Downtown property gets boost from city Agreement will provide funds for redevelopment project

The new owner of a nearlycentury old apartment building in downtown Joliet has secured funding to aid a redevelopment plan.

The plan – to have the entire property ready to return to market rates in sixteen years.

Last week, the Joliet City Council approved an agreement to provide Tax Increment Financing (TIF) as part of a redevelopment agreement with the Historic Louis Joliet Apartments at 22 E. Clinton St. downtown.

The property was built in 1926 as the Louis Joliet Hotel and was used as a hotel through the 1950s.

After that, it became a retirement center, before being converted into apartments.

The city acquired the building, and in 2000, and conveyed it to the Alexander Company for redevelopment.

The building has now been taken over by Mike Petry, owner of Historic Louis Joliet LLC. Petry plans to upgrade the features and amenities of the property, to keep the units marketable and modern.

The building includes 61 units, of which 49 are income restricted to comply with HUD guidelines.

The site must comply with those rules through 2034. When those income restrictions lapse, the units will then be available at market price.

The TIF agreement will help update and maintain the site to prepare for potential conversion to condominiums at that time.

“We acquired the property on December 20 of last year, the process took about 14 months to do,” Petry told the council. “The property… had been in that similar state for a 15-year life, where a lot of the things had been worn out and what not.”

The site currently houses restricted income apartments. sition, the building only had a 30 percent vacancy rate, but now is nearly full. But, the building has some serious issues that need to be addressed.

“We’ve had various bed bug problems that we inherited with the property, and we’ve been working really hard with the tenants to overcome that,” Petry said. “But, our plans on this are to basically reinvigorate the project with these funds, and as the economic committee knows very well, the objective in this development agreement is that we are to not renew the property with HUD. We’re making good progress cleaning up the property, and we’re working very hard.”

The project is located inside the City Center TIF district, which expires in 2023. The city is currently considering a 12-year extension of the district.

The property is located inside the Cultural and Entertainment District, as designated on the Joliet Downtown Plan.

The maximum budget for the rehab project is $2.13 million.

first-floor lobby will be redeveloped no later than Dec. 31, 2020 The city will also reserve 90 parking spaces for the property in the Scott Street Parking Deck, at market rates.

City leaders said the plan aids the long-term effort to revitalize downtown Joliet.

“It furthers the downtown plan, which talked about residential units in downtown Joliet. This is going to be another one, so thank you,” said Mayor Bob O’Dekirk.

This is Petry’s fourth rehab project in the downtown corridor.

“I’ve invested my life’s savings into downtown. I believe in it.

We’ll continue to do new things,” Petry said.

The request for TIF funding first went before the Economic Development Committee back in February and was tabled by the city council this spring to allow more time for discussion.

The Economic Development Committee took a second look at the project this summer, with a positive recommendation for the board.

Board releases 1st-ever snapshot of kindergarten readiness Survey provides data critical for improvement programs SPRINGFIELD – The Illinois State Board of Education (ISBE) released the first-ever statewide snapshot of kindergarten readiness in Illinois on Monday, Aug. 13. The data cap off the first year of the state’s bold effort to collect readiness data for all kindergartners in the state. The Kindergarten Individual Development Survey (KIDS) puts critical information about children’s early development into the hands of policymakers, schools, and communities. The data reinforce the importance of high-quality early learning experiences for all children to get a strong start.

Current KIDS data, when considered with data on Free and Reduced-Price Lunch eligibility, suggest that students not receiving free or reduced-price lunch in general demonstrate higher readiness when entering kindergarten. ISBE will analyze additional indicators for possible trends or patterns in subsequent years.

“Illinois’ kindergarten teachers and school and district leaders have shown extraordinary leadership in

making the first year of KIDS data collection a success,” said State Superintendent of Education Tony Smith, Ph.D. “The data give families, teachers, and communities a powerful tool to advocate for the resources and supports all children need. We all have an urgent opportunity and responsibility to align state policy and investments with what children need for long-term academic and social success.”

What is KIDS? Teachers use the KIDS instrument to observe and document students’ skills, knowledge, and behaviors on 14 required measures in three developmental areas that are key to long-term success: socialemotional development, language and literacy, and math. Teachers observe students’ strengths in the first 40 days of instruction as they go about their daily routines – such as playing, schoolwork, conversations, and following directions – with no interruption to regular classroom activity. School districts have the option of using the tool again in the winter and spring to track students’ developmental progress and of collecting up to 55 measures for a richer, fuller picture of individual development.

ISBE developed KIDS in partnership with a committee of experts; advocates; and practitioners, in-

cluding representatives from the WestEd Center for Child and Family Studies and the Berkeley Evaluation and Assessment Research Center at the University of California, Berkeley. The Robert R. McCormick Foundation and the Joyce Foundation have provided significant support throughout development and implementation.

Statewide implementation in 2017 followed five years of piloting with select districts that engaged more than 50,000 children.

What does KIDS data show?

KIDS provides a measure of children’s development upon entering kindergarten. Children enter kindergarten with a wide range of prior child care and education experiences, including in-home care, child care centers, family care, Head Start, pre-kindergarten, and privately run programs.

The results of KIDS do not reflect the work taking place in schools prior to or after KIDS data collection. Children’s experiences prior to kindergarten do not reflect district or school performance.

KIDS entails teachers using a new observational tool and entering data into a new platform. Most school districts implemented KIDS for the first time in 2017, the first year of required statewide implementation.

1908 Springfield race riot led to the creation of the NAACP

BY THE (SPRINGFIELD) STATE JOURNALREGISTER One of the pre-eminent civil rights organizations was born from one of the worst moments in Springfield’s history. In August 1908, a white mob, thwarted in an attempt to lynch two black inmates in the Sangamon County Jail, went on a rampage. They destroyed dozens of black-owned businesses and homes in Springfield. Two black men were lynched and five white men died during the riot, with dozens more injured. Other deaths connected to the riots happened in the days prior to and after it ended. Appalled that such an event took place in Abraham Lincoln’s hometown, civil rights activists in New York began meetings that led to the formation of the NAACP. For numerous reasons, noticeable tension along racial lines existed among the 50,000 people who lived in Springfield in 1908. That tension boiled over in August, having simmered for at least a month after the first of two highprofile accusations were made against black men.

NEW TO TOWN On or near June 1, 1908, 17-year-old black teenager Joe James jumped off a freight train passing through Springfield. Police ordered him to leave but James stuck around, and was eventually arrested for loitering.

Late the evening of July 4, when he was granted a temporary parole from jail for good behavior, by James’ own account, he must have wandered drunk and fell asleep outside. That same night, an intruder resembling James’ description entered the Ballard home.

Alerted by his daughter Blanche’s screams, Clergy Ballard, a popular white mining engineer, caught up to the stranger outside the house. The two scuffled and Ballard returned bleeding profusely. He died the next day. Ballard’s sons and other young men searched the neighborhood and found a sleeping James and beat him senseless. Police arrived and broke up the bludgeoning.

James denied knowing anything about the home invasion or Ballard’s injuries, still he was charged with the crime.

Perhaps the rage would have faded and James’ trial would have been held without incident had Mabel Hallam not falsely claimed a black man named

George Richardson sexually assaulted and dragged her from her Springfield house near midnight on Thursday, Aug. 13, 1908.

THE FIRST DAY Crowds grew outside Sangamon County Jail, where Richardson was being held, as news of Hallam’s alleged rape spread. The state militia was summoned, but it would take hours for troops to arrive.

Sangamon County Sheriff Charles Werner decided to sneak Richardson and James out of the jail, hoping that if the crowd learned they were gone, people would go home. Werner had a fire station nearby sound its alarm and dispatch its trucks past the crowd.

Werner was able to get prisoners out of the jail and into a car that sped off to Bloomington.

The crowd became incensed when it was discovered they had been duped.

A handful of militiamen arrived at the jail and pushed back the crowd. But by then, word had spread the car used to escort James and Richardson out of town belonged to Harry Loper, a white downtown restaurant owner.

Within minutes, thousands assembled in front of Loper’s restaurant. An estimated 5,000 rioters destroyed Loper’s restaurant and torched his car. Then, organized groups methodically decimated dozens of black businesses and tenant rooms with bricks, torches and bullets.

Several black residents, either working downtown or who were out at the wrong place at the wrong time, were attacked and beaten.

By 11 p.m., the mob had reached the “Badlands,” where many of the city’s black families lived. The mob spent the next four hours torching roughly 40 black homes, avoiding those lived in by whites. At about 2 a.m., the mob reached Scott Burton’s home. Burton had already lost his barbershop business and had sent his family away.

He was soon beaten and lynched; his body was mutilated for the next half hour with bullets and knives. Only after Col. Richings J. Shand ordered his militia troops to fire low into the crowd shortly after Burton’s lynching did rioting end for the day.

THE SECOND DAY

By Saturday morning, Aug. 15, six were dead or dying and more than 100

whites and blacks had been injured.

Many black residents had fled the city, although some found shelter in the basements of white neighbors while others organized defensive fronts and patrols. Dozens sought refuge at Camp Lincoln and inside the Illinois State Arsenal, where the militia, sent from throughout the state early Saturday morning, pitched tents.

Stationed at various locations throughout the city, law enforcement officers fanned across town chasing small outbreaks and rumors of outbreaks the second day of the riot.

Organized rioting seemed to be over, but between 7 and 8 p.m., smaller bands began forming. They gathered quickly, struck, dispersed, then gathered somewhere else with little warning. At about 8 p.m., roughly 1,000 rioters approached the Arsenal. But they scattered once militiamen there showed their guns.

The mob reorganized several blocks to the southwest, outside the home of William Donnegan, an elderly black man and retired shoemaker who owned considerable property. He also was married to a white woman. Rioters dragged Donnegan, 84 years old and begging for mercy, out of his home. They slashed his throat and proceeded to lynch him. Militia and city police arrived as Donnegan was being raised. He died the next day.

AFTERMATH Although Donnegan’s murder traditionally is seen as the last act of the two-day riot, hate crimes and threats continued for months. More than 100 white residents would be indicted on riot-related charges, including murder.

Trials were held but only one person — Abe Raymer, an accused ringleader — was charged in relation to the riots (with petty larceny). Hallam, the young married woman whose rape claim pushed the town over the edge, would later confess she concocted her story (possibly, according to one newspaper, to conceal an affair with a white lover).

Richardson had been one of several black laborers working on a house near her home and made an easy scapegoat.

He was released from jail and returned to Springfield, eventually retiring from Bell Telephone as a janitor.

Stay safe as classes begin Parents are encouraged to have school emergency plans BUGLE STAFF REPORT The halls of local schools will again be filled starting Monday, as the Troy 30C school district gets back in session.

The first day of classes is Monday, Aug. 20, and is a full day for all schools in the district.

As yellow buses again fill the streets and drop off locations crowd up, drivers are reminded of the following safety rules in school zones: Speed limit – The speed limit is all school zones is 20 m.p.h. School zones are in effect on school days when children are present.

Cell phones – Illinois law prohibits use of cell phones while driving,

unless it is a hands-free device.

Stopped buses – All drivers must stop and wait for school buses with lights and arm extended that are picking up or dropping off students.

Local police will be patrolling areas around schools as the school year kicks into gear, making sure that drivers are complying with all state and local laws. Drivers are reminded that they must stop and wait for all crossing guards, until the guards have cleared the street of children and moved back to the sidewalk. Failure to comply with school zone regulations can result in higher fines.

Meanwhile, as school heads back into session, the Illinois Emergency Management Agency (IEMA) and local emergency management agencies across the state are reminding educators about the recent recommendations of the Illinois Terrorism Task Force School Safety Working Group.

The group’s 13 recommenda-

tions are designed to help make Illinois schools safer.

These recommendations were presented to Governor Bruce Rauner back in May. “There is no single answer to achieving school safety,” said Mike Chamness, Chairman of the Illinois Terrorism Taskforce. “No individual has all of the answers, but the experience and expertise found within the members of the School Safety Working Group illustrate the state’s commitment to offer practical recommendations for our schools to implement into their policies and procedures.”

Parents are also urged to include emergency preparedness in their back-to-school plans, including finding out your district’s plans for evacuations, making sure your emergency contact information at your child’s school is up to days, and teaching students that in case of emergency, to send short simple texts rather than longer versions to let parents know they are safe.

Bertino-Tarrant passes law to increase college affordability Illinois students will have additional opportunities to lower the out-of-pocket costs of their college education thanks to State Senator Jennifer Bertino-Tarrant (D-Shorewood). Bertino-Tarrant championed Senate Bill 2527 to prohibit school boards from limiting the number of dual-credit courses taken by a student. It was signed into law Friday.

“Dual-credit courses offer great economic benefits to families,” Bertino-Tarrant said. “As the mother of a high school sophomore, I know what parents are

going through. Like any other parent, I want my children to graduate college full of opportunities, not burdened with student loans.”

Dual credit, which allows students to enroll in postsecondary coursework while still enrolled in high school, is a promising approach to improving academic outcomes for students, BertinoTarrant said.

“These courses help prepare students for college coursework while meeting general high school requirements,” Bertino-

Tarrant said. “They are also much more cost effective than waiting to take the courses at a college or university.”

Under Senate Bill 2527, dualcredit courses must be taught by an instructor as outlined by the Illinois school code or by a licensed teacher or community college professor or instructor in Illinois.

The new law also requires a school board to award high school credit to a student for dual-credit coursework unless the course’s rigor and content does not meet the Illinois Learning Standard.

MADE Pair of local martial artists will join their coaches and compete internationally in Jiu-Jitsu

For 10 years, Caitlin McHale showed power, strength and elegance as a gymnast.

After leaving the sport, she was looking for a new challenge and she found one that carried over two of the three traits she used as a gymnast in martial arts.

Now 17-years-old, McHale is part of the Hill Brothers Team training out of SUDA International Training Center in Plainfield.

She will be heading to Columbia to compete in the PanAmerican Championships for Team USA in Jiu-Jitsu.

“I had to adjust a lot of what I did because one is a nice, elegant sport and the other is beating people up,” McHale said with a smile. “The flexibility has

helped a lot and the sports work ethic has carried over.”

Originally after giving up gymnastics, McHale joined out of a desire for self-preservation.

“I was in gymnastic for 10 years and I quit and I knew I wanted to do an individual sport that still felt like a team and I wanted to know how to protect myself,” she said. “So, I started two-and-a-half years ago and I loved it automatically. “ What started as wanting to learn striking, McHale started Jiu-Jitsu and rose through the ranks quickly and now will make her first trip to compete abroad.

“I started competing after six months and I never expected it to come this soon for me,” she said. “It has been a lot of hard work and dedication. I come in every day and train hard and SEE MADE PAGE 10

Route 66 Classic coming August 18

When the Route 66 Classic takes place on Saturday, Aug. 18, there will be a crown passed as 2017 Miss Classic Tonya Marie will end her reign and crown the new winner of the contest.

As the 2017 Miss Classic, she served as an ambassador and spokeswoman for Route 66 Raceway and Chicagoland Speedway.

“I got to do all kinds of different events, from NASCAR to NHRA to World of Wheels,” Tonya said. “It was a little more unique than a regular pin-up contest.

“Like any pin-up contest, it is based off your vintage persona and how well you embrace that.”

For Tonya Marie, the 2017 Miss Classic was her debut in pin-up pagents.

“This was my first and only I had ever done. I had no idea what

to expect and girls showed up with suitcases full of outfits,” she said.

“There is a whole culture around the pin-up and I have learned to really love it. It is just so classy.”

In order to win Miss Classic, contestants have to embrace the period look, answer questions and help the track raise money for a good cause.

The ladies will be challenged to enter the racer pits and solicit donations benefitting Pits for Patriots. The contestant that earns the most in donations will be crowned the Queen of Hearts.

Pits for Patriots rescues and trains pit bulls as service dogs for veterans and first responders with physical and emotional needs.

The organization works fervently to alter the negative public opinion surrounding the pit bull breed while simultaneously delivering veterans and first responders with SEE CLASSIC PAGE 9

Especially at the Classic, they research what was big in that era and they bring that out there for the fans.”

That stakes have been raised for this year’s event as each official will be fundraising prior to their race with R.A.C.E. matching the dollars they earn. In 2017, R.A.C.E. donated $21,000 to 12 community organizations as a result to the Route 66 Classic Grudge Matches.

“I trust my coaches that whatever they think I can do,” McHale said. “I believe in them and they think I am ready – so I am going to go and give it my

best and hopefully win.”

McHale has had another mentor in the training room in 21-year-old Alexandra Barillas of Joliet.

Barillas has been part of SUDA International for nearly 10 years and will be making her fourth trip out of the country to compete when she heads to Sweden in November to compete in the

Jiu-Jitsu World Championships.

While she is getting ready for her own tournament, Barillas is also happy to help McHale.

“I am excited I can be there for her and we can be there and push each other. I know what she is going to see, I know what to expect, so I can help her get there,” Barillas said. “We all inspire each other and it is good

that we have girl power in here too.”

Barillas first started with SUDA after watching her younger brother, Christian, at one of his classes.

“When I saw my little brother out there grappling, I knew I wanted to do this, so I joined,” she said.

Barillas was no stranger to rough sports before joining, as she played soccer and rugby at Plainfield Central.

“I never expected to go this far and when I was given the opportunity I was so blessed. I have my whole family who believes in me and I believe in myself,” Barillas said. “I am extremely excited and I am already getting pumped. I have been getting ready for a few months because I am determined to win.”

Like McHale, the Hill brothers will be the head coaches for Team USA when Barillas heads to Sweden.

Travel and coaching internationally is nothing new to the Hills.

“Our first time coaching a US National Team was in 2008 was and we have been everywhere,” he said. “We have been to Russia three times, we have been inside the Kremlin – we had a private, government tour of the Kremlin and we were in rooms that only three US Presidents have been in,” Ron Hill said.

“We went from just trying to make a tough team to going all over the world.”

The Hills will coach athletes from all across the United States as well as their homegrown athletes that are making the trips.

“We have local athletes earning spots on US National teams right in their back yard and people don’t know about it,” Hill said. “Caitlin is our 32nd person to make a US National team and this is James and I, our sixth US National team that we are coaching. The worlds are crazy because that is all some people do. Some of the countries are government funded, it is Olympic caliber.”

While SUDA International has sent more than 30 athletes overseas, that is not all the Hill Brothers Team focuses on.

“We have business owners, police officers and we still have the element of a world-wide team,” Ron said. “We are going to make better people out of them by teaching them martial arts and then what comes of it is what comes of it.”

Should children be financially obligated to help parents?

DEAR DAVE, Do you believe the adult child of a senior citizen, who is physically and mentally healthy but has neglected to plan for retirement, should be burdened with providing financial assistance to that parent?

ROBBIE DEAR ROBBIE, Based on the wording in your question, I can only believe you don’t think the adult child should be “burdened” to provide this assistance. My guess is

you’re talking about one of your own parents. I understand that you might be aggravated with a parent who has been irresponsible with their money. But in my mind, there’s a bigger question. How big is the burden?

I talked to a guy recently who was making $1.5 million a year.

He was questioning whether he should help his dad — an older man in poor health, who didn’t handle his money well — by giving him $1,000 a month.

detect the dangers of smoke, gas, spoiled food, and more.

The National Institute on Aging says that, as a person gets older, his or her sense of smell may fade, and that will also affect taste.

The Mayo Clinic says some loss of taste and smell is natural and can begin as early as age 60.

Adults have about 9,000 taste buds sensing sweet, salty, sour, bitter, and umami flavors, or those corresponding to the flavor of glutamates.

Many tastes are linked to odors that begin at the nerve endings in the lining of the nose.

Medline says the number of taste buds decreases as one ages, and that remaining taste buds may begin to shrink.

Sensitivity to the five tastes also begins to decline.

This can make it more difficult to distinguish between flavors.

Similarly, especially after age 70, smell can diminish due to a loss of nerve endings and less mucus in the nose.

With the combination of the reduction of these important sensory nerves in the

nose and on the tongue, loss of smell and taste can greatly affect daily life.

Changes in these senses can contribute to feelings of depression, diminish one’s enjoyment of food and cause harmful conditions, such as extreme weight loss from disinterest in food to problems associated with overusing salt or sugar.

Although aging is often to blame, loss of smell and taste also may be tied to early symptoms of Parkinson’s disease or Alzheimer’s disease.

Cancer treatments, medications, lack of saliva, colds, flu, and other factors may contribute to sensory loss. Changing medications or treatments may help.

It’s important to bring up diminished flavors or smells with a doctor to rule out something more serious and to determine what might help restore pleasure from smells and flavors.

An otolaryngologist, or a doctor who specializes in diseases of the ears, nose and throat, may be able to help fix the problem, though some people may be SEE SENIORS PAGE 15
