Small dogs have new play area in Shorewood Canines weighing 35 pounds now have their own 2.3-acre off-leash play area at the dog park A ribbon-cutting held July 6 has unleashed a new era for small dogs at Hammel Woods in Shorewood.

Canines weighing 35 pounds now have their own 2.3-acre off-leash play area at the dog park, which is located at the DuPage River Access.

“On behalf of the Forest Preserve commissioners, we hope that you enjoy the park and that the dogs have a good time in there,” Forest Preserve Board Commissioner Tyler Marcum said.

The new small-dog enclosure is lo-

cated adjacent to the original dog park at Hammel Woods. With the opening of the new enclosure, all of the district’s five dog parks now have separate play areas for small and large dogs.

“I think this new small-dog park is going to be a great addition to our system,” Commissioner Don Gould said.

He also noted that the district’s sixth dog park is slated to open this summer at Plum Valley Preserve – Burville Road Access in Crete Township.

Also July 6 a new water fountain was dedicated at Hammel Woods for use by campers, trail users and dog park patrons. Elkay Manufacturing of Oak Brook, working in conjunction with The Nature Foundation of Will County, donated the fountain.

City, Speedway agree on emergency protection New contract locks in rates for both parties until Dec. 31, 2021

The city of Joliet has struck a deal with Chicagoland Speedway and the Route 66 Raceway through for the next three years of police and fire protection.

On July 2, Scott Paddock, President of Chicagoland Speedway, gave members of the City Council a brief overview of operations at the property at Route 53 and Laraway Road.

Paddock said the track is in a good position to continue to attract visitors to Joliet for events.

“We find ourselves in a very competitive environment,” Paddock said. “A large part of my job is to bring new events to the facility. We bid on those… and locking in these rates will help us make it competitive.”

The council approved a resolution to execute a memo of understanding between Chicagoland Speedway and the City of Joliet,

and the Joliet Police and Fire departments.

The speedway will pay for fire services at the rate corresponding with pay rates of respective employees, capped at $53.19 per hour for Local 44 members, and $65.19 per hour for Local 2369 members.

For police services, pay rates are capped at $69.17 per hour for Fraternal Order of Police (FOP) union workers, and $85.06 per hour for FOP supervisors.

Workers who report to an event that is subsequently canceled will receive two hours of pay.

Paddock said the agreement comes on the heels of a successful race weekend that attracted thousands of visitors to the racetrack.

“We just completed NASCAR weekend… under very trying weather circumstances, as many people can attest to, with the heat indexes we had,” Paddock said.

“We can attest that our police and fire representatives responded non-stop to heat related illnesses.

Paddock said this year’s event even included an unusual emergency.

“My assistant pointed out that we may have actually gained one,” he said. “We had a fan who went into labor during the race.

NASCAR fans are loyal.”

The raceway was annexed into Joliet in 1997, with annexation of the speedway following two years later. Joliet police and fire have provided services for the track and its adjoining properties since they were opened. The new contract is effective through Dec. 31, 2021.

Village creates avenue for collecting in case of emergency Ordinance will help alleviate cost of hazardous material cleanup

Village trustees have taken the step of amending the code of ordinances, to protect Shorewood and its residents if a hazardous material spill occurs.

On June 26, the village board approved an ordinance allowing assessment of costs associated with cleanup of hazardous material and gives the dollar figures for what to charge anyone who causes a spill in the village limits.

The purpose — to help alleviate the cost of cleanup for taxpayers when a hazardous spill happens within the village boundary that requires the dispatch of police, fire, other gov-

ernmental agencies, or contractors.

Shorewood is home to highways, a rail line, light industry, businesses, residences and underground pipelines. In 2017, a train derailment in Plainfield stretched that village’s resources, requiring quick response from police, fire, mutual aid, and contractors. Cleanup of such an event can cost tens of thousands of dollars.

The amendment to the Hazardous Materials section of the village code gives Shorewood the opportunity to recoup some of those costs.

“It’s very simple, the spiller pays. You make a mess, we go clean it up, we’ll send you a bill,” said Shorewood Police Chief

Aaron Kilma, noting that the ordinance mirrors those in neighboring communities.

“I [started working on] this after the train derailment in Plainfield last year, that’s what it got it going. We have pipelines, we have everything else here. It just makes sense,” Kilma said.

The ordinance defines the following terms: Container — receptacle to store or transport goods (cargo container, tanks, train cars, barrels, pipelines, cans, drums.

Occurrence — release or substantial threat of release of hazardous material or pesticide from a facility, vehicle, container Release — actual or substantial threat of spilling, leaking, pumping, pouring, emitting, emptying, discharging, injecting, escaping, leeching, dumping, vaporizing, evaporating, or disposing of a hazardous sub-

stance or pesticide into the environment.

Responsible party — person who own or has custody of a hazardous substance or pesticide, or of the vehicle, container containing the hazardous material or pesticide that is released. Or one who causes or substantially contributes to the cause of an occurrence.

The amendment allows the village to charge any responsible party for removal of the released material a rate of $250 per hour per responding vehicle; $100

per hour per piece of additional equipment needed to mitigate or resolve an occurrence; $70 per hour per person responding on behalf of the village; and the actual replacement cost value for any item expended for the mitigation or removal of the substance released.

The responsible party would also be required to reimburse the village for costs associated with mutual aid calls and to pay the cost of any specialized service contractor needed to address the release.

Will County 3rd in State on Postive West Nile Virus Mosquito Samples Will County has now had five batches of mosquitoes that have tested as positive for active West Nile Virus. This ranks third in the state behind Cook County, where 81 batches have tested positive; and DuPage County, where nine have tested positive.

The Will County Health Department Environmental Health Division operates 14 mosquito traps throughout the county, and checks each one twice a week.

The most recent positive samples came from traps in Manhattan and Crete. The previous positive samples came from Bolingbrook and Joliet.

West Nile Virus is spread to human beings by the bite of a Culex

mosquito, after that same mosquito has bitten a bird infected by WNV. Residents are advised to remove stagnant water from their property, such as in gutters or birdbaths, as these are conditions very attractive to the Culex mosquito. Complaints about properties with stagnant water can be called in to the WCHD Environmental Division’s West Nile Hotline, at 815-740-7631.

It is also important to remember that besides testing mosquito batches, WCHD Environmental Health also collects birds and sends them to the Illinois Department of Public Helath (IDPH) lab for testing throughout the mosquito season. If residents find a dead bird on their

property, without physical injury, they are encouraged to report the bird by calling the West Nile Hotline. If the bird does have a physical injury, and therefore cannot be tested, it is recommended that residents immediately dispose of the bird.

As always, the Will County Health Department offers this advice to avoid bites by mosquitoes. First, wear insect repellent with DEET. Second, if you are outside during peak mosquito times between dusk and dawn, and yes, we understand it is hot, but it’s a good idea during those hours to wear socks and shoes, as well as a thin long sleeve shirt, and perhaps old pants that cover your lets and offer protection.

Paramedic assists after lightning strike Firefighter among those in right place, right time

A Plainfield Fire Department paramedic was one of two offduty first responders whose quick response to a lightning strike saved two lives. It happened while spectators were waiting for 4th of July fireworks in the small town of Sheridan in LaSalle County.

Bystanders were underneath a tree around 7:20 p.m. when lightning struck, hitting a young girl and a teenager.

“We originally got dispatched for two people hit by lightning, one was a four-year-old, and one was an 18-year-old, CPR in progress for both of them,” said Sheridan Fire Chief Kurt Tirevold.

Tirevold said first responders were able to reach the victims quickly and transport them to local hospitals. But, he said, it was the quick action of two off duty

responders, there to watch the fireworks, that made the difference.

Plainfield Firefighter Paramedic Eric Watkins and St. Charles Fire Captain Darin Peterson quickly began CPR before emergency crews arrived.

“Everybody on the job that day, bystanders, first responders, it was perfect timing that everybody was there at the right time,” Tirevold said. “If the CPR wasn’t started on both patients at the right time, I don’t know what the outcome would have been. But, CPR within the first minute or two is very vital.”

Watkins said he saw the lightning strike and immediately jumped into action, as his training demanded.

“Initially we saw the lighting strike the tree. Moments before there were quite a few, between five to 15 people under that tree,” Watkins said. “So, I was expecting many more than just two victims.

At that time, I exited my car and ran toward the tree as the storm was going through. Capt. Peterson and I were approximately ten seconds behind one another.”

“A gigantic flash of white light, the tree was struck directly, and the victims were right around the trunk of the tree ... It was surreal, that is the type of call that nobody wants to be on, but when it happened I knew I had to go to work and help.” began CPR on the 18-year-old victim, when they were told there was also a 4-year-old who had been struck. Watkins continued to work on the teen while Peterson moved to the child. When the teen began breathing on his own, Watkins helped move him to a safe area before assisting Peterson with CPR on the little girl. A doctor who was also at the scene assisted the two firefighters.

Watkins said he was on site to enjoy the fireworks with his family when tragedy struck. He had

backed his car into a parking spaced about 100 feet away from the tree and had a direct view of the lighting strike.

Tirevold said the little girl was in worse condition and was quickly moved into the ambulance and

brought to OSF St. Elizabeth Medical Center in Ottawa with spontaneous pulse and respirations.

The teen was brought to Northwestern Memorial Valley West Hospital in Sandwich.

The firefighters said they aren’t heroes, and they were assisted on site by several other bystanders.

“This is one of those situations that was just that is… the right place and the right people willing to do the right thing,” Peterson said. “We all just showed up at the right time.”

Rock Island site of Revolutionary War, War of 1812 battles

BY ROGER RUTHHART The Quad-Cities region has provided a footnote to history for virtually every war fought on American soil, including the Battle of Campbell’s Island – the western-most battle of the War of 1812.

According to the records of Indian historian John Hauberg, as the French and Indian War ended, the last of the French soldiers of the northwest spent the winter of 1760-61 near present-day Rock Island, ice bound, on their retreat from Michilimacinac to Fort Chartress, Illinois, following the British conquest of Canada.

All Indian villages in the upper Mississippi and Great Lakes were canvassed by British agents to enlist Indians for fighting in the frontier during the Revolutionary War. The Americans, even before General George Rogers Clark conquered the Illinois country in July 1778, had agents who had succeeded in keeping the Sauk and Meskwaki from joining the British ranks. With the arrival of Gen. Clark, messengers were sent to all of the tribes inviting them to come to Kahokia to join in treaties of peace.

According to the writings of Hauberg, the Sauk held to the middle ground – trading with the British but also with the Spanish at St. Louis and with the Americans in Illinois.

In 1780 the British hatched a plan to retake the entire Mississippi Valley. Representatives of all tribes were forced to serve. The first attack was at St. Louis, but according to some accounts the Sauk and Meskwaki held back. Other Indians, fearing a rear attack from them, held back too and the grand scheme of conquest failed.

American Gen. Clark wanted to punish those who had aided the British. In 1780, Lt. Col. John Montgomery and 350 men came up the Illinois River to Peoria, then to the Sauk village of Saukenuk – the modern day site of Rock Island – on the Rock River.

One report said 700 Sauk warriors withdrew without resistance and watched as the Americans burned their village. According to reports by Hauberg, the Sauk, who had been America’s friend, had been mistaken for the enemy. While history is uncertain on this point, this may have been the western-most battle of the Revolutionary War. In July 1814, during the war with Britain, an expedition led by Lt. John Campbell was heading north in five

keel boats to reinforce and resupply the U.S. fort at Prairie du Chien, Wis., and stopped at Rock Island. They spent two days eating and drinking with the warrior Black Hawk and his men and the Americans became friendly with the Indians.

In his autobiography, translated by Antione LeClaire and edited by J.B. Patterson, Black Hawk said they had no intention of hurting the Americans.

But during the night, the British arrived down the Rock River with six kegs of powder and told them that the British had taken the fort at Prairie du Chien and wished for the Sauk to join them in the war, which they agreed to do.

The next morning, July 19, 1814, Black Hawk and 500 braves were hidden along the river as the American expedition entered the head of the Mississippi River’s dangerous Rock Island Rapids. While passing what is now called Campbell’s Island, the wind came up and blew Lt. Campbell’s boat to shore.

“This boat the Great Spirit gave us,” according to Black Hawk’s account in his autobiography. “We advanced to the river’s bank and commenced firing at the boat. ... I encouraged my braves to continue firing. … I prepared my bow and arrows to throw fire to the sail, which was lying on the boat; and after two or three attempts, succeeded in setting the sail on fire.” The boat was soon in flames.

“One of the boats that had passed returned, dropped anchor and swung in close to the boat on fire and took off all the people except those killed and badly wounded,” Black Hawk related.

“They did not return fire. ... I therefore ordered a rush to the boat. When we got near, they fired and killed two

of our people, being all that we lost in the engagement. Some of their men jumped out and pushed off the boat and thus got away without losing a man. I had a good opinion of this war chief (Lt. Campbell) – he managed so much better than the others. It would give me pleasure to shake him by the hand.”

In September, U.S. Army Maj. Zachary Taylor was sent with a fleet of eight protected keel boats and 334 men to destroy Black Hawk’s village and uproot the crops.

According to accounts written by historian Hauberg, as the fleet approached the mouth of the Rock River at the Mississippi, the wind shifted and reached gale proportions. They put in at Pelican Island and were attacked by Indians and British six-pound cannon and swivel guns. The expedition fled back to St. Louis.

All of these western military activities led to the construction of Fort Armstrong in 1816. It was abandoned in 1836 after Indian warfare died down and from 1840-45 was an ordnance depot. In 1861 efforts began in earnest to build a national arsenal on the island.

It was approved by President Abraham Lincoln in July 1862.

Burndown at Sundown combines top notch motorsports with Ringling Brothers Circus

Route 66 Raceway in Joliet set out to bring even more entertainment than it has in previous years to the annual Burndown at Sundown – and it succeeded.

The Saturday night main event fell in the middle of a weekend packed with exciting racing for die-hard race fan.

Saturday’s event still provided a full day of drag racing, but twice during the night the motor sports circus came out.

“This is a unique event because there is something for everyone. For people who have a love for drag racing – it has that,” said Scott Paddock, President of Chicagoland Speedway and Route 66 Raceway. “We are going to have close to 500 cars this weekend competing. But, several years ago, we started to build a very spectator driven exhibition around it and that is what it is. It is our thrill show, it is our night of fire. It is the wow factor.

It has turned into a real family event over the years. People like thrill shows and they like the unknown.”

It featured the USFMX, a new addition to the card this year, that saw dirt bikes flying 40-feet in the air, jumping over an 80-foot long semi truck all while doing tricks

and stunts in the air.

“It was a privilege to come out and be the first ones to do freestyle motocross at an event like this,” said Terry Russell, one of the daredevils. “The crowd was great, I think they had a great time. We had a nice autograph line with a lot of kids who wanted to meet us after.”

Russell said it was nice to perform at an event that was geared to motorsport fans.

“It was a breath of fresh air to go to a motor sports event and one that was the quality of this,” he said. “We perform at a lot of fairs and places like that, so this was nice. It was a good merge of two different types of motorsports. My hat is off to the gentleman at Route 66 Raceway that brought us in and he they said they thought there was a chance we would be brought back – so hopefully we are back next year.”

Russell was joined by Cody Elkins and Jared Larue at the event.

If there wasn’t enough excitement inside the track, fans were treated to more fire stunts as they exited the grandstands and made their way to their cars.

Fire breather Logan Cruz was back for her second year of performing for fans and drew a hefty crowd from fans that wanted more entertainment.

Saints welcome new athletes University of St. Francis head baseball coach Brian Michalak has announced the signing of infielder Hunter Darnell (Plainfield, Ill./Aurora Central Catholic).

Darnell was a two-time All-Metro Suburban Conference and Fox Valley All-Area selection at Aurora Central Catholic High School. During his senior season, he was also named to the 2018 Beacon News Baseball All-Area First Team after hitting .416 with a .504 on-base percentage, 35 RBIs, 24 runs, seven doubles and a home run.

“Hunter will be a great addition to our infield,” Michalak said. “His ability to play multiple positions will be an asset to our program.”

Darnell plans to pursue a degree in business management when he joins the Saints this fall.

Also joining the team are Dolan Nicholson (Denton, Texas/Denton) and Evan Doan (Frankton, Ind./Frankton).

Nicholson was a two-time AllNational Junior College Athletic Association Region IV and AllIllinois Skyway Conference selection at Waubonsee Community College. He was a staple at the top of the Chiefs’ lineup in 2018, playing all 49 games and posting a .406/.446/.561 slash line. Nicholson led the team with 54 runs scored, 20 stolen bases and five triples, while also chipping in 15 doubles and 24 RBIs. As the team’s regular centerfielder, he registered a .951 fielding percentage. Nicholson also accumulated many honors in high school, including a third-team all-state selection as a senior.

“Dolan has the ability to play all three outfield positions and hit anywhere in the lineup,” Michalak

said. “We look forward to seeing what he can accomplish in a USF uniform.”

Doan was a two-time All-Central Indian Conference pick and fouryear letter winner at Frankton Jr. Sr. High School. As an all-conference selection in 2018, he led the Eagles to a 22-10 record, including a 7-0 mark in league play, and an appearance in the Indiana High School Athletic Association State Tournament quarterfinals.

“Evan will add to the depth of our pitching staff and our infield,” Michalak said. “We are excited to have him in our program.”

Nicholson (mathematics) and Doan (nursing) will join the Saints this fall.

Pitcher Michael Beaudoin (Sycamore, Ill./Sycamore) is also transferring in from College of DuPage.

Beaudoin played two seasons at COD, making 18 total appearances. As a freshman, he went 5-2 with a 4.45 earned run average and 20 strikeouts in 42.2 total innings.

The 2016 graduate of Sycamore High School was a two-time allarea and all-Northern Illinois Big 12 Conference selection during his high school career. In 2016, Beaudoin was named the Daily Chronicle (DeKalb) Baseball Player of the Year after leading the Spartans on the hill with a 6-2 record, a 1.95 ERA and 51 strikeouts to just 12 walks in 53.2 innings. He also hit .357 with 45 RBIs as Sycamore reached the 2016 Rock Island 3A Super-Sectional.

“Mike is a big, physical pitcher who will be a great addition to our pitching staff,” Michalak said.

Beaudoin will join the Saints this fall and plans on studying business administration at USF.

Minooka’s Foltynewicz is MLB All-Star

To say the road has been easy for Mike Foltynewicz would be a lie.

The Minooka High School graduate, who had all the scouts buzzing as a senior, did not have a smooth ride once he was drafted in 2010, but while he has faced adversity, Foltynewicz has always kept progressing and that hard work has paid off this season as he was named to the National League All Star team. The game will be played Tuesday night in Washington.

He enters the game with a 7-5 record for the Atlanta Braves with a 2.66 ERA and 120 strikeouts.

His 10.623 strikeouts per nine innings is 10th among all MLB pitchers.

“As a program, we are super proud of Mike and personally, I just couldn’t be happier for Mike,” said Minooka head baseball coach Jeff Petrovic. “He has worked really hard, he is a great talent and a great person and it is nice to see great things happen to great people and someone I care about so much.”

Foltynewicz, 26, had planned to pitch for the University of Texas after Minooka, but chose to forego college after he was drafted by the Houston Astros in the first round, 19th overall selection, of the 2010 Major League Baseball Draft.

In 2012, Foltynewicz was the Astros Minor League Pitcher of the Year after going 14–4 with a 3.14 ERA and 125 strikeouts in 152 innings pitched.

He made his MLB debut for the Astros on August 2, 2014 against the Toronto Blue Jays.

Then on January 14, 2015, Foltynewicz was traded to Atlanta and made his Braves debut on May 1 of that year, earning his first career win.

Foltynewicz battled injury and surgery in 2015 and 2016 and on June 30, 2017 he took a no-hitter into the ninth inning against Oakland Athletics, but allowed a home run to the leadoff man and was pulled.

On June 1, 2018, Foltynewicz pitched his first career complete game against the Washington Nationals, earning a shutout and 11 strikeouts.

“People have said for a long time it is coming, but until it happens, there is always some doubt.

There are always the doubters and critics and they can be pretty loud. People may be surprised by what they have seen this year, but this is not a surprise to me,” Petrovic said. “This is something that I expected because this kid is so talented and there was never a doubt in my mind that he would get this far. You have to get used to the travel and the workload and we can’t even comprehend what these guys go through. So what, it took him a couple years to get there – so what. It takes something to happen to catapult you to the next level and this could be huge for Mike. The sky is the limit for Mike. This may throw him into another realm.

“We could be having a talk in 15 years when he is in the Hall of Fame – he is that special of a talent. I love to death and am just happy for him.”

Annual Senior Resource Festival set for Aug. 2 Senior Services of Will County will kick off its annual Senior Resource Festival on Thursday, August 2, 2018 from 9 am to 2 pm at Joliet First Assembly, Joliet, Illinois.

More than 500 seniors are expected to attend the Annual Senior Resource Festival. The resource festival will focus on making sure each senior receives the necessary information and access to resources they need to remain healthy and live independently. Seniors will enjoy breakfast, lunch, exciting raffle prizes every half hour and entertainment throughout the day.

Many workshops will be available that focus on the top senior concerns, such as, how to avoid senior scams and identity theft, remaining healthy and much more.

Twenty-five percent of older adults in Will County are either diabetic or pre-diabetic, and may not even know it. Senior Services of Will County strives to improve the quality of life for this older adult population by offering free health screenings at the festival, such as cholesterol, balance, hearing and more to help identify a

problem early. The path to achieve longevity is to improve older adult’s quality of life and health screenings are an important part of maintaining good health.

An added feature this year, is the mobile food pantry truck which will be on-site to distribute food from 9 am-2 pm for registered festival attendees, courtesy of the Northern Illinois Food Bank.

“Seniors today are not the seniors of yesterday,” said Barry Kolanowski, Executive Director of Senior Services of Will County, “The 60+ crowd are more active than ever before, mentally, physically

and socially. Just because we’re older, doesn’t mean it’s over.”

Seniors are embracing life and to help them do it, Senior Services of Will County connects those over 60 with resources, information, services and programs to help them be safe, healthy and independent.
