JTHS grad Helen Brereton Cutler celebrates 103rd birthday Graduated from school in 1931 Joliet Township High School recognized alumna Helen Brereton Cutler, who graduated from the school in 1931, in honor of her 103rd birthday.

JTHS Alumni Association President Nancy Terlep Bartels recently paid a visit to Cutler’s home

to give her a card and wish a happy birthday.

“On behalf of JTHS and the Alumni Association, happy 103rd birthday, Helen!”

In high school, Cutler was actively involved in Lunch Room Club, Social Sciences Club, Secretarial Club and Modern Stenos Club.

According to Cutler, some things are still the same as they were in high school 85 years ago. She fondly remembered the challenges of getting to class on time in such a large building.

Joliet Central class of 1971 to reunite after 45 years Joliet Central High School Class of ‘71 will celebrate its 45th class reunion Sept. 17 with several activities.

Bands & Brews HopString Craft Beer & Music Fest celebrates 5th year in downtown Joliet

Chicago’s craft beer scene is rich and flavored, but the HopString Craft Beer and Music Fest brought scores of brew masters to downtown Joliet Saturday.

Area residents and beer buffs who poured into the fifth annual event at Silver Cross Field sampled up to

40 different ale and lager varieties, while jamming to live music from more than 20 local bands.

New to the festival this year was a carnival sideshow that featured fire breathers, sword swallowers and aerialists.

Mike Trizna, an event organizer and co-owner of Chicago Street Pub in Joliet, said it was his love of music that gave him the idea for HopString.

“When I go out to hear music, I don’t go out to hear tribute bands or cover bands,” he said. “We go to hear bands that pen and write their own music. They don’t get a lot of credit; they don’t get a lot of places to play.”

So, Trizna and his wife decided to

create a venue where their favorite local bands could come together and play.

“My wife and I own a bar, also, and we have become a nice location for craft beers, so we decided to incorporate that into our festival,” he added. Beers on tap at HopString ranged from India pale ales to seasonal brews, as well as popular lagers such as Pabst Blue Ribbon and craft beers from smaller local brewers such as Metal Monkey Brewing in Romeoville.

“We’re selling a lot of craft beer, instead of things like Bud Light and Miller Lite that you can go get everyday,” Trizna said.

Joliet secures Evergreen Terrace agreements In a 7-1 vote, officials agreed to allow the execution of project-based rental assistance

The Joliet City Council approved a series of measures last week that will allow the city to take possession of the Evergreen Terrace housing development and recuperate funds from the transfer of rights to the property.

In a 7-1 vote, officials agreed to allow the execution of projectbased rental assistance, housing assistance payment contracts, and Department of Housing and Urban Development use agreements.

Councilman Larry Hug cast the lone dissenting vote.

The council voted 6-2 to approve the transfer of title of Evergreen Terrace to Riverwalk Homes, a

limited liability company joining the city and Holsten. Councilman Larry Hug and councilwoman Jan Quillman voted against the measure.

Officials cast a 7-1 vote that will allow the city to recover funds spent to acquire the housing development by extending a seller loan and mortgage to Riverwalk Homes. Councilman Larry Hug voted down the measure.

City Manager Jim Hock said a lot of moving parts stand between the city’s effort to take ownership of the property, but one of the first steps is to come to an agreement regarding the transfer of HUD funds to the limited liability company.

“That will authorize the transfer of those contracts in essence to the

LLC,” Hock said. “But, of course that won’t happen until we take ownership.These other resolutions allow us to take ownership of the property, immediately transfer it to the LLC, and then the LLC can collect those contracts and get the income from those properties.”

Hug noted that since the city cast the approval vote to take ownership of the property, a number of additional measures have passed in connection to the purchase of Evergreen Terrace.

Huge said he wouldn’t support the city’s use of grant funds to redevelop the town if there is any connection to the Evergreen Terrace purchase.

“We’ve done some things like taking the Community Development Block Grant funds and focused them on that property, as far as the returned ones that were withheld because of the lawsuit,” he said. “All of

these are all part of a progression all predicated on the process.“ To date, Hug has voted in opposition to all matters relating to the purchase of Evergreen Terrace, which was approved in 2015.

Hock said approving these measures signifies that the end is near in the city’s effort to takeover the housing development. By approving the transfer of the title, the city is protected from any potential lawsuit, he added.

“This was also part of the HUD settlement that we agreed that we would set up the LLC, rather than the city owning it directly,” Hock said.

Hock added that the limited liability company is intended to serve as a formal 50/50 arrangement between the city and Holsten.

The partnership works for a number of reasons, he said.

“HUD wanted to see an experienced development company landholder who they had worked with historically,” Hock said. “Holsten was selected for that purpose. Together, the city and Holsten will be the owners of the LLC.” The agreement with Holsten shows that the city is in control of the decision-making in the partnership.

“In essence on an annual basis, the LLC will be paying a mortgage amount to the city, which is based on the purchase price of a little over $15 million, minus the $3.6 million we’re going get from HUD from the retroactive CDBG funds,” Hock said. “The mortgage amount will be $11.4 million, and they’ll be paying on a 0-percent interest, 30-year mortgage.”

Hock added that repayment can be adjusted at a later date should the city decide on redevelopment.

The city of Joliet notified Baxter and Woodman last week of an agreement to work with the contractor.

In February, the Joliet City Council approved a contract with the consulting engineers to

prepare a five-year water system rehabilitation program.

The program’s goal is to replace 1 percent of the city’s water mains annually.

The approved project will cost the city $364,400, which will be charged to the water and sewer improvement fund.

Richard Street water main improvements approved Joliet awarded a contract to Austin Tyler Construction in the amount of $976,182.50 to rehabilitate a failing water main at Richards Street.

Officials said the project is designed for cured-in-place pipe rehabilitation of the existing main.

IDOT right-of-way and opencut construction is not feasible, officials said.

The city received and read two sealed bids for the project, of which Austin Tyler Construction was the lowest.

The project will be paid for using the water and sewer improvement fund.

Contract for development project GIS updates approved The Joliet City Council approved amendment No. 1 for an $8,000 professional services contract for

development project GIS updates.

The measure will allow officials to continue gathering periodic updates on the city’s water, sanitary and storm sewer GIS networks. In April, the council awarded a contract, valued at $19,000, to Ruettiger, Tonelli & Associates.

Officials noted that various projects were grouped together for efficiency, and said that increases the original price of the project’s cost in the amount of $8,000.

New app lets residents report code violations GoRequest depends on residents reporting problems they see around town Joliet residents can now use their smartphones to report code violations and track the response, according to a news release from the city of Joliet.

“This is an excellent way for community members to get involved in the beautification of

the city,” said Gideon Blustein, government affairs director for the Three Rivers Association of Realtors. “It’s a fast and easy way to let city officials know of health and safety issues that need to be addressed.”

The mobile application,

GoRequest, was first introduced in 2013. The free app is compatible with Apple and Android devices, and can be downloaded from the Apple App Store and the Google Play Store, respectively.

The city said that, while the app has been successful, GoRequest depends on residents reporting problems they see around town.

“We would like to encourage Joliet residents to report excessively tall grass, weeds or other code

violations,” said Alfredo Melesio, director of neighborhood services.

“The online reporting helps our team prioritize, track and report progress so residents know their concerns are being addressed.”

Local information and address is automatically available through a smartphone’s GPS. Users can then select the type of issue from a pulldown list, attach a photo and supply contact information.

The app assigns each submission

a tracking number, which can be used to follow up on the city’s response to the violation notice.

Residents can also file a complaint online at the city of Joliet’s website, cityofjoliet.info. Click on the “I Want To” tab and select “file a complaint online.” The website also provides a tracking number on submissions.

In the open house format, individuals may attend at any time during the two hour event,

which was designed to encourage individual dialogue on the proposal from any interested parties.

The city of Joliet is considering a 10 year extension of the SSA, which expires in 2016, as well as an expansion of the territory served by the SSA. The new territory would include commercial and

industrial properties located along the Cass Street, Collins Street and South Chicago Street corridors.

The open house will be held in the city council chambers at Joliet City Hall, 150 W. Jefferson St., from 4 to 6 p.m. The City Council is expected to consider proposing changes to the SSA at its Sept. 6

meeting. If approved, a public hearing would be scheduled in the month of October, with final approval scheduled for December.

Dear Editor, I am a Bugle reader who was a high school head coach for 37 years, as well as an athletic director for 25 years, and I would like to comment on the recent article that Sports Editor Scott Taylor wrote, expressing essentially that allowing AAU affiliated coaches to be involved as coaches within the high school’s coaching staffs is not a good idea.

Mr. Taylor supports his position very clearly by pointing out various scenarios where conflicts of interest could exist, which in most cases would be compromising the school’s integrity in regard to the [Illinois High School Association] rules and bylaws.

The high school athletic program is/ should be a part of and an extension of the total educational program, and it is very important that it be under the charge of an educator – a certified teacher!

We in the U.S. offer these interscholastic athletic programs to our students because we recognize the educational and “whole person” developmental benefits that are realized by those of our students who participate in these programs. To go on, the athletic programs offered by any particular school district are supposed to serve the students of that community, and when coaches who may be influencing their players

from their AAU team to transfer to the school that he is coaching at, resulting in the local kids from that district being displaced by better, more elite players, and no longer starters, or in many cases, no longer on the rosters.

I have seen this recruiting of athletes far too much, even to the point of bringing in foreign exchange studentathletes at the expense of the local district kids.

This to me is the most serious of the concerns expressed in the article, but I also concur with other concerns stated, such as the AAU coach “using” the high school program and resources as a feeder program for his “more important” AAU level team, which may, in some cases, be his primary focus.

In that case, the high school program’s players who are also on or going to be on the AAU team, may be getting more intensive coaching and more playing time, while the high school team members who are not going to be on that coaches’ AAU team may be neglected.

For the most part, AAU coaches are competent coaches in that they have had success at a respected level, and are usually knowledgeable of proper skill techniques. But unfortunately, many, if they are not educators, have a different mindset than is needed in the educational setting, and in

some cases there is a lack of respect for the rules, the actual expected educational outcomes, and even for the academic eligibility requirements for participation.

It needs to be pointed out that this is not an attack focused solely on the AAU people. This is actually a much more widespread problem. In this day and age where school districts all seem to be facing financial shortfalls, many are hiring as coaches, even as head coaches, unqualified individuals such as security guards, park district personnel, parents of players or even using volunteers.

If you wouldn’t do that in the classroom, it shouldn’t be done in a position as important as coaching.

Besides the teaching of sports skills, thousands of “teachable moments” not even related to that particular sport, that could have a lifelong effect on the students involved, present themselves every season in every sport in every school.

That is why more school administrators must realize the farreaching importance of a quality high school athletic program, and that credentialed TEACHERS must fill these positions.

OFFENSE While the Joliet Catholic Academy offense had a lot of senior firepower a season ago, the backups to those seniors were young and did not see a lot of playing time. Entering this season, there is a lot of inexperience for the Hillmen.

One player who did play a lot is junior running back Ke’von Johnson, who rushed for 973 yards, averaging 9.6 a carry, after filling in for the injured Harry Davis. He ran for 12 touchdowns and caught three more scores.

“It is Ke’Von,” said JCA coach Dan Sharp. “He is the guy that had a lot of playing time last year when Harry went down and he comes in kind of like in a senior position as far as leadership and understanding offense, even though he is only a junior. He is very special and a tremendous athlete in space and we need to get him the ball where he can do some things.

We will hang our hat on Ke’Von this year for sure.”

sharing time at fullback. The right halfback will be junior Simon Grashoff, who will move from tight end to fill the spot until junior Mike Butler recovers from a knee injury.

Another JCA returner that saw some time last year is senior quarterback Pat Roth, who filled in for Cade Earl when he went down early in last season.

“We are very excited about him,” Sharp said. “He has a quick release and a strong arm and is very heady and a very smart kid.”

The offensive line is also young this season.

“On the line, junior Shane Raber is the lone returner,” Sharp said. “We may even have

two sophomores playing and that is unusual.”

DEFENSE The Hilltoppers are just as young on the defensive side of the ball as they are on offense.

Senior safeties Jack Duffy and Pat Tippet are the two returners for the Hilltoppers starting in the same spots as last year.

The one senior leader on the line is Andrew Hartsell, who was moved from linebacker to defensive end, while senior Clay Briscoe and sophomore Fernando Chavez will patrol the linebacker position.

“The other spots on the line are kind of unknowns,” Sharp said. “I was joking with the coaches that come Friday, we are going to put these young guys out there and it is the first time they will be put in that position in a varsity game, so we will find out.”

OUTLOOK With youth and inexperience, Sharp knows there are not a lot of eyes on JCA this season.

“This team is not buried under a mountain of expectations like last year’s team or many of the teams we have had in the past,” he said. “There are not a people looking at us, so I

know it is cliché, but we really are going to focus one rep, one game at a time. We are dealing with so many unknowns, that we are just trying to get better one drill, one rep at a time. The one thing we will not lack is effort. We have tough kids that practice hard, so what we lack in experience, they will make

up in effort.

“Even if we take some lumps this year, it will just help these young kids and I think we have enough senior leadership that they can help these young kids along and win enough to get in the playoffs. Believe me, the few seniors we have out there are doing a lot.”

OFFENSE When senior quarterback Alex Tibble was knocked out last season, the Tigers turned to a true freshman to pilot the team. Jaxon Aubry, coach Jason Aubry’s son, now enters his sophomore season as the starter and looks to carry the Tigers to a solid showing during its first season in the Southwest Prairie Conference. Joining Aubry will be fellow sophomore Kevon Dorris, who will see time at running back and wide receiver.

Also catching passes from Aubry this season will be senior wide receiver Johnny Holman and junior receiver/tight end TJ Neal. In his first season as a starter, Aubry will be happy to have three returning offensive linemen to protect him in junior Taje Hymon and seniors Patrick Leaf and Jake Tuider.

DEFENSE On the defensive side of the ball, Joliet West returns senior defensive lineman Julius Garrett up front. Senior Drew Smith will pace the linebacker corps, while junior Arther Hart returns at defensive back. Senior Marcus Blackmon will play some at linebacker and also in the defensive backfield.

Central as the teams leave behind the SouthWest Suburban Conference Blue Division and join the SPC, a league that seems to have more natural rivalries.

Aside from Central, the other public school located in the Joliet city limits, Plainfield South, is now on the Tigers’ schedule.

West will also face Minooka in league play, a school that shares athletes living in the Village of Shorewood.

The other rivalry the Tigers have is one without proximity, but history, as West’s only playoff game in the program’s history ended in a 31-7 loss at new SPC foe Oswego two years ago.

With nine teams in the SPC, football teams will not play teams out of the league. The Tigers will open league play at home against Oswego East as they look to return to the playoffs after a year absence.

OFFENSE As the Joliet Central football team starts a new season in a new conference, joining the Southwest Prairie Conference, the Steelmen do so with Zack Wisneski, a junior quarterback entering his third season as a varsity starter.

Wisneski will have a pair of talented wide receivers to throw to in seniors Jomarre McNair and Camaron Harvey. Leading the way on the line will be senior offensive tackle Jeremiah Crisostomo.

“Every single one of these guys bring a tremendous amount of leadership to the offense,” said Central coach Brett Boyter.

Joining the talented returners will be a pair of seniors in wide receiver Frank Fiegel and center Emilio Calderson.

“Frank brings versatility as a runner and pass catcher,” Boyter said. “Emilio has intelligence for our blocking and protection schemes.”

With Wisneski back at quarterback, the play of the line will be important.

“We will have four new offensive linemen this season,” Boyter said.

“They need to continue to gel and work as a cohesive unit.”

Offensively, the Steelmen are looking to find ways into the end zone this season.

“We are looking to finish drives better,” Boyter said. “We were able to make big plays of 20-plus yards, but were not able to put points on the board.”

Central returns several impact on defense this season. Up front, seniors Jeremey Fennewald and Ryan King will lead the way, along with senior Bobby Ogden, who will see time on the line and at linebacker. Joining Ogden at linebacker will be Harvey and D’Angelo Johnson. Harvey will be joined as a two-way standout by fellow receiver McNair, who will play defensive back, where he will play alongside defensive backs Marcus Stone and Allen Smith.

“They have good leadership,” Boyter said. “They are a very intelligent group of players. They understand the scheme as well as the coaches. There isn’t going to be much an offense will do to fool them.”

The defensive returners will be joined by senior defensive lineman Jamari Butler and senior linebacker Keon Wiley.

“They complement the eight returning starters and are smart, tough players,” Boyter said.

Boyter said the experienced Steelmen have to stay on the

field.

“We have to stay healthy,” he said. “We have great experience on the defensive side of the ball.

We have some depth, but very little experience behind the starting defense. As a team, we are looking to get more threeand-outs and not to give up as many big plays.”

OUTLOOK Central is looking to get its first win since the Joliet teams split

and do it in the new conference.

“We are joining the Southern Prairie Conference this year,” Boyter said. “We are looking forward to the change in conference and playing the quality programs in the SPC. We are looking to be competitive and get our first win in our new conference.

“Due to our low numbers we need to stay healthy and continue to trust our process of preparation week in and week out.”

“We are looking to improve on last year successes,” said Minooka coach Paul Forsythe.

OFFENSE The Porters have been getting better and are hoping to continue the upward trend this season. Offensively, Lockport returns some key players, including senior quarterback Ben Davis. He will have a couple of weapons back with him in senior wide receiver Patrick Cooper and junior slot Austin Hoffman. Other weapons in Lockport’s offensive attack will be senior wide receiver Payton Fernandes and senior running back John Snidanko. Leading the way on the line will be returning senior guard George Kringas. He will be joined up front by senior lineman John Lukasik.

“Our goals for this season are to be in to top of the conference and qualify for the playoffs,” Forsythe said. “We need to limit turnovers offensively and run the ball as well as create turnovers on defense and stop the run. I am excited about the challenge of playing in the SPC this season.”

Special teams will also be an important part of the Porters this season, as Davis will kick and punt and Jungheim will serve as the primary punt returner.

“We aren’t as big as last year up front, but we hope to be in great physical condition and play strong for a complete game, allowing us to win the close games that we lost in the early part of last season,” said Lockport coach Dan Starkey.

“The team has a really good off season and summer. The players trained hard with Nick Setta four days a week.”

Setta is a 1999 Lockport graduate who was a place kicker and standout cross-country runner for the Porters. He kicked for the University of Notre Dame as well as in NFL Europe and the Canadian Football League and now runs Setta Performance athletic training.

OUTLOOK The conference this season will look different. With Joliet West and Central leaving the

SouthWest Suburban Blue for the Southwest Prairie and Lincoln-Way North closing in the SWSC Red, the league is now one, 13-team conference.

The league consists of Lockport, Bolingbrook, Bradley-Bourbonnais, Thornridge, Thornwood, Thornton, H-F, Lincoln-Way East, Lincoln-Way Central, Lincoln-Way West, Sandburg,

Andrew and Stagg.

The Porters will see old SWSC Blue opponents H-F, Lockport, Bolingbrook, Stagg and Lincoln-Way East and will add Lincoln-Way Central, Andrew and Lincoln-Way West.

The Porters open at Downers Grove North and host South Elgin in non-conference play in big games as they hope to end the playoff drought.

The large offering of unique craft beers is one reason Trizna said the event has been a success.

“All the people who sell the beers truly believe in what we’re doing,” he said. “They really like the fact that it’s a community event; everybody comes from around here.”

David Masciotra, of Highland, Indiana, was jamming to the live tunes and said he was enjoying his time at the festival.

“It’s a win-win all around,” he said. “You have a fun time; you get to support original, local musicians; you get to support local businesses; and you get to do this in a collaborative sense with other people in the community who have that same sense of belonging and kinship.”

This year was Masciotra’s fourth time attending HopString. He said he thinks the event’s popularity is a product of good timing and planning. “The combination of craft beer and local music is effective,” Masciotra said.

Colleen Seneger, of Joliet, said she was most looking forward to listening to the bands.

“I like to support local music,” Seneger said. “I know some kids in bands.”

attending the festival, but noted that it’s clear to her why people appear to be drawn to the event.

“I think it’s the outdoor venue and the combination of all the different craft beers, local beers and local bands,” she said.

Mennas Dulbandzhyan, of Joliet, said he heard about the event through a local radio station that was giving away tickets. He said he liked everything the festival offered.

“I like all the beers I’ve tried so far,” Dulbandzhyan said. “The music is good.”

Dulbandzhyan said he even discovered a few beers he’d never seen before, as well as one that appeared to be named after HopString Festival.

Last year’s event attracted nearly 5,000 people to downtown Joliet, according to Trizna. Despite rain in the forecast for this year’s festival, Trizna said he hoped attendance would not be affected.
