East side residents demand answers Neighbors ask council to justify stop, arrest

A traffic stop that ended in an arrest on Joliet’s east side has some residents calling foul, asking for a deeper investigation and looking for answers on police procedures and regulations.

On July 13, JPD officers initiated a traffic stop near Third Avenue and Sherman Street. According to reports, Milton Travis, 21, Deandra Robinson, 19, Maurice Bass, 23, and a 16-year-old juvenile were pulled over in a Chevrolet Malibu, driven by Travis, around 11 p.m.

The traffic stop was recorded by police body cameras and by Robinson via cell phone.

Per the phone recording, which was posted to social media, the passengers in the car asked the police for justification for the stop and did not get out of the car while awaiting that justification.

The cell phone video shows officers asking Travis to step out of the car, followed by video of Travis outside the car and on the ground,

being placed under arrest.

The videos show the people in car complaining there was not probable cause for the stop and arrest.

Those same issues brought several people to the Joliet City Council on July 17, asking for answers.

Mary White, a minister with Good Samaritan Ministries, asked the council members if the JPD has engaged in any self-evaluation processes, particularly when it comes to relations with residents on the east side. White said she had engaged several community members on the issue, and presented the council with some of that feedback.

“I do understand that we all have to take responsibility for our actions, for our behaviors, and the decisions that we make in any given circumstance and situation,” White said. “Our response was, you know, a lot of people don’t like the police in Joliet. And then another response was, there is one in every profession. My concern here is possible police brutality, abuse of authority, and failure to gain and maintain trust with the people of color here in Joliet.”

Milton Bass, another east side resident, approached the council to say his two grandsons had been tased recently by police.

“What happened Friday night, it was horrible,” Bass said. “If they were jumped and beaten by others, the police would have gone out and looked for those people, they would have prosecuted them. So, who’s going to prosecute the police? I’m disappointed, I’m hurt, I’m choked up. When you see your loved one get beat down, and you can’t do nothing about it because they do it because they’ve got a badge and a gun, and they’re smirking — It’s ridiculous. I’m upset… with the police and I’m upset with everyone on [the city council].”

Earnest Crim, a teacher at Joliet Central, also approached the council, noting that it’s a difficult time for race relations in the city and the nation.

“I don’t understand why it was escalated to the point of him being yanked out of the car,” Crim said. “Why couldn’t the officer, practicing whatever de-escalation process they were taught, go back and write a ticket? I know it’s a tough job, but over running a stop sign, why do you want to become combative? Why is that the first thing you want to do with us?

Why do you want to beat us to the ground to prove a point? I don’t understand that. And living in this city, living in America, when-

ever a cop pulls up behind me, I do not feel safe. No matter how many degrees I have, no matter where I live in this country. I think that’s the issue, and I think every black person in this country and in this city can relate to that.”

Joliet police did not comment on the arrest, except to say there was an investigation into the events surrounding the stop.

“I can appreciate the concern that the family members have over this traffic stop,” Chief Brian Benton said. “We have initiated an investigation though our internal affairs [division], there are also criminal charges pending, otherwise I would elaborate further on it. There is dash cam video, there is audio from the body [camera] recording, so I would ask the public not to take the snipped of video that was broadcast throughout the media and jump to conclusions based on that limited information. Once we’ve completed the investigation and the criminal process is completed, I will be more than happy to share that information with you.”

The JPD are also asking that anyone with information on the stop to contact the Joliet Police Department Internal Affairs Unit at 815-724-3203.

Workforce Center to host weekly job fair on July 26 Area job seekers are invited to attend a weekly job fair from 9 to 11 a.m. Thursday, July 26, at the Workforce Center of Will County.

Among the positions employers will be looking to fill are CDL drivers, CNC machinist trainee, correctional officer, corrections food service supervisor 1, corrections medical technician (LPN), corrections nurse trainee, corrections treatment officer, extrusion operator associate, forklift operators, home care aide/homemaker, hydroblast technicians, maintenance mechanic, maintenance worker, material handlers, production worker, sanitation worker, school bus drivers, security officers, shipping and and receiving worker, senior electrical maintenance specialist, thermoforming operators associate, transportation aide and warehouse associates.

WCWC Manager Susan Flessner said the events allow job seekers to meet with several employers at once.

“Someone looking for a job can make many contacts in one day and employers are able to interview people on the spot,” she said.

The weekly events are held at the Workforce Center of Will County, 2400 Glenwood Ave., Suite 100. The day and times vary.

Will County Executive Larry Walsh encourages job seekers to be prepared to take advantage of the weekly events.

“The Workforce Center of Will County is the place to go to find a job,” he said. “Susan Flessner and her staff work hard to organize these weekly job fairs that bring multiple employers to one location at one time.”

Second craft brewery headed to village After two years couple will start its own business

A new brewhouse is headed to Shorewood.

In June, the members of the village board approved a Class K liquor license, permitting craft beer sales for a second specialty tap house in the village.

The new brewery will open at 913 Brookforest, behind Shorewood Bank and Trust.

Owners Michael and Jamie Stevenson will be opening up the new site.

“Everything came out clean on their background checks,” Mayor Rick Chapman told trustees last

month.

The couple plan to create the new brewery in a roughly 3,000 square foot space, utilizing 1,00 to 1,200 feet of space as the actual tap room.

“We’ve been trying to start our own [business] for two years, and here we go,” Jamie Stevenson said.

“We’re looking forward to getting started.”

The couple was able to secure equipment already, buying what they need to kick the business off from a brewery in Romeoville that had upgraded their systems.

“We have a lot of people around us who will give help, not only on the business side but the produc-

The village board waived the second reading and issued the license in June.

The Class K liquor license covers only beer, and costs $1,200 annually. The Stevensons hope to have the doors open on their new establishment by late fall.

More than 200 manholes in need of repair in village Project start of 10-year program

The village of Shorewood will pay more than one half million dollars to start the process of rehabbing manholes and mainline sewers.

In June, the members of the Board of Trustees approved a contract with Conley Excavating, Inc. of Morris for the 2018 sanitary manhole rehabilitation project.

The project is the start of a planned 10-year sanitary sewer rehabilitation program.

“This is our first construction

job of the sewer rehabilitation program that we laid out. We looked at basin 3 because that was the priority. We have 242 manholes that are in need of repair,” said Public Works Superintendent Chris Drey.

Information is being sent to residents near each project, letting them know when work is being conducted.

The project, part of the village’s capital improvements program, will generally consist of public sector repairs on manholes and main line sewers phased over alternating years.

The village received five bids on

the project. Conley Excavating will be paid $582,100 to perform the work. That’s 15 percent below the engineer’s estimate of $685,550.

The village’s engineering firm gave Conley Excavating a vote of confidence, noting that they have worked with the firm on a number of previous projects in the field of sanitary manhole rehabilitation projects.

The board also approved the following public works purchases: An Altoz 66-inch mower will be purchased from Rendel’s, Inc., in the amount of $18,890.

A retrofit for a plow truck, by Force America, in the amount of $10,565.

Health Department to attend Catholic Charities Back to School Fair It has been an annual tradition for the Behavioral Health Division of the Will County Health Department, led by Dr. Joseph Troiani, to participate in the Catholic Charities Diocese of Joliet Back to School Fair.

This year’s event is set for Thursday August 2nd, 10 AM to

5 PM, at Joliet Catholic Academy, 1200 N. Larkin in Joliet, 10 AM to 5 PM. Each child will receive a packet with donated school supplies.

Also participating this year will be the Will County Health Department’s Family Services Division, as they will be helping provide the free health services and screenings available from 10 AM to 3 PM. FHS’ Lyyti Dudczyk will be providing lead screenings for the

children. This is a one stop health and human services event for low-income families living in Will County, who have children up to 18 years old.

No preregistration is needed, and Spanish interpreters will be present.

Identification is needed for all household members (students and the parents or guardians who are with them), along with proof of income and verification of address.

Any child attending must be accompanied by an adult; or if a parent or guardian of a student cannot be there the adult who brought them must have re-

quired documentation.

Storied high school football rivalry continues this year

BY DAVID PORTER OF THE ARCOLA RECORDHERALD AND THE TUSCOLA REVIEW At the end of 2016-17 school year, there were only four schools in Illinois that had won more than 700 football games in their team’s history. And two of them are small-school rivals just 8 miles apart.

Tuscola, population 4,391, and Arcola, population 2,864, have been battling it out on the gridiron since the 1890s. At times, including present day, their conferences have kept them apart, but the “Cola Wars” are set to resume Aug. 31, 2018, during the Illinois’ Bicentennial.

They narrowly missed facing off in 2017, as both teams climbed the brackets in the state Class 1A playoffs. Arcola, which has four championship titles, was eliminated in the first round while Tuscola was runner-up in the Final.

The Arcola Purple Riders have title bragging rights with four championships — the most recent was 2015. They also won the state title in 1978, 1985 and 1988. The Tuscola Warriors won in 2006 and 2009.

Their rivalry extends beyond athletics. Retired Circuit Judge Mike Carroll, a 1964 graduate of Tuscola High School, said the rub between the two Douglas County farm communities is as old as the county itself, which was formed in 1859 from Coles County. Local history books confirm the first election for county seat saw 10 times as many ballots cast as there were residents. A second election resulted in Tuscola winning.

“Arcola was bitter over the county seat vote,” Carroll said. “They never got over it.”

Both towns’ high schools started playing football in the mid-1890s. The rivalry extended to football but wasn’t created by it. Tuscola leads the cumulative wins title, but Arcola was ahead by 1 at the end of the 2015-16 season. Tuscola led by one at the end of the 201617 season. But a couple of game scores remain in question.

In 1961, Tuscola beat Arcola 13–9 and “the jubilant Tuscola players ran into the locker room,” according to Carroll.

But a referee had thrown a flag on the last play for a roughing-the-passer pen-

alty.

“The referees had to go into the dressing rooms and inform the teams about the penalty.”

The teams came back onto the field and continued the game with few fans left to watch.

Arcola scored on a passing play and was declared the winner. In another game in the 1920s, both towns believe the other forfeited.

“Arcola thinks they won it, and Tuscola thinks it won,” said Randy Rothrock, a former Arcola coach, alumnus and football historian. “Each claimed the other walked off the field first.”

The 1961 game is etched in lore as a vengeful victory for Arcola. The story is told that prior to the game, Tuscola students fed laxative to several chickens and then placed them inside the Arcola school. Other pranks over the years include graffiti written on the Tuscola press box and a large “T” burned into the Arcola field with weed killer.

The hijinks were nothing compared to the earlier years, according to Rothrock. The early 1900s were “pretty rough,” he said. Headlines in the local papers would explain whether fisticuffs had broken out. “Very little slugging,” an 1897 headline read. In 1910: “No fistic exhibitions.”

The rival match was traditionally played on Thanksgiving Day. Duff Hoel, a banker and a 1983 graduate of Tuscola High School, said: “St. Teresa (in Decatur) was a bigger rival for us,” he said while still cringing at the color purple — Arcola’s school color.

Arcola and Tuscola had resumed playing each other in 1982 after a fiveyear hiatus. Arcola won that year 43–6.

Then, with Hoel as quarterback, Tuscola won 33–0. Arcola would go on to win the next seven contests.

Tuscola leads the series against Arcola 54 games to 44, with 6 ties. But Hoel and Carroll agreed that the achievement is greater for Arcola because the school population is considerably smaller.

Local legends Tuscola and Arcola teams have given rise to dozens of local legends. Many of the last names over the past 100 years are the same, too, in each community.

Each town has sent one player to the

National Football League. Terry Miller, Arcola Class of 1964, was the first. The former high school guard, quarterback and running back, played for University of Illinois and was drafted by the Detroit Lions in 1968. He was signed by the St. Louis Cardinals in 1970. A knee injury ended his football career a few years later.

Fred Wakefield, a 1996 Tuscola graduate, also played for U of I, one of five Tuscolians to earn a football scholarship there. He played for the Arizona Cardinals and the Oakland Raiders.

As good as Miller and Wakefield were, Carroll and Rothrock agreed that the greatest athlete to come out of Douglas County was probably Arcola’s Robert “Popeye” Pullen. In the four years that Pullen played football for the Purple Riders, the Tuscola Warriors didn’t score a point. He was a four-year standout in a club that posted a 32–1–1 record from 1934-37. Pullen scored 34 touchdowns and 20 extra points.

“I asked my mom who the best football player was in the history of Tuscola and Arcola, thinking she’d say me. She said ‘Popeye Pullen.’ She didn’t even hesitate,” Carroll said.

“She said, ‘When some people hit you, you get hurt. When Popeye hit you, you got brain damage.’ I said, ‘Didn’t Dad play against Popeye?” She said, ‘Your father was a smart man. When he saw Popeye coming, he just laid down.”

Pullen didn’t get the chance to play college or pro ball. He enlisted in the U.S. Navy in 1940 and was aboard the USS Houston when it was sunk in 1942.

Nearly 700 sailors were killed. Pullen was one of 368 who managed to swim to shore. He was sent to a POW camp in Burma, where he reportedly refused medication for a minor leg injury because he thought other prisoners needed it more. He died in the camp on Aug. 31, 1943, of blood poisoning.

A hand in the NFL Arcola lays claim to helping the NFL get started — through a game that was never played.

It was common in the early 1900s for communities to have adult football teams. In 1919, Arcola’s community team had been defeated by the Decatur Staleys, which was sponsored by A.E. Staley Manufacturing, now Staley Continental, which processes corn and soybeans.

There’s certain things that just fit.

For Hannah Kim, it’s her and the Mistwood Golf Club in Romeoville.

Kim, who recently graduated from Northwestern and immediately turned pro, easily won the Phil Kosin Illinois Women’s Open, which was concluded July 18 at Mistwood.

Not only did Kim win the event, she shattered the record for best overall round in the 24year old tournament by shooting a course record 16-underpar 200.

“Mistwood just suits me,” Kim said. “What you see is what you get.”

What Kim got was an incredible 3-day total.

She made 17 birdies, including a near hole-in-one on 17 on

the final day, and had one bogey in the 54-hole tourney.

Her lone bogey came on the seventh hole on the opening day.

Every other hole was wither a par or a birdie. including the last 47 in a row.

Her rounds on the par 72 course were 68-65-67.

Being a pro, she received the top prize of $5,000 for winning it.

It was Kim’s third start as a pro, following the Ohio and California opens, and first win. This week she’s playing in the Tennessee.Open.

She shattered the old tournament scoring record, which was a 9-under 207.

That was first set by Annika Welander in 2005, and matched

by Stephanie Miller in 2016.

Both were done at Mistwood.

Cougars wins IHSBCA summer tourney

The pregame rallying cry for the Cougars of Plainfield South High School’s, varsity baseball team.

The Summer of 2018 was special, as the Cougars took home their second Illinois High School Baseball Coaches Association Summer State Championship, in three years. On Thursday, July 19, at North Central College in Naperville, the Cougars romped past Prairie Ridge 9-1, to bring home the beautiful, Phil Lawler Memorial Summer State Championship trophy, back to “The South Side”.

Plainfield South senior righthanded pitcher and shortstop, Griffin Lapp,took home the 2018 Jack Kaiser Memorial Most Valuable Player Award trophy.

Lapp fired a three-hitter at Prairie Ridge (28-3) with five strikeouts, in the State Championship

Game.. On Tuesday, July 17, Lapp fired a four-hitter at Huntley, as the Cougars romped past the Red Raiders, 11-1 in five innings, in an elimination game.

At the plate, Lapp, led the tournament with five RBI. Including Lapp, six Cougars were named to the Lawler Summer State All-Tournament team.

For the second time, in his illustrious Cougar career, senior catcher Justin McGuigan, made the Lawler All-Tournament team. As a sophomore-to-be, McGuigan helped lead the Cougars past Brother Rice 3-2, for the 2016 Lawler Summer State Championship.

On Wednesday night, McGuigan, in his first varsity start on the mound, for the Cougars, fired a five-hitter at St. Laurence (14-2), leading the Cougars to a thrilling, 2-1 Lawler Semifinal victory. On the turf at Route 66 Stadium in Joliet, Cougar senior second baseman, Connor Blake, drove home both Cougar runs.

Cougar senior right fielder, Tony Mosher, made the defensive play of the St. Laurence game, with his powerful right arm.

With the Cougars up 1-0, Mosher threw out a potential St. Laurence base runner at third base, to keep the Vikings off the board. In an elimination game against Crystal Lake South, on Tuesday, Mosher fired 1 1/3 scoreless innings on the mound and then, picked up the win on the mound, when he tripled in Dylan Miller, with the game-winner, in the bottom of the ninth. Cougars 5 Crystal Lake South 4. ( 9 innings) Senior first baseman Ryan Pawlak’s, bases-clearing, three run double, gave the Cougars a 4-0 third inning lead, in the 9-1 state championship game win over, Prairie Ridge on Thursday.

Sophomore-to-be Tylor Pomachanon, was the fifth member of the Cougars, to be named to the Lawler All-Tournament team.

For the 15-year old Pomachanon, he accomplished the same

feat, as sophomore-to-be Justin McGuigan accomplished, for the 2016 summer state champions.

The sixth Cougar, to be named to the All-Tournament team, was senior DH Alex Lekovish.

Lekovish hit .500 in the tournament and had a single and a double, with three RBI, in the state championship win, over Prairie Ridge.

Senior right hander Nino Carra, fired 7 2/3 innings against Crystal Lake South, in Tuesday’s thrilling 5-4, nine inning Cougar win. In the Lockport Regional semifinal, Carra, allowed two runs, in his outstanding six innings of work on the mound, leading the Cougars to an 8-2 win, last week.

Senior Cougar, No. 9 hitter Dylan Miller, led the tournament with six walks and was one of the leading on-base-percentage leaders.

In all reality, the entire Cougar starting lineup and pitcher Nino Carra, could have been All-Tournament.

Ragsdale placed 3rd at the Junior Gold Under-20 University of St. Francis women’s bowler Abby Ragsdale (Aurora, Ill./Oswego East) placed third in the United States Bowling Congress Junior Gold Championships Under-20 Girls Division.

Competing against 854 of the top under-20 bowlers in the nation, Ragsdale was one of just three competitors to reach the TV Finals.

The finals were taped and will be aired on CBS Sports Network on August 7 at 7 p.m. central time.

As the field of bowlers dwindled from 855 to 123 to 64, Ragsdale surged up the standings. After finishing the initial qualifying rounds in 15th place, she averaged 215.2 in the five advancers’ round games to leap into eighth. Needing a top-16 finish to advance to double-elimination bracket play, Ragsdale took 13th with 5,256 pins over the 26 total qualifying games.

As the No. 13 seed, Ragsdale secured a pair of upset victories to move into the winner’s bracket semifinals. She started her run by taking out No. 4-seeded Haley Solberg (Belvidere, Ill./Monmouth University N.J.) 343-320 and then defeated No. 12 Estefania Cobo (Trujillo Alto, Puerto Rico/ Wichita State) 393-380. Ragsdale nearly toppled the No. 1 seed, Kaitlyn Eder (Lithia, Florida/Louisiana Tech), but dropped a tight matchup 362-360.

The Saints finished second in the Mid-States Football Association Midwest League last season with a 4-1 league record (5-5 overall). USF had 15 all-MSFA selections in 2017, including 10 who are set to return for the 2018 season.

St. Francis is one of five MSFA schools to appear in the poll along with No. 2 Saint Francis (Ind.), No. 5 Marian (Ind.), No. 7 Saint Xavier, and No. 17 Concordia (Mich.).

I try to go in without expectations. Every tournament, every year is different.”

Actually Kim, who will be looking to get her LPGA tour card by next year, wasn’t the only one who broke the previous record.

Second place finisher, amateur Tristyn Nowlin - a member of the University of Illinois’ golf team, finished with a 10-under 206.

In fact she putted out first on 18, so she held the record briefly

before Kim finished her round.

“This was my last tournament of the summer, so it feels good to end it like this,” Nowlin said.

“We were just out there having fun. If somebody’s making putts, I’m not going to affect them or them affect me.”

Sarah Burnham, the Big Ten player of the year from Michigan State who also just turned pro, was third, with 4-under 68 on the final day and 6-under 210 for the tournament. Veteran LPGA player Nicole Jeray was fourth with a 4-under 212.

“I won here in the 90’s (1998) and 2000’s (2003), but I need to win one in my third decade here,” said Jeray, a 1992 Northern Illinois University graduate, who lost in a playoff for the Illi-

nois women’s Open title in 2010 and 2013. “I play here whenever it fits my schedule. I love playing Mistwood, it’s a great layout.”

Brianne Bolden, a senior at Lincoln-Way Central, who tied for second in the Class 2A state tournament last fall, was among those playing on the final day.

She tuned up for what she hopes is a state championship run by tying for 11th with a 3-over 219 total - including a closing 75.

“There were no more than five high school players in this tournament,” said Bolden, who has verbally committed to the University of Missouri. “I got to talk to a lot of the professional girls here and didn’t do too bad.

“Now I’m excited to get some time off.”

What happens to debt after death?

DEAR DAVE, I’ve started your personal finance course in high school, so I’m asking this for the entire class. What happens to your debt if you pass away with no relatives or heirs to take responsibility for what you owed?

ELIZABETH DEAR ELIZABETH, In many cases it simply does not get paid. Relatives or heirs of the deceased are not responsible for a friend or family member’s debt, except in cases where they have been a cosigner on that debt.

Let’s say someone’s parents died, and at the time of their death they had $100,000 in debt in their names only. The only way that debt will be paid is if they owned enough stuff — if they had enough in the way of assets — to pay the debt. If they owned a $200,000 home, the house would have to be sold in order to pay the debts. Their estate would be the only thing standing good for the debt. If they owned nothing, and had no co-signers on any of the debt, the creditor would not get paid. The bank lost that money.

Anytime there’s a very limited demand for something, the price or value doesn’t generally increase. And there are very few people looking to buy tiny homes. The tiny home movement is kind of a niche thing.

It’s a very narrow market, and something that doesn’t have a lot of demand isn’t going to appreciate.

I would avoid the tiny house movement if I were you, Romeo. Don’t invest in things that don’t have proven track records and don’t go up in value. Calm the chaos on busy school mornings Mornings can test the patience and stamina of busy families as adults and children hurry to get out the door on time.

Starting off the morning already stressed can lead to feeling tense throughout the rest of the day. There is no magic formula to make mornings less hectic, but the following are some ways families can streamline their morning routines.

• Make use of the night before. Morning madness may come about due to lack of preparation the previous night. The more that can be done the night before, the less there will be to do on weekday mornings. Encourage children to lay out clothes for the next day and take a shower or bath that evening. Make lunches the night before a school day, and gather all supplies from homework stations, restocking backpacks and gym bags so

everything is ready to go come the morning.

Get to bed earlier. Sleep experts say that if you need to rely on an alarm clock to get up in the morning, you may not be getting enough sleep. The National Sleep Foundation says schoolaged children should get between nine and 11 hours of sleep a night. Teenagers require between eight and 10 hours of sleep per night, while adults need between seven and nine hours. A good night’s rest can reduce morning crankiness and get everyone moving more efficiently.

Incentivize timeliness for kids. Children who are reluctant to head to school may need extra motivation to get out the door.

Offer small rewards to kids when they get ready on their own or finish breakfast in a certain amount of

time. Rewards can include a treat like choosing a favorite show to watch after school or a special outing on the weekend.

Follow a schedule. Make mornings the same each day so everyone knows

what to expect. Uniformity can streamline tasks and ensure everyone knows what’s expected of them.

Stay organized. Racing around trying to find keys or jackets can be very stressful. Make it a point

to return items to their proper places so that everyone knows where to look for the items they need.

School mornings can be challenging, but with some ingenuity and forethought, the stress can be tamed.
