Joliet hopes Chicago St. will help revitalize downtown City, county officials negotiating transfer of rights to the road

City officials are moving forward with plans to better align streets in downtown Joliet – and help transform the area into a “mecca for young adults” – by reopening Chicago Street to through traffic.

The Joliet City Council unanimously approved two measures last week allowing the city to award a professional engineering services contract and appropriate funds for the construction project.

In February, the city adopted a downtown development plan prepared by planning and consulting firm Camiros, which outlined the various priorities to be undertaken in coming years.

A portion of that project requires officials to reconnect a portion of Chicago Street, which has been closed off to traffic between

Jefferson and Washington streets.

Chicago Street will require roadwork at two intersections controlled by the Illinois Department of Transportation.

All traffic moving eastbound on Route 30, or Jefferson Street, and northbound on Route 53, or Washington Street, are expected to incur the effect of the effort. IDOT is expected to review and decide whether to approve the city’s plans.

The closure of the roadway dates back to the 1980s, when a land swap took place between Joliet and Will County to provide additional parking for the county courthouse.

Officials in Joliet and Will County are in the middle of negotiations regarding the transferring of rights to the road. Joliet is allotting $149,908.53 through the city’s local share of motor fuel tax funds in order to cover expenses for Phase I engineering services.

Mike Fricilone, a member of the Will County Board, said he

supports the city’s efforts to reopen Chicago Street, but added that he has some concerns.

“The only thing I want to caution is ‘you don’t own [the road] yet,’” he told the city council at its April 19 meeting. “We continue to talk – I think we will continue to talk – but as you know, sometimes those things can drag out a little bit. Even though the engineering will only take a year, maybe it will take us longer to get everything in place.”

In response to a concern raised by councilman Jim McFarland regarding whether it’s premature to allocate funds toward the engineering components of the project, City Manager Jim Hock sought to lessen the worry.

“Not at all,” he said. “You’re probably looking at the 2018 construction season.”

Fricilone said the county remains committed to working with the city and coming to an agreement.

The Joliet City Council reached a contract agreement with Joliet firefighters union Local 44 that extends through 2019.

The contract included an extension of the current healthcare plan, a guarantee of no layoffs and a provision to

clothes in a washing machine.

However, officials cautioned that affected clothes must not be dried until they have been properly run through a rinse cycle that includes this chemical.

The chemical will be available at any Joliet Fire Station, free of charge.

More than 30 southwest suburban fire departments were called on April 21 to help contain a massive fire at a Woodridge furniture warehouse.

Remarkably, no one was injured in the blaze, which quickly consumed a 700,000-square-foot building at 2500 Internationale Parkway. Smoke from the fire could be seen as far away as Plainfield.

“Fire fighters from about 35 departments from the surrounding areas responded to help contain the fire,” said Lemont Fire Protection District Chief George Rimbo, whose district oversaw the effort. “At one point, we had five aerial streams going to keep the fire from spreading to other buildings.”

Officials said the district received an automatic fire alarm notification from the RoomPlace furniture warehouse at approximately 5 p.m. April 21.

The blaze quickly escalated to a four-alarm fire, prompting fire officials to initiate a mutual aid call to neighboring fire departments.

“All the employees were safely out of the building when we arrived on scene,” Rimbo added.

“No firefighters were injured during the incident.”

However, nearby businesses

were forced to evacuate due to safety concerns. Crews managed to extinguish a majority of the fire that evening, but Rimbo said several companies remained on scene overnight to ensure the fire was contained.

The cause of the blaze is still under investigation.

The state fire marshal was on scene, and the Bureau of Alcohol, Tobacco, Firearms and Explosives is handling the investigation.

Additionally, Illinois American Water Company issued a boil order for its customers who live near the location of the fire. The order affects the portion of Woodridge south of I-55 served by the IAW’s system.

State passes stopgap for higher ed. funding $600M allocated for MAP, state schools By jonathan samples Bugle Staff

State lawmakers have reached an agreement on a $600 million stopgap measure to fund public universities and community colleges throughout the state.

Gov. Bruce Rauner signed Senate Bill 2059 into law Monday – three days after the bipartisan legislation passed both the House and Senate.

The bill allocates $356 million to nine public universities and $74 million to the state’s 48 community colleges.

Additionally, SB 2059 provides $169 million for Monetary Award Program grants.

“This unprecedented agreement among all four legislative caucuses and the governor is a big step toward ensuring Illinois higher education continues uninterrupted,

benefiting students, their families, employees of public and private colleges and universities, college towns, and ultimately the future of our state,” Sen. Pat McGuire, D-Joliet, said in a statement.

The office of the governor applauded the legislation, as well.

Press Secretary Catherine Kelly said the bipartisan agreement shows that both chambers were able to put aside political differences in order to offer emergency assistance to universities and community colleges, as well as low-income college students.

“We are hopeful the General Assembly will build on this bipartisan momentum in the weeks ahead as we negotiate a balanced budget with reform for fiscal years 2016 and 2017,” she added.

State Comptroller Leslie Munger said the $600 million in funding will come from the state’s Education Assistance Fund.

“Those dollars will allow us to

immediately pay student MAP grants and work closely with our universities and community colleges to ensure they have the resources they need to avoid further cuts and closings,” she said in a statement. “We will continue disbursing funds as they become available, with final payments being made in July.”

Munger said she has directed her staff to begin processing payments immediately, adding that top priority would be given to students and institutions most in need.

State Sen. Jennifer BertinoTarrant, D-Shorewood, said she is happy and relieved that lawmakers approved higher education funding, but added that more work still needs to be done.

“I want to see a long-term solution that ensures students in my district don’t have to live in fear of their education being threatened by the dysfunction in Springfield,” she said. “It’s also imperative that human services agencies get the funding they need to keep their doors open.”

Joliet Park District celebrates 5 years of community gardening

The Joliet Park District’s organic community gardening program has reached a milestone in 2016, celebrating its fifth anniversary thanks, in part, to an active and engaged group of gardeners.

Residents in attendance for an April 21 information session, “Making the Most of Every Inch in the Garden,” shared similar sentiments about the program.

The program first took root in 2011, when the state of Illinois Central Management Services leased approximately 74 acres of land to the park district. A soccer complex for youth sports was set up, leaving about 9 acres of land.

Kristen Gurnitz, garden coordinator for the park district, said it was unclear what to do with the leftover land at first, but an idea later grew among those on staff.

“Internally, we started brainstorming ideas for what we could do with that space,” she said. “We came up with the idea of having an organic community garden.”

Gurnitz noted that the amount of space was unlike any other community gardens in the area, which would allow a large number of participants.

“We began looking at how to put together a garden, and we decided to be organic so we’d be leaving the Earth in a better condition than we found it,” she added.

There are a number of benefits to having an organic community gardening program, including putting the land to good use, encouraging residents to share knowledge among one another, and addressing some of the issues

surrounding a lack of healthy food options in some areas of Joliet.

Upon inspection of the land, park district staff found the land to be in good shape and not missing any nutrients.

“It’s giving people an opportunity to grow their own produce,” Gurnitz said, noting how the absence of chemicals will help in providing healthier options.

Jan Vargo, of Joliet, was one of about 40 people seated in attendance for the information session. She said she loves the

program and comes out to the park district almost every month.

“I always learn something new,” she said. Vargo added that she uses the sessions to learn about space saving in her garden. “My garden’s 10 [feet] by 10 [feet], so it’s not huge. But, I want to get the most I can out of it.”

She said she has a plot set up in the park district’s community garden, and is eagerly waiting for the day when her tomatoes start sprouting.

Carol Kemp, of Joliet, said she found the class to be very interesting. This is her first year with a garden plot at the community garden this year.

“I want to grow quite a bit in a 10-foot space,” she said. “This is really helpful in terms of getting the most out of my space.”

Kemp added that she intends to grow a number of items in her garden, including lettuce, carrots, green beans and beets. “[I’ve learned] more about the succession planting and to make sure that you don’t plant things too close together to allow them to have enough space to grow,” she said. “I was planning to plant a lot all at once in a small space so now I know better than to do that.”

Kemp said she has been gardening since she was a child and her interest in knowing more about it has only grown over time.

The hope, according to Gurnitz, is that people will realize the many benefits that come with planting their own organic garden.

Joint investigation targets heroin trafficking 4 arrested as a result of 5-month investigation Bugle Staff Joliet police, in conjunction with other regional law enforcement, arrested four men they say were involved in a major heroin distribution operation throughout the Joliet area.

Maceo Johnson, 35, Gerry A. Shannon, 36, and Justin R. Rainey, 33, were arrested April 19, as part of a five month joint investigation by the Joliet Police Department; the Bureau of Alcohol, Tobacco, Firearms and Explosives; and the Joliet Metropolitan Area Narcotics

Squad.

“We will continue to work diligently with our law enforcement partners, both local and federal, to target the drug dealers who are contributing to the heroin epidemic that is plaguing our community,” Joliet Police Chief Brian Benton said in a news release announcing the arrests.

All three men were arrested on Will County criminal complaint warrants for calculated criminal conspiracy and unlawful delivery of a controlled substance.

Those of us who grew up in small rural communities in the 1950s and 60s expected to have longer life spans than our parents.

The trends were in our favor. White women born in 1900 could expect to live, on average, just shy of 49 years; white men 46.6 years. Those were our grandparents and our neighbors.

By 1950, life expectancy had climbed to 72 years for white women born that year and 66.5 for white men. By 2000, life expectancy was still increasing, with female babies expected to live to nearly 80 and males to almost 75. America was on the rise, jobs were plentiful, antibiotics kept us from dying of strep throat, and polio vaccine kept us out of the iron lung. We thought things would only keep getting better.

So I was dismayed to read a story in the Washington Post in April that blew holes in those childhood expectations.

The Post found “white women have been dying prematurely at higher rates since the turn of this century, passing away in their 30s, 40s, and 50s in a slowmotion crisis driven by decaying health in small town-America.”

That “small town America” was where I grew up. I contrasted the Post’s findings to the claims made by all those politicians who have told us we have the best healthcare in the world and who point to gobs of money lavished on the National Institutes of Health to find new cures and to hospitals promoting their latest imaging machines. The Post found that since 2000, the health of all white women has declined, but the trend is most pronounced in rural areas. In 2000, for every 100,000 women in their late 40s living in rural areas, 228 died. Today it’s 296. If the U.S. really has the best healthcare, why are women dying in their prime, reversing the gains we’ve made since I was a kid? After all,

Post reporters found, however, that those dismal stats probably have less to do with healthcare – which we like to define today as the latest and greatest technology and insurance coverage albeit with high deductibles – and more to do with what health experts call “the social determinants of health,” such basics as food, housing, employment, air quality and education.

Landmark studies examining the health of British civil servants who all had access to health insurance under Britain’s National Health Service have found over the years that those at the lowest job levels had worse health outcomes.

Some of those outcomes were related to things like work climate and social influences outside work like stress and job uncertainty.

In its analysis, the Post found that the benefits of health interventions that increase longevity things like taking drugs to lower cholesterol and the risk of heart disease, are being overwhelmed by increased opioid use, heavy drinking, smoking and obesity.

Some researchers have speculated that such destructive health behaviors may stem from people’s struggles to find jobs in small communities and the “dashed expectations” hypothesis. White people today are more pessimistic about their opportunities to advance in life than

possession of controlled substance and unlawful possession of cannabis with intent to deliver. Police also recovered $8,385 and small quantities of heroin, cocaine and cannabis.

While serving a search warrant at a residence in the 700 block of Oneida, police said they recovered approximately 288.5 grams of heroin, $355 and a 2015 Chevy Camaro.

Police also seized a 2015 Cadillac Escalade, 2009 Chevrolet Tahoe and 2015 GMC Terrain during a search of a residence in the 3900 block of Mohican Court.

After losing nine seniors from last year to graduation, Joliet Catholic is in a bit of a rebuild mode this year.

However, with star senior Blake Reardon still on the roster, the sky is still the limit for the Hillmen.

“You have to have one big stud and get the others to grow around him,” JCA coach Rhyen Staley said.

“Long term, if we can continue to reduce errors and clean up our side of the net and take a little pressure off him we can make him more effective.”

“I want us to continue to grow,” Reardon said. “Winning and losing doesn’t mean a ton to us until the playoffs. We want to make it to the regional finals.”

The Hillmen started the season slow but have since picked up the pace as they get more accustomed to the varsity game and playing with one another.

“We had nine graduating seniors from last year, but we’re all fairly experienced,” Reardon said. “We’re still learning to play with each other and know where we need to be.”

“Considering we started off 0-3, it has been going well,” Staley said.

“You have to feel the pain a bit

before you grow and I have seen a lot of growth in this team.”

A sign of the progress made was shown in a recent game with Downers Grove North.

In that game JCA trailed 21-11 before fighting back for a 25-21 loss.

It rallied from a 21-18 deficit in the second set to win 25-23 and behind the final five points from Reardon, won the third set 25-21.

“It turned the momentum of the game,” Reardon said of the first set comeback. “We fought our way through and kept the momentum.

We’re still figuring out our lineup, so it was a big win for us and showed that we keep fighting and will play hard.”

“We had the momentum after the first game and started slow the second game, but pulling out that second game gave us more confidence,” Staley said. “That led us to a consistent game three.

That was a really good win for us in fighting back and confidence with three sophomores on the floor and a new varsity setter. It makes us feel

Indians starting to turn things around

When the Minooka Indians entered the annual Strike Out Cancer game at Lockport on April 16, the Indians needed an 8-7 win over the Porters to get to get their record even at 7-7.

After a Southwest Suburban Conference sweep of Plainfield East the next three games – all without the services of ace pitcher Joe Butler – Minooka is gaining momentum.

“My theory is we have good players and they were struggling and you stick with those good players because you know inevitably those guys have always hit and have always caught the ball, so why would this year be any different,” said Minooka coach Jeff Petrovic. “It is about biding time until we get to that point and I am starting to feel a little better about things.”

The Indians rested Butler, who did play second base in all three games, but got quality starts from Brad VanAsdlen, Tyler Talbot and Tyler Fitzgerald.

All three went the distance with Talbot earning the 1-0 lead in the opener, VanAsdlen outdueling Bengals ace Drew DeMumbrum in the finale and Fitzgerald filling in for Butler.

“Tyler did a great job,” Petrovic said. “With Joe not feeling great and us going to give him a little time off to feel better, he stepped in and did a really nice job. He doesn’t throw hard and doesn’t do anything that will wow you.

But, he stays down and he works corners and he works ahead of guys pitched out front. Talbot has been throwing really well.”

Petrovic is confident when Butler returns to the hill, Minooka will have the arms to compete.

“We have two very good top of the rotation guys. VanAsdlen has been very good, his record doesn’t show it, but he has pitched against (Plainfield) North twice, Providence, he pitched at Lockport – he has pitched in the big games,” he said. “You need two good ones to make a run and we have two good ones, so we are excited. Despite the senior arms leading the way, there is still a lot of youth on the field for the Indians.

“We are relatively young, with Cherokee (Lebeau) in, we start two sophomores on the left side of the infield and we have several juniors playing,” Petrovic said.

“We are relatively young, but they are all good baseball players.

Sometimes experience is a little overrated. They are good players and we will get good things out

of them.”

He says all he asks for is to play well.

“All I ask for is that we play good baseball every game.

We are not going to win every game with the competition we play,” Petrovic said. “That’s the quality of baseball in this area. It doesn’t matter if you are playing

Plainfield Central, Plainfield East, Plainfield North, Joliet Catholic, Providence – they are all good teams. We have to play good baseball and that is all we can control. We are still going to lose some games, but confidence goes up when you play good baseball, not necessarily the wins and losses.”

Reed playing basketball beyond borders Voyager Media All-Star decides to continue his career in Canada

When high school athletes look to get a college scholarship, they look at either local schools or schools farther away in the United States so they can get away from home or so they can go to a campus they like.

What just about every high school athlete doesn’t think about is playing out of this country.

Plainfield East’s Jordan Reed isn’t every other high school athlete.

Reed decided to think outside of the box and contacted the University of Prince Edward Island in Canada, which in turn offered him a scholarship.

“I was just looking to do something different,” Reed said.

“It was a great opportunity with great academics and a great program. The people were great as well and all those things played into that.”

Prince Edward Island is located off the Canadian coast by New Brunswick and Nova Scotia, which is east of Maine in the Atlantic Ocean.

Reed, who averaged more than 10 points per game as a senior and competed in the Voyager Media All-Star game, gained an interest in the school at the end of the season and visited the school, which made him want to attend there.

“It was something that popped up towards the end of the season,” Reed said. “I reached out to them and we took a trip there. It’s a real small place and basically everyone knows each other. They have the biggest bridge down there, which is 8.4 miles over ice water, so that is nice. The campus is nice and the basketball court is nice. The international three-

point line will be something to get used to.”

While many athletes at least know one of their teammates or opponents when they sign with a school, Reed will be surrounded by unfamiliar faces and voices.

“When I made my decision I knew I would be playing with people who probably wouldn’t all speak my language,” Reed said.

“I won’t be playing with old time friends or anything like that.”

Despite that, Reed thought it was a good fit for him and thinks it can be a good fit for future Americans as he hopes to be a catalyst for the recruitment of local athletes out of the country.

“I’m hoping to start a trend and show people there are different options out there,” Reed said. “I want to open it up for those kids coming up behind me. I’m definitely thinking about going down there and having a successful career. You can spend five years playing there and I want to get my degree and wherever it takes me from there.”

Reed is expecting to be the lone player from the United State on the roster. He did get to meet the players and was able to play with them when he made his visit.

“There were a lot of players from Nova Scotia and some Serbian players on the team,” Reed said. “They’re some real cool players and I got to meet them in the locker room before we scrimmaged and they said they loved it there.”

Unlike in America, players get five years to play in Canada and Reed is hoping to make an immediate impact.

“The first two years I hope to get all rookie Canadian Team and get a chance to do some good things out there,” Reed said. “They play games all over Canada, so it will be a good time.”

Minooka grad Perinar is MIVA freshman of the year The Midwestern Intercollegiate Volleyball Association announced the 2016 All-MIVA and award winners on Thursday (April 14) No. 12 Lewis men’s volleyball earned five All-MIVA honors and freshman opposite hitter Mitch Perinar (Channahon, Ill./ Minooka) was named the 2016 MIVA Freshman of the Year.

Perinar led the Flyers in kills per set at 3.03. He hit at a .319 clip. In MIVA matches, Perinar was even better. He ranked ninth in conference play with a .371 attack percentage while averaging 3.34 kills per frame. He is Lewis’ third MIVA Freshman of the Year since 2010. Ian Karbiener earned the honor in 2010. Geoff Powell (Claremont, Calif./Claremont) picked up the award in 2012.

“Mitch had a fantastic season as a freshman, leading us in points and kills,” Friend said. “He did so while having some of those intangibles you need in a player: intensity, competitiveness and an edge.”

Senior middle hitter Bobby Walsh (Chicago, Ill./Mount Carmel) was selected to the All-MIVA First Team. Perinar, senior setter Scott Fifer (Orland Park, Ill./Sandburg) and junior middle hitter Jacob Schmiegelt (Lombard, Ill./Willowbrook) were selected to the All-MIVA Second Team. Junior outside hitter Trevor Weiskircher (Loves Park, Ill./Boylan Catholic) earned All-MIVA Honorable Mention accolades.

“I’m excited for all five guys and the entire team,” Lewis head coach Dan Friend said.

“All of them made significant contributions throughout the course of the season.”

Weiskircher hit .270 while averaging 2.40 kills per set. He also totaled 130 digs (1.46 per set) and 45 blocks (0.51 per set). This is Weiskircher first all-conference nod of his career.

“We weren’t bad in the fifth, we just made a couple errors.”

Ohio State out-hit Lewis .293 to .260. The Flyers out-blocked Ohio State 10-7. The Buckeyes held a 45-38 edge in digs. Lewis committed 25 service errors to Ohio State’s 21.

Perinar finished with 17 kills and 7 digs. Moses had 13 kills, six digs and three blocks. Bobby Walsh finished with eight kills and six blocks (one solo) in his final match as a Flyer. Walsh and Perinar were named to the 2016 MIVA All-Tournament Team.
