Classmates remember Abigail and Eder Arroyo Student-organized vigil honors Joliet siblings who drowned in Kankakee River

McKenzie Loehr couldn’t imagine the amount of support on display during a vigil June 10 to memorialize Joliet siblings Abigail and Eder Arroyo who drowned last month in the Kankakee River.

Loehr and Anthony Garcia organized the vigil for their Gompers Junior High School classmates.

They started planning the event just days after they heard about the Memorial Day tragedy.

“They were funny, nice, smart and loving,” Loehr said of her classmates. Abigail was a seventhgrade student at Gompers, and Eder was in sixth grade.

Loehr’s mother, Melissa, said it was nice to see students at Gompers take the initiative to organize the vigil.

“The kids put [the event] together,” she said, noting the sense of ownership they shared in organizing the effort to honor their classmates.

The vigil was held on the soccer field at Gompers Junior High School, and it featured a performance by the school’s choir program – of which

Abigail, Loehr and Garcia were all members – a balloon release, and a candle lighting memorial.

“To take something so tragic and turn it into something positive, there’s really no words to explain how proud of them we are,” Melissa Loehr said.

According to a Facebook event page, the gathering drew the interest of more than 250 people. Among those in attendance offering their condolences to the Arroyo family was Joliet Mayor Bob O’DeKirk.

Alicia Morales, of Joliet, was one of many in attendance at the vigil who spoke. She said she didn’t know the Arroyo family, but added that she felt compelled to be there.

“As a mom, I was touched by the situation that happened,” she said. “I kept thinking about it and I thought, ‘you know somebody has to do something.’”

Those in attendance also signed a message board to memorialize what Abigail and Eder meant to them. At the end of the vigil, the board was presented to the Arroyo family. Flowers and balloons were sold during the event to benefit the Arroyos.

City council settles divide over DriveTime location Council votes 6-2 to deny special use

DriveTime was met with a roadblock last week, when city officials denied a petition from the used car sales company that would have cleared the way for it to set up shop on a lot that formerly housed Century Tile.

The Joliet City Council voted 6-2 to approve the denial of a special use permit to DriveTime at the June 7 meeting.

Michael Martin, an attorney on behalf of DriveTime, explained to the council that what neighborhood groups opposed to the location and the petitioner have is a disagreement.

“We submitted to the Consumer Financial Protection Bureau that they didn’t have jurisdiction over us,” he said. “Congress had not passed the act. We submitted to them and they went through all of their business practices, and our problem was we’ve outsourced to different vendors the collection.

When they said that was where our problem was, we corrected it.”

In response to a concern raised about the way in which the applicant handles its financial reporting, Martin said the council can rest assured their client acts in good faith.

“What they overlook is the

Consumer Fraud Protection Bureau set up our credit reporting system,” he said. “We report according to the regulations, so we have done what we have been asked to do.”

Martin noted that DriveTime employs a system that helps in improving their patrons’ credit rating, despite what others may think.

“The data shows that more people succeed with our client’s product with the subprime loan than fail, and they improve their credit,” he added.

The petitioner for DriveTime was seeking to purchase the rights to the vacant property at 1395 N. Larkin Ave. In the process of looking at how to acquire a special use permit, DriveTime faced opposition from neighborhood groups that split the city council on whether the city should grant the permit.

The two groups contesting the company in its attempt to secure a permit are the St. Pat’s Neighborhood Association and the Cathedral Area Preservation Association. In late April during a Zoning Board of Appeals public hearing, those in opposition to the petition cited bad business practices among their concerns.

The city council tabled the request last month, sending the matter back to the zoning board for added clarification on the

basis for its recommendation to deny the petition.

DriveTime was intending to put 80-100 cars on the lot and allocate $750,000 toward improvements to the property.

On average, the typical car sold through a DriveTime dealership prices at $13,300.

“It generates a lot of revenue,” Martin said. “You’re sitting at a site now that’s vacant.”

Martin added that it would take a company bringing in $4.5 million to override the company’s earning potential and ability to create jobs.

In the previous discussions regarding the matter, Councilman Jim McFarland had raised objections to the petitioner’s request. He said he wanted it to be clear why he’s voting ‘no.’

“My concern is the location, so I welcome you to look at other areas in the city of Joliet to potentially moving your business,” he said. “I just don’t feel that this is a fit. We get enough complaints already [about the] dealership around the street leaving the lights on with the residential around them.”

McFarland noted the dealership’s approval ratings, which are recognized by the Better Business Bureau and the Consumer Affairs.

He said he would welcome opportunities for DriveTime to do business elsewhere in the city.

“There were other opportunities there, as you know,” he said. “It came before committee… to put

Caton Farm, Essington intersection improvements underway Beginning July 5, barricades will be installed and traffic will follow new patterns

Preliminary roadway work for a widening project at the intersection of Caton Farm and Essington began Monday.

The project will consist of the

widening of the intersection to accommodate a southbound exclusive right-turn lane and an eastbound exclusive right-turn lane.

Additionally, The existing traffic signals will be modified, new curb and gutter will be installed, and the pavement will be resurfaced within the project limits. The city notified commuters that the preliminary roadway work will include daily lane closures.

Beginning July 5, barricades will

be installed and traffic will follow new patterns. A single left turn lane and two through lanes will be maintained in each direction of travel throughout the project.

Drivers are reminded to expect delays and use caution while driving though all construction zones.

Daily lane closures will occur during normal working hours, and there will not be a detour utilized for the project.

The said it expects the project to be complete in midway through November.

Joliet approves amendment to consolidated plan

The Joliet City Council sought an amendment at its June 7 meeting, providing for changes in spending to the annual action plans for Department of Housing and Urban Development funding in 2015.

The city is diverting funds that would have paid for tree planting, public services, emergency home repair and acquisition for the fiscal year 2015, which ends Sept. 30, toward public street improvements. Voting in favor of the matter also allows city officials to submit notice of these changes to HUD. In May, officials approved an amendment to their annual HUD allotment that prompted them to adjust spending to the 2015-19 consolidated plan.

The city will consider funding for emergency home repair in the 2016 action plan.

The city of Joliet is looking to examine the number of firefighters they have in addition to their deployment model to determine whether there are alternative ways to provide protective services to residents.

Since 2008, municipal governments throughout the nation have struggled to provide the necessary level of protective services.

Taylor Babec Blood Drive to honor young cancer survivor WJOL to live broadcast June 23 blood drive Bugle Staff A local radio personality will join 14-year-old cancer survivor Taylor Babec for a live broadcast during the Taylor Babec Community Blood Drive later this month.

WJOL morning man Scott Slocum and Babec will be on air throughout the morning of June 23.

Additionally, Heartland Blood Centers will formally unveil a picture Babec on the side of one of its mobile coaches. Her picture is one of several children whose photos are featured prominently on a Heartland mobile coach. The unveiling ceremony will take place at 8:15 a.m. Heartland and the Will County State’s Attorney’s Office will serve cake and refreshments to during the celebration.

Babec is celebrating her sixth anniversary of living cancer free, according to the state’s attorney’s office. She was first diagnosed with lymphoma at the age of 5. During her three-year recovery, she required intensive chemotherapy treatments and 22 blood transfusions that would revive both her physical energy and her spirits.

“I am happy to celebrate Taylor’s sixth anniversary of living cancer free,” Will County State’s Attorney James Glasgow said. “And I am

glad her mom gives back to our community by coordinating blood drives so other children who struggle through cancer treatments have a chance to bloom.”

Babec’s mother, Jennifer, coordinates local blood drives in her daughter’s name.

“Jennifer and her family struggled through difficult times during Taylor’s diagnosis and recovery,” Glasgow added. “This remarkable mother noticed how her daughter would bloom like a flower when she received transfusions.”

The Taylor Babec Community Blood Drive is scheduled from 7:30 a.m. to 2 p.m. June 23 at the Will County State’s Attorney’s Office, 121 N. Chicago St. in Joliet. Anyone who works in or plans to visit downtown Joliet is encouraged to take 30 minutes to donate blood.

Additionally, the state’s attorney’s office said there are incentives to donate blood during the drive.

Heartland will give away a coupon redeemable for a free pint of Baskin Robbins Ice Cream to all donors, and Glasgow will donate a $100 Target gift card and two $50 Target gift cards for the blood drive.

Heartland said 25 percent of its blood supply comes from school drives, and the June 23 drive will be an opportunity to boost the local supply. Heartland is the sole provider of blood and blood products for Silver Cross Hospital and Presence Saint Joseph Medical Center.

City reminds residents to take precautions against mosquitoes

Homeowners should also keep gutters clear, keep grass cut short With the arrival of summer weather, the city of Joliet is reminding residents to protect themselves from mosquito bites and help reduce the number of potential mosquito breeding sites around their homes.

Residents are encouraged to remove areas of standing water from their property, as it can act as a breeding ground for this insect.

To help control the mosquito population – most importantly, the species responsible for carrying the West Nile virus – the city has contracted with Clarke Environmental Mosquito Management.

The habitat for the species of mosquito that carries the West Nile virus is in manholes, catch basins and inlets where standing water can be found.

The city of Joliet Mosquito Abatement Program targets all the manholes, catch basins, and inlets to treat with an organic certified extended-release tablet to eradicate these mosquitos.

This tablet is effective up to 180 days. Joliet works in conjunction with the Will County Health Department to evaluate and determine when the West Nile virus is present.

West Nile virus is a mosquitoborne virus transmitted through the bite of a mosquito that has picked up the virus by feeding on an infected bird. Most people who are infected with the West Nile virus have no symptoms or experience very mild symptoms 3 to 14 days after the bite of an infected mosquito. Mild symptoms include a fever, headache, and body aches (occasionally with a skin rash on the trunk of the body), and swollen lymph glands.

Less than 1 percent of infected people with West Nile virus will develop severe symptoms. These

symptoms include headache, high fever, neck stiffness, stupor, disorientation, coma, tremors, convulsions, muscle weakness and paralysis.

Persons older than 50 years of age and immune-compromised persons, including transplant patients, have the highest risk of severe disease.

The best way to prevent WNV, or any other mosquito-borne illness, is to reduce the number of mosquitoes around your home and to take personal precautions to avoid mosquito bites.

Whenever outdoors between dusk and dawn, individuals should wear shoes and socks, long pants, and a long-sleeved shirt. Loose fitting, light colored clothing is best. Consider staying indoors at dusk and dawn, which is peak mosquito biting time.

Apply insect repellant to exposed skin when outdoors. The most effective repellents contain DEET. Products containing 10 percent or less DEET are the most appropriate for children from 2 to 12 years of age.

Additionally, homeowners should install tight-fitting window and door screens. Check for, and repair, any tears in residential screens, including porches and patios. Try to keep doors and windows shut, especially at night.

Reduce or eliminate the amount of standing water around your home. Remove old tires, tin cans, flower pots and buckets, and change the water in birdbaths at least once a week.

Any container holding water for more than four days can become a breeding ground for thousands of mosquitoes.

Homeowners should also keep gutters clear of debris, as well as keep grass cut short and shrubbery well trimmed around their homes.

Let’s be clear – America is moving toward widespread acceptance of marijuana use, both for medical purposes and recreational pursuits.

In 1996, California was the first state to approve the use of marijuana for medical applications, and since then more than 20 additional states have done the same. More recently, several states have legalized the recreational use of marijuana, joining a trend of eased sanctions on the drug.

Additional states will likely pass legislation permitting adults to purchase marijuana in resale shops – an idea that seemed unlikely even a decade ago.

Polling data show that the number of American adults who support marijuana legalization is greater than those who oppose it. Gallup poll numbers from October 2015 put legalization support at 58 percent, up from 30 percent in 2000 and 40 percent in 2009.

The pro-legalization advocates deserve a tremendous amount of credit.

There has been a deliberate, organized effort to sway public opinion about marijuana use and whether using it should be a personal choice.

Like the tortoise in the famous race, they have won through patience and perseverance. It’s fairly easy to see that medical marijuana acted as a gateway to full legalization. By including this stepping stone, legalization supporters softened views about marijuana’s dangers. A generation later, public opinion has tipped in their favor.

We are officially in a new era in terms of attitudes about recreational drug use.

wHo do yoU trUst? Many groups oppose legalizing marijuana on the grounds that it is dangerous, will easily fall into the hands of children and will create a slippery slope toward legalizing other drugs, including cocaine and heroin. The federal government has stood behind its view that marijuana has no accepted medical use and a great risk of abuse.

The drug has been illegal since 1937 and was labeled a Schedule I (prohibited) drug in 1970. Other drugs in this category are heroin, LSD and MDMA. The problem with this stance is that it makes government look foolish and leads to people losing trust in their elected officials. Does anyone believe marijuana is as dangerous as heroin? If we’re to believe the 1930s propaganda

film “Reefer Madness,” about a quarter of Americans should have gone on murderous rampages by now.

However, beatniks and hippies, among other counter culture groups, ignored these warnings and used marijuana.

That isn’t a huge shock, but it gave us a generation’s worth of evidence that marijuana probably isn’t as dangerous as heroin. By taking an inflexible stance, government has become an untrustworthy source of information about drug use, and one that many have begun to ignore.

Meanwhile, the pro-legalization camp argues that marijuana is not more harmful than two legal drugs, alcohol and tobacco. Furthermore, they claim that people could benefit from its medicinal properties, while the economies of states that legalize the drug will see increased tax revenues and reduced burden on law enforcement officers who can ignore low-level drug users.

not so Fast Just like their government counterparts, legalization advocates have produced plenty of false information of their own. We hear about all the conditions that marijuana can treat, the total lack of risk to the user, and the innumerable economic benefits that society will reap by legalizing a plant.

In reality, most of these benefits will include proportionate consequences that neutralize much of their value. For example, tax revenues might increase with legalization, but so will regulatory costs and healthcare problems associated with accidental ingestion, harmful behaviors done while high, and substance abuse treatment.

Legalization supporters often compare marijuana to alcohol, so let’s examine the economic impact of the alcohol industry. For all of the millions of dollars created by the alcohol industry in the U.S., the country spends $10 in costs for every $1 provided, according to the National Institute on Alcohol Abuse and Alcoholism. While this 10-to-1 ratio may not be identical to the costs associated with marijuana, it’s safe to say that there will be costs not currently being considered legalization advocates.

In terms of medical benefits, several groups support using marijuana, including the American Nurses Association. Marijuana is helpful for patients with glaucoma, HIV, multiple sclerosis and certain types of cancer.

Although there are legal alternatives, let’s grant that some people benefit from using marijuana. This doesn’t actually

make for a compelling argument in favor of legalization. If marijuana is medicine, similar to a drug you take for diabetes or high cholesterol, then why would we legalize it for recreational use?

We also continue to find that marijuana is not as safe as its proponents claim. Research suggests that memory is significantly impacted and with greater consumption comes more harm.

Reaction time is slowed and perception is altered, making attention-heavy tasks like driving more difficult. Marijuana can be dangerous, just like all drugs that alter mood and consciousness.

Afterall, no one would use marijuana if it didn’t have a significant effect.

wHat’s it all aBoUt? Furthermore, are we really to believe that advocates of legalization initially had a neutral stance and then looked at all of these issues to decide which way the argument would go? That all along they had the intention of helping law enforcement, supporting local and state government, and aiding people with difficult-to-treat medical conditions?

Or, is it much more likely that what this is truly all about is exactly what you would expect – getting high?

The amount of time, money and energy poured into getting a psychoactive substance legalized is impressive. The movement has managed to turn the tide of sentiment, so much so that adolescents now use marijuana at a greater rate than tobacco because the perceived dangers are fewer.

So what does it all mean? Will a marijuana-friendly society be uplifted or torn down? The truth likely falls somewhere in the middle.

The trend toward legalization won’t be the downfall of society, nor is it going to be a cure-all for social problems. Rather, we need to understand that marijuana is a drug that comes with certain risks, but that people will not be jumping out of windows if they try it. And in reality, most of those who want to use marijuana were already doing so before medicalization and legalization came along.

The word dominant is defined as: Ruling, governing, or controlling; having or exerting authority or influence.

Or in the case of boys volleyball players in the Voyager Media coverage area, it could simply read: See Blake Reardon.

While the 21 schools in the Voyager Media coverage area have very talented, Division-I-bound players, Reardon’s dominance of the competition and the way he filled out a stat sheet even though he was his team’s only option most games makes the Joliet Catholic Academy senior the Voyager Media Boys Volleyball Player of the Year.

This season, Reardon posted 534 kills, 43 blocks and 38 service aces. His 534 kills rank him 12th all time in the IHSA record books for kills in a single season.

Reardon’s 34 kills on April 14 against Downers Grove North ranks fifth all time for kills in a

For his career, Reardon has posted 1,552 kills, becoming the only player in IHSA history to amass 1,500 kills in a season.

He passed Sean O’Malley of Oak Park-River Forest, who tallied 1,457 kills from 2002-05, for the top spot on the all time-list.

“I was never trying to get records,” said Reardon, who is headed to play collegiately at Ball State University in Muncie, Ind. “I was just trying to win games. It is pretty cool, but I don’t really ever talk about it. It will be cool to tell my kids. In college, playing D-I, everyone will have records and have all these super cool things they have done.”

Reardon played this season on a Hilltopper team that featured three freshmen and two sophomores on the varsity roster – combined to equal the same number of seniors on the team.

“It was a long season, probably the longest season mentally. It was a lot of work,” he said. “We

Boggetto drafted by Washington Nationals

Shorewood’s Rossiter signs with St. Francis

Brandon Boggetto, a Joliet native and Providence Catholic High School graduate was drafted by the Washington Nationals in the 25th round (754th overall pick) of the Major League Baseball Draft.

The Southeast Missouri State University graduate is the fifth shortstop drafted out of Southeast Missouri in its history.

Boggetto was a four-year starter for Southeast Missouri.

He was a First Team All-OVC selection as a senior. As a senior, Boggetto was added to the Brooks Wallace Award watch list, an award honoring the top shortstop in the nation.

As a senior, he battted .339 with 82 hits, including 18 doubles, two triples and five home runs, while tying for a team-best with 61 RBI. He ranks among Southeast’s career leaders in seven categories, including doubles (4th, 61), RBI (5th, 164), total bases (8th, 376), at-bats (7th, 777), runs scored (8th, 158), hits (9th, 229), and

walks (9th, 90).

Boggetto played 208 games in a Redhawk uniform and started 195.

He was a career .295 hitter, slugged .484, and recorded a .380 on base percentage. In addition to his 61 doubles, he knocked seven triples and 24 home runs.

USF Brandon Rossiter (Shorewood, Ill.) of Minooka High School has signed a letter of intent to attend University of St. Francis and join head baseball coach Brian Michalak’s team in 2017.

Rossiter was a three-year letter winner and member of two regional championship teams for head coach Jeff Petrovic.

He saw action as a pitcher, infielder and outfielder. A twotime member of Minooka’s honor roll, he plans to major in business management at St. Francis.

“Brandon is a versatile athlete who can help us on the mound and anywhere else on the field,” said Michalak, who completed his fifth year as head coach and 12th season of association with the USF baseball program as a coach or player this past spring.

“We were playing schools that are three times the size of us. It is a lot different when I have 100 kids in my class and they have 1,000 in their class alone. You will find a few 6-foot-5, 6-6 or 6-7 kids out of 1,000, you don’t out of 100.”

Because of the team’s inexperience, Reardon got the majority of the attacks set his way, however, he also drew all of the attention of the opponent’s defense.

“Going into games where I know that they know I am going to get set is a lot is fun,” he said.

“A lot of times they are games against my friends and it is fun to just beat up on them and I

“His dedication, positive attitude, leadership as my captain, athletic ability and respect for both his teammates and me as his coach is exemplary,” South coach Taryn Surbaugh said. He was the constant heart and soul of our team this season and he led the team with his work ethic and dedication. Rhome Apton is an irreplaceable athlete for our program.”

BRANDON BARANSKI Minooka senior had the second highest kill total in the area with 378 to go along with 57 blocks and 48 aces. He was the SPC MVP. “A powerful hitter who was one of our captains and led the team during an undefeated conference season,” Minooka coach Janel Grzetich said. “He was a fouryear varsity member and will be attending Loyola University in the fall.”

DANNY BEAUDIN A senior from Minooka, Beaudin was a middle hitter who racked up 222 kills, 99 blocks and

43 aces for the regional champs.

“A strong hitter and blocker who was also a captain,” Grzetich said.

“Nick was our go-to attacker,” Alex Rodriguez said. “He played the front and back court very well and contributed to a lot of our success this season. Nick was selected as an All-Conference player for the SPC and will go on to play volleyball at Briar Cliff University.”

The junior from Maine East was a strong middle hitter, racking up 266 kills with a .460 kill efficiency, to go along with 68 point blocks, 28 block assists and 21 aces.

“Michael led our team in kills, kill percentage, blocks and aces,” Maine East coach Jon Kulesza said. “He was voted to the Maine East Invite All-Tournament Team and the Central Suburban League All-Conference Team. He is one of the most intimidating and respected players I’ve had in 20 years of varsity coaching. He is a great teammate and his ceiling is high as he is only a junior. He is a two-year starter on varsity and has contributed to 45 wins in his career.”

DECLAN CANNON Maine South senior outside notched 257 kills, 16 aces, 57 blocks and 217 digs for the sectional finalists.

PARKER CONNOLLY Connolly helped Downers Grove South advance to the sectional championship before falling to the eventual state champs. He finished with 154 kills and 58 blocks.

“In our minds is one of the best MH’s around the area,” DGS coach Kurt Steuer said. “His foot speed to block is fast. He’s a big part of our offense. To our team he has meant having a quick, fast, good-sized attacker. Very coachable player and retains the information provided to him.”

CHARLEY HLAVIN A captain for Downers South, Hlavin had 210 kills and 45 blocks for the Mustangs.

“Jumps really well and puts up a very solid block at the right side,” Steuer said. “Offensively he does a very good job of swinging deep corners. He can attack well out of the OH and OPP positions. Being a captain, Charley has provided leadership through his play. Our players know he is some they can

PAUL RZEPIEWSKI Junior from Maine South totaled 202 kills, 28 aces, 106 blocks and 72 digs in helping the Hawks advance to the sectional championship.

LUKE VAN ECK Joliet West four-year varsity starter had 289 kills, 31 aces, 65 blocks and 117 digs in his senior campaign.

“Luke was an integral piece to our success over the past four seasons,” West coach Jason Hermann said.

Center for Economic Development plans breakfast John Greuling to provide economic development update at June 23 event The Will County Center for Economic Development is inviting all organizations doing business in the county to attend its annual Eye Opener Breakfast June 23.

John Greuling, president and CEO of the CED, will provide insight on new development, key infrastructure and initiatives focused on promoting economic development in Will County.

“The Eye Opener Breakfast is a unique, annual opportunity for business people from all over Will County to network and learn about the great progress the county is making on the economic development front,” Greuling said. “It is an event not to be missed.”

According to the CED, Will

County is a leading “job growth engine” in the Midwest and its communities continue to see positive trends in all major economic indicators. From 2011 to 2016, more than 27,000 jobs were created, and the CED said it collaborated with more than 80 expanding companies last year.

“We’re proud to have had a

hand in these successes, and look forward to helping new and existing organizations to grow and prosper here,” Greuling said.

Registration is open for the June 23 event at Tuscany Falls Banquets and Events in Mokena.
