Joliet Park District seeks Seeds of Change grant The Joliet Park District is asking the community to get out and vote for its application to win either a $20,000 or $10,000 grant through the Seeds of Change Grant Program.

Seeds of Change was founded in 1989 as a way to make organically grown seeds available to gardeners and farmers, while also preserving countless heirloom seed varieties in danger of being lost to the “advances” of modern industrial agriculture. The goal of the grant program is to enhance the environmental, economic and social well-being of gardens, farms and communities.

Joliet Park District Organic Community Garden submitted an application highlighting how it would use a Seeds of Change grant to grow its gardening program and achieve its goals. The grants will be awarded to organizations that help support sustainable, community-based gardening and

farming programs that focus on teaching people about the food they eat and how it’s grown.

From now through April 18, the community can get out the vote and support local gardening and farming programs by visiting the Seeds of Change website www. seedsofchangegrant.com and voting once per day. After voting closes, the top 50 organizations with the most votes will move on to the final judging phase.

In early May, Seeds of Change is expected to announce 24 grant recipients – 12 school garden recipients and 12 community garden recipients. Of these grant recipients, two school gardens and two community gardens will receive $20,000, and 10 school gardens and 10 community gardens will receive $10,000.

Jefferson Street Bridge closed through June The Jefferson Street moveable bridge was closed Monday for a painting project that the Illinois Department of Transportation expects to have completed by late June.

Required documentation includes: Social Security Cards for everyone in the household, proof of all household income for the previous 30 days (pay stubs, SSA, SSI, child support and unemployment), printouts from other agencies (food stamps, medical card, TANF and general assistance), gas and electric bills, and unemployment & DHS printouts for anyone 18 years or older with no income. Other documents may be needed based on a household’s situation.

Applicants without all required documentation will still have a consultation, during which staff will outline every piece of documentation needed for the applicant’s next visit.

Applications cannot be accepted if any documentation is missing.

The WCCCC meets with applicants Monday through Friday from 8 a.m. to 3 p.m. or until the daily sign-in sheet is full.

Joliet considers releasing annual subsidy to Rialto Agreement would include full review of theater’s finances

Despite what city officials called years of mismanagement and a number of missed opportunities to bring in talent, the city of Joliet sees value in backing upcoming shows at the Rialto Square Theatre.

At a special March 28 city council meeting, officials voted 6-1 to approve the preparation of an intergovernmental agreement between the city of Joliet and theWill County Metropolitan Exposition and Auditorium Authority Board.

Councilman Larry Hug cast the lone vote against the effort, while councilman Jim McFarland was not present at the meeting.

The agreement would grant the city’s inspector general full access to the theater’s financial records in exchange for the city to release some of its annual $600,000 subsidy to the Rialto .

The city council was expected to vote on the intergovernmental agreement at its April 5 meeting.

[Editor’s note: At press time, the

meeting had not yet occurred.]

As part of the agreement, the city would release no more than $440,000 to help the Rialto make payments on back payroll taxes and to secure its upcoming shows.

To date, the city has released $160,000 of its $600,000 subsidy.

Mayor Bob O’DeKirk said the city wanted to elicit community input after a number of new developments came to city’s attention.

“The issue with the Rialto Theatre came up about three weeks ago,” he said. “Dan Vera [president of the WCMEAA board] approached the city and was very forthcoming with the issues that were going on.

Since that time, it’s evolved a little bit and some decisions were being made behind closed doors in the city about extended funding or what commitment the city would make.”

Officials have been in talks with the Rialto about reviewing its finances situation. The Rialto board hired an outside financial consultant to satisfy the city’s demand.

City Manager Jim Hock said it’s unclear what assurances city officials can count on, since a complete financial review of the Rialto is not yet completed.

“My understanding is from our finance director is that’s going

to take quite some time before we really have a handle around the cash, assets, what’s owed to all the vendors,” he said. “We do know that they have been behind in payroll taxes payments since the start of March, but there are still back payroll taxes owed to the federal government.”

City officials said they recently learned that promoters were looking to back out of arrangements to do shows at the Rialto this fall, as a result of learning about the theatre’s financial situation in the news. In response to the concerns expressed by promoters, the city manager provided a letter of assurance to promoters letting them know the city intends to pick up minimum amount of money due to the acts.

Hock said the issue at hand presents a challenge for the city, in part, because payments for two comedy shows will be due by the week’s end.

“The question is whether or not we want to enter into any kind of intergovernmental agreement with the Rialto, establishing specific conditions to the money that we provide them on an annual basis,” he said.

O’DeKirk said it’s evident that a compliance issue remains between the city and its relationship with the Rialto.

JJC appoints VP Mitchell to interim president Interim president will serve as college plans process for finding its next president Bugle Staff The Joliet Junior College Board of Trustees named the school’s vice president of administrative services its interim president, following the surprise resignation of former president Debra Daniels earlier this month.

Judy Mitchell assumed the role March 21 – three days after Daniels submitted a resignation notice to the board. The JJC Board of Trustees formally accepted Daniels’ resignation March 29 at a special board meeting and is scheduled to approve Mitchell’s appointment at its April 19 meeting.

“The continuity of Joliet Junior College’s services and programs is absolutely our priority,” Mitchell said in a college news release. “I’m honored and humbled to take on this role, and it is my goal to ensure that the college remains committed to its mission, serving students and our community to the best of our ability.”

Board Chairman BobWunderlich said the Board of Trustees received a notice of Daniels’ immediate resignation March 18.

“Because this is a personnel issue we cannot comment specifically on other details related to this event, except that she cited personal reasons for her

departure,” Wunderlich said.

The same day, Daniels issued a public statement thanking faculty and staff for their commitment to the college, and the college community and board of trustees for their support of various endeavours during her four years as president.

“I have brought the college as far as I can and I want to step aside so I can do other things,” she said in the statement. “The board has been tumultuous this past year with the resignation of three board members, and I hope that this will allow them to come together for the college.”

Wunderlich went on to say that Mitchell will serve as interim president while the college plans the process for finding its next president.

“I know when we first met three weeks ago there were basically two provisions that we needed to happen for the city to continue to fund or up its funding. One was regarding Mr. Green and his employment and the second was for the inspector general.”

O’DeKirk added that it becomes less clear why the city should be “making the Rialto’s problems, the city’s problems.”

City officials learned that the finance committee for the Rialto hadn’t met since September 2015, which furthered concerns about the theatre’s financial management.

Additionally, councilwoman Jan Quillman stated that the Rialto failed to hold a hearing prior to the week of the special city council meeting regarding the employment of Randy Green, the general manager of theatre who was placed on paid administrative leave.

Rialto attorney David Silverman sought to lessen the city’s worry.

“We have not been successful in negotiating that exit agreement,” he said. “The city has made it clear they don’t want us to do that. That certainly you don’t want any city funds used to support such an agreement.”

Quillman said she loves the Rialto, but it seems to her that Joliet is being held hostage in this situation.

“I’ve been a big advocate for the Rialto, but now I have to look at the other side here,” she said.

“There’s been no finance meeting, there’s been no oversight of the money since September and then you have no payroll taxes being paid. And now, you’re coming to us for more money. Well, we have to look at the rest of city too. This is taxpayer money.”

Silverman said it’s not that the Rialto has been resistant in its effort to cooperate with the city, explaining how it is to his understanding that a financial review lies outside of the inspector general’s expertise.

“We have a problem, that’s obvious,” he said. “The Rialto if not the, is one of the anchors of downtown Joliet, so I know it’s important to you and I know that it’s important to the taxpayers of Joliet. We’re asking ‘please help us.’ We’re saying that we will bare a financial soul to you, we have no problem doing that; you’re a big investor, you’re a partner.”

Hug negated the concern regarding Inspector General Chris Regis’ ability to scope out the

minds right now is the continued success of Joliet Junior College and its daily operations,” he said. “Dr. Mitchell is a 19-year college employee and has strong knowledge of our operations, finances and strategic plan to continue moving the college forward in the right direction.”

The board will share updates on the presidential search, as plans are finalized.

“Joliet Junior College has been a vital educational resource in our community for 115 years and I have every confidence it will continue to do so well into the future,” the board president said.

In his statement, Wunderlich highlighted some of the school’s accomplishments during Daniels’ tenure, including the development of an international student program, the 2016-19 Strategic Plan, a Master Plan Update that led to the construction of the Romeoville Campus expansion and the JJC Events Center, and the grand opening of a new Tutoring and Learning Center and Veterans Resource Center. He also lauded Daniels’ effort to create the JJC Commitment Scholarship fund, which provides financial assistance to economically disadvantaged students.

District approves 3-year contract for new superintendent Theresa Rouse will start July 1 After what school officials described as an extensive national search, the Joliet Public Schools District 86 Board of School Inspectors unanimously approved the hire of the district’s next superintendent.

Theresa Rouse was named the new superintendent March 30 during a special board meeting.

District 86’s board approved a threeyear contract with a base salary of $195,000.

Rouse, who will start July 1, has been the superintendent of King City Union School District in King City, California, since 2012. She will replace retiring superintendent Charles Coleman, who has held the position since 2011.

“We are delighted to have Dr. Rouse as our new superintendent,” said Gwendolyn Ulmer, president of the District 86 Board of School

Inspectors. “Dr. Rouse has a wealth of experience working in a school district similar to District 86. Her experience, enthusiasm, and commitment to students and staff will be a terrific asset.”

Prior to working at King City Union School District, Rouse spent five years at the Santa Cruz County Office of Education. She served in a variety of roles in the office of education, including associate superintendent of educational services.

Rouse has more than 29 years of educational experience, according to District 86.

“I am thrilled to be joining Joliet Public Schools District 86,” Rouse said. “I look forward to working with the staff, students, parents and community members as we take the district to the next level of achievement.”

Rouse has a doctorate in educational leadership from Argosy University in Phoenix and a master’s degree in education from Indiana Wesleyan University.

In response to the attorney’s reassurance, Hug said it’s important to make sure past mistakes aren’t repeated.

“Sometimes you have to make sure your axles aren’t missing their rear tires,” he added.

The issue of liability is another concern city officials have been looking into as of recently.

Regis reached out to the federal government to survey the risks of providing assistance to the Rialto,

given the fact that the theatre is behind on payments.

“Personal liability is a possibility,” Regis said. “However, in situations where it’s a government body or an employer who is delinquent, the employee’s agency is generally the one that will bear the liability, not the individual who may have moved on since then.”

Hug questioned why the city should feel compelled to bring on the two shows this fall.

“On the matter of continuing to rebuild the confidence [of promoters], that’s a very temporary thing...,” Hug said.

Hock said it’s more of a matter of

securing the two upcoming shows and determining how much the theater currently has and will earn in moving forward. Councilman Pat Mudron said it’s going to be a tough decision for the city to make, but added that the Rialto Square Theatre is more than willing to work with the city.

“The city council, as I see it, is responsible for the downtown Joliet, and the Rialto is a major part of it,” he said. “As [Gerl] already mentioned, we’re on a positive move here. Junior College will be opening soon, transportation center is here and will be added to, the courthouse, as far as I know,

Councilwoman Bettye Gavin thinks the city has an opportunity to tap into more dollars in terms of diversity in the shows that are booked. She said new management might help in reversing this trend.

“We are certainly missing some opportunities and dollars in terms of diversity and in spreading that footprint that would bring that in,” she said.

By daniel smrokowski Bugle Columnist This month of April, we celebrate Autism Awareness Month, a time to educate our communities about how it feels to be diagnosed with autism, or other types of developmental disabilities.

Take for example, Eric Baumann, 32, of Vienna, Illinois, my friend and fellow athlete and Global Messenger in Special Olympics Illinois. Eric was diagnosed with Asperger’s syndrome, which is high-functioning autism and now is considered a part of autism spectrum disorder.

“I like having autism because it makes me who I am,” said Eric.

Many who have autism struggle with certain tasks that may come easy for others who are not diagnosed with autism. Eric said that he takes things literally so “when people tease me I don’t know how to understand that at times.”

Once you get to know someone who was diagnosed with autism, you have the opportunity to learn the amazing abilities that they do have. Eric has the ability of memorizing lots of music.

“I could tell you the artist and the song by heart because I have about 5,000 songs on my iPod,” Eric said.

Despite the struggles of having autism, Eric enjoys participating in Special Olympics and speaking as a Global Messenger on behalf of the

Similarly to Eric, I also have participated in aquatics, softball and basketball in Special Olympics Illinois.

In the year 2000, Eric became a Global Messenger for Special Olympics Illinois. In this role, he is invited to speak before community groups, sharing how the movement of Special Olympics has helped to transform his life and the lives of so many of us with special needs.

One way we are educating our community about how Special Olympics transforms our lives is with the first-ever Capitol Day 2016 for Special Olympics Illinois.

When Eric is not participating in Special Olympics, he enjoys playing games, hanging out with his friends and family and playing with technology. Eric also works as a janitor at the Interstate 57 “Trail of Tears” Rest Area. It is here where he gets to meet people from different cultures.

Sometimes statistics don’t tell the entire tale of a player.

For Plainfield North senior Kevin Krieger, his stats were the best in the area. He averaged 22.3 points per game, an area best, to go along with 7.2 rebounds, 48 assists, 47 steals and 62 blocks. He also shot 87.3 percent from the foul like and sank 40 three-pointers.

All of this was while guarding the opponents’ best player just about every night.

“He is at the top of every statistical category in the area, which is a credit to him considering every time we played he was the sole focus of the opponents team,” North coach Bob Krahulik said.

“No other player in the area was beat up more, grabbed more and face guarded more than Kevin, and he still averaged 22.3 points while shooting in the upper 40 (percent).

Those marks were the obvious.

Less obvious was the medical problems he had off the court.

At three times during the year, he had throat surgery, yet still played in the next game, including in the Pontiac Holiday Tournament.

Being able to overcome his medical troubles to still post the best numbers across the area has led Krieger to be named the 2016 Voyager Media Boys Basketball Player of the Year.

“He is a tough kid,” Krahulik said. “No one knows but he played in the regional final after being in the hospital the night before having minor surgery on his throat. The doctor told him to take it easy for over a week. He played anyways. This was the third time he had to have this surgery this year, but still played. He may not have scored like we needed him to, but it is his presence on the floor.”

ANDERSON, IN — Once again it was a Robert Morris University weekend at the NAIA Nationals Saturday and Sunday at Championship Lanes.

Both the men and women brought home the championship.

It is the first NAIA title for the women and the fourth straight for the men.

The women never lost a match in the tournament but rallied from a 2-0 deficit against Webber International University to force a tiebreaker at 2.5-2.5. In the twoframe roll-off, Minooka graduate and Joliet resident Courtney Johnston followed a ninth frame strike with a strike in the 10th to cement the victory, which put them in the finals.

“It feels great,” Johnston said.

“It is my senior year here and it feels awesome. The tie-breaker was pretty good. I don’t really get nervous a lot, but I knew I had to relax and throw a good ball for my team. I felt a lot better after that. We were a team this whole weekend. We wanted this really bad. It is a good goodbye.”

In the process of the championship, Johnston earned Tournament MVP honors.

“That was a surprise, I didn’t expect that,” she said. “I was consistent, but I didn’t expect any of this.”

The men were also unbeaten heading into the championship, but were swept by WIU in the match, which forced a winnertake-all rematch, which the Eagles

“It feels great,” Romeoville alum Dakota Vostry said. “This is pretty much preseason for the big tournament in a couple weeks (USBC ITC Championships). The first match we didn’t stick to our game plan, but the second time we bowled our game and won.

This was the first time we bowled in a match play tournament and were kind of feeling it out a little bit, but we came out and won the national championship.”

•Finishing in fourth place was Marian University in Indianapolis, which had Emily Koulis of

Minooka and Sarah Martin of Lockport.

Marian bowed out in a five-set match with defending champion Pikeville.

Koulis saw a lot of time bowling out of the No. 2 and No. 3 spots.

“It feels really good to be doing this with the girls we have,” Underwood said. “With this being my last year, it was good to go as far as possible. It was really intense and it went down to the end.”

“We’re really proud of how we bowled this weekend,” Koulis said. “We put our heart and soul out there and tried our best.”

“Trevian continues to develop into an overall good high school basketball player,” West coach Nick DiForti said. “Nearly every team we played focused their attention to him. He was our leading scorer in most games. If we weren’t such a balanced scoring team, he would easily average over 20 points a game. His statistics are easily why he is considered one of the best in his class.”

Joe Butler Butler, a senior from Minooka, helped guide the Indians to their first regional title since the 1970s.

He averaged 15.4 points and 6.2 rebounds per game, while posting 49 assists and 49 steals.

“I believe that Joe Butler is one of the best players in the state of Illinois,” Minooka coach Scott Tanaka said. “This year he helped lead our team to a 23-9

record, our first SPC Conference championship and our first regional championship since 1977. We play a slow tempo defensive style of basketball and thus Joe’s numbers are not as gaudy as they should be.”

Elyjah Goss Plainfield East senior averaged 13.2 points and 10.5 rebounds per game, while shooting 53 percent from the floor. He was also a force defensively, blocking 63 shots and had 45 steals.

“We are proud of the strides that Elyjah has made not only this season but over his fouryear varsity career,” East coach Branden Adkins said. ‘He really pushed himself in practices and games to show how dominant he can be as a player. He set or broke many PEHS records this season on both ends of the floor. We are excited for him at IUPUI and know that with continued hard work and his consistent great

attitude that he will be the same outstanding player that he was in the SPC and in the state.”

Jalen Jackson Jackson finished the year averaging 18.4 points per game, while coming up with 37 steals and making 77 three-pointers for Joliet Catholic.

SECOND Team Devin Blake Downers North senior had 14.9 points and five rebounds per game, while making 71 threepointers.

“Devin was a valuable member to our team and program from the standpoint that he led by example on the floor,” Downers North coach Jim Thomas said.

“He has taught other players what it means to play hard and tough at the same time. Statistically he has been our best player for

“Matt has been a outstanding student athlete both on the court and in the class room averaging a 3.50 GPA,” Romeoville coach Marc Howard said. “His work ethic is second to none. Matt has sacrificed for his team and displayed the characteristic the embody RHS basketball.

Matt’s was the first Spartan to be named to the first team SPC all conference.”

Arenas, a senior from Maine South, finished the season with 14.4 points and 5.5 rebounds per game, while totaling 101 assists and 57 steals.

“Jon was a three-year starter that helped us win 25, 26 and 21 games,” Maine South coach Tony Lavorato said. “In his senior year, he led our team on and off the floor with his dedication and passion for our program. Jon was always a natural scorer, but developed himself into an allaround player throughout his career.

“His greatest impact to our program was his character. He has influenced many future Hawks with his dedication and approach.”

“With that being said Malik had a motor that just wouldn’t quit, he has a knack for finding the ball around the rim. He is an all around great kid who has a bright future.”

Scott Gustafson Plainfield Central senior tallied 13.8 points and 4.9 rebounds per game, while knocking down 58 three-pointers, while shooting 41 percent from beyond the arc.

“Team leading scorer and rebounder for 2015-16,” Central coach Steve Lamberti said. “One of the best shooters in the area, he is a competitor that used his size and strength to be a quality scorer and rebounder. Scott was a competitor that our opponents had to game plan for.”

Evan Hines A senior from Niles West, Hines averaged 14 points and 5.2 rebounds per game.

“He was chosen our team MVP and carried the team offensively in several games,” Niles West coach Bob Williams said. “He played his best basketball down the stretch of the season and scored 24 points in his last high school game.”

Brad Perry Maine South senior center posted 13.4 points and 10.1 rebounds per game for the Hawks, while adding 62 blocks.

“Brad was a three year varsity player that dedicated himself to getting better each day,” Lavorato said. “As a 6-foot, 11inch player, Brad took a while to develop his body, his skill, and his speed.

“His full potential will not be reached until college, but his improvement on the offensive and defensive ends of the floor enabled him to help us win 21 games.”

Just be honest about the other job offer dave says

Dear Dave, I took a new job less than a month ago. Just the other day, I was recruited by a huge company for the same position that pays twice what I’m making now. I didn’t apply for the job that was offered; they came directly to me. I didn’t sign a contract or promise to work a certain length of time with my current employer, but they’re good people and I want to do the right thing and handle things well. Do you have any advice?

Jeff Dear Jeff, In situations like this I always try to put on the other person’s shoes.

Let’s pretend you own the company and you just hired a young guy. A few weeks later, someone comes in out of the blue and offered him double what he’s currently making.

I can tell you what would happen here. I’d tell him to take it. I mean, I would. And as an employer, I’m certainly not going to double his income that quickly.

I think you take the job. Just walk into your leader’s or supervisor’s office and tell the truth. Lay it all out there, and let them know that while you feel awful about the situation, you had no intention or misleading them or causing problems, but you simply can’t pass up the opportunity.

Be sure to show an extreme amount of gratitude, and promise to do everything possible to make the transition as easy as possible.

Truthfully, if an organization cares about its team members, and one of those has the ability to double their income and they’re not breaking a promise in the process, this type of scenario is perfectly reasonable.

It may be a little uncomfortable

for you—and inconvenient for them for a while—but they can’t realistically expect you to pass up the opportunity to double your salary. You’re a good man, Jeff.

Health dept. moves immunization clinics Hours, forms of payment also adjusted The Will County Health Department immunization clinics have moved to a new location at the agency’s public health complex in southeast Joliet.

The new address for the WalkIn Immunization Clinic and the Will County Travel Immunization Clinic is 501 Ella Ave. in Joliet. The clinics were previously located across the parking lot at the Will County Community Health Center, 1106 Neal Ave. The new clinic location can be found in the Family Health

Services-WIC Building.

The entrance to the new location is reached by following the sidewalk along the far left of the building and inside the fence. Walk up the ramp to the new entrance, which faces the street.

Effective immediately, the WalkIn Immunization Clinic is open each Monday, Thursday and Friday from 8 to 11:30 a.m. Tuesday hours are now 1 to 4 p.m. and Wednesday hours are 1 to 6 p.m. The Walk-In Immunization Clinic is closed on the fourth Friday of each month.

No appointments are necessary for the walk-in clinic. However, appointments are required for the Travel Immunization Clinic. The health department recommends making appointments at least four weeks prior to travel.

Immunizations are also available by appointment only at two health department branch offices. The Eastern Branch Office is located at 5601 W. Monee-Manhattan Road, Suite 107, in Monee. The Northern Branch Office is located at 323 Quadrangle Drive in Bolingbrook.

Travel immunizations are not available at branch office locations.

HERO-HELPS summit set for April 29 Rep. Lou Lang to outline Heroin Crisis Act The 2016 HERO-HELPSSouthwest Coalition Community Summit slated for April 29 at the Edward Hospital Athletic and

Event Center in Romeoville.

State Rep. Lou Lang, D-Skokie, will present a specific outline of the new Heroin Crisis Act. Lang

was the chief sponsor of House Bill 1, which ultimately became the new law.

“We are very fortunate to have Rep. Lang with us again this year to help us understand the elements of this comprehensive new law,” said Paul Lauridsen, event chairman.

The new law has requirements for the disposal of unused prescription drugs, changes in insurance coverage for treatment, new requirements for state recording of drug overdose cases, and over the counter dispensing of Narcan, a potent antidote that can reverse the effects of heroin overdose.

“Illinois has become ground zero in the national crisis of heroin and opioid abuse,” Lang said. “The bill we passed last year, over the veto of the Governor, is groundbreaking legislation that will serve as a national model to combat this deepening tragedy.

We must implement this new law to its fullest to save lives and to educate. We must enlist

all willing hands to pitch in and make this work.”

Lang was recently honored with the Elected Official Service in Advocacy Award of Excellence by the National Council for Behavioral Health, a state associations of addiction services. Lang was noted for working closely with advocates, opponents and fellow Illinois legislators to pass Illinois House Bill.

This is the fifth year of this event which has brought attention to the issue of heroin and prescription drug abuse across Will County, the state of Illinois, and the entire nation.

Free continuing education units are provided for many professions including educators; physicians, nurses and other healthcare professionals, social work and professional counselors, and addiction prevention, treatment and recovery support professionals.
