Joliet gets OK from State to assess prison City hopes former prison on Collins St. could turn Joliet into tourist destination

Joliet Mayor Bob O’Dekirk recently announced that officials will be granted access to tour and assess the site of the old Joliet prison on Collins Street this week.

It is an opportunity that surfaced after much discussion by the council in recent months.

“Finally, we have gotten permission to get inside the prison,” he said. “Myself, the [interim] city manger, and a contingent of city employees have signed waivers and next week we’re going take a walk through the prison.”

The city intends to put its new access to use and get an assess-

ment of the facilities’ needs. The site in question, though it’s deteriorating, could turn Joliet into a tourist destination, much like San Francisco’s Alcatraz and Pennsylvania’s Eastern State Penitentiary, officials said.

Joliet council members last discussed the prospect of taking ownership of the old Joliet prison in May, at which point former City Manager James Hock and Joliet Area Historical Museum Executive Director Greg Peerbolte recommended city-museum action be taken to acquire the property, which is owned by the State of Illinois.

City of Joliet and Joliet Area Historical Museum officials intend to turn the Collins Street site into a

penal museum in which visitors pay admission.

The idea of taking ownership was halted in May, at which point city officials sought the state’s permission to access the property to assess its condition. Costs to renovate the site were projected at the time to amount to at least $3.8 million.

Recently, the city took action to cut the weeds growing along Collins Street resulting from the state’s neglect. Complaints had risen regarding the prison site’s appearance.

“Are we going to send the state a bill for the maintenance on that property?” Councilwoman Jan Quillman asked.

O’Dekirk said the city has discussed that idea internally.

The City of Joliet is currently working with the State of Illinois on a number of projects, includ-

Pay-by-phone app available for the city’s commuter parking lots The City of Joliet has partnered with Total Parking Solutions and Passport Parking to launch the Passport Parking mobile app. This app allows drivers to conveniently pay for their parking session from their smartphone or tablet. The new mobile pay feature eliminates the need for cash, waiting in the line at the pay stations, and allows commuters to pay for parking from the comfort of the train. The mobile pay option will be available for anyone parking at the City of Joliet’s York Street, Washington Street, Eastern Avenue, or New Street commuter parking lots.

The Passport Parking app is free to download from the iPhone App Store and Android Google Play. Users can also manage their parking online at www.ppprk.com. After making a payment, users can monitor their parking time remaining in the app and even extend their session remotely if needed.

Passport signage in the parking lots will display each lot’s zone number and provide instructions for downloading and using the app.

The user is responsible for entering their designated parking stall number and zone number.

The City will continue to offer the cash, coin, and credit card options for payment at the pay stations at a cost of $1 per day or the parkers can use the Passport app as a voluntary option of convenience at a cost $1.50 per day.

City reminds residents about regulations over personal property sales The City of Joliet has regulations regarding personal property sales (such as garage sales, porch sales, basement sales, yard sales, and other similar type of sales). Listed below are the limitations on these type of sales: � No person shall hold a personal property sale within a residential zoning district without first obtaining a permit from the City (secure permit from Customer Service at City Hall). � No more than two personal property sale events are allowed at any one address dur-

ing any calendar year. � A personal property sale shall not exceed four days in duration. � Personal property sales shall be conducted between 8 a.m. and 8 p.m. � Personal property sales shall be conducted in a manner which ensures public safety and shall in no way impede or interfere with any right of way, including but not limited to streets or sidewalks. � Advertisements regarding personal property sales shall not be affixed to utility poles, nor be placed in parkways or other public right of ways. � Personal property sales shall be limited to the sale of used personal property and household items. It shall be a violation of this section to conduct a sale that consists of new merchandise and/or resale items. Any not for profit corporation, neighborhood association, condominium board, or other charitable or civic organization may conduct a personal property sale, including a sale at one or more residences, subject to the terms listed above. A police officer or any other official designated to make inspections shall have the right of entry to any premises showing evidence of a personal property sale for the purpose of enforcement or inspection and may close the premises from such a sale or cite any person who violates the provisions of the City’s Ordinance.

Experts weigh in on Affordable Care Act Town hall meeting hosted by Democratic Congressman Bill Foster, D-Naperville, last week at Presence St. Joseph Medical Center

The future of the Affordable Care Act and health care loomed over a town hall meeting hosted by Democratic Congressman Bill Foster, D-Naperville, last week at Presence St. Joseph Medical Center.

Talk of the potential repeal of the ACA, also known as Obamacare, brought in a number of people to discuss concerns and raise questions.

“The decision by the Senate republicans to delay their vote is a direct response to the things constituents have expressed with what’s about to happen to their health care if the senate bill passes,” Foster said.

Typically, the process of passing a health care bill requires lawmakers to formulate a proposal in the House and another version in the Senate. They will be merged together, and there will be a vote in both the House and Senate in an effort to agree on a compromise.

Foster stressed that unfortunately, neither proposal is acceptable to millions of Americans.

The forum featured discussion by a number of experts from health care professions, including Dr. Kathleen Burke, director of Substance Abuse Initiatives of Will County; A.J. Wilhelmi, president and CEO of the Illinois Hospital Association; Courtney Hedderman, associate state director of advocacy

and outreach for AARP; and Perry Maier, executive director of Open Door Health Center Illinois.

Also speaking on the panel was Joliet resident Clarice Hearne who shared her story. The 11th district constituent has dealt with depression and cancer.

Hearne said she struggled to find adequate coverage earlier in her life while working as an adjunct professor, for nonprofits, and in administrative positions, and it wasn’t until later when she acquired a full-time job at the University of St. Francis that she attained the healthcare insurance she needed.

When the ACA was passed shortly thereafter, Hearn recalls hearing gratitude expressed by several of her colleagues.

Hearne retired from her fulltime job in 2015 and switched over to Medicare to meet her health care needs. Around that time, she was diagnosed with cancer for the second time.

Hearne said she felt lucky to get the coverage she qualified for based on being over age 65.

“Because of Medicare, I only had to pay about 5 percent,” she said.

“Medicare coverage about 95 percent.”

Hearne said she knows there are people who are just as needy who may not qualify for Medicare the way she does and questioned if the system seems fair.

“I sincerely believe that adequate health care is a human right,

not a commodity to be sold on the market place,” she said.

Several attendees and panelists questioned the agenda of Republicans in Congress, argued the bill would increase costs to patients and discussed the need for improved veterans heath care.

Foster wanted to thank the pub-

lic for their willingness to attend the town hall meeting and said their input is critical.

“That is why it’s so important that people have come out and engaged them in discussions, like we’re having today, and to make sure that congress understands the implications of what they’re voting

on,” Foster said. “Because it’s easy to sit in Washington and just say, ‘OK, they’re arguing about a budget numbers, and we’re going to cut this by some billions of dollars.”

Foster voted against the repeal bill in May, at which point the measured passed in a vote by the House.

County launches emergency preparedness app Ready Will County will enable residents to create portable emergency plan The Will County Emergency Management Agency has announced the launch of a new emergency preparedness smartphone app entitled Ready Will County.

This application will enable residents to create and manage personal emergency plans in the palm of their hand.

“Almost everyone has a smartphone these days, and the capacity of these phones is increasing rapidly,” said Will County Executive Larry Walsh.

“You can manage your schedule and personal information from your phone, so it makes sense to have your emergency plans and information readily accessible

through your phone, too.”

The Ready Will County app allows users to create individual and family emergency plans, which include important data such as emergency phone numbers.

The app contains information on local hazards including tornadoes, terrorism events, and public health emergencies.

During emergencies, maps can be turned on to provide information on important information such as road closures and shelter

locations.

The map also shows locations of local police and fire stations.

“The new Ready Will County app has a wealth of information

and features to keep residents informed in the event of an emergency,” said Will County Board Public Health and Safety Committee Chairwoman Judy Ogalla.

Our Brains and (Dis)organization Language is important in considering whole person, not defining by their limitations I belong to a terrific organization called the Institute for Challenging Disorganization (ICD), whose conferences and classes have taught me a great deal about how our brains work, especially when it comes to organization (and disorganization). This month I’m sharing a brief overview of what I’ve learned about several brain-based issues that may offer insight on why you may find getting and staying organized more difficult than you think it should be. I’ve indicated the presenter whose wisdom I’m sharing.

You’ll notice I use “people first” language – e.g., rather than referring to someone as a hoarder, I refer to someone who hoards. This language is an important way of considering the whole person, rather than just defining him or her by their limitations.

ADHD Our brains are a rain forest of diversity: differences among brains are as enriching—and essential—as differences among plants and animals. People with ADHD are hunters in a farmer’s world – they pay attention to distractions to facilitate survival in the wild. Instead of celebrating the natural diversity inherent in human brains, too often we diagnose and medicate those differences. Rather than focusing on the limitations of peo-

By Sue Becker ple with ADHD, think of everyone in the world as being one of hundreds of varieties of flowers that make for a beautiful field of flowers. If you have to function in an environment that isn’t well-suited to the way your brain thinks, make positive environmental modifications that will help you be more successful. (Dr. Thomas Armstrong of The American Institute for Learning and Human Development) HOARDING The daughter of a woman with hoarding disorder talked about how, when someone in the home hoards, hoarding defines the family culture. Objects, rather than family members, become the focus of the person who hoards.

People who hoard are stimulated by an object’s smallest detail, which triggers creativity and generates unessential goals (e.g., “these margarine tubs will come in handy when I work on my craft projects”). These goals support the object’s value and override what one might otherwise view as reasonable decisions about letting go of the objects. People who hoard tend to procrastinate about the projects they intend to undertake with those objects because of perfection-

ism (it’s better not to do anything than do it imperfectly) and doubt (it’s too uncomfortable to make a bad decision about what to let go of so I’ll keep all of it). This procrastination leads to the hoard getting larger – in essence the home is filled with intentions. The potential of the children often gets buried in hoarded homes. There is an online support community for children of hoarders: ChildrenOfHoarders.com. (Dr. Suzanne Chabaud of the OCD Institute of Greater New Orleans) STRESS Chronic stress actually shrinks the brain and is the number one killer in America. Stress has more to do with a person’s genetic “code” than with his or her circumstances. Miller, Bachmann lead nominees

Every season, the Voyager Media area has several amazing athletes in many sports, but only a select few can compete at a high level in multiple sports – of those, Voyager Media selects one male and one female from each of its five zones as nominees for the Voyager Media Multisport Athlete of the Year.

Of the five males and five females – one of each are the selected as the winners of the AOY title.

This year’s overall winners are: FEMALE: BROOKLYN BACHMANN - JOLIET/ SENTINEL ZONE Three-sport superstar from Minooka, Bachmann wins her second-straight Athlete of the Year honor.

This season, she averaged an area-best 20.9 points per game, along with 3.5 rebounds on the basketball court. She ended her career as the all-time leader in points in school history with 1,523.

A Voyager Media All-Area team member, she was named to the All-Southwest Prairie Conference team and was Class 3A/4A IBCA all-state honorable mention. She will continue her basketball career at Bemidji State University in Minnesota.

On the volleyball court, the se-

nior setter led the Indians with 993 assists, 180 digs and 26 aces to go with 43 blocks for the Indians.

She helped Minooka reach the state finals, where it battled for a title and fell in the three sets to the nation’s No. 1 team in the Class 4A state finals.

“Brooklyn was a fierce leader on the court and we will very much miss her,” said Minooka volleyball coach Carrie Prosek.

“She would dive through bleachers to keep that ball alive for our offense to hit the ball. She could push the ball to the pin no matter where she was and that is truly what kept us alive when things were off. She took ahold of this young team and taught them how to be confident and want to win.”

In the spring, Bachmann was again a state qualifier in the Class 3A pole vault.

MALE: BRADY MILLER – PLAINFIELD ZONE The Plainfield North junior had a stellar season for the Tigers in three sports.

On the football field, Miller quarterbacked the Tigers to the IHSA Class 7A state final game – ultimately placing second.

On the season he completed 151-of-259 passes for 1,998 yards and 21 touchdowns. He also rushed 39 times for 279 yards and a pair of scores.

Then, in the spring, he again set his sights on a state run again with the North baseball team.

Miller pitched the final game of the season for the Tigers – a loss to Neuqua Valley in the Class 4A sectional final.

On the season on the mound, Miller had a team-high 60 innings pitched with a 4-3 record and a 1.40 ERA, 1.15 WHIP, while posting 68 strikeouts. He was an All-SPC¬ selection.

At the plate, he hit .333 with a .393 on base percentage and a .547 slugging percentage. He has 39 hits with six home runs, with 36 RBI and scored 25 runs.

Miller was a Voyager Media AllArea selection in both football and baseball.

JOLIET/SENTINEL ZONE MALE: JOJO MCNAIR The three-sport star for Joliet Central will continue to play baseball and basketball at Wartburg next season.

McNair was a member of the 2017 Voyager Media Shootout Se-

nior All-Star basketball game as one of the top senior players in the area.

In football, the All-Area team member played a Jabrill Peppers role for the Steelmen.

He led team in rushing with 407 yards on 44 carries and four touchdowns and receiving with 47 catches, 407 yards and 3TDs. As a defensive back, he tallied 22 tackles and two interceptions, taking one back for a touchdown.

Of 15 kickoff returns, McNair tallied 339 yards (22.6 average), including a 100-yards touchdown.

In baseball, the outfielder and pitcher batted .438 with a .500 on base percentage racking up 39 hits, nine RBI, 26 runs scored and stole 29 bases while being caught only once.

PLAINFIELD ZONE FEMALE: LOTA ONUA It is Onua’s second-straight season as the Plainfield nominee for the AOY. This season, she led a Plainfield East basketball team that posted the best record in school history and advanced to the sectional final – eventually falling to Benet Academy.

The senior averaged 11.25 points and 6.44 rebounds per

game.

She was a member of the Voyager Media All-Area first team and a member of the Prep Shootout and was named to the SPC All-Conference team as well as all-tournament at the Nazareth Holiday Tournament and DeKalb MLK Tournament. She was Class 3A/4A IBCA honorable mention all-state.

“Lota is the embodiment of a competitor,” East coach Tony Waznonis said. “She was a key part in helping lead us to the success we had this year, not just as an athlete, but also as a leader.”

DOWNERS GROVE ZONE FEMALE: EMMA MORAVEC The argument can be made that a runner is a runner and just because someone runs distance races in cross country and track – they are not a multi-sport athlete.

But for Downers Grove North’s Emma Moravec, she is not run-

ning the distance races in both.

In track, the senior placed second in the 800-meter run with a time of 2 minutes, 15.08.

She also teamed with Gina Kowalewicz, Rachel Sprague and Kimberly Brent in the 4x400 relay to place fourth in 3:56.90.

In cross country, Moravec was the lone Trojan to qualify for the state finals this season , placing in the top half of the field in the 3.1 mile course at Detweiller Park in Peoria.

MALE: MARTY DOSEN The Benet two-sporter helped Benet come within striking distance of the state finals in two different sports.

In football, the running back posted a combined yardage of nearly 1,100 yards and 13 touchdowns. He rushed for more than 900 yards and 10 scores.

With his help, the Redwings fell in the Class 7A semifinals to eventual state champion East St. Louis.

In baseball, the Voyager Media All-Area Team member batted .358 and drove in 32 runners. He had five home runs and 14 extra base hits on the season as Benet fell in the sectional final.

VALLEY VIEW ZONE FEMALE: NIA FOWLKES The Bolingbrook junior patrolled the outfield for the Raider softball team in the spring and was a defensive specialist for the volleyball team in the fall.

One of the few underclassmen on this year’s list, Fowlkes will be back at it again next season.

MALE: MALIK BINNS While Binns will focus on

baseball in college, in his final season as a basketball player, he helped the Raiders placed third in the state averaging 13.4 points and a team-best 7.1 points per game.

He a Voyager Media All-Area first teamer and was selected to the IBCA Class 3A/4A special mention team.

In baseball this season, he hit .390 on the season with 17 RBI. He had a pair of home runs and stole 10 bases.

“He is excellent in both sports,” Bolingbrook baseball coach Scott Thyer said. “But, as a kid, you fall in love with a sport and his first love was baseball. It is refreshing to have a player not let outside influences impact his decision. Whatever decision he made, he was going to have my full support and coach (Rob) Brost’s full support.”

Saints earn postseason honors Earning NAIA All-American status twice earlier this year, University of St. Francis’ Cam Knudsen (Channahon, Ill./Minooka) added CoSIDA Academic All-America College Division Track & Field/ Cross Country Second-Team honors to his resume on Monday.

Two ten-member squads made up this year’s All-America College Division teams, which are comprised of student-athletes from NAIA, Canadian and two-year institutions. To be eligible for the award, student-athletes must be a starter or important reserve, boast no less than a 3.30 cumulative grade point average and be of sophomore academic standing or higher.

Knudsen was a key member of USF teams that completed the trifecta of Chicagoland Collegiate Athletic Conference (CCAC) championships in 2016-17 with titles in men’s cross country, indoor track & field and outdoor track & field. He claimed his two NAIA AllAmerican honors this past winter.

Knudsen’s first award came in the 3,000 meter run at the NAIA Indoor Track & Field Championships, where he set a school record with a time of 8 minutes, 16 seconds to finish in second place, less than one second behind the national champion. He added his second medal as part of USF’s fifth-place distance medley team.

The performances helped lead the program to its highest-ever indoor team finish, 11th place.

In outdoor track, Knudsen won the conference’s 5,000 meter event with a time of 15:13.05.

A marketing major, Knudsen holds a 3.59 cumulative grade point average at the Joliet-based school. He is due to graduate in December, 2017.

• Two-time 2017 NAIA Outdoor Track & Field All-American Raven Kelly (Romeoville, Ill./ Romeoville) has been named the NAIA Midwest Region Outdoor Field Athlete of the Year by the United States Track & Field and Cross Country Coaches Association (USTFCCCA), it was announced on Monday.

Last month, Kelly became the first Saint in any outdoor sport to claim an individual national championship when she won the hammer event with a throw of 61.33 meters (201 feet, 2.75 inches). That performance came very close to the all-time NAIA outdoor

record of 61.44 meters, falling just over four inches short.

Kelly also earned all-american recognition in the shot put, where she placed third in the nation.

The region honors for Kelly come on the heels of her garnering Chicagoland Collegiate Athletic Conference (CCAC) Women’s Outstanding Field Performer of the Meet distinction at the league’s outdoor championships. At that meet, she won both the hammer and shot put events and placed third in the discus.

Kelly finished her career gaining all-american status six times (four outdoor, two indoor). She joins teammate Jenna Moody (Plainfield, Ill./ Plainfield South) as a top regional performer, becoming the second Saint in as many years to earn the distinction. Moody claimed USTFCCCA Midwest Region Outdoor Track Athlete of the Year accolades last spring, the first year in which the award was presented.

Kelly helped lead the Saints to an eighth-place team finish at the NAIA Outdoor Track & Field Championships last month, the highest-ever finish in the history of the program.

• Landing 11 bids to NAIA National Championship events amongst its 22 teams during the 2016-17 season has earned University of St. Francis its highestever finish in the Learfield Sports Directors’ Cup NAIA standings, which were announced on Tuesday. The Saints bested their previous mark of 24th place set two years ago by earning a No. 10 billing this season.

“This is a tremendous accomplishment for all of our programs,” said USF director of athletics Dave Laketa. “It speaks very highly of the work that our 440-plus student-athletes and all of our coaches have put in not only this past year, but over the past four-to-five years in terms of student-athletes preparing themselves to compete at an elite level and coaches recruiting top-caliber students both in the classroom and on the playing field to get us to this point.

“And, most importantly, we did it without lessening our academic standards. At the end of the spring semester, our student-athletes boasted a cumulative 3.15 grade point average.”

The top 10 finish continued a rapid progression in the Learfield

Sports Directors’ Cup standings for the athletic department over the past eight years. It marked the seventh time during that span that USF improved over the previous season. After finishing between 104th and 191st place during the three-year period from 2008-2011, Saint teams gained their biggest jump in the standings beginning with the 2011-12 campaign when they placed 35th. That was followed by a 32nd-place showing in 2012-13, 30th in 2013-14 and 24th two years ago.

Last year, St. Francis gained a 37th-place slot.

Saint teams totaled 560.25 points to earn the 10th-place finish this year. They were one of only two schools from the 15-member Chicagoland Collegiate Athletic Conference to finish in the top 25 and one of 199 schools to register points. Better than 250 schools sponsor sports at the NAIA level.

Topping the leader board was Oklahoma City University with 982 points. The Stars claimed four national championships and 11 top 10 national finishes. Lindsey Wilson College (Ky.), with two runnerup finishes among its 10 top 10 finishes, was next in line with 805 points followed by Keiser University (Fla.) with 705.25 points and eight top 10 placements.

The Saints earned their point total with four top 10 finishes – men’s cross country (2nd), women’s basketball (3rd), women’s indoor track & field (4th), women’s outdoor track & field (8th) – and 11th-place finishes from softball and men’s indoor track & field, a 17th-place showing from women’s volleyball and a No. 21 finish from women’s cross country. USF also scored in men’s outdoor track & field.

Not included in the overall point total due to their sports not yet officially being sanctioned as national championship events, but equally important, the USF women’s bowling team claimed the 2017 NAIA Invitational National Championship with the men’s team placing 14th.

The Learfield Sports Directors’ Cup was developed as a joint effort between the National Association of Collegiate Directors of Athletics (NACDA) and USA Today. Points are awarded based on each institution’s finish at national championship events in up to 12 sports – six women’s and six men’s.

My dad filed bankruptcy nine years ago, and he’s already $150,000 in debt again, so he’s never been very responsible with money. I think this would spell big trouble for me, but I’m sure he will be mad if I say no. What are your thoughts?

EMMANUEL DEAR EMMANUEL, Yeah, I think doing something like this would spell big trouble for you. If your dad is irresponsible with money — especially to the

point of having to file bankruptcy — what makes you think he’ll make these house payments on time?

I know this would be an uncomfortable conversation to have with your dad, but you need to brace yourself and just do it. Be respectful and explain exactly why you won’t do this. Think about it, Emmanuel.

When he doesn’t pay the bill on time, it’s going to screw up your credit score. And when you get ready to buy a house, guess what?

You’re going to have trouble qualifying because you already own a house. Most people don’t make enough money to qualify to buy two homes.
