Council, AFSCME content with pact Council authorized agreement with American Federation of State, County & Municipal Employees (AFSCME) for 2016 to 2019

The city council and the union representing city workers reached an agreement continuing working relations to 2019.

In an 8-0 vote, the Joliet City Council adopted an ordinance at their Feb. 21 meeting approving and authorizing the agreement with the American Federation of State, County & Municipal Employees (AFSCME) for 2016 to 2019.

City Manager Jim Hock said though it took time to reach the point at which officials could approve this measure, all sides agree they’re content with the outcome.

“They had some unique changes with engineers, inspectors and planners being included… into the master agreement,” he said. “We provided updates with salary tables for all these new positions and did some clarifications on language.”

were looking to solidify specific terms.

OF THE NEW TERMS, THE COUNCIL APPROVED A SERIES OF ITEMS AND THEY INCLUDE: • Four-year term from 2016 to 2019 with no raises in 2016 and 2017, and an increase of two percent in 2018 and 2019 • Current healthcare plan extension from 2021 and 2030 • No lay-off guarantee for the duration of the agreement • Provision to reinstate residency for new hires • Agreement to address ancillary issues separately for each contract Since that time, city officials have ironed out the remaining details of the agreement with AFSCME Local 440 union. That review resulted in the updating of dates and salary tables and the addition of language adjustments negotiated in the master agreement.

Additionally, negotiations included wage tables and job descrip-

tions for positions recently added to the union.

CONTRACT FOR MOSQUITO ABATEMENT PROGRAM APPROVED To address concerns for West Nile Virus, Joliet approved a contract for mosquito abatement.

The city will pay Clarke Environmental Mosquito Management $32,400 for the Natular tablets they utilize to treat approximately 6,750 manholes, catch basins and inlets throughout Joliet. That service is intended to eliminate the species of mosquitos carrying West Nile Virus.

Clarke Environmental Mosquito has been the lone bidder for the contract in recent years.

Joliet accepts grant funding to address water quality issues Joliet approved a memorandum of understanding to solidify the city’s intent to accept grant funding to address water quality issues.

As a member of the Hickory Creek Watershed Planning Group, the city is working to reduce nonpoint source pollution, attain water quality, improve habitat, and address current and future water quality regulations that can be enforced through the National Pollutant Discharge Elimination System, or MS4 permits.

There are plans to install best management practices in the vicinity of Joliet’s utility department garage at 921 Washington St and they include: streambank stabilization to reduce erosion and installation of a vortex separator to reduce sedimentation.

The Environmental Protection Agency is extending a 319 grant to assist with the $105,000 project cost by providing 60 percent reimbursement.

Hickory Creek Watershed Planning Group recently prepared and submitted the city’s grant application to the EPA; it was approved.

The Hickory Creek Watershed Planning Group will administer the grant. The memorandum of understanding outlines the city’s responsibilities.

AMENDMENT OK’D TO RESUME WORK ON COMBINED SEWER PROJECT While construction of the city’s wet weather treatment facility is set to begin in May, the project’s scope increased since the professional services agreement was issued.

Joliet officials took action to approve amendment No. 3 reinstating a contract with Strand Associates at a cost of $360,000.

The combined sewer overflow elimination project dates back to 2012, at which time Joliet officials were examining options for planning, design and construction services related to the city’s long-term control plan, which is required by the U.S. Environmental Protection Agency. Following that, two amendments were approved for additional services not included in the original contract.

Strand Associates is now under contract for long-term control plan Phase III wet weather treatment facility to provide construction administration services.

The city said they need additional funds for a vehicle storage building, larger clarifiers, a portion of the eastside relief sewer and McKinley Road construction. To add, more construction administration services will be needed as well as an allowance for electrical and instrumentation site visits, officials said.

These additions will extend the construction schedule by 15 months.

JOLIET CENTRAL STUDENTS ATTEND U.S. HISPANIC LEADERSHIP CONFERENCE On February 16, students from Joliet Central High School attended the United States Hispanic Leadership Institute Conference. The event took place at the Sheraton Grand Chicago with the theme, “Creating a Culture of Education.”

“The goal of the student leadership conference is to ensure that every child has the opportunity to obtain the level of education that is consistent with his or her maximum potential and the opportunity to be successful in life and career,” said Joliet Central High School Counselor Aseneth Riuz. “Their objective is to motivate students to stay in school, improve their academic performance, graduate and to pursue and successfully complete some level of post-secondary education and training.”

At the event, students were inspired by the words of Miss U.S. Latina 2016, Stefany Jacobo, who challenged our students to never forget where they come from, while taking advantage of opportunities that come their way.

Denice Frohman, poet and writer and educator, shared two poems with the over 3,200 students in attendance. She reminded students to be proud they are bilingual, and she spoke about Dreamers and the challenges they have to overcome in order to make their dreams come true.

The featured speaker was Ernie G, empowerment comedian.

Through humor, he conveyed the message that education changes the perception that people have of Latinos in the United States. Ernie G shared his lifelong motto, “If it is to be, it is up to me,” challenging students to work hard and follow their hearts and let their light shine.

O’Dekirk: ‘This city is booming’ Joliet Mayor Bob O’Dekirk focuses on growth for State of the City address

Joliet has room to grow in the eyes of its mayor, who says officials want to keep bringing in new developments and continue demonstrating a commitment to the city’s residents.

On Feb. 23, Joliet Mayor Bob O’Dekirk told the crowd at Joliet Junior College during his State of the City address that the city is growing.

“When I was here [at JJC] a year ago, I bragged about the good things that were happening in Joliet economically,” he said.

“I took the time to compare the numbers from 2015 from where they were the year before, and we

In total, there were 263 new residential permits issued by the city within the last 12 months, which is a 46 percent increase from 2015.

Speedway honored for local collaboration Honor is awarded to businesses demonstrating commitment to Career and Technical Education (CTE) Chicagoland Speedway and Route 66 Raceway were named the Business of the Year on Thursday at the 87th Annual Illinois Association for Career & Technical Education Conference in Springfield, Illinois for their collaboration with Joliet Township High Schools (JTHS) on authentic learning experiences.

Communications Director of both facilities Denny Hartwig and Communications Coordinator Sarah Palya were on hand to accept the award. The honor is awarded to a different business each year that demonstrates commitment to Career and Technical Education (CTE) through their partnerships and staunch support of CTE professionals.

For six years, Chicagoland Speedway and Route 66 Raceway have teamed up with Joliet Township High Schools to provide students with innovative and real-world curricular experiences. The purpose of this partnership is to develop skills through authentic hands-on projects to prepare students for their career, while building upon skills taught in their career and technical education classes.

Each project required students to research, create a business plan, design and construct a finished product, and present their finished creation to a panel of school and business representatives. Projects include the BenchMark project, Anniversary Banner project, Route 66 Raceway Social Media project, Cooking for a Cause and the PhotoOps project.

Projects such as these are a direct result of the JTHS Academy structure, which is designed to increase student achievement by offering relevant college and career readiness activities. The academy structure allows teachers to partner with

members of the business community to plan and implement realworld, project-based curricular experiences relevant to each academy’s theme.

“This strong partnership shows how working collaboratively with our community partners is beneficial for our students and prepares them for an abundance of college and career opportunities,” said Jeff Riley, JTHS Director of Strategic Partnerships. Riley nominated Chicagoland Speedway and Route 66 Raceway for the award recognition.

Chicagoland Speedway and Route 66 Raceway staff and partners serve as mentors throughout the school year, visiting classrooms to support students in the development of their finished product.

Projects have also involved students and staff obtaining sponsorships to benefit a Joliet community organization. Another important component of the partnership includes scholarships for participating students awarded through an application process.

For industrial permits in 2016, Joliet issued 15; in 2015 the city issued 13. The total new square footage of industrial sites added in Joliet within the last 12 months is $3,603,000. The new valuation of that property is $134,975,000.

“Those are incredible numbers especially in the State of Illinois,” O’Dekirk said. “If you go around the state, you talk to other mayors or other legislators, they’re going to tell you how people are struggling in this state with the local economy, with what’s happened in Springfield. It doesn’t apply to Joliet. This city is booming.”

O’Dekirk, noting that new de-

velopments in Joliet have risen since the 2008 recession, said it’s safe to say the city is thriving again in reviewing the numbers for 2015 and 2016.

“The big reason, I think, for what I’m talking about with the big increases that you’re seeing in Joliet has to do with the economic development happening in Joliet,” O’Dekirk said. “When you look at what’s happening just south of here, … the intermodal port about two or three miles south of here is the largest inland port in all of North America. It continues to grow. Because of that port, we have brought in major developments [and] thousands of new jobs.”

So Much Media, So Little Time Enjoy media because you want to, not because you think you should I recently helped a client who was grappling with his desire to enjoy more leisure time by watching more movies & television and reading more books. He was concerned that his lists of mustwatch TV, books to read, and movies to experience kept growing, but his available media consumption time was not keeping pace. You can use the same suggestions I gave him to enjoy more leisure time: Adding new items to your media consumption wish list without removing anything, comes at a cost. It might be sleep; it might be time with friends; whatever it is, be sure you’re willing to pay the price of adding more.

Otherwise, use the four Ds to help you pare down: 1. DELETE Wouldn’t it feel great to reduce your guilt by getting rid of something from your queue of obligations? Can you live with the outcome of not watching or reading everything? Rather than hope that illness or injury will give

By Sue Becker you a reason to spend a month on the couch catching up on the shows you’ve recorded, give yourself permission to enjoy the best of what’s there guilt-free, and let the rest go.

2. DIMINISH Accept that you already have a good foundation of knowledge on a subject from other sources and trim how much you have to take in. For example, do you have to watch the entire six-hour Ken Burns cancer documentary, or is your current knowledge good enough? Can you just watch the final hour to hear a summary of the latest findings?

3. DELAY If you don’t get to it now, it will still be out there when you have more time to take it in. Put it on a list for future enjoyment.

4. DELEGATE Do you have to watch it or read it, or would reading a review or synopsis be good enough?

5. GO WITH THE FLOW Setting a pattern, like reading one old book after reading two new ones, may be helpful. But it can also be confining.

If you’re in the mood to read another new book after already reading two new ones, by golly, read another new book.

This is for your enjoyment, right?

6. BE TRUE TO YOURSELF Enjoy the media because you want to, not because you think you should. So what if you haven’t seen the latest movie everyone’s talking about – welcome to my life! Even if I’m not always part of the cultural conversation, I’m ok with it and I still find plenty of things to talk about with friends and colleagues.

Here’s to more enjoyable leisure time and less guilt.

STATE CHAMPS Porters win Class 3A team wrestling title

BLOOMINGTON — When the Homer Junior High wrestling team won the Illinois Elementary School state title in 2013, it did so with six members of its team now on the Lockport High School varsity roster.

At the time, Porters coach Josh Oster knew he may have something specials in that group.

“We knew coming in that this was a group that could win something depending how things shook out and it shook out right,” Oster said.

What shook out for Lockport was a 33-20 win over Montini Catholic to claim the Class 3A IHSA state title and sew up an undefeated 29-0 campaign.

“This is a special team and a special year and this was a great day,” Oster said. “Montini is awesome – they wrestle hard and have fun. I couldn’t imagine a better atmosphere for this dual.

There was no tension between teams. The kids love wrestling and hats off to them for wrestling their asses off. Coach Izzy [Israel Martinez] had them ready and it was a fun dual.”

Senior Abdullah Assaf said the Porters’ title and record should be enough to shut the book on the season.

“We are undisputed, undefeated champions,” he said. “Teams can talk all they want, no one has beat us and no one will beat us

In the finals, Montini jumped out to a lead over the Porters, taking a 7-0 lead after the opening two matches and 145 and 152

pounds.

Then, Lockport turned up the heat.

Individual state champion Trevell Timmons, who also won an individual title for the Homer team in 2013, defeated Montini’s Matthew Ortiz 7-4.

“We are so excited,” Timmons said. “We won it all. I got two titles now, the individual and the team. The best way to end it is

with an undefeated state title. All the schools that said we would be upset – we showed them. We proved that we are No. 1.”

Nicholas Dado (170) then defeated Anthony Geraci 12-5 and Chandler Proszek (182) beat Peter Christiansen 4-2.

It was then when the Porters brought out the big boys.

Lockport earned three straight pins from Payton Fernandes

(195) over Patrick Peters (1:45), Yousif Salah (220) over Christian Pirog (2:38) and Ronald Tucker (285) over Michael McNicholas (2:50).

Top-ranked Saints reach CCAC championship game Trailing for most of the game’s first three quarters, top-ranked University of St. Francis rallied to edge No. 18 Cardinal Stritch University 53-50 in the Chicagoland Collegiate Athletic Conference Women’s Basketball Tournament semifinals Saturday night at the Sullivan Center.

With the win, USF (31-0) advanced to the CCAC Tournament Championship game to be held Tuesday night at the Sullivan Center. The Saints will take on No. 3-ranked Saint Xavier University, which defeated Purdue University Northwest 104-72 in Saturday’s other CCAC semifinal.

After the teams played to a 7-7 tie after one quarter, Cardinal Stritch (24-6) outscored the Saints 20-15 in the second stanza to take a 27-22 lead at the break. The Wolves remained in the lead for most of the third quarter until junior Christina Ekhomu (Bolingbrook, Ill./ Joliet Catholic) hit a 3-pointer to tie game at 36 with 2:39 left in the period. With the score even at 38, Ekhomu blocked a shot and 11 seconds later buried another 3-pointer to put USF on top 4138. That score held until the end of the period.

Ekhomu’s third 3-pointer of the game early in the fourth quarter gave the Saints their largest lead of the evening, 4438. Cardinal Stritch cut the gap to one point, 51-50, with 46 seconds to go. With the shot clock

running down on USF’s next possession, senior Angelica Osusky (Romeoville, Ill./ Romeoville) drew a foul and converted both free throws. Cardinal Stritch missed a layup with six seconds to go, and the Saints collected the rebound to seal the win.

Ekhomu led the Saints with 16 points, while senior Charnelle Reed (Chicago Heights, Ill./ Homewood-Flossmoor) and junior Kamari Jordan (Bolingbrook, Ill./ Bolingbrook) each added 12. USF’s 53 points marked its lowest single-game total since the final game of the 2014-15 season (47 vs. Saint Xavier). The Saints shot only 33 percent from the field, but were perfect on seven free throw attempts. Cardinal Stritch was just 6-of-11 from the foul line. Kelli Schrauth led all scorers with 18 points for Cardinal Stritch.

SOFTBALL Junior pitcher Morghan Dieringer (New Lenox, Ill./ LincolnWay Central) threw a no-hitter to highlight the University of St. Francis softball team’s doubleheader sweep over Indiana University Southeast in nonconference play Sunday afternoon. After winning the opener 5-0, the Saints took the nightcap 15-2.

With the sweep, USF improved to 3-1 on the season. IU Southeast remained winless in its first four games.

Dieringer (2-1) retired 21 of the 24 batters she faced, issuing a base on balls to third batter of the game and leadoff walks in the third and seventh frames.

She collected six strikeouts, giving her 18 in 10.0 innings on the season.

Junior third baseman Ally Balandis (Burbank, Ill./ Reavis) and junior left fielder Brooke Karraker (Kankakee, Ill./ Herscher) drove in runs in the third and fifth innings, respectively, before freshman first baseman Kayla Garcia (Chicago, Ill./ Lane Tech) belted a three-run home run – the first of her collegiate career – in the seventh.

The University of St. Francis softball team split a pair of 7-5 decisions on the opening day of its 2017 campaign Saturday afternoon at University of the Cumberlands.

USF, which received votes in the NAIA Preseason Coaches’ Poll following a 31-17 finish a season ago, dropped game one before rallying for a win in the nightcap. Cumberlands moved to 3-5 on the year.

After the teams traded runs in the opening frame, Cumberlands plated five runs in the bottom of the third en route to its game one victory. USF scored twice in the fifth on a two-run homer off the bat of junior left fielder Brooke Karraker (Kankakee, Ill./ Herscher) and added two more in the seventh on junior catcher Becca Stanton’s (Chicago Heights, Ill./ Marian Catholic) two-run double, but the rally fell short.

Thompson winding down first season at Central

It was a surreal experience for Joliet Central boys basketball coach Lawrence Thompson, Jr. “Oh yeah, this was way different,” Thompson said. “I never thought this would happen in my career. It was a unique opportunity.”

The “it” was that Thompson was able to coach against his former team. That was Lockport Township in a nonconference matchup against a pair of old rivals on Tuesday, Jan. 31 in Joliet.

Like he had so many times as head coach of the Porters, Thompson’s team came out victorious. Senior guard Jose Grubbs led a balanced attack with 12 points and five rebounds as the Steelmen prevailed 45-34 in the nonconference tussle.

At Lockport, Thompson coached in the Porter program longer than anyone else. He spent 33 years there, 16 as the head coach from 1999-2000 to 2001415. Last year he was the sophomore coach at Joliet West before taking the reigns as Steelmen head coach this season.

Thompson had only good words to say about the Porters and the work ethic of one of his former players, now head coach Brett Hespell.

“I’m just happy to see Brett doing a great job,” Thompson said.

I knew the program would be in good hands with him there. His kids play hard. They compete, they are hard-nosed. That’s the nature of the kids they get.

Hespell thought it was pretty surreal too.

“It was weird,” Hespell said.

“Larry has been my coach, my mentor, my friend. The trademark with him is how much class he and his team always have.”

In his 16 seasons at Lockport, Thompson had a career record of 245-201. Under his leadership the Porters won six regional titles, including five in six seasons, between 2006 and 2011. At the start of that streak, he guided them to a trio of three consecutive sectional titles - the first time in Lockport history that ever happened. It was capped by a fourth place state finish in Class 4A in 2008.

The Steelmen entered the playoffs Tuesday as the No. 3 seed in the Lincoln-Way East Sectional.

Central hosts the regional and if the seeds play out would face No. 6 Lincoln-Way East Friday at 7 p.m. for the regional title.

“They’re looking to secure a significant amount of state funds to build a new interchange at I-55 and Seil Road, which will go directly onto that property,” he said. “They are looking for significant contribution from the federal government to build additional roads to improve the intersection at I-55 and Route 52/

Jefferson Street… What’s being proposed for the Cullinan site, it’s not another shopping mall, it’s somewhat bigger than that.”

The proposed project intends to bring 5,000 new jobs to Joliet on this site and more than 8,500 construction jobs.

“They’re estimating economic impact of this project to be $1.4 billion,” O’Dekirk said. “This will be the largest project to ever come to the City of Joliet.”

with business owners, a common refrain that you heard from the people on the older parts of town was that they felt the city had forgotten about them or left them behind,” O’Dekirk recalled.

“The city expanded west, we expanded south to the Kankakee River, north almost up to Oswego and that the older parts of town were left behind, and a lot of the business owners were saying that.”

O’Dekirk said he spoke with city staff to develop solutions to foster redevelopment.

In 2016, the city took action

to extend the downtown TIF District to promote investment among neighboring properties on Joliet’s east side.

“We’re going to redevelop those neighborhoods with the tax dollars generated within those neighborhoods,” O’Dekirk said. “I think it sends an important message to the east side businesses that they have not been forgotten about, that they are part of the overall plan, what’s good for a downtown businesses, or what’s good for a business on the west side by St. Joe’s Hospital, is also good for them.”

“I wouldn’t be the wrestler, I

wouldn’t be the person. I can’t thank these guys enough. I love our wrestlers and our coaches, everyone has helped me – even if it has been the smallest little piece,” he said. “Especially Josh, he has been like a father to me and I am so happy we could get that title for him. I know he has wanted it just as bad as I wanted my individual one and if I couldn’t have mine, I am happy we got him his.”

Fear of the unknown is the worst part DEAR DAVE, After listening to your show, I want to try to get control of my finances, but I’m afraid to open up the bills. I make about $60,000 a year, but it’s a real struggle just to keep my head above water financially. My checking account is always overdrawn, and I don’t know where to start in catching up. Can you help?

GAIL DEAR GAIL, Trust me, I know it can be scary.

But the easiest way to attack this thing is by taking one slow, sure step at a time. Try not to let worry consume you in the process, either.

First, sit down, take a deep breath, and open all the unopened bills.

Throw away any duplicates, and keep only the most recent state-

ments and notices. The unknown is always scarier than the known, so facing the bills and cutting that stack in half right off the bat will help reduce a lot of your initial anxiety. Next, let’s start a debt snowball.

List all the debts you owe, from smallest to largest, making one column for the payoff balance, one column for the amount you need to get current on that debt, and one column for the single payment amount when you get current. Total each column — the payoff balance, the amount to get current, and the single payment. I promise it won’t be as bad as you think.

Finally, make a monthly budget.

Prioritize your needs, starting with food, utilities, house payments and transportation. When it comes to your debts, pay as much as you

can on the smallest one while making minimum payments on all the others. You can do this, Gail. If you’ll follow my plan, I think you’ll see improvement in several areas of your life and you’ll feel good about the progress you’re making, too!

dealing with depression and a few other mental issues. Is it too late for her to get long-term care insurance?

JULIE DEAR JULIE, It wouldn’t be a big problem if she were healthy. But given her age, and the other struggles you mentioned, I’d check with a good insurance broker to see what’s out there for her.

In the insurance world they call this “making a market.” Will they be able to find a company that will write her in that situation? I can’t give you an accurate answer off the top of my head, because this is a difficult thing. It would probably depend on things like the extent of her depression, how long it’s been manifested, and what it has done in

her life. That’s one of the reasons I’m advising you to see an insurance broker. A broker doesn’t represent just one company; they represent several companies. They can shop around in a given situation, and find someone to write something you might not get written otherwise.
