Drug court receives $300,000 federal grant to expand services officials say grant will help expand services, address heroin epidemic A $300,000 federal grant recently awarded to the Will County drug court will be used to expand the program’s services and combat the region’s growing heroin epidemic, county officials announced last week.

The grant, which provides $100,000 annually for the next three years, was awarded through the U.S. Department of Justice’s 2016 Adult Drug Court Discretionary Grant Program. It was obtained through a cooperative effort by the offices of the state’s attorney and the county executive.

The county will use the additional funding to add a case manager in the drug court program and expand counseling, treatment and therapy services for defendants who are in the program, according to a Will County press release.

The federal grant will also allow the drug court to increase its capacity by roughly 50 percent and bring an additional 35 to 40 defendants into the program.

The drug court currently has the capacity to handle about 75 non-violent defendants who are attempting to overcome drug addiction and avoid felony criminal convictions.

Over the past 16 years, the drug court has graduated more than

350 individuals, according to the county.

The Heroin Crisis Act makes drug court participation more widely available to defendants by limiting the ability of prosecutors to decline participants unless they have been charged with the most serious drug dealing offenses. The new law also mandates expanding drug court participation to defendants with more extensive criminal histories as well

as those who have been charged with alcohol-related offenses, included drunken driving. Many of these defendants would have been denied participation under the prior Will County Drug Court protocol.

So far in 2016, the Will County Coroner’s Office has reported 50 heroin-related overdose deaths, putting the county on pace to surpass its record-high 53 heroinrelated deaths recorded in 2012 and 2015.

In 2011, Will County Executive Larry Walsh brought together local leaders to form Will County HELPS (Heroin Education Leads to Preventative Solutions) to address the problem.

“We now know addiction is a medical illness and the crimes people commit in order to support a drug habit are often part of the illness,” Walsh said. “The drug court program has already helped hundreds of people turn their lives around and become productive members of the community. These additional dollars will enable [the program] to help even more people.”

next community development director named Joliet City Manager Jim Hock announced that Kendall Jackson was promoted to community development director.

Kendall will fill the position left open by the retirement of Jim Haller, long-time director of community and economic development. He began his employment with the city of Joliet Nov. 1, 1993, as a Planner I. He was promoted to Planner II Jan. 12, 2005, and, he was promoted to planning director July 2, 2009.

Kendall received his master’s degree in urban planning from the University of Illinois-Chicago and received his MBA from Roosevelt University-Chicago.

“Kendall Jackson has proven himself to be an exemplary and effective management employee,” Hock said. “He has a strong work ethic along with a passion and commitment to the City of Joliet.”

The community development director functions as the city’s primary community development officer and exercises either direct or functional control over such operations as planning and zoning, building permits and Neighborhood Services.

After notifying city officials of his decision to resign from the Joliet City Council at the end of the month, Jim McFarland stepped down earlier than originally stated.

The first-term councilman took steps to make his resignation effective at midnight following the city’s pre-council meeting Sept. 19.

Mayor Bob O’DeKirk said it’s nice seeing the community’s interest in filling the vacancy.

“I’ve probably got about 20 or 25 people contact me about the open position, so I’m in the process of going through that,” he said. “I was hoping initially to have someone to bring forward tonight, to introduce them to the council so we could vote on them

at the next meeting, but that didn’t happen because a large number of people had contacted me.”

O’DeKirk said filling the position as soon as possible is a priority for the city “My intention is to make a decision in the near future,” he said.

“I’ll let you know and, ultimately, this person will appear before the council for an up or down vote.

But, I do hope to have this position filled by the next council meeting.”

chANGe oRdeR foR JolIeT uNIoN STATIoN phASe II Roof RehAbIlITATIoN AppRoved To complete the replacement of the concrete pave portion of the roofing system at Union Station, Joliet officials approved a budget amendment and change order request to account for added costs.

The Joliet City Council last week cast two votes to unanimously approve the measures.

The amendment allows the city to pay an addition $10,383 to add

roof drains to low areas that were holding water on the roof and platform, according to the city.

Improvements will be paid for using Union Station rehab, buildings and expense funds.

AMeNdMeNT GRANTed foR doWNToWN floodplAIN MAppING ASSISTANce The city of Joliet is looking to perform a risk assessment analysis of the construction of a flood protection levee.

The measure would provide the city with the required regulatory protection for the areas of the downtown affected by the new mapping, in which officials intend to add to the project.

In 2013, the city awarded a professional services contract for the downtown floodplain mapping assistance project to Rempe-Sharpe & Associates in the amount of $57,700.

To date, the city has exhausted the appeal process.

The city will pay $10,000 for the added professional services using the engineering, construction and professional services fund.

Joliet hydrant annual testing enters third phase The Joliet Fire Department entered the third phase of its annual hydrant testing beginning Monday, Sept. 26.

The testing program will be conducted Monday through Friday between 8 a.m. and 4 p.m. The hydrant testing will continue for approximately six weeks, depending on the weather. During Phase III, testing will take place in the following areas of the city: STATIoN No. 1 - 101 e. clINToN ST.

Joliet man convicted in 2014 Chicago St. murder aloysius alexander could receive life sentence

A judge has found a Joliet man guilty of first-degree murder in the 2014 fatal shooting of a man in the alley behind his Chicago Street apartment.

Prosecutors say Aloysius Alexander, 31, of the 300 block of North Bluff Street, shot Johnny Lockhart, 59, in an alley in the 500 block of North Chicago Street Dec. 6, 2014. Alexander is also alleged to have shot the victim’s son, Ledontia Lockhart, who survived and testified against Alexander during a bench trial that concluded

earlier this month.

Circuit Judge Carla Alessio Policandriotes, who presided over the bench trial, also found Alexander guilty of aggravated battery with a firearm for shooting Ledontia Lockhart, as well as unlawful use of a weapon by a felon.

The defendant faces up to life in prison. He is scheduled to be sentenced Dec. 2.

Kate Robinson and Audrey Lazarz were given the unique opportunity to watch live surgery and be taught by some of the greatest living doctors in medicine. Both Robinson and Lazarz aspire to become physicians in the future and plan to study pre-medicine in college.

Program introduces students to initiatives partnership involves city’s neighborhood services division Joliet Township High School students can observe and learn about the City of Joliet’s construction of seven homes in the Forest Park and Southside area.

“We’re happy to be working with Joliet Township High Schools so that the kids can see the impact that local initiatives have on their neighborhoods. For me, it’s exciting to be a part of seeing things happen,” Neighborhood Service Director Alfredo Melesio.

The program begins with Melesio visiting the students in the classroom to share the history and scope of the project. The classroom visit will be followed by two-hour field trip bus tours of a few of the sites throughout the academic year. Not only does the

project inform students of city initiatives, but it also exposes them to all aspects and stages of home construction, including: survey, permits, excavation, foundation, framing, windows and exterior doors, plumbing, heating, electrical, roofing, gutters, insulation, drywall, landscaping, carpentry, painting and more.

The partnership between the Joliet Township High Schools Career and Technical Education Program and the City of Joliet’s Neighborhood Services Division allows students to explore their interest in a career in the construction industry through real-world, first-hand observation of city initiatives.

Marching Tigers start season with 2nd place wins Band performed at the stagg marching Band Jamboree sept. 10 The Joliet West Marching Tigers began their 2016 season with two outstanding performances in September.

On Sept. 10, the band performed at the Stagg Marching Band Jamboree at A.A. Stagg High School in Palos Hills. The band finished 2nd in Class AAA and 2nd overall among 21 competing bands.

Save a Life Tour warns about dangers of distracted driving distracted driving has become a major danger to young people across the country

Sophomore students were then invited to interact with simulators during their PE class.

Using the simulators, students were shown how alcohol and texting impairs driving skills.

The Save A Life Tour – a national nonprofit program that educates students on the dangers of distracted driving – was presented to sophomore students Sept. 19 at the Lockport Township High School East Campus.

Along with driving while impaired, distracted driving has become a major danger to young people across the country.

While alcohol awareness is still a major focus, the program also educates students about the dangers of driving distractions, driving while drowsy, seat belt usage and driving safety in general.

The program began with

grandmother who recently lost her 16-year-old grandson in a distracting driving accident, a video was shown detailing the effects of dangerous driving and the consequences of destructive decision making.

Sophomore students were then invited to interact with simulators during their PE class.

Using the simulators, students were shown how alcohol and texting impairs driving skills.

After participating, students were asked to sign a pledge to never drive while impaired or distracted.

The Save A Life Tour at LTHS was organized by PE Department Chairman Todd El.

Worthy of recognition two new major educational initiatives are up and running

Here we are in our fifth full week of the new school year, and so far, we’re off to a great start.

This is not an easy task and is worthy of some celebration, under any circumstance. It’s even more worthy of recognition given the many moving parts involved in getting 28,000 students to and from school each day; teaching and supporting them for 6 to 8 (and sometimes more) hours a day; keeping 32 buildings in good shape; and administering a system with 3,100 employees.

But along with the “logistics” of starting a new term, we have already seen several major accomplishments that bode well for success the rest of the year, thanks to our terrific students, staff, administration and families.

For example, two major educational initiatives are up and running.

The full-day kindergarten pilot program is operating in our 17 elementary schools. We will continue to monitor this program and recommend plans for next school year to the board of

education later this year.

We have implemented Spanish in our middle schools and a new science curriculum that aligns with the state’s new middle school science learning standards.

Both of these changes – most especially the full-day kindergarten pilot – have been high priorities for several years for the board of education and our community.

We have also been able to celebrate several early stories of our academic success, including a record-high number of AP Scholars; record-high scores on the ACT college entrance exam; and three more National Merit Scholarship semifinalists.

These key achievements show that our work over the last decade to make our curriculum more rigorous and improve our support system for all students has really taken hold and is paying dividends.

They also speak very clearly about

the incredible dedication and hard work of our teachers and students to meet academic expectations, even as the bar keeps rising and targets keep moving.

And last but certainly not least, we are also almost finished installing artificial turf and state-of-the-art digital scoreboards at Plainfield High School – Central Campus and Plainfield South High School. The same work will be done at Plainfield East and North high schools next year.

This major project will allow us to use our athletic stadiums more effectively and cost efficiently, both with our own students and the community.

We have already started talking to our partners at the Plainfield Park District and other community youth athletic organizations about ways that they can possibly take advantage of this great new resource. We also plan to make the fields available to other community athletic organizations.

District 202 is truly a great place to live, learn and work. We are proud of our role in the lives of our students, staff, families and the community.

Together, we will continue to prepare learners for the future.

Plainfield Community Consolidated School District 202 is one of the largest public school systems in Illinois. It serves students from a 64-square mile area encompassing all or parts of Bolingbrook, Crest Hill, Joliet, Lockport, Naperville, Plainfield, Romeoville, and unincorporated Will and Kendall counties.

The move to the Southwest Prairie is shaking out just how Joliet West had hoped it would for the football program.

The Tigers post a 3-2 record and have allowed an average of only 6.5 points per game the last four games. That includes West’s first shutout of the season – a 25-0 blanking of Plainfield East.

The Tiger offense ran its screen game to near perfection en route to their third win of the season.

“That is what we pictured in our mind what we could be as Joliet West 2016 football,” said Joliet West coach Jason Aubrey.

“The offense was moving the ball and defense stopping and putting it to teams. Last week it could have happened. Against Romeoville, we were close and we got down close to the end zone and we didn’t finish – this week, we finished and that makes us feel a ton better.

“We wanted to get the ball in the playmakers hands and get them in space,” Jaxson Aubry said. “Once we start hitting a little bit and start making plays the confidence grows when you play at the pace like our offense does.

Joliet West has gotten off to a strong start this year overall, as well as in its new conference.

However, it was a recent loss to Plainfield North, which dropped the Tigers to 12-4 overall, 4-2 in the Southwest Prairie Conference, that upset coach Al Mart.

“I don’t know how many unforced errors we had, but too many to be competitive with a really good team,” Mart said. “Plainfield played well to force us into errors, but we need to be better and we are better. Normally we are a very good serving team and a very good defensive team and I thought neither took place today.”

Despite the loss, Mart is pleased with the season overall.

“The season has been good,” Mart said. “We have played well.

I’m just disappointed in the effort we gave today.”

With the team not boasting a bunch of size or powerful hitters, it has been a combined group effort and hard work that has gotten the Tigers off to the strong start.

“Hard work has been the key,” Mart said. “We’re not a big team.

We’re not as athletic. When you look at us against some of these other teams you might as how we are winning. We have to outwork and out-serve other teams.

We have to play hard on defense.

When you don’t, this is what happens.”

While it has been a balanced effort this year, there have been some players who have stood out so far this year.

“Jenny Koerner has been our top hitter. Emma Baxter has done a good job at the libero spot. Lauren Widlowski has done a nice job all around and our setters have been ok. We have served the ball well and have a lot of aces.”

Moving forward, Mart hopes West does not have another game like it had against North.

“I want to see us come ready to play and do what we need to do to be successful,” Mart said. “Like I said, we are successful when we play hard and do the little things and force the other teams to make

As far as the transition to the SPC goes, the Tigers appear to be very competitive with their start, beating Plainfield East and South and Romeoville already this year.

“The transition has been okay,” Mart said. “The only team that has taken it to us is Minooka. We played

them well the second game. We’re competitive in this conference.

From top to bottom in this conference there is no weak team that you can relax against and come out and expect to win. Everyone is pretty solid in this conference, so when you don’t come out to play, you can expect to lose.”

I’m most proud about is that we were down 23-18 in the third game and then we had match point and we just couldn’t put the ball away. I felt like we battled better than we have all season and it just shows how much we’re still improving, still getting better with each match and we’ve come such a long way from the beginning of the year.

“This is a good loss. You don’t like to say that there are good and bad losses but this was a good loss because it gave my team confidence to see they can play

with top-level teams and can be right there with them.”

Not only did the varsity regulars match up, but Ray posted six block kills in her varsity debut, showing what she will bring to the table the rest of the season.

“We have freshman Bella Ray up and it was a pretty big match to step into,” Scheibe said. “She got some nice blocks for us and brings some added height that we need very badly and did a real nice job up there. She is somebody who has dreamed about being an Angel volleyball player

since she was in fourth or fifth grade – she has been coming to my camps all along and we have watched her as she has grown up.”

And on the floor against a team like Benet – she grew into a varsity player in front of the JCA faithful.

“I was so nervous,” Ray said. “I feel like I finally started playing in the second set since I got all of my jitters out in the first set and I was pretty happy with how I played.

I think everyone was nervous in the first set because we were playing against Benet. But in the

second set we started playing like we could and it showed.

“Everyone had a different mindset in the second set. We just wanted to win so bad so we made it happen. Being a freshman on the court was very overwhelming but it ended up OK, I guess.”

For the Angels, it ended up better than OK – especially playing the way they are with the youth on the roster.

“We have one senior on the floor and it is exciting to see how far they have come and how far they can still go and even looking

“That was very exciting that they got me in the first quarter,” Smith said.

Smith was also happy with the way his defensive unit played.

“We have been working for this shutout the last few weeks and we finally got it,” he said. “I

The Tigers play Saturday at winless Plainfield Central for the Wildcats’ homecoming needing only two more wins to lock up a playoff berth and coach Aubry

feels the team is hitting its stride.

“We feel good that in the middle of the season, we have a point that we can get better and we have never had that before with the likes of H-F and Bolingbrook,” he said. “Now, we are at a point where we can improve in the middle of the season and then when we come up

to the likes of Plainfield Central we can play at a higher level and when we go to Minooka, we can play at a higher level. We are excited about what is happening and we are going to continue to improve and we are going to do things the right way in practice and continue with the fundamentals and get better.”

The city of Joliet is looking to offer residents another cable service provider.

A pending proposal would allow interested residents to opt in

as customers of Evansville, Indiana-based company Metronet. In Joliet, cable television customers currently have two options: AT&T and Comcast.

“We’ve been approached by a small firm operating in Indiana whose looking to enter the Illinois market and Iowa market and basically offer what Comcast and AT&T [offer],” Deputy City Manager Steve Jones said. “That includes the triple play, as they call it—telephone, video, internet, cable, etc.”

“We’ve had some discussions; they’re sort of in the due diligence phase right now,” Jones said. “But, it’s pretty clear that we’re already surrounded by some of their intent to lay some fiber down, so it’s likely that Joliet will be part of the overall initiative.”

Within the next month or two, the city will be looking to begin negotiations with the cable company.

Metronet offers fiber technology to the home, which dictates the speeds of cable and internet.

Jones said this technology

brings a fiber connection directly to a home with incredible speed at a competitive price, compared with other service providers.

In order for a cable company to enter the state of Illinois, there are two avenues: local or statewide franchises. Metronet intends to seek a local franchise, officials said.

Under state law, any newcomer must get a similar cable contract to other existing municipalities. In doing so, officials will review the details of the agreement Metronet formed with the village of Plainfield.

“In effect, we’ll be looking at what Comcast has for the city and try to negotiate something along those lines,” Jones said.

The deputy city manager said the prospect of forming an agreement with a third competing cable service provider is exciting.

Anthony Evans said he finds great support in the recreational opportunities made available to him through the Joliet Park District. Programs offered by the park district help him meet different people, the Joliet resident said. But, that’s not all.

“The coaches,” Evans added, “[teach us] how to get along with each other.”

The Joliet Park District was met with a crowd of support Sept. 24 during a gathering held at the Bird Haven Greenhouse to benefit programming for people with disabilities.

The fundraiser, dubbed the “Illumination Celebration,” was designed to bring to light the community’s need for recreational opportunities for those with special needs.

intendent for the Joliet Park District, said the goal of the inaugural fundraiser was to offer the community a different kind of feel.

“We’ve done our candlelight bowl for the last 15 years,” she said, adding that they wanted to come up with a new event. “Our staff had a meeting… and came up with this type of event—a nice laid back dancing, appetizer, casual affair.”

Park district staff set a fundraising goal of $15,000 for the first-year event, but Green said that target had been surpassed.

Money raised during the Illumination Celebration will be used to help individuals with special needs participate in park district programs, according to Green.

Evans was one of more than 200 people who attended the celebration. He said he was enjoying his time at the fundraiser.

“It’s nice,” he said.

Evans has been involved in recreational activities made available through the Joliet Park District for the last seven years. He said his

Gina Rodriguez, fitness superintendent, said it’s important that people realize how important it is to support the needs of people

with disabilities. Without fundraisers, they might not be able to participate in park district programs.

“It’s very important for people with special needs to have a taste of the real life,” she said. “Inclusion and getting to be part of what ev-

erybody gets to do… that is important for everybody.”

Because of the positive turnout, Green said the Joliet Park District is looking to hold the fundraiser again next year.

“It’s a done deal,” she stated.

Joe Doti, director of admissions at the Salon Professional Academy in Shorewood, believes that looking good and feeling good should be synonymous.

To that end, the beauty school partnered with Feed My Starving Children to hold its second annual cut-a-thon event – a fundraising effort benefiting the Aurorabased charity.

“Every single [Salon Professional Academy] location got on board with all of this,” Doti said, explaining that individual franchises select a local charity to work with. “We can donate to any charity that we want, and our

charity is Feed My Starving Children.”

Last year’s event raised about $70,000, according to Doti. In doing so, the salon helped feed more than 200,000 families.

Sarai Guerrero, of Joliet, frequents the Shorewood salon regularly, and said she liked how it was getting the community involved and helping make a difference.

“I [actually] am getting a haircut today, so that’s part of it,” Guerrero said.

Jenna Lubash, a student hairstylist, said customers seem receptive to the cut-a-thon event.

Lubash has been working at the salon for more than a year and said it’s nice seeing everyone in the salon working with one goal in mind – fighting world hunger.

Joselyn Cruz has also worked at

the salon as a student hairstylist for more than a year.

She said she loves the community support shown during the fundraiser.

“It’s a lot of fun,” she said.

Cut-a-thon fundraisers were held at all Salon Professional Academy locations across the country. The Salon Professional Academy is a nationwide beauty school franchise.

Doti noted that the Shorewood salon gets a lot of walk-ins, which are perfect for the student stylists.

“It’s just come at your leisure and everyone gets a haircut,” he said of the fundraiser.

Doti said holding the event was a win-win for everyone.

“It’s a minimum $10 donation, so you’re looking at a $30 haircut for $10,” he said.
