Summit aims to combat heroin, opioid use, overdoses in suburbs

The difficult journey of one young man in jail was shared at an April 21 summit on the heroin and opioid epidemic impacting the suburbs.

The man is working his way through the Will County Drug Court and the jail stint where it took two months before he cared whether he would live or die and the fog started to lift and he started to remember who he is, said Will County State’s Attorney James Glasgow.

He was there and he witnessed

the change seen in the young man over time.

“Sixty days it took with this kid, and I would imagine that’s pretty much the norm,” Glasgow told the crowd in attendance for the sixth annual Hero-Helps Southwest Coalition Community Summit at the Edward Hospital Athletic & Events Center in Romeoville.

The programs in the community aimed at targeting the heroin and opioid epidemic and the growing need for awareness and support were the subject of discussion at the summit.

Glasgow said the sad thing is an arrest must be made in order to get

a person into the Drug Court.

“We have to figure another way to get that treatment methodology to everybody,” he said.

“We have quadrupled the number of drug dealers going to the prison the last five years,” Glasgow.

Still, the heroin and opioid epidemic continues to rise.

In 2016, 96 heroin overdoes were reported in Will County.

Will County Executive Larry Walsh, Sr. noted that it’s moving to see the way the community comes together in response to the epidemic and said he is hoping they can find a solution.

“We are losing our most valuable resources over and over again, our children,” he said. “We need to focus whatever we can do and whatever need to do to try and educate them in the dangers of trying this terrible drug.”

In Will County, a number of initiatives aimed at targeting the epidemic have been launched.

needed to intervene in crises involving a heroin overdose.

To date, 29 lives have been saved by police officers in Will County administering Narcan.

The County continues to work with the Robert Crown Center for Health Education in offering a heroin prevention curriculum to teach children about the dangers of heroin and other opioids.

Walsh wants people to feel compelled to tell their children, grandchildren and neighborhoods the truth about heroin.

“Over the last six years, it’s been an unbelievable realization that neighborhoods that thought they were not ever going to have an issue, [to find out] heroin knows no boundaries—whether you are rich or poor,” he said. “It can strike any one of us at any time.”

The summit also featured a resource expo providing people the opportunity to consult and gather information on services offered in the community. Representatives for a number of social service organizations were in attendance, including Gateway Alcohol and Drug Treatment Centers, Stepping Stones and Trinity Services.

“It’s such a touching thing that goes to every community, affects communities all over the place regardless of background, and it’s something that we need to come together [for,]” Romeoville Mayor John Noak said. “As we look around we have representatives from a wide range of government, social service organizations and just volunteers, families that care. If we are going to really make a dent on this epidemic thing, this is what’s going to do it by all of us coming together.”

Police marking Distracted Driver Awareness Week In support of National Distracted Driving Awareness Month, the Joliet Police Department has partnered with the Illinois Association of Chiefs of Police (ILACP) and AAA to participate in the Distracted Driving Awareness Week.

Through an effort to bring at-

tention to the dangers and consequences associated with driving distracted, Governor Rauner issued the Proclamation and both Houses passed Resolutions identifying April 24 through April 28 as Illinois Distracted Driving Awareness Week.

The ILACP, in partnership with AAA, and supported by the Illinois State Police, SafetyServe.com, the National Safety Council, the Illinois Insurance Association, almost 300 law enforcement/fire agencies and supporters from the private sector throughout Illinois, will work together during this week to educate motorists on all aspects of distracted driving. This campaign will also include the enforcement of applicable State distracted driving laws.

According to the National Highway Traffic Safety Administration (NHTSA): 3,477 people were killed and an estimated 391,000 injured in motor vehicle crashes involving distracted drivers in 2015. That is a 9-percent increase in fatalities as compared to the previous year.

10 percent of fatal crashes, 15 percent of injury crashes, and 14 percent of all police reported motor vehicle crashes in 2015 were

reported as distraction affected crashes.

Texting while driving has become an especially problematic trend among millennials. Young drivers, 16 to 24 years old, have been observed using handheld electronic devices while driving at higher rates than older drivers since 2007.

It’s time to drop the double standard on distracted driving - the dangers are real. According to the AAA Foundation for Traffic Safety: In analyzing 2009-2012 data, that even while more than 8 in 10 drivers believed it completely unacceptable for a motorist to text or email behind the wheel, more than a third of those same respondents admitted to reading text messages while driving.

Just as disturbing, even as fatalities go up, fewer drivers seem concerned about texting while driving.

According to Foundation’s 2015 Traffic Safety Culture Index, significantly fewer motorists (77 percent) believed texting while driving is a problem, down from 96 percent in 2013, a 19-point drop in just two years.

Texting while driving is more than just personally risky. When you text and drive, you become a danger to everyone around you.

Mayor urges help for social services ‘There’s a lot of people in our community that depend on them’

After nearly three years of failing to see lawmakers pass a state budget and witnessing the effect it has on social service organizations in the community, Joliet Mayor Bob O’Dekirk is looking to usher in some change.

“I think that unfortunately, it’s becoming our problem,” he said. “City government, I think we may need to step up to fill the gap until the state can figure out what they’re going to do. I think the county also bares some responsibility for this.”

O’Dekirk wants to call a meeting for organizations like the Spanish Community Center, Warren-Sharpe Community Center and Forest Park Community Center, along with city and county officials, to come up with solutions. O’Dekirk recently visited the Spanish

Community Center and learned of the circumstances they face.

“It wasn’t really news, but I guess I didn’t realize just how dire things are getting for the Spanish [Community] Center and a lot of other organizations in our community that rely heavily on state funding,” he said. “They haven’t had it for three years now. I know [with] the Spanish [Community] Center that private individuals have stepped up and are keeping… the doors open, but we really don’t know how much they’re going to stay open.”

O’Dekirk recognizes that sooner or later, there’s going to be a state budget and said he thinks there will be money coming to these groups they just can’t access at this time.

O’Dekirk stressed that bringing all the key players to the table to determine what actions can be taken is important.

“Maybe, in the next couple of weeks, we can get something together,” O’Dekirk said.

“We can get everybody at the table and put our heads together to see what we can do in the short-term. These organizations are vital.

There’s a lot of people in our community that depend on them.”

O’Dekirk said he doesn’t think it’s wise to assume the issue will subside if officials don’t take action. “It’s not our problem, but it’s become our problem,” he said.

Corporation Counsel Marty Shanahan Recruitment services named interim city proposal approved manager Also at that meeting, the Joliet City Council accepted a proposal by GovHR to begin the hiring process for a new city manager.

In a 7-0 vote at their April 18 meeting, council action allows for the approval of a proposal for recruitment services necessary to proceed with a search. Councilwoman Bettye Gavin was not present.

Joliet officials said their decision to work with GovHR is based, in part, on how quickly the position could be filled because they already have a community profile.

On April 6, City Manager Jim Hock submitted his retirement notice to the city council.

The city will pay GovHR $21,000 to perform the recruitment services they’re seeking.

O’Dekirk announced that Corporation Counsel Marty Shanahan will serve as the interim city manager.

“It’s probably the most seamless way to do this, as opposed to taking someone else from the city or hiring someone from the outside who’s not going to know where our city lies in a couple months.

[We’d need to] get them up to speed.”

Hock is set to retire on May 3 from his post as the city manager.

“Chris Regis, the inspector general, is going to take over Marty’s position as corporation counsel,” O’Dekirk said.

O’Dekirk gave credit to Shanahan and Regis for stepping up.

‘Repeal and Replace’ failed but Obamacare still needs fixing

BY TRUDY LIEBERMAN Rural Health News Service The failure of the Republican-led effort to repeal and replace Obamacare represents a big victory for all kinds of citizens and interest groups that analyzed the proposed legislation and said no dice.

Too many people would be hurt, and the public along with editorial writers in newspapers across the country, got that message: The GOP plan would cause real pain. Members of Congress heard it loud and clear, and many responded to what they heard.

Older Americans would have had to pay more, sometimes thousands of dollars more to get health insurance.

In 32 states, millions of Americans with incomes slightly above the poverty line who had gained coverage under their state’s Medicaid expansion program would have lost their coverage.

Others already on Medicaid or joining in the future would also have been affected. The proposal called for cutting back the federal government’s commitment to fund healthcare for the poor by changing the way it would pay for its share of program. That would have left the states, which jointly fund Medicaid, strapped for funds to cover everyone needing medical treatment as well as middle class families who required help paying for long-term care. Medicaid pays for about half of all nursing home stays.

The Affordable Care Act (ACA), or Obamacare, mandated that every insurance policy sold in the individual market where people without employer or government coverage must shop had to include 10 essential benefits. Under the Republicans’ plan, that mandate – that all plans include things like prescription drug coverage, emergency room ser-

vices, maternity care and mental health treatment – would have disappeared.

Dropping any of the essential benefits would have helped some insurance companies whose individual policies provided only bare bones coverage until 2010 when the ACA required essential benefits to be included. Insurers would have been able to sell skimpy and cheaper coverage to those willing to gamble.

Now, even though the “repeal and replace,” effort failed, we are left with a health law that needs repairs of its own.

“Many of the criticisms of the ACA are, in fact, valid,” says RoseAnn DeMoro, executive director of the National Nurses United, the largest union and professional organization of registered nurses.

“For all the improvements under the ACA - primarily the expansion of Medicaid and crackdown on some insurance abuses - the ACA still left 28 million without health coverage - and millions more struggling with un-payable bills and escalating out-of-pocket costs.”

DeMoro’s assessment hits home to many who complained about higher and higher premiums, sky-high deductibles and coinsurance, and lack of choice. Many have limited choice of doctors, hospitals and other providers in insurers’ restrictive networks. Even worse, in some parts of the country

there’s only one insurer to buy from.

Those problems stem from the underlying premise of Obamacare itself.

The ACA was built on top of the existing private insurance system, which means that it will work only if insurers find it to be good business. As the years went on and sick people with pre-existing conditions flocked to buy coverage, which the law guaranteed they could do, insurers found that Obamacare was not good business. They left the market or made consumers pay more out of pocket or through higher premiums.

The ACA did not provide for any serious cost containment, and the GOP plan didn’t call for any either. Medical inflation continues as doctors, hospitals and drug companies raise their prices, and new expensive medical technology comes on the market before there is good evidence that it works. One consulting actuary put it this way, “Medical inflation will continue until doctors decide they have enough money and don’t raise their fees.”

It’s not clear that the country’s divisive politics will allow for any fix of the ACA’s problems, let alone put any teeth into cost control measures. There could be renewed interest in a public option that could allow people to choose government-sponsored insurance rather than a policy from a commercial carrier.

Or maybe there would be a move to let people in their 50s or early 60s buy into Medicare, which could spark the beginning of a movement toward Medicare for All. I’m not betting on any of this right now, but as the failure of the GOP’s “repeal and replace” shows, the public is demanding a seat at the table.

Locals take their sport national Locals claim some of bowling’s biggest honors

The Joliet area has become well known across the state as being a girls bowling powerhouse with teams like Lockport, Joliet West and Minooka all having success.

In April, however, the area has gone national.

This month has seen individuals across the area win national titles, and the University of St. Francis bringing home a championship as well in just its fourth season.

BAILEY Last year, Taylor Bailey was busy helping lead Joliet West to its first state bowling title.

This year, as a freshman at McKendree University, she was making an immediate impact on the varsity team.

She earned her stripes throughout the year, and by the end of the year, she was named to the NCAA All-Tournament Team as the Bearcats won the NCAA Championship, their first in school history for any sport.

“It makes it that much more special to make history,” Bailey said. “This was one of my biggest goals coming here.

“I haven’t really compared the two (high school and college titles). With the high school team, we didn’t really expect to win.

Here I thought we could win.The experience was a lot different from high school state.”

NCAA Championship and appeared to be unfazed with her success as McKendree swept Nebraska in the championship.

“I was really excited and nervous,” Bailey said. “I didn’t let it (being on TV) get to me. We all stayed in the moment and it helped us stay in it and stay together.”

The NCAA championship was won the day before Easter in Baton Rouge.

Saints blank PurdueNorthwest twice For the third time this year, junior Morghan Dieringer (New Lenox, Ill./ Lincoln-Way West) and sophomore Taylor Barsz (Lockport, Ill./ Lockport) threw back-to-back shutouts, this time as the No. 12-ranked University of St. Francis softball team defeated Purdue University Northwest 3-0 and 8-0 in Chicagoland Collegiate Athletic Conference play Saturday at Harlow Lockwood Field.

With the sweep, USF (34-4, 18-2 CCAC) extended its winning streak to eight games. Purdue Northwest fell to 21-20-1, 11-9.

GAME 1 – USF 3, PURDUE NORTHWEST 0 En route to her seventh shutout of the season, Dieringer (173) scattered four hits with one walk while striking out 15 in the seven-inning affair.

Junior catcher Ally Balandis (Burbank, Ill./ Reavis) gave USF the only run it would need with a solo home run – her sixth of the year – in the bottom of the first inning. An RBI groundout off the bat of sophomore left fielder Hailey Lenth (Colona, Ill./ East Moline) made it 2-0 before the Saints scored an unearned run in the sixth.

Freshman right fielder Paige Egan (Mount Greenwood, Ill./ Marist) went 2-for-3 with a run scored.

GAME 2 – USF 8, PURDUE NORTHWEST 0 Facing just two batters over the minimum in her five-inning stint, Barsz improved to 11-0 with a three-hit shutout. She yielded three hits without a walk and collected two strikeouts.

Junior second baseman Brooke Karraker (Kankakee, Ill./ Herscher) led the Saints at the plate, going 2-for-3 with two doubles and four RBIs. Junior center fielder Anna Wetherell (Rock Island, Ill./ Alleman Catholic) went 2-for-2 with a pair of runs scored, a stolen base and an RBI.

BASEBALL

In a clash of Chicagoland Collegiate Athletic Conference South Division leaders, Olivet Nazarene University swept the University of St. Francis baseball team 5-3 and 3-1 Saturday at Silver Cross Field.

With the two losses – their fourth and fifth in a row – the Saints fell to 29-19 overall and 14-8 in CCAC play. Olivet Nazarene raised its record to 2716, 16-6.

GAME 1 – OLIVET NAZARENE 5, USF 3 Olivet Nazarene produced three bunt singles in a four-run third inning as it won Saturday’s opener 5-3.

Trailing 5-0 heading into the bottom of the seventh and final inning, USF rallied for three runs – all after two outs.

After junior left fielder Pat Michalak (New Lenox, Ill./ Lincoln-Way Central) doubled, sophomore first baseman Anthony Faron (New Lenox, Ill./ St. Rita) drove in the first run when he coaxed bases-loaded walk.

Freshman Travis Schoonover (Braidwood, Ill./ Reed-Custer) delivered a two-run, pinch-hit single, but ONU reliever Alexander DeYoung retired the final USF batter with the bases loaded.

Junior pitcher Kevin Mampe (New Lenox, Ill./ Lincoln-Way Central) allowed five runs on 10 hits to take the loss (4-5).

While it wasn’t quite as dominant of a performance as the weekend before, the Bearcats were able to make it two tournament titles in eight days as they defeated Webber International Saturday to win the ITC title.

ST. FRANCIS The Saints, with a roster loaded with local bowlers, used their experience to guide them to the NAIA National title to open the month in Lexington, Kentucky.

Among the eight bowlers in the tournament, four were from the Joliet coverage area and another player was from Plainfield.

Lockport’s Lauren and Nicole Troha and Courtney Fowler and Minooka’s Allyson Lakota helped lead the Saints to the title without losing a match in the tournament.

All are seniors except Nicole Troha, who is a junior.

“It has been fun calling ourselves national champs, and at the same time, it is a little surreal,” Lauren Troha said.

“It was pretty cool that on the way home we had a police escort,” Nicole Troha said. “It was really cool to see people waiting there to congratulate us, even though we didn’t get back until 10 p.m.”

To win the title the No. 2 seeded Saints beat top seeded Pikeville, a perennial power in the NAIA, 3-2 and 3-0, avoiding the winner-take-all final match.

The tournament win was redemption from last year, where they were sent home early with

“I know there are a lot of upperclassmen, but I think the underclassmen have a really special bond with us,” Fowler said.

“They wanted to do it with this team because of the bond we all shared together.”

SZCZEPANSKI Starting the run off for the area was Lockport’s Megan Szczepan-

ski.

She took a slightly different path than the other bowlers as she went to Bellarmine University of Louisville, which although an NCAA school, is a club program and doesn’t get full funding from the university.

But, the school was able to beat many others in scholarship money, even though it was all academic, and she ended up bowling for the Knights and made an

immediate impact.

The past two seasons she was the president of the team and this year she led the team to the Club National championship.

En route to the title, Szczepanski was also tabbed the MVP of the tournament.

“It was a good feeling,” she said. “We were confident and all believed in each other. We knew we had to do some work and bowl against some good teams

and battle it out. Winning the title my senior year is definitely a great way to go out.”

Thanks in large part to Szczepanski, Bellarmine is now a known school across the bowling landscape.

“It definitely feels good to be a part of a growing program and bringing it to a new level,” she said. “I’ve gone to Junior Gold the past two years to help recruit.”

Catalano carded rounds of 88 and 84 to finish the tournament 28-over-par, good for a tie for 16th place among 87 players.

Sophomores Kayla Garritson (Lockport, Ill./ Lockport) (88-86) and Sarah Maddox (Braidwood, Ill./ Reed-Custer) (86-88) tied for 21st place, while freshman Madeline Karlson (New Lenox, Ill./ Lincoln-Way Central) placed 33rd (89-91).

The Saints concluded the 36hole tournament with a team score of 700. Illinois Wesleyan University topped the field at 653.

TENNIS NAIA No. 13-ranked Cardinal Stritch University became the second team in as many matches to knock off the University of St. Francis women’s tennis team by a 9-0 count on Saturday when the two teams closed out Chicagoland Collegiate Athletic Conference regular-season play.

With the victory, Cardinal Stritch (13-5) also wrapped up the CCAC

regular-season title with a perfect 7-0 record.

USF finished the regular season 9-9 overall and 5-3 in conference action.

Junior Eva Lopez (Zaragoza, Spain) provided the most exciting match of the day for the Saints at No. 2 singles.

She battled back from a set down to tie Alexi Loomis before eventually falling, 7-5, 2-6, 1-0 (10-5).

Senior Gabriella Demchenko (Buffalo Grove, Ill./ Stevenson) also battled hard at No. 1 singles, but came up on the short end of a 6-4, 6-3 decision.

• NAIA No. 10-ranked Cardinal Stritch University claimed its second straight Chicagoland Collegiate Athletic Conference regular-season title on Saturday after the Wolves knocked off the University of St. Francis men’s

tennis team by a 9-0 count at the Challenge Fitness Tennis Courts.

The Saints (5-12, 4-3 CCAC) played the Wolves tough at the outset, coming up just short in a pair of doubles matches. Seniors Lucas Randall (Lockport, Ill./ Lockport) and Anders Sandberg (Svedala, Sweden/ Malmo Borgarskola) came the closest to notching a win as they fell 8-6 in the No. 1 slot.

Underclassmen Michael Hasler (Lockport, Ill./ Lockport) and Miguel Rayos del Sol (Romeoville, Ill./ Romeoville) also battled in an 8-5 setback at No. 2.

The rest of the match belonged to Cardinal Stritch with the Wolves winning 8-2 at No. 3 doubles and losing only one game in four of six singles matches.

Cardinal Stritch won the other two singles matches by scores of 6-2, 6-1 and 6-3, 6-1.

District offers path to walking fitness ‘Move More in April’ campaign publicizes benefits of walking

The American Heart Association (AHA) is spearheading a “Move More in April” campaign to publicize the benefits of walking.

And the Forest Preserve District of Will County has plenty of walking programs and trail options to explore in 2017.

AHA officials say research has shown that walking at least 30 minutes a day can help you: reduce your risk of coronary heart disease and stroke, improve your blood pressure, enhance your mental well-being and reduce your risk of osteoporosis, breast and colon cancer and Type 2 diabetes.

Special Forest Preserve programs that could help you get started or propel you farther along on your walking fitness path this year include:

HIKE THE GROVE From Thursday, June 1, to Tuesday, Aug. 1, hike a different trail at Goodenow Grove Nature Preserve in Crete Township. There are eight hikes to be completed in eight weeks. Record your hikes on a trail challenge sheet. Finish six trails and be included in the Trail Wall of Fame at Plum Creek Nature Center. Finish all of the trails to enter a prize drawing. Registration is not required for this free, all-ages program.

WELLNESS WALKING WEDNESDAYS Walk in one of three preserves from 5-6 p.m. every Wednesday starting May 3 and ending September 27. Preserves featured in the program are Hickory Creek Preserve – LaPorte Road Access in Mokena, Rock Run Preserve – Black Road Access in Joliet and Whalon Lake in

Naperville. Walking distances will range from 1 to 3 miles depending on the trail, weather and preference of the participant. District staff will kick off the program at each site.

Registration is not required for this free, all-ages program.

The Forest Preserve also hosts a wide variety of bird, wildlife, history, night and photography hikes throughout the season. Visit the

District’s Event Calendar to find a program that will entice you to get moving.

If you want to go free style with your walking program, visit the District’s Preserves & Trails page to scope out a trail near you. The Forest Preserve includes 127 miles of trails ranging from asphalt to natural surface throughout the county.

One of the newest trail seg-

ments is a 1-mile extension of the DuPage River Trail that opened in October in Naperville. The path segment stretches southwest from the Naperville Park District’s Knoch Knolls Park to the 95th Street bridge over the DuPage River. This new path provides a critical DuPage River Trail link that connects several forest preserves, parks and greenways across southern Naperville.

Choose Roth IRAs over adding to pension DEAR DAVE, My wife and I are both 25 years old, and we’re working on Baby Steps 4, 5 and 6. I have a 401(k) through my employer, and she has a pension. Currently, we’re falling short of the 15 percent of income you advise putting toward retirement. Should we get IRAs, or start stocking money away in her pension?

JOHN DEAR JOHN, I wouldn’t put money into a pension. For one thing, when you die after putting money into a pension, in most cases it dies with you. Number 2, when you put money into a pension, you’re going to get about a six percent rate of return in the cur-

rent environment — maybe even as low as five percent. You’re not making much on it while you’re alive, so I don’t advise putting money in pensions. We let employers put money in pensions, if they want to.

That’s a nice benefit, but I wouldn’t add to it.

I would do a couple of Roth IRAs, and max those out. Then, max out whatever you’ve got at work that you own. Of course, when you’re vested in a pension, you own it.

That much is true. But still, I don’t advise adding to pensions, buying years up, or any of those kinds of things.

There are a few examples out there where that kind of thing works mathematically to your benefit, but they’re very hard to find. Out of all the years I’ve been in this business, I can count on two hands the number of times I’ve seen it work out.

So no, I wouldn’t do more with a pension where you add to it yourself, especially at such a young age.

DEAR DAVE, I’m new to you and your plan.

Why do you want people to pay off the debt with the smallest balance first, instead of the one with the highest interest rate?

COURTNEY DEAR COURTNEY, Simply put, because personal finance isn’t all about math. Personal finance is only about 20 percent math. The other 80 percent is behavior.

We list debts in the debt snowball in order of the smallest to the largest balance, putting as much as possible toward the smallest while paying the minimum payments on the others. The reason, as I mentioned earlier, is behavior modifica-

tion. It helps you see yourself making a dent in your debts.

It’s easier to change bad habits when you see quick results from your efforts to eliminate negative behaviors. Paying off the smallest debts first, instead of the debts with the highest interest rates, will give you quick wins that will help keep you motivated. It provides proof that you can succeed and become debt-free!
