Council agrees to incentive deal with Innovation Pavilion Joliet officials agreed to a $200K pact, which could help the city in realizing the vision of its downtown plan

The Joliet City Council took steps last week to incentivize a redevelopment agreement with Innovation Pavilion and the development of its innovation campus planned for downtown Joliet.

In a 7-0 vote, Joliet officials agreed to a $200,000 pact, which could help the city in realizing the vision of its downtown plan of becoming a “Mecca for Young Adults.”

Councilman Pat Mudron was absent from the meeting.

Discussion between the city and Innovation Pavilion CEO Vic Ahmed related to the project took place over the last year.

The development is to consist of eight elements, including a conference center, corporate suites, shared space-incubator, maker space, STEM school, 21st century

library, retail and millennial housing.

The agreement stipulates that city-owned property will be conveyed to Innovation Pavilion at no cost either with regard to the 2.67acre parcel along North Joliet Street or the 4.67-acre site adjacent to the new bus transportation center.

In order for Innovation Pavilion to put the city’s incentive package to use, the firm must apply for building permits. The agreement stipulates the firm has the opportunity to be reimbursed for up to $200,000, or 50 percent—whichever is less, to pay for start-up costs.

“Once the plan is done—once the architectural renderings are done, the building permit’s applied for—we get a real sense of what their project is, what’s the scope,” Deputy City Manager Steve Jones said. “Is it 100,000 square feet? Is it 200,000 square feet? What are the

eight components they’ve put into it? At that point, the city will look at the typical incentives we offer within our downtown area and see which of those apply to this project.”

Innovation Pavilion already has one innovation campus located in Centennial, CO. It is the firm’s intent to expand throughout the country.

The firm will need to come back to the city council at a later date with regard to the second agreement, which gets into all the other specifics that could be aligned to the project.

“The beauty of this is there’s no risk to the city,” Jones said. “You have to apply for a building permit, which means they’ve spent an awful lot of money to get this project off the ground, and that’s the point where any reimbursement or land transfer would occur.”

Board of Trustees fill vacant seat Bryan Kopman to serve out the remainder of the late Don Walden’s term

Bryan Kopman is excited to bring his experience and perspective to the Troy Township board. The Shorewood resident was recently appointed to the Troy Township board to serve out the remainder of the late Don Walden’s term.

“I’m honored by the appointment, the trust, the confidence shown by [Township Supervisor Joe] Baltz and the trustees,” Kopman said. “It’s bittersweet.”

Kopman, attorney employed

by Kavanagh Grumley & Gorbold, is graduate of Northwestern University and University of Notre Dame School of Law, is a lifelong resident of Will County and was a former Troy Township Planning Commission chairman.

Kopman said he hopes he can step in and assume what would’ve been Walden’s role to the best of his ability.

“Those are big shoes to fill,” the Shorewood resident said.

“He was a very giving public servant.”

Baltz said with Kopman on board, Troy Township found an ideal candidate to assume the role.

“He was No. 1 in my mind to replace Troy Township Trustee Don Walden,” he said.

Baltz said the Township couldn’t hold off its decision to appoint another trustee to serve for long.

The Township had 60 days from the date in which the vacancy was reported to appoint a replacement and subsequently the trustees approved the seating of a new member in a unanimous vote.

The trustees will have a number of different decisions to make as the business of the board progresses in the coming months, including a levy, budget

adoption, improvements to the Troy Township parking lot.

Baltz said he thinks Kopman is ready to begin the work of Troy Township Board.

Kopman said if he had to pinpoint why Troy Township decided to appoint him, it comes down to several key factors.

“I would have to emphasize how I am a Will County resident,” he said. “I grew up in Peotone. I lived and worked on a farm. I’ve lived in Troy Township since 2000. I’ve served in many capacities through civic organizations. I have a lot of experience that gives me a feeling for the community’s needs, and I can bring a wide array of experience to the job.”

Kopman credits his upbringing for helping him to find and follow his path in life.

“It had always been instilled in me by family to giveback,” he said. “I’ve blessed in my personal and professional life. It’s important to giveback. When I got out of law school and got situated, I felt a need to get involved. Serving as a Troy Township trustee is a good way to do that.”

Kopman said he is excited to have the opportunity to work with the other members of the board to handle the board’s business.

“Having practiced as an attorney in Will County, I bring a new perspective that’s not there on the board,” he said. “No one else is a lawyer. [Having my] perspective along with the perspectives of the other people on the board, that sets us to best serve Troy Township and its residents.”

Kopman said he is ready to work for the residents of Troy Township.

“Troy Township has an excellent history of providing an array of services to residents and in doing so in a fiscally conservative way,” he said. “It has a great track record of not wasting taxpayer dollars and getting the most mileage out of them.

Kopman said he thinks the board’s biggest challenges moving forward come down to one main factor.

“It’s a bittersweet decision since I truly love my job leading the Clerk’s office. I started working in the office as a senior in high school back in 1975. Since then I administered or helped administer, every federal, state, and local election in Will County for more than forty years. I am proud of the many accomplishments my staff and I achieved over the years as we’ve exceeded all my expectations. I’m especially proud of implementing a new optical scan election system with equipment for the disabled allowing them to vote independently for the first time.”

BY ROBERT C. KOEHLER TRIBUNE CONTENT AGENCY The United States boycotted the U.N. negotiations to ban - everywhere across Planet Earth - nuclear weapons.

So did eight other countries. Guess which ones? The international debate over this historic treaty, which became reality a week ago by a margin of 122 to 1, revealed how deeply split the nations of the world are - not by borders or language or religion or political ideology or control of wealth, but by possession of nuclear weapons and the accompanying belief in their absolute necessity for national security, despite the absolute insecurity they inflict on the whole planet.

Armed equals scared. (And scared equals profitable.)

The nine nations in question, of course, are the nuclear-armed ones: the U.S., Russia, China, Great Britain, France, India, Pakistan, Israel and . . . what was that other one? Oh yeah, North Korea. Bizarrely, these countries and their short-sighted “interests” are all on the same side, even though each one’s possession of nuclear weapons justifies the others’ possession of nuclear weapons.

None of these countries took part in the discussion of the Treaty on the Prohibition of Nuclear Weapons, even to oppose it, seeming to indicate that a nuke-free world isn’t anywhere in their vision. As Robert Dodge of Physicians for Social Responsibility wrote: “They have remained oblivious and hostage themselves to this mythological deterrence argument that has been the principal driver of the arms race since its inception, including the current new arms race initiated by the United States with a proposal to spend $1 trillion in the next three decades to rebuild our nuclear arsenals.”

Among the nations - the rest of the planet - that did participate in the creation of the treaty, the single vote against it was cast by the Netherlands, which, coincidentally, has stored U.S. nuclear weapons on its territory since the Cold War era, to the befuddlement even of its own leaders. (“I think they are an absolutely pointless part of a tradition in military thinking,” former Prime Minister Ruud Lubbers has said.)

The treaty reads, in part: “. . .each State Party that owns, possesses or controls nuclear weapons or other nuclear explosive devices shall immediately remove them from operational status and destroy them, as soon as possible . . .”

This is serious. I have no doubt that something historic has happened: A wish, a hope, a determination the size of humanity itself has found international language. “Prolonged applause broke out as the president of the negotiating conference, Costa Rican ambassador Elayne Whyte Gomez, gaveled through the landmark accord,” according to the Bulletin of the Atomic Scientists. “’We have managed to sow the first seeds of a world free of nuclear weapons,’ she said.”

But nonetheless, I feel a sense of cynicism and hopelessness activated as well.

Does this treaty sew any real seeds, that is to say, does it put nuclear disarmament into motion in the real world, or are her words just another pretty metaphor? And are metaphors all we get?

Nikki Haley, the Trump administration’s U.N. ambassador, said last March, according to CNN, as she announced that the U.S. would boycott the talks, that as a mom and daughter, “There is nothing I want more for my family than a world with no nuclear weapons.”

How nice.

“But,” she said, “we have to be realistic.”

In years gone by, the diplomat’s finger would then have pointed to the Russians (or the Soviets) or the Chinese.

But Haley said: “Is there anyone that believes that North Korea would agree to a ban on nuclear weapons?”

So this is the “realism” that is presently justifying America’s grip on its nearly 7,000 nuclear weapons, along with its trillion-dollar modernization program: tiny North Korea, our enemy du jour, which, as we all know, just tested a ballistic missile and is portrayed in the U.S. media as a wildly irrational little nation with a world-conquest agenda and no legitimate concern about its own security. So, sorry Mom, sorry kids, we have no choice.

The point being, any enemy will do.

The realism Haley was summoning was

economic and political in nature far more than it had anything to do with real national security - which would have to acknowledge the legitimacy of a planetary concern about nuclear war and honor previous treaty commitments to work toward disarmament. Mutually Assured Destruction is not realism; it’s a suicidal standoff, with the certainty that eventually something’s going to give.

How can the realism manifest in the Treaty on the Prohibition of Nuclear Weapons penetrate the consciousness of the nuclear-armed nine? A change of mind or heart - a jettisoning of the fear that these insanely destructive weapons are crucial to national security - is, presumably, the only way global nuclear disarmament will happen. I don’t believe it can happen by force or coercion.

I therefore pay homage to South Africa, which played a crucial role in the treaty’s passage, as the Bulletin of the Atomic Scientists reports, and happens to be the only country on Earth that once possessed nuclear weapons and no longer does. It dismantled its nukes just as it went through its extraordinary transition, in the early’90s, from a nation of institutionalized racism to one of full rights for all. Is that the change of national consciousness that’s necessary?

“Working hand in hand with civil society, (we) took an extraordinary step (today) to save humanity from the frightful specter of nuclear weapons,” said South Africa’s U.N. ambassador, Nozipho Mxakato-Diseko.

And then we have the realism of Setsuko Thurlow, a survivor of the Hiroshima bombing on August 6, 1945.

Recounting the aftermath of this horror recently, which she experienced as a young girl, she said of the people she saw: “Their hair was standing on end I don’t know why - and their eyes were swollen shut from the burns. Some peoples’ eyeballs were hanging out of the sockets. Some were holding their own eyes in their hands. Nobody was running. Nobody was yelling. It was totally silent, totally still. All you could hear were the whispers for ‘water, water.’”

After the treaty’s passage last week, she spoke with an awareness I can only hope defines the future for all of us: “I have been waiting for this day for seven decades and I am overjoyed that it has finally arrived. This is the beginning of the end of nuclear weapons.”

Three charged with murder, arson in fire Fire killed two Joliet women, 11-month-old Will County State’s Attorney James Glasgow recently announced that murder and arson charges were filed against three individuals in connection with a June 3 fire that killed two women and an 11-month-old girl in Joliet.

Andy Cerros, 17, Manuel A. Escamilla, 18, and Eric J. Raya, 18, all of Joliet, were charged with six counts of first-degree murder, one count of attempt first-degree murder, and three counts of ar-

son.

The murder charges allege they discharged a flare gun at a residence at 16 N. Center Street and that the resulting fire caused the deaths of Regina Rogers, 28, her daughter, Royalty Rogers, 11-months-old, and Jacquetta Rogers, 29.

The attempt murder charge alleges they discharged the flare gun with the intent of killing a man who escaped the fire without harm.

All three individuals were already in custody on unrelated offenses. Bond in the murder case was set for each at $10 million.

The charges filed are the result

of an intensive six-week investigation by the Joliet Police Department in cooperation with the Will County State’s Attorney’s Office.

State’s Attorney Glasgow credited Joliet Detectives Jim Voudrie, Tizo Landeros, Jeff German, Jose Martinez, and Darrell Gavin for their dedication and hard work throughout the course of this complicated investigation.

“These charges reflect the dogged determination these detectives and their entire division demonstrate on every single case they handle,” said State’s Attorney Glasgow. “They literally leave no stone unturned when it comes to protecting the citizens of Joliet.”

WILL COUNTY SHERIFF’S OFFICE

Office pleased with revamped warrant division With newly instated changes, division is now apprehension focused, actively seeking individuals with outstanding warrants Will County Sheriff Mike Kelley is pleased to announce the successful first year anniversary in the renovation of the Sheriff’s Fugitive Warrant Division.

Prior to the revamping, the Warrant Division’s main objective was basically a transport unit.

Sheriff’s deputies were responsible for transporting individuals with active warrants from surrounding counties and bringing them to the Will County Adult Detention Facility.

With the newly instated changes, the division is now apprehension focused, actively seeking individuals with outstanding warrants within Will County.

Within the past year, the success of the division is clear with 963 warrants being served.

Twenty-four of those offenders were charged with additional crimes at the scene. Seized in

those warrants was: 2.8 grams of heroin, 7.7 grams of mushrooms, 50 grams of cocaine, 106.5 grams of methamphetamine, and 498.2 grams of cannabis. in addition, deputies seized six illegal firearms, two vehicles, and over $11,000 in cash.

In the Sheriff’s Office efforts to get offenders off the street, they added three initiatives for the public to assist us in our continued success.

One of the ways the Sheriff’s Office is getting the word out is the recently installed TV monitors inside the Will County Courthouse.

These monitors have a continuous scroll of ‘Wanted’ individuals.

As many as 2,600 people, including employees, visit the courthouse daily.

That department hopes that tips in locating these individuals will be generated to the Sheriff’s Office.

Another successful addition is the “Warrant of the Week” that is posted on the Will County Sheriff’s Facebook page.

Since the start of these posts, several ‘Wanted’ individuals have been located and arrested, proving its success.

The most recent effort to get

the word out to the public is the new website: www.willcountywarrants.com.

The hope is that people will visit the site in order to identify those who have active warrants within their neighborhoods, at their jobs, or people they may know, and that they will provide us with tips or information that will be helpful in locating them.

This website provides users to search by name, address, and offenses.

It also provides users to search on maps by towns, municipal police department warrants, and you can even search yourself if you think you may have an outstanding warrant.

The site provides instructions on what you need to do to take care of the warrant or ask any question regarding it.

The Sheriff’s Office is excited about the accomplishments in the first year of these changes.

But, with the public’s help, we know that we can do an even better job at apprehending offenders. No tip or piece of information is too small. All information supplied by visitors to the www. willcountywarrants.com site can remain anonymous.

Somewhere during the second semester of her junior year at Vanderbilt University in Nashville, Tennessee native Alexandra Farnsworth said she put so much pressure on herself that she took the fun out if the game of golf.

While a brief hiatus helped restore the fun in the game – winning the 23rd annual Phil Kosin Illinois Women’s Open last week at Mistwood Golf Club in Romeoville secured that her enjoyment is back.

“I have had a lot of second and thirds in college play, so this breakthrough really means a lot to me. It is frustrating being in the hunt a lot and not being able to pull through,” Farnsworth said. “I have put a lot of added pressure on myself about going pro and I thought I had to be shooting certain scores to prove myself and I

made the game miserable for myself. I took two weeks off and spent time with friends and I am back to really enjoying the game again – and this (win) really helps.”

Farnsworth shot 67s on both Monday and Wednesday of the tournament around a 74 on day two – ending with a total of 8 under par for the tournament.

On the first day of the tournament, Farnsworth carded one of only five total eagles of the tournament, when she fired a three on the 504-yard par 5 15th hole.

“Monday was a round where golf just felt easy and that doesn’t happen very often as many golfers know,” she said. “This is an amazing, beautiful course and it really sets up well for my game.”

Farnsworth did not open day three in the lead, but had a hold on first by the turn – although she tried not to look.

“Fourteen was a lot tougher from the back tee. The pin was very accessible, but it was still a tough shot,” she said. Hitting the green on that hole was important and of course 15 is a visually intimidating hole and I really just tried to focus on my target and stay with my routine.”

If not for a change in assistant coaches at Vanderbilt, she would probably have never traveled to Romeoville for the tournament.

Aimee Neff, who won the Illinois Women’s Open in 2008 and ’09, talked the tournament up to Farnsworth.

“Aimee Neff is our new assistant coach,” Farnsworth said. “She is amazing and she has helped our program so much and she told me how great this tournament was and how great the course was and I thought to give it a shot.”

After missing the qualifying standard for the United States Women’s Amateur Championship by one shot, Farnsworth will next play in the Tennessee Women’s Open July 27-29.

“The Tennessee state open is a good state open as well, I don’t know if it as good as this one, but it always has a really strong field and I get to see a lot of friends,” Farnsworth said.

Finishing behind Farnsworth at Mistwood were Northwestern University golfer Hannah Kim, who was 6 under par.

Kim was followed by Vivian Tsui and Samantha Postillion, who

were both under five under par.

Tsui and Postillion were the two low professionals of the tournament. They split the first and second-place payouts, each taking home $4,250.

“I have been playing as a pro for over two years now,” Postillion said. “This is my biggest professional check. The most I won before this was a Mini Tour event and that was $2,500.”

Postillion played in the IWO this season on the heels of playing in her first-ever LPGA event in June – the Manulife LPGA Classic at Whistle Bear Golf Club in Cambridge, Ontario Canada.

“That was probably the coolest experience in professional golf that I have had so far,” Postillion said. “I did not play as well as I wanted. I shot in the upper 70s, but it was a great learning experience, but I was a bit too nervous.”

JCA’s Quigley wins WNBA 3-point contest

Joliet native Allie Quigley was drafted by the Seattle Storm of the WNBA with the 22nd pick of the 2008 draft.

She was released by Seattle before playing a game, but rejoined the Storm for the 2011 season.

Last weekend, Quigley again returned to Seattle — only this time, she was the storm In front of more than 15,000 fans at Seattle’s KeyArena and several family members from Joliet, Quigley won the WNBA ThreePoint Contest and played in her first-ever WNBA All-Star game.

She beat out Sue Bird, Maya Moore and Jasmine Thomas in the opening round, then defeated Sugar Rodgers in the final to take home the trophy.

“I was just like I can’t believe this. I wanted to obviously [win] but you just don’t know who’s going to be hot that day and who’s going to shoot well,” Quigley said.

“To be able to do it was just such a great experience.”

In the Three-Point Contest on Saturday, Quigley went first, posting a 20-point round.

In the second round, she converted 19 of 25 attempts to finish with 27 points.

Her hot hand did not stop there.

In her 19 minutes in the All-Star game, Quigley hit 4-of-9 shots from three-point range to finish with 14 points off the bench.

The 31-year-old graduate of Joliet Catholic Academy, Quigley is in her first season as a starter in the WNBA after coming off the bench to earn a pair of Sith Woman of the Year awards in 2014 and 2015.

She is showing she can flourish in the starting lineup as well as she leads the Sky in scoring with 16.6 points per game.

Untapped value in Collins St. Prison Joliet Area Historical Museum sees the value in Joliet Correctional Center The Joliet Correctional Center on Collins Street has been closed since 2002 and there are still plenty of visitors. In 2009 information kiosks were installed in the parking lot detailing a sample of the nearly 150 year history of the jail.

May 29, 2017 there was fire inside the prison and also in 2013.

The fires, vandalism, and weather over time have severely damaged the prison.

The 20 acre property has been featured in films, television, music, and books.

The Joliet Area Historical Museum sees the value in Joliet Correctional Center and wants to offer tours. Two concerns are safety and the cost to fix everything. Is the Joliet Correctional Center worth investing in? Can it truly become a tourist destination?

Should the state of severe neglect, vandalism, and recent fires be reason enough to demolish it?

I would like to add one more addition to this impressive list…the Joliet Correctional Center Museum. Those that live in Joliet, nearby, and across the country would like more of an experience than hanging out in the parking lot reading a couple of signs!

The state of the Joliet Correctional Center is in bad shape. It

is going to take a lot of money to fix it. Is it truly worth it? I believe so! The best solution is for a city, county, state, federal, and private partnership to restore our notorious prison. I have no doubt if the prison was available as a museum Monday-Saturday 9am-5pm it would pay for itself. A simple $15 admission with merchandise and food options inside with a photo opportunity inside a cell would surely satisfy those with a deep curiosity. After hour and

special events can be had like musical concerts called Jailhouse Rock. The weeks leading up to Halloween it can be a haunted house. The jail can welcome thousands of students annually for field trips. We can market the prison to film and television companies to come make their next production in Joliet on the condition they make a small contribution to fixing the property.

The Joliet Correctional Center Museum means more visitors Joliet which means more money spent in Joliet. Those that travel farther distances especially will no doubt look to see what other fun stuff Joliet has to offer. This is a direct way to spur economic development on the eastside of Joliet. The empty land nearby on Woodruff businesses might be willing to make a large investment and develop the land creating jobs because of the museum.

I feel the City of Joliet should take a good, hard look at creating a mutually beneficial partnership with the township, county, state, federal government, and private businesses in making the Joliet Correctional Center a profitable, scary, fun destination for all to enjoy!
