounts of marijuana should have the charges dismissed. The village added that fines would free up police resources and may act as a better deterrent.

The village of Niles Board of Trustees gave the go-ahead to negotiate a new water supplier agreement with Evanston at its June 23 meeting.

The village is working with Morton Grove, which authorized the negotiations two weeks earlier.

The two villages hired Gewalt Hamilton Associates, a Vernon Hills-based engineering firm, to advise them on the engineering aspects of the negotiations.

“This is a real legacy project,” he said. “It’s not even a guess – I have it on good authority that it’s going to save money.”

If the negotiations are successful, Niles and Morton Grove will issue bonds to pay for the costs necessary to bring Evanston water to their sewer systems. The new pipeline would run from Skokie’s existing connection to Evanston, largely following Oakton Street.

Once in Niles, the pipeline would turn south on Harlem Avenue until it reaches the village’s water treatment plant near the intersection of Milwaukee and Touhy avenues.

sole alternative option. In May, WRB advised Niles and Morton Grove that, while connecting their sewers to Evanston would be costly, the two villages would spend less in the long run if they made the switch from Chicago.

Morton Grove’s board of trustees voted June 8 to begin official negotiations with Evanston. During its June 22 meeting, the board voted to hire Gewalt to advise the village on any engineering issues that might come up during negotiations.

A day later, the Niles Village Board voted unanimously to begin negotiations and to hire Gewalt for engineering advice.

Both villages will be advised by WRB and consulting firm Holland and Knight LLP. Each village will pay Gewalt no more than $33,000 for its services.

Village considers increases to several taxes Village says proposal will boost revenue without raising property tax

The Morton Grove Board of Trustees is considering raising most village taxes, stopping short of a property tax increase.

During its June 22 meeting, the board held first readings for a series of resolutions that would increase the village sales tax, motor fuel tax and natural gas use tax. The village said the proposal is one way to increase revenue and reduce dependence on property taxes.

Tom Friel, village administrator pro-tem, said the increases would bring about $1 million in extra revenue. However, he was quick to emphasize that those are conservative estimates, and the actual number could be higher.

Friel, who also serves as Morton Grove Fire Department chief,

gave a presentation outlining the proposal. He explained that the village has a number of long-term capital projects planned for the next four fiscal years.

The village expects to spend approximately $20 million on renovations to the police department and village hall, about $250,000 on vehicle and equipment purchase, and $1 million on street improvements.

Friel said the village also expects to pay between $1 million and $2 million on sewer improvements.

If Morton Grove decides to switch its water suppliers from Chicago to Evanston, the improvements will include work related to connecting Morton Grove sewers to pipes that currently carry water from Evanston to Skokie.

Friel also noted that the current Illinois state budget proposal calls for a decrease of Morton Grove’s share of the state income tax, which

could put further strain on village finances. He said the village wants to raise money without raising property taxes; that means finding other sources of revenue.

Village staff surveyed municipalities throughout Chicagoland to get a sense of what sort of taxes they charge, Friel added. Staff looked at Niles, Skokie, Lincolnwood, Des Plaines and Evanston, among others.

The first tax the village proposed raising is the business occupation tax – a sales tax Morton Grove levies against everything except vehicles, groceries, medical sales and medical supplies. The tax was first levied in 1991 and last increased to 1 percent in 2003, according to Friel. The village proposal calls for it to be raised to 1.25 percent.

“This is the equivalent of what our neighbors Niles and Skokie are charging,” he said.

The next tax considered was the motor fuel tax, which Friel said was introduced in 2003 and last raised in 2005 to 2 cents. The village proposal calls for increasing the

Board Briefs: New rules for employees who lose license

The village board approved new procedures for handling village employees who lose their driver’s licenses.

The new rules, which will be incorporated into the village’s employee handbook, state that if an employee loses their license and their duties require them to have one, he or she will have 45 days to get it back. In the meantime, the employee may be reassigned to a position that doesn’t require a license.

If there’s no position available, the employee would be placed on leave, where he or she would be required to use their vacation time, compensatory time or personal hours.

If the employee is unable to get their driver’s license back after 45 days, the village would have to decide to either permanently reassign the employee to a position that does not require a

Upon receiving the check, Tony Hollenback, director of the department, thanked the Lions Club for its generosity.

“We really appreciate your support,” he said.

The pantry is located on the third floor of the Niles Civil Center and

is open every weekday from 9:30 to 11:30 a.m., and between 2:30 p.m. and 4:30 p.m. on Mondays, Tuesdays and Thursdays. In addition to food, the pantry hands out hygiene supplies and some clothing.

At that rate, Morton Grove would be at the same level as Des Plaines and Evanston, and lower than Skokie’s 5 cents per gallon, according to Friel.

Finally, the proposal calls for increasing the natural gas use tax, which has not been raised since it was introduced in 2002.

If the proposal is approved, the tax would be raised from 2 cents per term to 5 cents per term, which places it at the same level as Skokie’s tax.

Village estimates showed that the increase would amount to an average of $4.50 per household.

The village board is expected to vote on the proposal, which Friel urged the trustees to approve, at its next meeting.

“We feel that user taxes will maintain parity with our

neighboring communities while assisting our residents by keeping property taxes in check,” he said.

New village clerk Morton Grove Social Services Committee chair Connie Travis was officially appointed village clerk at the June 22 meeting.

The position became vacant after Village Clerk Ed Ramos was elected to the board of trustees in April. Travis will serve out the remainder of Ramos’ term, which ends in two years.

After being sworn in, Travis thanked Morton Grove Mayor Dan DiMaria, as well as members of her family. She promised to take her responsibilities very seriously.

the main building. During the recent renovations, the building was reconfigured to include study rooms, a dedicated teen space and a media lab, among other changes. Under Morton Grove law, the library has a right to expand into commercial areas but it must file a special use permit before getting the go ahead. The permit was granted on the conditions that the library complies with the village engineer’s recommendations.

The library will also be required to submit any plans to reduce parking at the building for village staff review.

The word dominant is often thrown around too much in the world of sports.

However, when it comes to Downers Grove South’s Caroline Hedgecock, it may be an understatement.

The junior lost only one game on the pitching rubber this season, winning 15. Her lone loss was a 5-4 defeat in the IHSA Class 3A Supersectional to eventual state champion Marist.

On the season, she posted a 1.12 ERA with 136 strikeouts in 94 innings At the plate, Hegecock batted .543, posting 57 hits in 105 at bats. She scored 45 runs, had 14 doubles, 5 triples, 10 home runs and she drove in a school-record 68 runs.

For her success, she is the 2015 Voyager Media Softball Player of the Year.

“She had a wonderful year for us, not only pitching, but also hitting.

She hit third in our lineup and was instrumental to our offense,” said South coach Ron Havelka. “When she was on, not many teams could hit her very well, in fact there were many games where the ball was never even hit out of the infield.”

Hedgecock, a University of Maryland commit, had a rare ability to separate her mental game in the circle and still focus at

the plate.

“There wasn’t really one thing,” she said. “I focus a lot on pitching and hitting is extra for me, but when they both are working, it’s a blast for me.”

She credits her RBI record this year to those hitting ahead of her in the lineup.

“Our first two batters put up amazing numbers this season and were almost always on,” she said.

“Hitting is contagious and that really helped.”

Steph aBeLLo The senior catcher leaves Benet as owner of the IHSA’s all-time record for career home runs (60) and is the career school recordholder for RBI with 211. This season, the University of Illinois recruit slugged 13 homers and had 44 RBI to go along with a .379 average.

Jen aMeS Joliet West senior second baseman batted .435, with 13 home runs, 30 RBI, 32 runs scored with an on base percentage of .474.

Ames struck out only nine times in 108 at bats. In the field, she posted a .957 fielding percentage.

Plainfield North senior batted .424 with six homers and 31 RBI. Was a three-year varsity starter and is continuing her career at St. Ambrose University.

The junior’s switch to shortstop from third base this season was flawless, as was her production at bat for Downers South. One of three Mustang batters to hit over .500 this season (.526), LoBianco slugged eight homers (second on the team) and drove in 57 runs.

The senior All-CSL South pitcher and outfielder “really came into her own this year,” said Niles West coach Nicole Reynolds. She was the Wolves’ No. 1 pitcher (10 victories in 2015) but also was one of the club’s leading hitters with a .420 average and six homers.

She struck out only six times all season.

The freshman from Resurrection in Chicago was an All-GCAC pick this year who led the Bandits in eight statistical categories, including batting average (.448), stolen bases (22) and runs scored (36).

“Joanna was the table-setter for our offense,” said Resurrection coach Fred Angelini. “She could bunt, slap, or hit for power.

On defense, Joanna made the transition from center field to shortstop look easy using her strong arm, her great speed and an explosive first step.”

On the season, she batted .386 with a .466 OBS and a .632 slugging percentage. She had 26 RBI, 44 hits, five home runs and scored 31 runs.

In the circle, she posted a 17-8 record with a 2.18 ERA with a 1.14 WHIP. She had 174 strikeouts and only 38 walks.

The sophomore catcher from Plainfield Central batted .403 with 33 RBI, four homer and 12 doubles. She added a .974 fielding average.

Brooklyn Daly Daly, a sophomore from Plainfield Central, picked up her second regional title win on the mound this year. She went 26-4 on the mound with a 1.75 ERA and 186 strikeouts. At the plate she hit .385 with 15 RBI, eight doubles and a pair of homers.

Alyssa Hajduk Junior batted .308 on the season for Minooka, with 10 stolen bases, 10 RBI and 16 runs scored. She was a dominant pitcher in the SPC, posting a 13-6 ERA with a 1.07 ERA, while notching 176 strikeouts in 140 innings.

HALLIE HOLLATZ She posted a .466 average for Lockport. On the season, she tallied five doubles, two triples, six home runs, while collecting 29 RBI and scoring 30 runs. Defensively, Hollatz posted a .962 fielding percentage.

JEN JACOBSON She batted .455 with a .607 on base percentage for Bolingbrook.

She will play next season at the University Wisconsin-Stevens Point

Hannah Kalnicky The Plainfield East sophomore hit .398 with 47 hits, 10 doubles, two triples, four homers, 25 RBI and scored 33 times.

Kristin Lea There wasn’t an easy out in Downers South’s lineup this season, and the junior outfielderinfielder was chief among them.

Lea, a junior, hit .574 and totaled 81 hits—a new single-season school record, eclipsing the old mark of 72 set by University of Wisconsin star Marissa Mersch in 2012. In addition, her 28 doubles tied her for the most two-base hits in a single season in IHSA history, and she was second on the team in RBI with 59 while hitting in the No. 2 spot.

Megan Lotarski Bolingbrook senior dominated on the mound to the tune of a 12-8 record with a .66 ERA in 137 innings pitched and broke the 200 strikeout mark in the playoffs. She will play next season at Western Illinois University.

“She has been a silent leader on the team leading by example on the field,” said Maine South coach Emmy Paiser. “At the plate she has taken the three spot as her own. Just stepping up to the plate, Courtney gave our team a confidence boost. In the outfield she has consistently made difficult plays look simple.”

“Michaela had an incredible year for us,” Campbell said. “She played 14 conference games without an error at short, she is our team leader, every ball put in play you hear her directing her teammates where to play the ball.

She is the spark for our team in the leadoff spot and the team’s leading hitter for the second year.

She works hard at practice and helps make everyone better.”

MIkey SInnot A junior from Plainfield East, Sinnot batted .427 with 47 hits, 13 doubles, three triples, four homers, 28 RBI and scored 32 runs.

eMILy SuwanSkI Suwanski, a four-year outfield starter for coach Emmy Paiser’s Maine South Hawks, hit .500 in an injury-free season—her first since being on varsity.

“The past three years she has missed a month or more due to three different injuries,” Paiser noted. “This year she continued to work hard and was injury free doing what we always knew she could do. Emily was a leader with a voice, always getting the team going or making sure they were doing what needed to be done.”

EMMA VARSBERGS The senior third baseman for Downers North belted six homers and hit .384. She was an All-West Suburban Conference pick, and

will be playing collegiately at the University of Indianapolis.

“Emma is of most coachable kids I’ve ever had,” said DGN coach Eric Landschoot. “She’s good at staying composed but has her own way of showing her competitiveness. She hit some balls this season that are rare to see a high school softball player hit. I’m sure she’ll jump right into a playing role as a freshman (at Indianapolis).”

Zoe varSBergS Emma’s younger sister, the sophomore first baseman established herself not only as one of Downers North’s top hitters in 2015, but as the focal point of the Trojans’ lineup for the next two seasons. She sported a.461 average with two homers, 24 RBI and a .506 on-base percentage. Zoe has already verbally committed to Northern Illinois.

BIanCa voZenILek Vozenilek, a sophomore pitcher from Plainfield East, shut out Downers North to win the regional title. She went 20-9 with 206 strikeouts and a 1.82 ERA.

eMILy york York was a four-year starter at Benet, and her coach, Jerry Schilf, marvels at her defensive play, calling her “the best first baseman in the area. Defensively, she’s phenomenal first basemen.

She singlehandedly kept us in many games because of her glove.” York also was a force at the plate, hitting a career .470 with 31 homers.

Richard was instrumental in maintaining the Garden’s Bonsai display, learning much from his bonsai mentors and was executive vice president

of the Midwest Bonsai Society, as well as helping with many other Garden events.

He loved people, telling stories, and was always there to lend a helping hand anytime someone needed him. He will be missed.

Those regulations, which are still intact, prohibit selling such paraphernalia to residents under 18. Retailer that sells such paraphernalia also must obtain a license and keep records of every purchase.

Whether summer is your time to catch up on weighty classics or breeze through light and speedy reads, the Morton Grove Public Library will find you plenty of fun books to take along to the beach.

Trustee Bill Grear also noted that other nearby municipalities, including Chicago, have similar ordinances.

Under the newly approved ordinance, residents caught with small amounts of marijuana would pay a fine of up to $750.

For possessing 0.1 – 9.9 grams of marijuana, the minimum fine is $100. The minimum penalty for possessing 10-19.9 grams of marijuana is $300 and $500 for 20-20.9 grams.

The ordinance also says residents caught with small amounts of marijuana may be required to do community service or attend drug education training. Those penalties are at the discretion of the local adjudication hearing officer and may be imposed in addition to fines or in place of fines.

Anyone caught selling marijuana to minors would be fined $750. Additionally, anyone who knowingly allows residents under 21 years of age to have less

than 30 grams of marijuana on their property or in their vehicle would be fined between $300$750.

Trustees John Pierton and John Thill had questions about the ordinance. Pierton asked if it would impact the residents that use medical marijuana.

Morton Grove Police Chief Mike Simo said it would have no impact on medical marijuana users whatsoever.

Thill expressed reservations about the fine minimums, noting that the fine for the first violation of the village’s animal control ordinance was $150.

Morton Grove Corporation Counsel Teresa Liston said she was sympathetic to Thill’s concerns but noted that it was beyond the scope of the resolution.

The village board held the first reading on June 8. Thill was absent during the June 22 meeting, when the board held a second reading.

After the second reading, the resolution was approved.
