Senior named finalist for Music Theater Awards Joliet West High School senior Alyssa Rice has been named a finalist for the Illinois High School Music Theater Awards.

Sponsored by Broadway in Chicago, IHSMTA selects 12 girls and 12 boys from Illinois high schools who nominate students from a pre-approved list of roles.

This year Rice was eligible for her role as Margaret Johnson in “The Light in the Piazza.”

“Broadway in Chicago sent scouts to both our Friday and Sunday performances, and Alyssa also had to submit pictures and video as part of her application,” said Joliet West High School vocal music Director Tim DeBoer. “The finalists were announced by Kerstin Anderson and Ben Davis from the Chicago cast of ‘The Sound of Music’ on the IHSMTA Facebook page. This is such an honor for Alyssa.”

On June 6, Rice and the other 23 finalists will spend the day auditioning and rehearsing with Anderson and other professionals.

Based on the day’s results, one boy and one girl will be named the winner. There is an award ceremony that evening where the entire group performs, and the winners perform their audition numbers. The winners are then sent to New York to compete in the National High School Music Theater Awards.

Rice expressed her gratitude for the West music program, modestly crediting the education she has received.

“Without Joliet West’s music and theatre program I wouldn’t be where I am today. I can’t explain to you the amount of talent and magic that is found on our very own stage.”

Joliet Central, West human geography students unite during Crosstown Classic The power of creativity was in full force when Joliet Central and West advanced placement human geography teachers planned the first ever “Crosstown Classic,” adding a unique twist to studying and bringing students from both schools together.

Central teacher Erica Senffner and West teacher Courtney Barrowman have been collaborating throughout the year to improve instruction for freshman students taking the

rigorous college-level course.

“Our event was a capstone to the strong ‘crosstown’ relationship Erica and I have had in developing this relatively new course for our freshmen,” said Barrowman. “We thought it would be really interesting to see the students who had studied the same class go head-to-head in a lighthearted but meaningful competition.”

From these conversations, the idea for the Crosstown Classic was born and students from West were bused across town to Central Campus for a morning filled with fun, competitive review complete with game show competitions, a cranium game using Legos and Play-Doh and more. “We spent about a week prior to the exam reviewing the entire year so this was a fun way to break away from the stress of traditional studying,” said Barrowman. “The students seemed to really get into it and made the event as fun to oversee as it was to participate.”

And that was the goal of the event, bringing students together to provide a learning experience that would take some of the pressure off students as they prepared for the test.

“The rigors of an AP course at the freshman level requires an all hands on deck approach when it comes to teachers delivering the instruction,” said Barrowman. “We spend the entire year learning content that the students will be tested on in May to determine if they will be eligible to receive college credit. The course is taught with a college textbook and

students are held to extremely high expectations throughout the year.”

After an intense week of content review, the Crosstown Classic was the perfect relief for the students.

“My favorite part of the event was when students from both campuses broke out into impromptu spirit chants during our Family Feud style quiz competition,” said Barrowman. “That meant the event was a success—they were definitely showing they learned in the classroom but also showed how much they enjoyed it too. It was really neat.”

Senffner agreed “The Crosstown Classic was a huge success. Students reported feeling more confident walking into the exam today which was really one of our main goals for the event,” she said. “The energy in the room was unbelievable. I have never seen kids so excited to study and so excited to earn college credit.”

Joliet Central JROTC academic, leadership teams advance to national championship Eight Joliet Central High School JROTC students will head to Washington, D.C., this summer for the highly competitive and prestigious U.S. Army JROTC Academic Bowl and Leadership Competition.

The JROTC Leadership and Academic Bowl is a nationally recognized competition created exclusively for JROTC students.

By participating, cadets learn the values of citizenship, academic competition, and college opportunity. The competition creates tremendous opportunities for JROTC cadets by allowing them to demonstrate leadership and academic abilities.

“Joliet Central JROTC students competed among more than 1,600 high school U.S. Army JROTC programs through two rounds of interactive internet-based testing in November and February to earn the right to go to D.C. this summer,” JROTC instructor Major Phil Jayko said. “The testing to qualify was rigorous. State mandate requires county to cut 3 centers By laura katauskas Bugle Staff

Will County and local public safety officials have been grappling with a state mandate that requires the county to eliminate half of its six 911 dispatch centers.

The state legislation passed in May 2015 was meant to improve public safety by streamlining operations and potentially reducing the number of call transfers between facilities, or public safety answering points.

The new law requires Will County’s Emergency Telephone System Board to submit a plan

by July 1 that outlines how the consolidation, which must be completed by July 1, 2017, would occur.

For months, local agencies have been discussing the best possibilities and locations for its dispatch centers.

Bolingbrook Public Safety Director Tom Ross explained the rationale, saying the Joliet 911 dispatch would remain because it is the county’s busiest center.

The second PSAP would be Wescom – a newly built center with 21 member police and fire agencies primarily on the western side of Will County, including Bolingbrook, Plainfield, Lockport and Crest Hill.

Finally, the plan calls for a third new center that would combine agencies on the east side of the

county. Wescom Executive Director Steve Rauter said the issue of building a new center dates back to the initial plan and study for a new center on Caton Farm Road.

The facility would have mirrored the Wescom footprint but was never carried out.

Will County Chief of Staff Nick Palmer said the plan was far too expensive and was never scaled back.

Meanwhile, the county is currently working on plans to construct a new sheriff’s department law enforcement facility at its Laraway Campus.

Last month, the county announced its offer to include a dispatch center for those who were working on how and where to build the third center, including Eastcom in Crete, Lincolnway in Frankfort, the Will County Sheriff’s Department and the Romeoville 911 Center.

While those PSAPs that would join what is now being called the Lincoln Way Communication Center would not have to pay construction costs, they would be responsible for ongoing operational costs.

County leaders had thought the plan would help avoid endless debates over where the new facility will be located and keep construction costs lower.

“By building a new, modern dispatch center on the county’s Laraway Road campus, we can improve public safety, become more efficient and realize long term

savings for Will County taxpayers,” said County Speaker Jim Moustis when announcing the plan.

The county wasn’t expecting the backlash it received.

Backlash and double tax Although those agencies looking for a new home as part of the state mandate approved of the plan, those that previously joined Wescom and are footing the bill for the 2014 construction of the building are crying foul.

Wescom built its new facility in Plainfield at $5.1 million with the buy in from member agencies, which are now responsible for nearly $275,000 in debt and make up 44 percent of the Will County population, according to Ross.

The county explained that the Laraway campus building is being paid for with Regional Transportation Authority sales tax dollars – the same taxes used to build county roads.

“That’s nice and in the spirit of collaboration, the problem is it doesn’t help Wescom,” said Ross.

“What about us? Everyone in the county pays RTA taxes, plus we have to pay off the bond debt for the Wescom building.

Now, these other agencies are getting free construction; that’s where the rub is. We feel the county has to do what is fair; it’s not fair to the residents.”

dispatch | from page 3 other Wescom member residents at a disadvantage, essentially these residents are paying RTA taxes – 0.25 percent in sales tax on anything bought in the county – plus village taxes to cover the bond debt. This, according to Ross, creates the unfair advantage.

“Perception is reality,” he said.

“When half of the county feels it’s unfair, then it’s unfair.”

However, Romeoville officials are on board with the plan.

Frustrated with the state mandate that is requiring the village to move its services, which it recently invested more than $2 million in to, officials welcome an opportunity to not only benefit from the dispatch center but the possibility of board leadership, employee transfer, and a voice in its construction and best practices.

“We have done extensive analysis for this situation and it has

The event is part of the SOI Law Enforcement Torch Run, and raises funds for SOI and its athletes.

Everyone who visited a Cop on Rooftop location and made a donation to the Torch Run received

a free donut. People who donated at least $10 also received a Law Enforcement Torch Run Travel Mug and coupon for free coffee.

In 2015, 195 Dunkin’ Donuts locations participated in the event and raised more than $542,000.

Since beginning in 2003, almost $2.3 million has been raised during the Cop on Rooftop fundraiser.

been demonstrated that the Will County call center provides the best solution for us,” Romeoville Village Manager Steve Gulden said.

“We are coming in this at a bit of a different standpoint. We just spent $2 million on our dispatch system, and now we have to fulfil an unfunded state mandate and move. We really aren’t gaining any savings here.”

Rauter said Wescom applauds the county for helping 911 centers but feels as if Wescom is being punished for being the leader, adding that he is just calling for a conversation on equality with the county.

However, Palmer stated that life isn’t always fair and said everyone pays RTA taxes, including individuals who pass through Will County. He added that it would have been nice if a conversation had happened before the resolutions came out.

“This is just counterproductive

and is just not a road we want to go down,” Palmer said. “What if we start calculating percentages of how much RTA taxes are given to transportation in certain areas?

All of a sudden, you could reach a certain allotment and not have enough funds dedicated to a town to fix the road. It just shouldn’t work that way.”

Bolingbrook, Wilmington, and the Homer and Minooka fire departments, with others pending, recently filed an opposing resolution stating that the county’s plan is severely misguided and unfair. Other agency members are now considering passing a similar resolution, calling on the county to revisit the plan and create a more equitable solution.

“We all have infrastructure and we know that this builds bridges and roads, but we are just calling on the county to sit down at the table and work out something that is fair and equitable for all those that are involved,” said Ross. “We are just saying that we need to take another look at this; it’s inherently unfair. Intentions were good, but I think there has been an oversight and this wasn’t thought all the way through.”

Safety First In addition, Rauter calls into question the true meaning of consolidating the 911 dispatch centers in the first place.

Looking at efficiency, he stated that having agencies like Romeoville move to Laraway wouldn’t cut down the number of call transfers but could increase the number.

Yet, Romeoville Police Chief Mark Turvey completely disagrees and believes the move would increase safety for its residents.

Rauter said seven of its Wescom agencies border Romeoville, essentially making it less likely to

transfer a call repeatedly due to familiarity of the territory.

“It would just make more sense to have everything under one roof,” said Rauter.

But, Turvey said new technology and the fact that the majority of calls are coming off of cell towers means that calls can be answered easier, and Romeoville would benefit from the consolidation with the Will County Sheriff’s Department.

“This is an endless argument,” Palmer said. “This is one of those cases where we have to agree to disagree. There is no plan to stop this project.”

Palmer reiterated that the final cost isn’t locked in stone and that the agencies are not getting a building completely for free, noting operational costs, percentages per agency and possibly capital costs.

“No one seems to acknowledge that this new center will actually provide a benefit for Wescom and can act as a back up to their system, as well,” he added.

Palmer said when you compare the size of the proposed building – the total complex is 90,000 square feet – with the dispatch center utilizing only 15,000 square feet, the building would be nearly 90 percent county occupied.

The design stage is about 50 percent complete, with hopes of breaking ground in late summer or early fall and completed by 2017.

In the end, Palmer said he hopes everyone involved can see the big picture, where in essence, once all centers are consolidated, all agencies will see some savings.

“It is just not a strong argument that there would be a reduction in call transfers,” said Turvey. “In fact, we believe the number of calls being transferred would be reduced if we move to Laraway. We know it. It will not decrease, it will increase safety.”

Amended HUD allotment primes Joliet for revitalization loan Amendment allows city to apply for low-interest loan at later date

The Joliet City Council approved a measure that paves the way for future use of a low-interest loan serviced through the Department of Housing and Urban Development.

Councilman Larry Hug was the only councilman to vote against the action, which was approved 7-1 during the council’s May 17 meeting.

Upon approving an amendment to the city’s annual HUD allotment, Joliet had the additional option of

applying for a Section 108 Loan Pool, which is a low-interest loan, to spur economic, housing and community development throughout the city.

In order to apply for the assistance, the city also updated its 2015-19 consolidated plan.

Alfredo Melesio, director of the Neighborhood Services Division, said the city found that more can be done to address the needs of those with low to moderate incomes, and approving the amendment is a start.

“We want to do this right,” he said.

“We only get to provide a loan pool to five times your allocation, which

is about $4.5 [to] $4.6 million. For us, we want to look toward larger projects to be able to assist those projects.”

Melesio said there are no immediate plans to apply for the loan pool, but once they’re brought forth and underwritten according to HUD guidelines, the mayor and the council will weigh in.

He added that using the funds for the redevelopment of Evergreen Terrace is a possibility, but there’s excitement around a lot of other possibilities in the community.

Joliet secures intergovernmental funding agreement with Metra Agreement secures $99K to fund a portion of the Joliet Multimodal Transportation Center

City officials reached an agreement with Metra that secures $99,000 to fund a portion of the Joliet Multimodal Transportation Center during the city council’s May 17 meeting.

The negotiations allowed the city to fund the relocation of Metra staff and facilities occupying the signal tower and provide support for the canopies serving the Heritage Corridor/Amtrak platforms.

According to the city, the agreement allows Joliet to retain a portion of a $30 million state grant to support the project and provides funding for a bus station.

Budget for 2015 MFT roadways resurfacing sees savings After completing the 2015 motor fuel tax roadways resurfacing project and subtracting a road project, the city announced that it was able to save $389,414.26.

In June, a $3 million contract was awarded to P.T. Ferro Construction.

Subsequent to that action, change orders No. 1 and No. 2 were approved.

During the May 17 meeting, officials also approved change order No. 3 and payment request No. 6 and final in the amount of $126,887.

The plan, according to the city, is to place the road project subtracted from the 2015 resurfacing program and add it to the 2016 plan.

Phase I engineering for Essington, Jefferson street widening Joliet is moving forward with plans to widen roadways between Essington Road and Route 52 (Jefferson Street) to Black Road.

Officials approved a motor fuel tax resolution that allots $214,216 for Phase I engineering.

This action allows Joliet to remain in compliance with state of Illinois law requiring the mayor and the city council to approve the spending of MFT funds.

Hug noted that he opposed using the loan pool as a revitalization tool because Evergreen Terrace’s redevelopment remains up in the air.

“We’ve talked about it less than a dozen times in the last two years that we’re going to use the [Community Development Block Grant], particularly the money

that [HUD] held back from us for Evergreen,” he said, noting how much attention the project has received. He added that he would change his vote if reassured by the council that Section 108 Loan Pool funds wouldn’t go toward Evergreen Terrace.

Mayor Bob O’DeKirk said it’s not clear what will happen with Evergreen Terrace.

“We tried last summer to come up with [a plan] and we still don’t have access to the property,” he said. “We’re working with HUD. We think that’s going to change, but at this point, I don’t know what the plans are for Evergreen. I don’t think anybody does.”

Drumaine McKinley found guilty of fatal stabbing in March A Joliet man was sentenced to life in prison for the 2014 stabbing of a 20-year-old woman inside the Evergreen Terrace apartment complex in Joliet.

Drumaine McKinley, 37, received the sentence May 17, according to a release from the Will County State’s Attorney’s Office.

In March, a jury found him guilty of fatally stabbing Joslyn Woods on the morning of Sept.

3, 2014, in the laundry room of a Joliet apartment building in the 300 block of Broadway.

Prosecutors said McKinley stabbed the young woman so many times that the pathologist who performed the autopsy could not accurately determine the number of wounds she suffered. The jury made an additional finding that the murder was brutal and heinous, making the defendant eligible for a life sentence.

Neither the victim nor McKinley residents of the apartment complex.

During the encounter, McKinley was captured on a security camera striking and slashing wildly at the frightened woman and then leaving her to die on the laundry room floor. The defendant exited the laundry room at one point, but he returned to stab her more times before his final departure at 6:32 a.m.

The defendant fled on foot to his mother’s house on Joliet’s East Side, discarding his bloody shirt and socks in trash cans along the way.

A police dog tracked the defendant from Cass and Ottawa Street, where his shirt was discovered, to Union Station where his socks were located, and finally to his mother’s house.

When the canine unit arrived, other officers already had found McKinley hiding in a wooded area.

Who protects consumers of healthcare?

Two recent emails from readers got me thinking about that question.

I don’t mean consumers in their role as patients whose medical wellbeing is looked after by state medical boards and health departments that police doctors and hospitals. Those organizations don’t always do a perfect job protecting patients from harm, but at least they are in place.

But who protects patients when things go wrong on healthcare’s financial side? What happens when you receive a bill you didn’t expect and can’t afford to pay? What happens when insurers send unintelligible explanations of benefits you can’t understand? What about questionable loan arrangements to avoid medical bankruptcy?

Consumers of healthcare are pretty much on their own. From the 1960s through the 1980s when people complained, they got action from consumer organizations, government and even businesses that set up departments to handle complaints.

That consumer movement is now but a flicker.

“We don’t have as many publicinterest minded regulators, and officials who try to grab these issues by the horns and deal with them,” says Chuck Bell, director of programs for Consumers Union.

The emails I received show that although it’s an uphill battle to get redress, fighting back as an individual can get attention and may ultimately lead to better protections for everyone.

John Rutledge, a retiree, got snared in Medicare’s three-day rule by a hospital near his hometown in Wheaton, Illinois.

At the end of March he took his wife, who was having breathing problems,

TRuDy LIeBeRMan to the hospital where she was held for three nights of “observation.” Patients must be in a hospital for three days as an in-patient before they are entitled to Medicare benefits for 100 days of skilled nursing home care as I noted in a recent column.

Thousands of families have been caught when hospitals decide their loved ones are admitted for “observation,” a tactic that allows them to avoid repaying Medicare if government auditors find patients should not have been classified as “inpatients.” Playing the “observational” game is worth millions to hospitals but costs families tens of thousands of dollars when someone doesn’t qualify for Medicare-covered skilled nursing care.

Rutledge knew about the threeday rule. Both his doctor and a pulmonologist at the same medical practice recommended an in-patient stay, and Rutledge refused to sign a hospital document saying his wife was admitted for observation.

Still, the hospital prevailed, claiming a consultant made the decision to keep her for “observation.” Rutledge was stuck with a bill that, so far, totals over $15,000 for the skilled nursing care his wife did need. He said he had been a “significant donor” to the hospital foundation, and “I have told the foundation that what I spend as a result of “observation” will come out of what I planned to give them, starting with the annual gift.”

The second email came from Kathryn Green, a college history professor who lives in Greenwood, Mississippi.

Green is fighting an air ambulance company, which transported her late husband to a Jackson hospital after he

suffered a fatal fall in their home. This “nightmare,” as she calls it, is a bill from the transport company that claims it’s outside her insurance network, and says she owes them $50,950.

“I am 63 and will have a devastated retirement if this is upheld,” Green said.

Blue Cross & Blue Shield of Mississippi, the administrator for her insurance carrier the State and School Employees’ Health Insurance Plan, paid $7,192 of the $58,142 the transport company billed. Blue Cross has told Green that she should be held harmless and should not be charged for the “balance after payment of the Allowable Charge has been made directly to that provider.”

Green is raising a ruckus and has taken her case to state and national media, members of Congress, the state attorney general and the Mississippi Health Advocacy Program. The company has told her it will begin collection efforts.

In both cases there’s a legislative solution. The three-day rule can be fixed by counting all the time a patient spends in the hospital whether they’re classified as an “in” or as an “observational” patient.The ambulance problem can be fixed by changing the 1978 airline deregulation law that prevents states from interfering with fares, services, and routes. But money and politics block the federal changes that would help people like Rutledge and Green.

“It’s like playing a game of health insurance roulette,” Bell says. “Your coverage exposes you to these gaps that have been normalized. It’s become the way of doing business.”

A resurgent consumer movement could change all that.

earning Minooka, Lockport brings home medals from state meet

CHARLESTON — For much of the 3,200-meter run it appeared that Minooka’s Emily Shelton would be the top Minooka finisher as she sat in first or second for much of the race Saturday at Eastern Illinois University in Charleston.

However, a closing kick from teammate Ashley Tutt gave her second place with a time of 10 minutes, 39.12.

“I knew I wanted to get up there and I had to have a good kick,” Tutt said. “I was feeling good so I just went.”

Tutt was in the middle of the pack early in the race and was sidetracked when an opponent fell right in front of her. However, she was able to rebound and was around fifth place before the final lap.

“I’m just really happy,” Tutt said. “The race was crazy. I was getting boxed in with a girl falling. I was ready to fall and I had to adjust myself and slowed down to get around her, but then I got back into the race. I kept hearing the announcer say there were two girls up there from Minooka, so I knew I had to try to catch up to the leaders.”

Shelton clocked in at 10:39.36, one hundredth of a second ahead of fourth place.

“I just wanted to stay in the front,” Shelton said. “On the

second to last lap the leader kind of pulled away from me. I was happy that I got third and I was happy that Tutt was right there with me, too.”

Shelton came up one spot short of medaling in the 1600, finishing in 10th place with a time of Mackenzie Callahan also competed Saturday for Minooka, but she came up short of medaling, finishing 12th with a time of 2:26.59 in the 800.

The previous day she set a personal record with a time of 2:14.30 to make finals.

“I’m very happy,” Callahan said. “The last couple times I’ve gone out too hard so it was nice to not have to set the pace.”

•Joliet West’s Melzina Johnson competed in three events at state, advancing to the finals of the long jump, placing 11th with a distance of 17-feet, 5-inches, and competed in the 4x100 relay and the 100 dash.

“Everything went well,” Johnson said. “The long jump I did well and my second jump was my best jump. Our 4x1 did good. All our handoffs hit and we ran our hardest.”

•Lockport’s 4x200 relay squad of Jacqueline Mathius, Grace Gliwa, Tori Aguilar and Jaclyn Greci placed ninth in the state with a time of 1:44.37.

Drew Litynski also competed Saturday for the Porters, finishing 11th in the triple jump (37-6.5).

Minooka wins sectional, leads locals to state

As Minooka heads into the IHSA Class 3A state track and field finals in O’Brien Stadium on the campus of Eastern Illinois University in Charleston, they are doing so after a dominant sectional where the Indians advanced 10 participants in nine events, winning the sectional title with 112.5 points.

Neuqua Valley was second with 104, while Oswego was third with 42.

The Indians qualified all four relay teams to the state meet, all four heading down as sectional champions.

The 3200-meter team of Jake Swank, Jordan Freese, Chris Drey and Soren Knudsen won the title in 7 minutes, 52.77 seconds.

“We had a plan setting in to just run our best race the first three legs and I think Chris Drey ran one of the best races I have ever seen,” said Knudsen, the anchor of the relay.

“He separated us and it was just Neuqua in front and I was feeling tired coming in, but my teammates were yelling at me and I knew I had to bring it in.”

Drey knew he just needed to get

it in a good position for Knudsen to close it out.

“In the beginning I wasn’t sure of myself, but I just thought about the guys that want to get down there and I fought for them,” he said.

“This feeling is amazing and this is why I went out.”

Swank was the one that led off the race and the meet for the Indians and said he had to fight nerves.

“I was nervous before the race, but I just knew I had to do my job and stick with the first pack and I did,” he said.

If seniors like Drey and Swank were nervous, the nerves for Freese, a freshman, had to be off the charts, but he said the upperclassmen prepared him.

“I am working with some of the best in practice and that is what made me run the way I ran today,” Freese said. “All year, I was pushing myself past my limit, or where I thought my limit was – that is what got me here. And thinking of the seniors and how bad they wanted this it really made me go for it all.”

In the 400, Colin Marchio, Maceo Findlay, Brandon Adams and Justin Wolz posted a time of 41.68 and a sectional title, while in the 800, Wolz, Findlay, Adams and Matt Dlugopolski teamed up and ran a

1:26.58.

The 1600 group of Aaron Arroyo, Adams, Dlugopolski and Wolz won in 3:18.10.

Wolz collected his fourth sectional gold with a win in the 300 intermediate hurdles in 39.15.

“With the relays earlier, the 300 was a little tough, but the goal today was just to get to state and rest up for next week,” Wolz said. “It feels nice. The 4x1 and 4x2, it was the first time in a while we had our best performance and it was nice to do what we knew we could do.

That 4x8 had a 20 second (personal record) and that just set the tone for the whole meet right there.

After that, you want it even more and then the next guy wants it after that.”

Wolz is looking to rebound from last year’s state meet, which fell below his expectations.

“I am still thinking about last year when I didn’t quite have a great state meet,” he said. “But everything is falling into place and I have to keep this going.”

He is also looking to get the Indians one of the three team trophies presented at state.

“That is only going to add to everyone’s motivation at state,” Wolz said. “It is state and you are

going to give your best no matter what, but when an individual medal and a team medal are on the line, that just adds to it.”

Knudsen advanced in his second event when he won the 1600 run in a time of 4:18.57.

Minooka was just as dominant in the field events.

In the pole vault, both Brennan Loughran and Marcus Hayden cleared 13-feet, 7-inches to advance, with Loughran taking the title on criteria.

Steve Lasinis set the school record in winning the long jump with a leap of 44-06, while Kevin Lam was second in the shot put with a put of 54-09.

Joliet West and Central both

competed in the same sectional, but did not advance to state.

At the Downers Grove North sectional, Lockport advanced nine events to state, taking second in the meet with 88 points. Sandburg won with 98 and Downers Grove North was third with 75.

The Porters advanced the 400 relay team in 42.38, while the 800 relay team advanced in 1:27.69.

Individually, Derrius Rodgers won the 100 dash in 10.73 and took the title in the 200 in 21.47.

In the field events, Wade Walder won the pole vault, clearing 13-7, while John Meyer was second in the discus with a throw of 165-0 and Jesse Bustami was third in the long jump in 22-04.50.

When faced with a sudden illness such as the flu or a severe cold, oftentimes the only option for immediate care is the emergency room of a nearby hospital.

That pricey and time consuming option presents challenges to many families and individuals who lack timely access to quality healthcare, according to Dr. Rosa Perez, family medicine specialist for Advocate Medical Group.

“I have seen the anxiety that parents face when their child has a bad cold [or] painful ear infection and don’t know where to go for such a short term illness,” Perez

said during a May 18 ceremony marking the launch of 56 Advocate-run healthcare clinics at Walgreens stores throughout the Chicago metropolitan area. “I think the clinics here at Walgreens will provide a great opportunity for that.”

Perez joined officials from Advocate Health Care and Walgreens at the retailer’s Downers Grove store to celebrate the partnership, which includes transferring operations of Walgreens’ Chicagoland in-store health clinics to Illinois’ largest health system.

Branded as Advocate Clinic at Walgreens, the convenient neighborhood locations will expand access to affordable, highquality care, according to the Downers Grove-based healthcare provider.

“Advocate is a world class provider that has been and continues to be at the forefront of population health medicine,” said Elizabeth Beranek, director of

physician practice management at Advocate Medical Group.

“That means we are looking at increasing our outcomes, patient populations, access and quality.

These clinics open avenues to high-quality care in a low-cost, neighborhood, convenient environment.”

Perez said the clinics will provide vaccinations, physicals and acute care for various injuries and common illnesses, such as strep throat, migraines, cold and flu, sprains and upper respiratory infections.

Patients can expect to pay a flat fee of $89 for many of the services offered at the clinics, which will also accept the same broad insurances as providers throughout the Advocate Medical Group. Boardcertified nurse practitioners and medical assistants employed by Advocate Medical Group will staff the in-store clinics, most of which are open from 9 a.m. to 7 p.m.

Monday through Friday and 9 a.m. to 4 p.m. Saturday and Sunday.

He’s been clean for two years, but I still feel we shouldn’t keep cash in the house or give him unsupervised access to a bank account. He agrees with these precautions, even though he does need a little pocket money from time to time. We’ve also started your plan to try and get control of our finances, so how would you suggest handling a situation like this?

Dear Meghan, First of all, congratulations on his being clean for two years. That’s awesome! The longer he stays clean, the more he’ll begin to normalize his

mechanical activities with things like money.

I agree with not putting him in charge of large sums of money just yet. However, we work with addicts all the time at my company, and I don’t agree that you can’t have any money in the house when he has been clean for two years. You might not want a big pile of cash lying around, but there’s no reason you can’t run the envelope system out of your purse. I mean, at this point if you can’t trust him to stay out of your purse, then you’ve got other major issues in your marriage.

I think you need to be on a debit card and the envelope system. I also think you need to be controlling about 98 percent of the money

for now. For what he’s doing, I’d work daily cash allowances and expand that to weekly when you’re comfortable with it. Also, ask for some accountability from him as to where the pocket money goes.

Ask him to keep receipts, and turn them in as if he were working for a company and taking a petty cash withdrawal. That holds him accountable for spending it on what he said he was spending it on, and it’s healthy for someone who’s a recovering addict.

When someone’s fresh recovering from being an addict, and especially because heroin is so addicting, I probably wouldn’t let him legally have access to the household account for a while longer. He can

look at it, and you two can make financial decisions together, but you are in control of it. I wouldn’t want it where he can just reach over and clean out the account if he has a relapse.

Obviously, this guy has gotten some healing and I’m very proud of you both. Heroin is a big deal and a hard habit to kick. The fact that he has done it this long is awesome!

Selection of Joliet Central Academic and Leadership Bowl participants was based on several

factors.

“While considering potential students to compete, many factors such as academic record, maturity, the student’s ability to think on their feet, and the level of participation in the ROTC program were considered,” said Major Jayko. “The team members who were chosen were very serious in

their preparation for the rounds of testing. I believe they excelled due to personal pride and the fact that they represented the best of Joliet Central JROTC to the other high school JROTC programs in our region and the US Army Cadet Command.”

Central is one of only three schools which hold the distinction

of sending a team in both the Academic Bowl and Leadership Competition. There are a total of 24 Army JROTC schools participating in the Academic Bowl, and 40 Army JROTC schools participating in the Leadership Competition at the national finals in D.C. this summer.
